FOREWORD The Coordinator of Government Activities in the Territories (COGAT) is responsible for the implementation of civil policy and the coordination of civil activities in the West Bank and towards the Gaza Strip, and oversees the Civil Administration of Judea and Samaria (the West Bank) and the District Coordination Office for Gaza. COGAT leads the coordination on civilian issues with the Palestinian Authority, the international community and other relevant figures in the West Bank and towards the Gaza Strip. In 2011, COGAT worked together with the Palestinian Authority and the international community to strengthen Palestinian economic development and improve quality of life. Figures demonstrate growth of Palestinian employment in Israel, growth in Palestinian GDP, expansion of internationally funded projects in Area C and the continued development of infrastructure, especially in the fields of transportation and environment. In 2011 we continued implementing the expanded civil policy towards the Gaza Strip, distinguishing between the terror entity in control and the civilian population in spite of continued terrorist attacks against Israel. This report presents data collated from 2011 in fields such as agriculture, trade, international projects and healthcare, providing perspective into yearly fluctuation and resulting economic indicators. We hope for this upward trend to continue in 2012, in conjunction with a stable security situation.

SECURITY COORDINATION Recent years have shown an increase in coordination between Israeli and Palestinian Security Forces in the West Bank, as well as an independent increase in Palestinian Security Force strength.
Israeli-Palestinian Coordination 2011 saw a 24% increase in the number of coordinated operations and meetings compared to 2010 (5,086 and 3,794 operations/ meetings respectively). 764 joint meetings took place between Israeli and Palestinian Security Forces, denoting a 5% increase compared to 2010 figures. These meetings include: the Commanders of the Palestinian Security Forces, the Israeli Commanding General of the Central Command, the Division Commander and the Head of the Civil Administration. 6 joint police committee meetings also took place, and security forces underwent joint training activities.
Palestinian Security Force Power-Building During the past year, Palestinian Security Forces have performed 921 public order activities, including operations aimed at combating vehicle theft and drug dealing, as well as enforcement of traffic regulation. As a result of their efforts, traffic reports have seen a decrease of 9% since 2010. There are currently 52 Palestinian Police Stations in the rural areas of the West Bank.

PASSAGE AND MOVEMENT Crossings There are currently 11 security crossings in the West Bank, all of which are inactive except in the event of a security risk. This means that travel between all the Palestinian cities is completely free in times of calm, which fortunately is most of the time. The number of security crossings and their level of activeness have decreased significantly since 2008: 2008: 48 security crossings 2010: 14 security crossings (usually inactive) 2011: 11 security crossings (usually inactive) The three crossings removed in 2011 were located in the Nablus and Tul Karm district. The Ministry of Defense’s Land Crossings Authority has invested in the refurbishment of border crossings with Israel, in order to provide: • Waiting areas at agricultural crossings • Medical assistance at all crossings in order to provide first aid or road accident assistance

Passage statistics Passage to and from Jordan Efforts have been made to improve the efficiency of crossing procedures at Allenby Bridge, in order to facilitate the passage of large numbers of passengers between the West Bank and Jordan. These include: • Simplification of the bureaucratic procedure for Palastinian and foreign passengers • The insertion of two vehicles to facilitate crossing for elderly and handicapped passengers

2011 Monthly entries into Israel according to Crossing In 2011, 824,829 permits of entry into Israel were issued, representing a 26% increase since 2010. Permit validity periods were also extended. Passage for Israeli Arabs to and from the West Bank Israeli Arabs currently have 24-hour access, seven days a week, through 31 pedestrian and vehicle crossings. The following improvements were made in 2011: • An extra vehicle line at Gilboa Crossing (2 more will be added in 2012) • Extended operating hours in the northern crossings (Jenin Area) • Weekend opening of all the passages between Israel and the West Bank. This means that all crossings are now open 7 days a week.

The entrance of Israeli Arabs into the West Bank is a strong contribution to the Palestinian economy (approximately 1 billion shekels in 2011). Passage on Religious Holidays During religious holidays, efforts are made to further facilitate the passage between the West Bank and Israel. These include a reduction of waiting times by opening further crossings, and an increase of crossing working hours.

