IRPA Society The international voice of the radiation protection profession in the enhancement of radiation protection culture and practice worldwide. IRPA is the International Professional Society for Radiation Protection. It promotes excellence in the practice of radiation protection through national and regional associate societies for radiation protection professionals by providing benchmarks of good practice and enhancing professional competence and networking.

IRPA Society (continued) The primary purpose of IRPA is to provide a medium whereby those engaged in radiation protection activities in all countries may communicate more readily with each other and through this process advance radiation protection in many parts of the world. This includes relevant aspects of such branches of knowledge as science, medicine, engineering, technology and law, to provide for the protection of people and the environment from the hazards caused by radiation, and to thereby facilitate the safe use of medical, scientific, and industrial radiological practices for the benefit of mankind. The IRPA membership comprises about 18000 individual members representing 50 national and regional Associate Societies in 65 countries.

IRPA Countries

For all Associate Societies of IRPA and individual members, it is an important objective to attend the next International IRPA Congress. For many other related professions it is an excellent opportunity to communicate on the achievements, scientific knowledge and operational experience in radiation protection.

It is a major task for IRPA to provide for and support international meetings for the discussion of radiation protection. The International Congresses of IRPA are the most important of these meetings. These have been held about every four years since 1966, in between these events there are also a series of regional Congresses.


Welcome Message from IRPA President It is my privilege and great pleasure as President of IRPA to invite you to the International Congress on radiation protection – IRPA14 – in Cape Town, South Africa during 9 - 13May 2016. IRPA 14 is the premier world congress in radiation safety in all areas of application of ionizing and non-ionizing radiation. IRPA will also celebrate its 50th Anniversary in Cape Town to acknowledge the substantial contributions to both science and the practical and safe application of radiation that IRPA and its associate societies have made over the last 50 years. The use of radiation in industry, medicine and research is increasingly evident throughout the world and is involving more and more complex systems, particularly in medical applications. This situation is presenting widespread challenges to radiation safety professionals and is influenced by the ongoing increase in globalization and societal change. Global acceptance of the fundamental radiation protection principles of justification, optimization and limitation as recommended by the International Commission on Radiological Protection (ICRP) is one of the targets of IRPA activities. The need for optimization to be extended to nuclear medicine is just one example. Overexposures, overuse of imaging and accidental exposures are increasingly reported and illustrate the need for joint action of the stakeholders involved in order to increase radiation safety in medicine. Another area of special priority is the promotion of public understanding of radiation risks through the sharing of experience and identified good practices amongst our members in this regard. Focussing on areas relevant to the core interests of IRPA implies working closely with international organizations and professional bodies of highest relevance to our mission. Such organizations and professional bodies include IAEA, ICRP, WHO, IOMP and FORO as well as organizations such as ILO, ICRU, UNSCEAR, ICNIRP, ISRRT, NEA and the EU. The Congress in 2016 will offer a platform and a unique opportunity to jointly discuss global safety issues in all areas of our profession face to face. I am calling for abstracts and paper submissions aligned with the outstanding programme of the Congress established by world experts in radiation safety. I invite you to identify emerging issues and to present them for discussion to the Congress in Cape Town in May 2016.

Welcome Message from IRPA14 Congress President The IRPA 14 International Congress is co-hosted by the South African Radiation Protection Societies: SARPA and SARPS and is scheduled to take place in Cape Town, South Africa from 9 to 13 May 2016. We are delighted to confirm the excellent preparations for making the IRPA14 International Congress successful and productive. With the theme of “Practising Radiation Protection - Sharing the experience and new challenges” the 2016 Congress will be an important milestone in meeting our challenges at the time of rapid changes in a globalizing environment. Thanks to the sterling efforts of the Programme and Organizing Committees we can assure delegates of a top-quality programme, reasonable fees and excellent facilities. As with all previous IRPA International Congresses, IRPA14 provides a broad dialogue platform for consolidating the international voice of radiation safety professionals and other professionals working with nuclear and radiation related technologies. The 5 day scientific and technical programme of the 2016 congress is being formulated by the active participation of the Associate Societies through the relevant Committees. Particular emphasis will be placed on solution-oriented activities and network-based interactions. Congress Overview It is with great pleasure that we invite you to participate in the 14th IRPA International Congress, which will take place in Cape Town, South Africa 9 – 13 May 2016 and will follow the theme:

“Practising Radiation Protection - Sharing the Experience and New Challenges” The Congress will mark two unique milestones, namely the 50th Anniversary of the first IRPA Congress (IRPA was established in 1964 and held its First International Congress in 1966) and it will be the first IRPA International Congress to take place on the African Continent. South Africa has a long history with the use of radiation in medicine and industry. The nuclear industry is an important economic contributor in the areas of uranium mining, nuclear power generation and radioisotope production. South Africa plays an important role in African regional affairs and within the group of emerging economies within the world. These dimensions bring special meaning to the Congress theme providing a valuable opportunity to share the lessons learned in radiation protection worldwide and to discuss emerging challenges. About your Hosts The Southern African Radiation Protection Association (SARPA) and the South African Radiation Protection Society (SARPS) will jointly host the 14th IRPA International Congress, which will take place in Cape Town, South Africa from 9 – 13 May 2016. SARPA was established on 10 September 1997 with the vision to be an independent association which will serve the objectives and profession of radiation protection not only in South Africa but also in the broader Southern African region. Since its establishment SARPA has hosted a number of national and international meetings and conferences, including the First All African IRPA Regional Congress at Misty Hills, South Africa during May 2003. SARPS was established in 1970 with the mission to promote radiation protection in medicine, science, agriculture, commerce and industry in South Africa with an emphasis on health care. The society seeks to reduce the radiation dose received by the public, workers and patients by promoting awareness of radiation protection procedures and techniques. This is achieved through congresses, lectures and ongoing training among its members. The society provides a forum for the discussion of radiation protection issues and is a resource centre for radiation protection.

Congress Programme The basis for the scientific programme is the Congress Theme: Practising Radiation Protection – Sharing the Experience and New Challenges This theme focuses on the fact that we are the professionals of radiological protection. When practising our profession, we learn from each other and help each other to face new, unexpected developments. These include improved technologies permitting better protection, the increased presence of radiation in society, and response to radiation emergencies. All of us will recognise this panorama as part of our professional lives; the rapid development in African countries means that these changing perspectives are evident perhaps more than anywhere else. Thus the programme will share practical and theoretical knowledge, and highlight new challenges and how we best can handle them, at all times with the practical needs of the radiological protection professional in focus. The programme will address three major topics of the radiological protection system: 1. Fundamental science, as applied to radiological protection A. Epidemiology B. Physics and chemistry C. Structure The programme is planned with the ambition of providing a familiar and easily assimilated structure, taking advantage of the newest technical means to ensure an optimal experience for all participants. It will feature a series of keynote plenary presentation sessions, parallel topical sessions, poster sessions, and plenary summaries, and provide focused fora.

