The Latest Casualty In The Leakey Sewer Project Residents of the City of Leakey were notified this past week that the sewer main will run directly in the middle of Pecan Street and the construction crew will bore under the several hundred year old tree located in the middle of the road. Neighborhood residents did not take the news well. In previous conversations with City Mayor Harry Schneemann, they were reportedly told the line would run between the backside of their properties and Fisher Lane to avoid any damage to the tree. However, last week they were told in order for the City to get the street repaired under the current grant budget the sewer main will

Flows at all crossings on the Frio River were taken on May 2nd, 2017. April flows were taken at a few of the sites but then my flow meter quit working so I could not complete the cycle. Got the meter fixed last week and got out to the sites as soon as I could get out of the office. Fulgham’s Crossing just south of the Alto Frio Baptist Encampment had a flow of 40,054 gpm last month and now has a flow of 25,057 gpm; this is a reduction in flow of about 37%. The Leakey Springs crossing had a flow of 5,058 gpm last measurement, and a flow of 4,732 gpm this reading; a 6% decrease in flow since the last measurement. This crossing has remained very constant since last summer with only slight variations from one measurement to the next. The Mill Creek Crossing showed a reduction in flow this measurement of about 39%;

Citizens were unable to be placed on the agenda for the meeting last night but did appear to discuss the matter further with the council members. The root of oak trees are the taproot, which grows deep underground, seeking a dependable supply of moisture, if it is bored through the root will most certainly dies. The large oak will hopefully win out with the council members and remain a part of Leakey history, if not it will become the latest casualty in the Leakey sewer project.

On the west prong of the Frio River, the Rancho Real crossing had a flow of 9,195 gpm last month compared to a flow of 7,501 gpm this measurement decreasing approximately 18%. The Kent Creek crossing showed a very large decrease in flow since the last measurement down to a flow of 1,383 gpm (which is very close to the normal flow for this crossing) this month down from a flow of 2,143 gpm last measurement. The Caddel-Smith Chapter, Daughters of the Republic of Texas, met on Thursday, April 13, 2017, in the McNelly Room at the First State Bank of Uvalde with 14 members and two guests present. The meeting was called to order by President Judy Burleson at 10:30 am, and the invocation was given by Chaplain Cheryl Ratcliff. Second vice-president Jane Van Hoozer led the pledges to the United States and Texas flags and read the DRT Objectives. Recording Secretary Karen Collins read the Minutes of the February and March meetings, and they were approved as read. Mrs. Carson reported that the chapter has 110 active members and three emeritus members. Mrs. Burleson reported that Billie Nast, Roberta Himebrook, and Pam Pittman were planning to attend the convention in late May. Mrs. Himebrook will be the chapter representative. Mrs. Burleson collected a list of members’ volunteer hours that will be used for a

state report. She also gave the highlights of a report from DRT headquarters informing members that the new building plans will be ready to view at

the convention, that the sale of the DRT property to TxDOT had been completed on February ninth, and that the Library Grand Opening is now scheduled for

June. First Vice President Jakelynn Crawford stated that the next DRT meeting will be on Thursday, June first, the week after the state convention. The program will be a convention report and the installation of new officers. A pot-luck lunch is planned after the meeting. Chaplain Cheryl Ratcliff reported that cards had been mailed to several members since the last meeting. Mrs. Nast reported that three Utopia students earned awards in the DRT Art Museum Contest. She also spoke of a student from North Carolina who had written asking for information about the state of Texas for a report he was giving to his class at school. Mrs. Himebrook reported that Joan Eanes’ three supplemental applications had been approved, one supplemental had been approved for Billie Nast, and that a posthumous supplemental had been approved for Billie’s mother, Mary Louise Crawford. continued page 5

Willie Hein Day at Nueces Canyon CISD Willie Hein was honored on Wednesday, April 26, 2017 at Nueces Canyon High School. Willie is the son of Mr. and Mrs. Willie Hein, Sr. He has been accepted to the Universal Technical Institute in Houston and plans to major in auto mechanics. Willie moved to Nueces Canyon CISD from Laredo and has been very active in the Ag program. He has been on the trailer teams. Willie was presented with a card from the NC faculty and staff and a video was shown in his honor. NCCISD would like to congratulate Willie and wish him the very best with his future!

