In Knowle West we are starting to see change happen with new developments, shops, a school and community buildings. Local residents are helping to shape these through groups such as the Filwood Broadway Working Group - with its stall at Filwood Market - Health Park Friends Group and Friends of the Western Slopes. There is undoubtedly tension between housing need and the value we hold for our green play and recreation spaces, as well as increasing concerns about lack of investment in local facilities. In response to this, Knowle West Alliance (KWA) believes when we come together as a community to have conversations with each other and developers - we can

In 2019 KWA members co-created the Knowle West Pre Planning Protocol - this tells developers how we expect them to consult and engage with us in this area. Who are we?

n 2018 a group of residents and five local organisations - Filwood Community Centre, The Park, re:work, Knowle West Health Park and Knowle West Media Centre came together and developed the idea of Knowle West Alliance. The aim was to create a

reasons. The plans that went to the council were informed and shaped by the people that took part in the consultation process. Bristol City Council Housing Delivery also used the Protocol to consult on Marshall Walk at Inns Court. They carried out a thorough engagement plan - and as a result

partnership of active and connected local residents, businesses and organisations to build and support positive action in Knowle West. We want to help facilitate changes big and small that make a difference to people’s lives. Officially launched in spring 2019, the Alliance is growing and partnering with more and more local organisations.

The Alliance currently has three employees: Lucy Holburn (Alliance Coordinator), Frances Coates (Community Development Worker) and Emily Smith (Community Planning Facilitator). It has a growing Working Group made up of active and involved local residents who meet monthly to direct the Alliance work. Representatives of the founding organisations also meet quarterly.

I am convinced we couldn't have been able to talk to developers, chat with schools and a huge range of community groups without the Alliance. It's enabled us to really represent Knowle West to the council so much better as well.

Donate clothing and shoes for local families We’ve had an overwhelming community response to our appeal for donations of clothing and shoes for local families. We now have a drop off point at Knowle West Media Centre (KWMC) - where you can take items for ages three to 16 to be distributed to primary schools in the area. You can bring them to KWMC in Leinster Avenue during the week, from 9am - 5pm. See below. Do you have clothing or shoes that are no longer needed for ages 3-16yrs? Why not donate it to us, we will distribute it to local schools.

Filwood Broadway Working Group (FBWG) was set up this January to influence the developments being planned for the Broadway. Its purpose? To keep these developments as close as possible to the vision of the Alliance Small Grants Did you know that Knowle West Alliance offers Small Grants to local residents and groups for community projects? For the next few months we're accepting applications on a rolling basis - and this time you can apply for up to £200. We’ve already funded projects including trips and equipment for community groups, a school litter-pick and making a video as well as art and gardening projects and local events.

Regeneration Framework from 2012: "The Broadway will fulfil its role as the busy, fun and welcoming heart of Filwood. It will be a place for the wider community to visit and for local people to be proud of.” Some things have changed since 2012, but we still want to see more shops on the street, with other business space - and more services for the community, not less. FBWG arose out of the co-operation between Knowle West Alliance and the Knowle West Future group - which has been responding to planning applications from developers for many years.

Our aim is to offer information and encourage more people to speak up for what’s needed on the Broadway. That will give us all more power to influence what is built here - to be good for Knowle West and its residents. To get involved, visit our stall at the Filwood monthly market,

In Bristol there are 13,000 people currently on the social housing waiting list, more than 500 in emergency accommodation and at least 600 homeless. Knowing that many local families are on the waiting list – Knowle West Alliance (KWA) has been working with Cllr Chris Jackson and Knowle West Future to secure a commitment for new council housing being built. We’ve managed to make sure in this area local residents have priority for 50 per cent of lettings for this housing.

Affordable is a relative term what's affordable to Jane might not be to Bob for example. However, there is a legal definition. Under this, Affordable Housing (with a capital A and H) is any home that is not private market housing – so not a home bought privately or one that’s rented from a private landlord. There are lots of schemes under this definition which include: • Social rented housing – low rent, secure housing prioritised by need

Knowle West Pre Planning Protocol for community engagement The Alliance has developed an agreement with Bristol City Council called the Knowle West Pre Planning Protocol (see front page story). The purpose is to promote better communication and earlier engagement - so that what the

What is "Affordable" anyway?

The council’s Affordable Housing policies are set out in the Bristol Local Plan. These require that all new developments have a percentage of Affordable Housing. For most local sites that minimum legal requirement is 30 per cent. Many of the proposals in Knowle West are a mix of market rate and Affordable for example, 100 per cent of the houses on the Broad Plain plans are considered Affordable.

