PURPOSE STATEMENT The purpose of IOM America International (IOM) is to help members of the Body of Christ to experience, mature in, and communicate effectively the message of identification with Christ in His death, burial, resurrection, and ascension in their various spheres of influence, so that all may know Christ as Savior, Lord, and Life. IOM is also a tax-deductable 501(c)3 nonprofit dedicated to providing practical and proven training, conferences, and counseling to equip each participant in embracing the life-transforming message of the Exchanged Life—”Not I but Christ” as stated in Galatians 2:20.

WHY THIS APPEAL By Dr. Stephen Phinney The ministry of IOM is home to the Exchanged Life Global Initiative, which has provided the ministry with a proactive pro-vision, in order to revitalize the worldview of uniting Exchanged Life workers throughout the entire world. In addition to our existing strong partnerships - we welcome the partnerships other ministries that focus on the message of the Exchanged Life to join our efforts!

IFEL: Our efforts strongly hinge on the International Fellowship of Exchanged Life: an e-community that will provide Exchanged Life workers throughout the world with a single online community that will provide: promotions of member web sites, social networks throughout, a separate members’ Exchanged Life bookstore, chat room for members, class registration from member to member and much more. Our team will create two flexible, informative web sites that are easy to maintain. We must develop two distinctive friendly sites that can deliver large amounts of constantly changing information to our targeted and key audiences. In addition to designing user-friendly sites with an intuitive interface, we must also develop a web-based, database-driven administration tool that allows key management personnel to easily update content, without directly accessing source code. IOM will maintain ultimate editorial control of content, without burdening the hosting or maintenance company with such details or significantly delaying the publishing of new information on the sites. It is our objective to train our volunteers and staff with the basic administration to the site. The design and hosting company will efficiently manage webpublishing processes, preferably by using a system with a browser-based user interface – if possible. Administration of web content will be based on the roles to control access and work flow (e.g. author, reviewer/editor, and publisher). Click here if you can help us accomplish this. Our primary internet objective is to continue to build brand identity, awareness, and interest in the organization and the services it provides, while remaining on the cutting edge of web site technology. These two web sites are to provide a schematic overview of a possible systematic process that will assist in advancing the vision and mission of IOM, particularly that of the Exchanged Life Global Initiative.

Fold 1: Worldview Development It is our confession that worldview is birthed through personal identity! This is why it is critical for our workers to first understand who they are in Christ before they can lead another in such a discovery. With this in mind, we aim to gently message the identification truths of co-death, burial, resurrection, and ascension into all aspects of ministry communication. It is our experience that if any ministry or its workers focus on worldview issues before experimentally understanding the power of the Cross-, these workers could actually lead the Church away from the Truth.

Fold 2: Discipleship and Training Our primary objective is to equip individuals for building up the Body of Christ and to assist in empowering men, women, children, and families to have a greater impact on the communities they serve. This is accomplished by providing Christ-centered, Biblebased guidance and training that focuses on issues pertaining to the indwelt Christian's identity in Christ. We press forward to show individuals their freedom from enslaving mental, emotional, and spiritual conflicts by placing a special emphasis on IDENTITY MATTERS. The counseling style is direct, honest and truly biblical. communities they serve. This is accomplished by providing Christ as Life Bible centered guidance. We press forward to show individuals their freedom from enslaving mental, emotional and spiritual conflicts by placing a special emphasis on IDENTITY MATTERS. The counseling style is direct, honest and truly biblical. Each ministry session is designed to provide the client with an experience that centers upon the integration process of strong biblical Truth, faith, and what IOM coins as Transformational Biblical Worldview & Exchanged Life Development. The indwelt Christian will become more established and pronounced in their Christian faith and become acutely aware of their self-life behavior and how it wars against the Word of God. We discover this in the Profile of Man: This counseling/discipleship is offered to all - Christians and non-Christians alike. It is particularly helpful for those interested in learning how to effectively use the Word of God in a discipleship/ministry setting, in gaining personal help, as well as furthering oneself in the equipping process of being a minister of the Gospel. This is a perfect intern environment for undergraduate and graduate students.