Water News and River Flows measurement and decreased to a flow of 31,570 gpm this measurement or a decrease of about 1%. This crossing has several pipes that are reduced in flow at this time with gravel or tree stumps clogging the pipes. The gravel should work its way out but not sure about the tree stumps they may be an issue for some time and may cause some stress on the crossing. The Nueces River Dam on Highway 55 south of Camp Wood had a flow of 60,784 gpm last reading and this measurement the culverts had a flow of 63,981 gpm or about a 5% increase. A word of warning - keep small pets and children away from the culverts at this crossing as there is still a lot of water going through them and they could easily suck kids and pets in. The second crossing on Highway 377 near the Evergreen School had a flow of 42,248 gpm a few weeks ago when I last checked the flow and now has a flow of 37,830 gpm or a decrease of about 10%. This crossing also has pipes that are clogged with gravel causing some reduction in flow.

Mark Kistler, gave two presentations to Sabinal Elementary students this past Wednesday, teaching them to draw in 3D. He has made presentations in over 7,000 schools world wide. He has taught young minds in Australia, England, Germany, Japan, Mexico, Scotland, Spain, and the United States. In 1985, he starred as Commander Mark in the PBS series “The Secret City”; in 1988 he published “Mark Kistler’s Draw Squad”; during the 1990’s “The Imagination Station” he introduced young people the fun of How-to-Draw in 3-D; and in 2010, he was awarded an Emmy for his PBS TV series “The Imagination Station.” The Sabinal children responded enthusiastically to his teaching. Principal Patrick Peabody explained that he found some unspent monies and decided to have Kistler come for the children, and from my observation, it was money well spent.

It’s Time Texas

For 5 years now, HEB has sponsored the annual It’s Time Texas Community Challenge, encouraging people to get more healthy. School nurse Cecilia Reyes got the ball to rolling to have Sabinal enter the January through March annual competition. This was our first year to compete and in the small town category, we came in second, close to Dripping Springs who captured the winning title. Representing our city on April 28 at the Award Ceremony in the Legislative Conference Center in Austin, were Mayor Charles D. Story and his wife, Glenda. There were 5 mayors present out of the 10 eligible towns. Since Sabinal came in second, behind Dripping Springs, we got a plaque and certificate. The first place winners received $1,800 to be used in the community to increase community awareness. Examples would be a bike trail or walking trail. Presentations were made by founder and CEO of It’s Time Texas, Baker Harrell, and State Representative Jason Isaac. Since this was a learning experience for both Sabinal and Mayor Story, upon receiving our second place award, he promised the attendees “We’ll be a whole lot more competitive next year. We’re going for the gold!” On Friday, May 5, Mayor Story presented the plaque to Nurse Cecilia Reyes with Elementary Principal Patrick Peabody in attendance. Last Saturday, Isabella and Mercedes

The communion basket offering went to the Lydia Patterson Institute which is located in El Paso. The school acts as a beacon to young Mexican students offering them a chance to study in America and to learn English. The school offers scholarships and the students reciprocate by working on campus. Youth group met last Sunday, had a meal, worship and Bible study. Exercise class meets each Tuesday and Friday at 8:30 a.m. All you need is a mat. Come and join the group in the fellowship hall. On May 21, Bible Sunday will take place during Young Disciples time with Pastor Glenn. To have your Bible blessed, please bring it to church that Sunday. Caladiums continue to be sold at 75¢ each. Proceeds benefit mission and outreach projects of Sabinal Methodist Ladies.

Alejandro, daughters of Ernesto and Liz Alejandro, celebrated their sixteenth and fifteenth birthdays with a Mass at St. Patrick’s Catholic Church, followed by dinner and a dance under the pavilion at Veterans Memorial Live Oak park. Special music was provided by very young mariachis, ages 8 to 17. Known as Mariachi West Side, they came from San Antonio to play at the church and again at the park. Colors were black and hot pink and silver gray. The food was delicious, the decorations were elegant, and everyone had a great time.

