Lands awarded to Venezuela in 1899 should be returned to Guyana DEAR EDITOR, Historian Thomas Bailey in his book American Diplomacy, with requisite evidence, established a very important observation about the Guyana –Venezuela issue. He pointed out that it was really a British – American issue resulting from the Monroe Doctrine. In 1823, US President Monroe declared that the Americas are for Americans. His government officially embarked on a policy of destabilizing all European colonial presence in the Americas. In the case of British Guiana (Guyana), the Americans fed Venezuela’s psyche for territorial expansionism as part of a strategy to force the British out. This psyche is seemingly shaped by nationalisticromanticism with Spanish expansionism and a sense of entitlement to the legacies of Spanish colonialization. When we look beyond Bailey’s arguments and examine evidence specifically relating to Spanish colonization and Spanish relationships with the Amerindians of the Guianas (Guyana, Suriname and Cayenne), we would realize that Venezuela has no legitimate claim to EssequiboGuyana’s territory it was awarded in 1899- nor the Ankoko Island it annexed in October 1966. It is important to note that the Spanish, neither before nor after the 1494 Treaty of Tordesillas, which divided the New World between the Catholic nations of Spain and Portugal, never succeeded in having settled influence from the Mouth of the Orinoco River to Cayenne (French Guiana). The Spaniards had no clear idea of the geography of the area; not even of the New World which they sought to divide with Portugal. But the Amerindians from the Orinoco region to Cayenne, though not as developed as the Aztecs and Incas of Central America, had a brisk trade network throughout the area which they defended. They never allowed themselves to be conquered by the Spaniards. Besides, every attempt by the Spaniards to establish any presence along the Orinoco River were destroyed by Caribs or abandoned due to epidemics. So much so that for 129 years, the meaningful presence of the Spanish was delimited to Santo Thome between the lower Orinoco and the Amazon rivers, while

the Amerindians who delimited them, acquiesced to Dutch governance and alliance. This is an essential reason, though not argued by Britain at the tribunal, why the eastern third of Venezuela’s Bolivar State, including the Cuyuni River ’s drainage basin is rightfully part of the Essequibo. That is also a viable premise for application of international law. Instead Britain relied on the 1814 Convention of London which settled the transfer of Dutch colonies the Britain. Unlike the Spanish, the Dutch succeeded in establishing colonies in Essequibo, Berbice and Suriname. This was no accident. The Dutch, who were basically traders, and whose 80 year war with Spain for their independence, involved building alliances and attacking Spain in her colonies, succeeded in most cases because they became allies of the Amerindians against the Spanish, protected them against European enslavement and became adjudicators in interethnic and other conflicts. This relationship is critical for understanding why the boundaries of the Essequibo should really be based on the Amerindian span of presence and response to Dutch governance. Furthermore, even though territorial boundaries were not precisely defined, the Treaty of Munster in 1648 which granted Holland independence from Spain and ended the 80 years’ war of independence also established that both countries mutually recognize their possessions in the Americas. By 1596 the Dutch had a settlement in the Pomeroon that was destroyed. By 1616 Dutch colonist Joost van der Hooge established Kyk-OverAl as a replacement and administrative centre of the colony. On arrival Adrian Groenewegen the first governor (1616-1624) succeeded in getting the Amerindians to accept him as their commander. The relationship was mutual. The Dutch depended on the Indians for food supplies etc. The Indians depended on the Dutch to aid their defense against the Spanish. G r o e n e w e g e n consolidated that relationship by marrying an Amerindian woman and starting a family. As an imperative, he and the Amerindians began to define the territorial boundaries of

the Essequibo, which included that piece of territory East of the Orinoco (approximately 5000 square miles) which was granted to Venezuela at the 1899 tribunal. The Venezuelan legal representative Severo MalletProvost, whose posthumous memorandum claimed that the Arbitral Award of 1899 was flippant and unjust, and formed the basis for Venezuela’s renewal of claims to the Essequibo since the 1940-50s, could be right. When the context of the award is analyzed, it is detectable that the award was more an act of appeasement to the Venezuelans and the Americans rather than any just basis for doing so. The British government had three weaknesses. In the first place when the Dutch colony of Essequibo, Berbice and Demerara became consolidated as one colony under British rule by the Articles of Association of 1803, and became known as British Guiana, the relationship between the British and the Amerindians became very restive. The Amerindians who are so critical to the territorial definitions of Guyana became alienated and up to now dependent on trans-border identities for their survival. Secondly, maybe because Demerara was the soul of the British presence here, they were not as vigilant as the Dutch about the territorial boundaries of Essequibo and Berbice. Hence the persistent territorial disputes with both countries. Thirdly, the tribunal only arrived at a decision when the British withdrew its claims apparently to improve relations with America. While the Geneva Agreement of 17 February1966 was apparently an error, since it reopened an issue that should have been closed by the 1899 agreement, it also presents an opportunity for Venezuela to return lands to Guyana. Ministers’ salary increase

DEAR EDITOR, If what I read in the news is true that the VP’s and Ministers are going to receive hefty pay increase, then I am truly disappointed with the new APNU + AFC government. I thought their priority would have been to fulfill the 100 day promise they made to the Guyanese people. As I understand it, many of those promises have not been kept and they are now making sure they receive “fat cat”

salaries and feathering their own nests. People had a lot of hope on David and Moses to run a lean and clean government, to bring more money to the people instead of more money to themselves. In this very first budget, they are stacking up their own coffers instead of stacking the meagre salaries of police, public servants, nurses etc, etc. Are these people going to get the crumbs that fall from the masters’ table?

