About the Host Chapter IIEE – State of Qatar Chapter (SQC) is a non-stock, nonprofit, non-political, non-religious organization duly recognized as an accredited chapter of the Institute of Integrated Electrical Engineers of the Philippines, Incorporated. The Chapter exists under the guidance of the Institute and in accordance with the laws of the Republic of the Philippines. IIEE – SQC was accredited as a chapter by IIEE – National Office in Manila and by the Philippine Embassy – Doha, State of Qatar in December 2005. IIEE-SQC is a professional organization of practicing Filipino Electrical Engineers in the State of Qatar whose objective and purpose is geared with the Continuing Professional Education program of the Philippine Professional Regulation Commission (PRC), and assist in one way or another in the socio-civic activities of the Philippine Embassy in the State of Qatar.

Our Purpose and Objectives • To unite all Filipino migrant Electrical Practitioners who are presently working in the State of Qatar into one dynamic chapter of IIEE • To recruit and encourage more members to join IIEE. To encourage membership of fellow electrical practicioners to join IIEE-SQC • To update chapter members on the recent development of the Institute and of the Electrical Engineering Profession in the Philippines in general • To establish a direct link and cooperation between chapter members and other international technical societies relevant to the profession • To promote the advancement of Science and Technology in the field of Electrical Engineering and to effect technology transfer through interactions and symposiums with the prominent multi-national practitioners of various professions • To facilitate the exchange of technical information, knowledge, ideas and experience for the benefit of the Electrical industry in particular and of the Philippines as a whole • To foster a sense of fellowship, brotherhood and camaraderie among its chapter members • To provide brotherly assistance to any fellow chapter members who are in the state of distress while working in the state of Qatar • To contribute and render humanitarian activities to distressed Filipino community in the State of Qatar as well as in the Philippines

About the Event 4TH MIDDLE EAST (Gulf) REGION CONVENTION IN QATAR The banners from the eight foreign IIEE chapters in the Gulf proudly exhibit once again in this 4th Middle East Regional Convention (MERC) being set as annual rotational event that returns home as the IIEE-State of Qatar Chapter (SQC) hosts the most awaited event of the year among Filipino electrical practitioners. In 2013, the IIEE-SQC took its ambitious stride when the 1st MERC had been successfully launched and likewise this year, this 4th MERC marks as the first major event since the signing of Interim Middle East (Gulf) Region formation by an IIEE National Board Resolution on September 14, 2015. Guided by the mission and vision of the Institute, this annual event was conceptualized in 2012 by the officers and advisers of IIEE-SQC under the auspices of IIEE National primed with motivation from the Professional Regulatory Commission, Board of Electrical Engineering in the Philippines (PRC BEE), Hon. Francis V. Mapile and Hon. Jaime V. Mendoza, who both tossed the idea and supported the success of the past annual MERCs in 2013, 2014, 2015 being hosted by chapters in Qatar, UAE, and Bahrain, respectively. During the 3rd MERC in 2015 at Bahrain, the chapter presidents and its respective advisers had conducted business meeting with the immediate past-president, Engr. Ma. Cristina Sheila Cabaraban, who was instrumental in the promulgation of the Interim Middle East (Gulf) Region which is represented by Engr. Robert U. Mabulay, as Adviser of IIEE-SQC and now appointed as the Interim Board of Governor for Middle East (Gulf) Region.

Glimpse of the 3- past successful convention and expectation for the 4th MERC: 1st MERC The Institute of Integrated Electrical Engineers – State of Qatar Chapter (IIEE-SQC) hosted the IIEE First Middle East Regional Convention at Regency Hall, Doha, State of Qatar on August 9-10, 2013. The event drew an enthusiastic assembly of constituents from IIEE-State of Qatar Chapter, IIEE-Central Region Chapter Saudi Arabia, IIEE-Western Region Chapter Saudi Arabia, IIEE-Eastern Region Chapter Saudi Arabia, IIEE-UAE Chapter, and IIEE-Bahrain Chapter with sponsors, speakers, special guests, and delegates of more than 300 attendees. Members and delegates from various chapters and sponsors, alike enjoyed a host of edifying seminar and exhibits, entertainment, and business opportunity meetings during the 2-day event. The 2013 IIEE National President, Engr. Gregorio R. Cayetano, with dignitaries from the PRC BEE, Hon. Francis V. Mapile and Hon. Jaime V. Mendoza, and the Philippine Ambassador to Doha, Hon. Cresente R. Relacion, graced the successful occasion.


