Early voting begins this week By B.C. Manion bcmanion@lakerlutznews.com

Voters will head to the polls on Nov. 6 for the 2018 Mid-Term Elections, but a significant number won’t be waiting until then. A good portion of voters decide who they want to represent them while filling out their ballots in the comfort of their own living room, and dropping them into the mail.

Another part of the electorate streams to various polling places, taking advantage of early voting options. Of course, there are also those who prefer the tradition of voting on Election Day itself. Whatever method they use, those casting ballots have the opportunity to weigh in on races and issues, ranging from who will be Florida’s representatives in Congress, to who will occupy the state’s governor’s mansion, to who will make local decisions affecting everything from job creation, to

road congestion, to the quality of local schools. Pasco and Hillsborough voters also will decide the outcome of 12 constitutional amendments or revisions. In Pasco, voters also will decide the fate of four general obligation issues to pay for a jail expansion; additional fire protection; enhanced libraries; and, enhanced parks. The bonds would be repaid through increased See VOTING, page 19A

Dale Mabry Highway in Lutz, could pick from a wide assortment of the seasonal orange orbs in a pumpkin patch, and could also enjoy pumpkin painting, arts and crafts, food, music, a bounce house and a costume parade. Duke Energy is Medical Center of Trinity seeks planning a project in new ways to improve care Lutz-Land O’ Lakes By B.C. Manion

bcmanion@lakerlutznews.com

By Brian Fernandes bfernandes@lakerlutznews.com

Duke Energy plans to install a new substation and transmission lines to meet the electrical demands of the growing population and businesses in Lutz and Land O’ Lakes. The energy company had a public open house at the Holy Trinity Lutheran Church in Lutz to share its plans. Those attending could drop by multiple booths, from 4 p.m. to 7 p.m., to learn the particular’s about the project’s engineering and potential impacts to traffic, the environment and vegetation. Construction for the new substation is planned to start January 2020 at an open field in Land O’ Lakes, where Morgan Road and Land O’ Lakes Boulevard intersect. A 230-kV line and two 69-kV lines will run from the new substation to the existing Denham substation on State Road 54. Three routes are being considered: • Route 1 would run down the eastside of Land O’ Lakes Boulevard heading south, then turning east on to Carson Drive where See DUKE, page 19A

Anyone who has driven along the State Road 54/State Road 56 corridor during the past few years can easily see that the landscape is rapidly changing in Pasco County. Subdivisions and businesses are popping up everywhere, and the need for medical services continues to grow. Responding to that explosive growth and to evolving patient needs is only part of the equation, though. Keeping up with medical advances, staying abreast of new treatment approaches, equipping hospital staff with leading edge technology and adjusting to changes in government regulation, are other elements in Medical Center of Trinity’s quest to set itself apart for its quality of care, said Leigh Massengill, the hospital’s chief executive officer, during a recent North Tampa Bay Chamber luncheon. “We try to strategize very carefully to meet the needs of the growing community, to identify the things that people are going to need — recognizing that health care is changing at a fast pace while we’re trying to make those decisions,” Massengill said. For instance,“more and more things are being done on an outpatient basis. “Whoever thought that you could get your total knee replaced in an ambulatory

Carrollwood Village Community Park is finally a reality — and ready for the public to enjoy. Situated on a 50-acre site that was once home to the now-offline Dale Mabry Wastewater Treatment Plant, the “passive” community park offers a number of amenities. A ribbon-cutting ceremony was held on Oct. 19 to celebrate the partial completion of Phase I of the park. Features include a dog park, a multi-use trail, exercise stations, picnic shelters, a pond, an open lawn, restrooms and parking. A splash pad, playground and amphitheater are set to open by February, marking the completion of Phase I construction of the park. Planning for the park, which is at 4680 West Village Drive in Tampa, began years ago. Carrollwood residents weighed in during a series of community meetings dating back to 2014. The original idea for a new park in Carrollwood became a community-driven, grassroots effort after word spread more than four years ago that the wastewater site was being retired. Hillsborough County Commissioner Ken Hagan was among those who championed the idea of funding the park, and the Hillsborough County Commission approved the $6.5 million park project last May. Hagan, a northwest area resident who grew up in Carrollwood, said the county “had a rare opportunity to do something special” with the large green space that was once home to the wastewater plant for

more than 40 years. He characterized the new park as “an oasis in Carrollwood Village.” “This park will be a centerpiece for the entire community to enjoy,” Hagan said during the festivities.“It will be one-of-a kind, right in the heart of Carrollwood Village, and a great place to relax, exercise, have fun with your pet, and take a break from your fast-paced day.” At the ceremony, Hagan also announced the county has allocated another $3.5 million for Phase II construction of the park. Potential amenities may include the following, subject to community input and funding: An observation pier, shade canopies, solar trail lighting, a skate park/pump track, a community nature center, a pedestrian boardwalk, water fountains, a bridge/trellis, an event pavilion, a secondary playground and landscaping/garden area. “There’s still plenty of room to grow,” Hagan said. Park adds to a list of more than 170 neighborhood parks in the county. It is expected to become the county’s “most amenity-rich community park” once all phases are complete, said Rick Valdez, who is Hillsborough County’s parks and recreation director. “We have skate parks that are skate parks, splash pads that are splash pads — this will have it all,”Valdez explained. “There’s a lot of things that make this place special,” he added.“It’s very rare that we get $10 million to build a park, so we are paying attention to the smallest details, and just also going and getting input from the community, and just giving the community what they want.” Local residents are excited about the park’s possibilities. Dawn Hudson is president of the Carrollwood Park Conservancy — the group responsible for initially spearheading the park project. “Parks make life better,” Hudson said.“I think it will draw people from 10 to 15