There is no money to give parents $10,000 for their school kids, yet there is money to give VP’s and Ministers! Where is the change that Guyanese expected and voted for? Seems like all politicians are the same, make the world of promises to get a vote and then it is the “good life” for themselves. Unless this government delivers to the people what was promised, I see them in the Opposition in 2020. Ameer Bacchus

I was not requested by the COI to “answer questions” DEAR EDITOR, The assertion in your August 1, 2015 edition in article captioned “GuySuCo must bring costs down to remain alive” in excerpt that states “Jairam Pitam (correct spelling should be Petam), former Human Resources Director will be answering questions” reportedly on Thursday is plainly wrong. The fact of the matter is that I am on a short visit to Guyana for purely personal reason, and Mr. Nowrang Persaud, a member of the GuySuCo Commission of Inquiry (COI) having known that I am here asked if I could

oblige meeting the COI on Thursday, July 30 at 2.30 pm at the Ministry of Agriculture Boardroom and elaborate on the letter that I wrote which your newspaper published on June 23, 2015, and which you carried as a full page article the next day, and to share my own thoughts on the problems facing the sugar industry given my long career with GuySuCo as an Agriculture Line Manager and Director of Human Resources and Industrial Relations. Despite my initial reluctance to meet with the COI, which I made clear to Mr.

Persaud, due to the several unsavory, or rather despicable incidences that informed me to opt for early retirement, I voluntarily conceded with the request, with the sugar industry at heart, and met with the COI on the scheduled date and time and made a full presentation that was well received by the Commissioners. I AM DISGUSTED WITH THE SLOTH OF GT&T DEAR EDITOR, With Guyana Telephone & Telegraph rolling out its “ENHANCED” broadband service, I am yet to experience a difference. It has been over a year now that I’ve been experiencing frustrating broadband speed whenever I utilize the internet. Initially, when the GT&T rolled out their broadband service, I was quick to jump at it, for dial up was too frustrating; at first I resorted to the 512 kbps plan, but as this speed was also frustrating, I upgraded to the 1 Mbps plan after which, I noticed that the speed hadn’t any significant change. I visited the GT&T office to enquire about the data speed

I was receiving and was informed that it was the 1Mbps, which I took for granted that this was the speed everyone on this plan was receiving. After the most recent “UPGRADE” by GT&T from 1 Mbps to 1.5 Mbps, I noticed that my data speed still had not improved; as a matter of fact it had only gotten worse. I made a report to GT&T, after which they advised that I run a speed test analysis. After this was done, the technician on the line confirmed that the speed I’m

receiving is ridiculously slow. He took a report after which he informed me that it would be forwarded to the area supervisor who would have a technician to come and check out the lines at my residence. This report was made two months to date, with numerous follow ups and I’m still awaiting this problem to be resolved. I would like to see the GT&T treat my report with the same expediency that they disconnect my service for late payments. Robert A Bostwick

Israel approves jailing Jewish militants without trial to resolve lethal arson Reuters - Israel’s security cabinet approved yesterday the detention of citizens suspected of waging violence against Palestinians without trial in a crackdown aimed at capturing the perpetrators of a lethal West Bank arson attack blamed on Jewish militants. The extension to Israelis of so-called “administration detention”, a practise commonly applied to Palestinian militant suspects and condemned internationally, laid bare authorities’ frustration at failing to curb Jewish ultranationalist attacks. Friday’s torching of a Palestinian home killed a

toddler and seriously injured his parents and brother, causing an outcry abroad and vows by Israeli Prime Minister Benjamin Netanyahu to crack down on what he deemed “terrorism” by “criminals in our nation”. There was no claim of responsibility for the arson at Duma village, in the occupied West Bank. Graffiti in Hebrew reading “revenge” daubed at the site was consistent with past vandalism and other hate crimes by bands of young Jewish zealots targeting Arabs, Christians, peace activists or Israeli army property. The measure, which foreign critics see as a blow to due process of the law, has rarely been used against Israeli citizens. “To the best of my knowledge, there have been no instances of Israelis being held in administrative detention in recent years,” said B’Tselem spokeswoman Sarit Michaeli. Israeli officials say the Jewish zealots elude discovery by operating in small networks that are hard for informants to penetrate, avoiding electronic communications that might be monitored, and clamming up when detained for interrogation.

IS THE AFC MUZZLED? Coalitions do present problems in complying with the principle of collective coresponsibility. This is all the more so when you have as many as six parties as part of a governing coalition and when the government rather than the leadership of the parties is making policy decisions. One of the big drawbacks of the new coalition government is that there was no meeting of the parties after the elections to decide on the composition of the government and the direction it would take.

This failure immediately became a sore point with persons from within the Working People’s Alliance (WPA) complaining about the lack of consultation over the appointment of Cabinet and the creation and naming of ministries. The WPA is not content with collective coresponsibility. Even though it is supposed to be part of the government, the party has opted to take positions and to publicly express those positions which are odds with the policy of the government. The first was in relation to the

Rodney Commission of Inquiry. The WPA expressed regret that the Commission was not being given adequate time to conclude its work. The second was in relation to the statement issued by Caricom on the Guyana- Venezuela quarrel. The WPA expressed disappointment at the watered-down statement issued by CARICOM. The WPA has taken a position therefore that while it may be represented in the government as part of the coalition, it retains its right to

Police nab bandits after attack on sawmill operator - guns, loot recovered Police have detained three men and are hunting for a third following a gunpoint robbery at Coomaka, Linden, at around 13.00 hrs yesterday, in which gunmen relieved a sawmill owner of $1M and a licenced firearm. The victim, Naresh Pooran, 43, of Enmore, East Coast Demerara, was at Coomaka, Linden, when two men, including one with a handgun, relieved him of his money and a licenced .32 pistol. A police official said ranks cordoned the area and managed to intercept a vehicle with three men inside at Nottinghampshire, Linden. The ranks searched the vehicle HB 4064, and found the stolen firearm, 859,000.00 and an unlicensed .38 revolver with three rounds. maintain its own independent position on matters of public interest. One had expected that it would have the Alliance for Change (AFC) which would have been more assertive in this regard. During the election campaign, the AFC had said that it intended to retain its individuality. In fact it did exercise some independence during the campaign. However it seems that since the elections it has not shown the same tendency to retain its own independence on certain matters. This is understandable because unlike the WPA, the AFC is not a minor player in the coalition. It is forty per cent player and therefore any dissension with the government will impact on the unity of the government. But the fact that it has a forty per cent representation in the government means that it should have been able to exercise greater influence over the decisions of the government. The AFC should have negotiated a position whereby unless there was agreement with the party, no policy would be pursued.

