illsdale Elementary School will be open by the start of school in August, but construction won’t begin until later on the YMCA, Meridian library branch and St. Luke’s health center that are planned to be in the same facility. “It would have been an easier project to coordinate if we could have waited for a year before we opened our elementary,” district spokesman Eric Exline said. “But, again, the enrollment situation south of the freeway made us go, we need the school now.” The YMCA is still raising money for its
part of the facility. The Meridian Library District will need to pass a bond, which it tried unsuccessfully to do in November, to pay for the new branch. Even without the other partners open yet, Hillsdale students will have a library, a playground and a multipurpose room that will serve as both the cafeteria and the P.E. area, Exline said. The school, built for 650 students, expects to have a first-year enrollment of 475 students and fill up as new homes are built, Exline said. Here’s a look at where the other partners

f all goes as planned, Meridian will be home to Idaho’s first medical school in the fall of 2018. We reported on this in February when Gov. Butch Otter announced that the Idaho College of Osteopathic Medicine, or ICOM, planned to open next to the Idaho State University Meridian Health Science Center. The college will lease land from ISU, where it plans to build its new facility. But ICOM will be a private college, independent of ISU. ICOM is going through the accreditation process and plans to break ground in February, founding dean Robert Hasty said at the May 17 Meridian Chamber of Commerce luncheon. Of the five states in the U.S. without a medical school, three are in our region: Idaho, Montana and Wyoming, Hasty said. “It’s incredibly difficult to get into medical school,” he said. Idaho applicants do get priority for some seats in the medical programs at the University of Washington School of Medicine and the University of Utah School of Medicine, thanks to state partnerships. ICOM will serve a five-state region of Idaho, Montana, Wyoming, North Dakota and South Dakota. In accepting students, the college will give preference to residents of the region. The first class of 2018 is ex-
pected to have an enrollment of 150 students. Hasty said the new college will help Idaho prepare for the so-called “silver tsunami” of aging baby boomers requiring medical care. Idaho needs more doctors, he said. We have the 49th lowest number of primary care physicians per patient in the country. When the medical school was announced, there was concern about Idaho not having enough residency programs to train physicians during the hands-on part of their education that takes place in hospitals by Holly Beech and clinics. LOCAL NEWS Meridian market value sees 14 percent growth in 2015
T
he city of Meridian’s total market by Holly Beech value grew by 14 percent in 2015 and hbeech@mymeridianpress.com is now up to $9.8 billion, according to © 2016 MERIDIAN PRESS Ada County Assessor Bob McQuade. Of that amount, roughly $7.5 billion is taxable. The growth in market value comes, in part, from the almost 1,000 new housing units that were built in Meridian last year. “Ada County increased by 20,000 people in 2015,” McQuade told the Meridian City Council on May 3. “I’m sure you see it, as far as traffic and other demands for new services.” Sixty-five percent of Meridian’s property tax income comes from residential properties, and the other 35 percent comes from commercial properties, McQuade said, which is on par with the rest of the county. Home values saw a healthy increase last year, he said. Ada County single-family homes, on average, were valued at $204,600 in 2015. Median home values peaked in 2008 at $211,600. Distressed sales made up only 3 percent of the housing market last year. “It has taken us close to 10 years to get back to those values where we were before the crash in the market in 2008,” McQuade said. Urban renewal in Meridian was valued at $115 million in 2015, up by 37 percent over the previous year’s value of $84 million.

