Welcome to the fourth annual Centre County Community Super Fair, to be held from 10 a.m. to 2 p.m. on Saturday, October 7, at the Nittany Mall in State College. This year, we have moved Super Fair to Nittany Mall to further showcase all that Centre County has to offer! The fair is designed to create a one-stop event for all ages and needs, with information about how local agencies and the community can help each other. However, many people don’t take advantage of these resources because they don’t know what type of help is available, who to call or how the assistance will resolve their problems.

In addition, many people want to give back to the community, whether by volunteering their time or donating money or goods, to become a part of the solution. However, they can be overwhelmed with the number of agencies to choose from. All of these factors drove us to create a county-wide community event that will highlight all of the above, and do so in a fun, relaxed and creative way. One hundred agencies & organizations will be represented at the Super Fair. Many vendors will be providing a variety of health-related screenings, giveaways and fundraisers, along with an overview of their services. Informative presentations will be held starting at 10 a.m. at the Active Adult Centre Region Senior Center next to Sears and include topics about Veterans benefits, Medicare updates, free healthcare services, estate planning, treatment for opioid addiction and a session on healthy cooking! A variety of musical and dance performances will take place at center stage, the Alliance of Heroic Hearts Superheroes will be on hand throughout the mall to interact with kids and adults alike and Home Depot will provide a kids workshop with projects to tackle! From birth to aging, in-home services to residential and living facilities, community nonprofit agencies, medical agencies, basic needs and community connections; we believe everyone will find something for them at this great community event. This guide provided by The Centre County Gazette will be available at the event and throughout the county as a continued resource throughout the year. We truly believe everyone can be a superhero, by donating time, empowering themselves, contributing to an agency or simply helping others. Meet our Super Fair Presenters Elizabeth A. Dupuis
Betsy Dupuis is a shareholder of law firm Babst Calland. A native of Centre County, has practiced law in Central Pennsylvania since 1997. Her practice focuses on real estate transactions, business planning and formation, commercial and contract litigation, estate planning and administration. She is also a licensed Title Agent in Pennsylvania and conducts residential and commercial real estate closings through MidState Closing Company, a Babst Calland affiliate. Prior to work with Babst Calland, She worked with a local State College law firm for 8 years. Among other honors, she was recognized by Leadership Centre County with the Community Leadership Association’s Distinguished Leader Award. She serves on the boards of the Centre County United Way, the Centre County Chamber of Business and Industry (CBICC), the Central Pennsylvania Risk Management Association, the Friends of the Palmer Museum, the Pennsylvania Builders Association, and the National Home Builders Association. She also provides pro bono legal services to Habitat for Humanity of Greater Centre County, State College AAUW and the Collaboration of Arts, Social Sciences and Education. Kristi Mattzela, MSW, LSW, is the Clinical Services Director for Centre Volunteers in Medicine. Kristi holds an undergraduate degree in Human Development and Family Studies from Penn State University and a Master’s Degree from the University of Pennsylvania. She has worked in Child Welfare, but has spent the last 16 years in Medical Social Work. Kristi provided HIV/AIDS prevention/ education to at risk populations prior to joining Centre Volunteers in Medicine (CVIM) at its inception 14 years ago. Kristi has worked as a case manager, dental assistant, dental coordinator, and case management supervisor prior to becoming the Clinical Services Director 8 years ago. Kristi oversees all 4 service areas of CVIM; medical, dental, case management, and medication assistance. Article on page 30.

Karlene Shugars is a program specialist with the Centre County Drug & Alcohol Office. She has over 20 years of experience working to help individuals with concurrent substance use disorders and criminal justice system involvement. Her professional interests include drug trends and subcultures, the neurobiology of addiction and recovery, and advocacy efforts to lessen the stigma surrounding addiction, mental illness, and inmate reentry. Jane Taylor worked in the area agency on aging service system for 38 years, retiring from Centre County Office of Aging in 2013. Currently she serves as a volunteer with Centre County Office of Aging in the APPRISE health insurance counseling program. She is also a volunteer board member of Housing Transitions, a homeless shelter and housing assistance program in Centre County. She is a member of the Board for Albright Care Services. Jane is a volunteer docent at the Bellefonte Art Museum for Centre County and an active member of Grace United Methodist Church in Centre Hall. She graduated from Penn State with a B.S. in Individual and Family Studies.

