ATT’s 4th Annual Sporting Clay Tournament was held on Saturday, September 17th, at Capitol City Gun Club in Carson City. Thanks to our generous Title Sponsors, Truckee-Tahoe Lumber Co. and Trus Joist Engineered Wood Products for supporting CATT in a big way. 66 shooters tested their skills and competed for over $600 in prizes and awards. Top shooter was Damon Ziegler (Western Nevada Supply), hitting 96 out of 100 targets. Western Nevada Supply was also the high scoring team. $350 in cash awards were given out to the top three individual shooters based on “Lewis Class” scoring: 1st Place was Damon Ziegler (Western Nevada Supply), 2nd Place was Phil Schacht (CED Consolidated Electrical Distributors, Inc.), and 3rd Place was Austin Tucker (DHC Supplies, Inc.). Prizes donated by Sportsman’s Warehouse in Carson City and Capitol City Gun Club went to the teams: 1st Place team Western Nevada Supply, 2nd Place team Titan Construction Supply, Inc. and 3rd Place team CED Consolidated Electrical Distributors, Inc. President

The Early Days of CATT Continued from August
W
ith incorporation done, we needed to find a more permanent office. Truckee North Tahoe Materials was kind enough to house CATT in its infant stages. However, as with all great ideas, CATT was growing and in need of both its own office and its own employee(s). After searching for a while, I believe the first CATT office was a shared space with Community Ink (who at the time was producing the Tahoe Donner newsletter and eventually the first CATT newsletters) in a “Basement” type office in Tahoe Donner. That office was located under what was then Ames Deli (now Z’s Market). The space was small but it belonged to CATT, a place to call home. After a few more moves, CATT landed at its present office at 12313 Soaring Way where it has been for the last eight years. The Association was and still is a growing force now with its own office space, resulting in the need for staff. Debra Mapes was hired as CATT’s official original employee on a part time basis to help run the office, answer and return phone calls, balance the bank account, and help CATT with a presence. Once Deb moved on, CATT went through a few “ED’s” (Executive Directors), most notably Joe Burns, Noah Markoff, and the one and only Pat Davison, who is still with us to this very day. Both Joe and Noah were instrumental in assisting CATT in its quest to be the powerhouse we are today. They did this as full time executive directors, running every aspect of CATT as they had no staff in those days. Not only did Joe and Noah run the day to day operations of CATT, they also starting showing up at meetings of the government agencies that rule and regulate the construction industry Before Noah and Joe, right around 1999, CATT created the first of its two sponsored organizations, C.A.T.T. Community Project (CATTCP). CATTCP was the brainchild of Ted Owens, another CATT founder. The very first project was to fix up the historic McIver Dairy in Truckee. This was accomplished with over 50 volunteers who helped paint the buildings, clean up the area, install and stain split rail fencing. Many other projects have followed since, all with the goal of giving back to our local region. The second of CATT’s sponsored organizations is the CATTPAC (Political Action Committee) which was established in 2002 under the tutelage of Patrick Flora, another CATT founder. CATTPAC’s Mission Statement is “to raise funds and industry and public awareness in order to support political candidates, initiatives, measures, and campaigns that support the best interests of the building industry in our region.” The CATTPAC has created an impressive and sought-after interview and endorsement system to screen candidates for elective office. Members of the CATTPAC decide to follow certain local races, be it town, county, or special district positions (i.e. a Public Utility District). CATTPAC members create a comprehensive interview questionnaire and ask each candidate for a specific office the same questions. CATTPAC members then discuss the answers to decide which candidate to support. CATTPAC also takes input from CATT members who have opinions and facts about certain races and measures. In our 18 years of formal existence, CATT has had many success stories. One of the main reasons we are successful is because we built our foundation on member involvement. Strong member participation gives us a strength envied by other groups. As we start planning for our 20th anniversary in 2018, you should know that you are part of something great. Truckee Gross Floor Area Calculation
LGAC members have formed a subcommittee to work on a new issue related to the way gross floor area (GFA) is calculated by the Truckee Planning Division. For construction purposes, the Town Building Division GFA calculations follow the CA Building Code. However, the Planning Division has their own method which includes counting the area of stairways at each floor level that is connected by the stairway. In one case earlier this year, a set of plans was rejected by the Town Planning Division for exceeding allowable size due to this method for counting stairways. The same set of plans was initially approved by the Town Building Division. The LGAC subcommittee hopes to research this issue and develop a definition that addresses the stairway issue. Chairman of the subcommittee is Robert Heck with Ward-Young Architecture & Planning. Other committee members are: Kristi Thompson with MWA, Eric Bacon with Bacon Collaborative Design & Engineering, and Jim Smith with Mark Tanner Construction.

