he color green was everywhere at the March 13 CATT Mixer hosted by Kelly Brothers Painting—even the treats had green touches! More than 100 people attended this event which started with a ribbon-cutting to mark the grand opening of the new office/workshop of Kelly Brothers Painting on Trails End Court in Truckee. The CATT early bird renewal drawing for the 51 inch flat screen HDTV was held with Jones Corda Construction winning the TV. Playing off the St. Patrick’s Day theme, Kelly Brothers offered $50 cash for the best dressed in the “Wearin’ of the Green” contest. Winners were Michael Ellis (Reno Truss) and six-year old Lola Barta (daughter of Grant Barta with new CATT member company Tahoe Print Shop). This Mixer was also the scene of a raffle fundraiser for C.A.T.T. Community Project, CATT’s charitable sister organization. The raffle was

s many of you probably know, HGTV built their 2014 Dream Home in Truckee’s Schaffer’s Mill community. The winner was drawn this week from over 72 million entries and will be announced on April 11th. This has been a wonderful promotion for Truckee and the Lake Tahoe area. The Dream Home website featured beautiful photos of the home and the surrounding Truckee Tahoe area and included a section detailing all of the incredible attributes of our area. Considering the advertising reach of HGTV and their Dream Home contest, this publicity alone would have been fabulous. However, there’s more. Schaffer’s Mill donated over $51,000 to the Tahoe Forest Health System Foundation from proceeds raised from tour ticket sales. Thank you HGTV and all that were involved. Now, I’m just waiting to be notified that I won… I would also like to remind you that you still have time to get in the drawing for the iPad mini by referring a new member. The drawing will be at the Cinco De Mayo mixer on May 1st at Epic AV. Two iPad minis will be given away—one for the referring member and one for the new member. he March newsletter contained an outline of TRPA policy and program changes to mitigate the emissions/noise/vibration impacts of new construction. Please note that the Idling Limits section for heavy duty diesel powered vehicles and equipment was not clear. The time limits relate to diesel vehicles only and are based on location of the project, not based on the state where the vehicle or equipment is registered. Here is a better way to describe the limits: Idling limits for heavy duty diesel powered vehicles and equipment—15 minutes for projects located in Nevada and 5 minutes for projects located in CA We apologize for any confusion. SUCCESS with Nevada County Environmental Health Gordy Cross with Lake Tahoe Designs was frustrated because a vacancy in the Truckee office of Nevada County Environmental Health was causing great inconvenience to designers and others. The vacancy meant that no one locally was able to answer questions and sometimes a drive over the summit was required to speak with EH staff in Nevada City. Gordy asked CATT LGAC (Local Government Affairs Committee) for support to request that the Truckee vacancy be filled. CATT LGAC agreed
and CATT Executive Director Pat Davison drafted a letter for Gordy to use on behalf of CATT LGAC. That letter prompted several phone calls from County leaders and the end result is that EHS Specialist Dave Slaughter was named to serve the eastern side of Nevada County for 3–5 days a week. You may think you are alone when in reality others may be experiencing the same frustrations. Use the power of numbers—CATT—to help you seek a remedy. The world is run by those who show up! he Truckee Community Building is CATT’s vision for a non-profit shared office space in Truckee. CATT’s charitable sister organization, C.A.T.T. Community Project, is spearheading this effort. Seven partnering non-profit organizations have already come on board and stated publicly that they stand with CATT and C.A.T.T. Community Project in support of the Truckee Community Building. These groups are interested in being part of the project and moving into the Truckee Community Building. Our partners and friends include the Truckee Lutheran Presbyterian Church, Sierra Senior Services, Tahoe Safe Alliance, Family Resource Center of Truckee, Project Mana, YoungLife, and Tahoe Food Hub.

