Construction, legal action on Ridge Road

The extension cuts through the Serenova Tract of the Starkey Wildlife Preserve, which has been a point of contention. Environmentalists say the road will destroy sensitive conservation wetlands and wildlife habitats.They believe the motive for the road extension is to support more growth and development. The lawsuit alleges that Fish and Wildlife in its “biological opinion” violated the

Endangered Species Act and failed to properly assess harmful impacts, specifically to the Eastern indigo snake. The lawsuit also claims the Army Corps failed to complete a legally required comprehensive analysis on impacts to the Florida scrub blue jay and the red-cockaded woodpecker. “They are causing damage to the best preserve in Pasco County,” said Tim Martin, chair of the Sierra Club Florida’s conservation committee. County officials say the road extension

If ever there was a time when joy was needed, 2020 was the year. Here’s a look, in condensed form, at some of the stories revealing big moments and happy times in The Laker/Lutz News region, during the year that was. More photos on page 9A. FILE

When original plans for Evelyn “Ev” Furman’s 99th birthday were canceled, her daughter came up with Plan B. The plans were all set. Furman’s family planned to travel to Land O’ Lakes and to take her to the Rusty Pelican to celebrate her 99th birthday. A birthday lunch with friends was planned, too. Neither happened, thanks to COVID-19. Instead, her daughter, Debbie Storts organized a party — inviting people to drive, walk or bicycle by the house to help Ev celebrate. Storts used a 6-foot tray to hand out cupcakes. Those bringing gifts left them at the edge of the driveway, where they were collected and sanitized, before being delivered to the Birthday Girl. Although the original plans fell through, Ev didn’t mind. “It was the best party I ever had,” she said.

Bell Lake Road project begins in January Adventist Health proposes apartment development

Pasco County’s Bell Lake Road Improvement Project in Land O’ Lakes is scheduled to begin on Jan. 4, and run through spring 2022. The year-plus project will consist of extensive infrastructure and safety improvements — including road reconstruction, stormwater modifications, curb and sidewalk — along Bell Lake Road, east of U.S. 41 to Banjo Lake Road, according to a Pasco County news release. Eastbound and westbound lanes on Bell Lake will remain open as much as possible during the project; however, lane closures and full road closures could be necessary, periodically. A full road closure and detour is tenta-

tively scheduled to begin mid-March, for approximately eight days. Project details include: • Construction hours from 7:30 a.m. to 4 p.m. • Nighttime work during the eight-day detour period • Residents always will have access to their homes • Construction team will coordinate with emergency response and public transportation agencies to ensure uninterrupted service • Project completion in early spring 2022 The contractor for this Pasco County Engineering Services project is Kamminga & Roodvoets Inc. The Pasco County Planning Commission has recommended approval of a conditional use permit to allow an apartment development on the west side of Bruce B. Downs Boulevard, south of Eagleston Boulevard. The request, by Adventist Health System Sunbelt Healthcare Corporation, would allow a maximum of 248 apartments on the 16.24-acre site. The Pasco County Commission is scheduled to hear the request on Jan. 12 at 1:30 p.m., in the board’s chambers at the Historic Pasco County Courthouse in Dade City. Pete Pensa, director of planning for AVID Group of Tampa, outlined details of the request for planning commissioners. The property is located at 5101 Bruce B. Downs Blvd., which is about one-fourth mile south of Wesley Chapel Boulevard, Pensa said. It has direct frontage on Bruce B. Downs and Eagleston boulevards. There’s a mixture of development in the area, including retail, medical office uses, car dealerships and an assisted living facility, Pensa said. It’s south of BayCare’s planned hospital, which recently was announced, Pensa said. Hospital officials recently had a ceremonial groundbreaking for the facility, which is under construction. Other nearby uses include fast-food and sit-down restaurants, and a bank, Pensa added. “To the south of us are townhomes and single-family subdivisions,” he said, adding, “there is no existing multifamily within this mixed-use quadrant.” He also mentioned that multifamily is an appropriate transitional use between commercial to the north and single-family residential to the south. The site has been zoned for commercial use since 1984, but there hasn’t been a market for that use, Pensa said. “They’ve not been able to find a buyer and developer.” “There are a variety of commercial uses in the area that support the project, both from opportunities for shopping and eating, as well as working, including the BayCare facility,” he said. The hospital is expected to have 275 jobs, and the nearby assisted living facility. Plans call for preserving a significant portion of the property, Pensa added. Amenities will include walking trails

