Welcome to Singapore and IPLOCA’s 49th Annual Convention The IPLOCA Convention is a unique forum for Regular Members, Associate Members, Academic Members, Honorary Members, Media Partners and guests of IPLOCA to gather together and hold business meetings in a relaxed and culturally stimulating setting. During the five days of the convention, top leaders and senior representatives of the great variety of companies that make up our industry are able to network, build business relationships and share ideas on the latest developments in a series of business meetings, technical presentations, tours and social events. Delegates from pipeline engineering and construction companies, manufacturers and suppliers representing more than 40 countries will be with us in Singapore and will attend the Open General Meetings on Thursday and Friday. Our speakers will tackle topics focusing on the business perspectives of onshore and offshore pipelines, new technologies, health & safety and the environment. You will also learn about new projects and accomplishments in our industry. More information will be posted on www.iploca.com as soon as final details are confirmed.

Message from the President This year’s convention will herald the start of our 50th anniversary celebrations and will find us in Singapore, a dynamic city that combines Malay, Chinese, Arab, Indian and English cultures. In this unique ethnic tapestry we will enjoy the luxurious facilities of the Fairmont Singapore, conveniently located in the heart of the city. During the Open General Meetings our speakers will make presentations on new projects, industry developments and achievements and you will also hear about IPLOCA initiatives. The harmonious blend of culture, cuisine, arts and architecture of Singapore offers visitors a wide variety of sightseeing and culinary opportunities, as can be experienced during our “Uniquely Singapore” tour. Other memorable activities on offer are having breakfast with orangutans or experiencing a night safari in the beautifully landscaped Singapore Zoo, rejuvenating your body with Tai Chi amongst the orchids, exploring the horticultural and architectural designs of the Gardens by the Bay and combining adrenaline and fun on Sentosa Island. Following enthusiastic feedback from our last convention questionnaire, a smartphone application will be available for the first time during this year’s event.

My advice is to register as soon as you can when registration opens on 1 June 2015, to ensure you get your choice of accommodation and tours - from past experience we do tend to sell out early! However, when you register please make sure you only choose those tours and events that you are actually planning to attend. This allows all delegates the opportunity to participate in the activities they are particularly interested in and will help us keep the waiting lists to a minimum. Singapore According to legend, Singapore was founded centuries ago when a prince from Sumatra landed on the island and saw a lion. He took it as a good omen and founded a city called Singapura, which means lion city. Modern Singapore was founded in 1819 by Sir Stamford Raffles (1781-1826). Raffles was a clerk for the British East India Company in 1795 and rose rapidly through the company. In 1818 Raffles became Lieutenant-Governor of the British Colony at Bencoolen on the island of Sumatra. Raffles believed the British should establish a base on the Strait of Malacca and in 1819 he landed on the island of Singapore. The island consisted of swamps and jungle with a small population but Raffles realised it could be made into a strategic port. In 1812, the Sultan of the Empire of Johor died and his two sons quarrelled over the succession. Raffles supported the older brother, Hussein, and recognised him as Sultan. Raffles made a deal with him and in 1824 the British East India Company was given the island in return for a lump sum of money. The British established a new trading post in Singapore that grew very rapidly. Europeans, Malays, Chinese, Indians and Arabs came to live and work here and by 1824 the population had risen to 10,000. Singapore was joined with Malacca and Pelang in 1826 to form the Straits Settlements. In 1867, Singapore became a Crown Colony ruled directly by the British government rather than by the East India Company. When the Suez Canal was built in 1869, Singapore became even more important as a ‘gateway’ between Europe and Eastern Asia. By 1870 the population had risen to 100,000.

