Poll dept asks voters T to verify names in electoral rolls By A Staff Reporter

he Thane district election department has appealed to voters to check the presence of their names in the electoral rolls. reports PTI. Addressing a press conference, District Deputy Election Officer Madhavi Sardeshmukh urged voters to check the presence of their names in the rolls, adding that even if voters had voters' identity card and valid proof, nothing could be done if their names were not on the voters' list. The district had a total 72.70 lakh eligible voters of which around 55 per cent are male. A total of 67 candidates including a large number of independents are contesting this election. The main parties in the fray are BJP, Congress, NCP, Shiv Sena, MNS, AAP and Dharmarajya Party.

he dharamshalas established by Shree Gadge Maharaj Mission Sanchalit are built for out-of-town patients and their caretakers to stay while they are undergoing treatment. One of the mission's dharamshalas called Shree Mafatlal Mohanlal Mehta Dharamshala is in the premises of St. George hospital, one of the state-run hospitals under the J.J. group. This six-storey building has 36 rooms that are given to patients who need a roof over their heads while the treatment on, and their caretakers. With rent as low as Rs.30 per person per day and Rs.40 for three meals a day, what more could the needy ask for? ADC visited this dharamshala and found the beneficiaries of this placeto be grateful to the trust for providing them with such a sanctuary. Minauti Mahoto, a 32-year-old from West Bengal, who had been diagnosed with breast cancer in June 2013 and is currently undergoing chemotherapy said, “When we decided to come to Mumbai for

treatment we had many concerns and one of the major concerns was finding a place to stay. I have to take chemotherapy every 21 days and traveling to and fro from West Bengal was impossible. It was a few friends who told us about this place and we are glad that we came here. The facilities are good. We get good food on time. There is electricity and water. Also, the rent is affordable.” Vandana Sugat Thosar from Akola who underwent a kidney transplant in December 2013 and suffered from infection one month after the transplant says she is glad to have found this place. “I have to undergo blood transfusion every month and have to do regular check-ups. We are here since December 2013 and have never had any trouble. Getting a this place to stay at a very cheap rent in Mumbai is like a dream. But for us it is a reality,” said Vandana who will continue staying at the dharamshala till the doctors give her a fitness certificate. For Sayed Ahmed and his wife Shabina Ahmed, the dharamshala is like their home.

“These people are doing such a great service to humanity by helping people like us. We could have never thought of living in place like this in Mumbai on such low rents where prices of houses and rents are sky-high. We get all that we need at this place. It is a home away from home for us now,” said Sayed who is currently undergoing dialysis.

More about the dharamshalas: Speaking about the dharamshalas, Amol Eknath Thakur, Director, Mafatlal Mohanlal Dharamshala said, “This dharamshala was built in 2008 to help patients and relatives from outside Mumbai who come here for treatment because the lack of affordable housing is a major issue in Mumbai. Till date, 8,000 to 9,000 people have been helped. We charge Rs.30 per person per day for one room and the patient is accompanied by a relative so it amounts to Rs.60 per day. Also, we provide three meals a day for Rs.40 per person. This is our way to

give back to the society.” This dharamshala which is currently housing around 100 people, has a waiting list of 25 to 30 people. While these people await their turn to get a room, they are given place in the dormitory that can accommodate around twelve people, at the same price. “We generally let people stay for three months at this dharamshala but as soon as this tenure is over we shift them to the other dharamshalas that we have built in the city. And if the patient is not in a position to shift, then we just let them stay here,” said Thakur. “People from all strata of society, irrespective of their caste, religion and economic background, admitted in any hospital in the city, are welcome here. The only criteria to be fulfilled is that they need to be from outside Mumbai and should have the necessary medical documents,” added Thakur. This comes after the Maharashtra Housing and Area Development Authority (MHADA) had written a letter to the Chairman of the Ministry of Civil Aviation highlighting the issue that it is unable to complete the first building at sector 5 of Dharavi on which it had started work in the year 2012, due to a height cap by the ministry. The Dharavi slum is spread over 240 hectares in Central Mumbai and divided into five sectors for redevelopment. The neighbouring localities include Bandra, the Bandra-Kurla Complex, Sion and Mahim, which are prime real estate locations. MHADA is the special planning authority dedicated for sector 5 of Dharavi which stretches over 65 hectares, out of which 24 hectares (2,40,000 sq.mt.) is developable. The redevelopment of the other four sectors is being implemented by the Dharavi Redevelopment Project authority. The ADC in its report on March 28, 2014 had stated that the date of completion of this building is however contingent to the housing body receiving height clearance from the Ministry of Civil Aviation. The housing board had started the construction of this building while the development plan was yet to be finalised. “The goal was to get the work started so as to instill confidence in people. above' (NOTA) this time.” Dilip Katke, a resident and spokesperson of Dharavi Bachao Andalon said, “The entire plan has been hurriedly made and under a messed condition. The state government should have taken all necessary permissions before constructing the buildings. Why are permissions take half way? During one of our meetings with the government officials, we had asked the MHADA officials to follow the Navi Mumbai planning pattern here in this place. The Congress, however, is putting pressure on MHADA to do constructions and that's why the planning officials are not getting time to concentrate on how to develop this place. As of now, the state government had made lay-out only of Sector 5. There is no lay-out for other sectors. People here do believe that the MHADA is capable to do the redevelopment on its own. So these factors are going against the ruling party, that is Congress and people are unhappy with it.”

Patel, the proposal prepared for the Dharavi redevelopment is that the existing population be re-housed on 43 per cent of their existing land area, with the remaining 57 per cent area turned over for commercial or other development. “The new development will attract additional population, and even if it is no more than half the existing population it will take densities to three times what exists anywhere else in the world. The scheme is, on the face of it, unworkable. Neither transport capacities nor the quality of life within the settlement will allow such packed living to be sustainable. The most likely outcome is that most of the present 67,000 resident families will be bought out, will move elsewhere, and Dharavi will become a highvalue, high-class area at reasonable densities. Our loss will include a thriving, prosperous, mixed-income area and its socio-cultural values; a valuable hub of enterprise and economic activity; and a portal for new migrants whose aspirations and energy can contribute to the city,” the report by Patel said. philip.varghese@afternoondc.in

hree members of a Chembur-based family, including two minors, travelling in a Sports Utility Vehicle (SUV) died in a freak road mishap, which also five others injured, on the Mumbai-Ahmedabad National Highway (number 8) in Vasai early on Sunday morning. According to Deputy SP (Traffic) Chandrakant Joshi, the mishap was reported from the Fly-Over-Bridge (FOB) on the Tungareshwar Phata stretch of the highway at about 6:15 am. The SUV, a Scorpio, which was heading towards Ahmedabad, had just climbed on to the FOB when the driver of the container truck, driving in the same direction, cut lanes in an attempt to overtake another vehicle, lost control over his vehicle and crashed into the Scorpio. here may be some unsuspecting vehicle owners who may not get compensated if their car or bike happens to get rammed by an errant vehicle. The insurance cover of either one or both of the parties involved in the incident may probably be a fake. With the arrest of three flyby-night agents, the Valiv police in Vasai have unearthed a fake insurance scam in which thousands of people were reportedly duped on the virtue of bogus insurance covers of reputed companies. Claiming to represent major companies, the trio, identified as Kishore Pawar (30), Dhirendra Tripathi (48). both residents of Vasai, and Anand Singh (32), a resident of Bhayandar, lured customers by offering vehicle insurance at a very low premium. But what the customers would not realize was that they were actually being handed over fake premium receipts by the accused. The fraud came to light when one of the motorists applied for an accident claim with an insurance company. He received the shock of his life when he learnt that the vehicle had never been insured, following which he registered a complaint at the Valiv police station. oted criminal lawyer and former Shiv Sena MP Adhik Shirodkar died of old age at his residence on Saturday night, his family sources said yesterday. Shirodkar, 80, is survived by his son Rajendra, who is also a criminal lawyer. Shirodkar had appeared in many criminal cases including the 1992 multi-crore securities scam involving stock broker Harshad Mehta. His funeral was attended by several prominent lawyers of the Bombay High Court. Shirodkar had represented

Sena in Rajya Sabha from 1995 to 2001. He was a prominent party leader and very close to Sena chief (late) Balasaheb Thackeray. Thackeray used to consult Shirodkar on legal matters and party's stand on various issues. He was one of the executers of the will left behind by Thackeray. Shirodkar had a passion for photography and held many exhibitions in the city. In a condolence message to the bereaved family, senior Shiv Sena leader Subhash Desai said, "In the death of Shirodkar, the people and the party had lost an able leader and an efficient lawyer".

