Concept

Ancillary Concept 1. Tie the new parking structures into the existing parking decks north of the City and County buildings. Take the parking off of the roofs of these existing facilities and cover with a new green roof making a park out of the existing paved areas. 2. Provide new public facilities on Mall C including a bike shop with indoor bike parking and locker rooms/washrooms as well as a restaurant/café with an expansive outdoor seating area in the summer that converts to a skating rink in the winter. 3. Develop a master plan for mixed use and residential development along the proposed boulevard from Route 90 to the Browns' Stadium. Outcomes Entrance to the city from Route 90 becomes a processional experience along an engaging urban artery allowing pedestrians and vehicles to share multi-point access to the lakefront as well as the downtown, culminating at the Museum Campus, Transportation Center and Stadium and connecting to the proposed Pier District.

Extension of Burnham Axis

Implementation: 1. Convert Route 2 from a limited access highway to a Grand Boulevard all the way from the exit at Route 90 to an at-grade intersection at 3rd Street, while providing at-grade intermediate intersections at 18th street, 13th Street and 9th Street. (Acknowledging the basic origin of this idea from the 2002-2004 Connecting Cleveland: The Waterfront District Plan.) 2. Move the current edge of the 50' grade change from the north end of Mall C to the south edge of the proposed boulevard where it will change to a roughly 35' building elevation height, stepping over the railway ROW with new green roof parking decks and a green roof multi-modal transportation center.

Path over transportation center to bridge accessing the Museum Campus

The current north edge of Mall C is morphed into a new three-story commercial edge at the south of the new boulevard and the environment is enriched and enlivened by retail and other commercial development at the street level. Space in the two stories above can be developed for mixed use, and above that is the potential to add mid or high-rise residential units.

Entry to fully accessible east side transportation center

Many new connections are made from downtown to the Museum Campus and the lakefront, including four 24/7 pedestrian access points along the competition site: two at monumental stairways on axis with the city and county buildings, one on a greenway promenade from Mall C down to the boulevard, and another over the top of the Transportation Center's green roof and bridge over the boulevard and onto the Museum Campus. Parking is increased to the degree that retail/office/hotel and residential development is possible around the newly created green roof park and transportation center. (Forty-two hundred parking spaces are provided within the competition site. Consequently Twenty-seven-hundred parking spaces beyond the required 1,000 and the existing 500 on the roofs of the existing decks are available to support further development of this project.)

Parking Deck

1. Conversion of Route 2 from a limited access highway to a boulevard with 4 traffic lanes, 2 parking lanes, 2 bicycle lanes, center left turn lanes and a 12 foot wide raised median planter. Re-grading can be accomplished in a way that enhances the adjacent properties. 2. Cross boulevard and intersection realigned to Burnham plan centerline. 3. Remove existing Rout 2 elevated highway overpass 4. Remove Marginal Drive and provide more green space/planting. 5. Full at-grade of new boulevard with 3rd Street and entry into Pier District Neighborhood 6. Full at-grade at 9th Street and entry into harbor area and museum campus. 7. Full intersection at 13th Street and the new boulevard. 8. Full intersection at 18th Street and the new boulevard.
