WHAT YOU SHOULD KNOW ABOUT TAX AUDIT OR TAX INVESTIGATION

DISTINCTION BETWEEN A TAX AUDIT AND A TAX INVESTIGATION Tax audit is primarily to enforce tax compliance whereas tax investigation is to detect tax evasion. The process of tax audit is predetermined and involves a period of 1 to 3 years. Whereas tax investigation is carried out without prior notice and can cover a period of not more than 5 years. In case of willful defraud, there is no time limit to the investigation period.

WHAT TRIGGERS A TAX AUDIT (FIELD AUDIT) The following indicators will most likely trigger the interest of the Inland Revenue Department (IRB) to conduct a tax audit on a taxpayer. If a taxpayer reports accounts that do not conform to acceptable accounting ratios, inconsistent accounting practices, or weaknesses are detected in the final accounts submitted to IRB will definitely raise the curiosity of the IRB. If a business frequently changes its accounting or auditing personnel, or habitually late in submitting it’s tax return too will invite a tax audit. In addition tax audit is often a follow up as a result of desk audit. A brief explanation of what is a desk audit will be mentioned at later part of this article.

PREPARATION FOR A TAX AUDIT Before you face a tax audit, it is wise that preparation should be taken beforehand. First of all there must be a clear understanding of what is a tax audit and its requirements. Assess the accuracy of the income declared for the basis year and that the amount of income declared is sufficiently reflects your actual income and that all your tax liabilities had been paid. Ascertain that all your accounting books, records and supporting documents that are requested are up to date and available for inspection. Identify areas where weaknesses can be found in your bookkeeping and records.

ATTENDING A TAX AUDIT Attending a tax audit is the most important process of facing a tax audit. The success or failure of the whole audit process depends on the information given during a tax audit. Therefore it is of utmost importance that you have the right people and advice during this process. The presence of your accountant or Tax Consultant will be very useful and ensure that the person who writes up the books is present to explain the bookkeeping process. You must be prepared to give explanation on the modus operandi of your business. Finally be ready to explain to any issues that may be raised during the audit visit. Full cooperation and prompt reply to questions raised by IRB will be viewed as positive cooperation from the taxpayers and this might be favourable to the taxpayer when coming to negotiation and settlement of final tax liabilities.

POST TAX AUDIT – MANAGEMENT OF TAX LIABILITY IF ANY

WHAT IS A DESK AUDIT? HOW DOES IT COME ABOUT?

Usually a few rounds of discussions will be held at the IRB office after the audit visits to clear some doubts and to reach an agreement of settlement if there are under declarations detected. Therefore it is very important that you have advice from your accountant as to what you can say during such discussions. If there are any additional tax liabilities after the audit process, it is prudent that you receive thorough advice as to the impact of this on your financial position and how to manage it. The final negotiation for a successful tax settlement depends on how prepared you are to face a tax audit or tax investigation.

• Desk audit is an audit process conducted in the office of an IRBM branch. The audit is base on the income and other declarations made by a taxpayer; • Desk Audit Officers will look at your income declaration and make comparison with precious years’ declarations; • The types of income that had been declared each year; • Analysis of the types of reliefs that are being claimed. The frequency and the amount of reliefs claimed will be made; • In this process, Taxpayer will be informed by letter to provide proofs of expenses for the various reliefs that had been claimed. Failure to provide documents or acceptable documents will result in the claims being disallowed and subjected to tax with a penalty under Sec. 113(2) of ITA 67 • If after desk audit, the IRB officers feel that the books of records and information provided are not up to their satisfaction, they will then write a formal letter to the taxpayer that a field audit (tax audit) will be carried out on him.

Regardless of whether it is desk audit, tax audit or tax investigation, it is very important that you engage the services of an experienced qualified tax consultant to assist you in the pre-audit preparation, during the auditing or investigation process and the final negotiation and settlement of tax liabilities.

从现在到消费税执行日1/4/2015剩下的时间不多了,但是很多老板对消 费税的认识依然一知半解,甚至不知不解。许多消费税讲座会的出席者 都是公司的会计人员,老板的出席率仅占讲座会的不到10%。 其实,最重要的是老板本身一定要多了解消费税,因为他们是公司的决 策人、火车头,如果火车头没有方向的话,后果就会由公司来承受,也 就是说老板本身的钱包会大出血。 消费税法令对于填写错误表格的惩罚是很严重的,最高的惩罚可以高达 RM50,000或坐牢3年或两者兼施 (sec 88)。为了应付消费税的到来,公 司老板必须亲自多出席讲座会,赶紧了解消费税将会怎样影响你们公司 以后的操作,并寻求专业人士的培训,辅导和协助。

以下是我个人综合了许多个案,发现一般老板对消费税有以下几种错误 的认识: •许多老板对消费税的了解太表面,或不足够。 •许多老板认为消费税是很简单的,只要销项税扣除进项税,有多的就交 给政府而已。关 在 是不能 的, , 代 的 可 为 Deemed Supply GST。 , 的 和 的 是 的。 , , 对 的 。 •大部分的老板认为他们不需要了解消费税太多,只需安排会计人员去处 理就行了。问题是,会计人员对于GST的知识足够吗?应付得了吗?能 否准确的呈报GST表格吗?能够准时呈报GST表格吗?对GST软件的选 择和操作能胜任吗? •许多老板没有找专业消费税顾问研讨消费税将会如何影响他们公司和各 部门的操作。他们以为GST只是影响会计部门而已。其实采购、人事、 工程、营业及管理层都会受影响。

