Funding Business Advocacy with Nostalgia

T

he Corona Chamber’s annual Legislative Gala will take on a new vibe in 2021 as the Legislative Action Committee (LAC) presents PROM 2.0. Fueled by the desire to host an epic intergenerational night out, this year’s event will feature everything you dreamed would

have happened on that eponymous night in high school. One of the single most important jobs of the Corona Chamber is through their legislative advocacy outreach. Key foci include building strong relationships with elected officials and policy makers, representing the interest of business with government, and promoting political action to ensure a favorable business climate. This behind-the-scenes work is fundamental for

local businesses to thrive. In 2020, the Chamber furthered their advocacy efforts by increasing access to decision makers and unifying the business community through weekly virtual video conference calls. By offering this then-innovative way to connect despite physical distance, business owners were kept apprised of critical, quick-changing information. In 2017, working with CalTrans, we started the first of its kind Corona 2020 plan to attract new quality jobs to Corona while at the same time proving that new jobs in town actually cut unnecessary traffic. Over the two years before the shutdown, we attracted 2,500 jobs through this public private partnership while eliminating 650,000 hours of unnecessary traffic. While Sacramento is battling with imposing several one-sizefits-all policies that may not work well in Corona, we are working actively with the city and community to realistically look within our borders at where improvements can be made, new businesses attracted, or properties be better utilized for new neighborhoods and communities. Our two-part strategy for the forthcoming Corona 2030 plan is straightforward: Traffic Goes Down When Jobs Stay in Town AND Jobs Come to Towns Where Housing is Around!

LEGISLATIVE SUCCESSES: YOUR VOICE IS STILL NEEDED! Your Chamber has had several legislative successes this year in keeping down the cost of running your operations every day. Several bills we have lobbied on have stalled or been shelved including major tax and workplace bills. Governor Brown signed into law over 1,000 pieces of legislation in 2018. In 2019, Governor Newsom enacted almost 1,200 new laws. It is a full-time job to stay on top of everything that could positively or negatively affect a business owner, which is why the Corona Chamber works with a consultant to provide insight and recommendations. In 2020, these

T

hroughout my tenure working at the CORONA Chamber of Commerce, I have had the pleasure of working with incredible leaders from all walks of life. During these 20+ years, our Chamber has prided itself on “inclusivity and diversity.” Today, these terms have become positive “buzz words” in the business community representing the desire to be welcoming to everyone. My personal experience illustrates that these words have been a uniquely effective part of our Chamber. The CORONA Chamber reflects our community. During our 110 years of history, that reflection, just as that of our country’s, has sometimes been unfair and regrettable. For example, we regularly discuss the history of racism in Corona, specifically the insidious policies of segregation. We participate in honoring those that helped to end this most sinister policy. While not forgetting our past, each year, the CORONA Chamber Board of Directors, establishes a nominating committee, assembled to review applications of candidates who desire to join the volunteer team, which governs and sets Chamber policies. The nominating committee is currently

compiling a list of potential member firms’ representatives to serve on our 2022 Board. The outreach to our business community is clear; we seek individuals with the experience of leadership who have the ability to work objectively with others, to understand and collaborate to make tough decisions. We seek a wide range of perspectives, and emphasize the importance of maintaining confidentiality in making collective decisions, sometimes in opposition to an individual’s own personal positions. Finally, there is one quality that it is imperative that a perspective Board member must possess, a HUGE heart. We are in a people business—working with numerous industries, lifestyles, cultures and outlooks on life. In general, we seek to find these desirable qualities in motivated individuals. They say a picture is worth 1000 words. Looking at individual photos of our 2021 Board of Directors, you may see a smile, or perhaps be drawn by a hairdo or whatever. Please remember, these volunteers were selected for what you cannot see—their brain, heart and willingness to serve. Additionally, you see diversity in appearance, that reflects our community. However,

our focus has never been physical attributes. As I share with each nominee, “I am looking for their brains, heart and a willingness to serve! If by chance other elements such as gender, race, or other qualities of diverse perspective are part of the individuals, then those are only bonuses for the Chamber!” Our 2021 Board is comprised of various ethnicities, genders, and age groups. The 27 volunteer members on the board include 12 women. It just so happens that our top leadership position for this year is held by a woman, and will be again in both 2022 and 2023. Last month, I attended a seminar on Diversity, Equity and Inclusion, hosted by the Western Association of Chamber Executives. Continuing education for our leadership allows us to stay relevant with the needs of the business community and learn from others outside our circles of influence. We are working to ensure just and fair access to resources and opportunities exist broadly. If you wish to be considered for a position on the Chamber Board, nominations are being accepted through September 10. Emerging from Crisis: What About Credit Scores, Student Loans & Other Debts? By Solomon Shapiro, Living Better 101

