Volunteers help 630 dogs find families — a rewarding effort

ince opening two years ago, the Meridian Valley Humane Society has found “forever homes” for 630 dogs, President Debby Decker said. “Which I think is pretty darn good,” she added, “considering that we at capacity hold 20, and usually it’s under that. So our volunteers do a wonderful job.” Between 85 to 100 people volunteer for the canine rescue, a nonprofit founded by volunteers after the city of Meridby Holly Beech ian closed hbeech@mymeridianpress.com its shelter in © 2015 MERIDIAN PRESS 2013, choosing to contract with the Idaho Humane Society for animal control and sheltering services. Seeing the city shelter close was hard on volunteers, Decker told Meridian Press at the time. “Generally I think that the feeling of the volunteers is we’re just really sad because we’re a family,” she said in 2013. “We’ve worked long and hard and passionately for the animals that are in our care, and we think we do a very credible job of finding them new homes.” The passion to help dogs spurred volunteers to create a canine rescue in an abandoned mechanic shop on Linder Road, which opened Nov. 4, 2013. eeing what West Ada high school students are accomplishing in their professional-technical classes is inspiring. Upon graduation, some students will be qualified to become certified for jobs such as an emergency medical technician, certified nursing assistant or pharmacy technician. During a tour of the Ada Professional-Technical Center last month, I spoke with Rocky Mountain senior Roshawn Walters. He’s gaining the skills to land a $15/hour job as a pharmacy technician that can pay his way through college, he said. In the computer lab, aerospace students worked in teams to test airplane propellers. Outside, students worked alongside firefighters to act out a mock explosion. Students in full firefighting gear hosed down the side of the building, while others attended to “injured patients.” “They see the day-to-day life a firefighter’s job, from station duties to emergency calls to the rigorous training that is done,” Meridian Fire Department Capt. Mike Gould said. The tour included about nine Idaho legislators. The Idaho Division of Professional-Technical Education is asking for a boost in funding next year so it can expand programs for high school and post-secondary students. The programs have waiting lists, Idaho PTE Division administrator Dwight Johnson said, and the graduates are successful in finding well-paying jobs. After we spoke with the EMT and fire students, we went back inside and were greeted by a group of enthusiastic students who shared how they’ve learned to wire home security systems and to program pools to regulate temperature. A former student in the class, Centennial High School graduate Nathan Reeder, won a gold medal two years in a row in the national SkillsUSA residential systems installation competition.

Class instructor Greg Grove’s pride was evident in his voice as he explained how Reeder scored 100 percent on the technical aspects of the contest. “The information that they’re getting in this class is quality information,” Grove said, “and they can go out and get themselves a great paying job.” These programs are fueled by collaboration between the West Ada School District, local universities and industry professionals. The students I saw during the tour were engaged in hands-on projects, building applicable skills and working together as a team. I know that many jobs, like my job as a reporter, require at least a bachelor’s degree. But half of the state’s “Hot Jobs” — those that are “abundant, fast growing and high paying,” according to the Idaho Department of Labor — don’t require more than an associate degree or high school diploma. Idaho is not producing enough graduates to meet the demand in some of these trades. West Ada has more than 9,830 seats in professional-technical programs, with hopes of expanding. Some programs have lotteries because there’s not enough room for all the students who want to join. I’m curious to see what lawmakers will decide regarding funding for this area of education.

While the plan to open a new medical school at Washington State University in Spokane, Washington, has been praised, some Idaho lawmakers say that does not affect the need for a medical program in the Gem State. The Idaho State Journal reports that Idaho Rep. Kelley Packer, RMcCammon, is pushing for a cooperative medical program that would bring together all of Idaho’s public universities and colleges to fill the state’s need for medical training. Packer says Idaho ranks 49th in physicians per capita in the United States. Idaho students looking to attend medical school can do so through the WWAMI Medical Education Program, where students are dual enrolled at University of Idaho and the University of Washington School of Medicine. There are only 35 spots for Idaho students in the program.

Interested Youth Farmers Market vendors invited to information session

Those interested in participating in Meridian’s new Youth Farmers Market, a weekly series that begins next summer, may learn more at information session from 6:30-7:30 p.m. Wednesday at Meridian City Hall, 33 E. Broadway Ave. Guest presenters, who will discuss the details of running a farmers market booth, include Tim Hurst from the State Tax Commission, Andrea Thompson from the Department of Agriculture and a representative from the agriculture department’s Weights and Measures Bureau. Online registration for the market will open in January and is limited to 25 weekly participants, with a goal of 75 percent of booths operated by youth farmers and crafters. Entertainment will be provided, and food trucks and food vendors are encouraged to apply as well.

