Two people were last night being quizzed by detectives in connection with the murder of 24-year-old Andrew Baptist. During a police operation early yesterday morning, officers arrested the pair – one in West Bay and the other in Newlands. Mr Baptist was the second murder victim in the space of two days back in September. Five young men were shot dead in a little over a week. Robert Bush was the first victim, followed by Mr Baptist. Preston Rivers also died in a hail of bullets and Jason Christian was shot dead, all in the West Bay area. A fifth victim, Asher McGaw, was killed in East End. Since then only one person has been charged: Chakane Jameile Scott who is accused of murdering Mr McGaw. Yesterday a spokeswoman for the RCIPS said: “Two men have been arrested and are detained in police custody in connection with the death of 24-year-old Andrew Baptist.”

Ganja found at sea Five men are in police custody and more than seven hundred pounds of Ganja has been recovered following a high speed sea chase. Shortly after 2am on Tuesday officers aboard Marine Vessels Niven D and Tornado were conducting maritime border patrols along the south coast of the island. Upon checking the coastlines near the Pedro bluff area, officers

observed suspicious activities at sea. The officers investigated what they initially thought might have been a transfer of contraband at sea. Upon investigating further the marine vessels observed a vessel speeding away. Five males (all Jamaican nationals) are currently in custody along with the seizure of 785 (seven hundred & eight five) pounds of ganja.

Duppies (“Ghosts”) is the name of a new scary movie, shot in the Cayman Islands using local actors. It is the very first movie that Phil Eckstein, who wrote, directed, and produced the movie, has ever made. Although he has written three novels before, as well as a screenplay for last year’s Zombie Driftwood movie, making his own movie from scratch was really a completely new area: “I’ve never really liked cameras. All I’ve ever done before was videoed nephews at Christmas time - that kind of thing,” Mr. Eckstein says. Mr. Eckstein felt inspired, after talking to Cinematographer Dave McWhinnie: “I got a lot of time to sit and talk with him on the set of the Zombie Driftwood movie.” He said, “If you want to do it then just do it.” And that is exactly what Mr. Eckstein did. “The concept for the movie came from me and my wife sitting at home one night. We heard this noise in the other room and, just like everybody does we said, ‘What was that?’” he recalled. “Then I got thinking about how many times you think you heard a noise, or you saw a shadow go by. I started using the ‘What If?’ theory - saying, ‘Well, what if there is

somebody in the house? What if the owners got killed in the house? And I just kept going with the ‘what ifs’ until I got a story idea in my head and I started writing. “The whole thing was shot on a budget of CI$2,750. All the people in the movie had regular jobs so we shot it at the weekends, and it took about a month. “Everybody wanted to do it. That’s what made it fun and interesting and that’s how I managed to get it done so fast and at such a low cost,” Mr. Eckstein said. The movie is all about a young couple who buy their dream home in the Cayman Islands, but it doesn’t take long before strange things start happening. When they start doing some research on the property they find that the father and daughter disappeared after the

mother was accidentally killed in the house. “They come to find out in the end that the father and daughter still occupy the house. It leads to a final confrontation between the father and daughter and the new owners,” Mr. Eckstein said. Mr. Eckstein believes that the movie came together so well because he believed in it: “You have to do something that you enjoy doing because you’re never going to please everybody,” he added. The premiere of Duppies takes place at the Prospect Playhouse on 15 November. Tickets cost CI$10 and are available from Cayman Box Office, telephone 9250760, or by emailing duppies@hotmail.com. Chinese to aid Jamaica KINGSTON, Jamaica — Dozens of doctors and nurses fanned out from a Chinese navy hospital ship to treat poor Jamaicans as part of a global humanitarian mission to portray China’s rapidly growing military as a responsible power. The People’s Liberation Army’s 584-foot-long (178-meter-long) Peace Ark carries more than 100 medical volunteers who provide free surgery, CAT scans, eye care and other procedures. The floating hospital was launched three years ago and is making its second foreign trip, the Chinese Embassy said. It is on a roughly 100-day journey around the Caribbean, where the United States is the largest investment source and military partner. The aim of the operation, dubbed “Harmonious Mission,” is to soften the image of China’s 2.3 million-member military and boost its ties with other nations’ armed forces. “It’s trying to use military powers in ways that are reassuring and not threatening,” said David M. Lampton, director of the China studies program at Johns Hopkins University in Baltimore, Maryland. “The Chinese have a strategy of simultaneously growing their hard power but using it in a soft way that’s reassuring and therefore doesn’t build a coalition of enemies against it.” The Peace Ark has already visited Cuba and after Jamaica is scheduled to go to Trinidad and Tobago. Chinese navy Lt. Cmdr. Chen Yong Peng, said: “Our team of medical staff is doing all kinds of surgeries and operations, nearly everything except organ transplants. “China has had a long history of relations with Jamaica and other places in the Caribbean.”

