Welcome to the 12th An Welcome to the 12th Annual IAAE Canada F.O.A.M Conference Dear Colleagues, On behalf of the Greater Toronto Airports Authority (GTAA) and the Canadian chapter of the International Association of Airport Executives (IAAE), it is my distinct pleasure to welcome you to Toronto for the 12th annual F.O.A.M conference. Over the course of the next few days, you’ll hear from industry experts on a wide variety of topics aimed at helping you build resilience in your business, meet future challenges and, of course, seize future opportunities. Against a backdrop of overall growth for the aviation industry in Canada and worldwide, exploring these themes will help us meet the future with the mindset and the tools necessary for success. Where growth is concerned, Toronto Pearson is on its own journey, having last year served 47.1 million passengers, an increase of 6.2% over 2016. Notably, our international passenger traffic increased during the same period by 8.0%, a reflection of our growing status as a top-tier global hub airport—a connector of people and businesses, and a driving force helping to propel Canada’s economy. We have maintained this level of growth over the first quarter of this year and look forward to total passenger traffic that could reach upwards of 85 million per year by the mid-2030s. Of course, for every opportunity associated with growth, there is a challenge to be met. Ground congestion in the Greater Toronto Area is reaching critical levels, and for the airport, the communities it serves and Southern Ontario at large, enhanced ground transit linkages are the key to unlocking our collective potential. With an eye toward connecting people on the ground with the same success we have had to date at connecting them in the air, Toronto Pearson is working with world-class architects and planners, government and other stakeholders to build a Regional Transit and Passenger Processing Centre that will represent a significant leap forward in the way that people connect to the airport, to jobs, to each other and to the world. I’m pleased to say that we recently partnered with Metrolinx to study potential transit connections to the Regional Transit and Passenger Processing Centre. This represents a major step toward the goal of further driving prosperity in the region. And on the topic of regional prosperity, it should be noted that aviation growth in Ontario is not limited to Toronto Pearson; according to our forecasts, more than 110 million passengers will flow through Southern Ontario airports in 2043 compared to 49 million passengers today. Toronto Pearson has been working with ten regional airports, a group we call the Southern Ontario Airports Network (SOAN), to understand how we can all play a greater role in supporting the diverse aviation needs of Southern Ontario and thereby take advantage of the significant economic opportunities that come with increased demand for air travel. The common denominator in both initiatives is, of course, cooperation, and it is in this spirit that we come together for this year’s F.O.A.M conference. I look forward to discussing with you how we can work together to increase aviation’s contribution to the vibrancy of our country, and I urge you to get the most out of the sessions by taking every opportunity to make your voice heard. nnual F.O.A.M. Conference I’d like to personally welcome each of you to our 12th annual F.O.A.M. Conference. It’s an exciting time for IAAE Canada as we continue to grow and adapt, remaining always adaptable, motivated and responsive to the growing needs of airports that continuously look for ways to be even more customer-focused, cost-effective, safe and secure while also being open to new ideas. Our organization is confronting a time of many changes and we’re meeting these changes during a time of larger nationwide and global change. The world of airports is an exciting area in which to work/study/play, and we’ll continue to meet and bring inspired people together in forums like this, to ensure that IAAE Canada remains at the cutting edge. I’d like to give you an idea of what you can expect and what we hope to achieve over the next few days. Our conference will be kicked off by our keynote speaker, Howard Eng the President and CEO of Toronto Pearson which is not only the largest and busiest airport in Canada but also the second busiest airport in terms of International passengers in North-America. The one thing about our industry that is consistent is change, change that is happening at an ever-quicker pace. We will address this issue head-on through sessions dealing with Airports of the future, airport challenges and solutions, how to build cyber resilience, being a good neighbour, transforming our business model, airside diversion planning, airside technology and innovation, safety as articulated through the eyes of the Transportation Safety Board, how to recruit and retain key staff including succession planning and hearing from the regulator Transport Canada. As you can see we have a packed agenda, an agenda that also includes our very own IAAE Canada Annual General Meeting. Please join us to learn more about the future path of your association. We’re transforming the way we operate to continuously improve our ability to deliver training programs and networking opportunities such as what we are offering today at this conference. Our employees and partners have continued to meet the challenges of our field and to excel despite complexities that we encounter from time to time. We should all be very proud of where we are today and excited about where we are headed. Before I close, I’d like to thank each of you for attending our FOAM conference and bringing your expertise to our