Olympic Classes / ISAF Sailing World Cup 18 – 22 June 2011 The Kieler Woche ISAF Sailing World Cup 2011 will be held at Kiel-Schilksee (Baltic Sea) from 18 to 22 June 2011.

of the Member National Authority (MNA) which enters the boat or endorses the person in charge (as defined by RRS 46). This requirement does not apply to a crew member who receives approval to compete in the regatta from the MNA of the person in charge. Each competitor shall present proof of their nationality or the approved waiver at registration. 3.4 Olympic gender requirements will apply for each Olympic event. Men and mixed teams are not eligible to compete in women’s events. Women are not eligible to compete in men’s events. 3.5 Competitors under 18 years of age shall present a signed and completed parent (guardian) consent and declaration form at registration. The forms are available for download on the event website: www.kieler-woche.com. 3.6 For the Paralympic event, only competitors or teams that meet Paralympic Eligibility criteria will be scored for ISAF Sailing World Cup points. Other teams are eligible to compete as follows: Kieler Woche points. 3.7 For the Women’s Match Racing event, the crew (including the skipper) shall total three with a maximum total crew weight at registration of 204 kg when wearing at least shorts and shirt. Except in an emergency, the skipper shall helm the boat at all times while racing. All registered crew shall sail all races. However, 3.7.1 when a registered skipper is unable to continue in the event, the Organizing Authority may authorize an original crewmember to substitute. 3.7.2 when a registered crewmember is unable to continue in the event, the Organizing Authority may authorize a temporary substitute or other adjustment. 3.8 The regatta is open to boats competing in events chosen for the 2012 Olympic Sailing Competition and the Paralympic class 2.4mR. The Paralympic regatta for the class 2.4mR is an open event. 3.9 The Organizing Authority may cancel an event if the minimum number of entries have not been received by midnight (local time), 7 June 2011. Competitors will be notified of canceled events by e-mail and posting on the event website. The entry fees for canceled events will be refunded. 3.10 For any event in which the number of applications exceeds the Event Quota on midnight 1 June 2011, the following procedure will apply: 3.10.1 The MNAs of the applications received will be sorted in Priority Order, based on the order of each MNA’s highest appearance in the 2010-2011 ISAF Sailing World Cup standings as of 1 June 2011 (Quota deadline date). 3.10.2 Ties in the Priority Order will be resolved in favor of the MNA with the higher appearance in the most recent SWC event(s) in which any tied MNA appears. Remaining ties
The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). For fleet racing, RRS Appendix P, Special Procedures for Rule 42, will apply. For medal races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website (www.sailing.org), will apply and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the Sailing Instructions. For the Women’s Keelboat Match Racing event, Rules for the Handling of Boats will apply including practice racing, and will appear in full in the Sailing Instructions. The Elliott 6m Class rules will not apply. No national authority prescriptions will apply, except DSV prescription to rule 68 which reads “Basic principle of the Racing Rules of Sailing is to avoid any contact between boats. Participants do not agree to any kind of liability exclusion even in case of a minor violation of a rule”. For the Paralympic event 2.4mR: Section K of the International 2.4mR Class rules will apply. If there is a conflict between languages the English text will take precedence.
2. ADVERTISING AND BOW NUMBERS 2.1

Boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority. In accordance with ISAF Regulation 20.6.5, competitors aboard the boats ranked first, second and third in the series at the beginning of that day, shall wear yellow, blue and red bibs respectively while racing. The bibs will be provided by the Organizing Authority.

Competitors and coaches shall enter by completing the online entry form on the event website www.kielerwoche.com and paying the required fees. Entries must be received no later than 1 June 2011 to qualify for the Early Entry Fee. ISAF Eligibility shall apply. Each athlete shall be registered as an ISAF Sailor on the ISAF website: www.sailing.org/isafsailor. Unless otherwise approved by the IOC or the ISAF Executive, each competitor shall be a national of the country

will be broken in favor of the MNA whose earliest entry application was received first. MNA’s not appearing in the applicable SWC standings shall be sorted by application date and added at the end of the MNA Priority Order. 3.10.3 The Applications will be accepted, as follows, until the quota is filled: (a) One place awarded to the host MNA. (b) One place, awarded in MNA Priority Order, for each (b) MNA with a remaining entry application. (c) Repeat 3.10.3(b) above until the quota is filled. 3.11 The Event Quota will be increased until each MNA with a qualified application has at least one entry in the event. Each MNA with excess application(s) will decide which application(s) fill the available slots. 3.12 For any event in which NOR 3.10 does not apply, entries will be accepted in the order received until the Event Quota is reached.