Another woman has come forward alleging sexual assault against convicted rapist Jeffrey Barnes, telling police she was attacked in the past few days, just prior to his Tuesday arrest on charges stemming from two incidents on Saturday. The woman, reporting from overseas, had worked in the Cayman Islands and was “not a tourist”, according to RCIPS Detective Superintendent Marlon Bodden “I am unhappy to report that another female has come forward and reported she had been raped by this individual.” The report, he said, had come on Tuesday, but the incident “occurred some days earlier”, although he declined to say whether the alleged attack had come before or after Saturday’s effort, attributed to Barnes, to lure an 11-year-old girl into his car in Prospect’s Mahogany Way, immediately followed by the rape of a 49-year-old woman at Admiral’s Landing. “That individual is off island,” Mr Bodden said of the woman in the latest report. “She worked here in the Cayman Islands. She was not a tourist, and we will investigate to get the exact specifics as to whether it was a rape or a sexual assault. It was reported to us today, but happened a few days ago. She was attacked while she was here,” Mr Bodden told a media gathering. Making an appeal to the public, Mr Bodden said it was “absolutely imperative that anyone who may have been approached or attacked by this individual get in touch with us.” The woman will return to Cayman “at some stage,” he said. “to aid and to talk to police” about the incident, although he declined to elaborate. Investigations were ongoing into the charges against Barnes, who has already served a prison term for raping a 16-year-old and was charged recently with an attack on a 14-year-old. Simultaneously with Barnes’ Tuesday arrest at Prospect’s Ocean Club residential complex, police also charged a woman with resisting their efforts to detain the suspect, although Mr Bodden was careful to limit his remarks. “We also arrested a female for obstructing the police in the conduct of their duties,” he said, only identifying her as “not his mother, but a young woman”. “We are assessing that avenue to see what the relationship is and we are investigating the charges of obstruction. We’ll see how far she obstructed us. If it proves that she was harbouring Barnes, we will look at those charges,” he said. Barnes himself had not resisted arrest, but Mr Bodden would not say if any weapons were involved. “Anywhere in the area where an individual is found is a crime scene,” he said, pointing out “these are operational matters, but once [Barnes] realised he was in the company of police officers, he gave up.” The arrest had cleared the RCIPS

backlog of “stranger assaults”, Mr Bodden said, although cases of ‘acquaintance assaults” remained on the register. “There are no other matters outstanding to which Barnes has been linked,” he said, nonetheless calling the series of attempts and assaults “the most outrageous case in recent times”. Police hoped to bring Barnes to court quickly, keeping him off the streets: “The criminal investigation department is quite high energy, and Barnes was an outstanding case. We hope to put the papers before the Director of Public Prosecutions with a view to getting a response.”

