Practice Reciprocity -By Harvey Mackay

When we were growing up, most of us learned to live by the Golden Rule: Do unto others as you would have them do unto you. Not “as they do unto you,” but “as you would have them do unto you.”

As working professionals, there is another manifestation of this rule, the Golden Rule for Networking. It should permeate all your networking efforts. But it goes against every naturally acquisitive, ambitious and self-serving impulse in each of us.

My Golden Rule of Networking is this: Reciprocity without keeping score.

Simply stated, it means what can I do for you without expecting anything in return?

Webster’s Dictionary says reciprocity is mutual action and mutual exchange. Mutually beneficial to both is the kind of reciprocity that most people are familiar with.

My definition of reciprocity is quite different. You must give without keeping score. No quid pro quo. It’s the one fundamental concept that is the most misunderstood in business today. Few people truly understand this. You are either all in or all out.

To be as candid as I can be, there

have been plenty of people over the years who said they were going to help me in some way, but they didn’t. Maybe they couldn’t. Maybe they just forgot. Maybe they never intended to. It doesn’t matter. You cannot keep score, or you will lose for sure.

Let me tell you how it works: If we’re smart, we surround ourselves with talented people -- the most talented we can find. They are our most powerful asset. That’s why I think of this select group as our own personal brain bank.

They include our family, friends, mentors, fellow workers and our industry contacts. You never know when you’ll need to draw on the “accounts” you create with those oh-so-valuable resources.

With every contact within your brain bank -- every call and every visit -- preferably near the conclusion, sincerely ask the other person what you can do to be helpful to them. Ninety-five percent of the time, people will thank you for asking and tell you that there’s really nothing they need. If, however, they do ask you for a favor, then your eyes should light up like the New Year’s Ball in Times Square.

As you learn what is being asked for, note every detail with warmth and urgency. Fulfill the request to the best of your ability. As you do it, and after it’s done, expect nothing, absolutely nothing, in return. Don’t shop for gratitude in your phone calls or e-mails. Do the favor because you like and respect the other person and honestly want to help.

If you manage your career and live your life in this way, two magical things will happen: • Over time, people will find ways to do remarkable and unexpected things for you that make your life easier.

• When you’re hit by a storm in full fury, you are likely to find the most astonishing human network of support you could ever imagine.

There are countless ways business people can be helpful to each other: • Help a colleague prepare for a major presentation. Act as their sounding board. Help your friend by pointing out what needs to be clearer . . . what needs more emphasis . . . and what seems to drag.

• Be a source for heads-up information. Do it for other business leaders in your community or your industry -- perhaps not direct competitors, but almost everyone else.

• Never abuse confidences and or share inside information. You only have to do this once, and you’ll be marked as a security risk for life. Worst of all: You’ll never learn what others know about you and why they won’t trust you.

• Don’t export problems. Sometimes companies try to downsize highmaintenance losers and stick them on another company’s payroll. Believe me, if you do that, you will be remembered and for the wrong reasons. When you terminate people who aren’t performing, do them the favor of leveling with them Harvey Mackay continued to pg 3

Obituaries Norma I. Metzger

Services celebrating the life of Norma Ida (Koehn) Metzger, age 76, of Upsala, were held on Monday, April 4th, at Mount Olive Lutheran Church in Upsala.

Burial was in the Minnesota State Veterans Cemetery, Little Falls. Norma passed away on March 30, 2011.

Norma was born on the family farm in Krain Township of Stearns County, on April 9th, 1934 to Ferdinand and Clara Koehn. With many fond memories of her youth, family holidays at the Earnst home and trips with her sister for extended stays with their aunts in the cities, she grew up and graduated from Holdingford High School in 1951. Norma moved to St. Cloud to work as a Dental Assistant. Soon after, at her sister’s Wedding Shower Dance, she met Earl; he danced and charmed his way into her heart. They were married on November 7th, 1953 at St. John’s Lutheran Church of Krain Township where Norma had been Baptized and Confirmed; all was done by Rev. L.H. Nauss. They moved to the Twin Cities where Norma worked while Earl attended college. The young couple then moved to Upsala where they raised 5 children; Norma was regarded as the prize bread baker and wonderful cook!

