Resources Available for New OSHA Guidelines Construction companies must be compliant with the Occupational Safety and Health Administration’s new “Compliance Guidance for Residential Construction” directive (STD 03-11002) on fall protection. Builders must take whatever steps are needed to be in compliance with OSHA’s Subpart M-Fall Protection as the 90-day phase in period has concluded. “These new guidelines are the law of the land and builders must remain committed to jobsite safety,” said HBA Executive Vice President Sara Corless. “NAHB has made numerous resources
available online and members should take advantage of this information and work with HBA members to ensure compliant measures are in place.” Builders are encouraged to: • Visit www.nahb.org/fallprotection to learn more about the fall protection guidelines. • Contact NAHB BuilderBooks at 800223-2665 to buy the Jobsite Safety Video, the first ever job site safety video for home builders, focusing on how to reduce accidents and injuries.
• Work with an HBA member. Progressive Environmental & Safety, presented fall protection training to HBA members in June. Additionally, OSHA has a Residential Fall Protection website at www.osha.gov/ doc/residential_fall_protection.html. Numerous reports indicate OSHA inspectors have visited the metropolitan region. Employers are being required to provide conventional fall protection systems — guardrails, personal fall arrest systems or safety nets — when workers are exposed
to falls six feet or more above a lower level. There is an exception if an employer determines that using conventional fall protection is either infeasible or creates a greater hazard. In that case, the employer can implement alternative fall protection practices and must provide a written fall protection plan. Builders who work in states with an approved occupational safety and health plan should contact their local administrator or home builders association for further information on the standards that apply.