miles — someplace for people to go.” She said the opportunity to build another park in Carrollwood would not have been possible without the retirement of the wastewater site and the simultaneous collaboration of local residents. “We carried our vision through, and here we are. It’s pretty amazing,” she said. Hudson said she’s most looking forward to helping plant a botanical garden that will make the park “really interesting to walk through.” The addition of a “nature play” playground is another feature that will stand out, she said.“It’s not going to be your plain jane swings and slides,” Hudson said. “It’s going to be a place where you use your imagination to play, like running up a hill, hiding behind a big rock, crawling through a tunnel.” Park hours will normally be from sunrise to sunset, with staff on-site to facilitate programming and provide maintenance. Another unique aspect of the park: It is home to a 1,200-square-foot, 24-hour indoor fitness facility used exclusively by Hillsborough County Sheriff’s deputies. In essence, that creates built-in security — with officers working out around the clock on park grounds. The workout facility is in a former administration building structure at the wastewater plant. Everything else associated with the former treatment plant has been demolished, with the exception of two reclaimed water tanks, pump stations and fencing. A grand opening for the park will take place sometime in early 2019 after Phase I construction is complete. For more information on the park, visit CarrollwoodVillagePark.com.

Enjoy a special interest rate for 12 months with new money deposits of at least $25,000 and a minimum daily account balance of $25,000 or more.

Guaranteed fixed rate with new money deposits of at least $25,000 for an 11-month term.

Both accounts are FDIC-insured up to the maximum allowable limit. Platinum Savings offer available in CT, FL and NY. Fixed Rate CD offer available in CT, FL, NY and WA. Portfolio by Wells Fargo® customers are eligible to receive an additional interest rate bonus on these accounts.3

1. To qualify for this offer, you must have a new or existing Platinum Savings account and enroll the account in this offer between 10/15/2018 and 11/16/2018. This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: CT, FL and NY. In order to earn the Special Interest Rate of 1.69% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 1.70%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12-month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 09/18/2018, the standard interest rate and APY for a Platinum Savings account in CT, FL and NY with an account balance of $0.01 to $99,999.99 is 0.03% (0.03% APY) and with an account balance of $100,000 and above is 0.05% (0.05% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12-month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking, Business Banking, Wholesale or Wealth customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 10/15/2018 to 11/16/2018. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the special rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. APY shown offered at Wells Fargo Bank locations in CT, FL, NY and WA. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Offer cannot be: Combined with any other consumer deposit offer, or reproduced, purchased, sold, transferred or traded. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed. Buying or Selling A Home? Call Advantage Real Estate Services for Over 36 Years of Local Expertise

A

dvantage Real Estate Services is a full-service real estate company representing both buyers and sellers of residential and commercial property, primarily in Pasco, Hillsborough and Hernando Counties. Headed up by Broker Holly Ruhlig, whose family has been involved in the local real estate market since 1981, agents at Advantage Real Estate Services understand local trends, area home values, and are knowledgeable about area schools, roads and growth that impact buying or selling a home. “We have a diversified team of agents who live in our market, many having over 20 years of local real estate experience,” said Holly. “Our agents are experienced professionals who pride themselves on the highest level of customer service.

The Advantage team shares these reasons to use a licensed Realtor for buying or selling your home. 1. EXPERT GUIDES: Whether you are buying or selling a home, it requires dozens of forms, reports, disclosures and other technical documents. A Realtor is a knowledgeable expert who helps you prepare the best deal, and avoid delays or costly mistakes. 2. OBJECTIVE INFORMATION AND OPINIONS: Realtor can provide local information on utilities, zoning and schools, and have objective information about each property. By understanding both your needs and search area, your Realtor can also point out neighborhoods you don’t know much about, but which might suit your needs better than you had thought. 3. MARKETING AND EXPANDED SEARCH POWERS: When selling your

home, in addition to advertising your home, many prospects for a home sale come from a Realtor’s contacts with previous clients, friends and family. Your Realtor will prescreen and accompany qualified prospects through your property — you never have to worry about allowing strangers into your home. A Realtor can help you find opportunities not listed on home search sites, and also help you avoid out-ofdate listings that might be showing up as available online, but are no longer on the market. 4. NEGOTIATION KNOWLEDGE: A Realtor will look at every angle from your perspective, including crafting a purchase agreement that allows enough time for you to complete inspections and investigations of the property, before you are bound to finalize the purchase. 5. UP-TO-DATE EXPERIENCE:

Most people sell only a few homes in a lifetime, and those sales typically have many years in-between. Even if you’ve done it before, laws and regulations change. Realtors handle hundreds of transactions over the course of their career and are experts at what they do. 6. YOUR ROCK DURING EMOTIONAL MOMENTS: A home is so much more than four walls and a roof. And, for most people, buying a home is the biggest purchase they’ll ever make. Having a concerned, but objective, third party helps you stay focused on the issues most important to you. 7. ETHICAL TREATMENT: Every Realtor must adhere to a strict code of ethics, which is based on professionalism and protection of the public. As a Realtor’s client, you will receive honest and ethical treatment in all transaction-related matters. The first obligation is to you, the client.