Probe says hockey team crash caused by pilot error MOSCOW (AP) — A Russian jet crash that killed 44 people, including an entire professional ice hockey team, was caused by pilots inadvertently putting on the brakes during takeoff, investigators said Wednesday, blaming poor crew training and lax oversight. The Interstate Aviation Committee said the Sept. 7 crash of the Yak-42 plane near the city of Yaroslavl in central Russia occurred because one of the pilots accidentally activated the brakes during takeoff and then pulled the plane up too sharply in a desperate attempt to take off. It was one of the worst aviation

disasters ever in sports, shocking Russia and the world of hockey, as the dead included 36 players, coaches and staff of the Lokomotiv Yaroslavl hockey team. The only player who survived the crash later died of burns. A flight engineer was the sole survivor. Alexei Morozov, who led the investigation, said the crew still had enough time to abort the takeoff safely at the moment when they realised that it had gone wrong. He blamed the plane’s owner, YakService, for failing to observe safety standards and adequately train the crew. The company was closed in

September by Russia’s federal aviation authority following a check that found severe violations. “The company practically lacked a proper system of flight oversight and controls over air safety,” Morozov said.

Thai flood holdouts complicate relief efforts BANGKOK (AP) — There’s no food left for sale anywhere near Thipawan Pipatkul’s house. In fact, there’s not much of her house left above the surface now that the fetid black waters have poured in. Yet, like thousands in Bangkok’s flood zones, she’s ignoring government warnings to evacuate. Instead, Thipawan and her husband are making a four-hour slog through stinking water that shines with oil and is littered with garbage as they head to dry ground in search of essentials. It is a grim routine they’ve repeated several times in the week since Thailand’s worst floods in a half century turned

their neighborhood near Don Muang airport into an inland sea. “Every time we go out, we bring as much food and supplies back as we can,” the 30-year-old mother of three said. “We have to help ourselves.” As Thailand struggles to cope with the historic floods, holdouts like Thipawan’s family are frustrating authorities who say victims’ reluctance to leave behind their few possessions is complicating an already difficult relief effort. Jeffrey Barnes was let out of prison after serving a minimal prison sentence for RAPE. His victim then was a 16 year old girl and he received a time in prison of just over a year! He didn’t waste anytime to allegedly commit the same crime again. A few weeks later, an eleven year old schoolgirl was lucky to escape this allegedly sexual predator’s vile assault. There is also a report he allegedly sexually assaulted a family member. Rape is the most intimate and heinous of crimes. Can a male judge really know what it must be like for a woman who has had this crime inflicted upon her? Time and time again rapists get a “slap on the wrist sentence”. The scars the rapist leaves behind are much worse than the physical ones. I am talking about the mental ones that last a lifetime. The victim has to endure a physical check up after the rape has been reported. She has to report it in great detail describing every vile detail of the assault. She has to relive the crime over and over again. Then when the perpetrator has been caught she has to identify him. Then the trial. The prosecutor is gentle with her but the defense lawyer can be anything but that. She can be made to feel she is the one at fault. Then the sentence. A year, maybe two and then he is out on our streets and the person lives in fear again because lightning does strike twice. It is proven by statistics that the majority of rape crimes are NEVER reported to the police. The victim does not want to have to live through all indignities I have described above. Mary Dickson, a reporter with PBS, said in 1996: “We live in a culture where we are taught that we have choices about our lives and that we’re responsible for what happens to us. As feminist author Gloria Steinem says, “If you are beaten, you’re said to have incited it, if you’re raped you’re said to have invited it. We all know that these things run very deep in the culture.” “From the time a child is very, very small, we’re teaching that they’re responsible for the things that happen in their life both positive and negative,” says C.Y. Roby, a Psychologist in Salt Lake City. “So when a rape situation occurs, usually what I see going through a victim’s mind is what did I do that was wrong.” colin.wilson@ieyenews.com