At the Amistad District Pinewood Derby Contest held at the Elks Lodge #837 in Del Rio on May 6, Pete Denney of Sabinal won first place in the bear division, most “scouty” derby car named “The Blue Beast”, and was overall champion. Pete Denney, Sr. won the “car most likely made by Dad” distinction.

Taking the pulpit last Sunday, Marold Sams delivered the message. The Lord’s Supper is offered weekly to anyone who has accepted Christ as their Savior and wishes to partake. This coming Sunday, Pastor Jim Fox will again take the pulpit. On May 21, seniors will be recognized in church and honored at a potluck dinner following the service.

Music this past Sunday was provided by Modine Horton on piano and the Reverend Monty Benson on guitar. Graduates honored this past Sunday were Brianna De Leon, Marissa De Leon, Shane Medina (could not be present), Thomas Powell, and Victoria Tristan. As a gift, each was given an engraved Bible and an appropriate scripture for each one. Parents and students came forth and were prayed over. A meal following the service was held at the church to honor the graduates. The entire hall glittered in purple and gold and was decorated by Nova Cole, Debbie Horton, and Ann Keath. During the meal, a gift bag was presented to each of the honorees. In each was a coloring book and crayons to remind them to relax; noise maker toys to let each one know to live life loud; play doh to remind each one to play and that we need play; a sock monkey which represents someone to talk to; purple kisses to remind each one that God Love You Unconditionally; a pencil meaning to be prepared no matter what life hands you; a ruler to remind each one that life has rules and that you are measured by your actions and speech; thank you notes to recall the two magic words, please and thank you; and an eraser that signifies that nothing is permanent, God’s mercies are new each morning. This coming Sunday, honorees will be the

St. Patrick’s Catholic

First and foremost is the St. Patrick’s Catholic Church Festival on Sunday beginning at 10:30 a.m. There will be plenty of food, drinks, games, a cake walk, and a garage sale. The drawing for the raffle prizes will take place during that time. Proceeds go to the purchase of new pews. All 2017 Sabinal High School Seniors are invited to attend the celebration of Holy Mass on Sunday, May 21 at 11 a.m. in thanksgiving for their graduation. Other opportunities are the Shalom Retreat from May 11 through14 at Blueprint Ministries Retreat Center, 2925 S. Presa Street, San Antonio; the June 9 and 10 retreat on Ephesians the Mystery of Christ at St. Thomas Moore Catholic Church in Austin; and the July 28, 29 Catholic Women’s Conference at St. Mary’s University.

Band Concert

Lasting for almost two hours, the Sabinal beginning band, junior high band, and high school band performed. With the theme of movies, there was something for almost everyone. Serving the meal went fast and the students soon went to work. After finishing off a full plate of food, the attendees were soon treated to popcorn! That went along with the theme. The music was excellent and very enjoyable.

Why do we feel so lonely? In an age in America where “Everything” is at the touch of a button. Even your groceries, food, and other essentials can be delivered. Amazon, Ebay, online commercial industry will deliver the world to your front door! Then there is Email, text, instant messages, cellphones. We are closer than ever before… or are we? “Loneliness” or the emotional feelings of rejection trigger the same brain chemical responses as physical pain. It affects our health and emotional and physical well-being as much as cigarette smoking or obesity and is expected by researchers to possibly be the world’s next great health epidemic. So, in the most connected world in history, why are we feeling more alone? Changes in modern society may be the culprit! Researchers are finding that geographical separation of the nuclear family is an important issue and the other most cited is the “quality” of relationship is more important to our emotional wellbeing than the quantity of relationships! So, we have numerous friends and acquaintances, we party and play… but we do not connect. We go home for the holidays and feel out of place. We live in a faced paced, hectic, chaotic lifestyle with a partner we haven’t truly connected with in recent memory. We feel more alone because we are more alone. A recent researcher on the subject cited that loneliness increases mortality risk by 26%. Our increasing dependence on social media rather than face to face interaction makes us feel more isolated. We feel less “connected” and what face to face relationship we do have feels superficial. Every single person reading this has likely experienced loneliness at some point in their lives. Researchers suggest that it is a useful emotion guiding us in days’ past to seek out the companionship of others, for safety and breeding partners to insure the survival of the human race. The Social Basis of Human Behavior by Richard F. Taflinger says, “Humans can think. We are the only creatures on earth (as far as we know) that can remember the past then connect those events with present conditions. On the basis of those connections, we can consciously decide what to do, and project possible consequences of our actions. Unlike other animals that react to stimuli, humans live not only in the present, but in the past and the future. A dog may bristle at a threat, but not at a threat that’s long gone or hasn’t occurred yet. Humans will do all three. This ability allows us to manipulate our environment, communicate across distance and time, and evolve incredibly complex societies and cultures. The ability to think also means that we have two ways of view-