gathering. You, as airport and aviation industry leaders, have the vision, the knowledge, the wherewithal and the experience to help us pave our way into the future. You are truly our greatest asset today and tomorrow, and we could not accomplish what we do without your support and leadership. Speakers Beth Anderson-Forrest, Director, Talent Acquisition & Organizational Development Human Resources, Greater Toronto Airports Authority Beth was born and raised in Toronto, ON, and although she has travelled to many different countries around the world, Toronto has always been her home. For most of her 20-year career as a Human Resources Professional, Beth worked for multi-national high-tech companies, such as Leitch Technology, ATI Technologies Inc., AMD, RIM/BlackBerry, and Microsoft Canada. She started her HR career as an HR Generalist, responsible for recruitment, compensation, employee services, and training. Over the years, Beth’s focus narrowed to HR Business Partnering, then Talent Management, Learning, and ultimately Talent Acquisition and Organizational Development. Beth joined the GTAA in early 2015 as Director, Organizational Development, and has grown her team to now include the Talent Acquisition function as well. Her team of 14 is responsible for Recruitment & Selection, Onboarding, Organizational Learning, Performance Management and Recognition Programs, Employee Engagement and Diversity & Inclusion. Some of the highlights from Beth’s time at the GTAA include the establishment of the People Management Action Team, the creation of the People Manager Fundamentals curriculum, the recent implementation of the Senior Leadership Development Program in partnership with Ivey Executive Education, and a 21-point improvement in Employee Engagement over 3 years. Beth credits the success of these initiatives to an amazing partnership with business leaders who are as passionate about employee engagement and development as HR is. Her talented team work with their business partners every step of the way to ensure that programs and solutions will be successful. Tim Barnes, Director, Commercial & Retail Development, Calgary Airport Authority A seasoned consumer business leader with extensive experience in both domestic and international markets, Tim has worked on some of the most powerful brands, including Tim Hortons, LG, Labatt and Kraft Foods. He has led businesses and brands across Canada, the United States and Australia/NZ. He brings a broad commercial mindset to management, and has a solid track record of growing businesses. Retail has been a thread common through his career, including stints of retail marketing for Kraft, overseeing retail strategy for Labatt, managing the coffee and specialty portfolio for Tim Hortons, or more recently managing commercial for a successful craft beer business. He now calls Calgary home, and is happy to be a part of the evolving community of airport management. Massimo Bergamini, President & CEO, National Airlines Council of Canada He joined NACC in 2016 with more than 30 years’ experience in association management, government relations, communications and public affairs. Before joining NACC, he was Executive Director of Canada’s Accredited Zoos and Aquariums (CAZA). Massimo embraces transformative, narrative-based advocacy to bring about change. As director of policy, advocacy and communications for the Federation of Canadian Municipalities (FCM) from 2004 to 2008, he developed many of the strategies that forged Canada’s New Deal for Cities and Communities and changed the nature of the federal-municipal relationship. Terry Bos AAE, President & CEO, Sault Ste. Marie Airport Development Corporation Terry Bos joined the Sault Ste. Marie Airport Development Corporation on February 28, 1999 – less than one year after the transfer of the airport to a private not-for-profit corporation from the federal government. Terry was brought in on a one year contract to assist the corporation in completing their first business and land use master plan to guide them through their new airport ownership. Holding a Bachelor of Business Administration from Algoma University the business experience was an essential ingredient in the position. Following the completion of the Business and Land Use Master Plan the Corporation determined that Terry was an asset and retained him in a marketing position. On November 1, 2002 Terry was promoted to Finance Manager, on July 1, 2004 Terry was promoted to Airport Manager, on January 22, 2008 Terry was appointed Accountable Executive, on July 27, 2010 Terry was named CEO, and effective May 26, 2015 Terry was appointed as the President/CEO and Accountable Executive. During Terry’s tenure as CEO the corporation has seen record passenger levels at the Sault Ste. Marie Airport increasing from a low of 121,991 in 2010 to 212,831 in 2017. Terry joined AMCO (Airport Management Council of Ontario) in the position of President at the Annual General Meeting election in 2010, and became the first and so far only President to serve a maximum four year term limit, then sat as Past President of AMCO effective November 1, 2014 to November 1, 2016 when he took on the position of Treasurer that he still currently holds. Terry has been a member of IAAE Canada (International Association of Airport Executives Canada) since 2006 and achieved the Accredited Airport Executive designation in October 2014. Terry joined the Board of Directors for IAAE Canada in June 2016 after joining the board Terry took on the role of Chair of the Accreditation Committee and Chair of the Board of Examiners and in 2017 IAAE Canada achieved their highest number of newly certified members since inception; in 2017 Terry also took on the position of Vice-Chair for IAAE Canada.