LIBRARY BRANCH The Meridian Library District will run a bond in November for $12 million to build two new branches — one in north Meridian and one at the YMCA/Hillsdale facility, MLD Director Gretchen Caserotti said. The library board approved the bond resolution at its May 18 meeting. In November 2015, the same bond measure fell 7 percent short of the twothirds super majority it needed to pass. Since then, library staff have been doing listening tours throughout the community. “We heard from a lot of people who said, well, I totally thought it was going to pass, so I didn’t vote,” Caserotti said. Regardless of the outcome of the library bond this fall, the library district will provide a librarian to staff the Hillsdale Elementary library, she said. Caserotti said she hopes this partnership will show the value of having a credentialed librarian in elementary schools, where children are at a critical age for building reading skills. The branch would serve students, but it would also be open to the community at large. The school district is buying the books for the Hillsdale library, and the Meridian Library District will pay the librarian’s salary. “I’m very hopeful that the library’s bond passes,” Exline with the school district said. “It’s a need south of the freeway. I think it will be a great asset to the community. … It’s a high bar, people need to believe it’s valuable and get out there and vote for it.”
CONSTRUCTION BUDGET West Ada School District patrons and trustees have been critical of Hillsdale Elementary’s $14.2 million construction budget. When voters passed a $96 million bond last year to pay for Hillsdale and other projects, Hillsdale’s construction cost was estimated to be $10 million. “It was a difficult project to estimate...18 months out,” district spokesman Eric Exline said. “We’ve never built a two-story elementary school. There were other factors in the design because of its connection to the Y.” The overage will be offset, in part, by a $3 million cost savings on the construction of Victory Middle School, which is also part of the bond package. “In total on the bond, we will be able to do everything that we said we would with the $96 million that we asked for. And to me, that’s what we promised our patrons,” he said.

CITY PARK The city of Meridian will build a 10-acre park on the site next to the facility. The cost of the park was projected to be $1.4 million in August. The city hopes to bid the project this winter and start construction next spring, Meridian Parks and Recreation Director Steve Siddoway said. Construction of the
park, which is tied to the YMCA construction timeline, is slated to be complete by the 2017 school year, he said. “The school district will have a playground on the school’s property,” Siddo- Russell Corporation Assistant Superintendent Tom Hitchman looks at construction progress on the Hillsdale way said in an email, “but Elementary School Thursday, May 5 in Meridian. The school is expected to be completed in August. a larger playground will be part of the park construction.”
HEALTH CENTER St. Luke’s Health System is involved in the project, but community health manager Kristin Armstrong Savola said she didn’t have specific details yet. “It doesn’t get any better than working together with others around a common vision,” she said in an email.

LOCAL NEWS West Ada School District plans to use savings to balance budgets
T
he West Ada School District plans to dip into its savings again next fiscal year to balance the budget, but the financial situation is improving, according to a May 19 presentation by Chief Financial Officer Debbie Arstein. Only three trustees were present at the meeting, as trustees Tina Dean and Carol Sayles were recalled two days before. Arstein gave a review of the district’s finances going into and coming out of the recession. During the worst of the downturn, she said, the district left more than 60 teacher positions unfilled — along with several other staff positions — and cut school days.

Now, school days are back up to normal, thanks to the supplemental levy approved by voters, but teachers have expressed the desire to get back to the full number of teacher prep and professional development days, Arstein said. The district expects state funding to increase by $10.3 million next fiscal year, she said. Here’s where that additional revenue will go: n $5.3 million: Staff salary increases, though the exact percentage of raises for teachers is still being negotiated. n $1.8 million: Opening Hillsdale Elementary and Victory Middle School this fall. The board of trustees will continue to push for legislation next session that would give school districts another funding tool, such as impact fees paid by developers, to help pay for the opening of new schools. n $1.5 million: New and expanding programs, including bringing back some C teams and freshmen teams to middle and high schools that were cut during the downturn. This funding will also pay for fuel for bus routes to new schools. n $600,000: Replace class fee revenue that was previously paid by students. Starting this fall, students will no longer be asked to pay for any class or co-curricular activity that counts toward graduation. n $1.1 million: Increased health insurance costs. Overall, the district anticipates general fund revenue of $198.7 million next fiscal year and $202.7 million in expenses. That means the district will have to draw almost $4 million from its fund balance to make up the difference, Arstein said. On a positive note, she said, the district was expecting to have to use $5.1 million from the fund balance this fiscal year, but thanks to directors doing “amazing jobs” finding savings and cutting budgets, it looks like the district will only have to draw $600,000.