Singapore continued to prosper in the early 20th century. Huge amounts of rubber and tin were exported from the region through the port city. Meanwhile, Chinese immigrants continued to arrive. In January 1942, the Imperial Japanese Army conquered British Malaya and Singapore was forced to surrender on 15 February 1942. British Prime Minister Winston Churchill called the defeat “the worst disaster and largest capitulation in British history.” The Japanese called Singapore “Yonan,” which means Light of the South, but their rule was tyrannical and thousands of Chinese Singaporeans were executed. Japan surrendered in August 1945, and on 5 September 1945 the British re-occupied Singapore. After 1945, Singapore slowly moved towards independence. In 1946 the Strait Settlements were dissolved and Singapore was separated from Malaya. The People’s Action Party was formed in 1954 and it proved to be a major force in Singaporean politics. In 1955, a new constitution was introduced and under it, 25 out of 32 members of the legislature were elected. Two years later, it was replaced by an elected 51 member legislature. The People’s Action Party led by the late Mr Lee Kuan Yew, won 43 out of the 51 seats. Self-government was granted in 1959 and Mr Lee Kuan Yew became the Prime Minister.
Singapore joined with Malaya in 1963, to form the Federation of Malaysia, however, the union was short lived. Singapore left two years later and became completely independent. From 1965, Singapore’s economy grew rapidly. By 1990, it had become a “NIC” or newly industrialised country and its people enjoyed a high standard of living under a democratic but authoritarian government. In 1990, Mr Lee Kuan Yew stepped down as the Prime Minister. He was replaced by Goh Chok Tong who introduced a more liberal regime. Today, Singapore has a highly developed market economy, based historically on extended entrepôt trade. Along with Hong Kong, South Korea, and Taiwan, Singapore is one of the original Four Asian Tigers. The Singapore economy is known as one of the most open, innovative, competitive and business-friendly in the world. The 2013 Index of Economic Freedom ranks Singapore as the second freest economy in the world, behind Hong Kong. According to the Corruption Perceptions Index, Singapore is consistently ranked as one of the least corrupt countries in the world, along with New Zealand and the Scandinavian countries. Its current population is around 5.4 million. Lee Kuan Yew, the first Prime Minister of Singapore and former leader of the People’s Action Party, died at the age of 91 on 23 March 2015.

Discover what makes Singapore unique in this full day exploration of Singapore. Learn about the different roots of Chinese, Malay and Indian heritage and their contrasting cultures, all living together in harmony. Start with Little India and its quaint shops selling unique items ranging from spices to fruits to gold. Next, visit the majestic Sultan Mosque, first built in 1826 and re-built in 1928, located in the heart of Arab Street and the Muslim district. Not to be missed is the narrowest road in Singapore – Haji Lane; take a stroll down this unique lane and discover the little boutiques and cafes. Finally, immerse yourself in Chinatown’s bustling streets and see different facets of the area from the heritage shophouses to traditional Chinese medicine halls and local coffee shops. Next stop the Peranakan Museum. The Peranakan are descendants of Chinese traders who settled in Malacca and around the coastal areas of Java and Sumatra, as early as the 14th century. This ethnic museum explores the culture of Peranakan communities in Southeast Asia. It possesses one of the finest and most comprehensive collections of objects illustrating the cultural traditions and the distinctive visual arts of the Peranakans. Lunch is preceded by a ride on the Singapore Flyer. The Ferris wheel of 165m in diameter provides magnificent panoramic views of Marina Bay’s skyline. The tour will end with a cruise down the Singapore River to enjoy the contrasting views of skyscrapers and the shophouses of Boat Quay and Clarke Quay. Don’t miss the photo opportunity with the Merlion, a half-fish, half-lion statue; a symbol of Singapore.

Leave the city behind as we head north to Mandai to visit one of the world’s most famous zoos. Beautifully landscaped and spread over 28 hectares, Singapore Zoo is a haven to over 3,600 mammals, birds and reptiles including some rare and endangered species. Singapore Zoo is the only place in the world where you can have breakfast with not one, but an entire family of orangutans! As you indulge in a hearty breakfast spread that includes international and local favorites, tropical fruits and juices - as well as plenty of fresh air and greenery, the orangutan family will make a spectacular entrance. Taking the “treeway” from their free-range habitat, they will amble in one by one as a drawbridge is lowered to let them through. You will then have the rest of the morning to explore the zoo from the comfort of a tram or on foot.