Count on Cornerstone Pros For All Home Maintenance Needs

L

ocal residents have counted on Cornerstone Pros for their air conditioning service since 2006, and many of these customers now turn to the Land O’ Lakes company for their electrical and plumbing needs. “We expanded into electrical and plumbing several years ago because our customers kept asking if we could help them with other home services,” said Dana Spears, founder and president of the company. “They trusted us and were comfortable having us in their homes, and we wanted to accommodate them.” Today Cornerstone Pros is the only residential HVAC company in central Pasco to offer homeowners one-stop shopping and service for air conditioning, heating, plumbing and electrical services. There are many advantages to using Cornerstone for ongoing maintenance of your home’s primary mechanical systems. 1. Every employee passes a stringent background check and drug tests before they are allowed to enter your home. “We hire people who are genuine, honest, trustworthy, clean-cut and live their life with good ethics and morals,” said Spears. “Most employees are local people who live in our service area, and they are very committed to their work and community.” 2. All technicians have the appropriate certifications and licenses. “All of our technicians are specialists who have specific, ongoing training in their fields,” said Dana. “This means our A/C guys are experts at air conditioning, and they only go out on HVAC calls. Our licensed electricians and plumbers are assigned specifically for electrical and plumbing work. There is no cross over between the trades — your technician is always qualified to diagnosis your problem, recommend a solution and qualified to do

the work to meet the industry’s highest standards.” 3. Cornerstone warrantees all of its work, and the company’s satisfaction guaranteed policy applies to every job. “We have a dedicated team of experienced technicians who follow up on any warranty problem. There is no charge for this service, and the tech keep coming back until the problem is 100 percent resolved,” explains Spears. 4. Cornerstone maintains a customer database of all work completed on your home, similar to the historical data your automotive dealership maintains on your vehicle. “Our database is continually updated, so we always know what and when a service was completed, and what parts were ordered,” said Spears. “Having the history of your

home’s maintenance for A/C, electrical and plumbing all at one place is a tremendous convenience for homeowners, especially for those who do not keep detailed records and files.” 5. Preventative maintenance is essential to keep your home’s systems in proper working order so they don’t stop working when you need them most — such as the hottest day of the year, or when you have visitors staying with you. “We have very affordable residential maintenance packages, which range from $15/month for one service area, to just $24/month for all three — HVAC, electrical and plumbing,” said Spears. 6. Customers with maintenance agreements are preferred customers, which means they get service first at a discounted price. “When you have an emergency at your home, you are a priority client

and we send a technician to your home first,” said Spears. 7. Cornerstone recently opened a 6,000 square-foot warehouse so that techs have everything they need when they go on a service call. “Every morning our vans are fully stocked with everything our technicians need, which means on most calls, we will be able to solve a customer’s problem on the first visit,” said Spears. In addition to air conditioning, electrical and plumbing services, Cornerstone also provides customers with portable and whole-house generators, and is one of largest Generac distributors in the region. It is also the exclusive distributor for Westinghouse Progressive Series of water treatment equipment, which works around the clock to provide your home with refined, clean soft water. Clothes and linens will be softer, brighter and last longer, and your plumbing fixtures, dishwasher and refrigerator will be free of water spots, scaling and soap scum. Cornerstone, which has 65 employees and a fleet of 35 trucks, always strives to go above and beyond customer expectations. Phones are answered 24/7, and technicians are available around the clock, including weekends and holidays “We are successful because we’ve built our business on reputation and trust,” said Dana. “We always stand behind the work of our employees, and everyone of our employees strive to make customers happy every day.”

Cutting Years Off Your Mortgage

H

ere’s a simple way to cut years off your home mortgage and potentially save yourself thousands of dollars in interest. By making just one extra payment a year, or by spreading that one extra mortgage payment over 12 months, you can do just that, say experts. “If you have a nest egg and are in a good place financially, put a little extra money to work to cut the mortgage term and add equity faster,” suggests PNC Bank’s Staci Titsworth, regional manager for mortgages. Titsworth offers strategies to help make the extra payments easier to handle. “A good way to do this is to take a tax refund or year-end bonus and apply it to the principal of your mortgage. It’s simple to do on a yearly basis, plus you are not parting with a large portion of your regular paycheck to fund that extra payment,” she says. Another strategy is to add a little extra to each month’s mortgage payment, and apply it to the principal.

As an example, with $200,000 borrowed at a 4.5 percent fixed rate, making one extra payment of $1,013 annually can take 4.25 years off the loan and save more than $2,500 in interest. Double that extra payment and you could shorten the term by seven and a half years and save more than $9,600 in interest. In the early years of a 30-year mortgage, the bulk of the payment goes toward interest, and the interest is calculated on the outstanding principal balance, so every extra dollar that you can put toward that balance is going to take cost off the back end of the mortgage. “We talk to our customers about their complete financial picture, from their loans to savings to retirement. We know that most people want to retire in a financially sound position, and typically their biggest debt is a mortgage,” says Titsworth. More tips and resources can be found at www.pnc.com.

Brightman Family Loves Asturia and Their Ashton Woods Home

A

lex and Jessica Brightman were one of the first Ashton Woods homeowners in Asturia, a masterplanned community in Odessa, along the State Road 54 corridor. Two years later, the young couple will be bringing home their second child to their Ashton Woods home, when their son is born in January. “We just love our Ashton Woods home and living in Asturia,” said Alex, who works in the IT field. “We have a huge corner lot and enjoy the open floor plan of our Milan model.” His wife, Jessica, adds, “We’ve met so many people and have made so many friends. It’s been perfect for us and our daughter, Kensley.” The Brightmans also credit their Ashton Woods salesperson, Kathy Midkiff, for making their homebuying experience so successful. “Kathy was absolutely wonderful and helped us every step of the way.” “Asturia is the perfect location for us. We moved here from Dade City, so we especially appreciate the convenience of being close to the Suncoast Parkway. It’s so easy to get to downtown Tampa,” Jessica added. The Brightmans are typical of many Ashton Woods families. The builder’s spacious floor plans are the most affordable homes in Asturia, with prices beginning under $300,000. “We found there is a lot of value in our home —we have beautiful finishes and lots of space for our investment,” said Alex. Ashton Woods is in its final sales phase at Asturia, with 80 percent of home sites sold since the community opened two years ago. “We’ve had tremendous success in Asturia, and have sold over 100 families their new home in this much-desired community,” said

Jessica and Alex Brightman and their daughter, Kensely, have lived in Asturia for two years and love the open floor plan of their Ashton Woods home.

