he post-electoral crisis in Cote d'Ivoire revealed two essential values for our water and sanitation utilities: solidarity and sense of public service.

The first lesson to be drawn from the crisis is that the Société de distribution d'eau de la Côte d'Ivoire (SODECI) benefited from the solidarity of the International Committee of the Red Cross (ICRC) when it escorted trucks transporting lime to its treatment plant at Abobo, a town in the Abidjan District, where violent fighting was being wage. Thanks to the ICRC, SODECI continued to supply potable water to 500,000 people. The ICRC also showed solidarity towards SODECI by chartering a ship to convey 4,000 tons of lime, thus facilitating the supply of potable water to five million people. The second lesson was the constant concern of officials of SODECI to accomplish against all odds their public service mission of supplying water to the populations, despite the conditions of insecurity prevailing in Abidjan, the economic capital. Their sense of duty made it possible to maintain the continuity of the service. The crisis turned out to be a positive opportunity for the top management and entire staff of SODECI to put into practice the values inculcated by Mr Marcel Zadi Kessy for more than thirty years. The African Water Association (AfWA) is honoured that one of its members did not fail to accomplish its

mission, despite the unfavourable conditions in the country. We feel that this good crisis management practice should be widely popularized in the framework of exchange of experiences on the management of crisis situations. Our Association is a forum of excellence and our members should measure up to the specific missions entrusted to them. For, access to potable water and sanitation is an inalienable right and we should encourage them to meet the challenge of achieving the Millennium Development Goals (MDGs).

On the whole, the seminar enabled the participants to understand the new communication requirements of the water and sanitation sector. Highly appreciated by the participants The seminar on communication strategies in water and sanitation utilities, organized from 30 May to 03 June in Rabat, aroused among the participants a real enthusiasm and a desire to enhance the management of communication in their enterprise. The seminar met the expectations of participants, as underlined by their spokesperson, Amara

Fofana, from the Société des eaux de Guinée (SEG). The Second President of the Scientific and Technical Council (STC), Etienne Tchagolé, declared during the closing of the seminar that they were impressed by level of expertise of the resource persons, which contributed to the success of the seminar. Mr. Tchagolé also gave the assu-

rance that he would convince the STC and the AfWA Executive Board of the usefulness of the seminar. Finally, he observed that there was a need to analyze the issue of integrated human resources management through the creation of a network to preserve the achievements of the seminar.

RENFORCEMENT DE CAPACITÉS

Les communicants formés aux nouvelles exigences de la communication L'Association africaine de l'eau a initié du 30 mai au 03 juin à Rabat en collaboration avec l'Office national de l'eau potable, un séminaire pour les responsables de communication de ses sociétés membres francophones.

e contexte dans lequel opèrent les sociétés d'eau et d'assainissement implique qu'elles doivent « gagner la bataille de la communication intelligente » auprès de leurs divers publics par une stratégie de communication structurée, organisée et efficiente. Conscients que la fonction communication est une clef de succès d'une organisation, plus d'une dizaine de responsables de communication ont participé à ce séminaire de renforcement de leurs capacités professionnelles à l'Institut international de l'eau et de l'assainissement à Rabat.

Pour le directeur de la communication et de la coopération de l'ONEP, Nabil Mosleh dans son allocution lors de la cérémonie d'ouverture, la fonction communication doit être une structure de réel appui pour les sociétés d'eau et d'assainissement qui n'ont que jusque-là accorder la priorité à la réalisation des infrastructures. Selon le second président du Conseil scientifique et technique (CST), Etienne Tchagolé « il faut consentir des efforts pour comprendre et s'adapter aux nouveaux enjeux de la communication et devenir des grands acteurs du développement dans le secteur de l'eau et de l'assai-

nissement ». Durant cinq jours, les participants ont pu échanger leurs expériences sur le mode de gestion de la communication dans leur société. Un consultant-formateur Ahmed Al Motamassik leur a dispensé des cours sur la gestion de la communication de crise, l'assertivité et le développement personnel. Au total, ce séminaire a permis aux participants de comprendre les nouvelles exigences de la communication pour le secteur de l'eau et de l'assainissement. Ceux-ci ont indiqué que les échanges d'expériences ont été enrichissants (Lire réactions).

