PROGRESS, WHAT PROGRESS? “The water line construction and paving will not affect the Wasterwater project progress says Leakey Mayor” by Julie Becker

When questioned at last weeks Leakey City Council meeting, Mayor Harry Schneemann was insistent that the wastewater project construction would not be affected by Hoover Construction being contracted to put the new water line in at 7th street or by the paving project of the city streets. However, this week when approached to be directed to the location of the workers on the Wastewater project, Utility Director Michael Collard said he did not know the location of the workers and I would have to speak

to the Hoover Construction supervisor “Johnny.” He proved to be very elusive, but when finally located he replied to the question of “Where are the wastewater project workers?” by stating “Right here paving the streets.” On a project that was given the Notice to Proceed on APRIL 16, 2012 it would seem that THIS project would have priority!! When questioned again Mayor Schneemann stated “I went on the information I was given.” I requested financial information from Naisamith Engineering but prior to

receiving it, I received the requested information from the Texas Water Development Board. I also requested a status of funds distributed and the response was “The Texas Water Development Board has committed $30.2 million in financial assistance to the Nueces River Authority, City of Leakey project. So far, the TWDB has disbursed $15.1 million. They have used the disbursed funds to pay for land and easements, four construction contracts to-date, engineering costs, and closing costs. The remaining $15.1 million is

budgeted primarily for construction said Kimberly Friesen Leggett, Media Relations Specialist.” Upon review of the submitted financial information, what stood out the most was the Utility Director’s salary which averages $10,000 per month, as you can see in the chart below. Associated Construction Partners is the contractor for the Wastewater Treatment Plant. Citizens have asked “Are we really getting our money’s worth?” continued page 11

The Nueces Canyon “Pride of Pantherland” Marching Band competed at the UIL Region 11 Marching Band contest on Saturday October 14, 2017. The band earned a Superior rating and will advance to represent the school and community at the State Marching Band contest on November 6, to be held at the Alamodome in San Antonio. Ted Buhrts, the Nueces Canyon Band Director said “The explosion of cheer coming from the band students, who were seated on the visitor’s side of the stadium, brought a huge smile to my face. I am so very proud of the students.” Exact performance times will be set once all of the region contests across the state have been completed. We do know that the state contest is run in a Prelims/Finals format with prelims beginning at 8:00am and finals beginning at 1: 30pm. A part of our success is due to the fantastic support we get from Superintendent Kristi Powers and Principal Luci Harmon. The director and students would also like to thank Brianna Taylor, Crystal Martin, Nancy Luce, Norma Hidalgo, Chris Whipkey, Carroll Vernor, Shelli Carnes, and Brianna Taylor for making contest day run so smoothly. Water News and River Flows

Flows at all crossings on the Frio River were taken on October 13, 2017 and they all showed an increase in flow since the last measurment. Fulgham’s Crossing just south of the Alto Frio Baptist Encampment had a flow of 10,670 gpm (gallons per minute) last month and now has a flow of 22,453 gpm; this is a 2X increase in flow. The rainfall events we had the last week of September really helped the flows at this crossing. The Leakey Springs crossing had a flow of 3,633 gpm last measurement, and a flow of 4,660 gpm this reading; about a 22% increase in flow since the last measurement. This crossing has remained very constant since last summer with only slight variations from one measurement to the next; but has shown a downward trend over the last several measurements. This measurement gets the crossing

closer to the normal flow. The Mill Creek Crossing showed a slight increase in flow this measurement of about 2%; there are culverts on the south end of this crossing that continue to have no flow. This crossing has a flow of 8,415 gpm this measurement which is up from the last measurement of 8,238 gpm last month. On the west prong of the Frio River, conditions are very similar with all flows showing an increase since the last measurement. The Rancho Real crossing had a flow of 5,938 gpm last month compared to a flow of 6,619 gpm this measurement increasing the flow by 10%. The Kent Creek crossing showed an approximately 33% increase in flow since the last measurement; to a flow of 1,641 gpm this month up from a flow of 1,097 gpm last measurement. continued page 13