There are many supporters of the AFC who are questioning whether the party was in agreement with the naming of the ministries. They also want to know whether the AFC was consulted on the size of the Cabinet. They are asking questions as to whether the Prime Minister, in accordance with the Cummingsburg Accord, is actually in control of domestic affairs. The most recent controversy concerns the naming of State Boards. During the election campaign the coalition did promise to involve civil society representatives into the decision making process. To what extent did this manifest itself in the recent appointments of Boards? These recent appointments have been assailed. There has been criticisms that women are grossly unrepresented on these Boards. There have been accusations of ethnic imbalance on these Boards. There have been criticisms of conflict of interests? There have been accusations that more young people should have been selected. There has been a

suggestion that in some instances the government decided who from the representative organizations should be on Boards rather than leaving this to the organizations themselves. There have been strong condemnations of the fact that Ministers are now heading Boards over which they have oversight. There remains the concern that instead of change what we are having is exchange. The AFC is the midst of all these criticisms has not said anything. It is almost as if it is being muzzled by virtue of the fact that it is part of the government. The supporters of the AFC want to hear whether the leaders of the party agree with the appointments on those Boards. They want to know whether the AFC was consulted or whether what was handed to the party was a fait accompli. Will the AFC do like the WPA and take an independent line? At the least it should give its supporters some assurance that it is not being sidelined by APNU.

Government to push small business development Micro-enterprises in Guyana will be given a level playing field, as opportunities to expand and enhance this area of business and promote entrepreneurialship will soon be the focus of Government. Minister of Business and Investment, Dominic Gaskin, disclosed this as he officially launched the Eleventh Berbice Expo and Trade Fair last evening under the theme, ‘Fostering national pride, Advancing economic progress.’ “There is currently a programme or project that is funded by the Low Carbon Development Strategy (LCDS), Norwegian funding, that is targeting small and micro enterprise development and also in the Small Business Act, there is a particular clause which I don’t think we have done enough to realize,” the Minister of Business told his audience. According to Minster Gaskin, the Act stipulates that 20 percent of all public contracts awarded must go to small businesses. He explained, “This is one of the things I would like to promote over the next five years, ensuring that this becomes a reality.” It is the intention of the Ministry of Business to institute a programme that prepares small businesses to access public spending. This will be one of the main areas of focus in the Ministry’s soon to be developed strategic plan. “There is a lot of money. Government is the biggest spender in our economy, and there is potentially $15 billion out there per year that can be accessed by small businesses

The Ministry of Business and Investment was established to ensure that the investment climate is improved, investments are promoted both locally and abroad and to ensure that businesses have a level playing field to operate thus resulting in the best possible chance of success. The Ministry is looking at transparency, fairness, equity and good governance in particular, as means of promoting confidence in the economy. It is the belief of the minister that investors must understand that this is an economy where investors are welcomed and in which their investments can be secured

and one where they are given a fair chance in making profits. The gathering was told too, that the development of young entrepreneurs is also an area of emphasis for the Business Ministry as Guyana lacks the culture of entrepreneurship since there are not many role models in this sector. “One of the ways of promoting entrepreneurship is by giving those young people the opportunity to showcase at events such as the Berbice Expo which is an initiative the Ministry is interested in supporting”, Minister Gaskin said. On the other hand, the private sector and organizers of the Berbice Exposition and Trade Fair were advised to consider diversification of the region’s economy by

removing emphasis on the primary products. “We have been relying on the same primary products for 80-85 percent of our export for the past 50 years, rice, sugar, gold, thyme. We need to move

beyond that and diversify into value added, secondary and tertiary products and services,” he urged the stakeholders. In his remarks, Director of the Guyana Tourism

This is the case of Lord or Baron John Sewell, 69, a peer beyond compare, Deputy Speaker and Chairman of Committees at the House of Lords as well as chairman of the Lords’ Privileges and Conduct Committee. Perhaps it was his

way of keeping abreast of the situation, but in terms of the bra, nobody said “Tut! Tut!” and neither of the women was shocked enough to exclaim, “Good Lord!” The paper claims Sewel stripped naked for the event which took place at his London flat. Among his taped comments was his wanting an Asian prostitute to join them, adding: “They sort of look innocent but you know they’re whores. That’s a really nice combination isn’t it?” He even called his own behavior disgraceful but this did not stop him from turning a framed photograph of his wife face-down before engaging in the sex sessions. Even though he supposedly kept his wedding ring on during the encounter, Sewel apparently refused to have the photo of his third wife, Lady Jennifer, 54, staring back

at him but he did invite the women to have dinner with him at the House of Lords ahead of another orgy they arranged for September 8. The House of Lords will continue to uphold standards in public life and will not tolerate departure from these standards. These serious allegations will be referred to the House of Lords Commissioner for Standards and the Metropolitan Police for investigation as a matter of urgency.” Prime Minister, David Cameron, has asked for the full truth and many of his colleagues have advised him to resign. There is further irony in Sewel’s situation as the head of the Privileges and Conduct