以下我简略的强调几个重点: 意 许多老板对消费税没有危机意识。他们抱着观望态度。有的甚至说等GST 实行后才打算,因为目前“GST还很乱”。那是因为他们对GST不是很 了解,这是大错特错!完全没有意识到没准备好面对GST,公司可能会做 出错误的决策,导致亏损。我要强调公司如果没有做好消费税的准备,不 单会损失惨重,还可能会面对倒闭的下场。我这样说可能很多商家会不赞 同,好像有点诡言耸听。但你只要参考消费税第41(6), 41(7), 88, 89, 95, 91(3)及97条文的罚款;从最低的十倍到最高RM500,000,甚至坐牢高达7 年或两者兼施的惩罚,你就会认同我以上的看法。 是 老板本身是必须了解消费税如何影响公司以后的业务以及各部门的操作 和客户及供应商的关系等等。老板本身是火车头,必须有一个明确的方 向,带领公司整个团队面对消费税的到来。 不 计 很多老板以为消费税只关系到公司报账的部门。其实它也影响营业、 采购、人事、工程(Project)、资金管理部以及管理层以后的决策。 消费税对每一家公司操作的影响是不一样的。因为每一家公司的生意模 式、操作情况及资源都不同,必须针对个别情况作深入的了解与分析 (Impact Study),才能交出一份报告如何应付消费税的到来。 • 的 本 首先,老板、采购部、营业部及工程部必须了解消费税执行后,原料或 进货的成本有没有改变。如何计算正确的成本? (a) 有回扣进项税的情况下–成本没改变。 (b) 没有或不能回扣进项税的情况下–供应商的GST进项税就会增加成本。 (c) 供应商的发票如果是已包含消费税(GST Inclusive),那么GST的部 分是如何计算呢?

这些都是商家必须了解的最基本常识,然后才能为产品定价(Pricing) 以及为未来的工程下标做好准备。对于家具业者,一般上进项税都可以 回扣,所以它并不会影响公司的成本。 原 则 上 如 果 你目 前 的 供 应 商 有 注 明 价 钱 包 括 了 10%的 销 售 税 ( Sales Tax),那你的成本应该会低下来。那是因为GST实行后,你的供应商不 能向你收取10%的销售税,由比较低的6%GST取代。但在目前百货喊涨 的情况下,你的供应商会降价吗? • 家 是 在31/03/2015 (a) 如果目前你的进货有注明10%的销售税,那你应该考虑减低存货。虽 然你可以申请退税(Special Refund of Sales Tax),但程序相当麻烦。 而且会有一些费用。 (b) 如果你目前的进货没有另外注明有征收10%的销售税的话,那么基本 上对于你的成本是没什么影响的。1/4/2015以后进货的话,你的进项税 是可以回扣,所以你的成本是不会增加的。因此,31/03/2015以前大量 进货对于你的利润没有帮助。 • 零销商在开单时一般都会收一些订金。消费税是依照收到订金的日期来 呈报而不是等到送了货或收完全部钱才计算消费税。 • 的 家具的产品或原料在进口时必须先付6%GST才能从海关那里领货。而且这 6%GST的计算是产品或原料的价格加上船费和进口税(Custom Duty)的 总和乘上6%。假如进口的数目是可观的话,那么,进口商或制造商便需要 预备多一些资金来付6%的GST;虽然这进项税过后可以回扣。 • (a)出口为主的制造商基本上没什么影响,因为出口是零税率消费税的 (Zero-Rated),而采购进项税可以完全回扣。要注意的只是需要预备多一 些资金先付进口产品或原料的GST。还有,出口的定义是货物必须离开马 来西亚。如果国外顾客要求把货物送到他的本地客户,由于货物没有离开 马来西亚,就不算是出口。 (b) 本地市场为主的制造商 目前本地销售的家俱,厂家须征收10%的销售税。1/4/2015以后就没有 销售税了,代替销售税将是6% 的GST。 •21天 不管你是零售商、进口商或制造商,都要注意货物交付后,如在21天内 发出发票,那么GST就依照发票的日期计算,假如发票是在21天后才发 出,那么GST计算的日期是依照货物交付的日期,即是Delivery Order的 日期。 • 入 ,不能 目前许多公司往往财务报表在公司每年度的结束后6至7个月(有者甚至更 久)都还未做好,呈交给会计公司审核。这些公司如何能够在GST实行后 必须即时做好帐目,然后每个月(如营业额一年超过RM5,000,000)或每 3个月(如营业额一年少过RM5,000,000)呈报一次GST–03消费税表格给 关税局。 这里要提醒商家迟呈报GST–03和迟交消费税都会面对严重的罚款。损失 的是老板自己。