around a pond, a park, a dog park, picnic areas, a clubhouse and a pool. Pensa also noted that there would be fewer trips generated by this development than from a commerce use. And, he said there is water, sewer and reclaimed water available to service the site. He submitted two letters of support for the project. However, there were objections. Todd Yontec emailed his objections, noting that he’s a longtime resident of the Seven Oaks community and objects to adding apartments in an area that already has plenty of residential development. “This would truly be poor planning by the commission, if it keeps adding apartment complexes without encouraging the building of the infrastructure to support the increasing population density in this area,”Yontec wrote. “The only deviation from this original plan that I would support would be to return the parcel to wetlands, or create a park,” he added. Planning commissioner Roberto Saez, who lives in Seven Oaks, also objected to the request. He said the area is oversaturated with apartment complexes. “I go to Publix. Every time, it’s getting busier,” he said, making it harder to find parking. “As an owner, I believe it is increasing the value of my property.As a user, it can be a real nightmare. I don’t see any type of expansion of Bruce B. Downs. I don’t see any plan to cover the schools,” Saez said. “I have a hard time with the project, to be honest with you,” the planning commissioner added. Saez said he’s also concerned about overloading Seven Oaks Elementary School. Chris Williams, who represents Pasco County Schools on the planning board, said the proposed development would generate 30 elementary schools. Saez voiced skepticism about that projection. But,Williams said the biggest impact on schools comes from single-family developments. As the school district’s director of planning, Williams is in charge of the planning done to address future school needs. He said he has no concerns about the impact on schools from the proposed development. “We don’t object to this particular development,”Williams said.

What A Year It Was In Avalon Park Wesley Chapel! Highlights of the year from the team at Avalon Park Wesley Chapel Partnership with the Pasco Fine Arts Council

I

n 2020, Avalon Park Wesley Chapel continued its partnership with the Pasco Fine Arts Council and its East Pasco Fine Arts Gallery, which is located in the community’s Welcome Center. Before the pandemic closed the gallery down in March, three shows were held for watercolor artists Joye Moon and Lionel Sanchez, as well as contemporary painter Richard Terrill, who also is a resident of Avalon Park. This arts partnership began in 2019, led by Jo Baughman, longtime director of the Pasco Fine Arts Council (PFAC), who sadly died in September. It was just a year earlier that Avalon Park’s executive team met with Baughman to offer their Welcome Center as a new gallery on the east side of the county. The developer also committed to building a permanent Arts Center in its downtown in coming years. For Baughman, who was involved

New River Library to Reopen in January

fter months of work, Pasco County Libraries in January is reopening its New River branch, which is located at the west entrance of Avalon Park. Having a library in the center of the community is something residents truly love and value. The New River Library is being completely renovated, including expanding both the size of its building and outdoor areas. The county also is upgrading the library’s technology capabilities, and when the library reopens, will be a showpiece for all of Pasco County. Visitors will love the library’s modern new look, covered walkway entry, much faster Internet speeds, expanded youth areas, and a makerspace that opens into a shaded classroom for outdoor activities. Makerspaces are do-it-yourself centers that foster hands-on discovery and stimulate imagination. An expanded garden makerspace will include programs hosted by Pasco County Extension agents and master gardeners. Also, new at the library will be a unique children’s activity, Story Walk, which will encourage children to follow a winding path where they will stop at stations and read pages from a storybook.