Increasing number of violations of poll conduct W

HEN violation of poll conduct is not very serious, the Election Commission rightly lets off the person if he tenders an apology and promises to behave. It did not take any action against BJP leader Amit Shah who apologised and promised he would not indulge in such behaviour again. Amit Shah had spoken of revenge when he addressed a meeting in Muzaffarnagar. It is to be seen what the EC will do in the case of UP minister Azam Khan who has been violating the poll code again and again. The EC has issued a notice to him but he ignores the notice and defies it. He has said, for instance, it was not the Hindus but Muslims who achieved victory in Kargil. This is indeed an explosive remark when an election is on. It looks like he is not bothered about what the EC says — or does. Poll violations appear to be increasingly taking place in Uttar Pradesh. Azam Khan's boss, Samajwadi Party leader Mulayam Singh, has also broken the poll code. Addressing a meeting of teachers, he threatened them that several perks given to them would be withdrawn if they did not vote for the Samajwadi Party. This is a threat which attracts action by the EC. The EC has already issued a notice to him, but it is certain he will give an unconvincing explanation. And in Maharashtra, NCP leader Ajit Pawar has threatened the people of a village that they will not get water if they do not vote for the NCP. Pawar has denied he had issued any such threat. He has also said it was not his voice that was heard in the video. The EC evidently cannot take any immediate action. Pawar's voice has to be tested and this will take quite some time. The election is likely to be over by the time the result of the test is obtained. Pawar seems to have an ingenuous way out since the EC can do precious little before it is established that the voice is indeed that of Ajit Pawar. Defiance of the EC is taking place in the poll scenario across the country. It is possible some politicians want the poll be postponed by the EC — when they find the poll trends going against them.

O it is now the idea of India that needs rescuing from the advancing columns of Narendra Modi which seem all set to overrun the electoral fortress of the Congress Party. Since the cowering generals trapped inside that old and crumbling structure fear decimation on May 16, they have SOSed their fast dwindling and demoralized troops to defend them against the marauding Modi hordes. Now if you suspect that self-preservation is being equated with the preservation of the idea of India you would not be wrong. For, the Gandhis still seem to believe that only what is good for them is good for India, though India itself seems to have come a long way from the time when it had closely linked its destiny with that of the Family. Priyanka Vadra, er..sorry, Gandhi, raked up the idea of India in the family’s long-suffering citadels of Rai Bareilly and Amethi. Her mention of that evocative phrase without grasping its meaning in the broad civilisational sense, which would arguably allow for the transition of power from one elected party to the other in an orderly democratic manner, was another electoral gimmick. For someone whose family began its stint in power by mutilating that idea of India back in 1947, and has since twisted and mauled it on multiple occasions, exploiting that sacred idea for warding off an impending electoral disaster must have seemed natural. The Gandhis have always put themselves ahead of the country. The idea of India very-nearly died when Priyanaka’s grandmother stood the Constitution on its head, privileging her own preservation in the prime ministerial gaddi over the urgent demands of the Republic. Those invoking the idea of India should trust the collective judgment of 800-million plus voters. They will most fervently safeguard this idea. Respecting the popular will can only strengthen that idea. Erecting shibboleths might be comforting in a situation when all else seems lost on the electoral ground. Thus, the idea of idea of Priyanka Vadra at election-time is of a piece with the remembrance of Hitler and Mussolini by Abhishek Manu Singhvi to paint Modi as a ‘dictator.’ They should know. After all, the word of 10 Janpath serves as a virtual diktat for all Congressmen. And if one recalls it right, it was the same Singhvi who not long ago had intoned in all seriousness that Rahul Gandhi was a ‘born leader.’ Yes, a born leader. It cannot cherry-pick Bharti’s words in the film. For years, Haryana politicians made money underhand while being arbitrary in enforcing the new tax. A good number of people paid up, while the larger numbers did not. However, last year the Hooda Government did a clever thing. It drastically reduced the rate of property tax as against the originally levied rates. As a result, a vast majority of people paid the modest amount. Property-owners who had paid as per the earlier higher rates got the excess amount adjusted according to the new rates. But the point to note is that the Congress Government in Haryana did not withdraw the house tax. Now consider what the Congress Party is doing in the neighbouring Punjab. Its entire election campaign is built around the popular resentment in urban areas against the introduction of the property tax. Pradesh Congress Chief Pratap Singh Bajwa, engaged in a tough battle against BJP’s Vinod Khanna in Gurdaspur, has, in fact, promised the outright abolition of the tax should his party come to power. Of course, Bajwa is hoodwinking the voters. For, it was Chief Minister Captain Amarinder Singh who had first approved the levy of property tax in Punjab. And rightly so. The levy was a pre-condition for the States to claim funds under the central Jawaharlal Urban Renewal Mission. Besides, the people must contribute at least a small share towards the upkeep of their cities and towns, shouldn’t they? Unfortunately, Congress leaders, including the Captain and Bajwa, are undermining the Centre-ordered levy for electoral reasons. Though the rate of property tax in the Akali Dal-BJP-led Punjab is even lower than that charged in the Congress-ruled Haryana, the Congress Party has unleashed a virulent propaganda, encouraging people not to pay house tax. Forced on the back foot, the Akalis have now challenged the Congress to first abolish the tax in Haryana ahead of the April 30 polling in the State if it wants the same to be withdrawn in Punjab. A cornered Bajwa is now running for cover.