ing things, instinctively and intellectually. The instinctive view is instant and uncontrollable: it’s the way the mind is wired, unchangeable except by evolution. The intellectual view is learned and alterable, based on the culture and society in which the person lives.” So, he says that humans are social animals, driven by both instinct and intellect toward being emotionally and physically connected to others. However, culture or society has an effect on that behavior. According to the author of the book The Sociopath Next Door, “American culture has become a breeding ground for sociopaths. Disturbingly, the prevalence of sociopathy in the United States seems to be increasing. The 1991 ECA study, sponsored by the National Institute of Mental Health, reported that in the fifteen years preceding the study, the prevalence of antisocial personality disorder had nearly doubled among the young in America!” 1991! That was shocking. Twenty-six years ago. I don’t even want to know what it is today. The days of Sunday family dinners when everyone came, and the front porch at evening time with the people who were important to you gathered ‘round… seem to be behind us for the most part. We are poorer for the losing of that relationship, that connection in our lives. The nuclear family, as they call it today. In small town America, it is a little different, but that lifestyle is also going by the wayside. When was the last time you actually sat down face to face and had a meaningful conversation with someone you love? When was the last time you truly felt safe, connected and loved? Our entire society is moving toward a place where those things are no longer important and we are suffering under the strain. Negative thinking plays a role in loneliness, and loneliness is a significant contributor to physical changes associated increased stress hormones, increased blood pressure and more disrupted sleep, which can contribute to a range of illnesses. Loneliness has been linked with a number of poor health concerns, such as a greater risk for heart attacks. While loneliness has negative consequences, strong social connections and supportive relationships can provide many benefits to our physical and mental health. Researchers concluded that “efforts to combat loneliness, may play an important role in improving well-being, minimizing chronic illness, and prolonging life. The feelings of loneliness do not necessarily mean being alone… it is a disassociation from others, isolation of our own making in a world that grows smaller and more crowded every day.

Catholic club hosts graduation mass for graduates Uvalde, TX, May 4 – Approximately 100 graduates, faculty, staff and family member attended the second annual SWTJC Graduation Blessing, which was hosted by the SWTJC Catholic Club at Sacred Heart Catholic Church in Uvalde on Wednesday (May 3). “For this only being our second year, we were pleased with the turnout,” said Fernando Lombraña, Catholic club sponsor. “We hope we can keep this event going for many years and hope it continues to grow.” Dr. Hector Gonzales, SWTJC president, participated in the procession. Texas Ranks High Nationally for WomenOwned Businesses (AUSTIN) — Recent studies rank Texas high for the growth and economic success of its women-owned firms. The state ties for first in the nation for economic “clout” – a measure combining the growth in the number, employment and revenues of women-owned firms. And Austin, San Antonio, Dallas and Houston are among the top U.S. metropolitan areas for such businesses. Yet there’s still room for improvement. Texas-based, women-owned firms with employees made up just onefifth of the state total and less than 5 percent of annual payrolls, according to a recent U.S. Census Bureau survey. In this issue of Fiscal Notes, we interview some prominent Texas businesswomen and examine the challenges and opportunities they face, while highlighting the ways in which state government tries to encourage their success.