•文 消费税执行后,文件记录必须清楚和透明,这是你证明进项税和销项税 的有力证据。会计员也可能需调整文件的分类保管,更系统化,方便日 后搜查资料。文 • 一些商家在GST实行后,由于买家会要求完整的发票,这无形中增加透 明度,而使公司的营业额大幅度的增长。这类商家就必须有心理准备, 如何面对日后可能会遭到税务局和关税局的询问。

总 由于我国的消费税制度有多种不同的供应(Supply),许多进项税的限 制、21天规则、坏账退税规则,还有必须摊还6月内还未支付的采购进项 税,二十多个消费税代号等等,使到消费税很复杂,不容易了解。许多 公众上了好几课消费税的讲座还是一知半解。在某程度上,好的软件能 帮助公司准备消费税的各种表格、文件和记录,但要在短时间内培训到 执行人员有足够的知识去应付软件也不是一件容易的事。 身为公司的老板必须亲自多了解消费税,寻求专业顾问培训员工,针对 公司的生意模式、操作,作出详细的分析,然后规划一套步骤,在预定 的时间内准备妥当,迎接消费税的到来。 商家除了征求专业人士的协助也可向关税局查问, 浏览官方网站:www.gst.custom.gov.my提升消费税的认识。

80年代,本地的直销行业开始起步。那时的科技远在今天之后,直销完 全只靠直销人员挨家挨户推销产品;而今天的马可家具工业有限公司执 行董事谢和平、林树宝和洪林坚就是从当年的直销事业,打稳了成就马 可家具的根基。

回首当年的直销事业并不容易。在有限的资金之下,他们三位与另外两 位朋友买来了直销事业的第一项资产——汽车,带着他们穿州越省,积 极为事业打拼。他们曾经被顾客拒之门外、破口大骂,被恶狗穷追,甚 至遭遇很多令人无法想象的情况。为了生活,他们屡败屡战,付出了更 多的努力,掌握了口才的技巧和灵活的应变能力,成就了过人的胆量。 后来,他们开始把业务转型,从开始所售卖的钢锅,转到家居必备的折 叠式晒衣架和熨衣板。随后,他们把目标市场转向家具店,并利用多样 化的家居产品,以批发的方式吸建立了广大的家具店网络。马可家具的 根基就是这靠三位臭皮匠,一步一步共同创造出来的。

创新 直销的经验让三位创办人了解市场推广的重要性。创立初期,他们三位 身兼多职,所以有机会直接向顾客了解他们的需求,这让他们尤其讲究 品牌建立、家具设计和企业信誉。为求创新设计,他们成立了自己的产 品研究与开发部门,以一系列的培训计划帮助家具设计组提升自己在这 方面的知识。他们甚至将员工送去国外,学习并掌握市场的变化。“马 可家具出口到全球超过60个国家,每一个国家的消费模式和品味都不 一样,所以我们尽可能了解他们的需求,为他们设计最合适的‘马可家 具’”谢和平述说他创造创新家具和品牌建立上的决心。

做事拖拉、磨蹭、爽约是很多现代人的通病。对谢和平来说,这其实是 十分要不得的行为,更会对一家企业造成难以补救的影响。从创立开 始,马可家具便邀请与他们分享共同理念的供应商作为他们的股东,但 这没有把他们培养成拖欠供应商的情况。对他们来说,良好的信誉就是 最基本的营商原则,更是一家企业最珍稀的资本。因此,他们从不为供 应商、合作伙伴与顾客带来任何麻烦,这也造就了他们今天在行业上的 信用和名誉。

THE UNSTOPPABLE FORCE Direct selling has helped Cha Hoo Peng understand the importance of a brand. Despite countless of rejections, he persisted and achieved success.

Locally, direct selling started getting a foothold during the 80s. Without the technological advancements of the society today, sales agents had to go door-to-door and move products. And that was how Cha Hoo Peng, Lim Soo Por and Ang Lim Kean, Executive Directors of Marcoco Furniture Industries Sdn Bhd established the very foundations of the organization. It was undoubtedly a challenging start for this trio. Pooling their resources together with two other friends, they bought their first company asset – a car. With the car, they drove through and conquered the country with a renewed sense of confidence. In exchange for the challenging tasks and unimaginable conditions they were put through, they perfected their skills in sales while becoming more adaptable and courageous. They expanded their business model from selling steel pans to retractable clothes stands and ironing boards before finally expanding towards household furniture. With the advantage of having a variety of products, the trio created a wide furniture network, and the rest is history.

The Marcoco trio’s experience in direct selling has taught them the importance of marketing. They are no stranger to the daily operations of the company as they were extremely hands-on with a lot of the work in the start-up stage. They emphasize on innovation and have established their very own Research & Development Department. One should consider oneself lucky for working in Marcoco as the company designed trainings to train and update the designing team on various designing knowledge and trends. They are also given the opportunity to train abroad, to keep abreast with latest developments of the global market. “Marcoco exports to over 60 countries, and each country has a set of distinguished market behaviors. We strive to design the perfect Marcoco furniture for every one of our customers,” explained Cha while describing his convictions to innovation and branding.