She worked hard on their farm making sure her family was well fed and taken care of, always keeping the Lord at the forefront

even preparing Sunday lessons with her children on Saturday night… but life’s trials did not evade her as she had brain surgery to remove a tumor in the Fall of 1977 and then again troubles arose in 1985 when she experienced a stroke causing her to have to relearn ‘life’ all over again. Nevertheless, she did; with her strong faith in the Lord, she regained her abilities and kept her beautiful spirit about her. Norma was an active member at Mt. Olive Lutheran Church; she loved to garden with Earl (And what a garden they had!) enjoyed playing horseshoes, a good game of scrabble, eating chocolate, fishing, playing cards (her favorite was BlackJack), never missed a Twins Baseball game, was an active member of the Upsala American Legion Post Ladies Auxiliary and loved to hear Charlie Pride sing. Norma loved life, her children and her dear husband, in fact, it was hard to find Norma without Earl; they enjoyed 57 years of marriage together! Even in death, they could not be apart as Earl passed away only few weeks ago. Norma was regarded as a strong Christian woman, a loving and caring Mom, a dedicated wife, a quiet prankster with a beautiful personality and a spark for life – who never complained.

Even as Parkinson’s slowly stole her life, Norma always smiled. She went to be with her Lord and Savior on March 30th; her stunning blue eyes and beautiful smile will never be forgotten.

Norma is survived by her brothers: Bob (Shirley) Koehn, Carl Koehn, sister: Delores Jopp, children: Mike (Candace) Metzger, Milissa (Rick) Preiss, Jeff Metzger, Alan (Rhonda) Metzger, Ken (Denise) Metzger and 9 grandchildren.

She was preceded in death by her parents and her husband Earl, on March 12th.

Beloved father, brother, grandfather, greatgrandfather, and, most importantly, our friend, Russell Hokenson, 94, passed away peacefully on March 15, 2011.

His funeral was held March 19, 2011 in Parshall, ND. He will be dearly missed by many.

Russ was born to Alfred H. and Ruth Florence (Anderson) Hokenson on July 18, 1916, in Upsala, MN. Russ spent his early years in Upsala, MN, where he attended grade and high school. He enjoyed many return visits there over the years to visit family, with his 90th birthday celebration being especially memorable. Russ proudly served his country as a Military Police Officer in World War II, and often spoke of his friendships with fellow servicemen.

He was still able to name the faces of most of them in the old black and white photos we every so often looked through with him. His memory was amazing! He was proud of his military background and stood to be honored as a WWII Vet with a smile upon his face when attending Memorial Day Services.

Russ settled in Parshall, ND in 1950, where he met and married the love of his life, Emma Mary Ritzke-Pechacek. With their union, Emma’s daughter, Joanne Emma Pechacek, who was nine years old at the time, was welcomed as his own by Russ, and a family was formed.

Soon after, a son, Terry Allen Hokenson was born to Russ and Emma and their family was complete. Folks in the area took anything that needed fixing to Russ’s Garage, where Russ spent a good part of his day for many, many years. It was a

very hard decision for him when he finally decided to “retire!” After losing Emma, Russ moved to Minot. He enjoyed his time there and especially his trips to the mall, the visits with friends and family, and especially the backyard swing where he relaxed and enjoyed spending time with the dogs and listening to nature. He often said he simply didn’t know where the time went he was so busy. Russ was a unique person with a special place in his heart for animals, and the ability to visit with absolutely anyone about nearly anything.

His knowledge was vast, from mechanics to current events. Russ’s life was enriched time and time again by many pets, and in his later years, he formed a special bond with Mya, who we know will miss her visits with him. Russ had a twinkle in his eyes, a kind smile, and often a prank or joke in his pocket. His two greatgranddaughters will never forget the little things he brought them and the stories of his past that he shared with them. He always made us laugh.

Among many friends and extended family members, those most touched

by Russ and who survive him are: his daughter, Joanne (Wade) Fischer, Garrison, ND; his son, Terry (Joan) Hokenson, Minot, ND; his granddaughters, Jeanette (Jeff) Defoe, Mandan, ND; Amy (Dan) Lenertz, Minot, ND; his grandson, Ryan (Kristy) Hokenson, Minneapolis, MN; and his great-granddaughters, Carli Jeanette (15) and Darbi Emma Defoe (11), both of Mandan, ND. Also surviving him are his brother Raymond and his sisters Lorraine Cowles and Margaret Pitts.

Russ was preceded in death by his parents, his sister Violet Westrich, his brother Henry and his loving wife, Emma.