ithout candidates to run for public office, the Truckee Donner Recreation & Park District Board of Directors appointed Mark Tanner to serve a four year term as Director. Mark begins his term in December 2016. Mark is the owner of Mark Tanner Construction, won the CATT Builder of the Year award in 2007, and was CATT President in 2007. TDRPD General Manager Steve Randall said, “The Truckee Donner Recreation and Park District is very excited to have Mark Tanner become a new board member for the District. Mark is a leader in our community and brings years of experience working with the youth of our community as well as construction. SENIORS BREAKFAST NEEDS CATT VOLUNTEERS
alling all CATT members! The Sierra Senior Services fundraiser breakfast is coming up! The breakfast is Sunday, December 4. The breakfast is held at the Truckee Senior Center by the Rodeo Grounds off Brockway Road. CATT members will be chefs for the day, flipping pancakes and frying eggs. CATT volunteers set the tables and bring plates to the breakfast diners. Cleanup is also part of the routine. First shift is from 7:00 to 9:30 a.m. and the second shift is from 9:00 a.m. to 12 Noon. The monthly fundraiser breakfast is always the first Sunday of the month and is open to the public for a nominal fee. The seniors collect the fee at the door and use the money to support the “Meals on Wheels” program. Twelve organizations provide the kitchen crew for the 12 breakfasts of the year. These organizations also encourage their members to eat breakfast on their designated Sunday at the Senior Center. The record to beat is 200+ breakfasts prepared by Truckee Noon Rotary Club in January 2014. December 4 is CATT’s designated day to cook and serve. efore I get to a new code change, I wanted to be sure that everyone knew that we are currently advertising for three positions in the Building Division; Plans Examiner I or II, Building Inspector/ Plans Examiner, and an Office Assistant. If you know of anyone that might be interested in joining our team, please let them know of these opportunities and to apply online. In an ongoing effort to send out some of the new code changes that will be in effect as of January 1, 2017 I have summarized and pasted below another significant change as relates to stairways in the residential code form the “significant Changes to the California Residential Code – 2016 Code”. This change though minor in nature is a change that at times significantly impacts a project, especially in remodels and alterations. We will continue to communicate some of the significant changes this fall and early winter, as well as providing many training opportunities in Truckee and regionally in the coming months, so stay tuned. CHANGE TYPE: Modification CHANGE SUMMARY: “The total vertical rise in a stairway without an intermediate landing has increased from 144 inches to 147 inches…” 2016 CODE: R311.7.3 Vertical Rise. A flight of stairs shall not have a vertical rise larger than 147 inches between floor levels or landings.

CHANGE SIGNIFICANCE: The code limits the total rise between landings in a stair. Traditionally, that vertical distance has been 12 feet before a landing is required for the user to pause and rest when climbing a high stair. This is typically not an issue in conventional home construction because the story height—the distance from one floor surface to the floor above—does not usually exceed 12 feet. However, with open floor plans, long span engineered wood floor systems of greater depth, and high ceiling, story height can exceed 12 feet and an intermediate landing is required. In the 2016 CRC, the 12-foot limit has been increased by 3 inches to 147 inches. The elevation of 147 inches is a multiple of the maximum riser height of 7 ¾ inches (19 risers X 7.75 inches = 147.25 inches). This minor change of just 3 inches in the total rise of the flight in some cases eliminated the cost of incorporating a landing and the additional space required, reducing construction costs…” Should you have any questions or simply just want to stop by and discuss any matter please feel free to do so as my door is always open.

Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.
I
f you are a longtime reader thanks! You may know, but others new to this resource may not, that all our column history is online at cutredtape.com. However, we still get new questions, new situations, new interpretations and new rules from the Legislature to add when we’re done here. It’s always good to know your ‘options’ so looking online is a first step and calling an expert is a good second step… Q: I looked on your Q & A archives on your website and couldn’t find what I was looking for and was hoping you could help me out. I am interested in purchasing a Painting corporation (“C-33”) which has the owner as the Responsible Managing Officer (RMO). The way I understand it, I can buy the stock of the corporation and take over the license that way. The question I have is, who can be the RMO? Do they have to be a Licensed contractor in that field (Painting “C-33”), or can it be me (although I may not have the requisite experience)? If I have a General Builder (“B”) friend, can he be the RMO? I’m just trying to review all my options. A: It does sound like you have several options. The RMO/RME can be someone who is currently qualified for the “C-33”, meaning someone who is currently a Licensed Painting contractor, or has been within the previous five years. If you can document the requisite experience to qualify for the license (four
years of full time experience in the “C-33” classification within the last ten), then you can act as the RMO providing that you pass the Law and Trade exams. Your General Builder (“B”) friend can act as your RMO if he can show that the painting trade has been a significant part of his General Building work, to the tune of four full time years within the last ten. He would be required to pass the “C-33” exam. FYI, there are also stipulations regarding RMO’s Qualifying more than one license at the same time, so you will want to discuss this with whomever you choose to act as your RMO/RME. Q: I was referred to you by our Attorney to answer a question about a new opportunity that we have in the State of California. I’ll use generic names to describe the scenario. Company B (that’s us) is an equipment supplier for Company A and we supply equipment for solar plants. Company A (who holds an “A” General Engineering license) wants Company B (us) to now arrange for the installation as well. Company B plans to sub-contract the installation to Company C, who has a “C-46” license. Does Company B need to have an “A” license, will a “C-46”› license suffice, or no license at all? If a license is needed we have employees who would qualify for the “C-46”, but we don’t employ engineers. A: Company B will need a license for whatever they will be contracting the installation for. It sounds like you are arranging installation for only solar systems, in which case the “C-46” (Solar) classification is sufficient to subcontract to Company C. CATT Individual Awards Voting Opens Soon!
Voting for the coveted CATT Individual Awards will open Wednesday, October 26 and closes Monday, November 21. Voting is done via the CATT website: www.ca-tt.com. All member companies can vote in this contest (one
ballot per company). There are six categories for individual awards: Builder; Sub-Contractor; Professional; Vendor/Supplier; Volunteer; and New Member. We received 22 nominations covering the six categories. Photos of all nominees are shown on a continuous powerpoint loop before the Christmas Holiday Party and nominee names are listed in the party program and January newsletter. Winners are revealed at the party. This is definitely a highlight of the party and something you don’t want to miss.