This is also the case for the council's plans for homes behind the old cinema on Filwood Broadway and the back of KnowleDGE – as well as Leinster Avenue, Kingswear Road and Marshall Walk. Boklok on Airport Road has confirmed 47 per cent of the housing will be Affordable and we are waiting to hear from other sites.

Local headteachers have helped KWA staff design a questionnaire for children and young people - to collect current information about where people play, what we need for now and for the future. We believe children and young people should be central to the conversation about building a thriving community. The online survey will be distributed by local schools and youth provisions - please fill it in when it is sent to you - the more responses we get the better.

Making sense of planning – a beginner’s guide By Len Wyatt, Knowle West Future

Planning is too important to ignore - it changes our local area not just for a year or two but often many decades. Just think, the majority of houses in Knowle exist because of decisions made nearly 100 years ago! When trying to understand the planning system - which deals with changes to land and buildings - people can feel overwhelmed, so they give up, or even ignore developments that they don’t want to see in their community.

Regeneration plans agreed in 2012 and other initiatives. It is helping to get local residents, community groups and businesses involved in planning issues. It does its work in two ways – commenting on formal planning documents for major developments and setting up

PLANNING and supporting working groups to look at specific issues such as Filwood Broadway and Knowle West Health Park.

But it’s not as complicated as it may seem. So, grab a coffee and read through this simple guide to how it works:

This wouldn’t be a sore point - but it now seems every available green space in and around Knowle West is being utilised for the sole purpose of developers to stick homes upon. Of course most people would agree more housing is needed, however at the expense of an already established community, it seems a step too far. Over 90 objections have been made to plans for the development of 47 homes at Broad Plain on Broadbury Road. Curo Housing Association has proposals for 22 flats and 25 houses - available to rent at social and affordable rates and to buy through Shared Ownership. Residents’ concerns include loss of play area and replacement of the existing playground not being sufficient, the amount of housing and the height as well as loss of green space and wildlife habitat. They are also worried about extra traffic on Broadbury Road as well as increased strain on local facilities - and the use of historic drainage which could cause flooding. A Curo spokesperson said development plans included “areas

Local voices Local groups form in response to developments Two campaign groups have formed in Knowle West in response to proposed developments on the Western Slopes and the Health Park. Residents are worried about losing valuable green space – which could affect wildlife and people’s health. But Bristol City Council says the sites were earmarked for development as part of the Knowle West Regeneration Framework in 2012 - to deliver urgently needed, affordable homes to the area. . Friends of the Western Slopes was created following plans from both the council and developer Lovell - which could see over 500 homes on land from Novers Hill to Hartcliffe Way. Members are questioning the proposals “given recent climate and ecological emergencies” - saying the Slopes provide “green lungs” between Hartcliffe Way and the recycling depot. It is also a Site of Nature Conservation Interest because of the rare wildlife there. stages and will be consulting with local people and interest groups. They are carrying out ecological surveys and will be working with ecologists. The group wanted to “make sure people could come together to share their use of the park and discuss the plans…”

The site has a running track and outdoor gym for community use as well as provision for young people. Members fear losing a well-used site, designed to improve the wellbeing of the community, “would have a detrimental impact.” But a council spokesperson said any future proposals would “seek to retain or re-provide the playground and multi-use games area... with provision improved wherever possible.” He added: “We have now paused the project to ensure we have the time and space to work more closely with the community, including working with the ward councillors and the Knowle West Alliance...” www.healthparkhomes.com Facebook: Knowle West Health Park Community Group

I’ve been talking to people and they are really excited about having this shop on their doorstep.” Although there are supermarkets at Imperial Retail Park and greengrocers in Knowle and Bedminster – a shop selling year-round fresh produce in the heart of Knowle West has always been a common ask.

Local voices New additions to Inns Court Community and Family Centre A kitchen garden, soft play area and community café are some welcome new facilities opening at Inns Court Community and Family Centre (ICCFC) over the next few months. Inns Court Kitchen Garden is a community growing project supported to get off the ground by a number of partners. These include Boing! Softplay, Family Action FOOD Clubs and Knowle West Alliance as well as Learning Communities, South Bristol Children’s Centres and the Children’s Kitchen. Simon Green from Family Action FOOD Clubs says: “The vision is to create a community space where people can come

Somewhere that can host events and gatherings in the coming months... ” The garden is managed by dedicated volunteer Chris Boddington, who has worked with organisations to source resources from seeds and compost to tools and trees, and supports volunteering groups.