A

s we emerge from health worries and lockdowns, many consumers are wondering about their financial well-being. When the U.S. entered crisis mode in 2020, the CARES Act provided some relief: consumers put on hold their home loans, rent, car payments, student loans, credit card payments, and utilities. Many of these programs are scheduled to end in the fall of 2021. What does this mean for the typical household? When relief programs first took effect, it took less than a week for major lenders to increase requirements to get a mortgage, including credit scores of 680-700 when 620 was once enough to qualify. The difference between a good score and a low score can add up to an extra $10,000 to the cost of financing a new car. And used car prices rose over 40% in

the first half of 2021. Rents have risen for those still paying, and the selection of available rentals is lower than pre-pandemic, according to industry experts. Federal student loan interest and payments were paused, yet over 25% of borrowers are still in default or in danger of wage garnishment when payments resume.

orona Regional Medical Center (CRMC) has appointed a new CEO, Sam Itani, after Mark Uffer transitioned to a temporary

capacity overseeing physician alignment strategies across the Southern California market, pending his retirement in 2022. Mark joined UHS in 2013, in his current role. Under his leadership, Corona developed several programs: Advanced Cardiac (PCI) Service, Stroke and Spine programs, GI Services, Affiliated NICU Program with Children’s Hospital of Orange County, Comprehensive Critical Care Intensivist Program and the addition of a 30-bed Emergency Room. More importantly, the hospital has increased to an “A” rating with Leapfrog and a four (4) star rating with CMS, driving the community perception of Corona Regional to new heights. Mark had a key focus of bringing new well-trained physicians to the Corona market,

effectively changing community perceptions. Consistent with CRMC’s succession plan, Sam Itani has been promoted to Chief Executive Officer, Corona Regional Medical Center. Earlier this year, Sam joined UHS as Chief Operating Officer, Corona Regional Medical Center, bringing to his role over 23 years of healthcare operations experience. He earned his master’s degree in Clinical Technology from Pittsburg State University in Pittsburg, Kansas and two bachelor’s degrees from Colorado Technical University in Colorado Springs, Colorado: one in Clinical Engineering Technology and the other in Electronics Engineering Technology. Sam is also a Fellow in the American College of Health Care Executives (FACHE).

Bryan Visser has been promoted to Chief Operating Officer, Corona Regional Medical Center. American Legion Post 216 “Pillars of Support” Building Fund

T

he City of Corona Landmark Designated Legion Memorial Hall building has been a home to Corona’s veterans, and a meeting place for Coronans, since 1929. It has served the community well; now it could use some help from the community to renovate and upgrade it to serve us all better in the future. Early in 2019 Post 216 completed Phase 1 of a building upgrade of the 1929-built Legion Memorial Hall which included exterior painting and roof repairs. These were completed in time for the May 11, 2019, Corona Historical Preservation Society Vintage Home Tour. The refreshed exterior helped the Hall gain recognition during the City of Corona 2020 Virtual 4th of July event. Then in April 2021 (during the on-going pandemic concerns) the building was presented with its designation as a Historical Landmark on the City of Corona Register of Historical Resources. Post 216 is now embarking on additional phases of a renovation/ upgrade plan that will double the size of the Hall interior, upgrade the restrooms to current standards, and more, to better serve all Coronans. The plans for the additional

phases of the renovation/upgrade program have been prepared and submitted to the City for approval and permits. The project will remove a dividing wall that was installed in 1976 and double the

size of the Legion Hall interior, provide restrooms solely for the Legion Hall use, upgrade all the restrooms to current standards, redistribute and upgrade the overhead lighting and ceiling fans, create another entrance door for the enlarged Legion Hall, upgrade the doors for ease of access, provide a wide entrance hallway for the rental office suite, provide a separate unisex restroom for the rental office suite, add an access ramp to the rental door, make some normal repairs in the rental office suite and, finally, remodel the refreshments prep area. CORONA Chamber CEO to Assist on DA’s Cannabis Advisory Committee