Meridian Automotive hosting food drive throughout December

Meridian Automotive is hosting a food drive to help feed the hungry in Meridian. The community is invited to drop off nonperishable food items through Dec. 31 at the shop. All food will be donated to Meridian Food Bank. “I’ve lived in Meridian my whole life, and it bothers me to see families in my community struggling. This is just one small thing I can do to help,” stated John Nesmith, owner of Meridian Automotive. In 2013, the Meridian Food Bank served more than 63,300 individuals, 37 percent of whom were children, according to the food bank’s annual report. Suggested donation items include: n Canned meats, such as tuna, salmon and chicken n Baby items, such as baby food, formula, diapers and wipes n Holiday items, such as olives, cranberries, stuffing mixes and yams Donations may be dropped off between 8 a.m. and 5 p.m. at Meridian Automotive, located at 505 N. funding request In fiscal year 2014, more than 83,000 high school students and more than 7,000 post-secondary students enrolled in professionaltechnical education program in Idaho. More than 2,000 students graduated with post-secondary degrees or certificates. With technical skills in high demand in Idaho’s job market, the Idaho Division of Professional-Technical Education is asking legislators for increased funding in fiscal year 2017, including: n A 10 percent increase of $3.8 million for post-secondary programs n A 10 percent increase of $460,000 for secondary programs n A $20,000 request to expand access to PTE programs for rural and non-traditional students n $20,000 request to create a statewide alignment between high schools and colleges, allowing students’ high school PTE credits transfer to any Idaho technical college. The division’s current budget is $66.9 million.

West Ada programs The West Ada School District has 54 funded professional-technical programs with a total of 9,831 seats filled by students this semester. The programs — ranging from computer science (new this year) to a certified nursing assistant program to masonry to animal science — are offered at one of three professional-technical centers and at students’ home high schools. Partners include Idaho State University, the College of Western Idaho and industry professionals. The district is also reaching out to younger students and has launched a pre-engineering pilot project at two elementary schools: Barbara Morgan STEM Academy and Spalding STEM Academy, West Ada’s professional technical education administrator Staci Low said. “We’re trying to build that pipeline, get them interested young and just move them on through,” she said. Future PTE programs potentially include diesel technology and biomedical, Low said. “We’re always looking to expanding, we’re always looking what should be our next program, what’s the need our there?” she said. Some of the classes have a fee ranging from $5 to $40 to cover supplies and uniforms. Transportation is often available from students’ regular high schools to the professional-technical center.

ocational training still struggles with an image issue, said Dwight Johnson, head of the Idaho Division of Professional-Technical Education. Often the mentality is, “If you can’t cut it academically, we’ll send you to trade school,” he said. But 17 of the 20 most indemand occupations in Idaho — those with the highest rates of job openings — require skills taught in professional-technical programs. There’s a workforce gap in Idaho and a backlog of students waiting to be trained to fill those jobs, Johnson said. The PTE division is asking for more state funding so it can expand 30 targeted programs for postsecondary students to help solve this problem. This year, those 30 programs produced 542 graduates in the health, information technology, manufacturing and transportation fields. But Idaho employers needed 2,200 workers to fill job openings. More students would have graduated if there would have been room for them, as the waiting list for these programs is 850 stuHolly Beech/MP dents long, Johnson said. Johnson’s division is also asking the state for a 10 percent funding increase for high school PTE programs, which also have waiting lists.