Speakers Howard Eng, President and Chief Executive Officer, Greater Toronto Airports Authority Howard Eng has been President and CEO of the Greater Toronto Airports Authority (GTAA) since 2012. The GTAA manages and operates Toronto Pearson International Airport, which ranked fifth on aviation data leader, OAG’s, list of the Top 50 International Megahubs in 2017. Under Howard’s leadership, Toronto Pearson is pursuing its vision of becoming the best airport in the world. Prior to joining the GTAA, Howard served as Executive Director, Airport Operations at Hong Kong International Airport (HKIA). During his 17-year tenure as a member of the senior management team, HKIA became one of the world’s largest international hubs and won more than 40 Best Airport awards. Having graduated from the University of Alberta, Howard began his career with Transport Canada and later worked as Vice President of Operations at Edmonton International Airport. Fred Gaspar, Chief Compliance Officer, Canadian Transportation Agency Fred Gaspar is the Chief Compliance Officer for the Canadian Transportation Agency. In that capacity, Fred is responsible for the functions related to the Agency's economic regulation mandate. These include rail, air and marine licensing activities, as well as tariffs, financial evaluations and international agreements with regard to the air mode. His branch is also responsible for the Agency's compliance monitoring and enforcement functions. Fred brings a diverse background to the Agency, including professional experience in the transportation sector across a number of modes. Before joining the CTA, Fred worked at the National Capital Commission, where he was their lead executive responsible for the NCC’s role in major inter-governmental transportation projects, including design and land use approvals for the City of Ottawa’s Light Rail project and a major inter-governmental study to select a new bridge crossing location of the Ottawa River. Prior to the NCC, Fred worked for InterVistas Consulting – one of Canada’s leading transportation consultancies – where he served as Regional Vice President. He also previously served as the Vice President, Policy & Strategic Planning for the Air Transport Association of Canada and before that, as a Manager with Air Canada’s Government Affairs department. Fred is a member of the Chartered Institute of Logistics and Planning and brings almost two decades of experience in transportation policy and regulatory affairs oversight. He graduated from the University of Western Ontario with a Bachelor’s Degree in Canadian History and holds a Green Belt designation in Six Sigma process reform methodology. Fred lives in Ottawa with his wife and daughter. Daniel-Robert Gooch, President, Canadian Airports Council Daniel oversees operations at the Canadian division of Airports Council International-North America. He was promoted to the position after serving five years as director of communications and policy. Daniel has more than 16 years experience in marketing, public relations, and publishing, particularly in the aviation and technology sectors. Prior to joining the CAC, he was publisher and editor of Commercial Aviation Today, a Montréal-based daily electronic news publication for airline industry executives around the world. After founding the publication in 2003, Daniel built its readership to 8,700 airline industry leaders on nearly every continent. He also was involved in marketing, media relations and event planning for the publication’s parent company. Previously, Daniel was vice president of strategic planning for Atlanta-based Gelignite Communications. In this position, he managed the firm’s public relations and interactive marketing efforts for its U.S. and Canadian clients in the financial, healthcare and business-to-business technology sectors. He also has held a series of successively senior positions in marketing and media relations for firms in Atlanta, Coral Gables, Fla. and Montréal. Daniel is an honours graduate in political science and history from Concordia University in Montréal.


