Secretary of Labor Seth D. Harris on workers earning at or below the federal minimum wage.Recently the U.S. Department of Labor’s Bureau of Labor Statistics released a report titled “Characteristics of Minimum Wage Workers: 2012.” The report shows that in the U.S. 75.3 million workers age 16 and over were paid at hourly rates, representing 59 percent of all wage and salary employees. Additionally the Secretary of Labor Seth D. Harris responded by saying “It is an outrage that someone who works full time should have to raise his or her family in poverty. Ensuring hard work is rewarded is the right thing to do for these workers and our economy”. She believes that our President and government should be focusing on these issues because it affects the future generations, whether in a negative or positive. Willow Glen High Advances to Santa Clara County Mock Trial Finals Around three years ago, the Willow Glen High School Mock Trial Team did not exist until last year. Willow Glen High School placed second in the Santa Clara County High School Mock Trial Tournament. To reach the final round, Willow Glen defeated Santa Clara, Pioneer, Saratoga, Mountain View, Sobrato and Los Gatos. Willow Glen was one of only two undefeated teams heading into the elimination rounds and earned the top seed. In this year’s main case, the child of the Mayor of a fictional California city is charged with felony hit-and-run and its up to the prosecuting and defending teams to come to a just conclusion. Representative Anna G. Eshoo visits San Jose

Eshoo (D-CA, District 18) was the keynote speaker at La Raza Roundtable’s monthly meeting on February 22nd at CTC in San Jose. “I wanted to experience for myself La Raza Roundtable, its leader Victor Garza, and its Board with whom I conferred prior to this meeting. The community leaders present here are the ones who make our communities operate in the interests of its residents. I appreciate what you do and thank you for your public service. This is inspiring and we all want to be inspired,” said Anna G. Eshoo, House of Representatives. Eshoo talked about her Armenian immigrant heritage. She is a first generation citizen who was elected to the U.S. Congress in 1992. She described her childhood experiences with an extended family which included her grandmother’s bedroom on the first floor. Her father earned his wages as a watch repairman. Her mother was the homemaker who prepared ethnic food at home. “This past November 2012 Presidential Election, something very important happened. For the first time, Congressional members were a diverse group. African American, Asian Americans, and Hispanics, voted Democratic. The Republican Party has to face the reality that for the first time the U.S. Congress, both House and Senate, were dominated by diverse elected members. Minorities became the majority last November 2012. California’s congressional delegation, whose Chair is Zoe Lofgren, has more women than men. The Republican Party

now faces the reality that it will never have national public policy influence unless it changes its stance. Ethnic groups will not vote for a party that does not speak to them with consideration and respect.” She went on to explain that this November 2012 election event shifted the perspective of the Republicans in a manner that may make it possible to enact the needed Comprehensive Immigration Reform Act during this 2013 Congressional session. “Already some Republican members of Congress, both Senate and House members, are talking about favoring immigration reform. It will not be easy, but with effort it will be done before the 2014 midterm elections.” said Eshoo. Eshoo informed all that Congresswoman Zoe Lofgren (D-CA-16th District) will do a very good job on immigration reform. Lofgren is the ranking Democratic member of the House Committee on the Judiciary. and is the chair of the House Judiciary Subcommittee on Immigration, Citizenship, Refugees, Border Security, and International Law. ;In April 2011, Lofgren became the first to call for federal investigation into the Secure Communities deportation program. Lofgren is currently the chair of the 34-member California Democratic Congressional Delegation. Lofgren is in contact

with the Congressional Asian Pacific American Caucus as well as the Congressional Hispanic Caucus. Zoe Lofgren, esq., practiced immigration law and taught that subject at the Law School, Santa Clara University. “Dreamers are American kids, raised and educated here. America is the only nation they know. We should not be deporting Dreamers whose skills and training are needed by our commerce and industry. Polls reveal that 90% of Californians favor a path to citizenship. The law needs to be fair, to keep families together, to require the undocumented to go to the ‘back of the line’, and to have paid their taxes, etc. “It will take time for all the issues to be resolved, but, now, with bipartisan support, that is possible,” said Eshoo. Eshoo expressed her hope that during this congressional session, a comprehensive immigration reform act will be passed with bipartisan support. The facts are that the undocumented, numbering 10 to 12 million are here, have been here, in our American communities, and the broken immigration system and its administration must be fixed. The political tide has turned towards favoring resolution of the immigration issues in this nation. Congresswoman Eshoo stayed to answer questions and provide photo-ops to the many who desired that.