NOTICE OF INTENT TO FILE WITH THE FEDERAL ENERGY REGULATORY COMMISSION FOR APPROVAL OF A PARTIAL WAIVER OF ELECTRIC UTILITY OBLIGATIONS TO PURCHASE AND SELL ENERGY FROM AND TO QUALIFYING FACILITIES South Texas Electric Cooperative, Inc. (STEC), on behalf of itself and three of its member distribution cooperatives, Jackson Electric Cooperative, Inc. (Jackson), Magic Valley Electric Cooperative, Inc. (Magic Valley), and Medina Electric Cooperative, Inc. (Medina) (collectively, Member Cooperatives) hereby gives notice of the intent to file a Petition for Waiver with the Federal Energy Regulatory Commission (“FERC”) requesting relief of certain obligations imposed on them by Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA) and Part 292 of the FERC’s Regulations. This petition would provide relief from the purchase and sale obligations imposed on electric utilities with respect to Qualifying Facilities (QFs) such that (1) STEC, the generation and transmission cooperative, assumes all of the Member Cooperatives’ QF energy purchase obligations under Section 292.303(a), and (2) the respective Member Cooperative assumes all of STEC’s obligations under Section 292.303(b) of the regulations to supply backup capacity and energy to any QF located within its respective service area. Copies of the approved waiver will be supplied to interested parties upon request. STEC intends to file for approval of the Petition for Waiver with FERC on or after November 13, 2017. FERC will publish notice of STEC’s filing in the Federal Register following the receipt of the filing. Leakey Moves Forward To Six Man Football The mood of the meeting was serious as the Leakey School Board quizzed the district’s Athletic Director, Donnie Dutton; Head Football Coach, Josh Stacey; Assistant Football Coach, Brian Leiker; and Principal, DeeAnna Blanton regarding the pros and cons of considering 6-Man Football. Athletic Director Dutton said, “Serious injuries have plagued the Leakey Eagle Junior High and High School teams this year as they faced older and larger players on the other teams.” Coach Stacey added that just last week a junior high school student broke his arm, and a high school student was diagnosed with a concussion. Leakey is currently one of the smallest schools in the state still trying to field an 11-Man team. It has been years since Leakey has been able to win more than 50% of its games. But the Board members agreed that more important than any win-loss record is the safety of our local athletes. Currently, due to injuries, only 16 students will be able to play football this Friday night and many of them are young players. One game was already forfeited this year due to injuries. Next week the district’s Athletic Director and Superintendent must file the district’s

intent to not only play UIL Football next school year but also whether or not it would be 6-Man or 11-Man Football. Just last year Nueces Canyon and before that Medina ISD faced the same crossroad and successfully transitioned to 6-Man Football. In the 1970’s Leakey was a powerhouse in the state’s 8-Man Football league, an option no longer available. In February the UIL will release which teams Leakey will play next school year in six-man football. Hopefully, it will include our neighbors Medina and Nueces Canyon and other teams that are in close proximity as more small schools consider this option. Coaches Dutton, Stacey, and Leiker assured the Board that they can easily make the transition to coaching SixMan Football. Coach Stacey cited that his own uncle had done so after many years of coaching 11-Man. He also cited that the move will allow the program to bring back JV Football so students can learn the craft of football playing students their own size. Coach Dutton already has many years experience coaching 6-Man Football and sees the transition, including a shorter 80Yard Field, doable. Mrs. Blanton, Principal of Leakey School, says that she loves the

“faster pace” of 6-Man football used by her previous school, Xephyr. In the end, a motion was made and passed to move the Leakey School Football program to 6-Man Football for the next two years. In the future as larger classes move up, the district could decide to go back to 11-Man Football. The decision is made every two years according to Coach Dutton. In the meantime, the safety of the current athletes took a front seat. Superintendent, Barbara Skipper, commended the Board for making such a difficult decision. In other decisions, the board approved the issuing of a RFQ for the Design and Building of a track around the football field. In addition, Board President Charlie Reagor announced that he had recently received the resignation of Board member, Amy Springer, who no longer resides in the district. The Board will appoint a community member to replace her at the next Board meeting scheduled for Monday, November 27 at 5:30 PM in the Cafetorium. News from the Judging Trail Well the kids of the Nueces Canyon FFA are at it again. The new-year always brings a fresh set of faces to the Ag Shop but one thing never changes is the desire to be great. The judging season started with a rough go with the first contest being cancelled due to weather. Undeterred the kiddos just keep working and we headed to Harper to see if we could qualify for area. In the drizzling rain the young judgers made their presence felt. Land which is full of returning judgers but our still young team took a little steam out of Area 7 power houses placing Fourth as team. Cody Johnson placed 2nd individually, followed by Caiden Childs placing 11th, and Eli Ludlow rounded out the day with a 13th finish. Grace Luce and Mason Hicks also competed placing very well. The Home-site evaluation team is a different story after graduating all those seniors last year after a state competition. I had to start hunting some new kiddos. With just one returning Judger in