It is, therefore, not so much the fear of Modi that makes them gets antsy. This was done to quell the infighting between the local leaders of both the parties. “We face a major battle ahead in the upcoming Lok Sabha elections, so it is time to forget our differences and stand united against communal forces,” appealed Chavan in the Naya Nagar area of Mira Road, where NCP’s Sanjeev Naik is seeking re-election from the sprawling Thane Lok Sabha constituency, while its poll ally, the local unit of the Congress is still in denial mode. There is so much bitterness within the Congress city rank and file against the local NCP leadership, that a major chunk of their leaders and partymen at the grassroot level have openly declined to work for Naik. ust before the world’s largest democracy goes into polls, India makes Corporate Social Responsibility mandatory for corporates. Now, corporates in India have to match the efforts of the State and NonGovernmental Organisations (NGOs) in initiating activities for the economic growth of the underprivileged and similarly marginalised groups as well as social causes like animal welfare and environment. From April 1st 2014, it has become legally binding for companies in India to be “socially responsible”. Section 135 of the new Companies Act 2013, read with the CSR Rules makes it mandatory for companies, meeting certain criteria, to set aside two per cent of their net profits for undertaking and promoting socially beneficial activities and projects in India. To implement this, the Ministry of Corporate Affairs (MCA) recently issued the CSR Rules, 2014, to implement this legislative mandate, which came into effect on April 1, 2014. Every company with a net worth of at least Rs 500 crore, or a minimum turnover of Rs 1,000 crore, or a minimum net profit of Rs 5 crore, has to constitute a CSR committee dedicated to undertake initiatives such as promoting women's empowerment, improving maternal health, education, gender equality or ensuring environmental sustainability. However, the new CSR regime isn’t as simple as it seems. There are issues which will need to be analysed and addressed before we ascertain the true intention of the legislation (See box). Incidentally, for those with a generous heart, it didn’t need a law for these to give. Look at the Hurun India Philanthropy List which is a ranking of 31 Indians who donated more than Rs. 10 crore (equivalent to USD 1.6 million) in cash or cash equivalent during April 1, 2012 till March 31, 2013. Education was the most important area for the Indian philanthropists with a total contribution of Rs. 12,200 crore. It was followed by social development (Rs. 1,210 crore), healthcare (Rs. 1,065 crore), rural development (Rs. 565 crore), environmental cause (Rs. 170 crore) and agriculture (Rs. 40 crore). Also, the law does not treat foreign companies differently and includes foreign companies doing business in India whether by themselves, or through an agent or even electronically. The list of CSR activities provided in the rules seems illustrative and not exhaustive. It however suggests the scheduled activities ‘alone’ will be considered for the purpose of CSR. Now, whether or not social activities falling outside the purview of the schedule form a part of CSR activities or not still remains doubtful. The Act provides that, for CSR spending, a company should give preference to the “local area in which it operates”. This has given rise to another ambiguity. If a company has more than one operational office in the same city or zone, how should it distribute its CSR spending? What will matter in law, the location of its manufacturing unit or the location of its corporate headquarters? In excluding contributions directly or indirectly made to a political party from the scope of CSR activity, the law has overlooked contributions made to institutions affiliated with one or more politicians or those located in a constituency represented by a politician who has some form of regulatory supervision or leverage over the entity. Also, with regard to entities being under the trusteeship or office of a politician, the law remains ambiguous. By law, CSR activities cannot be undertaken ‘only’ for the benefit of the employees and their families. Did the legislation mean “primarily” or “exclusively” benefiting employees? Because, if the legislation meant “primarily”, then any activity which benefits one’s employees, and is extended to other marginalised groups cannot be considered as CSR for the said purpose. • In the Direct Taxes Code 2013, where deduction for CSR expenditure in backward regions and districts is concerned, the CSR expenditure cannot be allowed as a business deduction as it is an application of income. Allowing deduction for CSR expenditure would imply that the government would be contributing one third of this expenditure as revenue foregone.

At current levels the dice is loaded against the market with a major event risk that has to be factored in. That said, traders and investor have shown a cautious approach and the rally has not run wild. This can be borne out from that fact that the markets have witnessed healthy corrections from time to time and post each such correction, the market has continued its upward move. Even if we look fundamentally, the markets have not been discounted very richly over the earnings of the next couple of years. Eight fund managers, including LIC Pension Fund, SBI Pension Fund, UTI Retirement, Reliance Capital Pension Fund have been shortlisted by PFRDA yesterday for managing the funds of private sector NPS," sources said. Other contenders include DSP Blackrock Pension Fund Managers, ICICI Prudential Pension Funds Management and Kotak Mahindra Pension Fund, sources said. The pension fund regulator will issue letter of intent to the selected managers on April 25. As per the Request for Proposal (RFP), the three existing managers for NPS of government employees were also asked to submit commercial bids only, while others were required to submit both technical and commercial bids. According to sources, Reliance Capital Pension Fund turned out to be the lowest bidder. For past three weeks the rupee is trading in a thin range and it looks like it will decide its direction after the Lok Sabha Elections. Local equities were in a standstill mode on a weekly basis as it ended this week near previous week’s close. In the first half local equities traded weak as FIIs were seen selling their stocks mainly because of the weak data released this week. Overseas investors sold Indian shares worth 216.3 million rupees and also sold equity derivatives worth 12.18 billion which has forced market to trade weak. But

towards the end it recovered after the U.S. industrial production increased more than forecast in March which boosted global equities and helped local equities to recover. The trading range for the Spot USD/INR pair is expected to be within 59.75 to 60.75. glorious decade in the new millennium made telecom sector in India the poster-boy of Indian reforms for the magnanimous speed at which it empowered Indians across socio- economic strata. Subscriber base swelled to cover more than 70% of the population as operators tried to woo the market with lowest prices in the hyper-competitive market. Cancellation of 122 licenses by the Supreme Court in the beginning of 2012 on perceived irregularities in the license allocation led to a lull of two years on account of policy paralysis with the widening trust deficit between the government and the players. The period also witnessed game-changing events and trends marked by exit of some of the new players arresting the competition, shift of focus from voice to data, slowdown in subscriber addition, and entry of Reliance Jio in the Indian telecom. Meanwhile, the barometer of growth has shifted from subscriber addition to ability of the operator to leverage the ongoing data explosion in the country. The subscriber base expanded rapidly after FY09, fuelled by lower tariff, leading to a huge inactive subscriber base over the years. This expansion was also on account of multiple simcards and the lack of Mobile Number Portability. Subscriber growth was arrested when, in July 2012, operators started removing their inactive subscriber base as only 75% of the subscribers were active (Peak VLR subscribers as measured by TRAI). As a result, total subscriber base witnessed a decline of 6% in FY13 while active subscribers grew by 6% over the same period, taking the active subscriber composition to 83% in FY13. CARE Research believes that though the active subscriber growth has slowed down from 19% in FY12 to 6% in FY13 and 9% in January 14 (Y/Y), it will continue to grow in single digit, beating the total subscriber base growth, as the composition of active subscribers in the total subscribers would rise to more than 90% over next couple of years. Financial and Operating Metrics – Moderate growth to continue Revenue Growth: Telecom sector revenue has seen a good growth over the last 2-3 years with a peak in growth rate in FY12 and then a subsequent correction in FY13, though there was a fall in ARPU over the years. Growth is becoming more broad-based as compared to the earlier voice-led growth, as the contribution of data revenue is rising at close to double digits led by 2G and 3G data. CARE Research believes that revenue for telecom sector would grow at higher single digit

At an average data realisation rate of 35 paise per MB, it translates into 26 paisa per minute as the cost of a voice call on VoIP. If we compare this with average realisation per minute of 40 paisa per minutes for voice calls, VoIP using OTT apps translates into a discount of 35% to the regular voice calls.

Value Added Services (VAS) – Facing the

Regulatory Heat Indian VAS industry has had a dream run with an average growth of more than 40% over last 6-7 year. VAS was expected to take the telecom on fast track growth path until the double-confirmation regulation almost killed the SMS based VAS service in July 2013 and the gradual rise of OTT messaging applications threatening P2P SMS service. CARE Research expects that Indian mobile VAS will keep growing at double digit, though almost at the half the rate of the historical average.

Regulatory hurdle: Indian Government has limited

VoIP calls only to International calls so far. Opening it for domestic voice telephony will face strong opposition from the telecom operators who have invested billions of dollars in the network. OTT based voice calls have serious quality related issues due to latency of 1-2 seconds, blank spots and call drops. 3G network in India, especially indoor, is patchy and quality of calls further deteriorates on 2G. Most of the developed countries, where OTT voice is getting popular, have unlimited data packs unlike in India. Lack of such plans results into cost associated with a VoIP call. Also, lesser penetration of smartphones in India would be an issue as VoIP requires smartphones with both the users. As the differential between voice call tariff and data tariff of a call on VoIP, operators would not lose much of their revenue even if some portion of the voice telephony shifts to VoIP. Though it is not a threat to broader voice telephony in the immediate future, OTT voice is expected to threaten National and International Long Distance Telephony because of the tariff arbitrage. ARPUs: ARPUs for both GSM and CDMA have

declined gradually over the years on account of two long term trends: (1) Tariffs have fallen to one of the lowest in the world due to increased competition in the sector post 2009 with the entry of new players; (2) New subscribers were mostly low ARPU customers from semi-urban, rural areas or people opting for a second connection, bringing

down the overall ARPU. CARE Research expects that ARPUs will see an uptrend going forward riding on higher contribution from data revenue, tariff hikes and reduction in free minutes, removal of inactive subscribers etc.

