Innovation and expansion defined the 2023 fiscal year at the Hawaiian Humane Society. The year was also marked by persistently high shelter populations. While fewer owners surrendered their pets to our care, we saw large jumps in the number of stray animals, particularly dogs and small mammals like rabbits and guinea pigs. Stray animals have longer shelter stays due to legal hold times, as well as the generally more extensive level of care required to meet their needs. Adoption rates held steady, leaving animals waiting for homes for longer periods of time. The biggest news of the year was the opening of the Hawaiian Humane Society Kosasa Family Campus at Ho‘opili on May 20. We are deeply grateful to the members of the Capital Campaign Committee and all of our generous donors for making this $30 million project a reality. While the reach of the new campus is not yet reflected in these numbers, we are excited to share that impact with you in 2024. Several life-saving programs were introduced or expanded in FY23. Foster care provided a vital pressure release for both our staff and our animals during a very busy year, with a more than 91 percent increase in the number of animals assisted by foster volunteers in FY23. More than 400 of the 3,313 animals who benefitted from foster care were dogs who got a break from the shelter environment through the new Couch Crashers program. Of the nearly 1,968 cats and 811 dogs who benefited from foster care at Hawaiian Humane, 371 were neonates, kittens and puppies less than four-weeks old who require round-the-clock care. Hawaiian Humane’s Itty Bitty Kitty Committee provided hands-on training and resources to community members interested in helping this particularly vulnerable population. Our transfer partners are another critical life-saving resource. Hawaiian Humane works with fosterbased rescues to find homes for animals with special needs and to increase our capacity for care. In FY23, we transferred 461 animals to rescue partners, a 55 percent increase from the prior year. We partnered with other nonprofit animal rescues to spay/neuter nearly 1,000 animals prior to adoption or return to their owners, a 287 percent increase over FY22. Admissions Hawaiian Humane is O‘ahu’s largest animal welfare organization dedicated to helping local pets and people in need. Our admissions team is on the front lines of providing compassionate care to animals in need and empathy to owners who are forced to make the difficult decision to surrender their pets. Citing the lack of affordable petfriendly housing, high cost of living and challenges of moving off-island with a pet, Hawaiian Humane saw an increase in dogs surrendered to our care in FY23. This increase, compounded by increasingly tight space and staffing constraints, caused Hawaiian Humane to shift our admissions capacity to an appointment-based process.

New & Expanded Programs With Hawaiian Humane experiencing critical capacity for dogs in need of care persistently in FY23, we launched and expanded shelter diversion programs to alleviate the pressure on our physical space and our animal care teams. In October 2022, we introduced an innovative new short-term foster program called Couch Crashers that expedites foster onboarding, reduces stress levels of dogs by giving them time to decompress in a home environment, helps us to learn more about the individual needs of each dog, and eliminates barriers to pet fostering and adoption, ultimately making pet ownership more attainable and accessible for all families. We are excited to see how this program performs in its first full year of operation. We also continued growing our Kitten Kit program, which provides free starter kits for members of the public to care for abandoned neonate kittens. This program is geared towards community members who elect to handle all aspects of care for the kittens and may choose to continue ownership of them once they are of age. Kits include kitten formula, nursing supplies, canned kitten food for weaning, a cardboard carrier for transport, hand warmers, a towel, and training resources on caring for orphaned newborn kittens. We look forward to sharing the growth of this program over next fiscal year.

Adoptions Hawaiian Humane is committed to strengthening the human-animal bond and eliminating barriers to responsible pet ownership. Keeping adoption fees low while providing excellent care to the animals entrusted to us is just one of the many ways we stay dedicated to our mission. Hawaiian Humane invests significant resources in preparing dogs, cats and small animals for adoption and providing post-adoption support to ensure their well-being and set them up for success in their new homes. All dogs, cats and rabbits are spayed/neutered, microchipped and given species-specific vaccinations and preventatives prior to being available for adoption, and we provide all of the animals in our care with nutritious food and enrichment activities to enhance their quality of life. We are committed to providing critical medical care to those who need it, including non-routine surgeries and the treatment for a myriad of medical conditions like ringworm, heartworm, or upper-respiratory infection. That care doesn’t stop upon adoption. Hawaiian Humane offers free post-adoption care and treatment (PACT) exams for all of its adopted animals. We are also grateful to partner with VCA Animal Hospitals and other participating local veterinary clinics to offer complimentary first exams for all Hawaiian Humane alumni.

Transfer Program Hawaiian Humane works with transfer partners and foster-based rescue organizations on a multifaceted approach that aims to provide specialized care for animals with special needs, increase overall capacity for care, and ultimately facilitate successful adoptions. This collaborative approach not only benefits the animals but also engages the community in the welfare and adoption of animals in need. In FY23, we transferred 461 animals to rescue partners, a 55 percent increase from the prior year.

Foster Care Hawaiian Humane recognizes that there are better places for pets to thrive than in a shelter environment, which is why our foster program is crucial, both for the well-being of the animals that require individualized care and to relieve the pressure of space constraints. Whether they are helping pets to socialize, recuperate, rehabilitate or grow, these foster homes help to give each pet a better chance at finding a loving, longterm home. Foster homes are especially valuable for nurturing sick, injured or underweight pets that require specialized care and attention, which may not be feasible in a shelter setting. FY23 saw an intentional expansion of our foster program for neonate kittens, training volunteers to provide the specialized care needed by these tiniest of animals. Our foster volunteer base continued to grow in FY23, with significant increases in pets fostered across all species.