Step into Gardens by the Bay, one of the Top 10 Indoor Gardens of the World that features the best of horticultural, sustainability and architectural design. Explore plants from around the world in spectacular, cooled conservatories and, from the 128-metre OCBC Skywalk, marvel at the vertical gardens of ferns, vines, and orchids that creep over the towering, skeletal structures of the Supertrees. This award-winning horticultural attraction houses over 500,000 plants in Cloud Forest. This mysterious, mist shrouded world, with its 35-metre mountain and the world’s tallest indoor waterfall, showcases lush vegetation from tropical highlands of altitudes of up to 2,000 metres. Begin the day by practising Tai Chi* (optional) amidst the flora and fauna of the Singapore Botanic Gardens. Introduce your body to Tai Chi with a lesson consisting of some non-strenuous, yet rejuvenating exercises that are considered to be highly effective in helping the individual build inner core strength. No visit to the gardens is complete without visiting the National Orchid Gardens, where over 1,000 species and 2,000 hybrids are now found in the collection, with about 600 species and hybrids on display. Guides will take participants on a colourful and vibrant journey into the world’s largest showcase of tropical orchids. The gardens also house a small tropical rainforest of around six hectares, as well as an Evolution Garden which depicts the evolution of plant life on earth through the ages. One cannot visit Singapore without trying the legendary Singapore Sling. If you have some free time during this busy week, we highly recommend you take the opportunity to walk over to the Raffles Hotel (just across the street from the Fairmont) and try a Singapore Sling at the famous Long Bar. The bar has the reputation of being the only place in Singapore where you are allowed to make a mess by dropping your peanut shells on the floor!

The Singapore Sling was created at Raffles Hotel at the turn-ofthe-century by Hainanese-Chinese bartender, Ngiam Tong Boon. Originally, the cocktail was meant as a woman’s drink hence the attractive pink colour. Today, it is definitely a drink enjoyed by all, without which, any visit to the Raffles Hotel is incomplete.

Room Descriptions & Rates In August 2013, the hotel embarked on a major revitalisation project which encompassed the transformation of various spaces within the hotel – including the hotel lobby, bar and all 371 guestrooms in the North Tower of the hotel.

Convention Registration Information Online registration via www.iploca.com will open on Monday, 1 June 2015. • Only members who have paid their 2015 membership fees can attend the convention. • Regular Members must also have submitted their 2014 Health & Safety Statistics Return to be eligible to attend. Regular Members may invite a maximum of three couples and Associate Members two couples, as their guests. Participation in the convention is at the discretion of the Board of Directors. Only those persons who have registered for the convention and have received confirmation of their registration are entitled to participate in any convention activity or event. The Convention Fee is USD 1,700 per single attendee or per couple up until 28 August 2015. The cut-off date for convention registration is 28 August 2015. All tours are expected to be fully booked before this date. Late registrations will only be accepted if space is available and will be processed on a first-come, first-served basis until we reach the limit of 650 attendees. If we are able to accept a registration after the cut-off date, a USD 400 late registration fee will be invoiced in addition to the convention fee.

Cancellation Terms & Conditions Convention Cancellations: A ll convention registration cancellations must be notified in writing to the IPLOCA Secretariat: convention@iploca.com • All convention registration cancellations received up until 31 July 2015 will incur a USD 400 cancellation fee. • All convention registration cancellations received between 1 August and 28 August 2015 will incur a 50% cancellation fee. • There will be no refund of convention registration fees for cancellations received after the cut-off date of 28 August 2015. • Substitutions for convention registrations, for persons within the same company, are only possible until Friday, 25 September 2015. Please note that a USD 400 administrative fee will be payable.

Getting to the Hotel Complimentary shuttle buses will be running every 20 minutes from terminals 1, 2 & 3 of Changi International Airport for IPLOCA delegates arriving on Saturday 3 and Sunday 4 October. Hostesses holding IPLOCA signage will meet convention participants in the arrivals hall and will accompany you to the buses for your complimentary transfer to the Fairmont Singapore hotel.

Taxi Changi International Airport is 19 km away from the Fairmont Singapore and the journey will take about 20 minutes depending on traffic. The cost of a metered taxi is approximately SGD 16.00 (around USD 12.00) but there may be surcharges depending on when, where and which company’s taxi you board. ‘Limousines’ and ‘Chrysler’ taxis are more exensive.

General Information Time Singapore is 8 hours ahead of Greenwich Mean Time (+8 GMT).
Electricity The standard electrical current in Singapore is 220-240 volts AC (50 cycles). Sockets take a British style three pin plug, however, all guest rooms at the Fairmont Singapore are equipped with universal multi-plug sockets.
Climate & Clothing Singapore is hot and humid all year round, with temperatures usually reaching over 30°C. You should be prepared for rain at any time, which is usually brief but can be torrential! Light clothes and comfortable shoes are recommended. There are no restrictions to what you wear in most places, except for religious venues such as Muslim mosques and Indian temples.
Language The majority of Singaporeans are fluent in English and many also speak another language, usually Mandarin, Malay or Tamil.
Banking / Currency The Singapore dollar is the official currency of Singapore. Foreign currency can be changed at banks during normal business hours (09:30 to 15:00 Monday-Friday and 09:30 to 12:30 Saturday) as well as at the airport, in hotels, exchange offices and most shopping centres. American Express, Diners Club, MasterCard and Visa are widely accepted in major shopping centres, hotels, restaurants and by some taxi providers. US Dollars, Australian Dollars, Yen and Pounds Sterling are also accepted at many major shopping centres in Singapore.