Speakers Kathleen Henderson AAE, Associate Services Director, Nunavut Airports Kathleen Henderson is currently the Associate Services Director of the Iqaluit International Airport. She has managed the airport during four years of construction as part of the first P3 airport project in Canada. With more than twenty-five years of experience in aviation, Kathleen has been involved in airport operations, commercial leasing, emergency management, terminal facilities, airport training and SMS at airports in two territories and four provinces in Canada.

Joseph Hincke, Board Member, Transportation Safety Board, Appointed Member April 2012 Joe Hincke enrolled in the Canadian Forces in 1973 and graduated from Collège Militaire Royal de Saint–Jean and Royal Military College with a degree in Political and Economic Science. He completed basic helicopter training in December 1979 and joined HS 443 Squadron on completion of operational conversion to the Sea King helicopter in May of 1980. During his career, he flew operationally with 423 and 443 Canadian Maritime Helicopter Squadrons and on exchange with 814 Squadron of the Royal Navy. Mr. Hincke commanded the Operational Training Squadron (HT406), served as Operations Officer for 12 Wing Shearwater and, from July 2001 to November 2002, commanded 12 Wing Shearwater near Halifax, Nova Scotia. He has approximately 3300 hours of flight time. Mr. Hincke completed Command and Staff College in 1987 and the Advanced and National Security Studies courses in 1999/2000. He also holds a Master's Degree in War Studies and has held a number of posts in National Defence Headquarters including Director, Air Force Personnel Management and Services, as well as Director, Senior Appointments for the Canadian Forces. Promoted to General Officer in September 2004, Mr. Hincke served in various roles at National Defence Headquarters, culminating as Assistant Chief of the Air Force from July 2007 to August 2008. In September 2008, he was appointed Commander of the Canadian Defence Liaison Staff and Defence Advisor at the Canadian Mission in the United Kingdom where he served until his retirement from the Canadian Forces in 2010. Mr. Hincke joined the RCMP as a Civilian Member in September 2010 as its first Professional Integrity Officer.

Mike Karsseboom, CD, AAE., General Manager Airport Security, Compliance & Planning, Billy Bishop Toronto City Airport Mike has 38 years experience in the aviation industry. He started his career with the Canadian Airforce as a radar operator within NORAD, the North American Aerospace Defence Command. After 8 years as part of NORAD Mike was asked if he would be interested in becoming and Air Traffic Controller and he of course accepted. He attended the Transport Canada Training Institute and upon graduation he was assigned to Goose Bay, Labrador and subsequently to Edmonton, Alberta. After his release from the forces Mike obtained the position of Chief Dispatcher at the Bombardier at Downsview Airport. Shortly after the Airport Manager retired and Mike was assigned responsibility for the operation of the airport as Chief of Airport Operations. After serving over 11 years with Bombardier an opportunity presented itself and Mike moved to the Greater Toronto Airports Authority, the operator of Toronto Pearson International Airport. Mike held the positions of Senior Manager of Apron Operations, Manager of Runways and Taxiways, Senior Manager of Safety & Security Operations and Associate Director, Operations and Response. After 7 years at Pearson Mike accepted a position with PortToronto the owner/operator of the Billy Bishop Toronto City Airport as General Manager Airport Operations and recently moved to a newly created position of General Manager Airport Security, Compliance and Planning. Mike is an Accredited Airport Executive and a member of the Accreditation Committee for IAAE-Canada. He is the current President of the Airport Management Council of Ontario and is also on the Board of Directors of the Barrie Skyliners Big Band.


