Angels to descend on Ridgecrest March 18 &19 for Air Show

Springing forward more than a week ahead of the official start of spring may surprise some when we lose an hour of sleep this Sunday. On the plus side, we are gaining some needed hours in daylight sunshine for our outdoor work and play. Daylight saving time begins this Sunday, March 12 at 2 a.m. The official time turns from 1:59 a.m. forward to 3 a.m. under a full moon early Sunday morning, contrasting our new early morning darkness. If you’re confused about the time, you can check the official U.S. time online at www.time.gov

Anthem will be at approximately 11:30 a.m. Flying performers will start immediately after that. The flying starts at noon. The flying ends at 4:30 p.m. and the gates close at 5. The Blue Angels, the U.S. Navy's Flight Demonstration team, began in 1946 because of a desire to keep the public interested in Naval Aviation - a desire driven by Chief of Naval Operations Chester W. Nimitz. In June 1946, the Blue Angels performed for the first time at the Naval Air Station in Jacksonville, Florida. The original Blue Angels flew Grumman

F6F Hellcat aircraft and were led by Lieutenant Commander Roy 'Butch' Voris. The celebrated 'Diamond Formation was introduced in 1947 by the Blue Angels team led by LCDR Robert Clarke. This team flew the Grumman F8F Bearcat but, by the end of the 1940s, the team was flying the first jet aircraft the Grumman F9F-2 Panther. In 1950, the team responded to the growing demand for naval aviation brought on by the Korean conflict. The following year, they reorganized and began flying

The Corps is evaluating several paths forward to ensure safe boating during the Phase II construction period. Once the SR155 turn lane design for French Gulch is complete, a contract will be solicited for construction expected summer 2017. tural concerns at the SR155 turn lane. SEA #6 is expected to be released for public review in April 2017 with public meetings to follow. ■ The Corps completed the Phase II Dams and Spillways design and has begun the contracting process. Solicitation of the Phase II contract is expected in early spring with a contract award by the end of summer 2017. ■ Acquisition of the Borel Canal easement continues. The Corps expects to complete its internal processes and enter negotiations with SCE in summer 2017. ■ Real estate acquisitions continue with many land tracts nearing finalization. All real estate acquisitions are expected to be finalized prior to the award of the Phase II contract.

To the truly nice guy who offered his help On Monday, February 27, I had just been to the doctor (something I never do). My prescription was called into RiteAid. Not feeling so good, I waited my turn and was told that it would be about 30 to 45 minutes longer. I returned and had to wait a little longer. Finally, my prescription was ready. Once outside, I was totally disoriented as to where I'd parked my car. It was very cold and windy and I was still not feeling well. I must have wandered up and down the parking lot when a truly nice guy offered his help in finding my car. He'd seen me walking up and down about 4 or 5 times. He asked me a few basic questions and within a few minutes I was on my way home. I just wanted to say a special thank you. Preservation class presented by Historical Society Chris Livingston, archiving professor at Cal State Bakersfield will present a basic preservation class for the first 2017 education class at the new Kernville Museum Annex. Everyone has old pictures, documents, artifacts and collections that they'd like to preserve for future generations. This class will help you learn how to properly care for and store these items. In addition, those who would like to help preserve the museum collection at the annex are encouraged to attend. Something amazing Dan Schlensker, Courier Columnist The last Sunday in February was the celebration of Jesus' Transfiguration as recorded in Matthew 17:1-9 and Luke 9:28-36. Jesus Schlensker went up onto a mountain with His disciples, Peter, James and John. There He had a conversation with Moses and Elijah about His upcoming "exodus" in Jerusalem. This "exodus," of course, refers to Jesus’ imminent torture, trial and execution in the Hebrew capital city. His face and clothing began to glow brightly and a voice from heaven was heard to identify Jesus as the Son of God and commend Him for pleasing His Father. That glorious sight pointed toward Jesus' fulfillment of God's plan for the salvation of the world as summarized in John 3:16 as, "God so loved the world, that He gave His only begotten Son, that whoever believes in Him should not perish, but have eternal life." This Transfiguration event pointed to Jesus' suffering and death on the cross to pay the eternally damning penalty price for the sins of the world. Now that sounds like something utterly amazing! Like the parrot, we are profoundly impressed with the event of Calvary and with its import for us. Something amazing happened there at the cross. And it is because of that amazing thing - that Jesus took upon Himself all the vile stuff, for which we needed forgiveness that we are moved to do like God commanded there on that day on the mountain: "Listen to Jesus." Cal Water Kern River Valley district not impacted Following Monday's release of a draft maximum contaminant level (MCL) of 5 parts per trillion (ppt) for 1,2,3-Trichloropropane, or TCP, by the State Water Resources Control Board (State Board), California Water Service confirmed that TCP is not present in its Kern River Valley District's water sources. As TCP is currently unregulated at both the federal and state levels, water utilities are not required to monitor for it at this time. Cal Water, however, has been actively monitoring its water sources for any presence of TCP, according to Local Manager Chris Whitley. "Protecting our customers' health and safety is our highest priority, and we will always work to ensure their water meets or surpasses all federal and state water quality standards," Whitley said. "That said, our Kern River Valley customers can rest assured that the proposed TCP regulation does not impact them." TCP is a man made chemical most often associated with the use of TCP-containing soil fumigants used extensively from the 1940s through the 1980s. The State Board's Division of Drinking Water issued the draft standard after studying it for regulation for a number of years. After a 45-day public comment period, DDW will either modify the draft standard and recirculate it for additional comment or continue the adoption process. The MCL is expected to be finalized in the summer of 2017. Additional information may be obtained online at calwater.com.