Mass of Christian Burial was held on Tuesday, March 29, 2011 at St. Benedict’s Catholic Church in Avon for Kenneth J. Buttweiler, 64 of St. Anna who passed away on Thursday, March 24, 2011 from Pulmonary Fibrosis at St. Mary’s Hospital in Rochester. Reverend Blane Wasnie, OSB officiated. Private interment will take place at a later date.

Ken was born on December 19, 1946 in Albany, Minnesota to Eberhard and Catherine (Douvier) Buttweiler. He served his country in the U.S. Army Reserve from 1966 until 1972. Ken married MaryAnn Kohorst on June 8, 1968 at St. Catherine’s Catholic Church in Farming. He was employed by Welle’s Inc. in Albany. Ken and MaryAnn

Regina A. Dobmeier

Regina A. Dobmeier, age 92, of St. Francis, died peacefully on Saturday, April 2, 2011 at the Melrose Area Hospital in Melrose.

Mass of Christian Burial was held on Wednesday, April 6 at St. Francis of Assisi Catholic Church in St. Francis with Rev. Mike Kellogg officiating. Interment followed in the parish cemetery.

Regina Agnes Pundsack was born May 27, 1918 in St. Francis, Krain Township to Joseph and Theresa (Ostendorf) Pundsack.

She married Lawrence Dobmeier on October 27, 1942 at St. Francis of Assisi Catholic Church in St. Francis. The couple farmed near the St. Francis area for many years.

Regina made her home at the Pine Villa Care Center for the last four years. She enjoyed cooking, baking, canning, gardening, flowers, bird watching, working at church, and watching the MN Twins. She especially enjoyed spending time with her family, grandchildren, and great-grandchildren.

She was a member of St. Francis of Assisi Catholic Church, St. Francis Sewing Circle, St. Francis Christian Mothers, and the St. Francis Catholic Aid Society.

later owned and operated Ken’s Fleet and Welding Supply in Albany until he became a Realtor in 1986, retiring in 2008. He was a member of St. Benedict’s Parish, St. Cloud Board of Realtors, Sno-Joe’s Snowmobile Club, Two Rivers Lake Association, the Albany and St. Anna Sportsman Clubs.

Ken enjoyed snowmobiling, fishing, boating and hunting; His most recent retirement hobby was buying and selling on Craig’s List and E-bay. Ken especially enjoyed spending time with his family and his grandchildren which made him feel like the richest man in the world.

Ken is survived by his wife, MaryAnn of St. Anna; children, Paul of Avon, John (Lisa) of Avon, Steve (Barb) of St. Anna, Sara (George) Bauer of Avon; 10.9 grandchildren; sisters, Doloris (Don) Lorsung of Alexandria and Dori (Abner) Groth of Leesburg, Florida; brother, Lloyd (Brenda) of Los Lunas, New Mexico.

He was preceded in death by an infant son, Karl in 1970; his parents; and sister, Mary Lou Raden on July 7, 2010.

Survivors include her children, Jane (Leo) Wiechmann of Waite Park, Allen (Joan) Dobmeier of St. Rosa, Jerry (Joyce) Dobmeier of Freeport, Arnold Dobmeier of St. Francis, Judy (Ben) Hoeschen of St. Cloud, LeRoy (Sandy) Dobmeier of Rice, Terri (Tom) Lange of Bowlus, and Ken (Lisa) Dobmeier of St. Francis; 19 grandchildren and 30 great-grandchildren; sisters, Irene (Ozzie) Tschida of St. Paul, Lorraine Ettel of Sauk Centre, and Florentine Ettl of St. Paul; brother, Melvin (Rosemary) Pundsack of St. Francis; sisters-in-law, Alice Pundsack of St. Paul, Irene Pundsack of St. Cloud, and Rose Pundsack of Melrose.

Regina was preceded in death by her parents; husband, Lawrence Dobmeier in November of 1989; daughter, Doris Burggraff in April of 1992; granddaughter, Trisha Dobmeier; brothers, Alfred, Richard, and Walter Pundsack; sister, Mildred Pundsack; and infant brothers, Alvin and John Pundsack.

Serving as casket bearers were Mary Klassen, Bradley Dobmeier, Kevin Wiechmann, Tanya Dobmeier, Steve Lange, and Brian Hoeschen. Cross bearer was Joyce Tiemann and scripture bearer was Jenny Leners. Ralph R. Petermeier, age 56, of Moundsview, died Monday, April 4, 2011 at his home in Moundsview.