Greener Pastures for Telecom Sector

3G – Growth stor y is unfolding

Data usage in India is rising sharply. 3G data traffic grew near exponentially in 2012 and 2013 in India primarily after most of the operators slashed 3G tariffs by 70-80% in May 2012. In 2013, 3G subscribers grew by 80-90% Y-o-Y for the leading operators like Bharti Airtel, Idea and Rcom in the recent quarters. CARE Research believes that India is in the growth phase of 3G cycle where subscriptions start growing rapidly from 3rd year of launch of 3G, as experienced in the global markets.

4G- The Great Indian Broadband Dream

Long Term Evolution (LTE), the most prominent 4G technology, constitutes less than 3% of the global mobile subscriber base of 6.8 billion but has been growing at a phenomenal pace as the subscriber base exploded from mere 11 million at the end of 2011 to more than 200 million at the end of 2013. Worldwide LTE technology is being adopted in 152 countries by 524 operators. 471 operators have made firm deployment commitments in 143 countries, of which 274 operators have launched commercial services in 101 countries. By the end of 2014, total 350 commercial LTE networks are expected to be in place. After the auction of BWA spectrum in 2300 MHz range in mid-2010, only Bharti Airtel has launched 4G services in India that too in a few select cities. The delay in 4G launches can partially be attributed to regulatory uncertainty, under-developed ecosystem, unavailability of spectrum in the lower frequency range, etc. After adopting Time Division Duplex or TDD based LTE technologies (alongwith Chinese

By looking at the global standards of 3-4 players, CARE Research believes that Indian telecom space would eventually be reduced to 5-6 large players with 1-2 regional players. Over the years, subscriber and revenue market share is slowly being consolidated with the top 3 players and the same is being witnessed in spectrum holding. As data revenue contribution is inching towards double digits, competition is swinging towards ‘Data’ from ‘Voice’, leading to stabilization of voice tariffs over last few quarters. Entry of Reliance Jio in the 4G space is expected to make the battle for ‘Data’ pie fiercer, though LTE will take some more time to mature in India. As the market for data itself is redrawing its boundaries expanding rapidly, CARE Research believes that the 2G, 3G and 4G would co-exist in India for few more years. With clarity on M&A guidelines emerging, the activity is expected to gather momentum as witnessed by the recently announced acquisition of Loop Mobile by Bharti Airtel. Considering that the acquirer has to pay market price for the spectrum of the acquired company if the same is obtained through administered mechanism, CARE Research believes that spectrum will no longer be the driver for consolidation.

s in my last column on biased bashing of Gujarat model I had stated that lets look at the model with an open mind. Look at what has been achieved and what can be achieved. The whole

debate of BJP Manifesto being a cut paste part of the Congress manifesto may be a valued argument. But what is to be noted is that a rising emerging economy like India faces three basic challenges. These are first, we need to grow faster than other economies which are emerging and competing with us to make India reap the benefit of its competitive advantages. Second, India needs to look internally and take full advantage of its inherent internal strength and build competitive capability to compete in the global economy. Finally it must see to it that those who are left out of the process of development are integrated within the developmental process through more inclusive programs. These challenges facing Indian states are known to all political parties and hence Manifesto of a nation state will be similar. What is heartening to see is that all of them have adopted centrist approach and hence despite the fear created by conscious intellectuals and the clever politician the

nation state is marching ahead in terms of social growth. The agenda clearly then is Development. Despite a similar line of thinking Congress stands to lose primarily because despite some last moments good but ill thought out inclusive initiatives, it has dis-

illusioned the country’s citizenry because of its corrupt ways and poor delivery model combined with poor governance and poor decision making. According to a study by Bibek Debroy and others, Narendra Modi’s Gujarat has performed extremely well in terms of good governance and effective decision making leading to a greater economic freedom. This encouraged entrepreneurship and a slow and steady growth and development of the economy. The major criticism of crony capitalism falls flat primarily because a state ravaged with communal riot, earthquakes did very well to attract investments from domestic players as well as foreign investors. It’s no rocket science that investments are required to help India grow, create jobs, increase per capita income. An increase in per capita income has dual effect. It adds to savings which help build capital in the long run on one hand and on the other it helps state generate more taxes for bettering human capital in the

state. Such investments also have a network effect they help local farmers gain as demand for vegetables grow and also the demand for labourers. The local rural economy gets a fillip as new roads come in new schools come in; the service economy expands and thus jobs. All these are inherent benefits of industrialization as agriculture cannot bear the burden of surplus agricultural laborers. And for all this to happen economic freedom is a prerequisite along with strengthening institutions and regulations which help to keep both economic and social initiative on track. Gujarat agricultural growth of 6% in the last decade is an example of unshackling agriculture from the clutches of state and helping create an ecosystem which will definitely benefit farmers in future. I am not batting for Modi here. What am I saying is that those who provide not just the hope but also deliver …India needs them to govern and develop this nation state in waiting.

More Clarity On Polls Now

ach passing phase of elections shows that there is a 10 to 12% rising in voting percentages at practically every important state. The key states – UP, Bihar, Maharashtra and Karnataka, where polls have already taken place, besides other key states like AP, have all polled above 60%. Normally, in these states, as in all states barring Assam, Tripura, Kerala and Goa, where voting percentages are in the high seventies, the voting percentage is 50% or a shade below like 48% and 49%. Muslims and minorities anyway vote en bloc and their voting percentages have always been above 90%. So the bump up of 10 to 12% would mean atleast a 7 to 8% swing towards the NDA. The latest opinion poll in the country’s leading newspaper, which the Election Commission now calls an exit poll, and it was an exit poll because it came after polls in UP and Bihar had completed a couple of phases, shows the NDA comfortable crossing the 275 mark. Yet, I would still err on the side of caution, because South India is not clear, although there are indications that overall the NDA would do substantially better than it has ever before. In Tamil Nadu, the NDA alliance could win more than one-third seats, with DMK reduced to a poor third with infighting from Alagiri. While in Andhra the NDA may again win 30% of the 42 seats. In his interview to ANI, Modi said that he has already done 360 rallies, but hopes to do 1,000, using holographic techniques. This means that he is reserving the best for the last. There are still about 25 days left for the final verdict on May 16th. This could cause an equal amount of swing in the South, which is tech savvy and a large number of rural folks, who will just come out of awe to see the technology, will be impressed. This, I am sure, would cause some swing. True, it is a hard-fought election, and difficult to call, but even a countrywide 3 to 4% swing can take NDA beyond the halfway mark. And once that happens, important fencesitters like TRS, YSR Congress and AIDMK and even Mamata’s TMC will gravitate towards the NDA, if it gets absolute majority. Do not forget that Modi is shrewd and he too understands all this. But he also has some aces up his sleeve. From the economy point of view, there is widespread criticism about him having no economic agenda or he doesn’t understand economics. If he didn’t, he would not have won 3 state elections only on economic agenda. There is no difference between a development and economic agenda. Remember, here again he is shrewd. CAD, Fiscal Deficit and Macros are only for a handful of academics and financial journalists to understand. But he is trying very smartly to connect to the masses. End of the day, it is Bijlee, Paani and Sadak that still matter. And he understands technology better than any other politician in this country. BJP, besides AAP was the first to start campaigning on the social media and it will end with the crowning glory of virtual Modi in holography. So, he will use technology on a wide and efficient scale for governance. Dalal Street Stock markets have corrected and are now poised for a bigger rally. They may correct once again, and there will be plenty of opportunities to buy on any dip. My top picks still remain TCS and HCL Tech in IT sector. The banking sector is the next top sector pick. You have a host of banks to pick from – HDFC, ICICI, Axis, Yes Bank and IndusInd Bank. In small caps, I will be a little more cautious. Remember, the choice of a good scrip is that it doesn’t get carried away by euphoria; it doesn’t rise much in euphoria, and doesn’t fall at all in rapidly declining markets. This is true of large caps and even midcaps. Small caps are very volatile. High volatility will continue till June. Leave high beta stock for expert day traders, of which there are very few. In general, I call day trading speculation or gambling, which are greed tendencies and not good for anyone. You can gain big or lose big. Simplify your portfolio just to eight to nine stocks. Easier to follow quarterly earnings and if they keep delivering good bottom-line quarter after quarter, stick to them. Don’t look at the stock price. If you hold them for a year and buy on dips, you can get a hefty annual return of 70% to 80%.