Marketing Manager Kristin Wilson. “We have less than 30 move-in ready homes that remain, and expect all to be sold very soon.” To encourage families to buy before the end of the year, all Ashton Woods homebuyers in Asturia that purchase in the Grove Series will receive a free stainless-steel refrigerator and washer/ dryer, a value of over $3,500. Plus, Ashton Woods is contributing $9,000 towards closing costs with its preferred lender*. “There has never been a better time to buy an Ashton Woods home in Asturia,” said Wilson. “And, some of our best home values can be found in our Grove series, which feature two-car garages at the rear of the home.” There are seven of these unique homes ready now as inventory homes, with the popular Arlington model beginning at just $276,999.

This 2,003-square-foot home features open-concept family and dining rooms that open to the kitchen, complete with 42-inch designer cabinets, granite or quartz countertops, an oversized island and walk-in pantry. Also, downstairs is a powder bathroom, valet area off the garage entry and ceramic tile floors throughout the entire first floor. Upstairs, the Arlington’s master suite has a spacious bathroom with double vanities, walk-in shower and large walk-in closet. Two additional bedrooms share a bath, and a laundry room is conveniently located upstairs. “We have three Arlington homes ready for quick move-in, all under $280,000. It is a perfect first home and has many upgrades not usually found at this price point,” said Marketing Manager Wilson. Ashton Woods also offers a slight-

ly larger home in this series, the Ortega, at 2,193 square feet. The Ortega has a soaring 20foot volume ceiling foyer, a large open-concept kitchen, family room and breakfast nook. A formal dining room and butler’s pantry lead to the kitchen, which has 42inch designer cabinets, granite or quartz countertops, an oversized island, and walk-in pantry. Downstairs also features a powder bathroom and plenty of storage closets. Upstairs is a large master suite and bathroom with double vanities, walk-in shower and large walk-in closet. And, like the Arlington, there are two additional bedrooms that share a bath, and a convenient laundry room located upstairs. “Our Ortega models begin at $296,990, which is a tremendous value for close to 2,200 square feet and Ashton Woods’ premium finishes,” said Wilson. More Homes and Great Schools Ashton Woods also offers classic one- and two-story homes in its traditional home series with the garage in the front. All offer open floor plans, large living areas, beautiful master suites, high-end finish and lots of storage. Homes have two- or three-car garages, and many back up to private conservation lots. “For families with children, Asturia is a very popular community because it is zoned for some of the best schools in Pasco County — J.W. Mitchell High, Seven Springs Middle and Odessa Elementary,” said Wilson. Ashton Woods was named the 2017 Builder of the Year by Builder and Developer Magazine and, for the fourth consecutive year, has been ranked among the top three for Most Trusted Builders in America. Bexley Offers Homebuyers Luxury Custom Options

Y

ou watch expectantly as your builder constructs your home. And, since you’re the very first person to live in a newly constructed home, many builders allow you to put your very own stamp on it by selecting the finishes, cabinets and flooring that you want. Bexley by Newland Communities in Land O’ Lakes, one of Pasco County’s newest and most popular master-planned communities, is adding more luxury options with new floor plans from Cardel Homes and the introduction of Arthur Rutenberg to the community. Both offer new homebuyers ample ways to turn their house into a dream home. Bexley Cardel Homes, Savannah Living Room

CARDEL HOMES With two new floor plans featuring four bedrooms and three baths, Cardel Homes places a premium on design. Homebuyers have access to the Cardel Design Center, where they can build their home according to their lifestyle, as well as select upgrades such as a Whirlpool appliance package, more than 20 different styles and colors of tile, travertine windowsills and much more. “As a family-owned builder, we pride ourselves in offering quality workmanship and outstanding customer service,” said Brian Phillips, Cardel Homes’ vice president of sales and marketing. “Our design team works with homebuyers so that we can customize floor plans and offer a variety of structural options with those floor plans. This way, families are able to build their home according to their lifestyle.” Cardel Homes’ two new model homes at Bexley, The Henley and The Savannah, are now open for prospective homebuyers to explore the 3,308 to 3,939-square-foot floor plans. Cardel Homes has a variety of floor plans within the community, which range in pricing from $400,000 to $600,000.