Jane Wilson has studied in the fields of education, psychology, human development, nutrition science and spiritual development and practice. She has over thirty years of experience in the fields of Health and Human Service Program Development, Evaluation and Management; Counseling with an emphasis on working with Children, Teens, Women and Individuals/Families with Chronic or Terminal Illnesses; Adult Basic and English as a Second Language Education, Skills Assessment and Curriculum Development; Healthy Cooking and Nutrition; Gardening and Composting; Conscious Living and Ethics, and Spiritual Practice and Direction.
Brian retired from the US Navy in 2006 with over 26 years of service. He became the Director of Centre County Veterans Affairs in September of 2014. Brian lives in State College with his family.
Today, Jane’s primary interests are in creating and sustaining a healthy lifestyle and world. Jane enjoys teaching and sharing healthy living, cooking and eating with the local residents of our State College community, and teaching English as a Second Language to, and sharing cultures with, our community’s international residents and visitors. Jane also speaks to organizations on healthy living and the ethic of conscious living and counsel individuals seeking to develop these goals and values for themselves.

The Central Pennsylvania Dance Workshop (CPDW) is a non-profit dance studio located at 101 South Fraser Street in downtown State College. Founded in 1969 by LaRue Allen, and under the direction of Jill A. Brighton since 1994, CPDW continues to provide the highest caliber dance training to our students in a broad range of classes for both children and adults. We are delighted to maintain a tradition of almost 50 years of bringing quality dance instruction to the Centre Region. CPDW runs of a semester system, but accepts registrations ongoingly. Class schedules can be found on our website www.cpdw.org. In addition to our regular slate of dance classes (ballet, modern, jazz, tap, hip hop, musical theatre dance) and traditional performances in venues like the State Theatre, CPDW welcomes opportunities to explore other dance styles and alternative performance sites. Part of CPDW’s mission is to share our dance in community outreach programs such as the Super Fair. In preparation for the second annual Olde World Festival at the Boal Mansion (Sunday, October 8th), we have assembled several traditional European folk dances that will be performed by CPDW students and faculty. Centre County Government is committed to working with, assisting, and providing necessary services to our residents. With regard to human services, Centre County Government believes in an integrated, person-focused approach to ensuring the services necessary to assist individuals and families. Centre County Government is fortunate to have a strong network of providers located throughout the county to help implement this plan of action for our residents. Centre County Office of Children and Youth Services (CYS) (814-355-6755) furnishes social services to children and youth and their families throughout Centre County. CYS works with families in which there are issues relating to the safety and well-being of children and/or youth, with the goal of identifying problem areas and dealing effectively with them to resolve the difficulties. In a case of suspected abuse or neglect of children, the