Truckee Home Show Members Needed to Connect with Homeowners at the CATT Booth
he Truckee Home & Building Show on Memorial Day Weekend, Saturday, May 24 and Sunday, May 25 is coming up soon! CATT has a booth at the show and we are looking for members who can volunteer for a 3 hour shift. The CATT Booth is at the entrance to the north display area (old gym). From that strategic location, CATT members will give out “hot off the press” copies of the 2014 Building & Remodeling Guide. As CATT reps, members explain the Job to Bid procedure to homeowners and answer their questions. 2014 Material and Labor Increases by Mark Tanner, Mark Tanner Construction

rchitects and Clients often ask about cost increases from year to year. We initiated our own study to determine what type of material and labor cost increases have occurred from 2013 to 2014 (yes they are almost all increases!). This is good information for CATT members to have. Roofing: 4–8% increase on labor, 4–8% increase on material Metal: Consistently fluctuating, very unstable market Stone: 3–5% increase per SF Lumber: 20–25% increase Drywall: 40% increase Windows: 3.5% increase Interior Doors: 15–20% increase in hardwoods, 5% increase in hardware Steel Doors: 5% increase Electrical: 2–3% increase in material Fireplaces: 2–3% increase in fireplaces, labor the same Flue: 5% increase Spas: 3–10% increase depending on model
We are waiting for replies back on these items but feel confident in projecting assumed increases based on our research. uilding a new home? You should be aware of backwater valves. These devices prevent waste water from backing up into a structure. Section 710.1 of the plumbing code requires them on all homes that have fixture units below the next upstream manhole. Truckee Sanitary District (TSD) is working closely with the Town of Truckee and Placer County Building Departments to ensure compliance with this regulation. If a backwater valve is required, important changes to the house plumbing are also required. These changes should be addressed during design or very early in the construction process to avoid costly problems. Q&A for Contractors By Shauna Krause, President Capitol Services, Inc.
W
hile it’s certain contractors need to be licensed, some other “players” must also “ante up” if they want to be in the construction “game”. What seems like a simple mistake, you might also be making, could leave another contractor in “suspense” if he doesn’t act quickly to correct it, because, as Oliver Wendell Holmes said, “Ignorance of the law is no excuse.” Q: I am a construction consultant. I don’t do any building work, but basically design the structure, make sure that the job runs smoothly and on budget, and I sometimes arrange for contractors and their crews to perform the job. I don’t have any experience in the field but I do have a degree in Architecture. I was recently told that I need a contractor’s license to consult on these projects. My first question, am I required to be licensed? And secondly, how would I obtain a license with no field experience? A: Yes, construction consultants are required to be licensed with the CSLB. B&P Code Section 7026.1 addresses this issue and states that ‘anyone who oversees bids and construction projects and/or arranges subcontractor work and schedules is in fact acting in the capacity of a contractor and is required to be licensed.’ To answer the second part of your question, you would not be able to qualify for a contractor’s license with no field experience. In order to qualify for a license, you are required to show four years of full-time work experience in the trade you are applying for, with one of those years being hands-on field experience. However, the CSLB will give you credit for your architectural degree. Without the hands-on experience though, you may want to consider

Q: I have a landscaping license in CA and I have the phrase “Licensed and Bonded” on my business cards. I recently read an article online that stated that it was against CSLB policy to refer to your bond in advertising. What is the penalty for this? I’ve unknowingly had this on my business cards for years. A: Obviously my first suggestion would be to get new business cards printed without the reference to your bond ASAP. Any reference to your bond in advertisements is grounds for suspension of your contractor’s license. I am not aware of any further penalties. Q: We are in the process of obtaining a Contractor’s License for our company, which is an Limited Liability Company or LLC. We submitted our insurance certificate to the CSLB and they rejected it stating that our insurance carrier is not acceptable. Can you shed some light on this for us? We are not sure what they are looking for. A: B&P Code section 7071.19 (c) requires that; LLC liability insurance policies be written by insurers that are “duly licensed by this state or an eligible surplus line insurer.” According to the legal office of the California Department of Insurance (CDI), the only insurers that are duly licensed by the State of California are admitted insurers that are licensed by CDI.