The loss of Baughman was especially emotional for Stephanie Lerret, who worked closely with Baughman to set up the location of the East Pasco Fine Arts Council at Avalon Park Wesley Chapel. “Jo had an unrivaled passion for the arts! Her desire to share that passion with others was an inspiration. We are blessed to have known Jo and to absorb her knowledge of the finer things,” said Lerret, senior vice president of the Avalon Park Group.

n July, D.R. Horton announced that it will be building 1,000 homes in Avalon Park Wesley Chapel as the exclusive builder in the third phase of this prestigious masterplanned community. Currently underway is the construction of several townhome and single-family home models, which will open in early 2021 in Avalon Park’s new Westgate Village community. Pre-

sales are expected to begin soon. Single-family homes will be built on 40-foot to 50-foot homesites, with nine floor plans ranging in size from 1,504 square feet to 2,601 square feet. New K-6 Charter School Opens

ew planned communities can boast of a tuition-free charter school at their main entrance. But this bragging right goes to Avalon Park Wesley Chapel, which is proud to welcome Pinecrest Academy Wesley Chapel. The school opened its doors on Aug. 10 to over 600 students in kindergarten through sixth grade. Students in all grades are immersed in new technologies, including robotics, and work in fully functioning STEM labs — something most schools do not offer. “All Pinecrest schools have an emphasis on high-quality instruction. We’ll continuously be monitoring the data so we know what each student needs, and have many different pro-

grams available to focus on the needs of the individual student,” said Principal Aimee Mielke. The school, on State Road 54, has several sections at every grade level, and will be adding seventh and eighth grades in coming years. The school also offers self-contained classrooms for gifted students, where pacing will be faster and performance tests much more in-depth. Technology is an essential component of the new school, Mielke explained, and everything purchased for classrooms was chosen for student engagement. Laptops are provided for every student in grades two through six, as are iPads for first-graders and kindergartners.

n February, the Avalon Park Group received overwhelming support and backing from the Pasco County Commission to create a brand-new town center in its Wesley Chapel community. Downtown Avalon Park Wesley Chapel is being established as a mixed-use development on 215 acres, and includes four freestanding office buildings that will have a mix of retail and commercial uses. The first phase is already under construction and, when completed, will have 75,000 square feet of commercial space within walking distance to residents living in the community’s single-family homes, townhomes and apartments. “We are creating a real downtown with businesses offices, shops and restaurants, because we want to

greatly reduce the need for our residents to drive outside their community to get to work, take kids to school, shop and dine, and enjoy indoor and outdoor activities,” said

Lerret. “And now, with the full support of Pasco County, downtown Wesley Chapel will become a reality within the next few years.” The Pasco County Commission

unanimously voted to approve an incentive package totaling $33.5 million. The agreement outlines that in exchange, the Avalon Park Group will spend about $83.3 million to build roads, multi-story parking decks and transit-related infrastructure. The project is expected to generate 1,065 full-time jobs and have a total economic output of $84.4 million, according to county documents. Avalon Park Wesley Chapel will include 2,695 residences, 165,000 square feet of class A office and 190,000 square feet of commercial space. “Fifty percent of the residential trip generation on the site will stay on the site, once the project is complete,” said David Engel, manager of the county’s office of economic growth.

The route and construction seek to do minimal damage to the preserve, they say. The Serenova Tract is part of a 1990s settlement agreement reached during litigation over construction of the Suncoast Parkway. About 200 acres were set aside to mitigate wetlands damage. Ownership transferred from the Florida Department of Transportation to the Southwest Water Management District, but preserved the right to extend Ridge Road. Battle lines over the proposed route put county officials and environmental activists on opposing sides for more than 20 years. But, in late 2019, the Army Corps granted a construction permit. In March, a federal judge denied a Sierra Club motion for an emergency injunction to temporarily block road construction until the lawsuit’s conclusion.The decision cited “monetary harm” to the county if work were halted. Roadwork moved ahead. And, in November, Pasco County commissioners approved approximately $2.7 million to purchase wetland mitigation credits due to “unavoidable wetlands impact.” Last summer work crews completed a road segment linking Ridge Road and Town Center Boulevard, an access point for River Ridge Middle and High Schools. Next up is building a two-lane segment between Town Center and the Suncoast Parkway, with an expected completion in summer 2021. The two-lane roadway later will be widened to four lanes by summer of 2022. Construction is expected to begin in 2021 on the Ridge Road extension between Suncoast Parkway to the future Suncoast Boulevard.The final step would be extend-