Committee. A newspaper report stated, “On being elected Chairman of Committees in May 2012 with an £84,000 salary, he gave up the Labour whip in the House of Lords and focused on overseeing standards of behaviour among peers.” While nothing was said about any other whip he might have taken to replace the one he gave up, if Sewel takes the opportunity to peer into the future he will find out that he could be the first Lord to be expelled from the House under new tough rules that he set up to discipline the members. In fact, Sewel could be the whipping-boy because of the Committee’s recentlyannounced new powers to expel Lords if they misbehave. He established a code which maintains that members must “always act on their personal honour”. It is like the old joke in which the bride said to the bridegroom, “I offer you my honour”. Protect and serve or punish them in the manner they deserve DEAREDITOR, Taking into full and prolonged consideration the recent spate of killings in the U.S.A of unarmed Blacks by the police, it is apparent that there is a shift in the motto. Who are the police serving, and who are they protecting? PROTECTAND SERVE or Punish them in a manner they deserve. There are more questions than answers. To borrow and slightly alter a few lines from the lyrics of a well-known song- Streets of London, “Let me take you by the scenes and lead you through the cities of America. I will show you many things that you will always keep in mind. Yes, Blacks are losing their lives for the most minor of offences. In April, North Charleston resident Walter Scott was killed by South Carolina police officer Michael Slager, for the seemingly serious offence — a busted taillight. The media then completed the transmogrification of victim into super predator, with the cop fearing for his life, and also his wife ultimately becoming a widower. Now two more deaths of Blacks, following a similar pattern to that of Walter Scott (again unarmed individuals) have imploded in the face of the media. Sandra Bland and Samuel Du Bose were both stopped for minor traffic violations (missing front license plate, failing to use turn signal) and both died – perpetrators of minor traffic offences. When Darren Wilson was called to look into a robbery, the reason he initially stopped Michael Brown was for walking in the street—in Ferguson, an illegal act according to Section 44-344 of the local code. If this appears or seems troubling, between 2011 and 2013, 95 percent of the perpetrators of this mobile atrocity were African American, meaning that “walking while black” is not a punch line. It is a crime. Yes, digest it slowly, it is a crime. Now hold your anger, or tighten your reins, it is not just a crime but a crime that comes with fines that are strictly enforced. In 2014, Ferguson’s bottom-linedriven police force issued 16,000 arrest

warrants to three-fourths of the town’s total population of 21,000. Stop and think about that for a moment: In Ferguson, 75 percent of all residents had active outstanding arrest warrants. Most of the entire city was a virtual plantation of indentured revenue producers. Last year I spent a month in Charleston visiting both North and South Carolina during my sojourn, and saw firsthand the existing level of amity between white and right and black and lack. The question still lingers, like a bad hangover— why are so many blacks losing their lives over the most mundane of traffic infractions? Please it is not only about good cops versus bad cops, for the moment an incident of police violence comes to the forefront, along with it or on its heels comes the usual defense imploring us not to tarnish all the good cops just because of a few bad apples. No one can argue with that. However, what is usually implied within the said phrase is that the “bad” officers’ intentions are malevolent—that they are morally corrupt and racist. While this may be true, they are also bad in the jobperformance sense. To bear out this point, Police Officer Timothy Leohman, who sprang from his car, like a bat out of hell and instantly killed Tamir Rice, had been labelled by his supervisor at a previous police department job as weepy and unable to emotionally function. Of note is the fact that she further added, that she does not believe that time nor training will be able to change these deficiencies. Ferguson’s Darren Wilson of Michael Brown’s fame was also fired from his previous job—actually, the entire police force of Jennings, Missouri, was disbanded for being plain and simple awful. In Oklahoma Robert Bates a 73 year old Robert Bates, a millionaire insurance broker possessing limited law enforcement background. So! One may ask! Nevertheless he was allowed to go out on patrol, because he had

reportedly made donations of money and equipment to the local sheriff’s office. On April 2, 2015 he mistook his revolver for a taser and fatally shot Eric Harris in an undercover operation. In the days that followed, we learned (sadly too late) that other deputies had long resented this guy’s freelance incompetence. Why are cops such as these nevertheless armed and allowed to patrol the streets. They must patrol the streets, because hidden behind the façade of policing is a fiscal threat. Evidence has resurfaced that the police are involved in a new form of revenue raising called policiteering, a term very proximal to racketeering. Policiteering has been around for quite a while, known by other names perhaps but has always managed to keep itself below the radar (no pun intended). Small towns in urban areas have municipal infrastructure that cannot be supported by the tax base, hence it has to rely on ticketing everything in sight to keep the town functioning. Police departments are now being forced to assist city officials in raising revenue, in many cases funding their own salaries, redirecting the very concept of keeping the peace into underwriting the budget. To the most severely myopic on examining the recent rash of police related killings of Blacks it can clearly be seen, and it’s no coincidence either that the initial offences for which the victims were stopped were preposterously minor. Sadly, they became victims of budgetary whims replacing policing as the main motivation of law enforcement. So when poor blacks come to understand that they are likely to be detained and fined for comically absurd crimes, it cannot be a surprise to the Police that their representatives are viewed in an air of ever mounting distrust. Given the environment running away from the cop is not an act of suspicion but a display of common sense. Yvonne Sam