Our sweet husband, father and grandfather Bailey Anderson found his perfect peace in Heaven on May 6, 2017 at home surrounded by his loving family. He was born in Richmond, Fort Bend County, Texas on August 27, 1933 to Arnett and Nellie May Anderson. Bailey graduated from Lamar High School in 1951 and enlisted in the U.S. Army in 1953, serving at his post in Bayonne, N.J. during the Korean War. He declined reenlistment to return to his beloved Fort Bend County, and received an honorable discharge with glowing recommendations from his commanding officers. Upon return to Richmond, Bailey started a family, marrying Faye Woolley. They had two sons, his cherished “partners”, Keith and Scott. During this time, he served on the Richmond Police Department, and was Chief of Police for Richmond from 1959-1964. Following his retirement from the police force, he served as assistant manager at the Pearson-Fort Bend Abstract Company in Richmond. In 1970, Bailey began his career with the Texas Department of Mental Health and Mental Retardation (MHMR), where he proudly served for 24 years. Bailey helped to open, staff and establish dormitories at Richmond State School and worked as unit director and director of student life and training until 1977 when he transferred to San Angelo State School. Bailey received his B.A. in Psychology from Angelo State University in 1983, fulfilling his dream of a college degree after working full time and taking classes for over 16 years. At San Angelo State School, he served as director of quality assurance and other positions until his retirement from the state of Texas in 1994. He finished his career at Bethphage (now Mosaic) in San Angelo in 1998. Bailey’s greatest joy was his wife of almost 45 years, Kay. He met and married Kay Allen in 1972 while working at Richmond State School. They welcomed their daughter, Sheri, in 1975. They had a very active life together in San Angelo, where they were faithful members of Emmanuel Episcopal Church. He and Kay retired to Leakey, Texas in 1998. They have enjoyed traveling around the state together attending Kay’s meetings as an active member of the Caddel-Smith chapter of the Daughters of the Republic of Texas. He became known fondly by the members as the “DRT husband” for his dedication and support of Kay’s efforts. They are members of St. Philip’s Episcopal Church, Uvalde and have been active members of the Friends of the Library for the Real County Public Library, and enjoyed many years living near their beloved aunt, Katherine Harrison, until her death in 2013. He was preceded in death by his parents and his brothers, Thomas Carter (TC) and Edward Anderson, and sister-in-law Jean Anderson, his beloved mother-in-law, Vlasta “Nana” Allen, and his aunt, Katherine Harrison. Bailey is survived by his wife, Kay, their daughter, Sheri, and son-in-law Clark Harmonson; and sons, Keith and Scott Anderson; his grandchildren Todd, Carl and Emily Anderson and Clayton and Claire Harmonson; as well as nieces and nephews – Tommie Jean Brace (Robert), Cathy Perry (Chuck), David Anderson (Sheri), Laura Penney (Leslie) and Jon Michulka (Melissa). Bailey spent his time since retirement faithfully serving on the board of directors for both the Ed Brune Charter School and the Friends of the Library. Memorials are requested to either organization: Ed Brune Charter School, P.O. Robert Adell Underwood (August 27, 1936 - May 3, 2017)