ing Ridge Road from the boulevard to U.S. 41 at the intersection with Connerton Boulevard, the main entrance into the master-planned community of Connerton. Construction on this segment would begin in 2022. County officials hope to open the entire Ridge Road extension by the end of 2025. In addition to the roadway, as many as 16 bridges will provide overpasses along the length of Ridge Road. There also will be pathways, upland wildlife crossings and fences to provide habitat connectivity, and prevent roadkill of the numerous species living in the preserve. The initial phase of the project is estimated at $93.2 million, including incentives to finish early.About $11.3 million will pay for ramps and toll equipment at the Suncoast Parkway interchange.The final phase of construction is about $36.1 million. However, county officials said the design and cost estimate of that phase will be updated by the end of 2020. Martin said the county is moving aggressively to complete construction. If the Sierra Club prevails in its efforts to permanently stop the road extension, Martin said, “We want them to restore it to its natural state.” Sierra Club attorney Sarah Hayter said the goal is to have the permit revoked.Though the county is spending millions, Hayter said the courts could require Pasco to restore what it has done. A federal judge must determine if Fish and Wildlife can be added to the lawsuit, said Hayter. Representatives for Fish and Wildlife, and the Army Corps, agreed to the amended lawsuit, she said. However, Hayter said she understood that Pasco officials planned to file an objection. Pasco isn’t a defendant in the lawsuit, but the courts granted a request for the county to intervene on behalf of the Army Corps. County officials declined to comment on pending litigation.

ew recreation facilities opened, prep teams competed for state titles and local athletes accomplished memorable achievements, despite challenges imposed by the coronavirus pandemic. This 98,000-square-foot indoor field house is the cornerstone of the 80-acre Wiregrass Ranch Sports Campus of Pasco County. It opened Aug. 27.

Myriad ceiling-hung basketball goals and volleyball nets were mechanically lowered and raised in minutes. Centralized cheerleading/dance springboard floor was square for stunts and tumbling. Adjacent outdoor multi-use grass fields were manicured and marked up for soccer, lacrosse and other events. The Wiregrass Ranch Sports Campus of Pasco County was officially game ready upon an Aug. 27 ribbon-cutting and grand opening of the site, at 3211 Lajuana Blvd., in Wesley Chapel. Featuring 98,000 square feet of indoor space, the complex is hyped as a destination for local youth, school teams and adult athletes, while also playing host to a diverse set of regional, national and international level sports tournaments year-round, primarily in basketball, volleyball and cheerleading. Underscoring its scope: the multi-use sports complex is large enough to hold either 16 volleyball games or eight full-court basketball games at any given time. Two 35,500-square-foot gyms are separated by a cheer/dance studio, athletic training center and second-level mezzanine, set below 37-foot-high ceilings. Furthermore, spacious floors can be converted to accommodate other sports, such as pickleball (up to 16 courts), futsal (up to eight courts), as well as large-scale wrestling, mixed martial arts (MMA) or karate tournaments. The $29 million field house is the centerpiece of a $44 million public-private project. In time, it will be phased to include seven outdoor multi-use fields and a 128room hotel situated on 80 acres of land donated by the Porter family, one of the area’s leading cattle ranchers who established Wiregrass Ranch in 1942. The athletics campus is a public-private partnership between the county, who owns the land and facility, and RADD Sports, a private sports management company tasked with handling day-to-day programming, maintenance and operations. The complex is open for public use and local leagues Monday through Thursday, while Friday through Sunday will generally be reserved for attracting out-of-area tournaments.

Lutz native/Gaither High alum Kevin Cash came full circle with his baseball career when he managed the hometown Tampa Bay Rays to the sport’s grandest stage —the 2020 World Series. The Rays did lose in six games to the Los Angeles Dodgers in late October at Globe Life Field, in Arlington,Texas. The feat was still monumental, nonetheless. The Rays manager had done yeoman’s work in guiding the squad to its second and deepest World Series appearance in franchise history — the other coming in 2008, where the team lost in five games to the Philadelphia Phillies. Amid a logistically, emotionally taxing, pandemic-delayed, 60-game shortened season, Cash navigated historic feats out of a young, diverse team with a low payroll, dearth of superstars and household names that encountered a slew of injuries. To place in perspective: Tampa Bay’s $28.3 million prorated payroll — third lowest in the Majors — paled in comparison to the $108.4 million sum of the Dodgers. Also, the Rays had 15 different players serve a total of 20 injured-list stints. (On Sept. 1, they set a team-record-tying — not in a good way — 13 players unavailable for action.)