Speakers Kerr Lammie, Principal, Airbiz Kerr is a Director at Airbiz, leading the Canadian and European teams in innovative airport consulting work. Kerr has 25 years’ experience as a consultant to the aviation industry with experience and expertise in passenger terminal planning and design, airport master planning and business planning, sustainability, business development and stakeholder facilitation. Kerr has made a major contribution to strategic planning for major airport and terminal projects in Canada and around the globe. He is widely recognised for the development of innovative terminal design concepts. Recent projects include work at Auckland, Calgary, Bristol, Brussels, Burbank, Dubai, Heathrow, Jeddah, JFK, LaGuardia, Newark T1, Minneapolis, Phoenix and Sydney airports. His in-depth understanding of aviation planning and design issues have been recognized in the breadth of his roles in various award winning projects, advisory services, by airline and airport clients and through industry participation from article production to regular speaking engagements. Kerr holds a Diploma of Architecture from the RAIC.

Hillary Marshall, Vice President, Stakeholder Relations & Communications Greater Toronto Airports Authority Hillary knows what it takes to get large-scale transit, transportation and infrastructure projects moving. Over the course of her 20 year career, Hillary has led campaigns to build community, stakeholder and government engagement for projects such as the Gardiner Expressway re-development, the Port Lands master plan, and the redevelopment of the Unilever lands into a major mixed-use employment and transportation hub. At Toronto Pearson, Hillary is leading a cross-functional team addressing the growth of air traffic in southern Ontario, and associated impacts on ground transportation connections between Toronto Pearson and regional airports. Together, the team is driving awareness of the need to address Toronto Pearson’s lack of transit connections, and advancing the concept of a multi-modal transportation hub located on airport property. Around the world other global hub airports have strengthened their airport’s role as economic catalysts by connecting multiple modes of transportation. At Toronto Pearson, that would potentially connect Regional Express Rail, High Speed Rail, Bus Rapid Transit, Light Rail Transit and more, through a single hub that serves as a gateway between downtown Toronto and the rest of the western GTA. Hillary is responsible for all Communications, Government and Community Relations at Toronto Pearson. She was named to the role in September 2014 reporting to the President and CEO. Prior to joining Toronto Pearson, Hillary held a series of executive level Communications and Public Affairs roles in corporate Canada, global consulting firms, and in Ontario politics. Hillary is Co-Chair of Partners in Project Green and Chair of the Economic Development Committee on the Toronto Region Board of Trade.

Carolyn McDonald, Project Manager, Energy & Sustainability, Black & McDonald As a project manager of Energy and Sustainability Services, Carolyn McDonald manages and implements sustainability initiatives for Black & McDonald’s facilities portfolio. With her expertise and professional experience in green building certification systems, occupant engagement, material management, energy benchmarking and energy management, Carolyn plays an essential role in reducing costs and environmental impacts for Black & McDonald and our clients. Carolyn’s recent objectives have been the deployment of monitoring and analytics tools to assist Black & McDonald’s operations teams and clients in data-driven decision making from an energy and sustainability perspective. Speakers Sean McKim CISSP, Manager, Airport Information Technology, Regina Airport Authority Sean has 22 years’ experience in security and technology, in public and private organizations. For the last 10 years, Sean’s work has focused on leading teams in the protection of critical infrastructure in provincial government, electrical and transportation sectors. Sean’s provided advice to multiple organizations’ boards and government officials regarding matters of security and emphasizes the importance of using reasonable security measures based on understanding risks.

Russell G. Mueller, Product Manager / Sr. Estimator, ADB SAFEGATE Russ is a Product Manager / Senior Estimator for ADB Safegate Canada Inc. He is a graduate of the Ryerson University Aerospace Engineering Technology program. He has worked at ADB Safegate in customer focused and engineering rolls for over 29 years. He has been involved in all aspects of the airfield lighting industry in Canada including product design, quotations, sales, project management, training and marketing. As a Product Manager, Russ is responsible for product application support for the Canadian market, customer technical support and project quotations. Russ has been involved in the development of the Canadian AFL market for ADB Safegate from our initial entry in the late 1980’s to our present position as the preferred AGL supplier of Canadian airports.