It’s not only the victim who blames herself. Society is quick to blame her as well. “Even the innocence of children is questioned,” says Abby Maestas, executive director of the Salt lake City Rape Recovery Centre. “Often times I have sat with a police officer or a client and have heard that a four-year-old girl was responsible for seducing her perpetrator who was an adult. Now what are we saying? What we’re saying is that we don’t know how to take responsibility as a society. Therefore, we will continue to blame the victim.” Rape is a devastating crime. Some women are badly injured. Some become pregnant. Some contract HIV. But the emotional trauma can be worse than any physical injury. Women who are raped have nightmares, panic attacks, waves of self-doubt, an overwhelming sense of distrust. The lives of women who are raped are forever changed. Some say they will never be the same, that it’s like dying. “I know that I will never really recover from this,” says Maggie (a rape victim). “The impact will always be with me and I will never trust the same way and I know I can’t even be tested for HIV for six months. So I have to even keep that in mind. I’ll never be able to get away from this.” Why, then, don’t the sentences fit the crime? In my immediate family, one member was raped and the other managed to escape the perpetrator. In both instances they were asleep in their own homes when the fiend broke in. Neither women was the same again. Both had a knife brandished at them. The rapist was convicted in the case of the first family victim but received a one year sentence and then after three months was let out on a technicality. He immediately raped someone else and received another ridiculously small sentence. The man who attempted a sexual assault on my second family member was finally caught – after he had raped someone else. There are conflicting statistics out there as to whether rapists are likely to repeat the same offence again. However, when they do, shouldn’t we make sure it is a very long time before they do it again? Jeffery Barnes was already wanted for another criminal act when he raped again. The man is sick. Keep him locked away until he is cured. And the cure may be never.

UK relationship needs to change

Variously claiming that ”this country is dying” and “McKeeva has fooled us again”, speakers at Wednesday’s North Side community meeting sought to alert residents to the position of the Cayman Islands with regard to Britain. Called by North Side independent MLA Ezzard Miller, the meeting featured Leader of the Opposition People’s Progressive Movement (PPM) Alden McLaughlin, and Chamber of Commerce CEO and Constitutional Commission member Wil Pineau. In the audience of more than 100 were Bodden Town MLA Anthony Eden, East End MLA Arden McLean, former North Side PPM MLA and Speaker of the House Edna Moyle, former United Democratic Party Minister of Health and radio talkshow host Gilbert McLean and former independent political candidate Derrington “Bo” Miller. The meeting, called to discuss a range of issues, focused chiefly on pending London talks with Premier McKeeva Bush and the Foreign and Commonwealth Office (FCO) seeking to redefine the relationship between the UK and its 14 Overseas Territories. Sadly, Mr Miller said, the public had only until tomorrow, 4 November, to offer opinions to the FCO before the consultation closes. district putting together a written submission for the FCO”, Mr Miller said, “seeing what people thought were the shortcomings in the relationship, formally dubbed ‘Partnership for Progress and Prosperity”’. “By contrast, however,” he said, “the premier had not consulted elected officials about opinion in their districts or called for a parliamentary debate. “I am disappointed with the secrecy that has surrounded this effort, and that fault lies with only one person: the premier. He has known since November 10. Why has he not conducted this publicly?” Conceding Mr Bush’s parliamentary majority, Mr Miller nonetheless said he “should give us the opportunity to stand up and articulate what you want. That denial is a serious trespass on your democracy.” Mr McLaughlin lamented the brevity of the consultation, saying, “the issue is so rushed that no one can take the time to understand what is going on and what ought to happen as far as governance is concerned.” Britain’s forecast White Paper on relations with its Overseas Territories will include questions of human rights; economic development – “how the UK views our financialservices industry and how we want to protect it,” said Mr Pineau – and the challenges of “everyday life”, according to an FCO questionnaire. Also included will be sections on politics and government; cooperation with the UK; financial management and economic planning; external

support; cooperation between territories; and the global profile of the Cayman Islands. While Ms Moyle called for Messrs Miller and McLaughlin to “hop a flight” to London to tell the FCO that Cayman has had no time to answer, Mr Miller challenged the audience with a practical – if gloomy – assessment. “Cayman is no more than a blip on UK radars, and we have to wake up and realise that we must paddle our own canoe or shut up,” he said. “The UK is concerned about how we manage our own affairs, and we have conducted ourselves so poorly in recent times. We are more than $1 billion in debt and about 2,100 people elect our premier. This is the most perilous position I have ever seen this country in. “This country is dying and depressed and we cannot wait for the elected government,” Mr Miller said. “We should come up, like, last week, with a 10-point economic plan and put together something to help small businesses where people have nowhere to turn.” Closing the two-hour session, East End’s Mr McLean lamented that “somehow McKeeva has fooled us again. Which witch is which? Ghosts, mummies, zombies, vampires, and werewolves, together with wizards, other spooky characters from films or books took to the streets over the weekend to celebrate Halloween (31st October) in style. Trick or treating has become very popular here, and the kids were out in force. On Friday evening a group of them were going around, with their moms and dads too, to all the