Mass of Christian Burial will be held at 11 a.m.

Saturday, April 9 at St. Rose of Lima Catholic Church in St. Rosa with Rev. Virgil Petermeier, O.S.C. officiating and Rev. Roger Klassen, O.S.B. concelebrating. Inurnment will be in the parish cemetery at a later date.

Visitation will be from 5 to 8 p.m.

Friday and from 10 to 11 a.m. Saturday at the church in St. Rosa. Parish prayers will be held at 5 p.m. Friday at the church.

Ralph Richard Petermeier was born on February 17, 1955 in Melrose to Edwin and Loretta (Sand) Petermeier.

He graduated from Melrose High School in 1973. Ralph resided in Moundsview

and owned a motorcycle repair shop and then was employed for many years at Ballantine, Inc. He was recently employed

by Federal Ammunition in Anoka. Ralph had a wonderful gift of creating various robotic mechanisms while at Ballantine, Inc. He was also a jack-of-all trades as neighbors and friends would bring their broken equipment to him for repair.

Ralph enjoyed hunting, motorcycling, snowmobiling, and collecting vintage guns.

He was a great inventor of various items.

Survivors include his parents, Edwin and Loretta Petermeier of Melrose; brothers, Rev. Virgil Petermeier of Indonesia and Germain (Annette) Petermeier of Avon; sisters, Bernice (Don) Tackett of Arkansas, Rosie (Jim) Athmann of Melrose, Irene (Rick) Gruber of Melrose; brother-in-law Dan (Patty) Groetsch of Albany and many nieces and nephews.

About Karl: I cannot remember a time in my life when singing was not my passion.

I began playing in garage bands at the age of 11, and continued to dedicate myself to music and performing throughout my high school years. I knew this was my best area of expression and I loved it... still do!

After graduation, all my dreams seemed to fall together. I joined a band called the Wright Brothers.

We enjoyed a successful career performing from coast to coast, including appearances on Hee Haw, The Today Show, and the Grand Ole Opry. We had a recording contract with Warner Brothers and singles in the Top 40... what more could I ask?

During this time, I came face to face with the claims of Jesus Christ. My life and my attitudes started to change, however, there was something standing in my path.

Over a ten year period, I had developed an addiction to prescription drugs for a back problem. I tried to handle it myself, but was unsuccessful and when I finally hit bottom, the doctors advised me I would need hospitalization to kick the habit. But in a desperate cry to the Lord, He miraculously healed me of this addiction that had held me in bondage for a decade.

God has turned my desire to sing into the ministry I now have for Him. My mission has been to travel from church to church, regardless of denomination, sharing God’s message in song and word. I have personally ministered to more than 500,000 people throughout the Midwest of America, England, Ireland, Belgium and Nicaragua.

For one week in March, Swanville Elementary students enjoyed rollerskating during their Physical Education classes. Students sharpened their skills of balance, coordination, strength and endurance while having a great deal of fun. is that, in the midst of all the choices the world offers us, we must keep our focus on Jesus Christ. He is The Way, The Truth and The Life.

It’s been almost thirty years of music ministry on the road and I am still amazed and blessed at all the little surprises that God tosses my way.

First, He still shows me new inroads into the community where He wants to shine His light. Secondly, He continues to find new ways to provide KHMM with support through prayer, dollars, and love. You are a big part of this throughout the year and for this I thank you from the bottom of my heart. Because I go on an offering basis, it is the monthly contributors who stand in the gap and make this ministry possible.

I could tell you about the churches where I sing every Sunday morning, but you have probably seen me minister in a regular church service, so you know what I do there.

Sometimes I am asked to bring a few select pieces of music to bring something special to their regular order of service. Sometimes I am asked to take the entire service where I begin with praise & worship, do the message, and end with an altar call. Each pastor and congregation are so very different, so I am blessed in a new a fresh way every week.

I could tell you about my visits to local prisons and reformatories. All the hassle and pat-downs and equipment searches before we even get in the door. The cold silence of the hallways spoiled only by the bright florescent hum of the lights above. The twoway mirrors. The very serious guards. But when those prisoners begin to open up and sing praises to the Lord, there is no choir in heaven with a sweeter sound. The very picture of hope.

