As we mark our 25th anniversary I have been reflecting on what Hi-Lite means to me. The Hi-Lite name has been with us 25 years. The company started in 1989 as HiLite Striping Co., Inc. and through the years it has been modified numerous times to its current iteration, Hi-Lite Airfield Services, LLC. Corporate structure, ownership structure, and services offered have changed, but the word, Hi-Lite, has been the consistent theme. As a noun, Hi-Lite means an especially significant or interesting detail or event. Over the span of 25 years there have been many Hi-Lite’s: • Our first bonded job . . . the streets of Fort Drum • Striping all of the interstates through the City of Syracuse • Buying our first epoxy truck and branching out to other services • Purchasing a waterblasting company to augment our services • Opening an office outside of New York, first in South Carolina, followed by Texas (RejuvaSeal), Florida and Virginia (where we make AEROGREEN™, a line of biodegradable cleaning products) • Opening our first office outside of the United States, in Kingston Ontario • Working at some of the busiest airports around the world, including Atlanta, JFK, Orlando, Dallas, Abu Dhabi Doha, Jeddah, Guatemala City, San Jose, Costa Rica, Panama City, Guayaquil & Quito Ecuador, Vancouver, Canada and various Caribbean Islands All of these milestones are significant. But, from my perspective, these Hi-Lite’s are not the Hi-Lite I experience everyday. It is the Hi-Lite team, our employees, and resulting energy and sense of community that is the catalyst that makes it all possible. It is the crews working tirelessly that create our success. Hi-Lite is more than we could have dreamt 25 years ago. To summarize, at the micro level, the Hi-Lite of working at Hi-Lite is its people.

At the macro level it is the important work that we do that is the Hi-Lite. As a verb Hi-Lite means to make prominent; emphasize. The work we do is vital. We play a significant role in making flying safe for the millions of passengers that take to the sky daily. Markings on airfields play a critical role in reducing runway incursions as they are a critical component of moving the aircraft from the runway to the gate.Without markings there would be large swaths of asphalt and concrete with no direction for the pilots. Our other services, such rubber removal, asphalt rejuvenation, and friction testing, all play a critical role in runway safety. To be successful you need to partner with the best companies in the industry. This magazine is a testament to the long term relationships Hi-Lite has developed over the years. We thank the companies for allowing us to share in the celebration of 25 years in business.

The Hi-Lite team, doing the work of hi-liting the runways is truly our story. It is the story of Hi-Lite. 5

history of

hi-lite

Hi-Lite Striping Co., Inc. started in 1989 as a New York State road markings contractor when Richard C. McNeely Jr. (Dick) decided to go in business with his sons, Calvin, John and Howie, as well as Calvin’s wife, Rhonda and Dick’s wife Linda. The goal of the new company was to be a full-service road markings contractor. From the beginning Hi-Lite has always been a family operated business with various members taking on specific responsibilities. To this day the family is very much involved in senior positions: John is President • • Calvin is Vice President, Operations • Rhonda is VP, Sales and Marketing • Dick is Chief Compliance Officer

Riding the Highway In the 1990’s the highway market in NYS presented many opportunities to grow the business. By the mid-90’s, Hi-Lite was working throughout the state. Most of its equipment was manufactured by MRL Equipment Co. in Montana. Working closely with MRL allowed Hi-Lite to design and build specialized striping equipment to be competitive in the market. In 1992, the McNeely’s formed another company called NY Traffic Supply. They sold traffic paint, glass beads, temporary markings, pre-formed tape and equipment. In the 1990’s, no markings contractor specialized in airfield markings. General contractors were compelled to find a local markings contractor to bid on airport projects. In 1995, Tug Hill Construction hired HiLite for it’s first airport project at Wheeler Sack Air Base on Fort Drum. Even though their equipment was not set up for 3 foot wide airfield markings, the client was satisfied with the finished project. Hi-Lite started to get more airport work. After its first few airport projects, Hi-Lite decided to invest in equipment manufactured to airport specifications to improve quality and productivity. Working with its equipment supplier, MRL, Hi-Lite took possession of it’s first airport paint truck. It was 1996 and Hi-Lite was ready to expand.