There are a number of concerns with plea bargaining DEAREDITOR, I have noticed recently that there has been a call for our courts to consider the use of plea bargaining as a means of solving crimes that have defied the efforts of the police over a number of years. Indeed Mr. Ralph Ramkarran on his blog on 25th July 2015 suggested that the judiciary should consider the use of the plea bargaining option for dealing with Mr. Hinds who admits to having been a member of the death squad. Mr. Ramkarran argues that Mr. Hinds might have valuable information that would allow for the solving of some high profile crimes and “putting more criminals behind bars………..” While plea bargain does have a favorable history of being able to as Mr. Ramkarran expressed, it nevertheless does not seem to be very popular in countries in which it is widely used. In a study done in Canada, 80% of respondents stated lack of support for it, while in Washington a study revealed that 82% of respondents rejected plea bargain (Herzog, Sergio, 2004). This is so even as at least 90% of criminal convictions in the USA are based on guilty pleas (Boston College Law Review 2010). There are a number of reasons why many citizens are not enthusiastic about plea bargain. In the same

study referred to above, it was found that people rejected plea bargaining for a number of reasons, among these are: (a) The public usually favor a punitive policy for the handling of criminals, (b) The public sees the practice of plea bargain as being soft on crime in that offenders receive a punishment much less than they would have been given for the crime had they faced trial and found guilty. Thus, this argument holds plea bargain promotes injustice and punishment is no longer a function of the seriousness of the offence but rather the offender’s capacity to negotiate with the prosecution. (C) Families of the victims are against plea bargaining because the thought that the person/s who were responsible for their loved ones demise will not be put away for a long time. Instead these criminals will have a “light sentence” and be on the roads after a brief period of incarceration. These families must know anger and a feeling of being let down by the criminal justice system(d) Communities are displease with plea bargain since the notion that unrepentant killers will shortly be returning to their communities cannot be comforting. Mr. Ramkarran goes on to remind us of the extensive killings of citizens; many of them East Indians; during the Jadgeo reign

and specifically during the period 2002 and 2004. When discussing the question of amnesty as it relates to Mr. Hinds, Mr. Ramkarran made the important point that in deciding on this the government should be careful and give some consideration to the views of a specific community. He pointed to the fact that East Indians, in the case of Mr. Hinds “may well view him as a savior in a difficult time.” A good point, similarly if/when plea bargain is being considered for Mr. Hinds the feelings of the black community should also be considered. For it was mainly black families that suffered the loss of loved ones under conditions that frequently suggested plain murder at the hands of the death squad of which Mr. Hinds admits to having been a member. So yes there is a case to be made for the resort to plea bargain in our criminal justice system. However it seems there are a number of considerations to ponder over before initiating same. In the end Mr. Ramkarran observation that the “APNU/AFC long term viability depends much on if it is able to grapple with, and treat with sensitivity, this dichotomous reality of Guyana” is true for all future governments of this troubled land. Cops detain businessman who had land dispute with slain granny Police have detained a Montrose, East Coast Demerara resident in connection with last Saturday’s brutal murder of 77year-old Carmen Ganesh, as they follow leads that suggest that the elderly pensioner was the victim of a revenge killing. Sources said that the detained resident is a businessman who lost out in court to Mrs. Ganesh in a bitter property dispute a few years ago. But police are yet to apprehend the young man who kicked, stomped and choked the old woman after striking her on the head with a lug spanner. The gruesome attack was recorded in its entirety on a surveillance camera and the killer’s face is clearly visible. Police had promised to release photos of the killer to the media since Saturday, but up to yesterday this had not been done. Sources who have viewed the footage of Mrs. Ganesh’s murder point to the fact that the killer, who had sneaked into the house while Mrs. Ganesh was performing her

Pedestrian killed in Vryheid’s Lust accident

Pedestrian, Byron Persaud, 46, of Middle Street, Vryheid’s Lust, East Coast Demerara was killed when he was struck down around 20:00hrs on Saturday night. According to police report, Persaud was attempting to cross the road at Vryheid’s Lust when a motor vehicle slammed into him, causing his untimely demise. He was pronounced dead on arrival at the Georgetown Public Hospital Corporation (GPHC). The driver of the vehicle is in police custody assisting with investigation. Meanwhile, two young men are lucky to have escaped serious injury after the motorcycle on which they were travelling slammed into the rail of the Demerara Harbour Bridge. Footage from the camera showed the killer peering out of the vehicle around 05.40 hrs. It was shortly after this time that Mrs. Ganesh came out of her house to pick flowers and perform her religious rites in her front yard. While she was doing this, the intruder sneaked into the house through the back door and hid next to the refrigerator. When Mrs. Ganesh eventually entered her house, the intruder clubbed her on the head with a tyre wrench. When she collapsed, he dragged her into a corner and wrapped a hand-towel

around her neck. After that, he began to kick and stomp the old woman until she lay motionless. With Ganesh’s corpse lying nearby, the killer then calmly opened her fridge and drank a can of orange juice. Eventually, the killer exited Mrs. Ganesh’s back door, jumped the fence, crossed the road then boarded a bus that was heading in the direction of Georgetown. However, no relative or villager could positively identify him. Kaieteur News was told that Ganesh was living at the Lot 121 Montrose Public Road property for several years, taking care of it for some relatives who live overseas. She was last seen by neighbours picking flowers early Saturday morning. Her son, who lived close-by, had also called out to her while he was leaving for work. “He asked her if she want bread and she tell he bring it when he coming back,” her daughter-in-law, Natasha, told this newspaper. But it must have been a few minutes later that the

elderly woman lost her life. According to Natasha, it was routine for the neighbour’s children to call out to Ganesh every morning when they awake, and yesterday was no different, except that the elderly woman did not respond to their calls. The neighbour became suspicious and contacted Ganesh’s daughter for her to come and check on her mother. The daughter made contact with her brother, who had earlier greeted his mother, and together they went to the house to see what was happening. When they arrived, their suspicions were immediately aroused when they observed that the gate was padlocked. They too called out for Ganesh and got no answer. The woman’s children proceeded to the back of the yard where they found her backdoor ajar. They ventured into the bottom flat of the house and found the elderly woman sprawled on the floor of the kitchen with blood oozing from a wound in her head and a piece of cloth tightly tied around her neck.