Robert Adell Underwood of Rocksprings, Texas died on May 3, 2017 at age 80. Robert was formerly of Glen Rose, Burnet, Comanche, and Rankin. He was born at the family residence in Cox Bend in Somervell County near Glen Rose, Texas and the Brazos River. He was the son of Robert Ray and Mamie (Hobson) Underwood and had an older sister, Flois and two younger brothers, Julius and Fain. All are deceased. Adell, as he was known in Glen Rose High School, where he graduated in 1954, entered Sam Houston College and two years later Arlington State. He was married to Billie Elliott in 1956 and along came a son, Lony Ray (Pam) and a daughter, Crista Leann. Adell, by now called Robert, went into the military (Texas Army National Guard) in 1959 and spent the next 22 years as a reservist and attained the rank of Major in the 49th Armored Division (TexARNG). Meanwhile he worked in General Dynamics Aircraft in Ft Worth and attended North Texas University to graduate with a BS degree and teacher’s certificate in education in 1964. Later in his career he attended Sul Ross University part time to receive his Master’s Degree and Administrative Certificate. He was always into sports of all sorts and officiated football, basketball and baseball for central Texas high schools and colleges in the 1950s and 1960s. His interest in sports continued until his retirement from the education vocation 33 years later and afterward. He was football game statistician/reporter for Rankin football games for 20 years. Robert coached and taught school and driver education in Kerens High School (1965), Wilmer Hutchins Schools (1966), Burnet CISD (1967-1982), Comanche (1983), and Rankin ISD (19842000). In 1970 Robert met and married Linda Kay (Johnston) [now deceased] of Burnet. From this marriage, came four children: Glynn (Jayne), Amanda (Cory), Lara, and Jana (Alan). These last four children attended Rankin schools most of their public school education through graduation. Robert was promoted to Principal in 1990 at Rankin Elementary School and served his final 9 years in that position until retirement. He taught School Bus Driver Safety Courses to school bus drivers in the Permian Basin and continued that after retirement. An overlapping career began in Burnet after the military. Robert joined the Burnet Volunteer Fire Department and the Burnet EMS. He served his communities as volunteer fire and Emergency Medical Service in Burnet, Rankin, and Rocksprings as an EMT, EMS Chief in Rankin for 25 years, EMS Instructor/ Coordinator, Fire Instructor in Rankin and Rocksprings, CPR/ First Aid Instructor in Rankin and Rocksprings, Fire Prevention Coordinator in Burnet, Rankin and Rocksprings. He has over 40 years of service as volunteer firefighter and as an EMT in three different Texas communities. Robert served as Fire Chaplain for the Permian Basin Firefighters’ Association in the 1990s. He took volunteerism very seriously. Robert took his religion very seriously also being a member of The Lord’s Body, The Church of Christ since age 15. He brought lessons when he was needed and served as Deacon at Vanderveer Street Church of Christ in Burnet. When he died he was an active member of the Rocksprings Church of Christ in Rocksprings. Robert leaves behind his children Lony Ray (Pam), Crista Underwood, Robert Glynn (Jayne) Lara Underwood, Amanda Spivey (Cory), Jana (Alan) Waltrip and Grandsons Nathan McDaniel, Chaz Spivey, Zac Martinez, Cash Spivey, and Woodson Underwood; Granddaughters Kindra McDaniel, Emily Moreno, Heather Cook and three great-grandchildren. MESQUITE— Texas teen shot dead after attempting to lure Domino’s driver into robbery. A teenager is dead after trying to rob a Domino’s Pizza delivery person Saturday in Mesquite, Texas, police say. Wayne Osborne, 16, was one of two 16year-old robbery suspects who placed a pizza order so they could lure the driver into a robbery. One of the teens then allegedly fired at the unidentified driver, the Dallas Morning News reports. The Domino’s employee fired back, killing Osborne in the process. The delivery person did not have a license to carry a gun and could face charges of unlawful possession. No additional charges have been announced at this time. The second teen involved in the incident has been arrested. A Domino’s Pizza’s spokesperson has in the past explained that drivers do not carry more than $20 in change. The deceased suspect, Osborne, was a student at Mesquite ISD’s John Horn High School. BOSTON—Murdered Boston doctors sent last text: ‘Gunman in house’ Richard Field (L) and Lina Bolanos (R) were engaged to be married. One of two doctors killed in a luxury Boston penthouse sent a text to a friend saying, “gunman in the house”. A prosecutor disclosed the desperate message during the hospital bedside arraignment of Bampumim Teixeira. The accused was injured in a shootout with police at the apartment where the bodies of anaesthetists Richard Field and Lina Bolanos were found. The couple, engaged to be married, were reportedly tied up and had their throats slit. His lawyer entered not-guilty pleas for him. EPA— EPA dismisses half of key board’s scientific advisers; Interior suspends more than 200 advisory panels. Environmental Protection Agency Administrator Scott Pruitt speaks with coal miners at the Harvey Mine on April 13 in Sycamore, Pa. Both the Environmental Protection Agency and the Interior Department are overhauling a slew of outside advisory boards that inform how their agencies assess the science underpinning policies, the first step in a broader effort by Republicans to change the way the federal government evaluates the scientific basis for its regulations. Officials predict that it may cost up to $21m (£16m) to exhume and rebury each body - more than $3,000 for each. GRANNY’S KITCHEN BACK TO BASICS... FISH AND SHELLFISH Everyone knows how healthy fish is for you but I hardly ever eat it! I went looking for some recipes for fish and compliments to those recipes and I am going to share them with you this week. There are many kinds of fish to choose from. Here are a few cautions when buying fish. Stay away from Farm raised and fish from China! Only use tuna in the foil packs, try to stay away from canned tuna.