Fazle R Quasha CM, Manager Information Technologies, Fort McMurray Airport Authority Fazle has over 15 year of experience in the Security and Critical Infrastructure Protection (CIP) for information technologies departments in a variety of industries including airports, oil and gas, and health care. Faz has been dealing with the unique requirements of the airport environment since 2014, as the IT Manager at the Fort McMurray International Airport (YMM). Fazle has lead his department through dealing with cyber and ransomeware attacks along with information disaster recovery. The YMM IT department was also instrumental during the 2016 Wildfires. As a community of 100,000+ people were evacuated from the region, the airport’s role was to maintain an operating aerodrome for water bomber flights with critical communications technologies to assist the emergency crews in fighting the fire. Fazle actively participates in a diverse range of IT networks and groups including cyber security, system engineering, and critical infrastructure protection.

Pierre Ruel O.M.M., C.D., Chief of Flight Standards, Transport Canada Pierre Ruel is the Chief of Flight Standards for Transport Canada’s Civil Aviation (TCCA). Prior to joining TCCA, he served as an officer and pilot with the Canadian Forces (CF) and also performed the role of the Ottawa base manager for Ornge (Ontario’s air ambulance service). He has over 3000 flying hours, of which 2500 hours were flown on the CF-18. He obtained his Fighter Weapons Instructor qualification (FWIC) and he holds a Transport Canada Airline Transport Pilot License (Aeroplane). His operational experience includes missions flown from the Aviano airbase in Italy: DELIBERATE FORGE (Bosnia – 1998) and ALLIED FORCE (Kosovo – 1999). He also took part in operation NOBLE EAGLE with NORAD. He has performed staff officer functions for Fighter Group, the 1 Canadian Air Division headquarters in Winnipeg, the North American Aerospace Command and US Northern Command headquarters in Colorado Springs, as well as the Canadian Forces Health Services Headquarters. He served as Operations Officer at 5 Wing Goose Bay and had the privilege to command 425 Tactical Fighter Squadron and 3 Wing Bagotville. His academic background includes an aviation diploma from the Chicoutimi College, the Command and Staff Course in Toronto and a Bachelor of Military Arts and Science with the Royal Military College. While serving in the United States, he became a graduate of the Air War College of the United States Air Force Air University.


Speakers Ty Shattuck, Chief Technology Officer, Team Eagle Ty Shattuck is the Chief Technology Officer at Team Eagle, where he has responsibility for Eagle’s proprietary technology-based products. Ty is a Professional Engineer, and a former Royal Canadian Air Force Officer. Prior to joining Eagle, Ty held executive positions at Aethon Technologies which developed satellite and aerial imaging technologies, PV Labs which developed advanced sensor technologies for defense and security applications, and L3 Communications – Wescam, a leader in aerospace and defense. Parm Sidhu, Airport General Manager, Abbotsford International Airport A visionary leader, known for his commitment to service and passion for community, Parm Sidhu is most recognized for his innovative and collaborative leadership approach. As a local resident - born and raised in Abbotsford- Parm has a unique insight into what matters most to the residents and businesses that the Abbotsford International Airport (YXX) serves. Parm has held a series of progressively senior roles over the past seventeen years at YXX. This depth of experience, as well as his knowledge of the local community and aviation, has well prepared him for his current role as the Airport General Manager.