Nigeria air strikes kill ‘large number’ of Boko Haram Abuja (AFP) - Nigeria said yesterday it had carried out air strikes in the northeast of the country to repel an attack by Boko Haram and had killed a “large number” of the Islamist extremists. The air raids came as Nigeria and its neighbours prepared to launch a new multinational force to combat Boko Haram, in the face of the group’s escalating violence in the region. The Nigerian Air Force said it had “successfully repelled an attack on Bita village by the Boko Haram terrorist group” in a combined operation with ground troops after spotting militants planning an assault. “Consequently, a large number of the insurgents were killed and several others were injured,” it said in a

statement, without disclosing when the incident took place. Boko Haram has staged a string of strikes — often by female bombers — targeting markets in Nigeria, Chad and Cameroon that have killed and wounded scores in the past month. The new 8,700-strong multinational force — made up of troops from Nigeria as well as Cameroon, Chad and Niger — is expected to go into action soon, officials say. Nigerian President Muhammadu Buhari, who won an election in March on a promise to defeat the jihadists, said Friday the new force would “lead to the speedy defeat and elimination of Boko Haram”. CAIRO (Reuters) - The United States and Egypt are returning to a “stronger base” in bilateral ties despite tensions and human rights concerns, U.S. Secretary of State John Kerry said yesterday after talks with his Egyptian counterpart. “Egypt remains vital ... to engagement and stability in the region as a whole,” said Kerry, who held the first bilateral strategic dialogue since 2009. “There are obviously circumstances where we have found reason to have grave concern and we have expressed it very publicly,” he said at a news conference with Foreign Minister Sameh Shukri. “But we have multiple issues that we need to work on simultaneously.” U.S.-Egyptian relations cooled after Islamist president Mohamed Mursi was ousted

in 2013 by the military amid mass protests against his rule. Cairo remains one of Washington’s closest allies in the Middle East, an increasingly crucial role in a region beset by turmoil in Syria, Iraq, Yemen and Libya. Prison system waiting to explode Trinidad Guardian Former justice minister Herbert Volney has issued a warning to the People’s Partnership Government that if they continue to keep prisoners like caged animals the prison system “will explode like a bomb.” This sentiment was also expressed by Vision of Mission head Wayne Chance. Both men believe the prison system is not geared towards restorative justice but “criminalisation.” Volney was commenting on the recent jailbreak of Allan Martin, Christopher Selby and Hassan Atwell, and the killing of PC Sherman Maynard. Last week, Volney spoke about the controversial Section 34, which he said was designed to address the backlog of court cases that had fallen through the cracks. Section 34 was one clause in the Administration of Justice Act, which was drafted to implement a pre-trial proceeding intended to simplify and shorten criminal proceedings.

Following its proclamation, Section 34 would have allowed some accused to apply for charges against them to be dropped if the offences had been committed more than ten years. It would have opened the door for Ish Galbaransingh and Steve Ferguson to walk free without trial, which resulted in Section 34 being repealed. Volney said while the entire act was not repealed and remained on file as a statute to be proclaimed, the Ministry of Justice had failed to deal with overcrowding, which is exacerbated by a broken criminal justice system. “The bill was drafted to assist in prison reform which still remains in a mess. I am very disappointed that with my demise as minister that my successors did not follow through with all the work I had done. They did not grasp the problems in the criminal justice or penal systems,” Volney said. Volney said the Justice Ministry had committed

injustices to prisoners awaiting trial. He said Justice Minister Prakash Ramadhar was caught “napping,” and in any other country he would have had to resign. In 2013, Volney said he came up with a blueprint for criminal justice and prison reform which would have cut the court time of cases being heard from five years to five months. “It would have also served to remove at least 40 per cent of the work of a magistrate off his list so they can deal with summary justice, which is in dire backlog.” Volney said Section 34 would have addressed the backlog of cases. “This was no case to help any supporter of the Government but to provide a facility for oppressed people (prisoners).” He said Section 34 had good intentions but became a political issue. Before Section 34 was repealed, Volney said Cabinet took an unofficial decision for the President to pardon 50 prisoners which would have

It’s on the brink because of overcrowding, inhumane conditions, and delay of trials. And just before it erupts you get little lava pelting out. Atwell, Martin and Selby are that lava.”

He described the prison system as “an industry of criminalisation.” ‘We’re creating criminals’ Volney called on the Government and Chief Justice to conduct an audit in the Remand Yard to bring closure to these matters in a legal way without trial. “There is provision in the law for compensation to victims of crime. If a person has spent more time i n t h e R e m a n d Ya r d incarcerated awaiting trial for petty matters such as house breaking, marijuana possession and child support, than he would have gotten as a sentence, if convicted, that person should be released forthwith.” Volney feels prisoners with petty matters who have been waiting ten years for a trial should be immediately freed. “Give them compensation for keeping them so long. The State has to show a compassionate face. Unless the State does that, it’s going to erupt. It is going to get

worse. Locking them up like animals has created this conundrum in the system. The system is creating criminals out of humans...people who are not even convicted are being made into criminals because of the treatment there. It is a bomb waiting to explode. If this is not dealt with soon, the worst is yet to come.” Volney said there are over 500 murder cases awaiting trial which would take the country’s nine criminal judges “over ten years to deal with what is already in the system using the maximum production of the courts.” There are also hundreds of other cases in the system, he said. Volney feels the Port-ofSpain prison should be closed since security was lax. “I could tell you that I had a vision for a new prison in Arouca with recreational facilities, supermarket, community college and an assembling factory where prisoners could have worked and earned money. But nothing was implemented.”