Congress Programme (continued) The plenary sessions, featuring world-leading radiation scientists and radiation protection practitioners, will highlight the current state of key topics. They will include the prestigious Sievert Lecture, reviews of the science underpinning ionising and non-ionising radiation protection, the current status of the international system of protection, a session updating us on the lessons learned from the Fukushima Dai-ichi nuclear accident, and a brief focus presentation by the Royal Swedish Academy of Sciences Gold medallist. The final plenary session will identify the principal conclusions and outcomes from the Congress, highlighting the role and activities of IRPA. Some 35 topical sessions, organised in groups of five parallel sessions, will provide oral presentations of submitted papers and selected keynote presentations, reflecting the scientific and practical areas defined by the topics and subjects specified above. Four major poster sessions will provide a forum for poster discussion and analysis. Every effort will be taken to integrate discussions in the oral and poster sessions and to follow up issues from panels and sessions. Some topical sessions will use a symposium format with plenary panels of invited speakers and, as always in topical sessions, interaction with all present delegates. Thematically focused fora will be organised by, or in association with, other organisations. They will allow delegates to understand and contribute to the areas addressed. Examples of such co-operatively working fora envisaged include medical physics and medical exposures (IOMP, WHO, PAHO, IAEA), data collection (UNSCEAR), and nuclear issues (WNA), and further forum proposals are encouraged. The Rolf M Sievert Award The IRPA14 scientific programme will be opened, in keeping with tradition, by the Sievert Lecture, presented by the winner of the 2016 Sievert award. This award is granted in honour of Rolf M Sievert, a pioneer in radiation physics and radiological protection, and selected by the IRPA Executive. Previous recipients of the Sievert award are: Bo Lindell, W Val Mayneord, Lauriston S Taylor, Sir Edward Pochin, Wolfgang Jacobi, Giovanni Silini, Daniel Beninson, Itsuzo Shigematsu, Abel J Gonzalez, Christian Streffer, and Richard V Osborne. The Gold Medal for Radiation Protection of the Royal Swedish Academy of Sciences On the final day of the Congress, this medal will be awarded and the medallist will give a brief presentation. The medal was established in 1962 to be awarded to persons who have made a highly valuable contribution to international radiation protection progress during the preceding ten years. Recipients are nominated by the International Commission on Radiological Protection (ICRP) and chosen by the Academy.

International NIR Workshop On May 9 - 11, 2016, the International Commission on Non-Ionizing Radiation Protection (ICNIRP) will hold its 8th International NIR Workshop in conjunction with the IRPA14 Congress. The major findings of this Workshop will be presented during the final scientific plenary of the IRPA International Congress. This landmark event signifies the dedicated co-operation and collaboration between ICNIRP and IRPA in order to optimise the safe and effective use of resources by practitioners of radiation protection. ICNIRP can offer a discounted registration fee to IRPA14 participants who take this excellent opportunity to learn about the latest advances in NIR research and protection during their attendance at the Congress. Congress Programme (continued) 50 Year Celebration The fiftieth anniversary of international collaboration amongst radiation protection professionals worldwide, under the IRPA banner, will be celebrated with a session dedicated to the achievements and milestones that have marked this period. The session will be an important part of the scientific programme and will highlight the scientific topics underpinning our profession, the issues we have faced and can expect, and the lessons learned so far. It will provide a unique insight into the role and influence of professional societies and IRPA in the evolving world of radiation safety. Technical Exhibition The technical exhibition is a significant part of the scientific offering provided by IRPA14, and will give delegates the opportunity to sample the latest technical developments in all the fields in which radiation protection is playing an active role. Sponsored commercial presentations will give opportunities for delegates to be made aware of the products, services and capabilities of commercial companies and organisations. The technical exhibitors are also encouraged to submit scientific presentations which will be peer reviewed to the same scientific rigour as all other proffered presentations. Electronic and Digital Aspects The Congress will make use of best current electronic and digital technologies, and delegates are advised to bring relevant electronic devices such as laptops and tablets with them. The programme, abstracts, submitted papers and poster PDFs will all be available for a short period in advance of the Congress and will be WiFi-accessible throughout the Congress. This will permit delegates to optimise their personal programme tailored to their interests. All PowerPoint presentations will be filed on the website shortly after delivery, together with audio-visual input where available. Refresher Course downloads will only be available to non-attendees on payment of an additional fee. There will be a limited programme of live webcasts of selected presentations for use by Associate Societies and relevant organisations around the world. Modern communication methods, involving approaches such as blogs and tweets, will be used during the principal discussion sessions in order to help identify the key issues and questions. All the Congress programme content and output will be migrated to the IRPA website approximately six months after the Congress. Some Principal Attractions The scientific programme will cover a wide range and will include global overviews as well as in-depth analyses of specific issues. So as to illustrate the flavours of the programme, here are some examples of what is being planned:

Fundamental science – Attention will be paid to sources of exposure, interactions with matter, LET notions, radiochemistry, and nanoparticles. High doses and accidents as well as low doses, LNT, and epidemiology will be discussed, also prenatal exposures, non-cancer effects, individual radiosensitivity and toxicology and combined effects. Atomic bomb survivors, uranium studies, and background radiation will be revisited. Ethical issues as a scientific issue, public risk perception as related to policy, the idea of zero risk, and veterans from nuclear test will be discussed. Policy, standards, culture – The global radiation safety paradigm will be addressed in terms of doses and risks, philosophy and principles, international safety standards for ionising and non-ionising radiation, graded regulatory approach, and the integration with medical, security, and other industrial hazards. Ethical and cultural experiences, training and education issues, quality and management, and stakeholder involvement will be addressed. Key issues identified during IRPA 14 and challenges for the future will be summarised.

Congress Programme (continued) Applications / Context – Within the 16 subjects identified, many issues are cross-cutting, some issues are overlapping, while some issues have unique features. The focus will be on the professional facing the realities of radiation protection practice, and the topical areas described below reflect practical situations that we encounter as professionals. • Medical: Patient safety and the Bonn Call for Action, improved radiation safety for children, protection issues with new technology, radiation safety compliance, QA and audits, DRLs, optimisation of staff protection, and implementation of the new Basic Safety Standards. • General ionising radiation protection: The nuclear industry (including regulatory developments required for emerging nuclear countries), the general industry, the extraction / mining / oil / gas industry, and natural radiation exposures. • Justification, optimisation, design: Nuclear and industrial examples of different levels of justification. Dose management databases like ISOE, source term reduction, and other successful cases of optimisation. Different reactor designs and their radiological protection properties. • Radiation detection / dosimetry: State of the art of radiation detection as well as internal and external dosimetry in different contexts, and, e.g., transuranics, telemetry, new personal dosimeters, and computational radiation detection. • Environment / natural background: Radiation in and effects on the environment. Radioecology: marine modelling, uncertainties. Public radon exposures, occupational NORM exposures, space crew cosmic exposures. Protecting the environment in practice. • Transport / sealed sources management: Practical issues that are often handled by the same professional. Effective compliance assurance. Delays and denials of shipment. Remote areas. Code of conduct. Disused sources. • Non-ionising radiation: Static, power, intermediate, radiofrequency electric and magnetic fields. Mobile telecommunication. UV and optical radiation, lasers. Ultrasound. Intentional medical/cosmetic exposures. Emerging technologies. Regulations and compliance. • Emergencies: A multi-disciplinary approach – cross-sector co-ordination. Medical countermeasures. Emerging role of social sciences. Risk communication in emergency response. Monitoring and assessment. Fukushima in retrospect, lessons learned. • Decommissioning / waste / remediation: RP in decommissioning plans (characterisation, personal/collective dose management) and waste management (acceptability of clearance, issues in waste storage and geological disposal). Practical approaches to derivation of remediation criteria. Business Programme Before and during the congress, a series of meetings will allow the appointed Associate Societies’ participants to review the actions of IRPA and prepare for the future. In order to facilitate the course of the Scientific Programme, the IRPA Associate Societies Forum will be held on Sunday 8 May. It will provide an opportunity to discuss common issues and to develop ideas concerning the running of IRPA. All Associate Societies are strongly encouraged to ensure that they are represented at the Forum, and all Congress delegates may also participate.

The General Assembly to be held on the Wednesday afternoon will be the principal part of the business programme during which some 150 formally nominated Associate Society delegates, representing the Associated Societies, will elect the officers and members for the next Executive Council that will operate during the 2016 – 2020 period. It will also conduct other formal business, including confirming the venue for the next International Congress (IRPA15) scheduled for 2020 and the selection of the prime candidate for the 2024 Congress.