The Sky’s the Limit 1996 was a milestone for Hi-Lite. For the first time, Hi-Lite took on projects outside of NYS. Hi-Lite successfully completed 2 runway markings projects in Montgomery, Alabama and Harlingen, Texas. This positioned Hi-Lite as the first markings contractor specializing in airfield markings willing to travel to distant locales to complete an airport project. As the markings business steadily increased, the need to offer more services became a necessity. In 1998, Hi-Lite purchased a waterblasting company, HEMS, from Virginia. Having waterblasting equipment allowed Hi-Lite to add surface preparation, curing compound removal, and rubber removal to their list of airfield maintenance services. In 2000 Hi-Lite Markings, Inc. was created to handle the overwhelming demand for airport runway and taxiway striping.

In the early 2000’s Hi-Lite’s airport business continued to grow. By 2005, Hi-Lite was working and bidding projects throughout the United States. The airport business had overtaken the highway business.

Building the Business In 2005, Hi-Lite made its second acquisition with the purchase of RejuvaSeal, the world’s premiere asphalt rejuvenator used extensively in revitalizing, sealing and protecting paved airport runways and roadways. With this purchase, Hi-Lite became the first full service airfield maintenance contractor in the United States. It now had the ability to offer turnkey maintenance packages to airports. Hi-Lite’s first international opportunity occurred in Canada with a project to remove rubber at Montreal International Airport. Hi-Lite’s method of removing rubber was not only more effective than the current methods being used in Canada, but also required continued on page 8

less runway closure time. With this project successfully completed, Hi-Lite Canada purchased the assets of Riddell Pavement Markings and established a full service highway and airport striping company in Kingston, Ontario. At the beginning, Hi-Lite did not seek international work; contractors and airports outside of North America sought out their expertise. The first trip outside of North America occurred in 2008. John McNeely was asked to take a road trip across Honduras to visit the San Pedro Sula and Tegucigalpa International Airports with a stop at the US Soto Cano Air Base. This adventure led to a rubber removal contract in Honduras.

Success in South America and Beyond 2009 was Hi-Lite’s 20th anniversary. They completed their first turnkey project in Latin America at the Guatemala International Airport in Guatemala City. The project included all of the airfield maintenance services Hi-Lite offered at the time; RejuvaSeal, rubber removal, paint removal, friction testing, and new markings. The success of this project affirmed that there are opportunities for the company’s services outside of North America as airports and engineers continued to seek out assistance on various maintenance and safety related issues found at airports. Since 2009, Hi-Lite has completed other projects in Latin America, including Panama, Costa Rica, El Salvador, and Ecuador. In 2010, Hi-Lite took a larger leap in to the international market with the signing of a contract at the New Doha International Airport in Doha, Qatar. Once again it was a result of a customer seeking Hi-Lite’s services. This project opened up Hi-Lite to the entire Middle East market resulting in further work in the region including Oman and Saudi Arabia.

Get it Clean, Keep it Green Also in 2010, Hi-Lite started Hi-Lite Solutions, LLC to manufacture AEROGREEN™, it’s own line of water-based cleaners and degreasers used in airfield maintenance. AEROGREEN™ products include runway rubber remover, mold, mildew and algae remover, and aircraft cleaner. Bobbie Pettit, a chemist from Virginia that has specialized in aqueous, environmentally-friendly chemicals for the aerospace, military, and industrial markets, has developed a full line of AEROGREEN™ products to compliment the airfield maintenance services that Hi-Lite offers.

Enhancing Airfield Safety In 2014, Hi-Lite Markings, Inc. changed their name to Hi-Lite Airfield Services, LLC, and started using ‘More Than a Markings Company’ as their tag line. They also celebrated their 25th anniversary. Today, Hi-Lite offers a complete line of airfield maintenance services. Their clients span the globe. Hi-Lite has business units in the U.S., Canada, Latin America, Middle East, and the Caribbean. Whether they send a crew across town or across the world, Hi-Lite’s main objective is to enhance airfield safety, and minimize runway incursions and excursions, making it safer to fly for every man, woman and child that boards a plane.

Hi-Lite Takes On Their Biggest Challenge Hartsfield-Jackson Atlanta International Airport (ATL) in Atlanta, GA is the busiest airport in the world. When GSC Atlanta, a subsidiary of construction giant Kiewit Southern, was asked to bid on four similar markings projects at ATL, they approached Hi-Lite to bid as a partner. GSC and Hi-Lite have worked together on various airfield maintenance projects since 2006, and Hi-Lite had successfully completed large projects at ATL before, so the partnership made perfect sense. “Based on our previous positive experiences working with GSC Atlanta, we didn’t hesitate when they asked us to bid as a partner on the project at ATL,” said Bub McNeely, VP, Project Management for Hi-Lite. “It’s an honor and a privilege to work side by side with a prestigious company like GSC, especially at the busiest airport in the world.”

