’Nakwaxda’xw WAKAS HALL on October 14th and 15th 2016. Those in need of a new Status card should either stop by or phone the Gwa’sala-’Nakwaxda’xw ’Nakwaxda’xw Band Office ffice and put your name on the list. Those on the listt will be accepted starting from the top of the list. Please leave your name and phone number. Applicants are required to bring 2 pieces of IDID Current and not outdated! (Government Issue) 1 of which can be you’re recently expired or soon to expire status card. BCID, DRIVERS LISCENSE, PASSPORT, NEW CARE CARD WITH PHOTO are accepted. Parents will have to provide a BIRTH CERTIFICATE/along /along with their own personal ID if they wish to renew a child’s status card. Due to the amount of renewal requests we will be very busy and will try our best to accommodate all those in need. Your patience will be greatly grea appreciated! I am very happy to announce I Bernadine Clayton is now the New Membership Clerk, I have been working for the past few months to get everything transferred here to the Gwa’sala Gwa’sala‘Nakwaxda’xw Band Office, ice, to get the office ready and organized plus to get caught up with filing and any kind mail and work that needed to be completed. I would like to thank you all for your patience as I am still slowly making my way up to completion. My hours of being in the membership office will be from 8-4 every Two days a week week. If you would like to see me I will make appointments and be sure to let you know when I will be in the membership office to book you in. I will also be working at the front at time as the Recept Receptionist for Three days a week. Coming next week October 14th and 15th I will be helping Todd Peacey make status cards, with such great kindness he will be bringing his own status cards! to help me get started and to teach me how to use everything and lea learn more at hand of how it is to do them. So I please ask that you don’t get discouraged if we are unable to fit you all in for those two days he is here, after we are done that I will be setting up appointments to start doing them on my own here at the Gwa’sala-Nakwaxda’xw Nakwaxda’xw Band Office. TREATY UPDATE

Maintable Negotiations The GN Treaty Team has been pretty busy planning, meeting and carrying out projects to support successful negotiations. Our efforts have resulted in a second “offer” from Canada and BC that is nearly complete and ready to be tabled for the GN community in the next 2 – 3 months. Originally the date for the federal and provincial governments second offer to be tabled was November 24, 2016. However, following our ‘scoping’ session with the governments, it was decided that they needed to do more work to add to meet the needs of our community. The word, “scope” is new negotiation language that refers to ‘a dry run of what the actual’ offer will look like. As an example, the gov’t said, ‘…here is the new proposal for land and cash as well as the rest of what a treaty might look like, what do you think?’ Our treaty team said, ‘…you are doing much better than before but we need to see more …’ Our GN Treaty team will meet again in October at a Maintable meeting with the governments to discuss what has been added or changed.

Governance In a post treaty era leaders need to have a strong understanding of governance because a self governing GN community will assume jurisdiction in more than twenty-two areas. These include six chapters in government (constitution, child protection and families, marriage, education, social, health), legal matters and dispute resolution, twelve areas in lands and resources, language, heritage and culture as well as jurisdiction in taxation and money issues. To help support training and skills necessary to take on GN self-governance, the treaty office has facilitated monthly governance training sessions for Chief and Council since November 2015. To help with costs and to resource these training sessions, grants were attained from available government and nongovernment sources such as New Relationship Trust, BC Capacity Initiative and Treaty Related Measures. On the issue of governance, GN members spoke clearly in the newly amended Comprehensive Community Plan(CCP) about the need for self-governance: “Right now we are under many laws and policies imposed by the federal government. We are working towards self-government, where we will have full control over our lands and our laws.” [p.33] At the next Chief and Council training session, a GNCouncil Manual will begin to be developed to include both modern and traditional leadership concepts to help meet our self governance needs.