NSE India : CNX Nifty — Daily Market Report for: Monday (April 21, 2014) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty rose substantially on Thursday (April 17, 2014) a net 104.10 points (1.56%) and closed at the 6779 point level. The market opened up with a gap at the 66695 points level. It then declined by a few points and registered the day’s low at the 6684 points level at 10.05 a.m. The index then rose sharply and turned into a range bound movement until 2.30 p.m. It then rose further and registered the day’s high at the 6783 points level at 3.17 p.m. and then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session and moved in a range of 99 points and closed above the psychologically important 6750 points level. Sentiment was extremely bullish and amongst the 50 Nifty stocks 47 were gainers, while just 3 stocks closed in the red. All the sectoral indices stocks closed in the green. Substantial buying was seen in realty, auto, metal and power stocks.

TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 0.57%. This change is small and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 1054 were gainers, 472 were losers and 65 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues). RSI Indicator: The RSI rose and crossed above the 60 level and is now rising (positive if it continues). MACD Indicator: The MACD is above zero but is declining (negative if it continues). It is below its 9-day Average (negative). ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is falling while the Market Index is rising, which indicates that the present up trend is decreasing in strength. MOVING AVERAGES (TREND INDICATORS) The index: Has crossed above its 5-day average (at 6752) Positive. Has crossed above its 15-day average (at 6719) Positive. Is above its 25-day average (at 6639) Positive. Is above its 200-day average (at 6096) Positive. All the four averages are positively trended. Positive. Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a neutral market but with a positive bias. Support Levels: For short-term traders the immediate main support is at the 6446 points level.

The next support is at the 6338 points level. Resistance Levels: The immediate main resistance is at the 6809 points level. The next resistance is at the 6874 points level. Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6749 (This is the level where the trend is likely to change during intra-day). Support (1) = 6715. Support (2) = 6650. Resistance (1) = 6814. Resistance (2) = 6848. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index after having formed two consecutive black body candles has formed a long white body candle on higher volumes. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). This is positive. Further, the index has crossed above its 5 and 15 days moving averages in a single session. The index is now above its 5, 15, 25 and 200 days moving averages. All these indicate a positive bias and the possibility of a further up move unfolding. However, the velocity parameters continue to indicate weakness. Incidentally, the index is approaching a major resistance level at the 6809 points level. There is a possibility that it could find some resistance there. However, if it crosses above it then a further rise can be expected. Technically, since the downwards risk seems to have reduced, Investors may consider buying in small quantities in shares that are fundamentally sound and have a longterm potential.

CMP: Rs. 499 Target Rs. 575 IIB’s Q4FY14 beat estimates with PAT up 29% YoY to Rs 3.96bn. NII grew by a healthy 7% QoQ (+18% YoY) as NIMs expanded 10bps QoQ to 3.75% on lower cost of funds. While headline asset quality was stable due to higher reductions, pressure on the consumer finance book persisted. Management reiterated its strategy for FY14-FY17 – growing advances at 25-30% CAGR, doubling the branch network, improving CASA (>35%), and ensuring fee growth>advances growth. While the stock is expensive (2.6x FY15E ABV/ 2.1x FY16E ABV), we maintain BUY given the strong earnings visibility. NIMs improve to 3.75%; consumer book continues to moderate: Despite a sharp 18bps QoQ decline in yields, NIMs improved 10bps QoQ to 3.75% as the cost of funds spiraled down 28bps QoQ due to higher current account float – a usual Q4 phenomenon. Advances growth at 5% QoQ (24% YoY) was led by the corporate banking book. The consumer finance book continued to moderate, mainly due to a slowdown across segments (except LAP, +18% QoQ). Traction in savings deposits remained strong at 7% QoQ/41% YoY, adding Rs 6.5bn during the quarter. The CASA ratio was stable at 32.6% (+40bps QoQ) Headline asset quality stable, but pressure on consumer book persists: While headline asset quality remained stable due to higher reductions (Rs 350mn sold to ARCs), pressure on the consumer finance book persisted with slippages at Rs 1.5bn (2.4% vs. 2.1% in Q3FY14) of total slippages of Rs 1.9bn (1.7%). The restructured book remained stable at 0.33% of loans. Of total o/s security receipts of Rs 1.4bn, the bank is confident of freeing up Rs 750mn in the next 3-6 months. Total MTM losses in Q4FY14 stood at Rs 350mn. Strong core fee income growth at 28% YoY: Despite a high base, core fee income grew by 28% YoY led by processing fees/FX income/investment banking income (+54%/+49%/+53% YoY), even as income from third-party distribution and general banking remained subdued.

MOTILAL OSWAL CALLS A ‘BUY’ ON JUST DIAL

CMP: Rs. 1242 Target Rs. 1475 We met Just Dial’s (JUST) Managing Director, Mr VSS Mani, to get an update on current business and assess the pipeline and potential of new launches. Key takeaways: Base business to post steady growth: Management highlighted that campaign growth continued to remain strong during 4QFY14, with total paid campaigns expected to be >~260,000 (we expect 2,64,000). Post rollback of zero advance payment friction-free evergreen contracts, JUST has not introduced new schemes during the quarter. Search requests for 4QFY14 continue to be robust at ~40% YoY growth, largely driven by higher growth in mobile segment. Management indicated its vision to reach 0.5m campaigns by FY17 and highlighted the price increase of 8-10% taken across premium category, which should fast-pace growth in FY15. Company plans to add ~1,800-2,000 employees, 80% on the sales side and largely feet-on-street and tele sales. Reverse auction: scalable and game changing event: JUST is in the process of rolling out a real-time reverse auction mechanism within the shop front segment soon. In a reverse auction, sellers compete to obtain business from the buyer and prices will typically decrease as sellers undercut peers, thereby providing value proposition to consumers. Consumers need to enter their local pin code and choose a product. JUST will intimate all local sellers for the particular area (preference to paid campaigns) and ask them to bid immediately. Consumer’s details will be disclosed to the vendor who fulfills an order. Valuation and view We increase our revenue assumption from 25% to 29% CAGR over FY14-16E to factor 4-5% price increase but cut our margin assumptions to factor the one-time ad spend on JD Search Plus in FY15. We believe the one-time ad spend of INR700m in FY15 is essential to create a viral effect of JD Search Plus and its products. However, we have not factored any revenue from JD Search Plus, which in our view provides upside risk to our FY16E estimates. The stock trades at 56x FY15E and 40x FY16E EPS respectively. The Election Commission has ordered repolling in six booths spread across four Lok Sabha constituencies in Madhya Pradesh on April 22, after reports of poll-related irregularities, official sources said on Sunday. Polling at these booths was held in the second phase on April 17, sources said. Repolling would be held at booths in Gwalior, Sagar, Bhopal and Rajgarh Lok Sabha seats.

