THE AFC AND THE BAN ON LOGS The AFC promises to ban the exportation of logs. I am surprised that it does not desire to ban the exportation of gold, sugar, rice and bauxite. These are all primary commodities. The AFC wants logs banned but has not addressed the fundamental economic issue that is at the center of the controversy over the forestry sector. At a time when primary commodity prices are high because of the demand for

these products by China and India, should developing countries which have a comparative advantage in primary commodities make the most of this bubble? Should they use this bubble to maximize their export revenues? Should they use these proceeds to diversify their economies and maximize welfare? Or should they instead stay outside of this bubble and instead ask investors to invest in adding value to

primary commodities so as make manufactured items on which there is no comparative advantage? The history of economics has never been on the side of developing countries. Being mainly primary commodity producers, many developing countries attempted to offset this problem by encouraging industrialization so as to be inserted higher in the value added chain. This industrialization however simply meant that

developing countries became satellite stations for multinational corporations who set up shop in their countries and siphoned off the surplus value from the production of manufactured goods. A great many economists like to point to Singapore as an example of what can happen if a developing country engages in value added production. Singapore’s success however has less to do with

Divisional Commander donates hampers to grieving relatives As promised, Commander of ‘A’ Division, Clifton Hicken donated a number of food items to the relatives of the late Mark Drexel London who was shot dead during an alleged attempted robbery in Kaneville on August 14, last. the fact that it promoted manufacturing (with cheap labour) and more to do with the comparative advantages that its ports accrued to that country. In other words, it is not the manufacturing that made the difference to Singapore. It was trade. This is why I have argued before that it is one thing to encourage value added production in Guyana. But it is another thing for markets to be found for the manufactured goods. It is the same with Chinese and Indian investors who are operating in Guyana. These investors have strategic market linkages. There is a guaranteed market for the raw materials that are extracted. Without these markets, it makes little sense to cut down our forests. Another example from another sector illustrates the importance of strategic linkages. When Booker Tate came to manage the sugar industry, the benefit to them (and to Guyana) was not just the management services they provided to Guysuco. It was also the fact that this company has experience in the marketing of sugar and in fact was the purchasers of Guyana’s sugar. The Chinese and Indian firms that are operating in Guyana are not just engaged in logging. They are also linked to the export markets for logs. Without these companies, the markets simply would not be there. Those who feel that Guyanese loggers can simply stockpile their lumber and export them had better think again. Export them where? The Chinese will buy our timber once it is coming from Chinese companies operating in Guyana and it is the same for India. No doubt the AFC

believes that we should be processing the logs in Guyana. But where is the competitive advantage of doing so? Has the AFC had a look at the prices of wood on the local market? How come our local timber magnates have not in this era of high commodity prices found large lucrative markets for processed wood? They have not because they are not inserted into the international markets in the same way as the Chinese and Indian firms are. What is important is not to stop the export of logs but to capitalize on the present commodity boom to build Guyana’s comparative advantage in value added forestry products. But this cannot happen without cheap electricity. Cheap electricity in Guyana requires hydroelectricity. The AFC is however, and with justification, opposed to the hydroelectric plant which the government was planning to build. It is not too late however to ask these same Chinese and Indian firms that are engaged in resource extraction in Guyana to construct such a facility with their own funds. In this way, there will be no debt to Guyana and the excess energy can be sold to the grid at pre-determined prices, rather than through the controversial BOOT model which has not worked in Guyana. Is the AFC in agreement with this or are they opposed to foreign firms operating in our forestry sector? Who knows, they may not have even considered this issue?

Education system failing Region Nine - AFC Chairman By Abena Rockcliffe Chairman of the Alliance For Change (AFC), Nigel Hughes campaigning in Region Nine last week, highlighted the fact that the students who sat Caribbean Secondary Education Certificate (CSEC) exams in that region this year didn’t do too well. In fact, Hughes went the mile in telling hinterland parents that the performance of their children is below satisfactory. However, the attorney-at law, declared that “it is no fault of your children.” He told residents of Region Nine, “it cannot be that the children in Georgetown and Essequibo are smarter than those in Region Nine. It has to be that the human resources are not coming here.” Hughes was equipped

Annai and Aishalton Secondary Schools recorded a 25 percent pass rate. This means that, in two of the three schools on Region Nine, three out of four students are failing. St. Ignatius barely scraped a 50 percent pass rate which means that one out of every two children who wrote CSEC at that school failed. as Baitoon and Maruranau, he made it a point to note that the buildings housing the schools are “fine and dandy, but the results are not…So we have new buildings in which we are training our young people to fail.” “Imagine 75 percent of the students failed. This is unacceptable. You guys cannot sit back and allow this,” said the AFC chairman. Hughes told the residents of those indigenous communities that they cannot allow their children’s future to just go down the drain. He urged them to demand more from their present government until a new one is elected.

