Facts Concerning Polygraph Examinations Since the 1920’s polygraph testing has played a role in criminal investigations by the police and other law enforcement agencies to include those in the U.S. Government. Over the years the method of testing has pretty much remained the same, but the advancements in technology have made it easier to record and evaluate the physiological test data. For the test to be considered a ‘polygraph’ examination in most states, to include Oregon, the following must be permanently recorded during the actual testing process; blood pressure and pulse, respiration (breathing) and electro-dermal skin response. Oregon, like many other states, controls and licenses polygraph examiners through strict licensing laws administered by the Oregon Department of Public Safety Standards and Training. Anyone in the state of Oregon who uses instrumentation to verify truth or detect deception must be properly licensed. The analog instruments which show pens making lines on

moving paper is what most people think when they hear the word polygraph or ‘lie detector’. While those instruments are still manufactured and sold, most examiners use advanced computer systems where the test data can be both evaluated by the examiner as well as subjected to a computer scoring system which was developed by the Applied Physics Laboratory at Johns Hopkins University almost 20 years ago. Properly trained and licensed examiners are often an important part of criminal investigations. Testing ‘persons of interest’ can confirm with an extremely high degree of reliability if a person is being truthful or not concerning their possible involvement in criminal activity. If a person has been charged with a crime but denies his guilt, he can submit to a polygraph examination to confirm his position. If he passes the examination and the questions appropriately addressed the charged offense, most district attorneys will re-consider or even dismiss the existing charges.

For parole and probation agencies in Oregon polygraph examinations are often part of the court order, requiring persons convicted of crimes submit to periodic polygraph testing to confirm they are complying with all laws as well as those specific conditions and rules imposed by the sentencing judge or the parole board. From an evidentiary standpoint, results of polygraph examination conducted by police as part of an investigation are not admissible in court although statements made by the examinee during that process are admissible. Since the rules of evidence are less restrictive during violation proceedings for people on probation or parole, the results of polygraph examinations can often be discussed and reviewed in those kinds of hearings. Cell: (541) 331-3895 Klamath Technology Services, winner of the 2010 Best of Klamath award for Computer Services, was burglarized on the morning of Tuesday, March 13th, 2012. The burglars used a crowbar to gain entry to the business located at 270 Main St., and took several technology items as well as the money in the register. The computer sales and repair business stated that the loss was minimal and they have heavily upgraded all security measures at the location. If anyone has information regarding this crime, please contact Klamath Tech at 541-205-6332 or the Klamath Falls Police Department. A $1000.00 reward is being offered for information resulting in conviction of those involved.

WANTED PERSON: Justin Oneil 28 years of age is currently wanted on a State Wide Parole and Probation Warrant. Oneil is additionally the person of interest on continued thefts from Klamath Community College. KCC has been the victim of at least two theft of computer equipment in the past few months. This equipment has been taken from the school’s free computer access area’s where students are allow to use the schools computers at no cost to complete their work.