I could tell you about serving a hot meal to the homeless and then leading a worship service for men, women, and children who will leave the church and return to their camp under a bridge, rain or shine, winter or summer. I could tell you about the miracles of provision these people have seen, even after they have been broken by family war stories, drugs, and alcohol, and have lost everything we hold dear. I could tell you about the army of saints that minister to these people week after week, expecting

nothing in return.

I could tell you many amazing stories about how God directs my path throughout the year, but I won’t. Instead I want to tell you about a special day in September when God asked me to step outside my comfort zone. I’ve heard it said that “life begins at the end of your comfort zone,” and I think God may use these times to get us out of the way so that His purpose can be clearly seen.

The invitation was unusual. In essence: “We would love you to come and share your gift with a group of young people. There is no sanctuary, no fellowship hall. We won’t be able to take up an offering for you; there is no budget for this. There is no sound system, no advertising, no promotion. Furthermore, you will get no response from this group. No one in the group will speak to you. If they like your music, they won’t tell you. If you are a blessing to the group, you will not know it.”

God, what do you have in mind? But in thirty years, I have learned to go where He leads even though I might not exactly get it at the moment.

And so it was. I threw my guitar in the van on a warm autumn day and headed to a classroom of severely physically and mentally disabled children. As I sang songs of praise and thanksgiving (in a public school by the way) I could feel the unconditional love of God being absorbed by each and every child. Though they were not able to express themselves like other audiences can, there was something sweetly unspoken in that classroom. I got the clear sense that there was some message that God wanted to impart to these children that day. A message of love and value and purpose. The message that God doesn’t make mistakes. The message that each child is a gift; some are just unwrapped at different times. A message imparted through the power of music and the words of God. And one more message just for me: that if you follow God outside your comfort zone, He promises to show up in the most unexpected places and bless your socks off!

Journey with Jesus to Calvary

The Long Prairie-Grey Eagle FFA chapter competed in the Region 2 Dairy contests in Upsala on Tuesday, Our Dairy Judging Team placed first in the contest, edging out a very tough Royalton team. Congratulations go out to (top) Nathan Hulinsky, Alex Hulinsky, Adam Berscheit and Huston Berscheit. Our Dairy Foods team (bottom) found out there is a lot of competition, placing sixth as a team in the contest. Team members: Brandi Ritter, Jenny Kruger, and Pam Clark. The LPGE FFA has qualified four 1st place teams: Crops, Ag Sales, Ag Mechanics, and Dairy Judging; one 2nd place team (Soils), two 3rd place teams: General Livestock and Horse. The cast and crew of St. Francis parish, (north of Albany on Hwy 238), are busy at work practicing and “fine tuning” the play to be presented Palm Sunday

weekend. This play is uniquely different in that it was written by a parishioner and is not a typical “passion play.” Well over 50 parishioners are involved in the production and many admit that the production has really “inspired” them.

“Journey With Jesus to Calvary,” in its third year of being performed, was initially written for presentation to religious education students to highlight the events that occurred during Holy Week.

The main purpose of the performance is to introduce you to the “companions” that encountered Jesus along the road to Calvary. By meeting these companions, you will experience the feelings and emotions as you place yourself in their shoes. You will be surprised at how it will touch you.

Performances are Palm Sunday weekend Saturday, April 16 at 1:00 p.m. and Sunday, April 17 at 1:00 p.m. The cost is free, Jesus already paid the price.

Notes from the Capitol By State Rep. Paul Anderson

Many longtime Capitol observers agree this year’s schedule for finance bills reaching the floor in both houses of the Legislature is at least several weeks early. It’s our intent to work on the budget first and get our state’s finances in order. The spending targets are difficult to attain, and there will be a certain amount of pain associated with the decisions made. It’s not fun and it’s not easy, but it’s what we were sent here to do.

One area of spending that, in essence, was spared from cuts is education, specifically K-12 education. Coming into the session, there had been talk of potential cuts in state aid to our schools. What emerged in the finance bill passed early in the morning of March 30 was a measure that treats education about as well financially as possible-especially given the condition of our budget. million dollars of what is being spent on education during the current budget cycle. And when one takes into account the size of the total budget, around $14 billion, K-12 education is being held harmless, for all practical purposes.

True, under the House bill, that money is divided up much differently. One category of spending, called Integration Aid, has disappeared and has been replaced by what’s known in the bill as Innovation Aid. Another change caps special education funding and takes away its automatic annual increases. The basic foundation aid that goes to every student in the state will increase by $86 over the next two years.