Weeks after guiding the Rays to the American League’s best regular season record (40-20) and the franchise’s second World Series berth in history, Cash deservedly was crowned 2020 AL Manager of the Year by the Baseball Writers’Association of America (BBWAA). The 42-year-old Cash received 22 of 30 first-place votes and 126 total points in the BBWAA’s scoring to win over former Chicago White Sox manager Rick Renteria (61) and current Toronto Blue Jays manager Charlie Montoyo (47). Cash’s ties to the local community run deep, meanwhile. He grew up in the Valley Ranch Drive neighborhood across from Lake Park in Lutz, along North Dale Mabry Highway. He was a 12-year-old second baseman on the 1989 Northside Little League team that reached the 43rd Little League World Series. He would later star at Gaither and Florida State University through the midand late- 1990s before enjoying an eightyear MLB career as a journeyman catcher. Following his playing career, Cash became a scout for the Toronto Blue Jays (2012) and then bullpen coach for the Cleveland Indians (2013-2014), before landing the Tampa Bay managerial gig in 2015.

Toronto Raptors hold training camp at Saint Leo

While the COVID-19 pandemic brought much angst to the sports world and beyond in 2020, it also led to some unique, if not positive, occurrences. One of the most notable was the National Basketball Association’s (NBA) Toronto Raptors hosting training camp at Saint Leo University’s Marion Bowman Activities Center, from Dec. 1 through Dec. 11. Due to the coronavirus pandemic, the franchise was unable to start the 2020-2021 regular season in Toronto due to CanadaU.S. border restrictions. Needing a temporary home in the states, Raptors players voted that they preferred to begin their 2020-2021 season in Tampa over cities such as Buffalo, Fort Lauderdale, Louisville, Nashville and Newark. As the franchise readied its temporary home at Channelside’s Amalie Arena and makeshift practice facility at JW Marriott Tampa Water Street, the Raptors needed someplace nearby to hold its two weeklong training camp. That’s when some deep coaching ties came to assist. Saint Leo men’s basketball coach Lance Randall has known Raptors head coach Nick Nurse for over 20 years — a relationship dating back to when the pair were coaching against each other in Europe. It was sometime in mid-November when Randall received a random text message from Nurse, inquiring about the college’s basketball facilities as a possible camp site as the team made preparations for a move stateside. Randall subsequently went into recruiting pitch mode, self-assured the Bowman Center would be a slam dunk for the Raptors. The Bowman Center has 10 basketball hoops, two-full sized courts and a 4,444 square-foot weight room. The facility also has a balcony overlooking the practice gym, which allowed team scouts and management to get a bird’s-eye view of all the action. Add to that a serene setting devoid of distractions in rural East Pasco County off State Road 52, some 35 miles north of the team’s downtown Tampa hotel stay. Multiple in-person visits by Raptors officials to campus sealed the deal, the amenities clearly to their liking. For the duration of Raptors training camp, buses shuttled players, coaches and officials to Saint Leo, generally between 8 a.m. and 3:30 p.m., each day. As many as four shuttle buses could be seen parked at any one time next to the Bowman Center. Raptors management strived to normalize the temporary setting, wrapping the university’s fitness center, end mats and other portions of the arena in team logos and its signature red and black color scheme. On the whole, the Raptors came away quite pleased with the university’s athletic facilities and community welcoming. “I think it’s been great,” Raptors all-star power forward Pascal Siakam said of the training camp experience at Saint Leo. “I would say we’ve been blessed to be able to have a facility like that. Definitely a shoutout to Saint Leo for letting us use the gym and be a part of what they have here. “I think it’s been great just being here and having everything under one roof. I just know, obviously, we appreciate it as a team.”

he Rotary Club of Wesley Chapel sponsored a Stuff Your Stocking Drive Thru event on Dec. 20, at Wesley Chapel District Park on Boyette Road. Families were encouraged to wear their pajamas and bring their stockings to drive through a trail of vendor tents, and a sudsy blizzard.