The fund balance is projected to have $9.9 million by June 30, the end of the fiscal year. By the end of fiscal year 2017, the fund balance is projected to have $5.9 million, which is only about 3 percent of the general fund revenue. The district’s policy is typically to have the equivalent of at least 9 percent of revenue in the fund balance. Building up savings is a high priority, Trustee Mike Vuittonet said. Having a low fund balance could, and has, hurt the district’s bond ratings, he said. Another goal is to get on a textbook replacement cycle to bring outdated curriculum up to date, Superintendent Mary Ann Ranells said. The board has approved $2 million from this year’s emergency levy — a property tax levy that the board can approve each year based on enrollment growth — to pay for new English Language Arts curriculum in grades K-5.
STATE FUNDING The Idaho Legislature passed a $1.58 billion K-12 budget for fiscal year 2017, which is a 7.4 year-over-year increase, Arstein said. The funding per support unit — essentially per classroom — will be $25,696, an increase of more than $1,800, bringing funding back to 2009 levels. “We are far from where we need to be,” Vuittonet said, pointing to inflation and enrollment growth since 2009.
STUDENT GROWTH The district’s conservative estimate for enrollment growth next school year is 500 students, Arstein said, but staff and trustees are expecting a higher number than that. Enrollment is at 37,310 students, spokesman Eric Exline said. Over the past 20 years, the district has grown, on average, by 1,000 students a year, but that dropped during the recession. Exline thinks the district is getting back to that high growth rate, based on a boost in kindergarten registration — 284 more kindergartners registered this year than last year — and this year’s enrollment growth. Usually enrollment drops by about 50 students from the start of the school year to the end of the school year, largely because of students dropping out of high school, Exline said. But this year, the district saw a net gain of about 60 students.
Meridian man dies in Cessna plane crash
M
eridian’s John Lee Stubblefield, 64, died last week after wrecking a small airplane in a field near the ColoradoKansas border. Stubblefield crashed his Cessna P210 northeast of the Colorado town Sheridan Lake on the morning of May 18, according to National Transportation Safety Board (NTSB) spokes-
man Eric Weiss. Air traffic control had reported that the aircraft was flying erratically at 17,500 feet before it was lost on the radar, he said. Two F16 aircraft and a B1 Bomber were training in the area and found the crash site, according to the Associated Press. NTSB is leading the investigation and had not released the cause of the
crash or the preliminary report as of Wednesday. A preliminary report is typically issued seven to 10 business days after the initial crash report, Weiss said, and it will be posted to the NTSB website. Counties make West Ada School District trustee recall results official
T
he recalls of two West Ada School District trustees took effect this week. Tina Dean and Carol Sayles, elected to the board in 2013, were recalled by more than 60 percent of voters in each of their zones on May 17. The Ada County and Canyon County commissioners signed the canvassed election results on Monday, making them official, according to Ada County Deputy Clerk Phil McGrane and Canyon County spokesman Joe Decker. Part of Dean’s zone, zone 1, overlaps into Canyon County. Sayles’ zone, zone 3, is along the Meridian/Boise border.

The West Ada school board does not have to take action for the recalls to take effect. Rather, the trustees are considered recalled immediately when the official results are proclaimed, McGrane said, citing Idaho Code 34-1712(4). “Both officers have now been recalled,” he said. The board’s next step is to meet on Saturday afternoon at the Taco Bell Arena between high school graduations, Board Chairman Philip Neuhoff said. The purpose of the meeting will be to declare the two vacancies, discuss posting trustee applications to the district website and set up a time table for interviewing candidates. The board chose to meet on Saturday because weeknights are filled up with graduations, he said. The board’s goal is to appoint the two trustees before its next regular meeting June 14, Neuhoff said. Appointed trustees may only take office at regularly scheduled meetings. “We’re looking for quality, committed candidates who will put the needs of the kids first,” he said. While the board only has three trustees, it’s not able to hold executive ses-

Neuhoff said he doesn’t know of any current issues, such as a personnel complaint, student discipline issue or pending litigation, that would cause the board to need to meet in executive session. The trustee appointment process is becoming routine for the school board. Trustees appointed Neuhoff on March 1 in zone after Julie Madsen resigned rather than go through with a recall election. Trustee Rene Ozuna was appointed April 26 to replace Russell Joki in zone 5 after he resigned. Neuhoff said the three current trustees have a good relationship, including longtime Trustee Mike Vuittonet who was the only board member to support the recalls. “We’re all committed to the best interests of the kids,” Neuhoff said. “We may have differences of opinion on certain issues, but I’m not anticipating any form of significant discord on the board in the future.”