Mulayam bats for Muslim reservation

In a bid to woo Muslims, Samajwadi Party boss Mulayam Singh Yadav on Sunday said if voted to power, his party would ensure amendments are made in the Constitution for their reservation and said only SP could prevent BJP leader Narendra Modi from becoming the Prime Minister. “Muslamano ne desh ko banaya hai aur musalamano ke liye sanvidhan mein sanshodhan karke arakshan diya jayega (Muslims have made this country, and for Muslims, amendments would be made in the Constitution for their reservation),” Yadav said at a public meeting in Etah district.

Govt to form Nuclear Insurance Pool to address liability issue

Moving to address the liability issue that has held up deals with various countries, the government has decided to form a Nuclear Insurance Pool which will have a number of stakeholders to meet the requirement of huge financial cover in case of a mishap. The Department of Atomic Energy (DAE) is pursuing the matter with the Ministry of Finance for creation of the pool after no single insurance company, including the General Insurance Company, expressed its ability to provide financial cover to the nuclear plants considering the huge monetary requirement.

Ban sale of animal tested products: PETA to Govt

After strongly campaigning for a ban on testing of cosmetics and household products on animals, the animal rights group PETA has now urged the Health Ministry to ban the sale and marketing of such products in the country. In June last, India became the first country in South Asia to ban the testing of cosmetics and its ingredients on animals, while it became the second country after Israel to ban animal testing for household products in January this year.

AI to raise US $500mn for buying 4 Dreamliners

Expecting deliveries of five more Dreamliners between May and November, Air India plans to raise bridge loan of $500 million to finance the purchase of four of these aircraft and use them to launch flights to new destinations like Moscow, Rome and Milan. The national carrier, which has already inducted 13 Boeing 787 Dreamliners, expects deliveries of two more such planes in May, while another three of the total 27 ordered are slated to be delivered by the US manufacturer Boeing in June, August and November.

EW DELHI/PATNA: BJP on Sunday pulled up its Bihar leader Giriraj Singh for his ‘back Narendra Modi or go to Pakistan’ remark but he remained unfazed and stood by his controversial comment that has been slammed by rival parties. Congress and JD(U) complained to Election Commission and demanded criminal action against him, reports PTI. Distancing itself from Singh’s controversial remark, BJP sought to undo the damage with president Rajnath Singh saying the party believes in the politics of “justice and humanity” and taking everybody along. Party sources said Giriraj, a Lok Sabha candidate from Nawada, has been conveyed the party’s displeasure over his statement and asked to refrain from stoking any further row. Singh had said in an election meeting in Jharkhand yesterday that those opposing Modi will have to go to Pakistan after elections, leaving BJP red-faced and inviting sharp criticism from rival parties who said his comments were directed at Muslims. In an apparent disapproval of Giriraj Singh’s comments, Rajnath said, “BJP believes in the politics of justice and humanity and taking everybody along”.

Emissary row: Geelani spreading falsehood? S

RINAGAR/LUCKNOW: Mystery still surrounded the claim by Kashmiri separatist leader Syed Ali Shah Geelani that Narendra Modi had sent two emissaries to him carrying a message with a LJP leader whose named surfaced maintaining on Sunday he met him but not as an emissary. Sanjay Saraf, who belongs to Ram Vilas Paswan’s LJP that is part of the NDA, confirmed that he had met Geelani but dismissed reports that he had carried any message from the BJP Prime Ministerial candidate to the hardline Hurriyat leader.

Lok Janshakti Party(LJP) National Youth President Saraf said his relations with the separatist leader were ‘personal’. “I have been meeting Geelani for the past so many years. I have not met him in the context that has been reported,” Saraf told PTI in Srinagar. Saraf said he rushed to Srinagar from Bihar after he was named as one of the emissaries of Modi that Geelani claimed had called on him for opening a dialogue with the BJP leader. “This is a completely baseless report. I have not met Geelani since

he was taken to Delhi for treatment in early March this year,” he said. Asked about media reports identifying him as one of the two emissaries, Saraf said he was exploring legal options against a daily which carried the report for “spreading falsehood and dragging my name into something that I was never part of”. Geelani on Friday claimed that Modi had sent two emissaries to him and the separatist leadership in Jammu and Kashmir to create a “soft corner” for BJP by making a “commitment” to seek a solution to Kashmir issue.

Geelani has not named the emissaries so far. The meeting allegedly took place in Delhi on March 22. Rubbishing Geelani’s claims, senior BJP leader Lalji Tandon said that Modi did not send any emissary to anyone, calling his remark as unfortunate. “Geelani comes across as if Geelani is wearing the Congress mask,” he said, adding, “whenever the time comes, Modi and BJP will talk about the Kashmir issue.” Congress leader Rashid Alvi said truth should come out. LJP leader Ramvilas Paswan said Kashmir issue is a ‘serious’ matter.

Actress Supriya Devi, who played the lead in Balaji Telefilms’ ‘Bairi Piya’ as Amoli on Colors, is all set to make a comeback in the industry. After a three year long break from full fledged TV roles and focusing on Bollywood, Supriya is set to come back to the small screen with a character she feels very strongly about. Her fans have missed her on television and she was flooded with requests to make a comeback. Touched and moved by the love her fans have shown her, she is making her re-entry with a new show 'Anudamini' with Sachin Shroff paired opposite her. ‘Fu Bai Fu’- Naya Hai Wah! the popular comedy reality show will begin its second season from April 21 on Zee Marathi at 9.30 pm on Monday and Tuesday. Why this long sabbatical? I had taken a break from TV to concentrate on my Bollywood career. I have done roles in two Bollywood movies already and also did a small role in a TV show—'Sanskaar'. I wanted to focus on Bollywood but my fans bombarded me with fan mails urging me to come back to the small screen. How does it feel to be back in the limelight? It feels really good to get back from where you started that is television after three years. My fans really missed me, through various mediums they told me that want to see me back on TV which made me come back. They brought me back on TV. What is your character in the show? 'Anudamini' is a touching tale of a small town girl who struggles to survive in this fast paced Mumbai. I play the character of Anudamini, whose pure and true love towards her husband drives her to become compatible with him. Her determination is what drives her to becoming more than just a 'gaon se aayi hui ladki'. She catches up with the pace of the city and transforms herself into an urban girl never giving up on the morals she grew up. The story of Anudamini, a simple girl who has never stepped out of her village and how her world changes when she marries a sophisticated, urban Dev. 'Anudamini' is a tale of the struggles of a simple girl who has now devoted her life to a husband, who refuses her. Did you have to work on your character? Not really. I had to do a little research on it but then the team at Krish Movies, the director guided me pretty well and I found it very easy to play the character. How did you feel while working with Sachin Shroff? Who wouldn’t like working with Sachin. He is a charm to work with. We share a very good rapport and understand each other’s working style very well. Everyone on the sets in fact, is very warm and we feel like family when we come together for the shoots. The TV shows you like to watch? My busy schedule unfortunately does not permit me to watch a lot of TV. But whenever I do get the time I catch up on the reality shows.

Are you open to reality shows? Depends on what comes my way. Any film offers? A few are in the pipeline. Cannot speak about them right now, but will once they are confirmed.

