IAC is funded annually by dues paid by member counties and revenues generated by IAC services. The Family Advocacy Center & Education Services (FACES) provides co-located and coordinated services for victims of child abuse, domestic violence and adult sexual assault crime in Ada County. The effort to develop FACES was launched in 2004 by Ada County Prosecuting Attorney Greg Bower who convened a multi-jurisdictional planning body comprised of law enforcement, medical, and social service agencies to develop a community victim assistance center. Ada County engaged a local strategic planning firm and a local architectural firm to lead a planned design process with the center’s partner agencies to create a state of the art facility to serve multiple victim populations and multiple agency requirements. FACES opened its doors in July 2006 and has served over 5,300 victims from Ada County, Canyon County and several nearby rural communities. Ada County has invested over $6 million dollars to acquire and rehabilitate a 20,000 sq. ft. building located in downtown Boise to serve as the family justice center. The facility itself is owned by Ada County, which also provides funding for all the building operating costs, including maintenance, security, utilities, and IT support. FACES is organized as a 501 c (3) non-profit organization, with its governing board of directors drawn from leadership of its partner agencies. The FACES board of directors is chaired by Ada County Prosecuting Attorney Greg Bower and includes the Boise City Attorney, Ada County Sheriff, Boise City Chief of Police, Meridian Chief of Police, Garden City Chief of Police, Central District Health’s Director, Senior Administrators from both St. Luke’s and Saint Alphonsus hospitals, the Regional Program Manager for Children’s Protective Services, and the Executive Director of the Women’s and Children’s Alliance. FACES is staffed by a full-time Executive Director and a full-time Client Services Coordinator, both of whom are employees of the Ada County Prosecuting Attorney’s Office. Services provided at FACES include: • A safe and confidential place for victims to meet with law enforcement and prosecutor’s working child abuse, domestic violence and sexual assault cases • Child Abuse Evaluation provided by St. Luke’s Children’s Hospital • Sexual Assault Forensic Examinations provided by the Saint Alphonsus/St. Luke’s Sexual Assault Forensic Examiner’s Program. 10

Iway (www.i-way.org) is a growing statewide network, coordinated by the Community Transportation Association of Idaho (CTAI) that connects Idahoans to transportation options, giving Idaho an economic and quality of life advantage while maintaining the beauty of our state.

FACES has been instrumental in securing much needed federal, state and foundation grant funds to provide victim services in Ada County. These grants have been used to hire a detective to exclusively work domestic violence cases, a victim advocate to provide assistance obtaining protection orders, a victim witness coordinator, security guards for FACES, and training and education funds for its partner agencies. FACES plays an active role in coordinating policies and procedures among the partner agencies in their response to child abuse, domestic violence and sexual assault crime. FACES convenes a Child Abuse Multi-Disciplinary Team that conducts weekly case reviews and a similar team to coordinate domestic violence and sexual assault services in Ada County.

BECAUSE KNOWLEDGE IS POWER AND PREVENTION IS EVERYTHING By Caitlin Rusche, IAC Administrative Assistant Idaho’s laws are continually being rewritten and updated as new situations arise to challenge what we believe is appropriate conduct in our society. During the last legislative session, Idaho’s definition of rape was expanded to include “rape by fraud.” The recentness of the circumstances that helped bring this legislation to pass underscores the fact that sexual violence is still, and may always be, an ongoing problem in our society. The repugnant nature of the topic at hand is difficult for anyone to stomach; however the necessity of having an understanding of the legal requirements and resources, should a situation arise that requires them, is imperative. Title IX is a federal civil rights law that provides protection against discrimination on the basis of sex, including sexual harassment and sexual violence, within our schools and educational institutions. “Under Title IX, discrimination on the basis of sex can include sexual harassment or sexual violence, such as rape, sexual assault, sexual battery, and sexual coercion (Department of Education).” Every school must have in place procedures to prevent sexual harassment and sexual violence and to resolve complaints. These procedures include having and distributing a policy against sex discrimination, having a Title IX Coordinator, and having and making known procedures for students to file complaints of sex discrimination (Office of Civil Rights). Recent discussions have surfaced on the importance of distinguishing between “bullying” and “sexual harassment.”

Idaho Code (Section 18-917A) and the Department of Education (Guide on Bullying & Harassment) do not agree on a definition of bullying. “Bullying” as a term has been applied to actions ranging from meanness to criminal conduct, which can turn it into a placeholder word for deeper issues such as racism, sexism, and homophobia (Kelly Miller, Idaho Coalition Against Sexual and Domestic Violence). There is concern that phrasing sexual harassment and sexual violence as bullying will cause incorrect interpretations of circumstances that qualify for specifically-allotted Title IX protections, thereby minimizing the experience of the victims and disenfranchising them of their rights. There are times when we are challenged to push through our discomfort and have frank discussions about disconcerting subjects. As humans we have the power to actively shape the society we reside in and at times we are called upon to voice our opposition to certain behaviors. Our unwillingness to stand idly by while someone else is acting inappropriately may mean the difference between another victim or not. Our willingness to stand with victims may mean the difference between justice being done or not.