It doesn’t matter if they’re taught under a benab or a tree as long as they have good teachers. He said that the people must demand that the government make it worthwhile for qualified teachers to travel from “wherever” to mould the future of students of Region Nine. The politician said that teachers working in far flung areas such as Baitoon and Maruranau must be given significant allowances. According to Hughes, “otherwise, all your children will be able to say is that they attended school in a beautiful building, which makes no sense. And for teachers to come here and work, they need more money.” He even told parents that if the AFC is to get into government, in addition to ensuring the existing schools get trained teachers, the Party will ensure that Region Nine gets a technical school. Four additional cases of chikungunya confirmed Jamaica Gleaner - The Ministry of Health has confirmed four additional cases of chikun-gunya, bringing the total number of confirmed cases for the country to 21. According to the health ministry, 18 of the cases are from local transmission, two were imported and one considered cryptic due to the uncertainty of whether the virus was contracted while travelling overseas or from a household contact. Director of emergency, disaster management and special services at the health ministry, Dr Marion Bullock DuCasse said the positive results were received yesterday from samples sent to the Caribbean Public Health Agency. The affected parishes remain St Thomas, St Catherine, St Ann, and Kingston and St Andrew. According to DuCasse, given the recent rainfall which affected the island, it

Uncovered drums and water tanks have been found to be the main breeding sites for mosquitoes.” Chikungunya is spread by the bite of an infected Aedes aegypti mosquito, which is generally found in and around places where people inhabit. Persons are urged to search for and destroy mosquito breeding sites by getting rid of old tyres and containers in which water can settle, punching holes in tins before disposing of, and covering large drums, barrels and tanks holding water. DuCasse added that indivi-duals should ensure that they protect themselves from mosquito bites by using insect repellent containing DEET, covering their body as much as possible by wearing long-sleeved clothing, for example, and putting mesh on doors and windows.

TTMA optimistic about more trade with Venezuela Trinidad Guardian President of the T&T Manufacturers’ Association (TTMA) Nicholas Lok Jack is optimistic about the potential for increased trade between T&T and Venezuela. Commenting on Venezuela’s participation in the 15th annual Trade and Investment Convention (TIC) at the Centre of Excellence, Macoya, in July, Lok Jack said the business opportunities for this country and Venezuela were now clearer. In his review of TIC 2014, Lok Jack said Venezuela, with a population of just over 20 million, was right at this country’s doorstep and sustainable trade should be encouraged. Lok Jack said the foreign contingent left T&T satisfied that they had had a good show and the exhibitors had preliminary figures in terms of what they believed they had accomplished. “If you get ten to 15 per cent being converted into actual business then it is really worth it for the exhibitor and for us as promoters of economic trade and commerce,” he said. “Venezuela had a great pavilion. What it shows is that Venezuela is open for trade and two-way trade. Our issue is getting security of payment. That is something

that we have been speaking to the Minister of Trade and the Minister of Finance about. “Is Exim Bank going to be facilitating trade facilities to Venezuela? That’s important because there is a market of 20 million people at our doorstep. How do we attend to them? They have needs, we have products. We have no problem trading two-way, but let’s see if we can get that started to build the confidence going forward. “Any business person will be weighing multiple factors. They will be thinking about crime, they will be thinking about risk, they will be thinking about return. They will be thinking about what the market potential has and what they can earn out of it. We need to know how investors weigh our country. How do we reduce any one of the risks? The more risk we can reduce makes us more attractive.” Lok Jack said Venezuela’s appetite for consumer goods and T&T’s readiness to meet those needs were not the only things on his mind. Fuad: Scanning at all ports for Ebola virus Trinidad Express - Health Minister Dr Fuad Khan said Saturday that at all points of entry into Trinidad and Tobago, arriving passengers will be scanned for the Ebola virus. If people are suspected of being infected they will be hospitalised. Khan confirmed there was no case of the deadly Ebola virus in Trinidad and Tobago despite fears on Thursday after a man was admitted to a private hospital in the country following his arrival from Nigeria. Dr Khan told the Sunday Express Trinidad and Tobago will not be dropping its guard with respect to the highly infectious disease which has

The Ministry of Health in a statement reminded citizens that the Ebola virus can only be contracted through close contact with the bodily fluids of a sick person or a person who has succumbed to the disease.