Local voices Third novel for Knowle West volunteer By Community Reporter Vincent White

Bristol author, poet and Knowle West volunteer Steven Golding has just had his third book published - despite never touching a computer until the age of 40. His latest novel was written during lockdown, a pagan story titled Philosophy of Witchcraft. Steven (56) was inspired to start writing two and a half years ago after visiting pagan festivals in Glastonbury. His first book, Peace in these Troubled Times, has a lighthearted fantasy folklore theme about a mythical fairy, with bits of poetry throughout. He puts his success down to his parents, who persuaded him to go to the City of Bristol

Steven went on to write a sequel, The Fairy and the Witch published in 2019. He has also had his books and poems acknowledged by the Duke and Duchess of Cambridge who have sent him two letters. Were you at Novers Lane Infants School in the 1960s? A former headteacher of Novers Lane Infants School is interested in memories and photographs from any past pupils who might remember her. Local voices History group seeks new home A local history group is urging residents to visit its archives before it’s too late – as precious artefacts could be disposed of if members don’t find a new home. Filwood Chase History Group (FCHG) has been at The Park Centre in Daventry Road since March 2010. But with the charity moving to a new building this December, there will be no room for the group. The Opportunity: The research team wants to learn more about how people aged over 60 connect with others and enjoy art and culture. The overall aim of the research is to design arts and cultural experiences that support people to feel more connected with each other.

What we’re asking for: Volunteers aged 60 or above, who can give approx one hour per week until September 2021. No prior experience is needed for this role; however, we are looking for co-researchers who have: • Enthusiasm and a willingness to talk about their everyday lives and how they connect with others. • Some interest in arts and culture. What we can offer: • Access to a digital device and/or a data plan if you don’t already have one. • Vouchers will be given to co-researchers who work with us and the research team. • Training in digital skills.

During the COVID pandemic we’ve worked with over 1,100 people, including young people, artists, organisations and the Knowle West Alliance (to name a few!) Together, we’ve been able to achieve some exciting things - here are a few of the year’s highlights: Block West Last summer local people worked with Automated Architecture Labs (AUAR) to design and build a pavilion outside KWMC. It’s been used for outdoor meetings, training courses and performances, and was recently awarded a Social Sustainability Prize by the Architects’ Journal!

Exploring COVID and technology In 2020 we worked with Knowle West Alliance and University of Bristol to explore whether the COVID pandemic had affected how people use technology and the internet. Thanks to everyone who completed the community survey! We’re currently working with an artist to come up with a creative way to present the results…

Knowle West Wishes

This spring, we did the Knowle West Wishes project. This included: making LOVE-ly creations in our windows that we made with Meg; spreading kindness with Julian from the Art of Kindness; creating a mural on the front of re:store; celebrating St Patrick’s Day the Knowle West Way; and also handing out Easter egg decorating kits. The final part of the Wishes project saw the Grow Your Own Gert Big Sunflower Competition, where sunflower kits were shared around the area. ‘World-class’ youth centre for South Bristol Bristol is to become home to the South West’s first £8.4 million Youth Zone - providing a ‘safe, aspirational place’ for young people to go in their leisure time. It will be delivered by national youth charity OnSide Youth Zones in partnership with Youth Moves and Bristol City Council. There are no immediate plans for development on BCC land, and it will take time to get any plans right – respecting and enhancing the ecology in the area. Local residents and Avon Wildlife Trust will be consulted fully and be able to contribute their views as part of any consultation about plans brought forwards. * Lovell working with Pegasus planning consultants is looking at two allocations. Location: The southern half is shared with BCC, allocation BSA1108 above - the northern half, BSA1114 is land at Novers Hill, adjacent to industrial units. Number of homes: 157 (110 open market and 47 affordable). Percentage affordable: 30%, a combination of shared ownership and low cost rent. Some of the slopes will be retained as they are and much of the land remains under the council’s ownership. The Office of Police and Crime Commissioner, Bristol City Council and Avon and Somerset Police are jointly funding an exciting programme, working with the young people and their community to create and develop ideas together.

The three-year programme, delivered by engagement specialists Mutual Gain, will work alongside the Knowle West Alliance network, providing focussed time and resources for a project with young people at its centre.