office determines if the allegation is true and takes the necessary steps to protect the child. Placement services outside of a child’s family are available if parents are unable or unwilling to provide care for their children and there are no other feasible alternatives. Centre County Office of Adult Services (814-355-6768) provides and monitors services for low-income adults, including the disabled population, ages 18-59; including the disabled population and low-income families. Many programs under the Office of Adult Services can also serve residents 60+ years of age. Adult Services works on behalf of individuals and families who need assistance to meet their basic needs, to work on improving their lives and protect those at their most vulnerable. Services may include: transitional housing, housing case management, food security, basic needs case management, money management, rental assistance, and homemaker services. The office also strives to connect people to the available resources in our community. Services are provided throughout the county by a network of agencies working together. Centre County Office of Aging (814-355-6716) serves as the Area Agency on Aging for Centre County. Aging assists people 60 years of age or better by assessing their needs and referring for appropriate services and to assist individuals to remain independent in the least restrictive environment. It provides the following services: health insurance counseling for Medicare recipients, senior resource center services at six locations throughout the county, home-delivered meals, investigations of abuse, neglect, exploitation, or abandonment of older adults, long-term care ombudsman services, nursing home transition services and care management services. Aging provides some funding to outside organizations to provide personal care services, transportation, adult day services, and legal assistance for those who qualify. All services are designed to support consumers & families, eliminate stigma and to facilitate independence and inclusion. The Drug and Alcohol department provides community based comprehensive prevention, intervention, treatment, and recovery support services for individuals with drug and alcohol use/abuse issues regardless of race, religion, sex, age, national origin, sexual preference or disability. Services are confidential and designed to support individuals and families, to eliminate stigma, and to facilitate independence, inclusion, and recovery. Early Intervention provides services to children age birth to three who are at risk for or are experiencing a developmental delay. The services provided through Early Intervention include but are not limited to service coordination, speech therapy, physical therapy, occupational therapy, special instruction, vision therapy, hearing therapy, and nursing. Early Intervention builds upon the natural learning which occurs in those first few years of a child’s life. Centre County Office of Transportation Services (814-355-6807) provides transportation services to clients of Centre County Government and other social service agencies, and also maintains the county’s vehicle

fleet. Centre County transportation is a “shared ride” door-to-door demand-response service. It can provide “lift van and car” service to the physically challenged as needed. Physically challenged passengers must inform the Office of their need to utilize the lift van or car every time they schedule an appointment. Several days’ notice of reservation for the lift van or car is highly recommended. Centre County Veterans Affairs Office (814-355-6812) answers both specific and general questions from veterans and their dependents as well as the general public regarding matters related to veterans. In addition, the Veterans Affairs Office discusses, submits applications, and advocates for all related benefits to which veterans and their dependents may be entitled, such as: compensation and pension, hospitalization and out-patient care, education, home loans, insurance, special housing and automobile grants, and numerous other benefits provided by the VA or other Federal, State, County, or local agencies and organizations. Veterans Services also refers the County’s veterans and their dependents to other agencies and organizations that might further assist them in solving their problems or answering their questions. As soon as you think you have finally mastered how to use your new smartphone or computer or some other electronic gadget, the latest model is released that’s even better! Understanding and learning how to make the most of your smartphone, laptop, or tablet can be a challenge. Schlow Centre Region Library — yes, the library! — offers great resources for anyone wishing to become more familiar with their electronic devices. Library patrons can sign up for free one-hour personalized technology help with a member of the library staff. Some of the topics that can be covered include setup of tablets, phones, and eReaders; basic computing on Mac and PC laptops (especially is you’re switching between the two); how to use library services for eBooks and eAudiobooks; digital-photo management; suggested apps to make mobile devices work for you; and recommendations on tech products to buy or give as a gift. While the staff can’t fix broken hardware, viruses, or hacking situations, just about any other question or
problem you have with your electronic gadgets can be discussed. “There is a misconception that everyone knows how to use a cell phone and has a data plan,” says Amy Madison, Schlow’s adult services librarian. “We’re seeing people who want to get started but don’t know who to ask for help or how much they’ll end up paying. That’s why this service is free.” To sign up for this one-on-one help, patrons simply need to call the library or e-mail the library’s reference desk to set up an appointment. Sessions can be scheduled for anytime when the library is open and there is someone available. When making the appointment, patrons should describe what they need, and when they come for the sessions, they should bring their device. “We geek out about this stuff and love the troubleshooting, searching, and discovery that solving these issues can often require,” Madison says. “Ultimately, helping people use mobile devices isn’t Gadget — page 34