Arthur Rutenberg/Custom Craft Homes, Avalon Model

ARTHUR RUTENBERG HOMES/CUSTOM CRAFT HOMES It’s one thing to select the finishes and colors that you want in your home. It’s another to create the exact floor plan you want with an architect. And, that’s what custom builder Arthur Rutenberg Homes offers customers. “Being in Bexley was just the natural thing to do,” said Ernie Lashlee, building company president for Arthur Rutenberg Homes/Custom Craft Homes. “We have been building custom homes in Newland’s FishHawk Ranch community for

more than a decade. Being in Bexley gives us the presence we want in Pasco County.” Arthur Rutenberg has just 14 custom home sites available on its exclusive cul-de-sac in Bexley. Lashlee, a certified architect, notes that he can assist homebuyers by making changes to existing floor plans. That may mean increasing the size of a master bedroom, or changing the elevation of a home so that it stands out from others in the neighborhood. “Most of our buyers are looking for something different from the

person next door,” Lashlee added. “They want something unique, and we’re able to offer them the expertise and flexibility to bring their vision to life.” A model home for Arthur Rutenberg Homes/Custom Craft Homes is expected to open in the spring of 2019, with pre-sales beginning soon. Homes will range from high $500s to $800,000. Whatever your home style or budget, Bexley has something for you, including single family and luxury homes and townhomes priced from the low $200s to over $600,000. Located north of State Road 54 next to the Suncoast Parkway, Bexley’s 1,825-acre community offers a wide range of activities and amenities, including resort-style pools, a state-of-the-art fitness center, miles of dual-surface trails and a BMX pump track. Amenities also open to the public include the Twisted Sprocket Café and Suncoast Trailside Bicycles. For more information, visit BexleyFlorida.com, or call (813) 4257555.

Phase III Underway In Asturia

A

sturia — one of Pasco County’s most successful master-planned communities along the State Road 54 corridor — has expanded into its third and final major phase. “Our builders have been very successful, and the demand for more homesites has driven the opening of our Phase III,” said Creighton Call, projector director for Hines, the community’s developer. And, with Phase III comes the addition of Asturia’s fourth builder, Ryan Homes, which is building townhomes on 108 homesites close to the community’s Amenity Center and entrance. “Asturia has been embraced by our owners because they want to live in a community with a variety of builders and home sizes with unique streetscapes and world-class amenities that encourage an active lifestyle,” said Call. Asturia’s builders offer multiple product types and home configurations that attract empty-nesters, first-time homebuyers, singles, young families, families with schoolaged children and even multi-generational families. “We have several extended families living in Asturia — empty nesters who have built a home a few blocks from their adult children and grandchildren. We even have siblings and cousins who have chosen Asturia because we offer an assortment of home sizes, floor plans and price points,” said Call. Asturia is designed as a walkable community with winding streets that connect to neighborhood parks, trails and recreational areas. Most homes are easy walking or biking distance to the Amenity Center, which includes a resort-style pool, a fully equipped fitness center, and a contemporary clubhouse for community and family celebrations. Every street has a mixture of homes by different builders with varying elevations that give neighborhoods a unique feel. “There are no cookie cutter streets in Asturia. Our premier builders offer a variety of architectural styles and customizations. We take great care in

beautifully landscaping the curvilinear streets and common walkable areas,” said Call. In the three years since Asturia began selling homes, more than 250 homes have been sold out of the 550 planned for the community. Upscale semi-custom builders, David Weekley Homes and ICI Homes, are building new single-family models on 55- and 65foot homesites in Phase III. Ashton Woods, which has been building in Asturia since the community opened in 2015, continues to offer multiple home types and styles. Asturia’s Phase III consists of 224 lots, of which 108 will be townhomes by Ryan Homes. These affordable homes have two-car garages located in the rear and accessed by private alleys, which leaves the front of the home open for welcoming porches, sidewalks and landscaping. Ryan Homes is launching its new, low maintenance, two-car garage townhome neighborhood with their model home opening in early 2019.

Townhomes prices will begin from the mid $200,000s. Presales are already underway. “Ryan’s townhomes will attract buyers looking for smaller homes with minimum lawn maintenance,” said Call. “We expect to see many first-time homebuyers coming out of apartments, as well as emptynesters looking to downsize.” Asturia’s smaller, intimate community size of just 550 homes is attractive to people who do not want to live in a large master-planed development with thousands of homes being built over several years. “After Phase III is completed, there will be just 40 home sites remaining,” said Call. “People are moving to Asturia ahead of plan be-

cause of our attention to detail, the quality of life we’ve created, the excellent schools that our children attend and our convenient location to all of Tampa Bay.” Builders offer a range of home sizes and architectural styles, with prices ranging from the high $200,000s to over $600,000. Many inventory homes are available for families looking to move before the end of the year. Asturia residents enjoy a kidfriendly, family oriented lifestyle surrounded by miles of multi-use trails, interspersed with dog parks and pocket parks. Kids especially love the unique, domed-shaped Kompan playground that fosters strong bodies and imaginative play. Asturia’s convenient location in Odessa is less than one mile from the Suncoast Parkway and provides close proximity to U.S. 41, U.S. 19 and I-75. Its master plan incorporates retail, office, multifamily and a variety of single-family residential offerings. More information is available by visiting Asturia’s model homes, registering at the community’s website, AsturiaFlorida.com, or by calling (813) 510-3601.

Collier and Killington get permanent traffic signals

A traffic signal has been installed at the intersection of Collier Parkway and Killington Boulevard. ‘Safety improvements are a priority as so many of our citizens enjoy the Land O’ Lakes Recreation Complex and surrounding amenities,’ said Pasco County District 2 Commissioner Mike Moore, in a news release. The intersection improvements include installation of permanent traffic signals on mast arms, installation of intersection lighting, upgrade of accessible sidewalk ramps to current Americans with Disabilities Act standards, and milling and resurfacing of the pavement in the intersection. The Pasco County Commission approved the contract for design plans in winter of 2016 and construction began in January of 2018.