Well Fargo Bank, represented by both Alex C. Torres, Vice President, Community Relations and Jeff Rademann, Region President, presented Rose Amador, Executive Director, Center for Training & Careers (CTC) a check for $50,000 to underwrite the job training programs being conducted at CTC. Mr. Rademann’s comments revealed local Junior Achievement was promoting a program in fiscal literacy and personal checking account management. Also, Wells Fargo Bank employees were being encouraged to volunteer their services to the community through local nonprofit community based nongovernmental organizations such as CTC. Wells Fargo Bank provides about $2 million annually in support of local programs conducted by CBO/NGO’s.

SACRAMENTO Taking action to cut red tape, create new jobs and generate clean energy, Governor Edmund G. Brown Jr. has certified a second project for fast-tracked judicial and legislative review under the terms of his 2011 CEQA reforms. The McCoy Solar Project, a billion-dollar renewable solar facility that will be located in Riverside County, is now eligible for expedited review under the Jobs and Economic Improvement Act of 2011 (AB 900). AB 900, signed by Governor Brown in September 2011, sends CEQA litigation for certain large projects directly to the Court of Appeals and requires that decisions on the merits are made in a short timeframe. Governor Brown certified the first project, Apple’s new

Cupertino campus, for AB 900 streamlining in June 2012. AB 900 projects are not exempt from CEQA review. The McCoy Solar Project will generate approximately 341 well-paid construction, supervisory, support and management jobs over the project’s 46-month construction, and additional operational jobs once completed. Under the terms of the Governor’s certification, McCoy will invest a minimum of $100 million in California during construction. The California Air Resources Board has certified that the project will not generate any additional greenhouse gas emissions during construction. The project will generate up to 750 megawatts of photovoltaic solar power, enough electricity to power approxi-

mately 264,000 residences. It will be sited on 4,315 acres of federal land, 477 acres of private land and include a 15.5 mile long transmission line right-of-way. In January 2012, Governor Brown signed an agreement with Secretary of the Interior Ken Salazar to expand a state and federal partnership to create more renewable power projects in California. In April 2011, Governor Brown signed legislation requiring one-third of the state’s electricity to come from renewable sources. The legislation increased California’s 20 percent renewables portfolio standard target in 2010 to a 33 percent renewables portfolio standard by December 31, 2020.

STEPS TOWARDS STABILITY AND PROGRESS

Today, March 1, 2013 is the beginning of Sequestration if Congress has not acted. In thinking about how this involved the White House, Senate, and House of Representatives since all three have had their role, I came up with the following thoughts: 1.) There needs to be a new law which makes it illegal to interfere with or impede the U.S. Congressional legislative process. Laws already exist which deal with the obstruction of justice and resisting arrest. Why not have legislation which informs lobbyists and other special interests that any interference with the congressional legislative process is illegal and improper conduct. The reason for this proposal is that many members of congress, in exchange for support, signed the Grover Nordquist agreement to never vote for raising taxes. From any perspective, this Nordquist agreement interferes with the Congressional legislative process which crafts the laws needed to conduct “The business of the People”. This sort of interference needs to be eliminated as soon as possible because government is established with the consent and support of THE PEOPLE. The Nordquist agreement undercuts this basic support of governance established with the ‘consent of the people.’ 2.)‘The people’ agree to pay taxes to provide revenues to support those activities specifically assigned by the U.S. Constitution to the federal government. National security, commerce, and trans-