Disabled sailors shall have valid International Classification under the 2009-2012 IFDS Functional Classification System. Protests regarding classification may be filed with the on site classifiers not later than “first appearance“. However, protests will not be decided at the regatta.

Fees are stated in Euros. Entries received by 1 June 2011 will qualify for the early Entry fee. 5.2 The Entry Fee for the Women’s Match Race event includes the boat charter fee and insurance. 5.3 For the Women’s Match Race event, a damage deposit is required in addition to the Entry Fee as follows: 5.3.1 An initial damage deposit of 500 € shall be paid at reg-

This deposit is the maximum payable by the skipper as a result of any one incident. 5.3.2 If a deduction from the damage deposit is decided by the Organizing Authority, it may require the deposit be restored to its original amount before the skipper is permitted to continue in the event. 5.3.3 Any remaining deposit after the event will be refunded within 10 days after the event. 5.4 The Entry Fee is non-refundable.

For fleet racing, the regatta will consist of an opening series and, for Olympic events, a medal race. The opening series may be divided into a qualifying series and a final series. The top ten finishers in the opening series of each event will advance to the medal race, provided a minimum of 3 races have been completed in the opening series. For Paralympic events, the regatta will consist of a single series. For match racing, the regatta will consist of an opening series, a knockout series, and a sail-off for boats not advancing to the knockout series. The Organizing Authority may change the format, terminate or eliminate any round when conditions do not permit the completion of the intended format.

The first briefing for competitors, coaches and team leaders is scheduled for 0900 hrs on Saturday, 18 June 2011 at the Olympic Sailing Center. Woman’s Match Race: Practice on Friday 17 June from 1000 until 1800 hrs (2 hours per crew). Registration and scheduling at the Race Office. The first meeting with the umpires for competitors in the Women’s Match Race event is scheduled for 0900 hrs on Saturday, 18 June 2011 at the Olympic Sailing Center. The schedule of races including medal races, if any, and dates of racing is as follows: The warning signal for the first race will be no earlier than 1100 hrs on Saturday, 18 June 2011. On the last day of racing, no warning signal will be made after 1400 hrs for fleet racing and no attention signal after 1500 hrs for match racing. The Kieler Woche Prize-Giving-Ceremony will be on Wednesday, 22 June at 1600 hrs at the Olympic Sailing Centre. The ISAF Sailing World Cup Series Prize-Giving-Ceremony will be on Wednesday, 22 June at 1800 hrs at NDR Bühne in Kiel City.
Registration for competitors, coaches and team leaders is scheduled to begin at 1200 on Friday 17 June 2011 at the Race Office at the Olympic Sailing Center Kiel-Schilksee, 24159 Kiel, Soling 22.

Competitors shall provide copies of any measurement certificates required by class rules at the time of registration. Competitors shall produce evidence of membership of the appropriate class association at the time of registration as may be required by the Organizing Authority. All boats shall carry national letters on their sails. Boats shall be available for inspection from 0800 hrs Saturday, 18 June 2011 or as agreed in writing with the Organizing Authority.

13. INTERNATIONAL JURY
Boats may be subject to inspection at any time during the event. The procedures for inspections will be specified in the Sailing Instructions or event measurement regulations. The equipment limitations as specified in the class rules shall apply. The Women’s Match Racing event will be sailed in boats supplied by the Organizing Authority. Eight International Elliott 6m Class boats will be provided, each with a mainsail, jib and spinnaker. Boats will be allocated by draw, either daily or for each round as decided by the Race Committee.
An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5.
14. SCORING 14.1 Fleet Racing: 14.1.1 The Low Point System of RRS Appendix A will apply. RRS B8 is deleted. 14.1.2 At least 3 races are required to be completed to constitute a regatta. When 5 or more opening series races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 14.1.3 In medal races, a boat’s score shall be double the number of points specified in RRS Appendix A4.1, and the score for that race shall not be excluded from the series score. 14.1.4 Ties in the series score between boats with different medal race point scores shall be broken in favour of the boat that scored better in the medal race. This changes RRS Appendix A8. 14.2 Match Racing: 14.2.1 The scoring system of RRS Appendix C will apply. 14.2.2 Add RRS Appendix C10.3(b): ‘When a single round robin is terminated before completion, or a multiple round robin is terminated during the first round robin, the highest score shall be determined as the average points scored per match sailed by each competitor, unless one or more competitor has completed less than one third of the scheduled matches when the entire round robin shall be disregarded and if necessary the event declared void.’.
9. SAILING INSTRUCTIONS Sailing Instructions will be available beginning Friday, 17 June 2011 at registration and on the event website. Other documents governing the event will be published with the Sailing Instructions.
10. VENUE 10.1
The Events will be hosted at the Kiel-Schilksee Olympic Sailing Center. 10.2 The racing area will be Kiel Bay, Kiel Schilksee, Germany. Addendum 1 shows the location of the course areas.
11. COURSES The courses will be windward/leeward or trapezoid except that any other courses adopted by ISAF for the 2012 Olympic Sailing Competition may also be used.