Library hours restored for patrons By Mary Rathman

mrathman@lakerlutznews.com

Pasco County Libraries has restored Monday hours at the Hugh Embry and Hudson branches, as of Oct. 15. Patrons will now have four libraries to choose from to visit on Mondays. The restoration of hours at more locations was a priority of the Pasco Board of County Commissioners for the fiscal year 2018-2019 budget. In October 2017, the Regency Park and Land O’ Lakes branches were the first to restore hours, with the addition of Monday hours and some evening hours. The Pasco County library locations that are now open on Mondays are: • Land O’ Lakes Branch Library, 2818 Collier Parkway • Hugh Embry Branch Library, 14215 Fourth St., Dade City • Regency Park Branch Library, 9701 Little Road in New Port Richey • Hudson Regional Library, 8012 Library Road

All libraries will remain closed on Sundays. According to Bill Harrison, libraries public communications specialist, the restored hours give patrons on both the east and west sides of the county more access to everything they love about the libraries. For information on hours of operation for all seven branches in the Pasco County Library System, visit PascoLibraries.org. Information on the library catalog, econtent, programs, events and links to all the branches also can be found on the website.

Nine students were honored as the The Greater Zephyrhills Chamber of Commerce Students of the Month, for October. Those receiving honors were: Joseph Nespoli, The Academy of Spectrum Diversity; Austin Ward, The Broach School; Julian Ortiz, Chester W. TRINITY, from page 1A New Port Richey. “We celebrated our 40th anniversary of providing health care as Community Hospital of New Port Richey, just shortly before we moved in February of 2012 to this new location,” Massengill said. The hospital had to retool itself and rethink its approaches, as it shifted from taking care of a group of patients with an average age of 82, to one that serves patients ranging from neonatal care to the senior population. It was quite a culture shock for the organization, the CEO said, and continues to be an adventure as the hospital contemplates how it will grow with the community. The hospital executive brings a wealth of experience to the challenge. Her background includes working in hospitals ranging from 150 beds to 1,500 beds in both public and faith-based settings. She began her career as a registered nurse and has held a number of leadership roles in nursing and hospital operations. The hospital sits on a 55-acre campus and is currently occupying about 24 acres.

ADDITIONAL SERVICES TO MEET AREA NEEDS

“Since we moved in, we opened a neonatal intensive care unit, which was the first in Pasco County and is the only still, in Pasco County. That has enabled us to keep mommas, that have high-risk pregnancies, within their hometown. “Before that, we were consistently referring people down to Pinellas and Hillsborough counties for that higher level of care. We’re now able to retain them closer to home, closer to family, especially, if you have a child that’s going to be in an intensive care unit for three weeks after their birth, invariably, you have two other kids at home and who’s taking care of that while you’re traveling 50 miles down to All Children’s Hospital? “Two years after opening, the hospital began doing open heart surgery, now completing about 150 open heart surgeries annually. “We keep getting more minimally invasive, as you know, and just about any type of invasive procedure is getting more and more catheter-based, more and more teeny incisions, or more and more robotic,” Massengill said. The hospital is part of HCA West Florida, which is part of the HCA Healthcare family, and it has distinguished itself in the HCA system, which includes 180 acute hospitals, Massengill said. The hospital’s surgery/ortho/spine unit was ranked No. 1 within HCA. She praised the hospital’s staff for the accomplishment, noting the distinction is based on document excellence in a wide range of measures and required substantial work to achieve.

Medical Center of Trinity • Opened Feb. 7, 2012 • 288 all-private rooms on its main campus 2017 FIGURES • Total annual admissions: 16,222 • Total annual emergency visits: 77,096 • Total patients treated: 119,298 • Active physicians: 380 • Total employees: 1,482 • Taxes paid: $8.1 million • Charity and uncompensated care: $22 million • Salaries, wages and benefits: $113 million

On another front, the hospital has added 14 observation beds, next to the emergency department. That change came in response to new government regulations. “The government has changed reimbursement. The expectation is, if you show up at a hospital, we have the obligation to determine, as you’re rolling through the door, whether you’re going to require two hospital nights, in order to be considered admitted and an inpatient. If we’re not certain, we have to keep you in an observation status, do as many diagnostic tests that are necessary to determine whether you’re going to need an inpatient stay, or to stabilize you and have that care continue on an outpatient basis. They give you 24 hours to accomplish that diagnostic testing,” she said. Current expansion plans on the main campus call for completion of the east side of the fifth floor, and to do the east side of sixth floor for further growth and expansion. “We continue identifying ways to differentiate ourselves relative to quality,” Massengill said. The hospital has extended its footprint, to extend its care by adding three freestanding emergency departments, with one in Lutz, Citrus Park and Palm Harbor. “In those facilities, 95 percent of the patients are treated and released,” she said. The hospital also plans to add a behavioral health unit for the elderly at the New Port Richey campus. “We’ve had many physicians come to us, asking us to create this kind of a program,” Massengill said. “We’re looking forward to opening that, once the state gives us the seal of approval.” The hospital also recently received approval to begin a medical residency program, which will begin in 2019, the hospital leader said. As it continues to operate in an environment of almost constant change, the hospital remains focused on achieving excellence in staff performance and patient outcomes, Massengill said. “We know that the consumer of health care is getting more and more savvy, and they shop for excellence before they make the decision,” she said.

