THE FACTS BEHIND THE CHARGES: 2003

Shortly after Chris Norby took office, he made offensive sexual remarks during three encounters with a county employee and on one occasion inappropriately touched her breast. (Source: Orange County Register, 4/9/05)

2005

A jury of six men and six women found Chris Norby guilty of subjecting a county employee to sexual harassment—causing a hostile or abusive work environment. (Source: Los Angeles Times, 4/9/05)

2007

On a technicality, an Appellate judge dismissed the charge but said Norby exercised “rude, inappropriate and offensive behavior.” (Source: Orange County Register, 9/11/09)