Marcoco features innovatively-designed rubberwood dining table series as its star product. Rubber wood is one of Malaysia’s premium and mostprized commodity. Apart from its vast potential, it is also a reflection of their passion and patriotism towards their home nation. Cha also recalls the contribution of former Minister of Energy, Water and Communications Tun Dr. Lim Keng Yaik, whose vision and leadership has propelled Malaysian rubber wood into the global limelight. He also urges local furniture manufacturers to create higher quality furniture and strengthen Malaysian rubber wood’s position in the international market.

DAWN AFTER THE STORM

Lighthearted, enthusiastic and unmistakably confident. These are words one would use to describe Dato’ Sri Chee Hong Leong, when they first meet. He carries around him an air of vigor and optimism, that of a true leader.

Back in a society where education was not emphasized and easily afforded, many youths had no choice but to equip themselves with the knowledge of crafts. So begins the story of Dato’ Sri Ng Ah Chai, Founder and Executive Chairman of Seng Yip Furniture. Dato’ Sri Ng jumped onto the furniture-making bandwagon when the manufacturing sector was blooming. What he lacked in academic certifications he compensated with his vast and colorful life experiences, which often proved to be the better teacher. His conviction and can-do attitude allowed him to endure his sufferings. Subsequently, he succeeded in starting up his furniture manufacturing and retail business. Dato’ Sri Ng’s journey has been long and winding. Started with a small manufacturing factory with only 20 employees, he is now the leader and inspiration to thousands of subordinates. Under the brilliant leadership of both Dato’ Sri Ng and Dato’ Sri Chee, Seng Yip Furniture has evolved into a listed-company, complete with a sound organization structure and a comprehensive business model.

WHERE THERE IS CRISIS, THERE IS OPPORTUNITY The 1997 Financial Crisis swept across Asia like a vengeful hurricane. Malaysian Ringgit was pegged against the US Dollars by the Government then, and this was the nail in the coffin for most furniture-manufacturers in a lukewarm local market. Seng Yip Furniture made a strategic and immediate change in marketing; switching the company’s focus to exports and that averted the crisis while others fell. Effects of the financial crisis lingered in the market as industry players continued to rise and fall over next couple of years. Lightning struck twice and the local furniture industry fell into the bottom of the pit between 2008 and 2010. To make matters worse, bankers had lost confidence in the industry. By the quick action of re-evaluating and re-strategizing the company’s financial standings and direction of development, Seng Yip Furniture had once again escaped unscathed. Through the impeccable teamwork displayed, the company ventured into upstream productions. It stabilized the company’s income and helped reduce production costs.

Consumer spending on furniture do play an important role in national economy. However in our day-to-day lifestyle and spending habit, spending for furnishing is considerably small by comparison. This is particularly reflective in developing nations, where consumers much rather spend on travelling, properties, fashion and food. In order to understand the consumers better, furniture companies have engaged in various market research efforts and analysis, to further understand the market’s income and consumers’ spending abilities. However, we must also consider the potential continually emergence of higher income earners and our rapidly expanding population as a result of higher income per capita as we analyze the situation. Hence, the local furnishing industry is in fact highly competitive with above average expandability, much similar to the fashion and services industry. Apart from the high-end brands, most consumers believe that furniture is only a family necessity and not a reflection of one’s lifestyle or social status. However, unbeknown to many, a piece of furniture (regardless of its brand or price) is able to bring out the style and personal taste of the homeowners, giving rooms their very own personality. Apart from that, furniture also makes good investments. Sunny is optimistic about the plans and strategies to improve consumers’ spending habits in furnishing. For one, consumers should be educated on the functions and importance of furniture through topics such as arts and design, functionality, health and environmental aspects of furnishing.

INTANGIBLE BENEFITS Many aren’t aware of the investment potential of furniture. To any antique collector, it is one of the most common practices to invest in furniture as its value increases with time. On the other hand to a normal consumer, a piece of furniture doesn’t only alter the environment of a house, but it also increases living standards of its tenants. Sunny shared, “Based on my experiences, a family starts spending more time at home upon investing in a set of high-quality furniture. On a certain level, it helps to reduce unnecessary spending, while helping to strengthen family bonds at the same time. Apart from that, a piece of furniture helps improve social relationships. In reality, a pleasant and comfortable furnishing creates a healthy atmosphere. Naturally when guests feel comfortable and welcomed in that set-up, your bonds will become stronger.”

Today, he is a man who raised the designing industry onto a whole different level, while diligently mentoring the next generations of aspiring designers. This person is no other than local designer and prominent figure – Dr. Eric Leong.

SETTING HIS FOOTPRINTS Dr. Eric Leong has been exposed to the world of arts and designs at a tender age, under the encouragement of his family. While schooling, he had to work at a local departmental store to help his family out financially, since he was the eldest boy of the family. Dr. Eric Leong would burn in passion and desire whenever he had the opportunity of witnessing the showcase designers at work. He would then return home with discarded adornments from the departmental store. His mother recognized his talent and enthusiasm for design, and helped set up a workplace for him at home to pursue his designing passion.