The dreary weather didn’t stop an estimated 400 cars (approximately 1,200 people) from cruising through the line, for kids to have their stockings filled with goodies. Frosty the Snowman made an appearance, and drive-thru pictures with Santa were offered, too. A portion of the donations support the Wesley Chapel Rotary Club’s sponsorship of foster children, as well as the Underdog Fund and local scholarships.

Members of the allfemale krewe, Sirens of the Golden Sabre, were on hand for the Stuff Your Stocking Drive Thru. The group usually can be seen each year in the USF Homecoming Parade, the City of Tampa's Santa Fest Parade, Children's Gasparilla Extravaganza Parade, Gasparilla Piratefest Parade of Pirates, Sant' Yago Knight Parade, Rough Rider's St. Patrick's Day Parade and the Tampa Pride Parade. They say their main goal is to assist in charitable endeavors.

The five offices of Pasco County Tax Collector Mike Fasano partnered with the Florida Breast Cancer Foundation to help raise funds and awareness of breast cancer, its symptoms and treatment. The tax collector’s offices promoted the sale of the foundation’s “End Breast Cancer” specialty tag and accepted voluntary check-off donations on automobile registrations. Twenty-three license plates were sold, and combined with cash donations, a total of $9,018.97 was raised to help ‘end the suffering caused by breast cancer,’ according to a news release.

Florida’s Recovery Schools of Tampa Bay Inc., will open its first nonprofit, private school – Victory High School – to help youth struggling with addictions. Teens in traditional high schools are exposed to forces that make it very difficult to maintain recovery, and of those who make a commitment to recovery, more than 50% relapse within 12 months, according to a news release. Recovery Schools of Tampa Bay “aims to be a beacon of hope and provide wraparound services to the families and students; a safe, connected healing-centered environment that honors the whole child; and collaborates with the family to bring growth,” the release said. Students range in ages from 14 to 19, and receive an education, mental health services, and opportunities to learn and lead substance-free lives with individualized recovery support. A ribbon-cutting ceremony is scheduled for Jan. 4 at noon, at Calvary Chapel Worship Center, 6825 Trouble Creek Road in New Port Richey. Victory High also is having a shoe drive fundraiser event,“Stepping into Recovery,” through Jan. 31. Donations of new or gently used shoes will be accepted. CARES funding to support Pasco’s child care centers Pasco County has awarded funding to The Early Learning Coalition of Pasco and Hernando, to purchase personal protective equipment (PPE) and cleaning supplies for 165 contracted child care centers. A check presentation ceremony was held at Primrose School at Collier Parkway, 23021 Weeks Blvd., in Land O’ Lakes, on Dec. 17. Pasco County awarded $159,420 in CARES (for Coronavirus Aid, Relief, and Economic Security) funding to support the purchase of PPE and cleaning supplies. Officials from The Early Learning Coalition of Pasco and Hernando Counties, board members and county dignitaries gathered to highlight the county’s designation of the federal funds. Items that can be purchased with the funds include facemasks, face shields, gloves, sneeze guards, disinfectant sprays and sanitizing stations. A little fun for the holidays

Members of the GFWC Lutz-Land O’ Lakes Woman’s Club gathered at a local park to work on a special Day of Service project to benefit the community. The women donated enough pairs of socks for the residents of an adult living facility in South Tampa, and then assembled British cracker rolls that contained 2 pairs of socks each. Each roll was wrapped and decorated in festive holiday paper and then the packages were delivered to the facility.

Meals on Wheels for Kids makes deliveries The Laker/Lutz News Staff Report

Meals on Wheels for Kids ‘Holiday on Wheels’ program delivered full holiday meals and toys to 930 transportation-disadvantage and homebound families in Tampa Bay on Dec. 16. The program was developed in partnership with Metropolitan Ministries to help struggling families to have a happy holiday celebration, according to a news release. It took 200 volunteers to make the deliveries to the 930 families, which included 2,250 children.

Families that have transportation could visit Metropolitan Ministries annual drivethrough holiday tent. Volunteers helping with the deliveries picked up route sheets and delivery items at pick-up sites throughout the tri-county Tampa Bay area, and used their own vehicles to make the deliveries. In Pasco County, 260 households received 381 boxes of food, with 646 children receiving a delivery of toys, the news release says. To learn more about this program, call 813-344-5837.