The project, currently in production, involves paint removal on ATL’s taxiways, to be replaced by a total of 1,100,000 sq.ft of markings using waterborne paint and Type III beads. In order to execute the contract, Hi-Lite has had to dedicate massive amounts of equipment specifically for this project. They also invested in new equipment to get the job done. Hi-Lite purchased a state-of-theart paint truck, waterblaster truck, and their first ever jet dryer. Hi-Lite has hired local employees, mostly from the metropolitan area of Atlanta, as well as a local project manager for immediate problem resolution.

Meeting the Challenge One of the biggest challenges an airfield services contractor faces while working on an incredibly busy airport like ATL is airport operations can not stop just so they can get their work done. Another challenge is tying up a lot of experienced team members and equipment for months on end. Hi-Lite is working in seven hour shifts from 11pm to 6am. The taxiway markings are removed with the waterblaster, the pavement is dried out with the jet dryer, and the new markings are laid down all on the same shift. The contract is for 365 days, but Hi-Lite expects to execute it in less than 6 months. “Due to the sheer size, the location and the quality of work expected by the client, this project is a true test for our team,” said Hi-Lite’s President and CEO John McNeely. “After 25 years in the business, we’re up to the challenge.”

From Parking Lots to Runways It was 1995. Up until that time, Calvin McNeely and his HiLite crew kept pretty busy striping parking lots. They were known for doing good, clean work in a timely manner. Then a phone call sent the company in an unexpected but exciting direction. Hi-Lite got their first airport striping job. The call came from Bill and Joanne Kellogg, the owners of Tug Hill Construction. Tug Hill and Hi-Lite had worked together on various projects over the years. They had a good working relationship, and a mutual respect for each other’s capabilities.

The project Tug Hill was the General Contractor on a project on Fort Drum, and they needed someone to stripe the runway at Wheeler Sack Army Airfield. Tug Hill needed approximately 307,000 sq.ft. installed on 3 runways. They asked Calvin if he’d like to take a crack at it. “I said sure, why not, it’ll be a nice diversion,” Calvin McNeely, Vice President of Operations for Hi-Lite said. “Little did I know that would be the moment that Hi-Lite got in to the aviation industry.” The job wasn’t easy. They didn’t have the proper equipment to stripe a runway. The old fashion air automized hand stripers they were using were only set-up to stripe 4” wide at a time, with no glass beads and Alkid paint. Not even close to the 3’ wide markings they needed to produce, but where there’s a will there’s a way.

It took Calvin and his crew about a month to finish the job. Not bad under the circumstances, but a little longer than the contractor wanted it to take. But the work was clean, the markings were crisp, and Hi-Lite had their first airfield markings job under their belt. To this day, Hi-Lite still does work at Fort Drum and the Wheeler Sack Army Airfield.

Hi-Lite expands overseas Sand storms. Temperatures up to 140°F. Cultural differences as far apart as opposite coasts on an ocean. These were just a few of the challenges Hi-Lite faced when they got their first job overseas. In 2009, Hi-Lite submitted a quote for a project at the Hamad International Airport (formerly known as New Doha International Airport). The airport is operated by Qatar Civil Aviation Authority. Hi-Lite wasn’t the low bidder, but after the company that was awarded the contract didn’t meet the demands of the project, HiLite was hired for their first project overseas. The construction of Hamad International Airport marks the beginning of an ambitious master plan from stable Middle Eastern countries to dominate a larger market share in the international aviation industry. Similarly to the United Arab Emirates, Kuwait, and Saudi Arabia, the State of Qatar is competing to attract passengers traveling from Asia to Europe and the Americas. For countries such as Qatar, who rely heavily on revenues from oil, diversifying their economies with aviation and other industries is crucial in order to compete in the global marketplace and develop their infrastructure.

The Contract Hi-Lite’s contract consisted of installing airfield markings over the entire Hamad International airfield including two runways, three parallel taxiways, rapid exit taxiways, connecting taxiways, and aircraft parking apron. A total of 1,377,780 sq.ft. of paint had to be installed. Hi-Lite was given 18 months to complete the contract with mobilizations averaging 1-2 months.

Since this was new construction, Hi-Lite had to remove curing compound from the concrete surfaces by shotblasting with Blastrac machinery. This makes a better bond between the concrete and paint. In order to install the markings, Hi-Lite imported in to Qatar one of it’s state-of-the-art FAA approved paint trucks along with 5 hand stripers for detailed painting work. In order to execute the Hamad International Airport project, Hi-Lite borrowed equipment from the US operations and a team of 10 US workers traveled to Qatar to perform the work. “Having American crew members, equipment, and USA-made materials provided our international client with an unparalleled level of confidence and comfort,” said Kevin Parker, Hi-Lite’s International Division Manager. “We didn’t let on to our client, but because it was Hi-Lite’s first job overseas, it took us a while to get comfortable ourselves.”