Leslie Taylor I had to think pretty quickly on what to do. I sent a slew of freshman and sophomores and one lone junior out to compete. One thing never changes no matter who the kids are they show you why you are proud to be a teacher here in the canyon. They walked out there and placed 6th out of 25 teams. The group was led by freshman Maddie Williams who finished 11th overall, followed by Leslie Taylor, Edmund Winston, Shelby Pannell, Fabian Hernandez, Kam DeLeon, Payton Nevarez, Jett Hill, and Layne Hicks. After qualifying for area in both events I was extremely proud of all these guys but I told them we had to go back to work this Saturday and hit two practice meets in Hondo and Medina Valley. I cannot express how proud I am of these kids for just showing up after almost all of them had played in an away football game on Friday night in one capacity or another. To climb on the bus that early shows the true grit of our kids. Well for

being tired, all those guys and girls did was kick some rear end. Land competed and placed second in both contest to a returning National Qualifying team. We had several top ten finishers with both Cody and Caiden bringing home some Hardware. Home-site placed fourth in Medina Valley and fifth in Hondo. We also had some top ten finishers in Maddie Williams and Shelby Pannell. All these kids have been working very hard and showed great improvement contest to contest. The amazing thing is these guys work knowing there will be no cheering crowds or cheer-leaders they just show up and work. I firmly believe luck is were hard work meets opportunity and I promise we have worked as hard as anyone if not harder. We will be heading out Thursday before daylight to compete in area and earn our way into State. Wish all these kids luck because all they need is the opportunity.

New expectations, with higher standards, and no excuses is what these boys will expect as they prepare for regionals. Most teams only train to get to regionals. It is too much of a sacrifice and takes more discipline to stay focused and motivated to keep going past district. With goals in mind, these boys have been training at another level this past week. The UIL District 31 Cross Country meet was held at the Rocksprings Country Club this year. The Nueces Canyon Panthers brought home a handful of medals. The junior high boys placed 1st with 18 points. Santos Flores ran away with the gold with a time of 11:42. Zavey Paz came in 2nd clocking in a 12:28. We never knew who our third runner was going to be at our meets. This week Andres Carabajal stepped up to our third runner. He placed 4th with a 14:00 time. Running the best time of the year for a career personal best, Jordan Taylor came in 5th with a time of 14:15. Ryan Rodriguez found himself out in this cross country course. Coming in as our 5th runner, he dropped his time by almost a minute and a half, placed 6th, and split a 14:27. Keeping it in the fourteens, Nate Carbajal placed 7th with a time of 14:34. Missing a medal by only one place, Ralph Ramos came in 11th, almost breaking 17minutes to run a personal best of 17:04. These boys learned to appreciate their hard work as

On October 9, 2017 the District 31-1A Cross Country Meet was held at the Rocksprings Country Club. The Lady Panthers lined up with their goal in mind. Three front runners took off when the gun fired and led the entire race. Among those three Paige Elliott held strong running second just on the heels of the first place runner with a time of 13:05. At the regular meeting on Monday, October 9, the repairs to North San Antonio Street adjacent to the post office, along with the curbing that was broken by the huge yucca plants and their removal, were a topic that after much discussion, was decided it had to be fixed, at least the part next to the city roadway. It was mentioned that from now on, Civic Club, Lions Club, Rodeo Club, or any other entity that wants to change something effecting city properties needs to approach City Council first.

The Sabinal Police Department hosted a training for all law enforcement at First Baptist Church on Wednesday and Thursday, October 11 and 12. Conducting the training was D. Randolph Booth, Jr. who is the Regional Prosecutor for Region 3 of the Border Prosecution Unit, travelling from the Valley to present this important information. Coming to the training were all manner of law enforcement ranging from Constable, Game Warden, Highway Patrol, Police, Sheriff’s Departments: coming from Brackettville, Crystal City, Eagle Pass, Leakey, Lytle, Uvalde, and McMullen County. There will be three presentations at Sabinal ISD this afternoon by Sabinal Police Officer Eddie Cruz for the students. This is in conjunction with Red Ribbon Week.