Venezuelan opposition calls for protest “against hunger and crime” The Venezuelan opposition alliance known as the Roundtable of Democratic Unity, or MUD, has called on citizens to make next Saturday a “national day of protest against hunger and crime, and in favor of freedom,” the executive secretary of the group, Jesus Torrealba, said last Saturday. The protest “will take place next Saturday, simultaneously in Caracas and in all state capitals, during which we will set forth proposals whose adoption MUD demands immediately in order to handle - with common sense and not with bullets - the crisis created by government corruption and ineptitude,” Torrealba posted on Twitter. The call for a protest demonstration was made in a MUD communiqué made public by Torrealba on his personal Twitter account, which begins by lamenting the slaying of a youth last Friday amid the looting of a food store in a southeastern Venezuelan city. The looting was “planned” and executed by “the losers on the right” who take their orders from the United States to try and bring down the Bolivarian Revolution, the nation’s President Nicolas Maduro said Friday night.

To this “is now added,” the opposition said, “a combination of official measures, whose practical effect is to aggravate the crisis that they themselves created.” In that sense, he specifically cited the government’s “nonprovision of foreign currency” for importers, which “in days or weeks” will cause “the shut-down of industries that make cars, beer and sanitary pads,” among other products. “The government is throwing gasoline on the fire of scarcity,” MUD said, adding that “this absurd official behavior seems aimed at sparking a social upheaval, which will then become a pretext for it to suspend or postpone the legislative elections that it knows it will lose.” Maduro said Friday in that regard that “come rain, thunder and lightning, there will be elections in Venezuela on Dec. 6 and the revolution will win a great victory for the people.” Legislative elections will renew the unicameral National Assembly, currently dominated by a majority allied to Maduro. Close race between main political Suriname bank with half billion parties ahead of T&T election – poll dollars in assets acquired by Trinidad’s Republic Bank

PORT OF SPAIN, Trinidad, CMC - With just weeks remaining until the September 7 general election, the polls are showing a close race between the People’s National Movement (PNM) and the coalition People’s Partnership government (PP). The poll by Solution by Simulation (SBS) conducted between July 6 and July 22, shows the Kamla Persad Bissessar-led PP narrowly winning with the seat projections at 21 to 20. The model suggests that there is a 93% chance that the final result will be 21-20, with Tunapuna being the closest seat. The Sunday Express commissioned poll notes that the PP has a better chance of winning the constituency of Tunapuna.

The poll found that “the 2015 general election race between the PNM and the People’s Partnership could not be closer”. SBS says it interviewed 1,412 adults in the twin island republic via live telephone calls. “The respondents were sampled from households of registered voters in the 257 polling divisions whose election results best predict the national election results in past elections between 2000 and 2010.” There are a total of 1,547 polling divisions in Trinidad and Tobago. The margin of error of the poll is +/- 3%.

A US$1 billion job creation fund proposed in Jamaica KINGSTON, Jamaica – A top official of government’s Economic Programme Oversight Committee (EPOC) has charged the private sector to work with the administration in setting up a US$1 billion fund to finance projects in high growth sectors such as business process outsourcing (BPO) and agriculture. EPOC co-chairman Richard Byles said the US$2 billion raised on the international capital market to pay down the country’s PetroCaribe debt would provide the government with access to some US$500 million of “backup funding”, and that money could be used to implement a major job creation projects. He challenged the private sector to step up to the plate and match that US$500 million. “Let us have a billion-

dollar fund and take that fund and invest it in projects, in economic activities that are productive, that give permanent jobs to Jamaicans,” Byles urged. He said once members of the private sector got on board, they would have to be given the assurance that the US$1 billion would be spent “in a productive, constructive manner and not fritted away to give some jobs today and for there to be no jobs tomorrow”. The EPOC pointed out that the construction of a technology park with some of the funds would create jobs and attract investors in the BPO sector, while investments in the agricultural sector, using technology and modern equipment, would play a key role in the country’s economic development. FATCA is a mechanism being used by the US to address the new landscape of information exchange standards and processes. A federal statute was enacted in 2010 which requires US entities and individuals to report their financial accounts held overseas.

Ervine ton lifts Zimbabwe to stirring win ESPNcricinfo - Coming into their first ODI against New Zealand in over three years, Zimbabwe had won two of their previous 25 completed one-dayers. At the halfway stage in Harare, after Ross Taylor and Kane Williamson had helped pile up 303, it looked like they might add to that list of losses, but they came out fighting and it paid off. Hamilton Masakadza laid the foundation with 84, before Craig Ervine counterpunched with an unbeaten innings of 130 off 108 that allowed the hosts to gun down the target with relative ease. Victory was sealed in rather anti-climatic fashion, Nathan McCullum delivering a wide with Zimbabwe needing one off six balls. That the chase came down to such a canter was courtesy some superb hitting from Ervine. With 34 required off 18 balls, he cracked Matt

RAIN, NO RACE AT BUSH LOT The continuous and unseasonal rain fall continues to have a chilling effect on

outdoor sporting activities countrywide. While recent words of assurances by

Director of Sports Christopher Jones that Government will be moving in

a big way to improve sporting facilities country wide are welcome, it is a little too late for some. The latest to be affected is the one day horserace meet organized by the Bush Lot United Turf Club (BLUTC) which was slated for yesterday at the club Sea View Park, Bush Lot, West Coast Berbice entity. The rain came with a vengeance on Sunday morning putting a damper to all plans the organizers had of organizing the meet which was already rescheduled by a week due to the inclement weather.

Eight races were on the day’s card which had a prize package of over $5.5M up for the taking including cash, trophies and other incentives while over 65 horses were entered to participate. The Feature ‘C’ and lower 1600M event for a first prize of $1M compliments of Banks DIH Limited was expected to see the rematch between Spit Fire of The Shariff Stable and Jack in My Style of the Jumbo Jet Stable. Fans will remember when the two animals last met in April the event

ended in controversy. Spit Fire was initially awarded t h e v i c t o r y, b u t t h e decision was changed and the two horses were awarded a dead heat. Christianburg/Wismar do it again - Annai beat Waramadong

Part of the action in the third place playoff between Waramadong and Annai. The question of who could stop defending champion Christianburg / Wismar was answered emphatically yesterday in the final of the Digicel Nationwide Schools Football Competition which ended, at the National Stadium at Providence. The champs weathered an early onslaught by Chase’s Academic Foundation, before cruising to a comfortable 2-1 win in front of what is estimated to be the largest crowd to witness the final in the tournament’s history. For the past four years, Waramadong was the recipient of Christianburg/ Wismar’s rampage, but it was Chas e’s Academic Foundation’s turn to suffer from their dominance as Christianburg / Wismar returned to the Mining Town with another lien on the trophy.