IOM Exchanged Life Global Initiative OBJECTIVE: Our primary objective is to equip Christian leaders for building up the Body of Christ, and assist in empowering men, women, children. We give special emphasis to the local church by communicating the power and potential of the Cross. This is accomplished by providing Christcentered guidance, training and Christ-as-Life discipleship and counseling. We press forward to show individuals their freedom from enslaving mental, emotional and spiritual conflicts by placing a special emphasis on IDENTITY MATTERS. The counseling & teaching style is direct, honest and truly Biblical.

OUR TARGET: Our primary aim is to assist Indwelt Christians nationally and internationally to effectively disciple, leads, and equip the Church, the Body of Christ with who they are in Christ. It is our goal and objective to unite Exchanged Life workers throughout the world who teach and practice the principles of – “Not I but Christ.” This will be accomplished through our new Exchanged Life Global Initiative, which will make use of modern technology, existing Exchanged Life workers, and by applying the IOM mission objectives.

FORM OF BUSINESS: IOM America is a 501(c)3 non-profit corporation and has been in business since the late 2000.

MINISTRY HISTORY: God introduced me to Dr. Charles Solomon in the late 1970's. A friend and coworker placed a book on my desk that he obtained from his sister while visiting in Denver - The Handbook to Happiness. Just seeing the graphics on the cover created a "wanting" to read it, but I had a problem - I was functionally illiterate. Here I was, 21 years of age, keeping this secret, and faking my way through life. After confessing my problem to my soon-to-be wife, Jane, she began to teach me how to read by using the Word of God. Knowing that this "exchanged life" book contained my answer as the liberating key to unlocking my secret struggle, I pressed on to find a way to read the book. This was the first book I had ever completed, start to finish! That was in 1979 and little did I realize how Dr. Solomon's book would be used by Christ to change the course of my life! After having my life changed by the Holy Spirit through this book, I packed up my family in 1981, moved to Denver (from Iowa), went through the Grace Fellowship International (GFI) Intern training program, and came on staff.

After a few years of being on staff at GFI in Denver, I was given a challenge to start an Exchanged Life Retreat Center in the mountains of Colorado, which ultimately led my wife and me to start our own Exchanged Life ministry. After years of ministering the Exchanged Life, God opened the door to kindle afresh my relationship with Dr. Solomon. God puts Dr. Solomon and me together to discuss the idea of "coming back to my GFI roots." That being an obvious decision, our ministries immediately began to explore the idea of The Exchanged Life Global Initiative – an idea I initially proposed to the White House for their Faith-based Initiative. During my correspondence with Dr. Solomon, he shared with me that he believed God put it upon his heart that the two of us were to integrate our life services. We met and both of us began to pray. One year later, I was struck down with a virus that went to my heart, throwing me into heart failure. Two years later, the cardiologist gave me such a positive report that it appeared I would be "bouncing back." This opened a fresh and new opportunity to adapt the Faith-based Global Initiative to fit our new objectives. The plan came as if a river of life and to my joy, the leadership of GFI & IOM America embraced it. It was during this time, God reminded me that the plan He had given me during my previous stint in politics was actually for His Church - specifically the Exchanged Life workers. Since June of 2011 to date, our worker list has grown from five to 36. Our network as of October of 2012 contains 1,803 Christian leaders. We have over 100’s of ministries looking forward to the benefits of IFEL membership. Our readers list has grown from eighty-five to 15,000+ in just a few short years. To bring you up-to-date, the Boards of GFI and IOM America have agreed that the Exchanged Life Global Initiative and the International Fellowship of Exchanged Life is to be hosted and managed by IOM America. Jane and I are excited and thankful as we wait and watch God reveals His next step in this process. FAMILY LIFE: I have been married for 35 years to my beloved wife Jane and we have three grown children, Abigail (married to Quintin Eason), Elizabeth (married to Nathan Ford), Jessica (in waiting) and seven grandchildren. My entire family is dedicated to the institution of marriage, family and child development. Our focus is on providing ministry tools needed to raise the “next generation” with a mind-set of identity in Christ matters in all aspects of life. We are active supporters of the multi-generational faith principles stated in Deuteronomy chapter 6 – God’s simple command to Moses to teach the Word of God diligently to the children, as well as generations to come. MINISTRY EXPERIENCE: My experience includes being a discipler, consultant and teacher who has been in the peoplehelping field for over 36 years. My generic experience includes social work, care & guidance for the handicapped, family/child specialist, mentorship, small group leadership, in-patient care, leadership development, politics, on-line commentating, author and pastoring.