Veterans Affairs Benefits By BRIAN QUERRY Director of Centre County Veterans Affairs
So you are a veteran, surviving spouse of a veteran or a family member of a veteran that has questions about veterans’ benefits. The Veteran’s Affairs web site (www.va.gov ) is a great place to start if you have internet access. If you go on the web site, you will be able to find information on everything, but if you don’t know what you are looking for or don’t have internet access, it can be overwhelming. For this reason, I recommend that in addition to doing your own research always contact an accredited Veterans Services Officer with questions or prior to submitting a claim to the VA. In order to receive accreditation, Veterans Services Officers or VSO’s are required to go through training and to complete annual training to maintain their accreditation. They work claims day in/day out and in many cases have access to files and hotlines that are not available to the public. The Veterans’ Affairs Office in Centre County has two accredited Veterans Services Officers, Roger Elling and I. We are available to answer questions and to assist

with the filing of claims. As a veteran or the surviving spouse of a veteran, you may be eligible for benefits. The vast majority of benefits depend on the active duty status of the veteran which is verified on the veterans’ discharge papers. The most common document for your active duty is the DD 214, which the military starting using in the 1950’s. It is important that you have and maintain a copy of your discharge papers. These papers give information that may help you obtain benefits available to you. If you cannot find your discharge papers, we can help you obtain them. The VA provides a myriad of benefits that cover the following areas: n Compensation payments n Pension/Survivor Pension (available only to Veterans of war time) n Health Care n Burial Benefits n Education Benefits n Life Insurance Veterans — page 34
Time to Review, Reflect, and Look to the Future By KRISTI MATTZELA, MSW, LSW Clinical Services Director, Centre Volunteers in Medicine At Centre Volunteers in Medicine our history has shown that we do our utmost to meet the needs of our community. When the very first patient entered the CVIM medical clinic on February 10th, 2003, with a dental issue, CVIM found a way to address the dental needs of the uninsured. And, when the closing of Tapestry for Health in Centre County meant that uninsured women had nowhere to go for their check-ups, CVIM found a way to take on a well-woman health program. Two years ago, with a waiting list of 250 individuals, there was a concerted effort to recruit new volunteer physicians. This, along with the implementation of the Affordable Care Act (ACA), which helped to insure more individuals, enabled us to take on new patients and for the first time in CVIM’s history, there is no longer a waiting list for medical patients. The latest County Health Rankings (2016) indicate that 12% (13,841) of Centre County residents remain uninsured. Through an increased outreach and marketing program, CVIM is focusing on getting to hard to reach individuals, within the area, who do not have healthcare. We are striving to get the word out that we are here to care for their medical needs.
Meanwhile, CVIM’s dental clinic continues to have a waiting list for patient care. Individuals on this list have gone through the eligibility process and qualify as a CVIM patient. We don’t like to report that we have a waiting list because we don’t want those in need to feel they can’t call on us. We work to treat every emergency to eliminate pain while scheduling follow-up restorative and hygiene appointments for those on the list for care. Case Managers continue to work with patients to assure that all basic needs are met. Whether the need is for insurance through the marketplace or a basic need, case managers help individuals complete applications. Mount Nittany Health’s most recent 2016 Community Health Needs Assessment identifies behavioral health as a priority for our community. As of September, CVIM will begin a program that will focus on addressing the behavioral needs of our patients. Ultimately, CVIM , our providers and friends will not rest until we make certain that all Centre County residents, and people working in our community receive access to the help they need. With quality dental and healthcare services, we enable our patients to lead happy and healthy lives as productive members of our community.