Finance Minister heads delegation to Washington KINGSTON, Jamaica — Finance and Planning Minister, Dr Peter Phillips leaves the island this morning for Washington DC, his ministry reported yesterday afternoon. Putin calls for talks on east Ukraine ‘statehood’; rebels fire on ship MOSCOW/MARIUPOL Ukraine (Reuters) - Russian President Vladimir Putin called yesterday for immediate talks on the “statehood” of southern and eastern Ukraine, although his spokesman said this did not mean Moscow now endorsed rebel calls for independence for territory they have seized. The Kremlin leader’s remarks, two days after a public appearance in which he compared the Kiev government with Nazis and warned the West not to “mess with us”, came as Europe and the United States prepared possible further sanctions to halt what they say is direct Russian military involvement in the war in Ukraine. Germany aired suspicions that Moscow might be trying to create a land corridor to supply Crimea, which it annexed from Ukraine in March, while the four-month conflict moved onto the sea for the first time yesterday. The separatists said they had fired on a Ukrainian vessel in the Azov Sea using land-based artillery, and a military spokesman in Kiev said a rescue operation was under way.

Ukrainian troops and local residents were reinforcing the port of Mariupol yesterday, the next big city in the path of proRussian fighters who pushed back government forces along the Azov Sea this past week in an offensive on a new front. Ukraine and Russia swapped soldiers who had entered each other’s territory near the battlefield, where Kiev says Moscow’s forces have come to the aid of proRussian insurgents, tipping the military balance in the rebels’ favor. Sweden discovers suspected case of Ebola: official Stockholm (AFP) - A suspected case of the Ebola virus has been discovered in the Swedish capital Stockholm, a local official told AFP yesterday. “So far it’s just a suspected case,” the official said, without giving more details. The person fell ill after visiting an area known to be hit by the virus and is now being held in isolation, the newspaper Svenska Dagbladet reported on its website. Aake Oertsqvist, a specialist in infection control responsible for the Stockholm area, was quoted as saying the risk of an Ebola outbreak in Sweden was “very low”. “The virus is not airborne, but is spread among humans through direct or indirect contact via blood and other fluids,” he was quoted as saying.

Pakistan PM still surrounded by Hong Kong braces for protests as China rules out full democracy protesters after deadly clashe (Reuters) - Pakistan’s powerful army said yesterday any further use of force to resolve an escalating political crisis would only worsen the situation, after weeks of protests demanding Prime Minister Nawaz Sharif ’s resignation turned violent. Peaceful anti-government demonstrations spilled over into deadly confrontation overnight after thousands of protesters tried to storm Sharif ’s residence. Police responded with teargas and rubber bullets. At least three people were killed and more than 200 wounded, further angering protest leaders. Activists demanding Sharif’s resignation have camped outside government offices for more than two weeks but it was the first time violence broke out as protesters, some armed with sticks and wearing gas masks, tried to break through police lines. Army chiefs held an emergency meeting in the garrison city of Rawalpindi last night to discuss the crisis, prompting speculation that the military could take decisive action to end the crisis in a nation where power has usually changed hands via coups rather than elections. But in a brief statement, the army reaffirmed its commitment to democracy and said the crisis had to be solved politically. “Further use of force will only aggravate the problem. It was once again reiterated that the situation should be resolved politically without wasting any time and without recourse to violent means,” it said. Small skirmishes continued yesterday, with

Nawaz Sharif police occasionally firing teargas, but the crowd massing outside parliament appeared peaceful last night, with some dancing or sleeping on the grass. Smaller protests were also reported in the city of Lahore, Sharif’s political power base, and other parts of Pakistan. How the crisis ends and whether Sharif survives ultimately lies in the military’s hands in a country ruled by generals for half of its history. With tensions rising, last week the army said it was asked by the government to help defuse the crisis but has so far not directly intervened. It was unclear how the deadlock could be resolved with the opposition flatly refusing to leave the streets until Sharif quits. Sharif, who swept to office last year in Pakistan’s first democratic transition of power, has resisted calls to resign while agreeing to meet other demands such as an investigation into suspicions of fraud during last year’s election. His office reiterated on Sunday evening that his resignation was out of the

Rebel number two to join Ukraine peace talks today MOSCOW (Reuters) - The deputy leader of a breakaway east Ukrainian region said he would take part in talks with representatives of Moscow and Kiev today but did not expect a breakthrough, Russia’s Itar-Tass news agency reported. Andrei Purgin, deputy prime minister of the rebels’ self-proclaimed Donetsk People’s Republic, told Tass the meeting of the socalled Contact Group in the Belarussian capital Minsk would be “only a first step in negotiations”. “The reference point has not changed,” he said. “Each side will present the list of questions it is ready to discuss.” Presidents Vladimir Putin of Russia and Petro Poroshenko of Ukraine agreed last week to reconvene the Contact Group, which also includes the Organisation for Security and

