Shoot&Coproduce. Catalonia, a country for film was first published in 2015 as a way to provide a snapshot of the Catalan audiovisual ecosystem. Six years on, we are happy to present a new edition of this booklet to share all the activity that went on despite the COVID19 pandemic that affected the film industry all over the world. Soon after the strict lockdown in the spring of 2020, filming was resumed and Catalonia hosted a number of national and international film and TV shoots. Film festivals went ahead either online or with live audiences and productions got released in cinemas, platforms and festivals. What follows is an overview of the success stories of 2020 coupled with a guide on how to collaborate with Catalan companies, either by partnering with local producers to apply for the minority co-production fund or through the 30% tax incentive available in Spain. We welcome you to discover this vibrant production hub in the south of Europe, which is home to a wide variety of companies and filmmakers that visit all formats and genres in ways that defy a single definition but which share one common trend: the ability to reach universal audiences in festivals and cinemas around the world. Streaming platforms and major broadcasters team up with independent companies to produce high quality crowd-pleasers, with renowned directors and cast that result in Box Office and festival successes. Alongside these more commercially driven productions, what has been labelled as the Catalan new wave encompasses a new generation of directors – mostly women – that have developed their own authorial language to approach their particular outlook on commonplace, intimate stories or to explore with the hybridization of genres to address their concerns. Emerging talents make their way into the industry hand-in-hand with experienced producers that venture into short film production or finish up school projects with a potential to reach the market. The boom in high-end TV production has also had an effect on Catalonia, with a continued growth and continued high levels of production investment across the region. National and international companies benefit from the wide array of locations and available studios to produce new shows for global audiences, while animation and documentaries thrive and benefit from international coproduction agreements. We hope that you will enjoy this publication as an introduction to the wealth of the Catalan audiovisual industry and look forward to helping you find out more.

International producers wishing to access financing in Catalonia can partner with local companies either through a coproduction agreement whereby the local company can apply for specific funds, or by hiring their production services and becoming eligible for the tax rebate available for international productions.

MINORITY COPRODUCTION FUND* WHAT IS IT?

A fund to foster creative, professional and artistic exchange between Catalonia and the rest of the world and to support films of high artistic quality and production value that may reach a national and international audience.

WHAT TYPE OF PRODUCTION IS ELIGIBLE? • Feature-length fiction films, with a minimum budget of 800,000.00 euros • Feature-length documentaries, with a minimum budget of 200,000.00 euros • Feature-length animation projects, with a minimum budget of 1,000,000.00 euros

WHO CAN APPLY? The application must be submitted by a Catalan production company.

WHAT IS THE MAXIMUM AMOUNT OF THE GRANT? 300,000.00 euros per feature-length film, with a limit of 60% of the eligible expense budgeted by the Catalan partner company or companies

WHAT ARE THE BASIC REQUIREMENTS? A. Catalan share: Bipartite international productions – minimum 20% / maximum 49%. Multipartite international productions – neither majority nor less than 10%. B. Coproducer involvement: Coproducer participation must be creative, technical and artistic, effectively proportionate to their share in the project C. Financing: Financing must be guaranteed for 40% of the project’s total budget at the time of application

D. Theatrical release: The feature film must be released in commercial cinemas in Catalonia E. Coproduction approval: The international coproduction must have the official approval of the majority country at the time of the application

WHAT ARE THE MAIN ASPECTS CONSIDERED IN THE ASSESSMENT OF APPLICATIONS? • The quality of the screenplay, along with the specification of the project’s creative aspects. • The proposal of the creative, technical and artistic team in keeping with the type of project, the creative proposal and production design. • The potential for distribution in Catalonia and Spain and for screening at international festivals. • Collaboration between the international and Catalan producers. • The applicant company’s track record. • The economic viability of the project. • Fostering of gender equality.

A. 30% Tax Rebate for International Productions WHAT IS IT? Foreign film and TV Productions (fiction, animation, documentary) can access a 30% tax deduction of the first million of the basic amount for deduction and 25% on the excess of said amount, for the expenses incurred in Spanish territory

WHAT TYPE OF PRODUCTION IS ELIGIBLE? Feature films for theatrical release (fiction, animation and documentary) TV series (fiction, animation and documentary)

WHO CAN APPLY? Producers registered in the official Catalan and/or Spanish Registry of Film Companies that are in charge of the execution of a foreign production

WHAT IS THE MAXIMUM AMOUNT OF THE REBATE? • The amount of this deduction may not exceed €10 million for each production • The amount of this deduction, together with other subsidies granted to the same production, may not exceed 50% of the production cost