The center, housed at Renaissance High School, draws students from high schools across Ada County. During the tour, a group of nine legislators got to see students in action. Fire and EMT students carried out a mock explosion and rescue. Culinary students chopped onions and prepared lunch. Digital Home Technology students explained how they can set up a strobe light security system in the home of a deaf person. A pre-engineering student gave a charming presentation about how he came to the conclusion that aluminum would be the best material to use to build an airplane mount. “It gives you experience in the field,” said Mountain View High School senior Kirby Orr, suited up in firefighting gear. “It gives kids the opportunity to say, ‘Is this for me, or do I want to do something else?’” The programs connect students with acclaimed chefs, firefighters, university professors KIRBY ORR and health care professionals. In programs like Mountain View High School the pharmacy technician senior and EMT programs, students will be eligible to take industry certification exams when they graduate, because they will have completed hours working in clinics or in emergency rooms. Rocky Mountain High School senior Roshawn Walters said he wants to be a pharmacy technician — which has a median wage of $15 an hour in Idaho — to pay his way through college. “The information that they’re getting in this class is quality information, and they can go out and get themselves a great paying job,” said Digital Home Technology instructor Greg Grove, whose class has taken No. 1 at a national SkillsUSA competition for the past two years. Chef Vern Hickman in the culinary program said, “It’s go go go, but that’s the way this industry is, so they learn to think on their feet.” One of his students earned a spot on the American Culinary Federation Olympic team.

Community calls for business-savvy superintendent with empathy for teachers T West Ada school board holds second listening session in superintendent search

he West Ada School Board held its second community listening session Monday night at the District Service Center as part of its superintendent search. More than a dozen people — largely parents and district staff — gave input, painting a picture of a superintendent who puts students first, who can empathize with teachers and who has the business knowledge and relationship-building skills to lead a large operation. “I believe the superintendent is the CEO of the school district,” parent Valerie LaVigne said. “A good CEO in any operation, be it private or public, knows how to set the culture.” West Ada’s culture, she said, is one in need of help. When former Superintendent Linda Clark abruptly reby Holly Beech signed in October after holding her post for 11 years, she hbeech@mymeridianpress.com said the school board had created such terrible conditions © 2015 MERIDIAN PRESS for her that she could no longer fulfill her duties and was under emotional distress. Now, all five trustees are targets of recall election efforts. Trustee Russell Joki, elected in May, said the district and the community need to work together to prepare the way for the new superintendent, which includes reducing “this drama that is continuing to plague our district.” “We’ve been talking about the superintendent as someone who is going to come in and make things right. But I’d like us to remember that we are part of that equation,” he said. “This continued drama is a drain not only on the board, but it’s going to be a drain on this new superintendent.” Parent Val Tidwell said the qualifications she would like to see in the next superintendent mirror Clark’s. The district benefited from Clark’s push for schools of choice and her cooperation with all levels of government, Tidwell said. The board and superintendent listened to Tidwell’s concerns as a member of parent-teacher organizations and booster clubs, she said. RUSSELL JOKI “I felt like it was fair, and I hope that the new person can do the same thing with the West Ada board that they have,” Tidwell said. Another presenter, Sharon Blair, felt differently. Blair, who started teaching in the district in 1963 and retired in 2002, said she felt like she could bring her concerns to any superintendent, but teachers under Clark did not feel that way. “That is so important that teachers have the rapport with the superintendent that you pick,” she said. “Teachers need to be able … to talk to that person and not feel that they’re going to have ... a black mark against them for what they said, for what they felt.

STUDENTS SHARE VIEWS Two high school seniors also spoke about changes they would like to see in the district. Sarah

Moore from Mountain View High School said she wants a superintendent who cares about students and their education. “I feel like right now our district is worrying a lot about the policy and how the teachers are teaching, and I feel like they need to … let them teach how they want to teach,” Moore said. “I’d also like more of a focus on learning and not just memorizing.” Centennial High School senior Ethan Renshaw said he would like to see more advanced classes offered at his school. He has to attend classes at three different schools to get the level of classes he needs. “Since I have to go to different schools, I have to cut a class every year, which has been unfortunate,” he said. “And there’s a lot of social consequences, quite frankly, to going to different schools.” Renshaw also said he sees some of his soccer teammates struggling to afford the $110 sports participation fee, implemented in 2011. “Luckily enough for me, that wasn’t much of a problem, but there was some refugee kids on the team for whom that was a big problem,” Renshaw said.