HEALTHY TUNA SALAD

1 5oz. can water packed Albacore tuna 2 cups grated cabbage, I used red and green 1 medium carrot sliced thinly 1 or 2 radishes, sliced thinly 1⁄4 cup chopped arugula 1⁄4 cup chopped radish leafs 1⁄4 cup Dannon whole milk plain yogurt 1 tbsp Miracle Whip or mayo 1⁄4 tsp salt 1⁄4 tsp black pepper Drain the water from the tuna, use a fork to break it up then place in a medium sized bowl. Add all the other ingredients and toss well to combine. Serve cold. It is best to use this salad right away. If stored overnight in the refrigerator, the salt will draw the liquid from the vegetables and not be as appetizing.

GRILLED SALMON 1 1/2 pounds salmon fillets lemon pepper to taste

1 (12 fluid ounce) can evaporated milk 1/4 teaspoon ground black pepper 1/8 teaspoon salt Preheat oven to 350 degrees F (175 degrees C). Grease a 2 quart baking dish. Arrange hash brown potatoes evenly in the bottom of the prepared dish. Sprinkle with pepperjack cheese, ham, and green onions. In a medium bowl, mix the eggs, evaporated milk, pepper, and salt. Pour the egg mixture over the potato mixture in the dish. The dish may be covered and refrigerated at this point for several hours or overnight. Bake for 40 to 45 minutes (or 55 to 60 minutes if made ahead and chilled) in the preheated oven, or until a knife inserted in the center comes out clean. Let stand 5 minutes before serving.

SIMPLE GARLIC SHRIMP

1 1/2 tablespoons olive oil 1 pound shrimp, peeled and deveined salt to taste 6 cloves garlic, finely minced 1/4 teaspoon red pepper flakes 3 tablespoons lemon juice 1 tablespoon caper brine 1 1/2 teaspoons cold butter 1/3 cup chopped Italian flat leaf parsley, divided 1 1/2 tablespoons cold butter water, as needed Heat olive oil in a heavy skillet over high heat until it just begins to smoke. Place shrimp in an even layer on the bottom of the pan and cook for 1 minute without stirring. Season shrimp with salt; cook and stir until shrimp begin to turn pink, about 1 minute. Stir in garlic and red pepper flakes; cook and stir 1 minute. Stir in lemon juice, caper brine, 1 1/2 teaspoon cold butter, and half the parsley. Cook until butter has melted, about 1 minute, then turn heat to low and stir in 1 1/2 tablespoon cold butter. Cook and stir until all butter has melted to form a thick sauce and shrimp are pink and opaque, about 2 to 3 minutes. Remove shrimp with a slotted spoon and transfer to a bowl; continue to cook butter sauce, adding water 1 teaspoon at a time if too thick, about 2 minutes. Season with salt to taste. Serve shrimp topped with the pan sauce. Garnish with remaining flat-leaf parsley.

BAKED PARMESAN garlic powder to taste salt to taste 1/3 cup soy sauce 1/3 cup brown sugar 1/3 cup water 1/4 cup vegetable oil Season salmon fillets with lemon pepper, garlic powder, and salt. In a small bowl, stir together soy sauce, brown sugar, water, and vegetable oil until sugar is dissolved. Place fish in a large resealable plastic bag with the soy sauce mixture, seal, and turn to coat. Refrigerate for at least 2 hours. Preheat grill for medium heat. Lightly oil grill grate. Place salmon on the preheated grill, and discard marinade. Cook salmon for 6 to 8 minutes per side, or until the fish flakes easily with a fork.