With the close of 1st quarter, the Sabinal Jackets football team scored 7 and the Harper Longhorns were 0. At second half, the score was 14 to 0. In the exciting 3rd quarter, Harper began to score. In the 4th quarter, for most of it, the score was 14 all and at the close of the game, Sabinal won with a score of 27 to 14. Following the game, the Yellowjackets swarmed RBBQ. There they were treated a free meal as well as a live band, AZER SLAYS. There was body surfing and moshing to the beat. Many of their parents sat outside and watched the kids entertain themselves. Inside the café, it was packed. Making good memories guys.

Regional Results

Sabinal ISD performed at Barry Stadium in Hondo at the UIL Regional Contest at 1:15 p.m. Saturday. There were many Sabinal people in attendance to see their special one of the 44 students in the band. The band’s performance was flawless, and when the results came in, they were the only band there that scored a one in all categories. They are

At the Church Conference held on October 11, last Wednesday evening, questions were asked and a vote was taken about a change in the way the church will be governed. The vote was overwhelmingly for the change. The meeting was conducted by Hill Country District Superintendent John A. Wright. While the vote was being taken, the group sang old familiar tunes, making the time pass more quickly. Charge Conference will be held October 29 at 6 p.m. at First United Methodist in Uvalde. Located at 301 N. High Street, it will be held jointly with La Divina Trinidad Iglesia Metodista, First Methodists of both Uvalde and Sabinal. This is an annual meeting and the lifeblood of the church. Everyone that can should attend. The Advent Study this year will be held for four Sundays beginning November 28 at 9:45 a.m. for ages 14 and older. Advent By Candlelight, a celebration of the season - for women, will be held on Tuesday, November 28 at 6:30 p.m. An ecumenical evening, social time will be held in the Fellowship Hall, followed by a service in the sanctuary. Movie night will be held on Friday, October 20, at 6:30 p.m. “Hotel Transylvania” is the chosen film. Come and join the group. There is no charge for the film nor for the snacks provided. There are 7 amendments proposed from the Texas Legislature on all precinct ballots. Election day is November 7 with the time at all polls from 7 a.m. to 7 p.m. Early voting for the City in Sabinal begins at City Hall on October 23 from 8 a.m. to noon and from 1 to 5 p.m. Monday through Friday and ends November 3. There is a local option on the ballot for or against alcohol of all types to be sold in the City of Sabinal. The election for precinct 2 will be held in the Sabinal Public Library. Voting for Utopia, Precinct 3, will be held at the Senior Center with a local option on the ballot for the legal sale of beer and wine; and for Concan, Precinct 4 votes will be cast at the Concan Community Building. Voting for Precinct 6 in Montell will be held in the Montell Community Building; Precinct 11 in Knippa will vote at Emmanuel Lutheran Church; and Precinct 14 at Reagan Wells voting will take place at the Heard School. Early voting for all precincts other than Sabinal, begins at the Willie DeLeon Civic Center, in the Cactus Room on October 23 from 8 a.m. through 5 p.m. Monday through Friday and ends November 3. Celeste Anne Ivey

(March 18, 1946 - October 12, 2017)

(June 4, 1930 - October 10, 2017)

