Industry CONNECTING COMMUNITIES Remediation: Sites

The Dilemma:

In order to properly create an effective design we must first address the many factors which influence the Boise Central Bench. • Historically the Central Bench has been the Industrial hub of the Boise Greater Area. • The Tank Farms have become a void occupying a pivotal center within the Central Bench. • There is pressure to accommodate increasing population of looking for more affordable options than the Downtown area. • There is a weak East West connection • Tanks are limited by an established pipeline • Industry of all types prove job opportunities to a growing city. • However, gas storage facilities are not equipped to simply pick up and move. • Energy is changing and the land currently used by energy companies will reflect that change, we must prepare for this. • The land requires remediation before any proposal of reuse. • Tank Farms are not proportional to their surroundings. • Poor walkability around existing industrial o High Heat o Missing Sidewalks o Lack of Tree Coverage This proposal looks to reconcile the fiscal integrity of all types of industry as well as accommodate a growing community with diverse cultural values in the Boise Central Bench.

Vision:

The Central Bench area has vast potential in becoming an economically viable and social community which exemplifies the values of the Boise residents. This vision would include: • Green Belt brings people from the Downtown into the Central Bench • Curtis will help connect the International Market with the Hospital • Emerald and Morris Hill will accommodate a stronger East West connection The goal is to create an Economically Viable and Social Community through small production companies, galleries and start up restaurants housed in Modern Industrial styled buildings. • Innovative Design and Production Companies • Craftsman Galleries • Start Up Restaurants Site specific interventions rooted in experience paying homage to Boise History and existing Boise Culture. • Tank Art • Sculpture • Murals

Mel Chin’s Revival Field - Minnisota • Art and remediation installation located on a previous landfill • Incorporates chain link fence and plants which extract heavy metals from the soil through the plants biomass

Olafur Eliasson’s Circle - Denmark Brownfield Remediation: land that was at some point used for industrial or commercial purposes.

Design Process:

San Luis Obispo Tank Farm, California

• Operated from the early 1900s until the 1990s as the accumulation point for the petroleum pipeline in San Joaquin Valley • Land remediation and wetland restoration set to occur over a 3 year period • Creation of caps and natural biodegradation evaluated as sufficient for remediation of contamination

Programing: In order to smooth the transition of the Central Bench into a thriving community there will be a heavy dependence on the enforcement of time frames and key development strategies. As the energy industry changes we propose the removal, repurposing or relocating of the tank farms. The land in which the tank farms occupy is key to increasing connectivity within the Central Bench. If a thriving modern industrial industry is created along the edges of the existing Tank Farms then the Tank Farm area once abandoned will have an increased economic value based on their proximity to their thriving neighbors. This will encourage the economic investment to be put into remediation of the land which the Tank Farms currently occupy. Art permeates all disciplines and is therefore central to programming. Art can be the catalyst needed to excited social change. Transitioning the existing forms must be considered. For example the cylindrical pipe structure of the tanks provide opportunities for new designs.