Congress Programme (continued) Refresher Courses The Refresher Course programme provides delegates with the opportunity to update their knowledge in specific areas of radiation protection science and practice. The courses are aimed at providing a broad overview of the current state of a given topic, thereby giving delegates not working directly in that field a sound understanding of the current status, and at giving experienced practitioners a more detailed understanding of up-to-date developments in a field. Twenty refresher courses will be delivered by selected instructors according to their outstanding expertise and competence in teaching. The courses are offered in five parallel sessions each morning, Monday through Thursday, beginning at 0730. The courses will be submitted to the American Academy of Health Physics for accreditation for Continuing Education Credits, and course details will be available to support accreditation by any other Associate Society for relevant Continuing Professional Development (or equivalent) schemes. The fee for the refresher courses will be ZAR 600.00 per person per course. Congress Programme (continued) IRPA Young Professionals Award The IRPA14 Organising Committee issues a special invitation and encouragement to younger scientists and professionals to attend the congress as delegates. Besides the Young Professionals Award the Organising Committee will encourage networking amongst young persons by holding a specific reception for them, allowing them also to meet some of the senior figures in the profession. Eligible persons are requested to tick the relevant box on the registration form. Purpose of the Award Processes that involve radioactive material and radiation require qualified scientists and professionals in the field of radiation protection and safety. The purpose of this award is therefore to promote investigation into radiation protection and all its related disciplines by young scientists and professionals. The IRPA Young Professionals Award renders an opportunity to present the work in an oral form to an experienced international audience of experts and peers. Rules To qualify for this distinction young scientists and professionals are required to: • be under 35 years, or in exceptional cases if the candidate is older, be in the first five years of their career in radiation protection; • be the main author of a paper whose abstract has been approved by the Scientific Committee or Board of the candidate’s Radiation Protection Associate Society in that Region; • if the work has more than one author, obtain the written consent of the other authors for the main author to be the candidate for the award; and • be officially designated by the relevant Associate Society in the Region of the Conference. The Candidate’s Associate Society is required to: • nominate their candidate(s) to the Congress organisers in accordance with the congress rules. Only one candidate per society is allowed for IRPA14; and • ensure that the candidate for the award can participate in the Congress and make an oral presentation of the paper. In case the candidate cannot assure his/her participation due to financial constraints, he/she will be able to apply for any of the scholarships that sponsoring organizations are able to grant. Normally the candidate’s Associate Society should ensure that the applicant can participate, where necessary by providing financial support. Awards Three awards (First, Second and Third prize) will be presented to the selected young scientists and professionals, according to criteria established by the Jury. The awards will be announced and presented in the Closing Ceremony of IRPA14, and will consist of diplomas and/or memorial plaques, together with a monetary prize. All candidates for the award should be present during this ceremony.

Call for Abstracts The Scientific Programme Committee is pleased to invite delegates to submit their contribution to the IRPA14 Congress through the online submission system. Your contribution, once accepted, can be presented at IRPA14 as a poster or as an oral presentation, your poster PDF or PowerPoint presentation and your full paper will be made publicly available through the IRPA web site after the Congress, and we are planning to provide the option of having selected papers published in a leading peer-reviewed journal. To view the abstract submission page on the website go to www.irpa2016capetown.org.za/ScientificProgramme/abstracts The final date for the submission of abstracts is the 20th September 2015. Abstracts will then go through a review process and authors will be notified by the 31st December 2015 whether their submission has been accepted. Your abstract should summarise clearly the proposed content of the full paper, including any major scientific findings or conclusions. The acceptance of abstracts will be based on their scientific and technical quality and clarity of presentation. Submission Guidelines Authors will be required to register online as a user. Once registered, a confirmation email will be sent to you containing the submission guidelines, instructions and an abstract template. Briefly, the simple, user-friendly process is as follows: 1. Register as an abstract submitter, log in, and enter the title of your abstract. You can submit one or several abstract(s) and, before 20th September 2015, update your abstract(s). 2. Download the approved abstract template, fill in the abstract, save your abstract in .doc or .docx format, and upload it. 3. Enter the affiliation(s) and name(s) of the author(s) and confirm that at least one author will be present during IRPA14. 4. Select the topic/subtopic combination that best describes your combination, using one of the 16 thematic combinations listed above and at the web submission page (1 A-D, 2 A-F, 3 A-F). If you select an Applications/context combination, i.e., one of options 3 A-F, you will also be asked to select one of the 16 subjects listed above (i – xvi). 5. Getting to the Congress Travel by Air The main airport in the Western Cape is Cape Town International Airport which is situated approximately 20 minutes from the Cape Town city centre by bus. 18 international and national carriers service Cape Town International Airport. Some international carriers fly directly to Cape Town while some stop-over in Johannesburg and then carry on to Cape Town, with others terminating their flights in Johannesburg, which necessitates a change of aircraft and an additional short 2-hour domestic flight. The preferred carrier for IRPA14, South African Airways (SAA), is offering delegates special fares over the period of the event on a first come, first serve basis. Early booking is strongly suggested because flights to, from and within South Africa are generally in heavy demand. Facilities that would be included in the tour at the Koeberg Nuclear Power Station are: •