ECONOMICS AND TRADE Economic Indicators GDP and growth Palestinian Authority growth (which includes both Gaza and West Bank figures) continued steadily throughout 2011. In the first three quarters of 2011, GDP rose by 10.5% compared to same period last year. GDP growth of the West Bank was slightly more moderate, with a 5.8% increase since 2010. During the first three quarters of 2011, Palestinian Authority GDP per capita rose by 7.2%, compared to the same period last year. The increases were of 2.9% in the West Bank and 21.4% in the Gaza Strip, relative to to the previous year. Employment (source: PCBS) The unemployment rate in the West Bank fell by 3.1% in the fourth quarter of 2011: from 19.7% in the third quarter to 16.6%. This rate is almost identical to the figures of this time last year (16.9%). Most of the increase in employment is in the field of agriculture (17.7% agricultural employment versus 12.4% in the previous quarter). Gaza Strip Averge for PA West Bank

The number of Discouraged Workers dropped to its lowest level in over three years (37,700). The unemployment rate is the highest among ages 20-24, despite having declined during the fourth quarter (28.4%) since the third quarter (33.4%). The unemployment rate among ages 15-19 decreased by 6% in the fourth quarter, from to 27.1% (33.1% to 27.1%). The labor force participation rate continued to rise: in the West Bank the rate stood at 47.3% by the end of 2011 (compared to 46.2% in the 3rd quarter of 2011, and 44.5% in 2010). 11

Employment in Israel 1. In 2011 the average number of employment permits for work in Israel (28,011) showed an increase of 1.6% compared to 2010. The number of permits for work in Israeli settlements (23,482) showed an 8% since 2010. 2. The age requirement for employment in Israel has been reduced from 28 to 26in order to expand the range of employment and help the younger population, where there is a high unemployment rate. 3. The number of Palestinians employed by Israeli employers accounts for 14-15% of all employed Palestinians from the West Bank (Source: Palestinian Central Bureau of Statistics). 4. Wages: In 2011 the West Bank and Gaza Strip economies suffered a wage erosion, namely a decrease in salary value. In the Israeli economy a stable wage for Palestinian employees was maintained, due to adjustment between wage and consumer price index. Salaries of Palestinians employed by Israelis is currently almost double that of the average wage provided by Palestinian employers.

Trade In 2011 the volume of trade (import and export) in the Palestinian Authority (West Bank and Gaza Strip) continued to grow. Total Palestinian Authority trade increased at a rate of 15% (5250 million US dollars in 2011 compared to 4,534 in 2010). These figures are compatible with the West Bank’s trade trend of recent years.

The number of trucks passing through crossings managed by the Crossings Authority (figure not including Police Authority crossings, which account for 10% of crossings) increased by 2.6% in 2011 (317,540 trucks) compared to 2010. Tourism In 2011, 2.18 million tourists visited the West Bank, denoting a 10% overall decline compared to 2010. Jericho

There has been a 24% decline in the volume of domestic tourists In Bethlehem, the foreign tourist volume decreased by 7% in in Jericho to 540,389. The volume of foreign tourists remained 2011, from 1,174,280 in 2010, to 1,092 811 in 2011. the same as in 2010, namely 551,505.

AGRICULTURE Agriculture is considered to be one of the most important economic sectors for Palestinians in the West Bank, and provides economic income for thousands of families. In 2011 the Civil Administration worked extensively in the aim of further developing and supporting this sector. The main activities performed in the field are as follow: •
Treatment of diseases in plant and livestock:
1. Treatment of plant parasites in the Fasael region of the Jordan Valley 2. Monitoring and treatment of BACTROCERA ZONATA, the common peach fly 3. Implementation of a palm tree protection plan against weevils in the Jordan Valley (scattering of traps) 4. Continued implementation of the project to control Mediterranean fruit flies in the Jordan Valley 5. Continued monitoring of foot-and-mouth disease and bird flu

Implementation of agrotecnic solutions to treat bacteriological damage to fresh produce marketed in the Palestinian Authority (West Bank and Gaza).