Upon graduation, Dr. Eric Leong ventured into an unconventional career and life path. Along the way, he did project management in an interior design company, planning and control in the productions department of a manufacturing factory, and even started his own cabinet showroom and interior design company. Despite the short lifespan of each opportunity he was presented, he learnt

many valuable lessons in the trades and in life while working at the different companies. “Even though it is completely unrelated to design, the manufacturing factory in particular has taught me crucial people skills. As a result, I became a lot more disciplined and organized on top of the leadership and planning skills I’ve developed. These are the fundamental values to my success today,” Dr. Eric shared. Nonetheless, Dr. Eric Leong has experienced his largest rise and fall in life during the financial crisis. Yet, he stayed true to his commitments to his work partners, taking it as nothing more than a valuable lesson. In 2000, he reentered the local designing industry. Apart from designing, he started writing articles about interior design, earning him recognition from consumers and advertisers alike. When he has gained sufficient credibility and prominence on major media platforms, he established his own brand of designs.

Dr. Eric Leong’s achievements speak for themselves, be it in product or interior design. In differentiating these two categories, Dr. Eric Leong believes that interior design is fundamentally based on space. That is to create a suitable space in reflection of a homeowner’s lifestyle, personal taste and leisure preferences. On the other hand, product design is essentially based on the human consumer. By understanding consumers’ needs and behaviors, one is capable of creating an exceptional yet highly functional product simply by imagining who uses the product and how will they use the product.

Amongst his many creations, Dr. Eric Leong is particularly impressed and proud of his New Asia series which he designed for Royal Selangor. He recognized the fondness that most foreigners have towards Asian cultural elements, but often avoid products of low substance and quality. While searching for a representative symbol among the Southeast Asian countries, he decided on using lotus as his design concept, which subsequently received raving response from all around. This was also his first internationally-celebrated product, and he could not have been any prouder than to share honor with his iconic Malaysian partner.

Dr. Eric Leong pointed out that local education on interior design was largely inadequate back in the days. He has also rewritten and revamped teaching materials for The One Academy to reinstate his capabilities and foresightedness. He has also personally taught over 10 lessons a week, in a bid to progressively guide students in raising their performances. As a result, The One Academy has become one of the nation’s top institutions in design. He also wishes to contribute back to the society by imparting valuable his life experiences and trades knowledge to his students, and raising them to be successors of the local designing industry.

Designers are often overwhelmed by the amount of information available that they often ended up creating highly abnormal and overly complicated designs. Therefore, it is also important to stay focused and persistent. By incorporating suitable amount of personal touches, one may easily increases the value of their creation.

JOURNEY OF A LOCAL DESIGNER Malaysian furniture is regularly influenced by Westerner and Oriental concepts, while losing its signature style in the process. Malaysian manufacturers are still lacking the push and motivation in establishing a distinctive brand and signature, incorporating our many local cultural elements. Even the Chinese manufacturers, who were only focused on producing price-competitive furniture, have now started placing emphasis on designs and branding. Dr. Eric Leong shared, “I believe it is the issue lies in the mindset, and mindsets originate from culture. Therefore we require time to reeducate local manufacturers for this industrial evolution, and the leader plays a huge role in ensuring the success of this motion. This person must be exceptionally visionary, in order to lead our industry to greater heights.”

A graduate from University of Western Australia, Perth, and despite being offered numerous lucrative jobs, Fung Yee How chose to pursue his dream in his small hometown of Miri, Sarawak. He has a dream. He hopes that through the combined efforts and potential of him and his partner, they could provide the interior design industry in Miri the boost it requires; by improving the value, professionalism and overall quality of the industry. Fung is a master of natural minimalist concept. His loyalty towards his minimalistic style has helped create many breathtakingly-beautiful and highly-functional homes, furniture and interior designs. An excellent designer should be rational in considering the functionality, safety, craftsmanship and presentation of his or her designs. Meanwhile, it is also important to capture the soul and cultural aspects of each design on a more sentimental level. He believes that the perfect furniture is one that holds great purpose and sentiments in our daily lifestyles. At the same time, the value of a furniture increases when it carries more sentimental values, and this has become Fung’s main motivation in perfecting his work of art through enriching his life experiences. Fung remains humble despite the positive feedbacks on his designs. To him, there is always room for improvement in every design. It is through this belief that his new designs are often an upgraded version of his previous work, where he puts his focus into creating a better design than the last he had. Nevertheless, he honestly revealed that the greatest challenge any local designer faces would be the financial budget for each project, which holds a direct impact on the designs and often than not restricts one’s creativity.

对贝伟嶂而言,优秀的家具设计必须具实用性和符合人体工程学原理,就像其得奖作品Hi-BisQ餐桌 组合一样。Hi-BisQ的设计灵感来自国花大红花:餐椅以大红花峇迪装饰椅背,椅背的五个圈就像大 红花绽放后所露出的花蕊;餐桌则采用透光材质,从桌面往下看是一朵大红花图案,充满国家的民 族精神及文化色彩。

Despite his calm and modest demeanor, he couldn’t contain his excitement when discussing his work. Truly gifted and high-recognized at such a young age, he constantly seeks opportunities to better himself and his work. Pui believes that an excellent furniture design should be both functional and fulfils the principles of ergonomics, as depicted through his Hi-BisQ dining table set. The inspiration behind the creation of the Hi-BisQ design originated from Malaysia’s national flower – the hibiscus. The chair is decorated with hibiscus-patterned batique, while the 5 circles at the back of the chair represent the blooming hibiscus. The dining table is made of translucent material to highlight the picture of a large hibiscus when viewing from the top, representing the colors and spirit of the Malaysian culture. Out of the many design concepts, Pui is very fond of the contemporary minimalist design quoting highend Italian furniture brands, Poliform and MDF Italia, as his favorites. He hopes to create his very own “simple yet sophisticated” design concept through his learning experiences and observations, as well as stimulating the development of local architecture and interior design industries.