DUCATION isn’t a criterion for most things that matter. Whether it’s getting a government job or contesting polls, having enough assets and the right connections matter the most. A recent report suggests that many hopeful election candidates contesting the ongoing Lok Sabha elections from Mumbai aren’t exactly very well qualified when it comes to education. According to data revealed through a RTI query, in all 45 candidates from Mumbai, around 38 per cent of them all, have only studied till Standard 10th or even lower than that. And, of these, 12 have declared their assets to be worth more than a crore rupees. Party-wise, Aam Aadmi Party (AAP) has the most educated candidates contesting in the city. AAP is followed by Congress, Shiv Sena then Maharashtra Navnirman Sena (MNS) followed by Bharatiya Janata Party (BJP). An analysis of the data provided by candidates, in their affidavits, indicates that though many of the aspirants having assets worth more than a crore rupees, most of them have not even cleared the Standard 10th examination. Of the total, 33 are graduates while 19 have completed their post-graduation. And, there are 17 candidates whose assets exceed Rs 5 crore. With five post-graduates members, AAP leads with the maximum number of educated members, while Congress, NCP and BJP have one candidate each who has completed post-graduation. Just like getting an election ticket, education doesn’t seem to be a qualification for a government job if you have ‘connections’ in the right place. An RTI application filed in February 2014 revealed that most of the ministers’ staffs in Kerala have not cleared their Standard 10th examination. It was after an incident, in which a senior minster’s personal assistant was arrested on charges of murder, that the skeletons began tumbling out of closets. Soon, Advocate D B Binu, through Right to Information Act, procured details of the staff working for various ministers in Kerala and found that many of the staff members have not even passed Standard 10th. A minister in Kerala can take up to 30 members as personal staff, starting with private secretary to peon. It is ‘knowing the right people’ that matters when it comes to getting recruited in the pool of a minister’s personal staff and this is exactly what happens in most cases, in most States. The government order regarding the hiring of staff members states that the staff is usually appointed by the government based on the ‘notes’ provided by ministers concerned. And, it seems that these ‘notes’ are generally in favour of either family members or friends. According to the data procured by the RTI application, an assistant personal secretary of Kerala Tourism Minister A.P. Anil Kumar only has passed Standard 10th as an educational qualification. And, the other five didn’t even clear their Standard 10th exams! In a similar case, Kerala Urban Development Minister M Ali has seven personal staff members who had failed Standard 10th, while three others barely made it through the exam. Similarly, Rural Development Minister K C Joseph has six staff members who failed in secondary school and nine who passed have passed just Standard 10th. Joseph and another Congress Minister Thiruvanchoor Radhakrishnan each have an additional personal assistant who has not cleared the Standard 10th. The Election Commission of India, in its campaign, had urged voters to pick honest and educated members. But, with the candidates that the political parties have presented in different zones of Mumbai, it doesn’t seem like Mumbaikars have much of an option. For instance, in Mumbai North, of the total 19 candidates, 10 have

The EC of India, in its campaign, had urged voters to pick honest and educated members either only passed SSC or are school drop-outs. But, of these 10, four have assets worth over one crore rupees. Only six candidates in this constituency are graduates or have completed their post-graduation. In the North-West zone, nine of the 14 candidates are graduates and one is illiterate but has assets worth crores of rupees. In North-Central zone, of the total 21 candidates, 12 have only cleared Standard 10 or lesser and six of these are either graduates or post-graduates. But, of the nine candidates whose assets run into crores of rupees, two are either educated up to Standard 10 standard or lesser and five have a net worth of over Rs 5 crore. In Mumbai NorthEast, of the total 19 candidates, seven have studied till SSC or dropped out earlier while eight have done graduation or higher studies. The constituency has three illiterate candidates, the highest in the city. Of the seven candidates with assets worth crores of rupees, one is not educated beyond SSC. In Mumbai South, 11 of the 20 candidates have either studied till Standard 10 or lower. But, there are nine graduates and post-graduates. Of the seven candidates whose assets run into crores of rupees, three are worth more than Rs 5 crore and three aren’t even educated beyond SSC. In Mumbai South-Central, 11 aspirants are either graduates or postgraduates and five have not studied beyond Standard 10. The constituency also has two illiterate candidates. Assets of the candidates and their educational qualification of the candidates seem inversely proportional in a majority of the cases.

In another case, highlighting the fact that education is not the only criteria based on which one get government jobs, is the Pune Tree Authority members of citizen committee. An RTI application filed in beginning of April this year revealed that around 11 of the 13 members of the citizen committee are not that qualified. But, the one thing they have in common is that they all have ‘political connections.’ Based on a High Court order of October 2013, Tree Authority members need to have a certain education qualifications which include: the members must be a member of an apolitical non-governmental organisation (NGO), which is a minimum five years old and must submit proof of work done by the member through CDs, PPTs, certificates and photographs. The NGO must also be registered with the Social Forestry department. The High Court order said that “the nominated members should belong to independent NGOs and PMC has stated that not more than one person shall be appointed from the same NGO. As regards the nominated members, wider representation needs to be given to diverse cross sections of NGOs with a special knowledge or expertise in plantation and preservation of trees with a minimum experience of at least five years. Care shall be taken to obviate a situation which had occurred in the past whereby all the nominated members belonged to the same NGO. While nominating the non-official members, preference shall be given to qualified persons with a degree or diploma in agriculture/ forestry/ horticulture with an ex-

pertise of five years in plantation/ preservation/ transplantation of trees and/ or in environment protection. PMC has stated that preference would be given to those NGOs who have a national presence.” But, in March 2014, the Pune Municipal Corporation announced the appointment of new members of Tree Authority when their appointment was in clear violation of HC’s order. The members announced by the PMC are the members from the same NGO with a political affiliation. And, in 2009, affiliation of the Tree Authority with the same NGO had led to the filing of a Public Interest Litigation (PIL) in the High Court. Information availed from RTI application revealed that 11 of the 13 nominated members to Tree Authority don’t even have the basic education qualification required, as directed by the High Court. The names of the finalised members of Tree Authority put up by corporators include Kamal Vyavahare, Anil Tingre, Anil Rane, Hemant Rasne and Prithivaraj Sutar. The HC has directed that even corporators who have Science education background should be nominated in this Tree Authority but that too wasn’t followed. The information procured through RTI application revealed that the three-member screening committee was not happy with the members shortlisted for the Tree Authority and they had even shown their dissent over the finalised members in their remarks. None of the applicants had submitted CDs, PPTs, certificates and photographs and the candidate’s affidavit was the only document that the Screening Committee had for consideration. Reportedly, many of the members were unqualified, while the NGOs of a few weren’t over five years old and none of the NGOs were registered with the Social Forestry Authority which would disqualify them from being a member of Tree Authority. Last year too, an RTI application had revealed that most ministers favour their sons, daughters or other family members when it came to appointing their personal assistants. A response to an RTI application revealed that not less than 146 Members of Parliaments (MPs), 104 from the Lok Sabha and 42 from the Rajya Sabha, had appointed at least 191 relatives in their personal staff. Time and again, it has been proved that Ministers misuse their powers and dole out benefits to family and friends showing complete disregard for the educated, deserving candidates. And, if an uneducated/undereducated MPs were to come to power in this election, it can be safely assumed that s/he will have no regards for those educated as well. With inputs from Prerna Pandey

ne should talk of the situation of the Bharatiya Janata Party today, not of Narendra Modi. There are today in India 35 States and Union Territories. Out of these, how many MPs go from some of the States to the Lok Sabha, let us talk about that. From Andhra Pradesh 42, Kerala 20, Odisha 21, from Tamil Nadu 39, from Delhi 7 and from Jammu and Kashmir 6 MPs are elected to the Lok Sabha. In all these States the Bharatiya Janata Party is a zero. It could not get even one seat from these States in the Lok Sabha which was dissolved recently even though the Bharatiya Janata Party had tried body and soul to register its presence in these States. Now let us talk about some small States. From Manipur 2, from Meghalaya 2, from Mizoram 1, from Tripura 2, from Lakshadweep 1, from Arunachal Pradesh 2, from Puducherry 1, from