Volunteers Hawaiian Humane’s incredible volunteers are woven into the fabric of our organization. They engage in direct animal and foster care, enrichment and dog walking. They support our administrative functions, outreach services and events. They do laundry, help maintain our facilities, and assist with adoptions and admissions. They are the heart of our organization. We look forward to this team’s continued growth as we expand services provided at our Kosasa Family Campus at Ho‘opili.

Field Services Hawaiian Humane’s Field Services team prioritizes education in working with the public to address animal welfare issues. This education-first approach plays a crucial role in promoting responsible pet ownership, animal welfare and public safety, which resulted in an increase in warnings and a decrease in citations issued in FY23. Our Field Services team is on the front lines of community education, raising awareness regarding compliance with local animal laws and regulations; the importance of spaying/neutering to curb pet overpopulation, vaccinations, proper care, and microchipping; and working with the community for resolution of animal-related issues. This strategy helps foster a more informed and responsible community, reduces animal-related issues, enhances public safety, and ultimately improves the overall wellbeing of the animals in our community.

Lost & Found Hawaiian Humane serves as O‘ahu’s official pet lost and found, and we see animals arrive at all hours of the day in need of care. Our Admissions and Field Services teams provide a safe, secure environment for lost pets brought into our care, while working tirelessly to reunite families with their pets, and providing guidance on the proactive measures the public can take to prevent their pets from getting lost, such as proper identification and microchipping.

Outreach The Pet Kōkua by Hawaiian Humane outreach program is aimed at preventing owner surrender, as well as animal neglect and overpopulation, by offering resources to keep pets and their people together. The team offers a free Pet Food Bank at the Mō‘ili‘ili and Kosasa Family campuses; wellness and microchipping and clinics island-wide; and access to low-fee and no-fee spay/neuter services. FY23 was a time of transition for the program, with movement between satellite facilities in West O‘ahu disrupting services for a time. Now firmly settled at the new Kosasa Family Campus in ‘Ewa Beach, we look forward to sharing the increased program impact in FY24. As COVID-19 restrictions were lifted, the Pet Kōkua outreach team rebuilt the Pet Visitation program, which seeks to enrich lives by sharing the humananimal bond through Joy Ambassador pet-people teams who visit schools, hospitals, senior health care facilities and more.

Education Our Education program is at the forefront of fostering the next generation of animal welfare champions, as well as educating adults about our mission and the importance of issues like responsible pet ownership, Free-Roaming cat management and spay/neuter. This small but mighty team conducts inperson adult and youth presentations, offers curricula for teachers, provides mentorship for age-specific service learning projects, and onboards and stewards Hawaiian Humane’s exclusive Teens4Animals Council. This team plays a critical role in cultivating a more pet-friendly, compassionate community. In FY23, this effort continued to grow.

Shelter Veterinary Services PIZZA BEFORE

Hawaiian Humane’s shelter veterinary services team provides high-quality, high-volume medical care to thousands of animals in need every year. Animals like Pizza, who was brought into our care with what appeared to be a wire snare embedded into her front paw. With her paw swollen and Pizza in pain, our veterinary services team performed surgery to remove the wire and thankfully, was able to save the full function of her paw. Pizza was adopted after making her recovery. In FY23, we strengthened our efforts to prevent disease transmission both within our shelter and the community by vaccinating all dogs and cats as soon as they arrived in our care, regardless of ownership status.

Spay/Neuter Spaying and neutering is a fundamental strategy to curb pet overpopulation and offers a host of health and behavioral benefits to animals, which is why Hawaiian Humane offers affordable - and sometimes fully-subsidized - spay/neuter services to the community. We also spay/neuter all dogs, cats and rabbits before they are available for adoption. And we support the Trap-Neuter-Return-Manage (TNRM) strategy and offer no-fee surgeries to community cat caregivers who dedicate their resources to this effective and humane way to reduce the Free-Roaming cat population over time. We recognize that this is an island-wide issue and appreciate the clinics who participate in the Feline Fix and Neuter Now programs, subsidized by the City and County of Honolulu, who have contributed toward an enormous increase in the number of animals spayed/ neutered on O‘ahu.

Spay/Neuter With Feline Fix Administered by Hawaiian Humane, Feline Fix is a program dedicated to providing no-fee spay/ neuter surgeries for Free-Roaming cats on O‘ahu and is subsidized by the City and County of Honolulu. Hawaiian Humane’s Ginny Tiu Community Spay/Neuter Center is one of several participating clinics across the island. Spaying and neutering Free-Roaming cats and returning them to the areas where they live is an effective and humane way of reducing their population over time.

Spay/Neuter With Neuter Now The Neuter Now program provides pet owners with affordable spay/neuter services at participating clinics across O‘ahu. The program is administered by Hawaiian Humane and subsidized by the City & County of Honolulu and local clinics who accept reduced payments for spay/neuter services. Due to programmatic changes in how surgeries are reported, from all Neuter Now certificate holders to only those who qualify for the discounted Neuter Now certificates, there was a significant drop in the number of Neuter Now surgeries performed in FY23.