Training of farmers and transferral of knowledge:
1. Seminars on testing methods for herbs destined for export to the USA 2. Workshop on pesticides and fertilizers in agriculture for representatives of the Palestinian Authority 3. Workshop on general testing methods for products destined for export for growers •

Number of patients and companions entering Israel for healthcare The number of Palestinian children from the West Bank treated in hospitals in Israel increased by 171%, from 7,944 in 2010 to 21,538 in 2011.

Frequent workshops and conferences for Israeli and Palestinian physicians take place in hospitals in Israel, coordinated and often initiated by the Health Department of the Civil Administration. 118 training courses for medical specialists took place in hospitals in Israel to provide support and training to medical teams from the West Bank. The Civil Administration financed 13 medical procedures for Palestinians receiving treatment in Israel, including 2 kidney transplants, 1 bone marrow transplant and 1 lung transplant.

12 Israeli helicopter ambulances were sent to collect critical casualties in the West Bank for treatment in Israel. The Civil Administration along with Israeli hospitals and donor organizations arranged various ‘fun days’ for hospitalized Palestinian children in Israel, including trips to the Jerusalem Zoo, the safari in Ramat Gan, the beach in Haifa, bowling in Holon and a trip to see the snow at Mount Hermon, organized by the IDF Alpinist Unit. INFRASTRUCTURE In 2011 a strong emphasis was placed by COGAT on improving infrastructure and environment in the West Bank. • • • • • • • •
During 2011 Israel approved the rehabilitation of 38 roads. Over 112 million shekels were invested in road maintenance in the West Bank, conducted by Israel’s Public Works Department (Ma’atz). In 2011 Israel regularized 31 projects at the request of the international community (the Quartet and SEMEP) and the Palestinian Authority, namely 14 schools and 17 clinics. Plans for the regularization of Palestinian villages are also underway. During the year, legal amendments have been proposed to facilitate the granting of permits for the building of agricultural structures. These are currently being reviewed by the legal counselor. There has been an increase of 30% in the number of electrical plans approved in 2011 compared to 2010 (132 plans and102 plans respectively). In 2011, the Um Riham village in Jenin district was connected to the electricity grid thanks to 3 electrical networks. Throughout the year, road lighting works were carried out in 4 locations: The Allenby Bridge, the Einav junction, Road 60 (Nablus area) and Tarkumieh. During 2011, 394 applications for small photovoltaic devices have been approved.

Extensive work was undertaken on a project in conjunction with the EIB (European Investment Bank). The implementation of the project required coordination between the Israeli and Palestinian sides, and the signing of a contract committing the Israeli Electric Company to build 4 new sub-stations for the Palestinian Authority with financing from the European Investment Bank. The groundwork for the contract was prepared throughout 2011, and was eventually signed in February 2012.
The southern access road to the Bethlehem Industrial Zone, part of which is in Area C, has been authorized and building is expected to be completed soon.
The Environment In 2011, focus was placed on developing sustainable environmental projects, and on decreasing pollution and groundwater contamination. • • •
During 2011, waste-removal operations were conducted in the zones of Hebron, Ramallah and Nablus costing approximately 450,000 NIS, financed by the Civil Administration. 8,000 permits were given for the transportation of waste from the West Bank to waste treatment plants in Israel, an increase of approximately 9% since 2010. 320 tours were carried out in order to identify and treat environmental hazards, an increase of approximately 33% since 2010.

WATER 2011 marked the 7th year with a gradual decrease in precipitation, and has been classified as a ‘drought year’. According to results from monitoring of the underground aquifer in the West Bank, activity levels of some wells must be decreased as the water level is falling below the pump, thus preventing water from being extracted. Measures have been put in place to increase pumping from deeper wells in order to maintain supply to the population whilst allowing the depleted wells to replenish. In 2011, 22 water projects were approved by the Civil Administration, after having received approval from the Joint Water Committee.

INTERNATIONAL PROJECTS In 2011, COGAT promoted numerous international projects in Area C. Israel welcomes international initiatives in Area C towards welfare of the population.

A water reservoir has been built by USAID for a school in the area of Hebron. The renovation of cisterns by the Red Cross in the zone of Jenin is under execution. 11 villages in the zone of Nablus are currently being connected to the water network with USAID and Red Cross funding, and USAID construction of 6 water trunk lines. 4 water drillings proposed by USAID were approved and are now being implemented. The restoration of water wells promoted by FAO in the Jericho Area has been approved, though works have not yet started.