Celeste Anne Ivey passed peacefully from earthly bounds to join her family and friends in Heaven on October 12, 2017, in Kerrville, Texas. A memorial and celebration of life will be held at 11 AM Thursday, October 19 at Leakey United Methodist Church with Pastor Walter Prescher officiating. Her family hopes that you can join with us at that time to share the joy Celeste brought to our lives. Celeste Anne Baresh was born March 18, 1946, in Sinton, Texas to Vaclav (also known as James) and Joyce Baresh. She grew up in Edinburg, where she graduated form Edinburg High School before becoming a licensed cosmetologist. Later. she moved to Lubbock and became a hairdresser. Here, she would meet her future husband, Glen Ivey, on a blind date in 1965. From that moment, they became almost inseparable and married in February 1966, when they were 19. Their daughter, Glenda Lee, was born in the fall of 1966, son Jim in 1968 and Greg in 1979, Glen’s broadcast career took them from Lubbock to Houston before settling in Longview for 13 years where, Celeste became an avid bowler, winning a number of trophies in local and state competitions. Along with Glen, Glenda, and Jim, she attended practically every Longview Lobo football game. Celeste and Glen also chartered busses traveling to all out of town games and across the state to playoff games with friends, fans, and families of players who otherwise could not attend. She was a big fan of The University of Texas sports before, during, and after Jim and Greg graduated from UT. As a skilled engraver for Trophy Town in Longview, she took great pride in her work on trophies and plaques celebrating the special moments for so many East Texans. In 1981, they moved to Dallas and later relocated to Houston as Glen began a 31 year career with Metro Networks and Westwood One, a broadcast content provider. Celeste became a child care provider for several children, including a boy who was born with several internal physical challenges. She loved and cared for each of them like her own. Today those grown up children think of her as a second mother. Her neighbors and friends recall that she was like a sister to them. Although they had vacationed at the Frio since the seventies, in 1997, Celeste and Glen moved to Rio Frio so she could care for her father as Glen commuted back and forth each weekend to Houston for work for 13 years. Glen took early retirement in 2007 so they could spend the remainder of their years together. Over the years, Celeste worked at Happy Hollow and other local businesses and made many friends in the community. Always an animal lover, the larger yard in Rio Frio allowed Celeste the opportunity to have even more dogs. Her animals became like children to her. Celeste and Glen welcomed their youngest grandchild, Valencia Claire Ivey, on February, 15, 2016, the day before their 50th wedding anniversary. Celeste will be greatly missed, but we are at peace knowing she is reunited with our Father and resting in God’s Eternal Kingdom. She was preceded in death by her parents, brother Mark and grandson, Maxwell Austin Ivey. Celeste is survived by her husband, Glen, of Rio Frio, daughter Glenda of Crowley, Texas, sons Jim of Brooklyn, New York, and Greg of Garland, Texas, six grandchildren, and her sister, Linda Scott of Walnut, Mississippi. Celeste passed following a long battle with Dementia. In lieu of flowers, the family suggests a donation to Dementia Society of America or the charity of your choice.

Tita went to be with her Lord on Tuesday, October 10, 2017, at her home surrounded by her family. Tita was born in La Hacienda de Guadalupe, Municipio de Guerrero, Coauhila, Mexico on June 4, 1930 to Andres & Ignacia Guerrero. She was one of 9 children. She attended school in Mexico until the fourth grade. She married Jesus Puente Navarro on the “Rancho de las Tinajas” near Piedras Negras, Coauhila and later they were married through the Catholic Church - “Nuestra Senora de Guadalupe” in Piedras Negras. They had a total of 13 children, 10 boys and 3 girls. She came to the United States in 1955 at the age of 25 where she and her husband settled their family on the Harold Jacoby Ranch, which eventually became known as the Fair Ranch located 28 miles North of Leakey on the Edwards Plateau. In the early 1970’s, our parents purchased their first home at 352 W. 7th Street in Leakey, Texas, where they would finish raising their children and spend the remainder of their years together. She was a traditional stay at home mother raising her eleven children. She was an excellent cook of her authentic Mexican food, she was meticulous with her house chores, and kept the Navarro household running. She was a dedicated wife, truly the heart and soul of the family. She set an example for our entire family through her love of reading; she was devout in reading her Bible and praying the Rosary. Her faith was solid, visible, and inspiring to all those around her and she had a devotion to our Blessed Mother Mary; it has carried her and her family through this journey. She loved music; she sang and whistled while she completed her house chores, you could hear “La Rancherita del Aire” playing throughout the house as she worked. Our parents were married for 56 years and during these years we witnessed a commitment and devotion, a true example of selfless sacrificial love. She will be greatly missed but we are all at peace knowing that she is reunited with our Father and resting in God’s Eternal Kingdom. She is preceded in death by her husband, our beloved Father, Jesus Navarro, son Fermin Navarro, daughter Gloria Navarro and Brothers: Jose Guerrero, Alejandro Guerrero, Rafael Guerrero, Gorgonio Guerrero, Placido Guerrero, Rafael Guerrero; Sister: Maria Eufracia Esquivel. She is survived by her 11 children: Gilbert and wife-Vickie Navarro of Tyler, Texas; Ruben and wife-Maria “Gela” Navarro of Leakey, Texas; Juanita and husband-Javier Rivera of Bakersfield, California; Rollie and wife-Pam of Tyler, Texas; Mario Navarro and special friend Cynthia of Leakey, Texas; Andy and wife-Linda Navarro of Tyler, Texas; Leti and husband-Jesse Rodriguez of Sabinal, Texas; Fred and Jolene Navarro of Boerne, Texas; Fern and Ann Navarro of Leakey, Texas; David and Debbie Navarro of Sabinal, Texas, and Joe and Letty Navarro of Leakey, Texas; 38 grandchildren, 28 great grandchildren from various parts of Texas, California, and South Carolina; 1 Sister – Andrea Flores of Eagle Pass, Texas and numerous nieces and nephews in Texas and Mexico. Pallbearers: Gilbert Navarro, Rollie Navarro, Mario Navarro, Andy Navarro, Fred Navarro, Fern Navarro, David Navarro, and Joe Navarro. Learning to read our heavenly blueprint I recently spent an afternoon with a young man as he was sharing about his search for personal direction. In his attempt to discover what type of life God wants for him, he’s hoping that he will eventually find happiness and contentment. I truly respect anyone (especially a teenager) that is trying to do the right thing and willing to invest the time it takes to search until they find it. I remember a few years ago reading about another young man named Guiseppe, who was also trying to find his place in the world. His parents had come to America from Sicily and his father was from a long line of fisherman (no pun intended). His father was very proud and considered it an honor to carry on this profession and he expected all of his sons to continue just as all the generations before. The problem was that even though he wanted to please his father, the Sea and the smells of dead fish made Guiseppe nauseated. Instead of this type of work, he had a passion to play sports. Sadly, throughout his teenage years, his father was very disappointed and constantly declared Guiseppe was lazy and would grow up to be good-for- nothing. Neverthe-