Shopping Most shopping centres are open daily from 10:00 to 22:00. The major malls within walking distance of the Fairmont Singapore are Raffles City (in the same complex as the Fairmont Singapore & Swissôtel The Stamford), Marina Square, Millenia Walk, Suntec City and CityLink.
Dining Out Singapore is a gourmet’s paradise, with everything from humble street stalls to 5-star restaurants. Local specialities include: • Beef rendang (coconut milk beef curry) • Char kway teow (thick rice noodles stir fried in soy sauce and chilli with prawns and clams) • Chilli crab (fresh crab with a piquant tomato sauce) • Gado gado (a fruit and vegetable salad in peanut sauce)
It is prohibited to tip for services rendered at the airport. Shop assistants, waiters and baggage handlers all receive wages instead of relying on gratuities. At Changi International Airport, gratuityfree services range from baby care rooms to left baggage areas, convenience stores to medical clinics. The same rule applies to dining areas, including sit-down restaurants at the airport. Most of Singapore’s hotels and restaurants will automatically include a 10 percent service charge in the bill. Check whether your bill includes the fee and, if it does, refrain from leaving any additional gratuity. If the bill in a hotel or a restaurant catering to tourists does not include a service charge, tipping is optional. Leaving around 10 percent is more than adequate as a gesture of thanks for good service.
Banned Imports
• Laksa (a coconut-based spicy noodle soup, usually containing prawns or chicken as well as tofu, fishcake and beansprouts)
Items that are banned include chewing gum, chewing tobacco, electronic cigarettes and other ‘imitation tobacco products’, revolver or pistol shaped cigarette lighters, controlled drugs or psychotropic substances, firecrackers, endangered species of wildlife and their by-products, all pornographic films and literature, reproduction of copyright material, and seditious or treasonous material.
• Masala dosa (a rolled pancake filled with a vegetarian curry, a popular snack or for breakfast)
The penalties for possession of narcotics are severe and visitors not complying with drug regulations do so at the risk of death.
• Satay (skewers of marinated meat cooked over charcoal, served with spicy peanut sauce, cucumber, onion, rice and coconut).
A permit is required in order to import various restricted items. These include: animals and their by-products, meat, fruit, vegetables, fish, explosives, bullet-proof clothing, toy guns, weapons, films, videos, video games, publications, audio records, pharmaceuticals, poisons, telecommunication and radio communication equipment and radioactive materials.

Tipping In general tipping is not expected in Singapore, but opinions vary on the most suitable tipping behaviour for a foreigner.
Dos & Don’ts in Singapore Don’t • As of 1 April 2015, alcohol consumption between 22:30 and 07:00 is restricted to licensed premises such as restaurants and pubs and is not allowed in public places. Retail outlets are not permitted to sell alcohol between these times. • Do not litter. Laws are strictly enforced concerning littering. • Do not smoke in public. Smoking is illegal in public places, which includes all air-conditioned places, such as shopping centres and eateries; common areas of residential premises or buildings, any covered or underground pedestrian walkways, any pedestrian bridges, bus stops or bus shelters; including the area within a radius of 5 metres from the outer edge of the shelter; outside hospital compounds. Dropping a cigarette end in the street or smoking illegally can also lead to an immediate fine. There are designated smoking areas in some entertainment outlets and open-air eateries which are usually identified with the ‘smoking sign’ or clearly marked with bright yellow paint. • Do not get involved in any drugs. Singapore carries a mandatory death penalty for drug-trafficking and harsh penalties for possession and use within the country. • Do not bring food into trains, public buses or taxis. Offenders will be fined up to SGD 200. Do • Do remove your shoes before entering a private home, a temple or a mosque. • Do have cash handy. Do not rely on your credit cards. • Do stay on the left side of the escalator. The right lane is for people in a hurry. Do drive on the left hand side too. • Do have coins with you when you need to use the public toilet. • Do bring a pack of tissues with you when you visit the hawker centres and food courts as tissues will not be provided.