Under this bill, public schools in District 13A will see an increase in funding on a per-pupil basis. According to numbers that compare revenue from fiscal year 2011 to the coming two years, perpupil funding will go up. In most cases, it’s not a dramatic jump, but it’s an increase none the less. And I think, in this current economic situation, K-12 education is faring as well as could be hoped for.

reform issues. One that is attracting attention classifies teachers as “essential employees” and takes away their right to strike. If agreement during negotiations cannot be reached, binding arbitration would be used.

Legislation I authored pertaining to cities having to pay sales tax on water used to fight fires was included in the omnibus tax bill passed off the House floor March 28. Originally brought on behalf of the city of Freeport, this bill would exempt from sales tax water used by municipalities for public safety. Two years ago, as a result of a random sales tax audit, Freeport was ordered to pay over $8,000 to the state for sales tax on water used by its fire department. If my legislation remains in the bill, and if it’s eventually signed by the Governor, towns and cities in Minnesota would not have to pay sales tax on the water they use for fighting fires.

Another bill I’m carrying pertains to townships having to levy a set amount in order to receive money from the state for gas tax distribution. Currently, the

amount they must levy in their “road and bridge account” to qualify for the refund is tied to the total taxable market value of their township. In recent years, with land values increasing dramatically,that amount exceeds what some township actually need. Two townships in Pope County didn’t levy the mandated amount last year and, so far, haven’t been able to receive their share of the gas tax distribution. This legislation would remove the language that ties the road and bridge levy to the taxable market value and simply says townships must levy an amount at least equal to what they received from the distribution in the previous year.

Local Municipality Minutes Swanville City March 8, 2011 Minutes of the Swanville City Council meeting held in the Swanville Community Center on Tuesday, March 8, 2011. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, AJ Johnson, Jim Molitor, Tim Grittner, and Jim Piekarski.

Also present: Karin Nelson, Mark Hallen and Brain Zapzalka.

Minutes of the Swanville City Council meeting held February 8, 2011 were read. Jim Molitor made a motion to accept the minutes as read. Tim Grittner seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by AJ Johnson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.

Karin Nelson, from Nelson Insurance, was present to answer questions Council Members had on property cost replacement of buildings and contents schedule. Karin changed values of buildings and contents that Council felt should be changed. After all questions were answered Karin stated that the commission rate she receives will be dropped to 5% on the city’s policy. Council thanked Karin for the new rate and for being present at the meeting.

The Mayor presented a proposal from Astech Asphalt Technology for street sweeping the city.

After discussion, Jim Piekarski made a motion to accept the proposal from Astech. Tim Grittner seconded the motion. All members voted in favor, motion carried.

The Local Board of Equalization is set for April 26, 2011 at 3:00pm in the Swanville Community Center. This is for City land in Morrison and Todd County. The Mayor, Jim Molitor, and AJ Johnson stated they could be present for this meeting. Jim Piekarski will fill in if someone is unable to be present.

A contract from Central Tank Coating to do service work to the water tower was looked at. After discussion, Council decided to

table until the report from last fall is looked at.

Retro stop, yield, school and other miscellaneous traffic signs to be used around the City can be purchased through Morrison County at $60.00 a sign. After discussion, Council agreed to purchase street signs through Morrison County.

The Mayor will call and tell them how many signs are needed. She will also ask how much new poles will cost which will support the street and avenue sign as well as the traffic sign.

Mark Hallen, City Engineer, was present to talk with Brian about the phosphorus levels in the plant. Mark stated the city is on the project priority list to receive any grants to update the City’s system for phosphorus.

Brian Zapzalka brought to the attention of the Council that there is an organization called MNWARN (Minnesota Water/Wastewater utilities Agency Response Network). This is a network of people who are able to help out should disaster hit the City. There is no cost to participate and no obligation to respond. After discussion it was decided to table until more information is obtained.

The city maintenance job was discussed. The Mayor, AJ Johnson and Brian Zapzalka had met with a union representative in February. After discussion from Council, Brian stated he would call the union representative and inform her that he was not interested in joining.

The following claims were presented for payment. Members of the Council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tim Grittner seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held April 5, 2011, 7:30 p.m.

There being no further business, a motion was made by AJ Johnson and seconded by Tim Grittner to adjourn. All members voted in favor, motion carried.