You may have heard of him, his full name was Guiseppe Joe Dimaggio. Wednesday, October 18, 2017 LOUISIANA-Louisiana oil rig explodes, at least 6 injured. Several injuries have been reported Sunday night after an oil rig in Louisiana exploded. There were “a lot of injuries,” many of them serious, with at least six confirmed and more expected. No deaths have been reported. “Several people have been rescued from the active fire on the rig,” Harris said. IRELAND-Hurricane Ophelia heading to Ireland, then Scotland. Hurricane Ophelia is a Category 2 storm as it sets its sights on Ireland. It is a fast-moving storm that is farther east than any other major hurricane. Ophelia’s position is the farthest east that a major hurricane has traveled in the Atlantic. The previous record was held by Hurricane Frances in 1980, and never made landfall. Ophelia has accelerated on its way to the United Kingdom, moving at 38 mph, the hurricane center said in its 5 p.m. ET advisory. Though the hurricane is expected to weaken at landfall on a predicted path to Scotland, the center’s message remained the same. “Preparations to protect lives and property should be rushed to completion by this afternoon,” an earlier Sunday advisory said. SAN ANTONIO - Deputies arrested a woman on Sunday and charged her with beating two teenagers with an aluminum bat. Marissa Monica Cano, 38, is charged with two counts of aggravated assault with a deadly weapon. Authorities became aware of the beatings after a 15-year-old victim escaped the house where he was being kept on Saturday and ran to a Sonic in the 3000 block of TPC Parkway for help. There, someone helped him call 911. According to an arrest affidavit, Cano’s address is a mile from the Sonic. 1 14 oz. can fruit cocktail (well drained). 1 can eagle brand milk 1/3 cup fresh lemon juice. Sliced Bananas and Real Whipped Cream for topping. Mix lemon juice with eagle brand milk & add to fruit cocktail. Put in baked & cool pie crust. Top with sliced bananas & real whipped cream.

1 tablespoon prepared chocolate frosting 24 milk chocolate candy kisses, unwrapped 24 mini vanilla wafer cookies. 24 butterscotch chips Smear a small amount of frosting onto the flat bottom of a candy kiss. Press onto the flat bottom of the vanilla wafer. Smear a little more frosting onto the flat bottom of a butterscotch chip, and press onto the rounded top of the cookie. Repeat with remaining ingredients. Set aside to dry, about 30 minutes.