REGIONAL SEARCH The board has posted calls for superintendent applications in Idaho, Oregon, Washington and Montana. “I thought it was going to be a national search,” LaVigne said. “I also believe the candidate is not in this room. I don’t necessarily believe they’re in the state of Idaho.” The board is starting with a smaller regional search and will expand to a national search if needed, Board Chairwoman Tina Dean responded. The board’s situation is unusual, as it was not given a transition period before the superintendent left, she said. “Traditionally … you have quite a while to begin your search and to conduct interviews and then to hire. We don’t have that in this situation,” she said. “We have promised (Interim Superintendent Joe) Yochum that we would not drag our feet in finding a replacement.” Historically, she said, most superintendents hired in Idaho come from the Northwest. “We have a certain culture that fits here. If you’re from New York or Florida, it might be a little more difficult to fit into,” Dean said. “There is no end date on our accepting resumes for this position, so if we don’t find an ideal candidate in this search, we will broaden our search.” The applicants are instructed to send their resume, letter of interest and references to Dean’s work address, a business she and her husband own in Meridian. The reason for this, Dean said, is to protect the confidentiality of applicants who are currently employed. In an email to Dean and members of the media on Nov. 21, J.D. Sexton, a teacher in the district, questioned this method. “I do not feel that this is consistent with your stated desire to be transparent to the patrons of this district,” he wrote. “It seems to be a demonstration that you do not trust the staff at the district office?” Dean said applicants have and are welcome to also send their forms to Vice Chairwoman Julie Madsen. “Many people are applying that are still employed elsewhere, and we need to keep it confidential,” Dean said. “Idaho’s a small community, and lots of people know lots of people. So in an effort to keep those names confidential and then just release the final candidates, we’re having them sent to one location and will be reviewing them in executive session only. And then once we have the final candidates, we’ll release their names publicly.”

The Meridian Downtown Business Association and the chamber have agreed to contribute $300 each, making the city’s contribution $8,100 and the development corporation’s

contribution $8,100, Squyres said. “Before we attempt to move the Dream Big Meridian project forward, we need to understand if this is a project the Meridian community supports and if so, why? And if not, why not? This will assist in determining our next steps,” she said. The committee searched for a developer for the project this summer by issuing a request for proposals, which asked interested developers to propose ideas for the downtown development. The request, which was out for two months, yielded no results.

ouisville, Kentucky, hosted over 64,000 FFA members from across the nation at the 88th National FFA Convention from Oct. 26-31. The four Meridian FFA teams that competed all placed in the top 10. Meridian also had four members — Mitch Jackson, Matt Stokes, Justin Nesbitt and Jamie Short — earn American Degrees, which are awarded to less than 1 percent of national members each year. “We’ll put out appeals occasionally that we’re in desperate need of laundry detergent or something, and (the items) just come flooding in,” Decker said. Some of the shelter’s customers come from as far east as Twin Falls and as far west as Oregon, she said. “We help Marsing, Kuna, Fruitland occasionally, and Burley a lot,” Decker said. “A lot of these places, you know with the economy, just cannot afford to have a separate shelter.” Watching dogs find their new family is the biggest reward for volunteers, Decker said. She remembers three purebred Havanese who came to the shelter from a harsh “backyard breeder” situation. The dogs’ coats were matted, full of burrs and cheatgrass and scented with the spray of a skunk. “These little dogs had been given no care, none,” Decker said. The canine rescue had the dogs groomed and spayed or neutered. One day a man came in to the shelter with interest in adopting a Havanese named “Baby.” He crouched by Baby’s kennel, but she cowered in the corner shaking. “She was very, very frightened, as you might imagine,” Decker said. “He continued to sit and just let her become acquainted with his presence and know that he wasn’t going to harm her. And after a lot of time passed, she eventually inched closer and

Technical Continued from page 3 Johnson said hands-on training answers two big questions for students: Why do I need to know this and when am I going to use it? “If you answer those two questions, motivation really isn’t an issue anymore,” Johnson said. Because the education is applicable, he said, PTE students graduate high school at a higher rate and go on to get a job or attend college at a higher rate. According to the Idaho PTE Division, in 2014: n 98 percent of PTE students graduated high school, compared with the state’s overall graduation rate of 77.3 percent. n 94 percent of PTE high school

graduates found a job or went on to higher education. Of those, 67 percent enrolled in college, compared with 53 percent of the general student population. The demonstrations at the Ada Professional-Technical Center impressed Republican Sen. Lori Den Hartog of Meridian, who sits on the education committee. “This is an area of education that is easy to see and understand how the funding is utilized, what we’re getting out of our funding, and what kids are able to accomplish with what they’re being taught in school,” she said. “This seems like a great place to put our funding.” Three members of the Joint Finance-Appropriations Committee, which sets the legislative budget, attended the Nov. 17 tour: Rep. John Gannon, D-Boise, Rep. Rick Youngblood, R-Nampa, and Rep. Phylis King, D-Boise.