Pui Wee Chong’s unique designing talent is recognized in MF3’s “Malaysia Batik Furniture Design Competition 2011”. As the champion of the competition, he has won a trip to Milan, Italy, where he had the chance to study furniture design from foreign designers and to apply the knowledge into his designs. Today, he and his friends are spreading the spirit and wonders of architecture, furniture and interior design in Miri, Sarawak.

It is understood that the local furniture market still has a huge room for development and facing high demand. Sadly, most company failed to do thorough research on the local market. 身为马来西亚家具总会总会长,蔡春才时时 关心本地家具领域的发展。这回,他将与 《FurniSense》分享他在这些日子所观察的点 点滴滴。 Mr CC Chua, President of the Malaysian Furniture Council (MFC) is a man with a mission. He constantly monitors the progress of each sector within the local furniture industry. In this edition, he shares his insights and observations with readers of FurniSense.

家具制造厂的劳工每年平均的薪水涨幅是18%-20%,而且劳工的出席 率并不稳定。相较于我国,本地制造厂和外籍劳工所签署的合约最少为 期三年。合约结束后,大概会有40%-50%的外籍劳工会选择留下,而 他们就是我们的固定劳工。另外,我国的劳工薪金制也是受到控制并受 到行业认同,所以在成本控制方面,我国的家具制造厂反而会做得更 好。一旦成本控制得好,风险和盈利等都会在掌控范围中。另资料显 示:2020年中国将是世界最大的家具消费国。

Q 家具 ,本地家具 存在着 A 简单地说,我们还有三大优点。首先,我国有十分完善的运输和能源设 备。我们常年都有充足的电流供应,这确保了制造厂的完善运作;完善 的码头和公路等交通网络让我们在运输上占了优势。再来是我们拥有很 好的国家政策和管理系统,所有问题都可以通过法律渠道解决,让投资 者放心。另外,我们有很成熟的家具制造厂;这些制造厂无论是产品品 质、价格、管理和信誉方面都保持着相当好的竞争力,这些都是吸引国 外买家的因素。

马来西亚家具总会是由两大家具总会合并而成。马来西亚家具同业 联合总会(MFEA)和马来西亚家具工业总会(MFIC)在2014年 9月20日正式合并。马来西亚家具总会基本上由3种会员组成,即普 通会员,附属会员及州属会员。总会现约有3,000名会员(550名普 通会员、150名附属会员,以及涵盖本地13家州属家具业公会和一 家土著家具公会的州属会员)。本会的宗旨是在国内、区域性及国 际上维护我国家具工业的整体利益,并为政府、私人界、区域及国 际上各相关的家具工业组织机构提供一个讨论、咨询、合作及协调 的平台。我们也期许为本地家具行业,尤其是向会员们提供全球家 具业的发展动向及潮流资讯,以帮助会员们解决人力资源,市场开 发,原材料和技术等研究与开发上的问题,并努力把国内家具展销 到海外。此外,总会也扮演着监督政府各项政策的角色,并积极与 政府对话,凝聚所有会员以一致的声音传达及争取有利于家具行业 的发展事宜。

不简单,人们讲求的是整体或混搭的设计概念,并非单一家具的设计。 好的设计固然可以帮助制造商建立更稳健的品牌。对开始投入家具设计 的制造商来说,我认为他们应该先做好家具品质的基础,选择好的材 料、好的设计师和设计概念。不妨尝试与一些本地,甚至是国外的设计 师合作,建立起自己的产品设计风格和品牌。

Q 在本地家具 是 可 A 我认为可行,无可否认网络销售乃是最新的趋势,少了传统开店时需支 付的高昂租金,电费等开销,可以提供更具竞争低廉的产品。只是对于 家具领域而言则颇具挑战性及得视乎家具种类而定。一些办公室家具, 宿舍家具及其他小件体积小并可植入稳固包装,运输成本不高的家具, 消费者已经了解该家具的款式和材质,所以可以选择网购;而一些大 件,中高或高价位的家具(如床具组等),由于受到区域性的限制:偏 远的交货地点(如东马)产生的额外物流成本势必将转嫁给消费者,导 致价格高昂,交货时间也必然有所延误,另产品的多样性与选择性也受 到局限,是以消费者依然会选择亲自到本地陈列室选购。所以网络销售 大件物品的成本控制方面就更要细细斟酌。

Q 本地家具 马 的 是 A 要提升自己的优势最直接的方法就是在生产方面下功夫。家具厂商 不妨投资在厂房的科技项目或机械上。我们已经很清楚知道我们并 不能单靠人力制作家具,而机械化和自动化就能舒缓劳工问题,也 能提升生产力。至于一些有潜力的员工,不妨多多提拔他们,让他 们成为专业员工,协助家具制作和工厂管理。另外,可以着重加强 及研发更具创意的设计以提升竞争力。