2nd MERC IIEE Middle East Chapters from Bahrain, Qatar, Eastern and Central Regions of Saudi Arabia and UAE once again meet in the IIEE 2nd Middle East Regional Convention held in Dubai, UAE with members of PRC BEE, Hon. Jaime V. Mendoza and Hon. Francis V. Mapile, and IIEE National President- Engr. Alex Cabugao, who had attended as honourable guests of the event. The IIEE-UAE hosted the 2nd MERC in 2014, the 2-day event were nourished with Technical Seminars that cultivated the participants’ know-how with presentations of new International Codes, Qualifications Framework, and a roadmap towards Globally Competitiveness of Filipino Electrical Engineers. The interactive plenary session among participants was evenly relished with clarifications in which the 2014 IIEE National President, Engr. Alex Cabugao, had facilitated the meeting. Attendance had recorded to 200 delegates during the 2nd MERC. Whereas, the hosting for the IIEE-Third MERC was handed over from the IIEE-UAE Chapter to the IIEE-Bahrain Chapter along with the 3-regioned chapters in Saudi Arabia. 3rd MERC The Filipino Electrical Engineers in the Middle East Re¬gion, UAE, QATAR, Saudi Arabia, Bahrain and Kuwait gathered together during the 3rd Middle East Regional Convention held in Golden Tulip Hotel, Manama, Bahrain on July 17-18, 2015. IIEE’s 2015 National Pres¬ident, Engr. Ma. Cristina Sheila C. Cabaraban, together with the members of the PRC BEE, Hon. Francis V. Mapile- OIC and Hon. Jaime V. Mendoza, and the New Philippine Ambassador to Bahrain, Hon. Alfonso A. Ferdinand Ver had attended as VIP guests of the occasion. Hon. Alfonso Ferdinand A. Ver urged the participants to pa¬tronize Filipino and local restaurants in Bahrain as well as the tourist spots. He also lauded the Bahrain Chapter for its advocacy of honing technical know-how of Filipino electrical practitioners to be globally competitive. Engr. Cabaraban and Engr. Roberto Paras, Chapter President (IIEE Bahrain) led the ceremonial cutting of ribbon and for¬mally opened the 3rd Middle East Regional Convention which attracted 150 participants. 4th MERC This year’s 4th MERC will be an enthusiastic assembly of electrical engineering constituents of at least 300 delegations from IIEE National, IIEE-State of Qatar Chapter, , IIEE-UAE Chapter, IIEE-Bahrain Chapter, IIEE-Kuwait Chapter, and four IIEE chapters in Kingdom of Saudi Arabia (Eastern Region Chapter, Central Region Chapter, Southern Region Chapter, Western Region Chapter) and along with sponsors, speakers and special guests. The event will be a showcase of technical seminars, exhibits, and live entertainment, which runs the exciting occasion at City Centre Rotana Hotel, West Bay, Doha, State of Qatar on July 8-9, 2016. Dignitaries and guests are Philippine Ambassador to Doha, Hon. Wilfredo Santos, POLO-OWWA Labour Attaché - Hon. David Des T. Dicang, delegates from the Philippine Regulation Commission, and the IIEE National. The host-chapter IIEE-SQC President, Engr. Edgardo E. Estebal, and the Interim Board of Governor, Engr. Robert U. Mabulay of the Middle East (Gulf) Region spearhead the preparation and extend warm welcome to all delegates and participants.

Qatar Chapter is once again proud to be the host of the MERC, and the event’s 4th edition in 2016 will mark the second time that this regional event is held in Doha, Qatar and first after the IIEE National Board Resolution signed on September 14, 2015 the formation of Middle East (Gulf) Region as new interim region. Over the years, the Middle East (Gulf) Region Convention has continuously grown not only in total number of delegates and exhibitors but also in its stature and significance to the vibrant industry worldwide. With its comprehensive technical and poster presentations, exhibition, as well as highlevel plenary and panel sessions discussing the latest developments of the institute towards members abroad and issues in the interim region, the two-day event truly serves as an important platform for networking, knowledge sharing, and for ultimately shaping the IIEE membership future. Warmest Greetings to all my fellow Electrical Practitioners here in Gulf Region Countries as we gather here in the State of Qatar to participate to this year’s “IIEE 4th Middle East Regional Convention”. IIEE Middle East Regional Convention was first conceptualized in year 2013 with then IIEE-SQC’s Chapter President Engr. Edgar B. Bernardino, it is a great honor for me to be this year’s Host Chapter President for this prestigious event. This event led the creation of the Middle East (Gulf) Region (Interim), which is now headed by our very own Engr. Robert U. Mabulay as the Interim Board of Governor. Bannering this year’s theme: “IIEE: Soaring High towards Globalization” this event takes part to promote camaraderie within the IIEE Chapters in the Middle East Region from Bahrain, Kuwait, Regions in the Kingdom of Saudi Arabia (Central, Eastern, Western, Southern), United Arab Emirates, and the host country State of Qatar. It is also designed to enhance the professional skills and competence of our Electrical Practitioners towards global excellence.