Invitation du DG de l’AMEPA Au nom de l'Association marocaine de l'eau potable et de l'assainissement ( AMEPA ) et du comité d'organisation du 16ème congrès international de l'AAE, je souhaite à tous les participants la bienvenue à Marrakech, qui est particulièrement fière d'être de nouveau la ville hôte d'un grand rassemblement des professionnels de l'eau et de l'assainissement, après avoir abrité le 1er Forum mondial de l'eau en 1977 et le 4ème congrès de l'IWA en 2004. L'AMEPA, qui compte parmi ses membres des producteurs, des distributeurs aussi bien publics que privés, ainsi que des industriels et des sociétés d'ingénierie a, à ce titre, une très grande expérience à l'échelle nationale qu'elle mettra à profit dans l'organisation de cet évènement. Forte de ses succès lors des différents évènements qu'elle a organisés, notamment le 8ème congrès de l'AAE à Casablanca en 1998, l'AMEPA mobilisera l'ensemble de ses partenaires africains et du reste du monde, afin de garantir le plus grand nombre d'échanges à l'occasion de ce 16ème congrès. Nous souhaitons vivement que les débats du congrès puissent proposer des solutions appropriées pour relever les immenses défis de notre continent dans les domaines de l'eau et de l'assainissement et vous invitons à y participer massivement. SANITATION

The 3rd edition of AFRICASAN opens in July in Kigali Kigali, the Rwandan capital, will host in July 2011 the 3rd edition of the African Conference on Hygiene and Sanitation (AfricaSan 3). Political and financial leaders, practitioners, planners and opinion leaders will meet in Kigali from 19 to 21 July to reflect on the theme: “Is Africa ready for a sanitation revolution?” in the framework of AfricaSan 3. The objective is to support African countries in their efforts to achieve the sanitation and hygiene component of the Millennium Development Goals

(MDGs). AfricaSan 3 aims at searching for political commitments and concrete actions to promote real access to improve sanitation services for more than 400 million people in Africa within the next five years. This edition is placed under the auspices of the Rwandan Government and the African Ministers' Council on Water (AMCOW.

The Ivorian Marcel Zadi Kessy chairs his country's Economic and Social Council The Ivoirian Marcel Zadi Kessy, who initiated the creation of the ex-Union of African Water Suppliers (UAWS), now the African Water Association (AfWA), has been appointed as head of the Economic and Social Council, an Ivorian institution. Mr. Zadi Kessy thus becomes, in the protocol order, the third

State personality, after the President of the Republic and the Speaker of the National Assembly. This appointment is in recognition of the competence of a man whose professional profile is in consonance with the search for excellence, solidarity and quality management.

It may be recalled that Mr. Zadi Kessy headed AfWA from its creation in 1980 to 1990. He was honoured by AfWA in March 2010 in Kampala, for the immense services rendered and his contribution to the access of populations to potable water.

M. Zadi Kessy devient dans l'ordre protocolaire de son pays, le troisième personnage de l'Etat après le président de la République et celui de l'Assemblée nationale. Cette nomination consacre la reconnaissance des compétences d'un homme dont le profil professionnel rime avec recherche de l'excellence, solidarité et management de qualité. On rappelle que M. Zadi Kessy a dirigé l'AAE de sa création en 1980 à 1990. Il a par ailleurs été honoré par l'AAE en mars 2010 à Kampala, pour les immenses services rendus et sa contribution à l'accès des populations à l'eau potable.

Establishment of the new Steering Committee The Global Water Operators’ Partnerships Alliance (GWOPA) has renewed its Steering Committee during its first General Assembly held in March in Cape Town, South Africa. The participants have selected new members in accordance with the GWOPA charter and the selection criteria defined. PREMIÈRE ASSEMBLÉE GÉNÉRALE DU GWOPA

Mise en place d'un nouveau Comité de pilotage L'Alliance mondiale pour les Partenariats entre les opérateurs d'eau (GWOPA) a renouvelé son Comité de pilotage lors sa première assemblée générale tenue en mars au Cap en Afrique du Sud. Les participants à cette assemblée générale ont coopté les nouveaux membres selon la charte du GWOPA et les critères de choix définis. Ainsi, douze nouveaux membres ont été désignés pour un mandat de quatre ans portant à 28, le nombre total d'organisations membres du Comité de pilotage du GWOPA (lire la composition de ce Comité ci-dessous).