Meeting adjourned 9:20 p.m.

This packet will include business cards, flyers, and/or coupons from participating businesses. This packet will also include a schedule of events of various activities happening in Grey Eagle/Burtrum Area over the next six months.

• Concert in the Park: Dates & entertainment have been confirmed. All concerts will take place at 7:00 at the Lions Park. First concert is June 14: Submarine Band; Second concert is July 19: Community Choir, and Third concert is August 2: Becker Family. The August 2nd concert will be in conjunction with National Night Out. Looking into getting other events organized to make this a successful event.

New Business: Easter Egg Hunt: April 16th at 2:00 p.m. at the Lions Park. Children need to bring their own basket. There will also be other games in addition to the egg hunt. Volunteers so far are: Dennis and Diane Kramer, Theresa Pansch, Jim Gohman, Nancy Bitz, Joe Arnzen, and Marilyn Blommel.

Public Libraries to be closed Tuesday, April 12

Tuesday April 12, 2011, Great River Regional Library (GRRL) will be implementing an unpaid staff furlough day across all 32 GRRL libraries. This is the first of two required furlough days for 2011. The second furlough day will take place on Monday, Oct. 10, 2011.

“The current economic reality is requiring us to look more closely at how to best manage our public tax dollars,” said Linda Treb, Regional Coordinator of Finance. “The library system’s operating budget has been reduced for two consecutive years, and for 2011 is almost $300,000 less than 2009. This is the second year for the furlough program and it is the fairest and least intrusive way to meet these fiscal challenges,” Treb said.

GRRL’s business levels have increased each year since 2005, with numbers of borrowers and check-outs at alltime highs. “Furlough days are one way for GRRL to preserve operations and continue vital services for our patrons, while confronting some of the most difficult economic conditions we have ever experienced,” said Sunny Hesse, Regional Coordinator of Human Resources.

GRRL will take advantage of the April 12 closure and upgrade the library system’s centralized computer system. It is an ideal time for the upgrade to take place without an interruption of service.

GRRL is one library system with 32 branch locations across Benton, Morrison, Sherburne, Stearns, Todd and Wright Counties in Central Minnesota. The system provides nearly one million books, CDs and DVDS and more than 250 public computers to almost 450,000 residents.

April is the Cruelest Month for Bob -By Saralee Perel

“Whoooo,” went the screech owl near dawn.

He was perched on a branch right outside our bedroom window. I nudged my husband, Bob, to wake him so he could see.

He looked out the window, then raced out of bed and ran naked into the yard.

I yelled, “What are you doing?”

“Owls eat small birds!” he screamed over his shoulder. With arms flailing, he shouted to the screech owl, “Go home!”

But owls never listen.

Bob goes into paternal overdrive and has hormonal surges each spring when all the wild animals in the universe make our backyard their nursery.

That same day Gracie, our dog, began crazily barking at the back door. At her feet was a tiny bunny. Bob carefully picked it up. Gracie, clearly still upset, herded us about twenty feet away where there was a nest.

Bob protectively cradled the tiny bunny. We saw that the nest held a second little one. “Put the bunny in the nest with the other,” I said. He wouldn’t. “Go ahead, Bob. It’s not yours to keep.” He possessively held the baby to his breast.

I expected him to start lactating. He sang softly, “If that mockingbird won’t sing, Papa’s gonna buy you a diamond ring.” I gently pried the little bunny from his arms and put it in the nest.

I called my pal Rachel at the wildlife center.

She said, “Leave them alone and let the mother take care of them.” I could

hardly hear her because Bob was beside me, crying. I held the phone away. “What is the matter with you?” I whispered.

“The babies need me,” he said, whimpering.

“How do we know if the mother is around?” I asked Rachel.

“Have you seen an adult rabbit?”

I said to Bob, “Have you seen an adult rabbit?”

He looked away. “I’m not sure,” he said, sniffling. I could swear I saw the front of his shirt getting wet.

“You have to tell the truth, Bob. If they have a mother it’s best for her to tend to them.”

He refused to answer.

“Just tell me.” I was trying to be patient. “Have you seen something hopping around with really big ears and a cotton tail?”

“Maybe I have and maybe I haven’t.”

“Yes, Rachel. The mother’s around.”

And so, we let nature take its course, which is never easy for Bob. He checked on the babies day and night.