A2 PROPERTY
A4 ELIGIBILITY AND ENTRY AND QUOTAS
The ISAF Sailing World Cup is owned by ISAF.
A4.1 For the purposes of determining the MNA Priority Order used in establishing eligibility and quotas, the order of each MNA’s highest appearance on the ISAF Sailing World Cup standings will be determined: A4.1.1 For Sail Melbourne, Rolex Miami OCR, Trofeo SAR Princesa Sofia MAPFRE, and Semaine Olympique Francaise, by the prior year ISAF Sailing World Cup final series standings, or A4.1.2 For Delta Lloyd Regatta, Kieler Woche, and Skandia Sail for Gold Regatta, by the current year ISAF Sailing World Cup standings as of the Entry Quota deadline date. A4.2 MNA’s not appearing in the applicable SWC standings shall be sorted by application date and added at the end of the MNA Priority Order.
A3 SAILING WORLD CUP SERIES SCORING A3.1 For the purposes of SWC series scores, the SWC points scored by a boat shall be registered in the name of the helmsperson. A3.2 A boat is not deemed to be competing in the SWC series until it has competed in at least one regatta during the current series. A3.3 For each event at an ISAF Sailing World Cup regatta, the 20 boats ranked highest overall shall receive SWC points. The boat finishing in first place shall be scored 20 points, second place shall be scored 19 points, third place shall be scored 18 points, and so on. A boat finishing worse than twentieth place or not competing in the regatta shall be scored 0 points. A3.4 A boat’s SWC series score shall be the total of her top five (5) SWC series regattas. However, no more than four (4) European SWC regattas shall be counted. A3.5 If a boat has two or more equal regatta scores, the score(s) for the regatta(s) sailed latest shall be counted. A3.6 SWC series ties shall be broken in accordance with RRS A8, replacing ‘race’ with ‘regatta‘. A3.7 A boat placing first, second or third in the regatta will forfeit the regatta SWC points if they fail to attend the prize giving ceremony without prior written permission from the Organizing Authority.
A5 PRIZES A5.1 ISAF will award prizes to the top three boats in the SWC Series. A5.2 The ISAF Member National Authority whose competitors won the most gold medals in the SWC Series shall receive the Sailing World Cup Nations Trophy. If two or more countries are tied, the tied countries shall be ranked in order of the most silver medals, and if ties remain, in order of the most bronze medals. If ties still remain, the tied countries shall be listed in alphabetical order by IOC country code. A5.3 The date, time and location of the of the SWC prize giving is defined in Notice of Race ISAF Sailing World Cup 7.9.

Bei unterschiedlichen Interpretationen ist der englische Text maßgebend. Es kann On-the-Water-Judging entsprechend WR Teil 2 durchgeführt werden. Jury-Hearings können nach dem Arbitration System verhandelt werden.

Boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority. While racing, competitors aboard the boats ranked first, second and third in the series at the beginning of that day, shall wear yellow, blue and red bibs respectively. The bibs will be provided by the Organizing Authority.

Competitors and coaches shall enter by completing the online entry form on the event website www.kielerwoche.com and paying the required fees. Entries must be received no later than 1 June 2011 to qualify for the Early Entry Fee. ISAF Eligibility shall apply. Competitors under 18 years of age shall present a signed and completed parent (guardian) consent and declaration form at registration. The forms are available for download on the event website www.kieler-woche.com. The minimum number of entries is 20 boats for each class.