portation are best performed for ‘the greater good’ for all. Taxes, fees, licenses, and permits all have costs which rise and fall. It is not proper for a member of congress to agree never raise taxes when assuming seat, voice, and vote in the Senate or House of Representatives. 3.)Members of Congress would do well to study organizations which have operated for hundreds of years. One such group is an order of Benedictine monks each of whom agrees to: a) work to provide stability; b) agrees to be obedient to the mission of the Benedictine Order; and c) achieve convergence in their order’s objectives. What the nation’s people crave is reliable stability in its economic and civic affairs. Today that stability is thwarted by the intransigent attitude of certain members of Congress who are not wiling to become participants in the traditional process which crafts legislation that becomes the law of the land. The best legislation is written after dialogue based on facts and the use of applicable paradigms. Negotiations and compromise are always involved in development of legislation. Congress must achieve economic stability which permits the civic tranquility required for the conduct of profitable commerce. Commerce must be conducted in a fair and equitable manner wherein decision-makers experience the consequences of their stewardship. Currently, too many in financial institutions seem to be immune to the consequences of misrepresentation of value. ‘Derivative’ now being marketed must become the sole responsibility of the financial firm presenting these investments. The U.S. Treasury no longer must back any and all ‘derivatives’.

OBEDIENCE to the principals of ‘law and order governance’ established by the U.S. Constitution is a requirement. All elected public officials are sworn into office by pledging to support and defend the U.S. Constitution. It must become a requirement of OBEDIENCE to support the U.S. Constitution and the laws of this land. Members of Congress must not conduct their business affairs in a manner that supports the objectives of special interests which benefit only the few. Their first priority must be national interests. This nation’s natural resources must be developed ‘for the greater good’. This is not being done today since 400 families have wealth equal to that of 158,000,000 Americans. These families earn too much by renting their money without payment of taxes. The rent is the interest paid by others to underwrite the productive work which creates wealth. Taxes paid in by all are the most effective way for government to acquire the resources to underwrite education; job training; create and maintain the infrastructure along with assisting the unemployed, poor, needy, handicapped and sick. CONVERGENCE on their role as legislators is possible if members of Congress focus solely upon the needs of this nation and its people. The wealthy must understand that when our nation’s economy and its communities do well, so do they along with the rest of us. The influential wealthy must become engaged stewards by paying their fair share of taxes and not thwarting the congressional legislative process. These are the steps towards economic and civic stability which permit future economic growth and progress.

Son una pareja casada muy interesante de la ciudad de México y, por supuesto, empezamos una conversación sobre lo que está pasando allí. Empezamos con la explosión que ocurrió en Pemex, sobre todo porque Juan fue a la primaria con una de las 33 personas reportadas muertas. Parecía muy molesto por eso y entiendo que cualquier persona estuviera molesta en enterarse de una pérdida. Pasó a hablar sobre música, ya que él es un músico,

gente comienza a acumular riqueza ya sea a través de la venta de drogas o asesinar en nombre de los cárteles y luego quieren más y más. Pero ¿por qué? La gente tiene que darse cuenta de que el dinero no vale la pena especialmente cuando tienes que quitarle la vida a otra persona. Es tan absurdo para mí. Vaya por delante y que vendan sus substancias ilegales pero que no maten a gente inocente, que van a morir de todos modos con las metanfetamina de cristal que está vendiendo. El gobierno mexicano debe encontrar una manera de cobrarles impuestos a estos cárteles, pero a veces me siento como que es sólo una ilusión. Parece como si estuvieran tan corruptos que todo el mundo está ocupado haciendo el trabajo del gobierno para su favor, sino exclusivamente en unos pocos individuos en lugar de todo el país. Quiero estar orgullosa del país de mis padres, pero es tan difícil. Vamos México actúa hoy, toma acción.

Iconic Anti-Tobacco Advocate, Debi Austin, Loses Battle to Cancer On Friday, February 22, 2013, California’s most wellknown anti-tobacco advocate, Debi Austin, passed away at the age of 62 after a long and courageous battle against cancer. First appearing in the 1996 California television ad “Voicebox,” her story illustrated the dangers of smoking and made a powerful impact in the fight against tobacco. “Voicebox” is the most-recognized and talked about California tobacco control ad. “We are saddened by Debi’s death. She exemplified the real toll tobacco takes on a person’s body,” said California Department of Public Health Director and State Public Health Officer Dr. Ron Chapman. “Debi was a pioneer in the fight against tobacco and showed tremendous courage by sharing her story to edu-

cate Californians on the dangers of smoking. She was an inspiration for Californians to quit smoking and also influenced countless others not to start. We trust she will continue to touch those that hear her story, particularly teens and young adults. She will be greatly missed.”