n 2016, Californians voted to approve the Adult Use of Marijuana Act (Proposition 64). This made the recreational use of marijuana legal in California. With the passage the state deferred authority to each city as to the issuance of licenses to dispensaries operating within their jurisdiction. Within Riverside County there was a surge of marijuana dispensaries opening in cities without attaining proper licensing. These cities unsuccessfully attempted civil remedies to combat the problem due to the absence of a state backed structure to regulate the industry under the new laws. At the direction of District Attorney Mike Hestrin, the Riverside County District Attorney’s Bureau of Investigation created the Cannabis Regulation Task Force (CRTF) in 2018. DA Hestrin saw the potential issues and problems early and was quick to address the issues with this proactive multi-agency team. Over the past three years the team has diligently worked to address the problem of non-regulated marijuana sales and cultivation. Their success has been phenomenal ultimately culminating in the closure of over 75 unlicensed facilities that were creating a dangerous environment for unsuspecting customers and unfair competition for the legitimate cannabis industry. This District Attorney’s Bureau of Investigations lead task force consists of task force members from the DA’s Bureau, Riverside Sheriff’s Department, Riverside Police Department, Corona Police Department, Hemet Police Department, Murrieta Police Department, Desert Hot Springs Police Department, and Riverside County Code Enforcement. Since the inception of the CRTF they have served more than 150 search warrants at unlicensed dispensaries and illegal cultivation

sites. They have seized approximately 5,000 pounds of marijuana. Moreover, they have seized approximately $2,000,000 in illegal proceeds. In addition to the CRTF the District Attorney has formed the Cannabis Advisory Committee. Although this project is in its beginning stages it is designed to create a forum where legitimate cannabis companies and their stakeholders can interact with law enforcement, regulatory representatives and each other. The forum is designed to help ensure freedom of commerce and stamp out unfair competition where it is most prevalent. Bobby Spiegel, President / CEO will be outreaching to various cannabis businesses that are members of the CORONA Chamber and connecting them with the DA’s representative. “Our goal is to work with our legal operators in the cannabis industry. These businesses are paying fair wages, investing in infrastructure, and contributing to numerous non-profit agencies,” Spiegel noted. If we can identify those illegal operations, we can ensure the legitimate companies will prevail and provide the product and services they are licensed for. Although this forum is still being developed, the District Attorney is committed to the interaction with stakeholders in this process. As of the date of this information meetings have already occurred. As this program develops it is expected to grow in numbers as more legitimate businesses join the effort.

Mary Barnett of Another Brilliant Idea is the founder of the Corona chapter of FLAG. “The staff at all the senior care facilities and at Peppermint Ridge were SO grateful, they loved the Signs of Encouragement and the fact that people care about the work they

are doing,” Mary told us. “Every one of the recipients were grateful, from the Police, Fire to the hospitals, and especially the restaurants that received an order, they couldn’t say thank you enough. Sadly, some restaurants had to turn down the opportunity, because they didn’t have the staff to be able to fulfill the orders. Lots of the local restaurants are down to skeleton crews, as they can’t find enough staff to hire,” Mary explained. FLAG was able to give orders to seven local businesses: Miguel’s Jr., Epic Wings, Fantastic Cafe Norco, Eduardo’s Mexican Restaurant, Fit4U Meal Prep, Organic Junkie and Fresh Fitness Eastvale. “It’s gratifying knowing that we are blessing the restaurants with orders, so we can bless the frontline workers with gratitude and encouragement,” Mary concluded. “FLAG is such a Win-Win!” FLAG is a partnership with the Corona Chamber Foundation. are ignored, the longer they haunt society, and it’s finally time to stop falling for the fear. With increases in pent up tourism, the economy is bouncing back. Federal policy (over)reaction resulted in $5.1 trillion being fire hosed out to the masses through unemployment insurance, local government support, and PPP loans. $3 trillion of that went into bank deposits. As a result, the US economy will see an even more rapid recovery. But it will also introduce dangerous instabilities into the next expansion. “The problem wasn’t that people didn’t have money; it’s that people couldn’t spend it.” The solution? ... Spend it now and spend it locally. “Invest in your chamber,” touted Thornberg. There can be no more subsidizing; there must be more building and more investing. It’s time to invest in small businesses, chambers, and groups like the Save Small Business Coalition (SSBC). “The solution for the business community [and the economy] is to build, build, build!” Thornberg assured attendees that the current housing market is not a bubble. 85% of mortgage