Cooperation in Europe (OSCE), in an effort to end the war in east Ukraine in which about 2,600 people have been killed. But since their talks last Tuesday, the conflict has escalated, with pro-Russian separatists making gains along Ukraine’s southeast coast. Cleveland Forde and Euleen Josiah-Tanner retained their male and female titles respectively at the fourth Annual Neal and Massy 10 kilometres athletic Road Race from Vreed-enHoop, West Coast Demerara to Associated Industries Limited (AINLIM) head office at Ruimveldt, yesterday. It was a fourth consecutive victory for Forde, the national distance runner who finished the race in a time of 33 minutes 20.12 seconds, as the race crossed the Demerara Harbour Bridge for the first time this year. He was closely followed by arch-rival Cleveland Thomas who clocked 33 minutes 48.81 seconds for second position while Nathaniel Giddings was third in 34:07.64, Dennis Horatio fourth in 34:40.52 while Winston Missinger was fifth in 35:34.08. United States-based Josiah-Tanner continued her domination of the local race circuit as she crossed the finishing line in 39 minutes 25.89 seconds, two minutes ahead of second place finisher Alika Morgan (40:37.75) who was the inaugural race winner.

But now, finally, there is a positive to fill the back pages and coming as it did just a few days after Zimbabwe had run South Africa uncomfortably close in a losing effort, suggests they are beginning to find some consistency in performance. “The guys worked very hard for this and supporters were behind us throughout. Today we showed some improvement and we just have to keep working,” captain Elton Chigumbura said at the presentation ceremony on Sunday. Team USA holds Finland to 2-point quarter

(AP Photo/Alvaro Barrientos) No one gave Finland much chance to challenge the United States in Saturday’s opener of the FIBA World Cup of Basketball in Bilbao, Spain. Yet it’s doubtful that anyone expected the domination to reach such an extreme so early in an extremely comfortable 114-55 win. After an already impressive 31-16 first quarter in which Finland looked out of the game after eight minutes, Team USA turned the second quarter into one of the most dominant periods in history. The 29-2 advantage tells a story in itself, but the specifics are even worse. For instance, Finland failed to convert a field goal over the entire 10 minutes, getting just two free throws from Teemu Rannikko at the 6:25 mark. Finland managed to

create a few open shots, but the length and quickness of the U.S. defense clearly flustered their opponents, a wild-card selection for the tournament. Team USA has so much talent that they overwhelm most teams they face, but this game was a different story altogether. Finland, even with several quality players on the roster, didn’t look like they belonged on the same court. Their offensive struggles will earn the most headlines, but their troubles carried over to the defensive end, too. Things got substantially better for the Finns in the second half, but a 54-37 disadvantage still led them to a 59-point loss. They were down to play Ukraine yesterday in their secondgroup game. Team USA will obviously

be pleased with such an overwhelming victory, but the relatively low quality of competition ensures that it will be seen as little more than business as usual. They were scheduled to face a tougher test yesterday against Turkey, but the fact of the matter is that the Americans likely won’t see a real challenge for at least another week. That’s not to say that Head Coach Mike Krzyzewski and his staff will be pleased with everything they saw out of their team. While 59 percent shooting from the field, 18 steals, and eight players with at least nine points looks great, Team USA also turned it over 19 times and shot just 6-of-18 from the three-point line. Those numbers will have to improve against the best teams in the tournament.

With the loss Ferrer earned the dubious distinction of becoming the first top 10 men’s seed to be shown the exit while Simon moves on to face either big serving Croatian Marin Cilic or South African Kevin Anderson. A well-rested Ferrer, who reached the third round in a walkover after Australian Bernard Tomic withdrew with a hip injury, got off to a sluggish start but fought back to take the second. But by the end of the nearly three-hour clash a distressed Ferrer was hunched over the courtside timing board between points dripping in sweat with the 26th seeded Simon finishing off the exhausted Spaniard on his third match point. “David is always fighting until the end,” said Simon, after earning just his second win in seven meetings with Ferrer. “We were 5-1 he destroyed me five times. I just stayed relax today and had nothing to lose. “I had a good start and then you know how it is.”