President Obama Addressed State Governors President Obama addressed a group of State Governors having their national conference at Washington, D.C. His brief comments were in support of the Pre-K Quality education program and the need to address improvements and repairs required by the nation’s infrastructure. “Investments’ in both of these programs would create jobs and benefit our nation’s economy in the near term and long term.

After making “Voicebox,” Debi became an anti-tobacco advocate with a personal and passionate mission to keep kids from smoking. She touched those that listened to her at schools, universities, prisons and city council meetings.

Repairs and upgrade of the infrastructure, especially roads and bridges (some 70,000 of these) would prepare the nation for the next surge in business activity. No business locates their manufacturing facilities in locations where the roads are bad and communications inadequate. Millions of jobs would result from addressing these two essential programs of high priority. Compromise and negotiation is essential for making hard choices. So is the identification of high priority programs such as these two.

State Schools Chief Tom Torlakson Urges Congress to Prevent Devastating Cuts SACRAMENTO

VTA estará llevando a cabo una reunión pública en San José sobre el proyecto de tránsito rápido de autobuses en Santa Clara/Alum Rock (BRT por sus siglas en inglés). El propósito es actualizar a la comunidad sobre el estado del proyecto, mencionar cualquier cambio del proyecto después de la propuesta preliminar de ingeniería, incluyendo los cambios en el adendo medioambiental, y discutir la construcción a futuro planeada para que comience esta primavera. El personal de VTA estará disponible para proporcionar información específica y responder a preguntas de la comunidad. Como antecedente, el proyecto BRT (tránsito rápido de autobuses) en Santa Clara/Alum Rock proporcionará un servicio de tránsito rápido con paradas limitadas por 7.2 millas, desde el Centro de Transbordos Eastridge hasta la estación Arena en el centro de San José usando Capitol Expressway, la avenida Alum Rock y la calle Santa Clara. State Superintendent of Public Instruction Tom Torlakson today urged Congressional leaders to work together and immediately pass legislation that would repeal drastic budget cuts set to take effect Friday under sequestration.“Without Congressional intervention, automatic budget cuts from sequestration will take effect on March 1,” said Torlakson in a letter to Congressional leaders. “After years of extensive state and federal budget cuts to education, these cuts will devastate communities across California…. These automatic cuts will cause long-lasting and irreparable harm.” Sequestration cuts could represent a $262 million funding reduction to California’s federal education program.

These include estimated cuts of: $91 million for Title I of the Elementary and Secondary Education Act, intended to improve education for disadvantaged students; $72 million in special education funding for programs that serve the needs of students with disabilities; $2.8 million for public charter schools; $6.9 million for Career and Technical Education; $9.6 million in funding for English learners; and $3.7 million in Impact Aid affecting students in federally impacted school districts in California, including children of active duty service members. “Further, these cuts come at a time when California

is just beginning a recovery from state-level cuts of over $20 billion to education spending over the last five years,” Torlakson added. “The California Department of Education, school districts, and local educational agencies will need to find ways to cut costs even further under sequestration," Torlakson said. "This could result in school closures; teacher and administrator layoffs; increased student-teacher ratios; the elimination of college counselors and school-based mental health personnel; and deferred purchases, renovations, and repairs. These cuts would come at a crucial time in a student’s life. Many of these students may never make up the lost ground.”