the workforce in favor of early retirement. There are currently 9.2 million job openings for 2.5 million workers, with 1.5 million potential re-entrants. By the end of Q2 2021, the US economy will close the output gap that started in Q1 2020, implying the entire business cycle was six quarters long. Full recovery took nine years during the Great Recession, which was fueled by sub-prime lending. The worst surge happened the last half of 2020, followed by corporate revenues that went through the roof. While there is little doubt that a portion of households continue to struggle, overall, the economic health of American workers looks remarkably strong. High growth rates will continue for at least the next 1.5 years. The coalition of Chambers also announced two recipients for the 2021 Small Business Advocate of the Year Awards: Greater San Fernando Valley Chamber President/ CEO Nancy Hoffman Vanyek and Murrieta/Wildomar Chamber President/CEO Patrick Ellis. Nancy and Patrick are catalysts for the business community. They convened Chamber executives nationwide to discuss relief funding solutions for businesses affected by civil

authority closures. The SSBC was formed to battle severe economic hardships caused by the pandemic and now includes 200 chambers representing over 28 states. “Many small businesses in our region simply would not have survived if it weren’t for the actions taken by these leaders,” said Heidi Gallegos, President/ CEO of the Brea Chamber of Commerce. “Furthermore, their strategies and actions helped spark momentum for a more equitable and inclusive economy in Southern California—one that’s based on sound policies, not politics, and that’s good for all of our small businesses.” It is time to stop fighting a war that has ceased to exist. The sky isn’t falling, but is rather clear with the potential for a bright blue future. The time for spending, the time for working, and the time for building is here, and now is the time to act. “You have to build it,” stated Thornberg. The 2021 Economic Forecast was a step forward from a resolved war, and investing in chambers and small businesses alike is the next step. result in their placement in the foster care system, where their chances of accomplishing life goals—and even surviving adulthood—drop precipitously over time. Twenty-five percent of foster children will end up incarcerated within their first two years of adulthood. Ninety percent of those who have suffered through multiple placements will end up in prison. Broken marriages, single parenthood, addiction, and domestic violence becomes a normal way of life for many foster youth. The Corona Chamber’s Executive Leadership Roundtable (ELR) hopes to help foster youth overcome these statistics. With the support of the City of Corona, the 2021 ELR and local business leaders hosted the first Limitless Youth Leadership Forum on July 20, 2021. At-risk youth who are transitioning out of the foster care system were invited to an all-day leadership forum, including an introduction to core business skills such as networking and delivering an elevator pitch, as well as the opportunity to meet and learn from local business and community leaders. Speakers and contributors were specially chosen to reflect the experiences of attendees. Keynote speaker Adam Starks, Ph.D. shared his journey from foster care to obtaining a doctorate and becoming an author. He, along with other former foster youth and community leaders,

shared their journeys of success in overcoming adversity on a powerful panel session. Youth were inspired by panelists’ personal life stories to learn the importance of resilience, the power of forgiveness, and how to make and keep connections to avoid social isolation. The power of ownership over your own life was emphasized as a key skill for survival and success. Networking was the focus of an interactive session led by Randy Lindros of Citizens Business Bank and leadership expert Barry E. Knight. Randy shared that [they] “all have gifts, and through networking, can become leaders through sharing [those] gifts with others.” For many, this session was transformational and the first time anyone had directed them to consider their own unique gifts. In addition to learning new skills

to help gain employment, housing and financial planning were also focused on. Christina Daniels, Transitional Housing Case Manager for Olive Crest, Karen Roper, Homeless Solutions Manager for the City of Corona, and Monique Guerra, Homeless Youth Coordinator, Continuum of Care (CoC) Division for the County of Riverside, all relayed information regarding local resources and opportunities. Tina Covington, VP Sales and Development at Altura Credit Union, discussed sound financial planning, helping attendees gain a basic understanding of how their money can determine their future. Jim Vigneau, Administrative Service Manager of Peppermint Ridge, and Dr. Alia Rodriguez, CEO for the Corona-Norco United Way, shared interviewing and basic life skills she gleaned

from her own journey. Each youth also had the opportunity to connect with a volunteer for a year of mentoring. All mentors are community leaders who have pledged to invest in the future of a foster child aging out of the system. The ELR hopes to replicate this into a sustainable program.