420 class: The entry limit for German sailors is 100 entries. Helmsmen ranked in the first 2/3 ranks of the German ranking list valid at the entry closing date of the regatta are eligible to enter. In case of discrepancy the German 420 class association will decide.

Die Wettfahrten sind für die in Nr. 5 genannten Klassen offen ausgeschrieben. Teilnehmer und Trainer werden aufgefordert sich über das Onlinemeldeformular auf www.kieler-woche.de anzumelden und das nötige Meldegeld zu bezahlen. Meldungen müssen bis zum 1. Juni 2011 eintreffen, um die „Early Entry Fee“ zu sichern. Es gilt der IASF Zulassungskodex. Minderjährige Teilnehmer unter 18 Jahren müssen eine von ihren Eltern (Vormund) unterzeichnete Einverständniserklärung vorlegen. Die Vorlagen steht zu Herunterladen auf www.kieler-woche.de zur Verfügung. Die minimale Anzahl der Meldung je Klasse beträgt 20 Boote. 420er Klasse: Die Meldebeschränkung für deutsche Segler beträgt 100 Meldungen. Die ersten 2/3 der in der deutschen Rangliste positionierten Steuerleute sind berechtigt zu melden. Es gilt die Rangliste zum Zeitpunkt des Meldeschluss. Im Zweifel entscheidet die Deutsche 420er Klassenvereinigung.

Owner and Helmsmen must be a member of their Member National Authority or affiliated yacht club. The same applies to all crew members for the participants of championships. All crew members must have a valid identity card. All boats of the IDM, Farr30 and X-99 must have a target date for measurement inspection and crew weighing before starting the first race. This target date will be fixed during Check-In.

If a boat placed first, second or third in the regatta failed to attend the Prize-Giving-Ceremony without prior written permission from the Organizing Authority, it will forfeit its claim on prizes and trophies. The boat will not be listed on any result list, and a report will be send to ISAF. Other boats points and places remain unchanged.

Additional special prizes and perpetual trophies for the individual classes will be listed in the program. Every participating boat will receive a Kieler Woche plaque. 22.1 By participating in an event of the Kieler Woche or ISAF Sailing World Cup competitors automatically grant to the Organizing Authority, their sponsors and ISAF the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 22.2 Boats may be required to carry cameras, sound equipment or positioning equipment as specified and provided by the Organizing Authority. 22.3 The top three competitors as well as the individual race winners may be required to attend a media press conference each day. 22.4 Competitors may be required for interviews at the regatta.

Insurance and Disclaimer of Liability Versicherungen und Haftungsausschluss Olympic Classes / Sailing World Cup / International Classes / Offshore 23. LIMITATION OF LIABILITY COGNOVITS CLAUSE
23. HAFTUNGSAUSSCHLUSS HAFTUNGS – BEGRENZUNG – UNTERWERFUNGSKLAUSEL
23.1 The responsibility for the decision to participate in a race or to continue with it is solely with the skipper; to that extent the skipper also accepts full responsibility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. This does not constitute any liability by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a wilful or grossly negligent behaviour of the organizer. In case of a violation of obligations that do not constitute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF, the administrative regulations regattasailing and the articles of association of the DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized.
23.2 The German law shall prevail.
23.1 Die Verantwortung für die Entscheidung eines Bootsführers, an einer Wettfahrt teilzunehmen oder sie fortzusetzen, liegt allein bei ihm, er übernimmt insoweit auch die Verantwortung für seine Mannschaft. Der Bootsführer ist für die Eignung und das richtige seemännische Verhalten seiner Crew sowie für die Eignung und den verkehrssicheren Zustand des gemeldeten Bootes verantwortlich. Der Veranstalter ist berechtigt, in Fällen höherer Gewalt oder aufgrund behördlicher Anordnungen oder aus Sicherheitsgründen, Änderungen in der Durchführung der Veranstaltung vorzunehmen oder die Veranstaltung abzusagen. In diesen Fällen besteht keine Schadenersatzverpflichtung des Veranstalters gegenüber dem Teilnehmer, sofern der Veranstalter den Grund für die Änderung oder Absage nicht vorsätzlich oder grob fahrlässig herbeigeführt hat. Eine Haftung des Veranstalters, gleich aus welchem Rechtsgrund, für Sach- und Vermögensschäden jeder Art und deren Folgen, die dem Teilnehmer während oder im Zusammenhang mit der Teilnahme an der Veranstaltung durch ein Verhalten des Veranstalters, seiner Vertreter, Erfüllungsgehilfen oder Beauftragten entstehen, ist bei der Verletzung von Pflichten, die nicht Haupt-/bzw. vertragswesentliche Pflichten (Kardinalpflichten) sind, beschränkt auf Schäden, die vorsätzlich oder grob fahrlässig verursacht wurden. Bei der Verletzung von Kardinalpflichten ist die Haftung des Veranstalters in Fällen einfacher Fahrlässigkeit beschränkt auf vorhersehbare, typischerweise eintretende Schäden. Soweit die Schadenersatzhaftung des Veranstalters ausgeschlossen oder eingeschränkt ist, befreit der Teilnehmer von der persönlichen Schadenersatzhaftung auch die Angestellten - Arbeitnehmer und Mitarbeiter - Vertreter, Erfüllungsgehilfen, Sponsoren und Personen, die Schlepp-, Sicherungs-, oder Bergungsfahrzeuge bereitstellen, führen oder bei deren Einsatz behilflich sind, sowie auch alle anderen Personen, denen im Zusammenhang mit der Durchführung der Veranstaltung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregeln der ISAF inkl. der Zusätze des DSV, die Ordnungsvorschriften Regattasegeln und das Verbandsrecht des DSV, die Klassenvorschriften sowie die Vorschriften der Ausschreibung und Segelanweisung sind einzuhalten und werden ausdrücklich anerkannt. 23.2 Es gilt das Recht der Bundesrepublik Deutschland.