PRIVATE SECTOR PROJECT - RAWABI Rawabi is a private Palestinian initiative to build a city in the Ramallah District. The city will provide approximately 3,300 housing units. Stage A will include 1,200 housing units. Its finalization is expected to take place within just under two years. Involved bodies - A private Palestinian entrepreneur (Mr Bashar Al Masri) and other investors. Cost - The estimated cost is approximately 300 Million US Dollars. Status • During January 2010, ground works started. The detailed planning stages and the statutory proceedings between the entrepreneur and the Palestinian Authority were completed. During the month of August 2010, an environmental impact survey was submitted. • The water issue is currently being examined by the JWC (the Joint Water Committee) which includes members of the Israeli and Palestinian Water Authorities. • The entrepreneur and the Israel Electric Corporation are working together to generate the electricity supply from a nearby high-voltage power line. A temporary 11 KVA power line has been connected. • A proposed solution to the issue of wastewater evacuation was presented by the entrepreneur. • The temporary access route has been approved by the Israeli side. The entrepreneur signed a contract with a contractor and works are due to begin soon.

NATURAL PARKS • • • • • •
The newly developed Quasser Al Yehud baptism site is now open seven days a week, and allows free access to all members of the public. About 70,000 people have visited the site since its opening in July 2011. The Ein Mabua Spa archaeological site is undergoing development in preparation for opening to the public. Ongoing rehabilitation and refurbishment works are taking place at the Herodion Site in order to ensure preservation and improve visitor experience. In the field of ecology, extensive animal-monitoring activities are taking place, including the feeding, capture and marking of eagles, as well as the establishment of an ecological camp at the foot of the Heetekim Cliff. 3.5 million shekels were approved for investment in development of the Nabi Samuel Archaeological site in 2011. 4.5 million shekels were invested in the renovation of the Quasser Al Yehud Baptism site in 2011.

SECURITY SITUATION COGAT continues to facilitate civilian life in the Gaza Strip, despite ongoing terror attacks. In 2011, 439 missiles, 292 mortar bombs and 75 grad rockets were fired from Gaza, some reaching deep into Israel.

COORDINATION OF MOVEMENT Crossings Since the Cabinet’s decision to expand the civil policy towards the Gaza Strip in June 2010, the Gaza Strip saw a 69% increase in the total number of trucks crossing into the area. 2011 figures show a continuation of this upward trend, with an additional increase of 36% of trucks since the end of 2010, giving a total of 53,874 trucks in 2011. The passage breakdown is as follows: •

The Erez Crossing
On 1st March, 2011 the Karni Conveyor was closed due to security threats. The passage of merchandise and building materials was not affected, as the Kerem Shalom Crossing increased its capacity accordingly, thanks to a 40 million shekel investment in 2011 (100 million shekel in total).
During the months of MarchApril 2011 Israel enabled a special operation in the Sufa area, for the transfer of construction materials for projects funded by the international community. A total of 60,000 tons of aggregates were transported through on 1,262 trucks.
The Erez Crossing is the pedestrian crossing between Israel and the Gaza Strip. In 2011, 55,258 people passed through the Erez Crossing, namely: medical patients and companions (34.2%), foreign visitors (journalists, diplomats, etc.) (30.5%), tradesmen (28.1%), international organization workers (2.1%) and Gazans traveling abroad (1.2%).

INTERNATIONAL COMMUNITY AND PROJECTS International Community There was a decline in the general influx of foreign visitors and diplomatic delegations compared to 2010. In 2011, senior officials visited Gaza, including the French Foreign Minister, the President of the European Parliament, the German Minister for Economic Development, the British Secretary of State for International Development, the Latin Patriarch of Jerusalem and the U.S. Ambassador to Israel. In 2011 the coordination of 15,225 trucks operating under the auspices of international organizations was organized. 67% of the trucks were providing materials for UNRWA, 17.5% for WFP, 4.5% for USAID, and 3% for the Red Cross. The materials within the trucks is illustrated in the graph below:

International Projects Since the start of 2010, Israel added to its civilian policy a mechanism for coordinating and supporting the implementation of internationally financed projects. In 2011, 99 internationally financed projects were approved. By the end of 2011, the status of the projects were as follow: 52 had not yet been started, 45 were in the course of implementation, 1 project had been completed during the year, and 1 was cancelled by the sponsoring organization. ECONOMICS AND TRADE In 2011, the Gaza Strip saw an acceleration in economic growth, a decrease in unemployment and an expansion in trade sectors. Employment In the fourth quarter of 2011, the unemployment rate was at 30.3%, which notes a decrease from the 2010 figure of 37.4 %. There is a continuing trend of increase in labor force participation, with a growth from 37% in the first quarter of 2011, bringing the level to 39.5%. The number of discouraged workers has reached the lowest figure in the three years, at 18, 700. In 2011 the daily wage in the Gaza Strip rose to 60.6 NIS per day. 44.8%

Number of tradesmen traveling via Israel Exports from the Gaza Strip Since the June 2010 Israeli policy change towards the Gaza strip, Israel enables the export of agricultural produce, furniture and textile abroad via Israel. Agricultural Produce During the agricultural season of 2010 (November to May) 367 tons of strawberries and 9.8 million flowers were exported under license via Israel to Europe from the Gaza Strip. During the agricultural season of 2011 (ongoing – full results in May 2012) 436 tons of strawberries and 4 million flowers were exported under license via Israel to Europe. Textiles Permits to export textiles overseas via Israel were provided, although no transferals were made. Furniture Permits to export furniture via Israel were provided, and a delivery was sent from Gaza via Israel to a furniture exhibition in Jordan. Monetary Transferals In 2011, Israel facilitated the transfer of over 580 million Shekels from banks in the West Bank to the Gaza Strip. This enabled the payment of salaries, the funding of activities administered by the Palestinian Authority and international aid organizations, and an increase in liquidity in the Gaza Strip.

AGRICULTURE Various Israeli bodies are working extensively to ensure the continuity of the agricultural sector in Gaza. To do this, Israel supplies agricultural raw materials (seeds, fertilizers) and livestock vaccinations and treatment, as well as training for agriculturists in the form courses, education and workshops in Israel, by Israeli experts in the field. The possibility of developing aquaculture in Gaza is also being examined as an option for the future. In 2011: •

HEALTHCARE In 2011, 9,245 Gaza residents received emergency healthcare in Israel (thanks to the Israeli Emergency Healthcare Regulation and the coordination of back-to-back Palestinian and Israeli ambulances). This represents a 5% increase compared to the 2010 figure of 8,858. A further 9,111 permits were provided for family members to accompany the patients to hospitals in Israel.

ELECTRICITY Electricity is supplied to the Gaza Strip from three principal sources: •
10 power lines from Israel, which supply approximately 124 megawatts.
•
2 power lines from Egypt, which supply approximately 17 megawatts to the Southern Gaza.
•
The Gaza Power Station, which has 3 turbines generating approximately 70 megawatts.
These facilities allow for a provision of approximately 205 megawatts. Compared to a consumption requirement of 280-300 megawatts, this leaves a built-in shortfall of approximately 80 megawatts on average. The UNDP is currently transporting equipment via Israel that will serve to build a transformer farm next to the Gaza Strip Power Station, in order to increase its capacity. The transformer farm will enlarge the daily supply of independently produced energy by 60 to 110 megawatts, so that upon completion of the project the built-in shortfall will be reduced to around 40-50 megawatts.

WATER AND SEWAGE Water Water consumption in the Gaza Strip stands at 100-120 million cubic meters per annum. There are approximately 146 legal wells (authorized by the Palestinian Water Authority) and over 4,000 illegal wells. During 2011 Israel continued to supply 5 million cubic liters of water to the Gaza Strip. Israel has also approved the transfer of an additional 3 million cubic meters to the Gaza Strip.
Sewage A sewage project financed by the World Bank is currently at Stage Two in Northern Gaza. A sewage project financed by KFW is also underway in the center of the Gaza Strip, involving the construction of cesspools opposite the border with Israel.