���L�S ��D �A��M�L ��U�E 1 cup Brown Sugar 1/2 stick Butter (4 Tablespoons) 1/2 cup Half-and-half or Cream (cream Will Make It Thicker) 1 Tablespoon Vanilla Pinch of Salt Mix all ingredients in a medium saucepan over medium-low to medium heat. Cook while whisking gently for 5 to 7 minutes, until thicker. Turn off heat. Serve warm or refrigerate until cold. If sauce is thin, just continue cooking for a few more minutes. Pour into a small jar or plastic receptacle. Add a yellow or green apple (fall colored) and secure with plastic wrap and ribbons.

What You’ll Need 16 oz. peanut butter 1 pound confectioners sugar 1.5 sticks (3/4 cup) butter Melted chocolate bark for dipping. Mix together the peanut butter, sugar and butter. Roll into balls, insert tooth pick (to dip easier) and chill in freezer about 30 mins. Dip into melted chocolate, place onto cookie sheet lines in wax paper. (best stored in the fridge) Coconut pecan cake icing and coconut flakes can be added to the mixture for new taste!

~For crust: 2 sticks unsalted butter, softened ? cup packed brown sugar 2? cups all-purpose flour 1⁄2 teaspoon salt For topping: 1 stick (1⁄2 cup) unsalted butter 1 cup packed light brown sugar ? cup honey 2 tablespoons heavy cream 2 cups chopped pecans Preheat the oven to 350 degrees. Line a 9x13-inch pan with foil, leaving enough for a 2-inch overhang on all sides. First make the crust by creaming together butter and brown sugar until fluffy in a stand mixer fitted with the paddle attachment. Add in the flour and salt and mix crumbly. Press the crust into the foil lined pan and bake for 20 minutes until golden brown. While the crust bakes, prepare the filling by combining the butter, brown sugar, honey, and heavy cream in a saucepan over medium heat, stirring constantly. Simmer mixture for one minute and then add pecans. Remove the crust from the oven and immediately pour the pecan filling over the hot crust to cover the entire surface. Return the pan to the oven and bake an additional 20 minutes. Remove the pan. Allow bars to fully cool in the pan. Use the foil overhang to lift bars and transfer them to a cutting board. Peel off the foil, slice into bars and serve.

Leakey/Nueces River Authority Wastewater Project Update The latest monthly report from Naismith/Hanson noted a budget amendment to provide additional funding for inspection, administration, and land acquisition submitted to the TWDB on September 29, 2017. In the submitted financial information this is the requested amendment: Inspection - Currently, $3,104.23 remains in the “inspection” line item of EDAP grant G1000461, and $16,116.02 remains in the same line item of CWSRF grant G110033. This combined amount of approximately $19,000 is not enough to complete the project. Recently, the NRA entered into a contract with SNG Civil Engineers (SNG) from San Antonio to provide specialty inspections for the project. These specialty inspections are anticipated to be for electrical and equipment installation and start-up, and other technical components beyond typical construction. The cost of these specialty services is $52,500.00. Furthermore, additional funds are needed for the NRA’s Utility Director to perform inspections. As of June 2017, insufficient funds were available to reimburse the NRA for the Utility Director’s expenses. These expenses are approximately $10,000 per month, and include salary, taxes, fringe benefits, and travel. Ten additional months of expenses are being requested, ranging from June 2017 through March 2018, for a total of $100,000.00. The combination of $52,500.00 for SNG and $100,000.00 for the Utility Director results in a proposed budget amendment of $152,500.00 from “contingency” to “inspection”. Adam Luke with Naismith Engineering indicated in an email date October 2, 2017 “ The budget amendment is currently under review by the Texas Water Development Board.” Ok, lets move on to timeline. Water News and River Flows The Nueces River flows were taken on October 13, 2017 with the same increases in flows that were seen on the Frio. McDonalds Crossing was flowing at 11,150 gpm last measurement and increased to a flow of 25,896 gpm this measurement or slightly over a 2X increase. This crossing has several culverts that are reduced in flow at this time with gravel clogging the pipes. The Nueces River Dam on Highway 55 south of Camp Wood had a flow of 16,391 gpm last reading and this measurement the culverts had a flow of 43,122 gpm or about a 2.5X increase. This crossing is still lower than usual but is closer to normal than it has been since June. For those of you that live in the northern portion of Edwards County near Telegraph here are the latest flow measurements for the crossings in your area. The first crossing on Highway 377 near Telegraph had a flow of 36,512 gpm a few weeks ago and has idecreased to a flow of 35,516 gpm or a decrease in flow of about 3%.