Goals from Amar Jones and Omar Brewley in the fourth and 58th minutes respectively were enough to seal the victory, while Kelsey Benjamin’s 76th minute penalty was the lone response for the losers. With the win, C h r i s t i a n b u rg/Wi s m a r retained the championship accolade and walked with $1,000,000 towards the funding of a school project. The challengers for their effort received the corresponding accolade and $600,000 towards the funding of a school initiative. Among the dignitaries present at the occasion were Director of Sports Christopher Jones, Minister within the Ministry of Education Nicolette Henry, Digicel CEO Kevin Kelly, Marketing Manager of Digicel Jacqueline James and Guyana Football Federation

(GFF) Normalization Committee Member Eric Phillips. Director of Sport expresses sadness at blind cricketer’s passing In a release, Director of Sport Christopher Jones said, “The National Sports Commission regrets to inform the nation of the passing of Gordon Sandiford, member of the Guyana Blind Cricketers Team.” “On Tuesday 28th July 2015 Gordon Sandiford left Guyana as part of the Guyana Team to participate in the Blind Cricketers Tournament in St Lucia, on Friday 31th a scheduled match between Guyana and Windward Islands was canceled due to heavy rain on Thursday afternoon and through the night. As a consequence the team was invited to go on tour of the Rodney Mall and then the Pigeon Island beach to swim which was the overall consensus of the players. At the beach Gordon Sandiford, a B2 (partially blind) player

An honoured teammate no longer in the XI beside you. An article that annoyed you. A coach who challenged you. Family matters. Your own expectations. Your own doubts. Ashes pressure. All these things and many more flashed through the minds of the Australian batsmen at Edgbaston, presenting obstacles both perceived and actual. Their response was undeniably dire, leaving the team’s coaching staff to pick up the pieces between now and the fourth Test in Nottingham. In the opinion of the batting coach Michael Di Venuto, Birmingham saw too much hazy decision-making by batsmen unused to the vagaries of English conditions and perhaps unprepared for the heightened atmosphere of Edgbaston, famously home to the loudest crowd on these shores. Suggested remedies include better technical adaptation. But there is also a barb that should spur the visitors for the remainder of this tour. Di Venuto believes Australia’s batsmen were not tough enough in the third Test, and they will need to be in order to prevent the series being decided in England’s

favour by the end of the fourth. “It’s hard to get 30,000 people screaming at training,” Di Venuto said. “And I’m not too sure Stuart Broad and James Anderson want to come and bowl to us at training. So it’s obviously hard at training to do that sort of thing, but we’ve all been in those situations before out in the middle. “That’s where the two guys in the middle have to take responsibility and get through. It’s up to the two in the middle to counter-punch that. When you have a crowd like they were at Edgbaston it’s quite noisy but a wonderful opportunity to

quieten them down and get some runs. “It’s hard work, nobody’s saying it’s easy especially with way they bowled. Steven Finn coming into the side bowled really well, Anderson in the first innings, Broad bowled really well and they only used three bowlers in the first innings so we didn’t get to their spinner or Ben Stokes. “So in that first innings when the rain kept coming and they were on and off, they had a chance to stay fresh and they could bowl longer spells, sometimes that happens in the game. As a batting team we’ve got to counter that and we’ve got to

Multiple Junior National Sportswoman winner, Caribbean, National Junior Champion and Junior Olympian, Chelsea Edghill was accepted on a partial scholarship to Lindenwood University, Missouri. Edghill is expected to commence training and studies at the famed United States ofAmerica institution later this month. Former national table tennis player, Michelle John had also procured a similar scholarship from Lindenwood University some years ago. According to a Guyana Table Tennis Association (GTTA) Press Release, the scholarship covers five years and will allow Edghill to train, play and participate in high-level competitions against top level players on a consistent basis in view of achieving 2020 Olympic qualification. “The College is ranked fourth in the inter-collegiate rankings. She will play 13 collegiate tournaments from September toApril 2016, break for Summer from May to August 2016 and resume the cycle for the duration of her studies,” the GTTA release informed. “She is paired with highly ranked world level players from Poland, Brazil and Ghana among others on the female team and high-level ranked players on the male side. These players will be her team-mates and training partners, which would allow her to consistently train and benefit from a structured coaching and training environment,” the release continued. “The GTTA see Chelsea as a player for the future and one who has great Olympic prospects; this scholarship provides the perfect environment to nurture her talents and ultimately advance her chances of achieving Olympic excellence while pursuing academic excellence,” the association noted. Additionally, the GTTA believes that this opportunity will also fortify Guyana’s team chances at doing well in regional and other competitions. The aim is to also supplement her development with training high level external training and international competitions, assessing her development as she moves toward the 2020 goal. She is expected to pursue Chemistry and physics as part of her academic pursuits. Edghill has benefited from a 75% scholarship, which requires support from the Guyana Olympic Association (GOA), corporate Guyana and possibly Government. She is currently in the United States preparing for the China-Latin America Training Camp scheduled for August 11 -17 in San Juan, Puerto Rico. This Camp brings the best junior players in Latin America together with players from the Chinese national team and elite coaches. She will take up her scholarship following this Camp. “As most of you already know I’ve been accepted to Lindenwood University. I’m extremely grateful and thankful for the opportunity to pursue Academic Excellence at this University.