Das Slippen dort ist nicht im Meldegeld enthalten und muss an den dortigen Hafenmeister abgeführt werden. Bei Überfüllung werden die o.g. Gelände geschlossen.
25.3 Organisation: 25.3.1 For non-Olympic participants arriving for the international part: Competitor and coach boats could not enter the Kiel-Schilksee harbour before Wednesday, 22 June 2011 0800 hrs. Due to the logistic overlap of part 1 and 2, the entrance to the harbour area may be temporarily closed on Wednesday. Vehicles will then be diverted to the parking area “Tempest” Schilkseer Straße. 25.3.2 Participants of the International part (2nd part) who would like to sail before Wednesday, 22 June are pleased to rig up their boats at the ground of KYC or YCS in Strande. The daily fee for berthing is not included in the Entry Fee and is to be paid directly to the local harbour master. In case of reaching maximum capacity both grounds can be closed. 25.4 Traffic regulations: During the Kieler Woche an altered traffic regulation will apply in the Kiel-Schilksee Olympic Centre area. All participants are urgently requested to observe the traffic signs when approaching Kiel-Schilksee and to cooperate with the police and the Organizing Authority. Further instructions will be given at the entrance to the harbour area.
25.4 Verkehrsregelungen: Während der Kieler Woche gelten veränderte Verkehrsregelungen im Olympiazentrum Kiel-Schilksee. Weitere Richtlinien erhalten die Teilnehmer bei Einfahrt in das Hafenvorfeld. 25.4.1 Nachts ist das Hafengelände für alle Fahrzeuge geschlossen. Öffnungszeiten: Donnerstag, 17. 25.5 Parken: In der Nähe des Olympiazentrums Kiel-Schilksee sind ausreichend Parkmöglichkeiten für Fahrzeuge vorhanden. Folgen Sie bitten den Verkehrszeichen. 25.5.1Das Belassen von Fahrzeugen oder Trailern im Hafengelände ist nicht gestattet. 25.6 Kranbenutzung: Kielboote, die auf dem Landwege anreisen, können von den im Olympiahafen Kiel-Schilksee vorhandenen Kränen mit eigenem Geschirr zu Wasser gebracht und wieder an Land genommen werden. 1x Zu Wasser und 1x An Land ist im Meldegeld enthalten. 25.7 Liegeplätze und Kranungen sind auch im Hafen Strande möglich. Hier fallen jedoch Kosten an, die vom Eigner selbst zu tragen sind und nicht vom Veranstalter erstattet werden. 25.8 Die Veranstalter weisen darauf hin, dass Führer von Schlauch- oder sonstigen Motorbooten den Sportbootführerschein See - bei Ausländern den entsprechenden Führerschein ihres Heimatstaates - besitzen müssen. 25.9 Die gesetzliche Höchstgeschwindigkeit in der Strander Bucht beträgt 10 kn.