The Low/Intermediate Level Waste Storage Facility: Low and Intermediate Level Waste and Short-Lived Waste is temporarily stored at the Koeberg Nuclear Power Station prior to shipment and disposal at the National Waste Repository.The tour includes a visit to the Low Level and Intermediate Level Waste Storage Facility where visitors will gain insight into the packaging, monitoring, labelling and storage of radioactive waste at the Koeberg Nuclear Power Station.

The Emergency Preparedness and Response Control Centre: The Koeberg Emergency Control Centre is located on-site and the primary function is to facilitate a coordinated, integrated response to radiological and nuclear incidents and/or accidents. The tour includes a visit to the Emergency Preparedness and Response Control Centre where visitors will gain insight into the Integrated Koeberg Nuclear Emergency Plan, the response organisation and protective measures to safeguard workers, the public and the environment against potential consequences associated with radiological and nuclear incidents/ accidents.

The Turbine Hall: The Koeberg Turbine Hall houses plant and major components associated with steam production and electricity generation. The tour includes a walk in the Turbine Hall where visitors will see the main components i.e. the operational Generators and Turbines employed for generating electricity. The Koeberg Turbine Hall houses the largest turbines in the Southern Hemisphere.

The cooling water intake basin and filtration system: Seawater from the Atlantic Ocean is used for cooling essential plant components. The tour includes a walk to the Intake Basin Filtration System where visitors will see the intake of cooling water and filtration of debris via a rake and drum screens.

The Visitor’s Centre: The Koeberg Visitor’s Centre boasts a state of the art auditorium and exhibition area, which enthralls and enlightens thousands of visitors every year. Visitors are given the opportunity to discover first-hand how the power station works and the measures taken to protect the environment around the station. From the deck of the centre, visitors can enjoy a panoramic view of Table Mountain, Robben Island, and a fair stretch of pristine West Coast coastline.

The Radiation Protection Training Facility: The Koeberg Radiation Protection Training Facility at Koeberg employs a simulator to complement training of workers in radiological controlled areas. The tour includes a visit to the Koeberg Radiation Protection Training facility where visitors will gain insight into the Koeberg Radiation Protection Training programme for Radiation Workers.

Groote Schuur is one of Cape Town’s premier tertiary academic hospitals and was officially opened in 1938. The hospital is internationally renowned as the training ground for some of South Africa’s finest doctors, surgeons and nurses. Internationally, Groote Schuur Hospital gained global fame when, in December 1967, a young UCT educated surgeon named Dr Christiaan Barnard completed the world’s first successful human heart transplant. Perhaps not quite as well known is the fact that Allan Cormack, co-recipient of the 1979 Nobel prize for his role in the development of the CT scanner, performed a large part of his work on the CT scanner while working at Groote Schuur Hospital. The visit entails a tour of the “Heart of Cape Town” Museum (Entrance fee applicable); a museum built on the Grootte Schuur Hospital premises around the first heart transplant. It will also include a tour to the radiotherapy department. Tygerberg Hospital is a tertiary hospital located in Cape Town. The hospital was officially opened in 1976 and is the largest hospital in the Western Cape and the second largest hospital in South Africa. It acts as a teaching hospital in conjunction with the University of Stellenbosch’s Health Science Faculty. This tour would include a visit to the PET imaging centre at the hospital and possibly the 3 Tesla MRI scanner.