DUKE, from page 1A it would then cut south through a trail to State Road 54. • Route 2 would take the same path as Route 1, while traveling on the westside of Land O’ Lakes Boulevard. • Route 3 would cross from the west side of Land O’ Lakes Boulevard to the east side of Land O’ Lakes Boulevard and then head south, cutting through an open field and then turning east on Carson Drive, then head south where Route 1 and Route 2 run to State Road 54. Property owners will be informed by letter in November regarding which route has been selected. At the same time, Duke Energy will announce the path that a 230-kV transmission line will take to get from the new Morgan Road substation to its endpoint at the intersection of North Dale Mabry Highway and West County Line Road in Lutz. Currently, Duke and Pasco County are only making a proposal for the 3-mile path, and are working in accordance with the Tampa Electric Company. Substations control the flow of electricity, taking high amounts of voltage and converting it to lower levels so transmission lines can distribute appropriate amounts to local communities. Mark Hickson, a Duke Energy associate, was at the engineering booth and stressed

the benefit of new lines for backup energy. “These transmission lines are here to help boost the capacity so that during storms, winter peaks, summer peaks – we’re not in a situation [where] we could lose the area,” he said. In addition to assuring the project will provide a safe infrastructure, Hickson stated that Duke is keeping in constant communication with the Pasco County officials. The project will use overhead transmission lines, which the utility officials say are more cost effective and pose fewer impacts on natural resources, such as wetlands and wildlife habitats. The proposed routes are not in dense residential areas. Once the official path has been chosen, the public will be informed of any traffic detours needed during construction. “We might have to close down a lane for a few hours,” said Drew Gilmore, lead public engagement specialist for Duke Energy. “That’s all carefully planned and choreographed.” The company will avoid causing traffic delays during peak traffic times, Gilmore said. The project is scheduled for completion in November 2021. To view the current project proposals online, visit tinyurl.com/ybl5yhfl. For additional information, contact Duke Energy at (877) 552-8725 or by emailing mppreliability@duke-energy.com.

Foundation offers tennis lessons to Pasco youths By Kevin Weiss

kweiss@lakerlutznews.com

C

onstruction has yet to begin on the Sarah Vande Berg Memorial Tennis Center in Zephyrhills — but that hasn’t stopped the community from working to serve up more tennis opportunities to its underserved population. Well before the new $3.5 million, 11court facility opens off of Simons Road, dozens of underprivileged youth in east Pasco will get opportunities to learn the game through a new nonprofit — the Sarah Vande Berg Tennis Foundation. The foundation is headed up by professional tennis instructor Pascal Collard, who will also manage the daily operations of the new tennis center bearing the same name. Its overall purpose is to instill character, leadership and academics to children, through the game of tennis. The foundation’s first major fundraiser was on Oct 5, at Arbor Green in New Tampa. About 60 participants and another 40 volunteers turned out for a tennis clinic and gala headlined by International Tennis Hall of Fame coach Nick Bollettieri. Bollettieri, 87, is renowned for grooming 10 world No. 1 players, including Andre Agassi, Monica Seles, Maria Sharapova and Dade City’s Jim Courier, among many others. The legendary coach also is known for founding the IMG Academy in Bradenton — formerly the Nick Bollettieri Tennis Academy — which opened in 1978 as the world’s first full-time tennis boarding school. The gala helped raise more than $10,000, which will be used to purchase tennis rackets and subsidize tennis camps for youth, who will begin learning the sport on the courts at Zephyr Park and will transition to the city’s new state-of-the-art facility expected to open in late 2019. “This is going to help a lot of kids — kids that have probably never seen a tennis ball,” said Collard, a former tennis director at Saddlebrook Tennis Academy in Wesley Chapel from 2003 to 2006. His training includes working with several widely known tennis pros, including Younes El Aynaoui and Martin Verkerk, both of whom coincidentally ranked as high as No. 14 in the ATP Tour rankings back in 2003. It’s not Collard’s first outreach program. While he was tennis director at The Merion Cricket Club — a private club in Haverford, Pennsylvania — Collard created a similar foundation called Down the Line and Beyond. The Philadelphia-based nonprofit, which has grown to serve more than 1,600 underprivileged youths from 7 through 17, facilitates positive character and education development through tennis lessons. Some of those youths have earned collegiate tennis scholarships. “None of them would’ve played tennis — none— without the foundation. We are going to do the same thing over here (in Zephyrhills),” Collard said. The Sarah Vande Berg Tennis Foundation will begin its program with 25 kids to 50 kids, and hopes to grow it from there, Collard said.“We have to touch one life at a time.” The foundation — and tennis center— is named after the former Zephyrhills High School district champion who became a scholarship player on the University of

South Carolina Upstate women’s tennis team. Vande Berg, the daughter of the Zephyrhills planning director Todd Vande Berg, died in an automobile accident at the age of 21 in October 2015. And, it’s all drawn the support of Bollettieri, a longtime friend of Collard’s. Bollettieri, who lives in Sarasota, plans to visit Zephyrhills every six weeks to eight weeks to pitch in with foundation clinics and other events. Instead of his well-documented coaching achievements, Bollettieri said he wants to be remembered for helping children, particularly those from inner cities and of lower socio-economic status. He, along with fellow tennis Hall of Famer Arthur Ashe, started the AsheBollettieri Cities Tennis program in the late 1980s, which introduced thousands of youth to the sport and helped hundreds achieve athletic or academic scholarships. Of the Sarah Vande Berg Tennis Foundation, Bollettieri said: “First of all, when you do things for charity, there’s no greater reward than helping out for a great cause. Pascal’s going to give an opportunity for a lot of boys and girls to make it in life.”