APPRISE: Helping Medicare Recipients By KRISTIN J. ZIEGLER APPRISE
The Centre County Office of Aging offers a free health insurance counseling program called APPRISE. Health care can be a complex maze to navigate. APPRISE is a free, unbiased health insurance counseling program for all Medicare beneficiaries, regardless of age, or income. APPRISE Counselors are specially trained to answer questions about health insurance and will be available at the Centre County Community Super Fair to provide objective, easy to understand information about Medicare, Medicaid and supplemental insurance. There will be a presentation on Medicare basics at the Centre Region Senior Center from 10-10:30 a.m. APPRISE can help with: n Medicare n Medicare Prescription Drug Plans (Part D) n Medicare Advantage Plans n Medicare Supplement Insurance (Medigap) n Plan Comparison n Medicaid n Screening and applying for financial assistance programs n Medicare Appeals n Long-Term Care Insurance Open enrollment begins October 15 and closes
December 7. During this time, Medicare beneficiaries can make changes to their health plans and prescription drug coverage. Beneficiaries can schedule a free appointment at the Willowbank Building in Bellefonte during the enrollment period, or check the Retired Senior Volunteer Program of Centre County’s Facebook page to find out about enrollment events that are happening throughout the county. APPRISE Counselors are also available year round to answer Medicare questions and help resolve Medicare issues. Many APPRISE counselors are volunteers who start out as concerned citizens who have a question, or issue regarding their own health insurance. Once they find the answer, they want to learn more and share what they have learned with others. Counselors receive comprehensive training about Medicare, Medicaid, Medicare Advantage, Medigap, Medicare prescription drug coverage, appeals, fraud and abuse, and benefit programs to assist Medicare beneficiaries. Volunteers fill positions as counselors, speakers, schedulers, community liaisons, and office assistants. Whether it be the cost of operating and maintaining a vehicle, a disability that prohibits the use of an automobile, or some other reason, a lack of transportation can be debilitating for an individual and family with work, shopping and childcare needs. In Centre County, we are fortunate to have many agencies and organizations available to offer quality transportation resources in assisting with this basic need, the two largest being the Centre Area Transportation Authority (CATA) and the Centre County Office of Transportation.

CATA’s fixed-route bus system, CATABUS, consists of 23 community bus routes, which provide service between downtown State College, the Penn State campus, and surrounding communities, suburban shopping centers, apartment complexes, residential areas, governmental offices, and many other special points of interest. Fare for each one-way trip is $2.00. Persons age 65 and over with a Transit ID Card and children under 40” ride free. Those presenting a valid U.S. Medicare Card or CATA Reduced Fare ID Card may ride for half the fare ($1.00). New for Fall 2017! CATARIDE CATARIDE provides curb-to-curb transportation primarily for persons age 65 and over and persons whose disabilities prevent their use of the CATABUS system. Pre-registration and a small fare per one-way trip are required, as are advanced reservations for each trip. (This service is also offered to the general public at a higher fare rate.)

CATACOMMUTE is a family of transportation services that includes the Rideshare, Vanpool and Emergency Ride Home programs, designed to provide longdistance commuters with easy and economical commute alternatives.

The Centre County Office of Transportation provides door-to-door service to individuals of human service agencies, patrons who are Medical Assistance eligible, persons with disabilities, and the general public (for a fee) who are residents of Centre County. Reservations are required by 1:00pm at least one working day in advance (preferably as soon as possible). Persons needing accessible vehicles are encouraged to make reservations as soon as possible. This is a shared-ride service that primarily serves destinations in Centre County. Passengers (MA individuals) may be reimbursed for securing their own ride if the transportation office is unable to meet their needs, and out of county medical trips are available to these individuals through a third party.

Outside of these two agencies, additional transportation options and resources exist through forprofit groups like Fullington and ZipCar, human service agencies like In Home Services of Central PA and the Bellefonte and Centre LifeLink EMS, and government offices like Veterans Affairs of Centre County. HOPE Brings Awareness to County
By KARLENE SHUGARS Program Specialist, Centre County Drug & Alcohol Office The Centre County Heroin and Opioid Prevention and Education Initiative, otherwise known as HOPE, was formed in May of 2016 with a vision of eliminating substance abuse, drug overdoses, and drug overdose deaths in Centre County. Members of the HOPE Initiative include representatives from the prevention, treatment, and recovery communities; the courts; human service organizations; criminal justice agencies; county government; and members of the community who have been impacted by the disease of addiction. From the beginning, the HOPE Initiative has sought to bring awareness of the disease of addiction to the community. In July of 2016, the first in a series of town hall meetings was held at the Mount Nittany Medical Center Galen and Nancy Dreibelbis Auditorium. This first town hall focused on identifying the problem – specifically, the national heroin and opioid epidemic and its impact on Centre County. With standing room only, there was a remarkable turnout of community members in attendance. The three town hall meetings that followed discussed topics surrounding treatment and recovery options; prevention and education practices; and the criminal justice system. Notably, the HOPE Initiative has been able to partner with organizations from each of these