Soon, he went into a postpartum thing. “I’m a terrible father,” he said while binge eating chocolate. “Raising two babies at once is so draining. I can’t eat; I can’t sleep. And I’m still retaining water! I should have taken classes. I’m such a failure I can’t even teach them how to hop.

I hop around the nest in circles but they don’t even see me.”

“Bob, their eyes are still closed.”

One day at dawn, I saw him standing with his hands on his hips, about ten feet from the mother rabbit saying angrily, “I do everything around here. I babysit when you’re out shopping.” He stomped his foot. “Ever since I built that moat, have you seen even one raccoon? You could show a little appreciation.”

“Honey,” I called out. “You’re arguing with a rabbit.”

And so, when I saw Bob holding the baby bunny with such tenderness that first day, I wanted to promise him that the nestlings in our yard will always be safe

from harm. But I couldn’t. I wanted to tell him that because of the love in his heart, he can protect all the little ones. But he can’t. Instead, I told him I was blessed to be married to someone who rushes out in the night when he hears an animal crying, who never forgets to give our arthritic old pet duck her aspirin, who puts salve on our cat’s raw chin and walks through thickets of poison ivy to get Gracie’s ball

Budget Reduction follow-up: Recently I covered the March meeting of the LPGE School Board where approximately $900,000 in budget reductions were made. This week’s column will provide clarification and additional information.

Deficit Budget: The paper accurately reported that a deficit still remains but we must put that into perspective.

The projected deficit is approximately $130,000 (numbers subject to change) which, while real money is less than 1% of our General Fund Budget; this is essentially a balanced budget.

Legislative Action: We are still waiting on the State Legislature to determine funding levels for schools; it is highly likely that we will not know funding for the next biennium until late May or even June depending on the length of the session. Anything other than a freeze in state funding will have an impact on our final budget numbers.

Negotiations: All of the budget projections were made on the assumption that we would have a salary freeze for all employees for the next two years; any changes in that will have an impact

on the final budget.

The bottom-line is that your local school district has made the difficult decisions and reduced our expenditures for next school and many school years to come. The actions taken this year will result in a better situation next year and the years to come. Factors such as enrollment, state funding levels and continuation of our existing referendum will have a major impact on our finances.

Road Construction Kicks Off Locally The Minnesota Department of Transportation today announced a nearly $900 million transportation construction program for 2011 that will increase safety, improve mobility, expand capacity and preserve infrastructure statewide.

“Minnesota’s transportation system is a vital part of the state’s infrastructure and is essential for a strong and vibrant state economy,” said Governor Mark Dayton. “These projects will support thousands of jobs in Minnesota, from the construction workers directly working on the projects to others who work in the support industries for construction.”

This year’s 258 state highway construction projects include the Highway 169/Interstate 494 interchange in the Twin Cities and the second year of the bridge and pavement replacement on a section of I-35 in Duluth. Other projects improve safety at railroad crossings, repair seawalls and docks, make improvements on runways and terminals at regional airports, and remodel a transit facility.

“Mn/DOT is focused on improving our roads and bridges and maximizing the capacity of our multimodal transportation system to give the traveling public more options and improve Minnesotans’ quality of life,” said Tom Sorel, Mn/DOT Commissioner.

Projects in the area include: • Resurface I-94 from St. Augusta to St. Joseph, July - October; lane closures, flaggers, pilot car • I-94 guardrail upgrades, June 2011; intermittent land closures • Resurface I-94 from Albany to Collegeville, August - November; Intermittent lane closures • Install traffic signal Hwy 71 and CR 186 in Sauk Centre, May - June; Intermittent lane closures • Replace Swan River Bridge north of Swanville, July - September; Detour

During construction and road maintenance work, Mn/DOT urges drivers to: • Check 511 for up-to-date information about traffic and road conditions.

• Stay alert, expect the unexpected.

• Be especially alert at night when driving through work zones.

• Never enter a road that has been blocked with barriers or cones.

• Minimize distractions.

• Don’t use cell phones.

• Remember text messaging while driving is illegal.

• Don’t eat or drink while driving.

• Avoid tailgating. Keep plenty of space between you and the vehicle ahead.

• Follow posted speed limits; fines double in work zones.

• Stay in one lane while driving through a work zone; don’t pass or change lanes unnecessarily.

• Be patient.

• Expect delays, especially during peak travel times.