TENNIS CENTER TO BE DRAW FOR ZEPHYRHILLS

The tennis legend, too, is impressed with

In preparation for the start of the tennis clinic, instructor Vincent Suillerot, 24, of Paris, France makes sure a sufficient number of tennis balls were on hand for each of the courts.

the design plans of the forthcoming Sarah Vande Berg Memorial Tennis Center. “I think a lot of thought has gone into it,” Bollettieri said.“The big thing is, someday, if they could get a few indoor courts, whether it’s open on the sides or, if they can have at least a covered area, that would help tremendously.” Renderings of the facility show 11 fullsized outdoor courts — a mix of clay and hard surfaces — built to U.S Tennis Association (USTA) professional standards. Additionally, an 8,000-square-foot tennis center is expected to include a fitness/wellness center and cryotherapy room, a pro shop, a restaurant, conference and multipurpose rooms, a kid’s club and playground, a common area, office spaces and other features. At some point, there’s also a possibility of phasing in a covered/indoor tennis court building that would have four full-size courts. Though its architectural design plans are not yet final, the tennis center is expected to be complete “in about a year,” Steve Spina, who is city manager for Zephyrhills, said during the foundation fundraiser. Along with city dollars, funding assistance for the project is coming from the state, recreation impact fees, USTA grants and Penny for Pasco, among other sources. Besides its public recreational use, the facility will also be used to draw an assortment of regional and national tournaments to East Pasco.

“I think it brings us to a whole new level,” Spina said.“It’s just a facility like we’ve never seen, to really make us a player, nationally. “I think it’s huge for the community,” added Collard.“It’s going to be a great impact in terms of visibility and awareness of Zephyrhills, and put them on the map.”

VANDE BERG REMEMBERED ON, OFF THE COURT

Meantime,Todd Vande Berg is appreciative of having his late daughter’s name memorialized through the tennis foundation and the facility. “If I lived in Tampa, I’m not sure this happens,” he said, “but to have a small, interlocked community like we have, that know the people and care for the people and support each other, it’s pretty unique and special.” Aside from her achievements on the court, Sarah Vande Berg was known for her friendliness and outgoing personality, her father said. “She was super competitive on the court,”Todd Vande Berg said,“but the complete opposite off the court. Sarah loved people. She was super social. She befriended all the athletes, and not just the tennis athletes.” Sarah, too, was known for her work with children with special needs. “Sarah had a special place in her heart towards special needs kids,” her father said. “They just seemed to gravitate to her.”

Conner Heimes gets a close view of a corn snake as he peers through a glass cage housing the slithering snake. It was part of the ‘live’ display of snakes at The Rattlesnake Festival at the Pasco County Fairgrounds. hether it was to learn about snakes, check out a Wild West Show, do a bit of arts and crafts, shopping or listening to music — visitors to the 52nd annual Rattlesnake Festival had plenty of choices.A crowd, estimated at over 9,000, visited the two-day show with near-perfect weather this past weekend at the Pasco County Fairgrounds in Dade City.

The lineup for the festival, which moved this year from San Antonio, featured reptile shows, Croc Encounters, Gopher Tortoise Races, nonprofit wildlife exhibits and performances by several local bands, including Jesse and Noah Bellamy. There were also bounce houses, a petting zoo, carnival rides, and barbecue and other food vendors. “Moving to the fairgrounds gave us twice the space to expand the festival, plus room to grow in the future,” said Joe Simmons, who headed up the event.“We

had more to offer, including moving the wildlife shows inside fair buildings, and adding more businesses and arts and crafts exhibitors.” Simmons also said the move allowed the organization to offer free parking that was close to the event. All money raised at The Rattlesnake Festival, after expenses, supports The Thomas Promise Foundation, a nonprofit that provides weekend meal packages for 1,200 underprivileged children who attend 27 Pasco schools.

Pythons like to climb to the highest branch, which is why this snake made its way to the crown of Courtney Graham, Miss Pasco County. Derek Dykstra, who is with the Rattlesnake Conservatory, brought the snake to the Rattlesnake Festival.

A large wooden rattlesnake head is controlled manually by Pam Mendenhall to open its mouth to show what the snake’s fangs look like. Pam, and her husband, Jim, presented the Mendenhall Snake Show displaying a variety of snakes.

Pam Mendenhall displays a common black snake. Part of the show involved teaching the audience the difference between poisonous and nonpoisonous snakes.

A stakeout in progress

Jasmine likes to chirp

Betsy Crisp, of Land O’ Lakes, caught this little cattle egret hanging outside Arby’s, probably hoping for some lunch. The cattle egret is a cosmopolitan species of heron found in the tropics, subtropics and warm temperate zones.

Jasmine is a gorgeous, long-haired beauty that arrived at the shelter a few days ago, after her owner passed away. She is currently residing in the Feline Freedom room and comes when you call her over. Jasmine also has an adorable habit of chirping and keeping up conversation.

PET PAWS NO TRICKS, JUST TREATS

Pasco County Animal Services, 19640 Dogpatch Lane in Land O’ Lakes, will waive adoption fees on Oct. 26 and Oct. 27 only. In return, the shelter is asking for donations of Kongs & Temptations Treats, Milkbones (medium), Friskies Pate canned cat food, Diamond dry cat food and Diamond High Energy adult dog food. All adoptions include spay/neuter, microchip, vaccinations, heartworm test (dogs) and FIV/Feline Leukemia test (cats). Pasco County residents are required to purchase a county license. For information, call (813) 929-1212.

ADOPTION FEES WAIVED

The Hillsborough County Pet Resource Center will waive adoption fees for the month of October for all dogs that have been at the shelter for more than 30 days. The offer is part of the center’s “Get ‘em Home Challenge,” which focuses on finding loving homes for dogs that have been at the shelter for an extended period.

Even though adoption fees will be waived, all of the long-term dogs have been microchipped, vaccinated, registered, and spayed or neutered. The shelter is at 440 N. Falkenburg Road in Tampa and is open from 10 a.m. to 7 p.m.,Tuesday through Sunday.