Bakwamgala The new CCP is a great document and voice of our people that will help the treaty office in many ways such as plan development for repatriation to the homelands as well as strengthening our culture and heritage through completion of our own Bighouse. On the importance of our language the CCP document states; “The need to keep our language alive was identified by community members as the most important cultural issue for us to address…” [p. 14] When we think of a future as GN peoples, it is impossible to imagine a life without our own language.On this matter over the past two years Peter Wilson visited our community and met with our Elders as well as with students at the Eke Me Xi School. Today, we welcomePeter Wilson back to work with our elders and Eke Me Xi school staff to develop language and cultural materials. Peter is a linguist and teacher who collaborated with our community to develop educational materials and preserve our language back in 1977-1985. Peter is currently a student at Carleton University in Ottawa and is here on a practicum. He will concentrate on supporting Eke Me Xi school plans to integrate our worldview and traditional knowledge into all subjects. This will include a focus on traditional territories. In addition to his work on our language and culture, Peter has a wide variety of experience in education as a teacher in elementary and secondary schools, school board consultant for curriculum and special education, and vice-principal at a secondary school in Ottawa. Peter plans to update and return materials from his work on our language and culture to our community. Most recently, he provided the original charts documenting traditional Gʷaʔsəla and Nakʷaxdaʔx̌ʷ place names developed with the late James Henderson.

Communications The treaty office is working closely with the Communications Team on a Communication Strategy. Two weeks ago the team met over a period of two days with youth and plans are in place to meet with elders to learn about what is the most effective way to communicate information to community members. The treaty team will implement suggestions that are put forward by the two groups of community members. Our goal is to effectively educate and exchange information about the treaty process as well as to learn of concerns and suggestions from community members. These ideas and objectives are listed very clearly in the CCP,“Implement a communications strategy to keep the GN community informed about the treaty process and our involvement in it.[p.40]

Yo Wiksas! October has arrived. Let the festivities begin. Please see the Elder's Program/Centre Calendar of events we have planned out. Every Tuesday & Thursday there is walking club, lead by Stephanie Nelson at Building Blocks. Everyone can meet at the bridge and go for a nice morning walk together. Wednesdays are our weekly luncheons. We had 40 people show up for lunch yesterday! That was so amazing to see. Brian and Rolando have been going around cleaning Elder's chimneys and gutters. So please don't be alarmed if you see these 2 climbing on your roof. We will be working on some fish for the Program on Tuesday. We originally planned it for today and tomorrow, but the fish is still frozen. Whoops! Next Wednesday we will have Thanksgiving Lunch. We will also have Katrina & Melissa join us and do a communications workshop with you. So please be sure to come again next Wednesday. That day will start at 11am instead of 12pm. The Elder's basket raffle was quite a hit. Emma Olsen took the basket and sold many tickets. She did the draw at Bingo last Friday night, at Wakas hall. The winner was, Emma. Congratulations and Gilakasla for doing that Emma. The Program made $145 in total from the tickets. Thank you again Elizabeth for creating and donating the beautiful basket. The Elder's Conference trip planning is coming together nicely. Unfortunately, all hotels are booked up from Campbell River to Parksville. The closest hotel we could get a large amount of room for was the Travelodge in Nanaimo. Not to worry. We will travel by bus again. So nobody will have to do all that driving back and forth every day. The Elder's Council will meet again today. They have been having regular meetings. Very productive and proactive they are. Good job Elder's Council. Our funding for this year is in process. We hope to get it soon. Reports have been submitted and approved. Each month, I have been submitting my monthly reports to the Band Manager, Roger, Health Director, Dean Wilson & Trust Chair, Leslie Walkus. I also submit detailed finance reports to the Elder's Council. Thank goodness for QuickBooks online. We will start up the Good Food Program for the Elders again. It was brought to my attention that honey was a hit. It is also a healthy option for sugar. Youth Governance Worker Trainee – Part-Time Time Gwa’sala-‘Nakwaxda’xw Nations treaty office ffice is seeking a motivated Youth for a Governance Worker Trainee position (part-time/3 time/3 days per week) to assist with a special project. The project is from October 31, 2016 to March 31, 2017. Nature of Project: To assist in the development of a Council Council Orientation Manual and related policy.