Drought Emergency Food Assistance available Community Action Partnership of Kern Food Bank or CAPK Food Bank is continuing to distribute Drought Emergency Food Assistance Program food on top of its regular food distribution. This month it will be on Saturday, March 18, from 9 a.m. to 11 a.m., 3268 Suhre St., Lake Isabella. As in previous months, the "drive-through" system will be used. Despite much-needed recent rains, California-especially the San Joaquin Valley-is still recovering from years of prolonged drought. Pre-packaged boxes of DEFAP food are meant to assist families experiencing loss of income due to unemployment or reduced work schedules caused by the drought. The DEFAP program is expected to continue until early summer. People seeking DEFAP aid should dial 2-1-1 to find the food distribution location closest to them. Historical Society shares 50 years of its history At the March 28 general meeting at 7 p.m., the Museum curator, Dianna Anderson, will talk about how the society has grown from a handful of charter members to a large and vibrant society with a top-notch museum and research facility. Ranger District to conduct pile burning operations The Kern River Ranger District is planning to conduct pile burning operations, as weather, and air quality conditions permit, at the following locations: ■ Recreation sites along the Upper Kern River above Kernville (Mountain 99), starting at Fairview Campground and working south towards Kernville. ■ Alder Creek Campground in the Greenhorn Mountains. ■ Along the Shirley Loop Road in the Greenhorn Mountains. ■ Pile burning may also be conducted on several administrative sites. The projects have a planned completion date of April 1.

Health Insurance Matters

ObamaCare unravels Harry P. Thal Courier Columnist This week the Republicans have launched their proposal to restore some normality in the healthcare system. The proposed rules Thal will retain several elements of the Affordable Care Act while eliminating several areas of concern. The ability for parents to keep their adult children on their plan up to age 26 will continue, just as the ability to purchase health insurance without being restricted to "pre-existing conditions". Another positive is the removal of the tax penalty for people who choose not to have health insurance. Under the Obamacare plan, the States could expand Medicaid to more people of low income. We call our program Medi-Cal, and the method of Federal funds available to the State will change. This may impact poor (adult) people by 2019. Republicans say their solutions would make Medicaid more cost-efficient without punishing the poor and disabled, while spurring private insurers to offer attractive products for the estimated 20 million consumers in the market for individual policies. To encourage people to keep their insurance coverage, a 30% surcharge is proposed if there is a break in coverage. So, if you stop insurance, and then start it up again later, you will pay more. Personally, I feel this is a mistake, the charge should be greater, as