In March 2017 the HOPE Initiative held a Remembrance Ceremony and Addiction Resource Fair at the American Philatelic Society Facility in Bellefonte. This event provided a setting where family members and friends had the opportunity to honor and remember loved ones lost to the disease of addiction. At the fair, a number of community organizations made themselves available to answer questions and provide information on a wide variety of treatment and recovery resources available to community members. More recently, on September 2nd, the HOPE Initiative held a Candlelight Remembrance Vigil at the courthouse annex in Bellefonte. This event was led by several courageous mothers who had lost children to the disease of addiction and who were available to provide support to others who may have been similarly impacted. Despite the inclement weather, there was standing room only. The HOPE Initiative is dedicated to educating the community about the disease of addiction and making our citizens aware of the community resources available to individuals with a Substance Use Disorder. Healthy Cooking and Living in our Senior Years By JANE WILSON Many of us, by the time we have reached our senior years, have been cooking for our selves, families and sometimes even grandchildren for many years. Many say they are tired of cooking and planning meals. And, if we are working or raising children we may feel too busy to cook and plan meals. And, yet, I often stress that our brains, muscles and bodies need much of the same nutrition over the age of 60 years as we do when we are under the age of 6 years. We need complex carbohydrates with high fiber and good proteins and a variety of fats, both unsaturated and saturated. And, depending upon our particular health issues, genes and weight and health status, our diets need to be specialized to our particular needs of weight loss, weight maintenance, healthy weight gain, appetite, energy needs, and muscle and strength maintenance, etc. In my community classes and workshops, I stress the idea of eating around the seasons. This helps us to
regularly change up our diet so as to not get bored or so our bodies do not get too used to the same foods all the time, often lowering or negatively affecting our metabolism. It also helps us with variety in our meal planning as we eat what is fresh and most prevalently available for that season. For example, I make more baked meals in the winter months and welcome in the fresh lettuces and greens in the early spring accompanied with our early spring crops of asparagus, radishes, spring peas, chives and scallions, etc. As our bounty of summer unfolds, I begin to incorporate all the lovely vegetables (carrots, corn, tomatoes, beans, cucumbers along with edible flowers and summer squash) and early fruits (like strawberries, rhubarb, and cherries, blueberries and peaches as they come along) in easy to assemble salads and simple dishes with various proteins. We also move from winter baking and roasting to summer stir-fries and quick and easy fresh meals. Healthy cooking — page 34

loosing your weight as desired, and a diet that you can stay on for life.
As the summer winds down, we enjoy the fall and winter squash varieties, hearty greens such as kale and our cruciferous friends like broccoli, cauliflower and cabbages in quick and easy soups, salads and baked dishes and stir-fries.
Many of us have experienced a new diet where we loose weight and then we slowly resume our regular diet and regain the weight and more.
I also emphasize cooking extra proteins when preparing a meal in order to be able to cook once and eat two or three additional meals without having to cook very much again for our numerous meals over a couple days. A delicious meatloaf is great the first night with some roasted vegetables, delicious the next day as a sandwich (cold or warmed), and wonderful the third day sliced and used to top a salad of delicious greens with some of your leftover roasted vegetables and a fresh balsamic vinaigrette or ranch salad dressing.
Additionally, fad diets often achieve weight loss results as they are changing up your regular diet and you body looses the weight while your body and metabolism adjusts to the new calorie amount and nutrient content (i.e. high meat/protein, high fat/low carb, vegetarian, gluten free, etc.).
We can also freeze some leftover meatloaf in slices that can be used in wrap sandwiches later in the month.
It is true that over the years as our agriculture has changed so to has our food content and the manner in which it is metabolized by our bodies, who genetically, are still trying to catch up. For this reason, I emphasize simple eating, fresh vegetables and fruit with some whole grains and healthy, varied fats and vegetable, meat and seafood proteins in sustainable and moderate amounts.
There are many diets and wonderful cookbooks, but they all do not work for everyone. It is important to find a healthy diet that works for you in maintaining or