Sikkim 1, from Chandigarh 1 is the break up of Lok Sabha seats from these States and in all these small States the BJP does not even have any account. Here too the number of its members in the Lok Sabha is zero. Out of 35 States and Union Territories, in 15 States the BJP account has not opened. The total number of seats in these 15 States is 148, while the total number of seats in the Lok Sabha is 543. If one subtracts 148 seats from these 543 seats, it leaves 395 Lok Sabha seats in the remaining 20 States. If the BJP had no seat in 15 States, then all the seats with it were from the remaining 20 states. Amongst those too in a State like West Bengal the Bharatiya Janata Party had got just one seat, and from here the story begins of whether history will change or not change. If the BJP is able to register its presence in these 15 States and is able to increase its tally in the remaining 35 States and Union Territories, only then will it be possible for the BJP to form a Government in Delhi. But there is a difference. The battle for the Lok Sabha that was recently dissolved was fought by the BJP and the battle for the Lok

Recently a sting operation by a site revealed that by giving a certain amount of money, illegal Bangladeshi migrants can easily get an Aadhaar card made and become accredited citizens of India and gain valid voting rights. Whereas a Minister of the UPA Government and Nandan Nilekani, the boss of this project had assured that no illegal migrant will be able to get a fake identity card of our country made and nor can a duplicate of the card be made. The Aadhaar card project has been now fully taken the shape of a scam. The Supreme Court will now have to decide whether any criminal case against Nandan Nilekani can be framed or not. Rashtriya Swayamsevak Sangh. The RSS has not deliberately put its stake on Modi, it has put its stake on him because of compulsion. When the BJP was in session in Mumbai, then Modi was not coming to that session. His condition for coming was that Sanjay Joshi should be expelled from the party or be freed of responsibilities. The Sangh was not ready to accept this, but when it saw that Modi was not coming, then suddenly the Sangh asked Sanjay Joshi to resign from all posts. At that time the BJP workers were with Sanjay Joshi and if Joshi had turned then against him, Narendra getting elected in Gujarat for the third time would not have been possible. Modi made his strategy from here and the first thing he did was to cage such people who he felt could be a risk for him in the future. Joshi is one amongst them. After that he encircled the RSS in such a manner that whether it was Bhaiyyaji Joshi or Mohan Bhagwat and whether it was Ramlalji within the BJP, they began to believe that Modi was inevitable for the 2014 elections. It was from here that Mohan Bhagwat perhaps thought that with this weapon he could politically slaughter all those leaders of the Bharatiya Janata Party who were bigger than him in age and experience.

Virbhadra Singh in Himachal Pradesh has recently sought to act against senior babus who were seen to have allied close with the previous BJP regime of Prem Kumar Dhumal and his parliamentarian son Anurag Thakur. This had caused much consternation in babu circles. But when the State Vigilance Bureau moved swiftly and registered cases against IAS officers in a case involving Thakur and the Himachal Pradesh Cricket Association (HPCA), the panic has increased. Many babus have noted these developments may have unwittingly divided the IAS and IPS officers. IAS officers are upset that the Government issued show-cause notices to additional chief secretary Deepak Sanan and IAS officer R.S. Gupta in the HPCA matter. The Congress Government has also been pursuing a phone tapping scandal and had shifted director general of police I.D. Bhandari to an insignificant post. Sources say that Virbhadra Singh may well end up with a tough interim with babus who are reluctant or fearful to work.

If the buzz is to be believed, the forthcoming book penned by coal scam accused former coal secretary P.C. Parekh is going to put the Central Bureau of Investigation in a spot. Parekh, was charged by the CBI last year along with Kumar Mangalam Birla, but has found support among his peers and even some Central mantris. Sources add that former Comptroller and Auditor General Vinod Rai, retired judges of the Supreme Court and even former CBI directors are likely to attend the book release function. In his “autobiography” Parekh is reported to have claimed that the CBI has not presented the correct picture of the coal block allocations to the Supreme Court and that the case prepared by the agency will not stand judicial scrutiny and result in acquittal of the accused. That remains to be seen, but there is a lot of speculation that Parekh could create some embarrassment for the CBI and its top brass.

Though the Ministry has termed these postings as “routine”, the Election Commission has yet to take a call on these and five other similar postings effected by the Ministry. Whether these postings are “routine” or “reward” and could be in violation of rules remains unclear. Chennai lost to Kings XI Punjab by six wickets on Friday despite posting a mammoth 205. The two-time champions were found wanting in the bowling department as Punjab chased down the seemingly tough target with seven balls to spare. Delhi, on the other hand, got their act together against Kolkata Knight Riders on Saturday after the huge loss to Royal Challengers Bangalore in their opening match. UMBAI: Faced with a credibility crisis arising out of the IPL spot-fixing and betting scandal, the BCCI on Sunday will place a suggestion to the Supreme Court a three-member committee made up of eminent persons to probe the corruption case on the directives of the apex court. The all-powerful Working Committee of the Board in its emergent meeting here decided to suggest names of former India all-rounder Ravi Shastri, former Calcutta High Court Chief Justice J N Patel and exCBI Director R K Raghavan as members of the probe committee. Former Board President Shashank Manohar attended the meeting as a representative of the Vidarbha Cricket Association. It is learnt that former Lok Sabha Speaker Somnath Chatterjee's name was also considered in the meeting before the Working Committee zeroed in on the three persons. The SC has directed the BCCI in the last hearing of the case on April 16 to suggest names of persons who will conduct a "fair probe" into the IPL VI spot-fixing and betting scandal. The apex court is expected to consider the suggestion by the BCCI in the next hearing on April 22 and pass orders on the future course of the probe. The Emergent WC meeting has been convened following demand from some state units affiliated to the Board after the Supreme Court's hearing. On April 16, the Supreme Court had said that the BCCI should conduct a probe against N Srinivasan and 12 others in the betting and spot fixing scandal to maintain its institutional autonomy as the court cannot "close its eyes" to the allegations made by the Justice Mukul Mudgal committee. HANGHAI: Mercedes driver Lewis Hamilton captured his third straight Formula One race with ease today, leading from start to finish to win the Chinese Grand Prix. Mercedes showed again that it's in a different class from its rivals, with Hamilton's teammate Nico Rosberg taking second place and the third time in four races this season the pair have finished one-two. Fernando Alonso held on for third place to give Ferrari its first podium finish of the year. Red Bull's Daniel Ricciardo was fourth, while his teammate, defending world champion Sebastian Vettel, slumped to fifth. The win gave Hamilton his first career hat trick following his wins in Malaysia and Bahrain. Proposal to abolish departmental cricket in Pakistan

KARACHI: The Pakistan Cricket Board (PCB) is contemplating a radical change in its domestic cricket structure which would see the abolishment of departmental cricket after nearly five decades in the country. A PCB source told PTI that at the last managing committee meeting held in Lahore this month, Chairman Najam Sethi had expressed his dissatisfaction with the prevailing domestic cricket structure which is split into first class tournaments for departments/banks and regional cricket associations. "Apparently a proposal has been sent to the constitution committee of the board to incorporate in the constitution which would convert the domestic structure based on regional cricket," the source said.