stores in Grand Harbour asking the store owners for a “trick or treat.” But really it was just a great excuse to show off some really cool costumes. Vader visiting Margaritaville, which had a special Halloween party. There was also a great Halloween bash at the Exchange bar in Harbour Place and at Treasure Island on Seven Mile Beach. On Monday night the real Mecca for trick or treaters seemed to be Walkers Road, as moms and dads took their little princesses, witches, goblins, and purple bumble bees around knocking on the doors, asking the residents if they wanted a “trick or treat.”

The Cancer Society has played an integral role in the kick-off and opening of our childrenâ&#x20AC;&#x2122;s Summer Camp. Their Project Coordinator, Vicki Anderson, attended our first week of Summer Camp and spoke to our campers about the importance of sun safety and using sunscreen, hats, and long clothing to prevent sun damage and skin cancer. The presentation was engaging, informative, and tailored to our young audience. It was the perfect way to set the standard for summer sun safety for our children and the entire Summer Camp. For Brac residents the dream of owning their own home has just gotten a step closer. The Sister Islands Affordable Housing Development Corporation (SIAHDC) is encouraging potential homeowners to begin the application process. The screening process considers areas like income, property ownership and family situation. The first Phase is complete with eight homes occupied on the West End site. The second phase of the affordable homes on the Brac includes 12 homes – eight for West End and four for the Watering Place sites. This current phase calls for (one) 2-bedroom and (three) 3-bedroom homes at the Watering Place location, and (two) 2-bedroom and (six) 3-bedroom homes at West End. The plans are similar to the existing homes, which are 855 sqft for a 2-bedroom home and 1,073 sqft for a 3-bedroom house. SIAHDC Board Chairman Christine Maltman encourages all

residents who consider themselves eligible to make an application. ”We have secured building permits for all 12 of the Phase 2 homes and we are presently seeking interest from suitably qualified building contractors in Cayman Brac. In addition to being able to help facilitate affordable home ownership in Cayman Brac, the SIAHDC is happy to be able to help stimulate the construction industry in the Brac.” The Watering Place site can accommodate 15 homes and the West End property has room for 30 homes. Successful applicants are essentially pre-qualified through the SIAHDC application process and then they negotiate with the bank to secure a mortgage in order for them to own their own homes and land outright. Acting Premier the Honourable Juliana O’ConnorConnolly whose Ministerial responsibilities also include District Administration said she happy that with the progression of the

development despite the many challenges the project has faced. “Given the context of current global economic conditions, I am delighted the Board has risen to the challenge of providing quality built and affordable homes under prudent financial management,” she commented. There is nothing like owning your own home Minister said, “This is life changing and is all part of growing a community, a family and becoming good and productive citizens of these islands. I am pleased that we in Government can do our small part in helping citizens to realise their dream,” the Brac MLA Deputy Premier said. A man, however mild, demands in a home at least a pretense of fixed hours and regularity; only a household of women is capable of no regularity at all, of changing the serious dinner hour capriciously, and even giving up dinner altogether. Only a household of women has sudden inspirations as to journeys and departures within the hour; brings forth sudden ideas as to changes of route while actually on the way, and a going southward instead of westward, with a total indifference to supper. Helen’s present whim was Anne. “I want you to spend part of the holidays with me,” she said, a few days before Christmas. “Come on Monday, and stay over New-Year’s Day.” “Oh, I can not,” said Anne, startled. “Why not?