Even though I do NOT put much stock in certifications and degrees, I hold a Bachelor’s degree in Psychology, Masters in Counseling Psychology and a Doctorate in Ministry. The heart of the ministry of my calling is grounded in the root principles of the Exchanged Life – Not I, but Christ. My daily joy and excitement in the New Covenant Life of Christ through cocrucifixion is what compels me in my relationship with my Husband, Jesus. My dedication to restoring the hearts of fathers to their children and children to their fathers is unmoving (see Malachi 4:6). My devotion to the message of the Cross-is unwavering. I have made a lifetime commitment to the Lord to carry forward the work of the Exchanged Life, primarily through uniting workers of the Exchanged Life – past, present and future. MINISTRY PRINCIPLES OF APPLICATION The principles of IOM America International are:      

We will work to build strategic alliances with churches, missionary organizations and Parachurch ministries in states and countries where we presently provide services.

PLACES OF FOCUS During our planning phases, IOM shall focus primarily on regions of the world that are open to our message and methods of equipping.

PROJECT VISION IOM America’s vision for our project is to reach the Body of Christ, the church, with the fuller message of the Cross-, and to train her in equipping others in advancing the work of Jesus Christ.

PROJECT MISSION Our mission is to equip the Church, and its leaders, with the tools and training needed to provide transformation and equipping methods by making use of Exchanged Life models used by workers world over.

PROJECT RESOURCE PRIORITIES During the planning phases of our project, we shall allocate approximately one-third of our resources to providing a system of structure to unite Exchanged Life workers worldwide. The remaining two-thirds of our resources shall be allocated more or less equally to the other primary outreach services.

PRIORITIES OF TARGET GROUPS AND STRATEGIC ALLIANCES Our said priorities among target groups shall be determined by the need expressed in requests for the services provided by IOM. We determine to provide 80% of our services to our target groups through strategic alliances for greater effectiveness, efficiency, and accountability. This will be accomplished primarily through our new online networking services and training. During our planning phases, we shall provide 20% of our services to local and national interest groups and individuals.

PROJECT PRIORITIES OF PLACES IOM team will subdivide the entire world into regions of focus. Each region will be given a numeric priority label to assist our workers in accomplishing our newly established corporate goals and objectives. Each region will be assigned a Regional Director and a primary local Page 12


Church to become our home-based “hosting”. All regions will be subdivided into countries, states/territories and cities. As this network grows, Site Directors will be assigned to each of those categories.

INDICATORS OF RESULTS AND STRATEGIC GOALS We have not identified indicators of strategic results at the outset. Once itemized, each region will be assigned key indicators of success and progress. These indicators and results will be monitored and measured through monthly webinar meetings based at IOM headquarters. During our first year of our planning phases, we shall identify the indicators of results and success that will allow us the benefit of measuring and monitoring our overall objectives and strategic plans for our regions and target groups. During the second year of our planning phases, we shall establish specific and measurable strategic goals for each of our Regional and Site Directors based on the indicators of results that the IOM planning team deems appropriate. Strategic goals are to be the results IOM hopes to achieve in meeting the needs of our target groups, individuals, staff and volunteers. The primary reason this cannot be done now is that strategic goals require interaction with Regional and Site Directors, staff, and volunteers in the field. A critical component of the strategic plan cannot be completed in the first year, since the plan requires a process of identifying indicators of results and an analysis of the results of the goals accomplished by the IOM workers within the first year.