William Stewart AAE, Airport Manager, Peace River Airport Originally from La Ronge, Saskatchewan William has been working in aviation for 18 years. William began working in the airline industry but in 2007 entered the world of Airport Management. William has served as Vice President North with the Saskatchewan Aviation Council (SAC) and is currently serving as Chair of the Alberta Airports Management Association (AAMA) and on the board of directors for Regional Community Airports of Canada (RCAC) as well as on the Board of Directors for the International Association of Airport Executives Canada (IAAE Canada). William is the Airport Manager at the Peace River Regional Airport as well as the owner of Global Airport Training Services. John Ventresca CM, Associate Director Aviation Programs & Compliance Greater Toronto Airports Authority As Associate Director Aviation Programs and Compliance, John assists the Director on Toronto Pearson’s Aviation Safety Management Systems, Regulatory Compliance, Social License, Airside Construction/Coordination and Aviation Programs and Aviation Services Training. John leads Technical Working Groups throughout the airport community to connect with stakeholders to improve the airport flow of passengers, baggage and aircraft. Prior to Airports, John worked in the Airline / Air Ambulance Community for 20+ years managing System Operations Control, Flight Dispatch and Emergency Response. John currently sits as an Airport Commissioner at the Niagara District Airport and is a Professor at Seneca College in the Aviation Safety / Operations Program Richard West, P.L.(Eng.), MIET, Senior Electrical & Associate, SMP Engineering As a Senior Electrical and Associate at SMP Engineering, Richard leads the firm’s airfield design division. Richard’s twenty years of experience includes electrical design of airport terminals and airfields throughout Canada, United States and the United Kingdom. His diverse career experience includes producing schematic and design development reports, design of electrical systems such as building power distribution, lighting and miscellaneous systems, as well as airfield power, lighting and control systems, project management, and construction administration. Richard’s experience with complex infrastructure designs has taught him to approach projects from sound, basic design philosophies. His passion and comprehensive experience for design challenges within the aviation sector has resulted in his specialization of electrical design of systems specific to Aviation Industry.


Speakers Stephen Wilcox AAE, Airport Manager, Oshawa Executive Airport Mr. Wilcox currently serves as the Airport Manager for the Oshawa Executive Airport. Under Mr. Wilcox’s leadership Oshawa has made a number of significant airport improvements including the installation of the first privately operated Nav Canada Airport Weather Observation System (AWOS), two new taxiways, 19 fully serviced airport development properties and just over 300,000 square feet of new general and corporate aviation aircraft hangars. Throughout his tenure in Oshawa, Mr. Wilcox has worked closely with industry stakeholders and regulators as Oshawa’s aircraft traffic volumes continue to grow. Mr Wilcox received his private pilot’s licence in 1978, is an accomplished instrument rated commercial pilot with over 6000 flying hours, and has over 40 years of aviation experience including the operation of a charter company. Mr. Wilcox joined the Board of Directors of AMCO in 2007 and has served in a variety of roles including as President from 2014 to 2016. Mr Wilcox also sits on the Nav Canada Advisory Committee representing Regional Airport Associations. Mr. Wilcox is a tenacious strategic planner with an ability to map a timeline and strategy from the objective back to the present day in order to meet the desired goal. In each of his successes, he was able to assemble a team and lead them in meeting and overcoming new challenges as they arose. Mr. Wilcox is driven towards the successful completion of each task and is known by those around him as a man of integrity, commitment and leadership. Warren Thompson AAE, Principal, Project Delivery Office, Stantec Warren is a Principal with Stantec in our Programs and Business Solutions Office in Winnipeg. He is an accredited airport executive, skilled strategist, a big picture thinker, and a certified management consultant. Warren provides strategic, business and aviation planning advice on unique and challenging municipal planning and airport projects throughout Canada, the US and the Caribbean. Warren has provided leadership and participated in design – build and public - private partnership projects and was on the P3 opportunity assessment team for Iqaluit Airport in Nunavut that resulted in Canada’s first P3 airport. Warren led the Stantec airport team in the Yukon Aviation System Review covering 27 of the Yukon’s 29 airports with recommendations for the next 20 years. He also recently led the Stantec airport team providing an optimization strategy for the government of the Bahamas for its 28 Family Islands Airports, including compliance with ICAO standards, capital investment requirements and a market assessment and activity forecast to prioritize the government’s investment strategies. This work led to his team developing Airport Master Plans at four (4) Family Islands Airports in the Bahamas for improved operational and economic performance while enhancing the tourism potential for these islands. Warren has provided the classroom training and exam oversight for the Canadian Accreditation Academy for the past 20 years and has also collaborated with AAAE on the development and delivery of a certification program aligned with ICAO and Annex 14 (with exam) for airport managers in the Caribbean.