Republican Boxing Gym dominate their GDF counterparts as Intermediate tournament commences By Michael Benjamin Boxing buffs of the late seventies and early eighties, who would have lived through that era when boxers of the Republican Boxing Gym dominated the local scene, would have experienced a sense of nostalgia last Saturday evening when several pugilists from that institution dominated their counterparts from the Guyana Defence Force (GDF) when action on the inaugural night of the Guyana Boxing Association (GBA) Intermediate Boxing Championships concluded at California Square, East Ruimveldt. The card consisted of 15 bouts, out of which, nine consisted of fights between pugilists from the GDF and the Republicans. Those latter groups of boxers were indeed in a destructive mood and carted off all but one fight, the 60kgs encounter between Stephen Julian (REP) and Rupert Gillis (GDF). In the 91kgs division, Republican representative, Delon Gordon, turned in a brilliant display that had his GDF opponent, Sean Phillips on the back foot and was eventually adjudged the 2-1 winner. Anandram Dharamraj threw vicious combinations but failed to stop Ryan Junior (GDF) in their 64kgs encounter though he forced the referee to institute a mandatory 8 count on his opponent. After unleashing several wicked combinations, the Republican representative earned a lopsided majority decision. Delon Naitram (REP) was also in a devastating mood in his 56kgs shindig when he unleashed a two fisted attack on Jamal Mona that forced him to cover up in one of the neutral corners before the referee interceded with a mandatory 8 count. The blows proved to be too much for the soldier who shook his head when the referee enquired if he was willing to continue. The time of the stoppage was 2:13secs of the second round. Another Republican, Stephen Andrews fought Quacy Semple (GDF) in the 56kgs division and literally bulldozed him into submission and after a vicious attack the soldier ran out of ammunition and wisely raised the white flag at 1:32secs of the first stanza. Kevin Allicock (REP) then took care of soldier, Arthur Scipio in a fight that was fiery and decisive. The Republican

rushed out at the sound of the first bell and before the first minute had expired, subjected his man to 2 mandatory 8 counts. Stephen Julian (REP) seemed set to continue the winning pattern for his gym and started his 60kgs bout against GDF pugilist, Rupert Gillis at a furious pace. His aggression resulted in Gillis receiving back to back mandatory 8 counts. Gillis bided his time and eventually retaliated with a wicked three punch combination that sent Julian to the canvass at 1:46secs of the first stanza, where he refused to re-enter the fray. The 64kgs affair between Klaus Daniels (REP) and Enock John (GDF) was a thrilling encounter where no quarters were asked and none given. The two gladiators traded punches for most of the bout but in the end it was Daniels who scored the cleaner blows and influenced a close decision of the judges. Earlier in the night, Jason Phillips, a new entrant to the boxing scene and representing the Young Achievers (YA) Boxing Gym,

turned in a classic performance to win over Jamal Glasgow (GDF) in the 69kgs division. Phillips attacked his opponent’s body and had him cringing from the assault. He earned a majority decision and returned later in the night to earn a TKO victory over Devon Thomas of the Rosehall Jammers (RHJBG). This was also Thomas’ second bout of the night as he had earlier defeated GDF representative, Jamal Evans on points. In other results, Clifton Graham (REP) earned a majority points decision over Terence Nero (GDF) in the 69kgs division; Glenroy Smith (EBG) won on points from Mervin Rawlins (GDF) in the 75kgs division; Colin Martin (REP) earned the nod over Warren George (GDF) in the 81kgs category. The final bout of the night, a 75kgs duel between Wayne Murray (GDF) and his gym mate, Kevon Farley, in his second fight of the night, saw the former pugilist prevailing on points. The tournament concluded last evening with several other entertaining bouts.

Antigua strengthens Caribbean Cup roster St. John’s, Antigua & Barbuda - The Antigua & Barbuda Football Association has identified eight overseas players who have committed to represent the country in Caribbean Cup first-round play this week. General Secretary Gordon Derrick named England-based Calaum Jahraldo-Martin (winger/ forward), Nathaniel Jarvis (forward) and Keiran Murtagh (midfielder) as three of the competitors. Midfielders Quinton Griffith, Josh Parker and Akeem Thomas, defender Connor Peters and goalkeeper Brenton Mohammed (goalkeeper) will also join the contingent of squad members from abroad. “There are five groups being played with everybody playing the same day because we are using the international dates so everybody has access to international players,” said Derrick. From September 3-7, Antigua will host Group 5, which also contains

Anguilla, the Dominican Republic and St. Vincent & the Grenadines. “I hear they (Anguilla) are bringing in international players so everybody is boosting their squads like St. Kitts and all the other groups so there is lots of excitement out about this version of the Caribbean Cup,” Derrick noted. Senior team regulars Peter Byers, Tamarley Thomas and Lawson Robinson are also expected to be present, when the Benna Boys open their campaign Wednesday against the Dominican Republic at the Antigua Recreation Grounds.