FARMER’S CASSEROLE 3 cups frozen hash brown potatoes 3/4 cup shredded pepperjack cheese 1 cup cooked ham, diced 1/4 cup chopped green onions 4 eggs, beaten

16 ounces fish fillets 1 egg 2 tablespoons milk Breading 1/3 cup parmesan cheese, grated 2 tablespoons flour 1/2 teaspoon paprika 1/4 teaspoon salt 1/8 teaspoon pepper Beat egg and milk in a shallow bowl and set aside. In a zipper bag combine breading ingredients. One at a time dip fillets in egg, shake off excess and turn or shake in breading in bag. Governor Abbott Signs Legislation Banning Sanctuary Cities in Texas AUSTIN – Governor Greg Abbott today signed legislation banning sanctuary cities in the state of Texas. Senate Bill 4 (SB 4) requires local government entities and law enforcement officials to comply with federal immigration laws and detainer requests, and creates criminal penalties for entities that do not enforce the law. Banning sanctuary cities was one of Governor Abbott’s emergency legislative priorities. “As Governor, my top priority is public safety, and this bill furthers that objective by keeping dangerous criminals off

our streets,” said Governor Abbott. “It’s inexcusable to release individuals from jail that have been charged with heinous crimes like sexual assault against minors, domestic violence and robbery. There are deadly consequences to not enforcing the law, and Texas has now become a state where those practices are not tolerated. With this bill we are doing away with those that seek to promote lawlessness in Texas.” As part of the legislation, entities and officials that do not comply with the law could face the following penalties:

A civil penalty for entities in violation of the law of up to $25,500 for each day of the violation. A class A misdemeanor for a sheriff, chief of police, or constable who fails to comply with federal immigration detainer requests Removal from office for any elected or appointed official who does not comply with the law. Commercial Flights to Del Rio Back in the Air Result of two-year effort by Hurd and local leaders Del Rio, TX- Commercial flights in Del Rio are taking off again. Yesterday, U.S. Representative Will Hurd celebrated the return of commercial airline service to Del Rio International Airport by taking the first flight, on what will be weekly air service, from Del Rio to Dallas on Texas Sky Airline. Today’s flight was the culmination of two years of hard work alongside local leadership to get commercial flights back to Del Rio. “When the City first came to my office requesting help to restore commercial airline service in Del Rio, we knew we had our work cut out for us. We appealed to the Transportation Security Administration (TSA) to prevent the removal of their personnel and equipment. Ultimately, it took an actual act of Congress to make this a reality. Partnering with my colleagues from both sides of the aisle, we introduced

the TSA Fairness Act to make sure that small airports like the one in Del Rio are treated fairly. Without the proper security, commercial airlines could not service the airport,” said Hurd. This legislation passed the House unanimously. Several days after passage of the bill, TSA agreed to reestablish screening at Del Rio International Airport. Hurd’s office continued to work closely with the City of Del Rio to attract an airline and make commercial flight service a reality. “I am proud to work with the community on a project that will have tremendous economic, social, and safety benefits for Del Rio,” added Hurd. “The City of Del Rio is eternally grateful to Congressman Hurd for his efforts in assisting our city to restore air service to our community. Randal Stitts Set to Retire Few people take pleasure in talking about taxes and fewer still from paying them, but Sul Ross State University Rio Grande College professor Randal Stitts turned his fascination with tax policy into a career. The Del Rio native started his undergraduate studies in political science at the University of Texas in Austin, but after his father passed away, he switched to accounting because it was the secondhighest paying field among UT grads-the highest paying was in the geosciences, something that held no interest for him. Following graduation, Randy went to work at a national accounting firm, earned his Certified Public Accountant (CPA) license, and then he and a partner opened their own firm with locations in Del Rio and Eagle Pass. After teaching part time for RGC at Laughlin Air Force Base in Del Rio, he decided to earn a Master’s in Professional Accounting from UT, and then completed his Ph.D. in Business Administration with a concentration in accounting from Texas Tech University in Lubbock. He became a faculty member at the University of New Mexico in Albuquerque for a few years before accepting a position at what would become Rio Grande College, a move that put him back home with

Scholarly activities are not over for Dr. Stitts after his 25 years at RGC.