Q , 可 入家具 A 无可否认的年轻人确实是有无限的创意。对于品牌设计与开发及管理 事务上,抱持着很大的兴趣。但要刚毕业的大学生贸然的投入家具领 域的可能性极低,我希望政府院校可在国中三年毕业分班时开办木工 或家具设计等方面知识的技职科,以供对学术不感兴趣的学生修习。 并进而在大专院校开办更多与家具行业相关的课程,衔接之以吸引更 多年轻人投入这一行业,从而毕业后只需栽培两三年时间即可发挥所 长,而本地家具领域也可重展曙光。

Q 对 的 情 , 对家具 意见 A 面对竞争的时候,不要轻易放弃,要勇敢并抱持信念地面对挑战。家 具业者一方面需尽力提升本身的竞争力:引进良好的管理制度并提升 人力资源的素质以提高生产力,进而掌控好成本管理;另一方面加强 研发以设计出更具创意力的产品并建立好的品牌。只有达到这些这个 行业才能永续成长。

Q Are exports from China posing a huge competition? A Manufacturers in China are facing challenges of their own. Take human resources as an example; salaries of the workers in China increase 18%-20% annually, and attendance rates are highly inconsistent across the board. Whereas in Malaysia, we sign a minimum threeyear contracts with our foreign manpower and 40%-50% of them would choose to extend their contracts, to work as permanent staffs. On top of that, salaries are regulated within the industry. Looking at the picture as a whole, our Malaysian manufacturers are in a better position as costs and risks are well managed here. Bearing in mind that China will likely emerge as the world’s largest consumer market in the furnishing industry by 2020. Q Apart from materials, what sets our industry apart from its competitors? A To put it simply, our industry is more appealing in 3 three aspects. Firstly, we have a complete and fully-functional logistics network and power supply, which runs 24/7. Our political stability and progressive policies have nurtured a robust environment for investors. Lastly, the industry in Malaysia is both mature and highly credible. Our products are of the highest qualities, pricing is competitive and Malaysia has a good track record in the global market.

Traditionally, the furniture manufacturing has been one of the most prominent components of the Malaysian manufacturing industry, as this nation is blessed with tropical wood of best qualities. But how is the industry coping with increased competition globally? Are these challenges a blessing or a nightmare? Let’s have MFC President Mr CC Chua answer all these doubts and queries.

Q Consumers are increasingly placing emphasis on the furniture designs. How does the local industry cater to that? A As a matter of fact, there are many local design-based manufacturers. But I will say that designing furniture today is not an easy task. Consumers pay more attention to design concept or style of the furniture; how they complement one another and how they look collectively, as opposed to admiring the design elements of the furniture on its own. Of course, a good design helps to establish and strengthen a brand. At the same time, I would advise beginners to first focus on the quality of furniture they build through selecting the right materials, hiring suitable designers and identifying the appropriate design concepts. They should also try working alongside local or foreign designers to help build their products and brand.

Q Is e-commerce a plausible option for the local furnishing industry? A I believe it is plausible. Undoubtedly e-commerce appears to be a lucrative option as it eliminates plenty of costs that a traditional retail space would incur such as rental and power. Thus products can be competitively priced. However, if you study the situation a step further, you will find that e-commerce may also bear challenges for certain sectors of the furnishing industry. It works well for smaller items that can be easily secured as well as for furniture that consumers are already familiar with. On the other hand, consumers would still choose to physically visit retail outlets to purchase bigger and more valuable furniture such as costlier bedroom sets. Extra hidden costs may be incurred from transporting purchased furniture to farther locations such as across the South China Sea, whilst delivery dates and the types of item that can be transported are also challenges that both parties must face. Therefore, it is advisable to take a closer look at these hidden obstacles particularly those involving larger items. Q What are some issues that local manufacturers must address immediately? A In order to move to the next level, manufacturers must address production issues. I think it is wise to invest in machineries and advanced technologies to replace manpower production. The automation of machineries could also address manpower issues. We are developing into a human capital economy, thus developing talented employees is important. In turn, these employees can assist companies in management and other more technical tasks. They can also be trained to develop new designs and innovation, to help increase a company’s competitiveness. Q In your opinion, what can the industry do to attract younger workforce? A Due to their borderless creativity, the younger generation is more enthusiastic in branding, designing and management positions. However, chances of attracting fresh graduates into our industry is rather slim. In response to this, I urge the Government to offer vocational education such as carpentry and designing subjects in schools, particularly to those who aren’t interested in academic pursuits. Furthermore, there is a need to offer more furnishingrelated courses in universities, which could help in attracting young talents into our industry. With a mere 2 to 3 years of training, these young graduates are capable of strengthening Malaysia’s position as a strong global player in the furnishing industry. Q What are some of the trends you’ve noticed among local manufacturers? A It is extremely important to hold firm onto faith and persist when facing any sort of competition. On one hand, our local furniture manufacturers have to constantly innovate to remain competitive through the adoption of proper management systems, increasing human capital and better control of costs; on the other, they also need to focus on establishing their brand in the market through stronger research and development. Only then can this industry sustain itself and be on the path of growth and expansion.