WHAT ARE THE BASIC REQUIREMENTS? • The production must not qualify as Spanish • There must be a minimum eligible spend of 1,000,000 euros (200,000 euros for pre-production or post-production for animation and VFX projects) • Eligible productions must have a minimum production cost of 2,000,000 euros • The deduction base cannot be more than 80% of the total production cost**

WHAT IS THE ELIGIBLE EXPENDITURE? • Creative staff with tax residence in Spain or another Member State of the European Economic Area, with a limit of 100,000€ per person • Expenses derived from the use of technical industries and other suppliers

HOW AND WHEN DO I GET THE TAX DEDUCTION? The refund must be applied for by the Spanish company, during the month of July of the year after the end of filming. E.g. end of shooting: October 2021 / tax rebate request: July 2022 / tax rebate refund: within the next six months after the submission of the request.

WHAT ARE THE BASIC REQUIREMENTS? • The production must obtain Spanish nationality and a cultural certificate. • 50% of the deduction base must correspond to expenses incurred in Spain. • In case of a coproduction, the amounts will be determined for each coproducer, according to their respective share-percentage of the coproduction.

HOW AND WHEN DO I GET THE TAX DEDUCTION? The deduction is generated within the tax period when the production cost is incurred and it is applied in the tax period when the production is finalized.

Producers based in Catalonia can access funding on a number of levels which are mutually compatible: Catalan Funds Spanish Funds European Funds - MEDIA / Eurimages Iberoamerican Funds - IBERMEDIA

Catalan Funds WHAT ARE THEY? The Catalan Institute for Cultural Companies (ICEC) is the agency responsible for supporting film and audiovisual production in Catalonia. It offers a number of lines of support to cover the production process from development through to promotion.

WHO CAN APPLY? The application must be submitted by a local production company Following is an overview of the different lines of support:

DEVELOPMENT FUNDING Development support for audio-visual projects from the treatment stage through to pre-preproduction, focusing also on the communication and marketing strategy. It is a non-refundable grant that supports a wide range of genres and formats, from feature films to TV drama, TV documentaries or animation series.

PRODUCTION FUND (FICTION AND DOCUMENTARY) Four different lines of funding: 1. Fiction • Feature film projects with commercial ambition aiming at international audiences. Assessment based on industrial criteria: strong financial plan, coproduction agreements (in place or deal memos), coherent marketing and commercial plan with solid artistic content. • Feature films originated and creatively led by Catalan talent - directors, writers, producers - the content of which may express Catalan culture in some way. Assessment criteria take both industrial and cultural aspects into account. • Intended for smaller feature film productions, which are likely to take more artistic risks, the line’s main assessment criteria will be based on the cultural excellence of the production. 2. Documentary • Focusing mainly on the director’s point of view, the aim of this line of support is to promote the production of auteur documentaries that will have a theatrical release.

TELEVISION FUND (FICTION AND DOCUMENTARY) All productions are required to have secured broadcasting in Catalonia, either on broadcast TV or streaming platforms. 1. Fiction made-for-television movies 2. Fiction series 3. TV Documentaries

ANIMATION FUND A specific line of support for animation productions, intended for television (series) and theatrical release (feature films). Assessment based on artistic and industrial criteria.

SHORT FILMS FUND Open to fiction, documentary, animation and experimental shorts as well as international co-productions. Short films are assessed in terms of artistic, cultural and industrial criteria.

P&A FUND Funds for producers to enhance the promotion of films in Catalan original version.

The Catalan Institute for Cultural Companies (ICEC) is a public institution of the Government of Catalonia’s Ministry of Culture that looks after the development and the consolidation of the Catalan creative sectors as an uplift for its professionalization. ICEC advises and accompanies Catalan companies in their development process in several sectors such as: music, performing arts, visual arts, audio-visual, books and digital culture. It supports the film and audio-visual industry through the film fund. Catalan Films is the programme used by ICEC for the international promotion of Catalan audiovisual industry. Catalan Films aims to increase the participation of the Catalan industry at international markets and to encourage the coproduction and distribution of Catalan projects. In addition, it also supports films and talent that have been selected to attend international festivals around the world and acts as the industry’s official representative at key festivals and markets. The Catalunya Film Commission (CFC) is part of ICEC and the first contact point for filmmakers interested in shooting in the region. It provides guidance on accessing funds through the minority coproduction fund available to Catalan companies or via the 30% tax rebate available in Spain. It also acts as a link to the local audio-visual infrastructure and to local authorities and offers a comprehensive database of locations and companies.