Monitoring Antibiotic Use in Animals WASHINGTON, DC Today Energy and Commerce Committee Ranking Member Henry A. Waxman and Rules Committee Ranking Member Louise M. Slaughter introduced legislation to provide better information on the amount and use of antibiotics and other antimicrobials given to animals raised for human consumption, H.R. 820, the Delivering Antimicrobial Transparency in Animals (DATA) Act. “The widespread use of antibiotics in animals is a vital public health issue,” said Rep. Waxman. “We need to learn more about how these drugs are being used. With this information, scientists will be able to better pinpoint the relationship between the routine use of antibiotics in

animals and the development of dangerous resistant bugs that can harm humans. The discussion will be shared with federal lawmakers as they craft new immigration laws.The County’s broad advocacy principles include the following: ·The immigration system must serve the national interest and meet the needs of our economy; · All immigrants, regardless of their status, should be provided the ability to become citizens;

Visual Mapping: Alista Caifanes gira por EU y México Francisco De Jesus Iniciará su gira el 1 de junio en el Fox Theater de Oakland

Arturo Hilario EL OBSERVADOR I recently had the opportunity to interview one of the visionaries for the upcoming reimagining of the classic "The Wonderful Wizard of Oz" by Frank L. Baum. Directed by Sam Raimi (Evil Dead series, Spiderman Trilogy) "Oz the Great and Powerful" features impressive visuals galore and a talented cast including James Franco, Mila Kunis, Zach Braff, and Rachel Weisz. The talent is also behind the scenes, with the reinterpreted world of Oz made possible from digital artists like Francisco De Jesus. A Digital Effects Supervisor on the film, he, along with 300 other effects artists, worked on the film for 2 and a half years before its finalized form. His team was the “lead house”, meaning his company was contracted to handle the bulk of the films visual effects. His experience comes from studying computer engineering in college. As he describes it that time there weren’t classes or curriculums dedicated to the then scarcely used concept of computer graphics. He’s self-taught in that aspect because of his own interest in the art form. After

the transition of Hollywood, from miniatures and models to digital effects in the 90’s ,he created content to shop around the studios, which led to his first job. Asking Francisco De Jesus about the industries shift to digital effects he says, “The methods of creating these visual worlds now is a doubleedged sword. Once anything is possible, it can change.” He referenced how it can go bad or good because of the infinite methods of creation. When it's something created from a mental image, it can change from the original vision in the creators’ minds. As opposed to physical Mise en scène (Anything in front of the camera; Set Design, lighting, composition), the advent of digital creation can take longer to fit that mental vision.

Francisco mentioned that the biggest challenges included “The world of the Land of Oz is something many of us have in our minds already, so we had to pay special respect to that.” There are large, beautiful sets even though the majority of the film is set outdoors. Interaction between CG characters, such as the flying monkey (Voiced by Zach Braff) and the 18-inch China

Doll, is important as well. To be able to give the feeling that the digital characters are genuinely interacting with the live actors is a feat in itself. “Another challenge was looking at scripts and helping to figure out how to shoot it in such a way that will make the different aspects of the work as efficient as possible. The end result will be the best it can possibly be.” All in all the challenge is meshing the different forms of visual content into one seamless world. Francisco De Jesus is proud of the result in "Oz the Great and Powerful." In this movie there was a push for using practical special effects. In some scenes outside there is actual grass as a way for the actors to “anchor in reality” as he puts it. He says he hopes that viewers enjoy the visual effects and have an emotional connection to the digital characters he helped bring to life, “I hope with the audience watching, that they’ll have an emotional connection with the characters. Then I’ll feel like we did our job right.” "Oz the Powerful and Great" is out in theaters March 8th nationwide.

Abandonará Benítez Buscará Arreola mejorar sus marcas con miras a Río de Janeiro 2016 al Chelsea a final de temporada Londres NOTIMEX El español Rafael Benítez, técnico del Chelsea, señaló este miércoles que al final de la temporada abandonará al equipo, por lo que pidió a la afición estar tranquilo y dedicarse a apoyar al club en lugar de hacer cánticos en su contra. Todo parece indicar que los reclamos y quejas de la afición “blue” rindieron frutos. Desde el arribo de Benítez un sector de la gente manifestó su inconformidad debido al pasado del entrenador, quien dirigió al Liverpool. “Estoy un poco decepcionado con unos cánticos por parte de los aficionados que creo que no están haciendo ningún favor al equipo. Tienen que apoyar en lugar de perder tiempo haciendo pancartas o cantando canciones”, criticó Benitez. “Soy un profesional, estoy haciendo mi trabajo. Lo que quiero es ganar todos los