ABOUT THE MALAYSIAN FURNITURE COUNCIL (MFC) The merger between Malaysian Furniture Industry Council (MFIC) and Malaysia Furniture Entrepreneur Association (MFEA) as Malaysian Furniture Council (MFC) on 20 September 2014, heralds a new and dynamic beginning for Malaysia’s furniture industry. MFC has over 3,000 members in Malaysia, which are made up of 550 ordinary members, 150 associate members, 13 state organisations and Association of Malaysian Bumiputra Timber and Furniture Entrepreneurs. As the sole national furniture body in Malaysia, MFC represents the general interest of the Malaysian furniture industry at the national, regional and international levels through discussions, consultations, cooperation and coordination with government and private sectors, as well as, regional and international organisations. The Council’s main objectives are to promote the local furniture manufacturing sector and provide information on development and trends to its members. In addition, MFC also addresses human resource, market development and raw material issues faced by the industry. TB has regulated the ammability of upholstered furniture on sale in California for years, and this new upgraded version will reduce the usage of harmful ame retardant chemicals in furniture. The open ame test will be abolished to encourage manufacturers in discontinuing the use of components treated with ame retardant chemicals which were once used in compliance with old regulation standards.

The survival of the fittest is the hard and cruel fact in a free-trade setting; only truly excellent brands can survive. A product’s value is often determined by consumers’ perception towards the company and its brand. Famous Chinese tycoon Li Ka-Shing once said, “It is difficult for us to reach out to consumers, but it is a lot easier for consumers to reach out to us,” summarizing the importance of branding.

The green movement has gained tremendous popularity over recent years among households. Low carbon emissions, health and eco-friendliness have become important aspects to consider in renovation. Apart from preserving Mother Nature, it is also a reflection of one’s lifestyle. Ecofriendly furniture encompasses a few features: manufactured using ecofriendly or uncontaminated materials; does not cause any harmful effects to health throughout the production and consumption cycle; product is not harmful to the environment if discarded; and finally components within the furniture is easily dismantled and recycled.

CREATIVITY Although copying and pirating popular trend is an easy way out, many corporations and designers insist on creating creative original designs. Although this is not the easiest path to walk, but it is the more sustainable method in keeping and raising the value of products in the long run. It has also presented business owners and designers a platform to learn and share valuable information. The Chinese furniture industry has started venturing down this path with encouraging results, not forgetting the tremendous effort given by the Shenzhen Furniture Association.

CUSTOMIZATION Customization is particularly reflective in the production of large-scale furniture manufacturers, viewing each consumer as an individual and unique market, allowing them to choose and customize the designs they most desired. Customization is not only restricted to furniture models, but also encompasses its design, decoration, craftsmanship, logistics and many other aspects of consideration. Manufacturers must also possess highly-intelligent and adaptable production system to satisfy each consumer’s specification; to produce materials of specified measurements and modifications. 中国家具规格繁多,从最低廉的大量复制生产,到最精品的原创设计都大有市 场。从前,中国家具行业给编者的印象仅是大量生产的刻板模式;2014年, 中国家具的销量已达数以千亿计。不错,近14亿人口固然是贡献这数字的最 强后盾,更有人认为中国经济模式的改变、地产业的蓬勃发展、人们知识与生 活水平的提高都是促进家具销量激增长的因素。然而,编者认为除了这些被动 性因素以外,中国家具行业的急速增还应归功于家具业者的主动出击,才能令 中国家具在国内和国外家具平台上发光发热。 论资源,我国拥有与生俱来的优秀家具制造材料;论国家政策,我国的法律开 放明朗;论辅助设备,我国的能源、运输服务和设备等并不落后;论行业人 才,我们也有一群不愿放弃家具行业的领导人物和新生代。本地家具领域目 前固然为国家赚取一笔可观的收入,但倘若要继续前进,我们仍需一股强劲的 推动力,开明的思想,政府的协调和行业领袖们的带领,方能最大程度地吸收 他人成功的关键因素,取长补短,精心求变,才是现代企业管理的可取之道。 The Chinese furniture industry is varied. From the low-end mass productions to the most exquisite and original designs, China has it all. The editor’s impression of Chinese furniture has always stuck with its eye-dropping mass production figures; in 2014, sales figure of Chinese furniture has exceeded hundreds of billions. Not too shabby. It comes as no surprise to some, as living standards of its population of approximately 1 billion and 400 million have increased owing to its booming property sector and changing economic model, resulting in stronger spending behaviors in furniture sales. Nonetheless, the editor believes that the growth enjoyed by the Chinese furniture industry is credited to furniture manufacturers who saw the opportunity and took charge in bringing the industry to newer heights, making Chinese furniture well-known within China and all across the globe. Coming back to Malaysia, we do have premium materials for creating top quality products; we have a supportive and inclusive national policy; we possess adequate power supply, logistics and other facilities; we also have experienced leaders and fresh talents. The local furniture industry is raking in a healthy amount of income for our nation, but in order to move forward, we require a strong motivation, open-mindedness and impeccable cooperation between the Government and our industry leaders. Should we achieve that, and learn from the successes of others in compensating for our shortcomings, it may very be a new dawn for our local furniture industry.