The iThemba Laboratory for Accelerator-Based Sciences is a group of multi-disciplinary research laboratories administered by the National Research Foundation. Based at two sites in the Western Cape and Gauteng, these provide facilities for: • Basic and applied research using particle beams • Particle radiotherapy for the treatment of cancer • The supply of accelerator-produced radioactive isotopes for nuclear medicine and research The main accelerator is a variable-energy separated-sector cyclotron, capable of accelerating protons to a maximum energy of 200 MeV. Since the late 1980’s, the Radionuclide Production Department has been known for supplying both the national and international markets with high quality accelerator based radiopharmaceuticals / radionuclides. This included the supply of short-lived SPECT radiopharmaceuticals such as 123I-related products and 67Ga to its over 25 nuclear medicine departments in South Africa.

In 2006, the first commercial PET radiopharmaceutical, 18F-FDG, and in 2008 the first commercial 68Ge/68Ga generator was produced. The particle radiotherapy facility boasts a 200 MeV horizontal proton beam line, as well as an isocentric p(66)/Be neutron therapy unit, with depth dose characteristics very similar to an 8 MV photon beam.

Necsa is by far Africa’s largest producer of a range of medical isotopes and an important international supplier of 99Mo which is used for diagnostic purposes and therapeutic treatment of cancers. Many millions of people have received the benefits of medical isotopes originating from the SAFARI-1 Research Reactor; • Pelstore: Responsible for pre-disposal operations of all solid radioactive waste originating from Necsa operational facilities and also the interim storage area for all solid radioactive waste from Necsa’s decommissioned enrichment programme. A large facility containing 65000 steel drums with several operations, e.g. segmented drum scanner, repacking area and dispatch area for waste transported to the Vaalputs radioactive waste disposal facility • Necsa Emergency Control Centre: From this centre emergencies at Necsa are managed by a multidiscipline team of functionaries. Emergency services are also provided to the local municipality. The Centre which has been renovated during the FIFA 2010 World Cup and has been successfully used as a national nuclear security and emergencies command centre for several major public events such as FIFA 2010 World Cup, COP 17 and AFCON 2013; • Necsa Visitor Centre: Used to promote the public understanding of nuclear science and technology and facilitate regular communication with the public and its stakeholders.

General Information (continued) Health There are no compulsory vaccination requirements for persons entering South Africa although a certificate for yellow fever may be required if you are entering from certain South American or sub-Saharan African countries. Certain parts of the country have been designated as malaria risk areas. If you intend travelling to one of these areas, it is essential that you take prophylaxis before arrival and whilst in the area. Protective clothing and insect repellents should also be used. Cape Town is a malaria risk free area. South African doctors and dentists are highly trained professionals and hospitals are well equipped. Participants are requested to make their own arrangements with respect to health insurance prior to departure and consult their local general practitioner for personal expert advice. For international travel and health advisories please visit the WHO website at www.who.int/ith or www.cdc.org. It is safe to drink tap water throughout South Africa. Safety and Security For those participants who have not previously visited South Africa, or Cape Town, and are concerned about personal safety, we wish to assure all visitors that Cape Town is like any other major city with good and bad areas. Common sense will ensure a trouble free and enjoyable congress and vacation. The area around the CTICC and adjacent hotels is safe and well monitored at all times but we advise that you do not walk alone after dark in unpopulated streets. Ostentatious displays of wealth should be avoided at all times. During the congress, the information desk at the CTICC and your hotel’s concierge will be able to assist you with information on places to visit and the appropriate means of transport. Shopping in Cape Town Most shops in the city centre and suburbs open between 08h00 and 17h00 to 17h30. Shops in major shopping malls open at 09h00 and close at 21h00 or later (especially at the V&A Waterfront), even on Sundays and most public holidays. Government agencies still keep to traditional weekday only hours. Most banks close at 15h30, and have limited Saturday morning opening times. Muslim-owned businesses close at noon on Fridays and re-open at 13h00.