Complications. Climate. Culture. Hi-Lite realized moving equipment, material, and people overseas required a high level of attention to detail. In some instances, the reflective media sent from the USA to Qatar differed in one letter from the approved specifications and this caused delays in completing the work. Also, it is common in new construction for engineering drawings to get updated as the project progresses. Hi-Lite was forced to remove and re-paint in order to adapt to the new drawings and location. This in turn caused several change orders and heavily impacted invoicing and accounts receivable. From this project, Hi-Lite learned to factor in extra days for customs and regulatory certifications.


CELEBRATING A QUARTER CENTURY OF EXCELLENCE | 1989-2014

The climate and culture shock from being in the Middle East for some of Hi-Lite’s crew was astronomical. Temperatures between 130°F – 140°F during the day, forced the crew to work at night when the temperature dropped to 90°F. When work was done during the day, they learned from the local labor force to wear a headscarf to protect the head from sunlight and the face and eyes from sandstorms. Additionally, the crew adapted very well to the Islamic calendar and the holidays. For example, the crew learned about Ramadan, a holiday where Muslims worldwide observe a month of fasting. During this month, it is common for business activity in the Muslim community to slow down. In addition, the crew had to adapt to the locals praying schedule of 5 times a day. All of these experiences provided Hi-Lite personnel with greater cultural sensitivity, awareness and a broader perception of the world we all live in. Quality control was of great importance to the client. Hi-Lite had several governing agencies which inspected the painted areas as the project progressed. The contract owner hired additional labor force so that markings dimensions and width were measured with pieces of string to make sure they were up to specifications, which they were.

Hi-Lite: Home in the Middle East After completing the Hamad project, Hi-Lite established a subsidiary in Abu Dhabi, UAE. Given the low maturity of the airfield maintenance market, HiLite realized that it was well positioned for success and rapid growth. Middle Eastern countries want to be the best in everything they do and Hi-Lite will be right there to support that mission by providing the best airfield maintenance services available today.

Celebrating a quarter century of excellence On September 23rd, 2014, Hi-Lite, the premier airfield maintenance contractor in the world, celebrated their 25th anniversary. A luncheon was held in one of the new hangers at the Watertown International Airport to recognize Hi-Lite’s 25 years in business, as well as their important role in economic development and job creation in a globalized economy. Special guests and speakers included Honorary Speaker Representative Bill Owens from New York’s 23rd District, Assemblywoman for the 116th district, Addie Russell and Donald Alexander, CEO of the Jefferson County Industrial Development Agency. Additional speakers included Bob Markowski, VP Commercial Lending NBT Bank and John McNeely, President and CEO of Hi-Lite. Besides their 25 anniversary, Hi-Lite had other reasons to celebrate. Recently, the company received approval for more than $7.1 million in loans through the U.S. Department of Agriculture’s Rural Development program to buy new equipment and create up to 10 jobs. HiLite also recently received a separate $1.5 million short-term loan from the Jefferson County Industrial Development Agency and the Jefferson County Local Development Corporation. th

Leading the Way Over the last 15 years, Hi-Lite has experienced annual double-digit growth. Representative Owens said during his remarks that Hi-Lite was a company “leading the way” in looking for opportunities to expand regionally and internationally. Hi-Lite currently has on-going airfield maintenance contracts in over 30 states. Hi-Lite has major on-going contracts with some of the largest airports in the US, including JFK, Newark, LaGuardia, Tampa, Miami, Chicago O’Hara, Dallas and Denver. Hi-Lite just signed a substantial contract with the Hartsfield-Jackson Atlanta International Airport, the busiest airport in the world. (see page 12) As a result of their expertise and success the last 20 years in the United States, Hi-Lite has expanded globally. They currently have offices in Canada, Panama, UAE and Costa Rica. Hi-Lite will soon be opening an office in Saudi Arabia. Current on-going international projects include projects in Panama, Saudi Arabia, Costa Rica and Puerto Rico. Hi-Lite has also completed airfield maintenance projects in numerous countries in Latin America and the Caribbean. “A great deal of our success is because we’ve got hard working, dedicated employees that put safety first,” said John McNeely, President and CEO of Hi-Lite.