PROJECT CRITICAL SUCCESS FACTORS Critical success factors form the bridge, or links, between the strategic plan developed by the IOM Board and the Ministry Host, and the tactical plans prepared by the staff during the first year. The above cannot be successfully accomplished until the Board of Directors is trained in proper Board governance and appropriations. This will require Board training within the first eighteen months of the proposed Strategic Plan offered by the IOM leadership team.

IOM’s Marketing Plan Market research: IOM has been conducting marketing research in the critical areas that would promote our success with our Global Initiative. We have conducted pilot programs in the arenas of social networks, mobile apps, e-mail services, blogs, third party media management libraries, online purchase applications, online bookstores/ download centers, webinars, online meeting applications, website hosting, podcasts, and other relevant applications that would form an effective launch. These tests conducted over a 1-year period resulted in a very high rate of success. Many of these marketing research results were obtained through the process of evaluating nonprofit behavior and successes in publications, ministry profiles, Christian journals, magazines, demographic profiles, online publications, websites and personal interviews. The result of our research tells us that IOM should make use of all the above stated venues of applications. Without question, we believe in the investment of time, effort and monies toward these resources in order to accomplish our Global initiative. Finally, we gathered data from traffic count at our blog sites, websites, e-mail services, snailmail, media applications, social networks, mobile applications, text messaging, and online purchase portals. We did significant work in profiling and identifying our target groups, potential partnership organizations and those who may consider us their competitor.

ECONOMIC FACTORS: 

Non-profits are facing a downward trend in donor dollar. This downward trend needs to be addressed head on. IOM would tackle this trend by re-appealing to our corporate leaders and the private sector for the need to continue to support ministries to finish the great commission of Jesus: “go into all the world and make disciples.”

The total market place for IOM is the entire world. The need for the leaders and Body members to understand and embrace the message of the Exchanged Life is massive. We estimate that only 10% of the entire population of the Body of Christ experiences and understands the reality of living the victorious Christian by way of appropriating “Not I but Christ” (Galatians 2:20).

Even though IOM cannot obtain the exact percentage of influence we have on the Body of Christ at large, we have made rough calculations of thousands of churches, ministries, counseling centers, discipleship programs and authors that do what they do because of many of the Exchange Life teachers we presently network. That puts IOM in the lead in regard to influencing the world with the distinctive Cross-oriented message entrusted to us by God.

Presently, IOM has ministry developments in 89 countries, 5 International Regional Directors, 17 Site Directors and hundreds of trained workers ready to assist us in Page 15


fulfilling our new Exchanged Life Global Initiative. This demand places a significant burden upon our shoulders to financially support their efforts, provide ongoing training for their leadership, and connect each Director to the home office through innovative communications. The financial need this has created has moved us to appeal to a larger donor base. 

Church studies prove that ministries that provide interpersonal ministry like discipleship and counseling are on the lowest end of the donor dollar. Organizations that feed the hungry, cloth the naked and build the churches that house our target groups are the charities that receive the lion’s share of donations. We are very aware that our ministry will need to make use of the most up to date methods of donor awareness available to the market place. This endeavor is costly and challenging to say the least.

The growth potential for Dr. Phinney’s vision is now being realized after over 35 years of ministry. We see the need for this message even more than ever before. With the church moving toward an increasingly watered-down and lukewarm condition, the message of the Exchanged Life is desperately needed.

The following is what we have determined to be barriers in accomplish our stated mission:         

Products IOM America has a host of materials available to the public. Dr. Phinney has published well over 200 online articles booklets, and has just finished his second book – plus, IOM is home to many other authors that promote the message of the Exchanged Life. The ministry has an online bookstore, download store and in-house publisher (Exchanging Life Publishing).

Niche What makes us different from most ministries is our focus on the message of the Exchanged Life as integrated into a short-term, strategic, transferable counseling model. It is estimated that well over 90% of all churches and ministries alike focus their efforts on salvation and church programs. IOM is unique, like many other Exchanged Life ministries, in the respect that our focus is not only on discipling others, but doing so with the message of identification with Christ in His death, burial, resurrection, and ascension in their various spheres of influence, so that all may know Christ as Savior, Lord, and Life.