healthy people will possibly drop insurance, and then buy it again once they are diagnosed with a problem. I firmly believe all people should be covered, as one slip and fall, or one newly diagnosed disease can be life altering for the injured/sick and their family. Tax credits will be distributed to people by age, rather than income. Younger people receiving less, older people more. (Does Oprah now qualify?) The President has tweeted that he is in favor of the proposal. However he Tweeted on Tuesday, "Our wonderful new Healthcare Bill is now out for review and negotiation. ObamaCare is a complete and total disaster is imploding fast! "Review and Negotiation" implies there is room for change. Change there will be, as I do not believe there is sufficient votes for this to pass, as many conservative Republican legislators don't feel the cuts are enough, and the Democrats don't care for much of anything. Personally, I feel that the poor will suffer the most, as current funding will end in January 2020 and the new funding mechanism will provide fewer funds to Medi-Cal. Time will tell, as this is just the beginning. The Republicans are promising "transparency" so we should be able to follow along as the legislation develops. This should be an improvement over Pelosi's "vote for ObamaCare now and read it later" attitude. Harry P. PICKS OF THE WEEK “Sing” (PG) - A down-on-his-luck Koala (with the voice of an enthused Matthew McConaughey) tries to save his theater with a singing contest and ends up with a whole menagerie of talented critters pinning their hopes and dreams on the result. The competitors include an overworked mother of many piglets (Reese Witherspoon), sensitive teen gorilla who wants out of his dad's gang (Taron Egerton), a swaggering mouse (Seth MacFarlane) and a hard-rocking porcupine (Scarlett Johansson). Illumination Entertainment ("The Secret Life of Pets") makes another fun, high-energy entry. You can tell you're not in Pixar territory, so don't worry about too much emotional depth, subtle humor snuck in for grownups or visuals that bend your perception. It's like jumping in at the finale for a contest show --easy entertainment with all the backstories and best bits in one package. “Miss Sloan” (R) - Elizabeth Sloan (Jessica Chastain) is a redheaded viper of a lobbyist twisting her way to the top of the D.C. pile. She's calculating, tighter than a knot and has seemingly scraped out the majority of her personality to make room for more ambition. While she normally works for the juggernaut pro-gun lobby, a strange change has Elizabeth fighting for a gun-control bill, and ultimately, in a congressional hearing (featuring a menacing John Lithgow) over her vicious and underhanded

The movie had to make two points really stick: This is Jessica Chastain's vehicle, and the material is so relevant that it strikes a chord despite this version of D.C. being so removed from reality. Nonlead ammunition required statewide for ’17 wild turkey season

Department of the Interior Secretary signs orders to expand access to public lands U.S. Department of the Interior Courier Release On March 2, his first day on duty, Department of the Interior Secretary Ryan Zinke (pronounced ZINK-ee) issued two secretarial orders which expand access to public lands and increase hunting, fishing, and recreation opportunities nationwide. These orders deliver on promises made by both President Donald J. Trump and Secretary Zinke to expand access to America's public lands. The action was hailed by representatives from sportsmen, conservation, and recreation organizations. "Outdoor recreation is about both our heritage and our economy. Between hunting, fishing, motorized recreation, camping and more, the industry generates thousands of jobs and billions of dollars in economic activity," said Zinke. "Over the past eight years however, hunting, and recreation enthusiasts have seen trails closed and dramatic decreases in access to public lands across the board. It worries me to think about hunting and fishing becoming activities for the land-owning elite. This package of secretarial orders will expand access for outdoor enthusiasts and also make sure the community's voice is heard." The two secretarial orders include: Secretarial Order 3346 which

advances conservation stewardship, improves game and habitat management, and increases outdoor recreation opportunities by directing bureaus and agencies to immediately identify areas where recreation and fishing can be expanded. The order also requests input from the Wildlife and Hunting Heritage Conservation Council and Sport Fishing and Boating Partnership Council to provide recommendations on enhancing and expanding access on public lands and improving habitat for fish and wildlife; and Secretarial Order 3347 overturns the recent ban on lead ammunition and fish tackle used on Fish and Wildlife Service lands, waters, and facilities. The order highlights the need for additional review with local stakeholders. Secretary Zinke was joined by representatives from the Congressional Sportsmen's Foundation, National Shooting Sports Foundation, Boone and Crockett Club, Wild Sheep Foundation, Theodore Roosevelt Conservation Partnership, National Rifle Association, Safari Club, National Wild Turkey Foundation, Archery Trade Association, Association of Fish and Wildlife Agencies, American Recreation Council, Pheasants Forever, Ducks Unlimited, Sportsmen for Fish and Wildlife, and National Marine Manufacturers Association.

The California Department of Fish and Wildlife is reminding hunters that nonlead ammunition is now required statewide when hunting wild turkeys with a shotgun. The upcoming 2017 spring wild turkey season will be the first hunting season with significant participation for which nonlead shot will be required statewide. These regulations apply both to public and private lands (except for licensed game bird clubs), including all national forests, Bureau of Land Management properties and CDFW lands. Private landowners or anyone authorized to hunt on private land must also comply with these regulations.

California's 2017 general spring wild turkey season opens statewide on March 25 and extends through April 30. The archery-only season will follow immediately afterward, running from May 1 to 14. Hunters who have a current junior hunting license may also hunt the weekend before the opener (March 18 and 19), and the two weeks following the general season (May 1 to 14), using shotguns or any other legal method of take. Hunters are encouraged to practice shooting with nonlead shot in order to ensure their shotguns are patterned appropriately before heading into the field.