Marketing Strategy Our marketing strategy is primarily directed toward our new website, Exchanged Life ECommunity (International Fellowship of Exchanged Life) and our vision to establish an on-line school that unites teachers worldwide. Promotion: We will promote our efforts through e-blast, e-mail services, e-ads, mailings, faceto-face presentations and event announcements. Ministry to pastors can be cultivated through denominational leadership, pastoral web sites, targeted care and counseling, and resourcing organizations that help struggling leaders.

Ministry Financial Statement 1. IOM belongs to the Kingdom of Heaven. We understand that our ministry is just a small portion of the Father’s Vineyard, but we believe we hold a significant mission. We commit to our donors to use all funding to promote the work of the Kingdom. 2. IOM commits to avoiding a buildup of a “nest egg” of material possessions and/or finances. We endeavor to keep our ministry efficient and functional. Our staff and volunteers are consistently reminded of this principle in their ministry and personal lives. 3. It is our goal to provide our materials at affordable prices. 4. We have no counseling fees established for individual, family, or group counseling that take place at IOM. If the counselee is unable to contribute a pre-established “suggested donation,” our clients can apply for assistance from a designated donor. We commit to never turning anyone away for financial reasons. 5. Our speakers do not charge for consultation or public speaking. We will accept honoraria only when offered. 6. Any, and all, contributions given to special projects (with the exception of staff salaries) will be used exclusively for its designated purpose, unless the Board of Directors decides otherwise. 7. It is of highest priority that IOM’s service providers receive their payments promptly. Therefore, it is our belief that all operational costs are to be paid before executive and staff salaries. 8. IOM commits not to “go into debt” for any reason, except for corporate real estate property. All purchases are made by existing funds. Credit cards will only be used Page 17


when payment in full is made on a monthly basis. No loans will be secured for ministry needs. 9. IOM commits not to participate in any type of multilevel marketing plan. We understand that many individuals, families and churches/ministries use such programs to supplement their income. We believe these programs tend to take advantage of relationships and focus on wealth. 10. We are committed to making use of funds in the most conservative way. All purchase requests will be evaluated based on needs and cost effectiveness, without jeopardizing quality. 11. IOM will not use desperate pleas and fancy deceptive fundraising techniques to raise money. We believe God is the provider of our every need. We also understand that asking with the right motive is critical in receiving blessings from God. Therefore, IOM will inform interested individuals/groups of the present and future opportunities available within the ministry. We will make use of "Donation" opportunities on our websites, printed materials, and any other resources available. 12. We pledge to pray through all major purchases before moving ahead. IOM’s founder and Ministry Host are committed to regular prayer over the ministry, its finances, supporters, staff, clients, and volunteers. 13. It is important to keep IOM connected to its humble beginnings. We make use of community resources to accomplish our mission. This is primarily done through our volunteers. Daily, we are thankful for our small group leaders, lay counselors, church representatives, internet technicians, editors, and our Board of Directors. 14. We issue tax-deductible receipts for all funds and materials donated. 15. IOM will not sell, rent, or give our mailing list to anyone. 16. We believe that those interested in donating to our ministry should give to their local church first, before considering giving to IOM. This is a guideline our staff, volunteers, and Board Members are strongly encouraged to maintain. We ask that our supporters do the same. Giving to IOM should not be in place of, but in addition to, substantial giving to one's local church. Most of our support comes from individual donors. Because IOM is actively involved in serving churches, we welcome being included in church mission budgets. 17. IOM realizes their donors give out of sacrifice and a sincere desire to invest in God's work. We consider each and every gift to be a special contribution from God. Therefore, we manage all gifts prayerfully and with a heart of integrity. 18. IOM’s finances are carefully monitored by a CPA on a regular basis. Our CPA will readily provide a financial overview of our expenditures, including staff salaries and benefits, and other distributions of funds to anyone upon request. Outside of the personal financial records of staff--which are confidential--all of the ministry’s finances are an open book.
