Guyana seeks solid backing

By Neil Marks in Malta SENSING progress with the efforts of the UN to settle the Guyana/Venezuela border controversy, President David Granger arrived on the Mediterranean isle of Malta Thursday to continue his crusade to win support from world leaders.

This time, he wants a solid commitment from fellow leaders attending the Commonwealth Heads of Government Meeting (CHOGM) here.

“It is at the top of our agenda,” he said, regarding his intention to secure a statement from the CHOGM 2015.

“Traditionally, at least over the last 30 years, the Commonwealth has been one of the strongest voices in the international community about the rights of small states, not only in terms of[the] environment,

but also in terms of security and economic vulnerability.

“So, in fact, this is the best forum we could have hoped for to advance Guyana’s case as a small state, especially with regard to our territorial security; yes, this is a very important forum for us,” President Granger told representatives of the Guyanese State media on his arrival in Malta.

The President recognised that the 53-nation Commonwealth, headed by the Queen, and including heavyweights UK, Canada, and India, is made up of mainly small states, particularly those in the Pacific and the Caribbean.

Following recent statements and actions by Venezuela, President Granger indicated to the United Nations Secretary-General Ban Ki- moon, that the process of talks has worn out and that it is time for a final legal settlement to Venezu-

ela’s claim that the arbitral award of 1899 which settled the countries’ borders is null and void.

Guyana’s position was laid out when President Granger met the UN Secretary-General in the presence of Venezuela President Nicolas Maduro last September. Since then, the UN has sent two teams to Guyana to move the process further.

“We’re moving forward with that agenda; it is firmly in the control of the UN Secretary-General and I think we should await the outcome; at this point we are satisfied,” Granger said.

It was on the eve of Guyana’s independence some five decades ago that Venezuela claimed the 1899 arbitral award, which defined the two countries’ borders, was null and void.

An agreement signed in Geneva in 1966 provides for the Secretary-General to take action to bring a resolution to the contention

by Venezuela.

During an address to the United Nations General Assembly in September, Mr Granger urged the UN to curb Venezuela’s expansionist agenda.

“Venezuela’s expansionist ambitions cannot be allowed to unsettle the

principle of inviolability of borders, undermine the tenets of international law and unravel borders which have been undisturbed for decades,” President Granger said, addressing the United Nations General Assembly for the first time since his election in May. Guyana has accused Venezuela of a series of acts of aggression, starting with a presidential decree of June 1968.

The border controversy flared early this year when American firm ExxonMobil announced that it had made a “significant” oil discovery.

After threatening the company, President Maduro issued a decree on May 26th this year, seeking to extend Venezuela’s land claim to also annex the country’s maritime space.

Two years ago, the Venezuelans sent a naval ship into Guyana’s waters and seized a U.S.-chartered oil survey ship and escorted it to Margarita Island.

In September, Guyanese authorities also said that the Venezuelan army was up the Cuyuni River.

More recently, late last month, Canada-based mining company Guyana Goldfields said it had received an “unfounded” notification

of possible legal action by Venezuela over its operations in Guyana.

During a visit to Guyana at the start of July this year, the outgoing Common wealth Secretary-General Kamalesh Sharma affirmed the Commonwealth’s solidary with Guyana and support for the country’s sovereignty and territorial integrity.

Mr Sharma said:

“What is clear, is that Guyana is not only a country with bountiful natural resources. It is also defined by its strong human capital. Guyana is on the cusp of great advancement, and the Commonwealth stands ready and willing to support this country in advancing the culture of democracy and creating an era of prosperity for its citizens.”

PRESIDENT David Granger is looking to use this first outing at a Commonwealth Heads of Government Meeting (CHOGM) to press for member nations to once more fund Iwokrama – the project at the heart of Guyana which aims to demonstrate sustainable use of the rainforest.

Funding for the project has dried up over the years, despite having big names such as Prince Charles as its patron, so much so that the government had to bail out the Iwokrama Centre, which manages the project.

The government has committed US$100,000 to run the operations of the centre to the end of the year and

appointed a high-level team to determine the way forward for the centre.

The review team includes former Executive Director of Conservation International (Guyana) Major General (rtd) Joe Singh; forestry expert Clayton Hall; current Chief Executive Officer Dane Gobin; Forest Ecologist Dr Raquel Thomas-Caesar; current Executive Director of Conservation International Dr David Singh; and representatives from various government ministries and agencies.

The forest was offered as

a gift to the Commonwealth in 1989 by then President Desmond Hoyte.

In 1996, the Iwokrama International Centre (IIC) was set up to manage the rainforest “in a manner that will lead to lasting ecological, economic and social benefits to the people of Guyana and to the world in general.”

“Guyana is committed to Iwokrama and the viability of Iwokrama is tied up with the whole issue of global warming and climate change; it’s not just a financial matter, it is just not a Guyana matter, it is a Commonwealth matter.

“In fact, it is a global matter, because we see Iwokrama as a global laboratory for ecology and the environment; so we hope we can move forward. It has already been put on the agen-

da; we hope this CHOGM will move the agenda forward in terms of the viability for Iwokrama,” President Granger stated.

He said that Iwokrama cannot survive or achieve its objectives without foreign funding.

“It is an international scheme and it is an international obligation to fund that scheme,” Granger stated.

He said funding for Iwokrama may have eased because of shifting priorities on the part of Commonwealth nations, but Granger said “we particularly would like to refocus not only on Iwokrama, but the whole idea of low-carbon development strategies and other aspects of climate change.”

Apart from 16 local communities, Iwokrama brings

together scientists engaged in ground-breaking research into the impacts of climate change on the forest and measuring the scope and value of its ecosystem services.

Recently, the Iwokrama Centre announced that it has begun harvesting trees in the second phase of a project designed to bring in revenue and at the same time demonstrate sustainable use of the forest.

The centre will employ a 60-year cutting cycle, harvesting a maximum of 1,800 hectares per year (which is less than 0.5% of the Iwokrama Forest) under a very selective harvesting regime, which will result in only a few stems per hectare being removed and no large gaps created in the forest canopy.

Pope Francis warns Africa on Putin: Turkey ‘knew downed fighter jet was Russian’ illegal ivory, diamonds trade (BBC) POPE Francis says that the illegal trade in ivory and diamonds fuels conflict and could destroy Africa’s environment.

Speaking on the second day of his visit to Kenya, the Pope linked trafficking to “organised crime and terrorism”.

He also warned world leaders not to let special interests prevail over common

The Pope earlier addressed a Mass in Nairobi where he urged people to create a “just” and “inclusive” society.

He turned his attention to environmental issues when he was talking at the headquarters of the UN En-

vironment Programme in the Kenyan capital.

In his fourth speech of the day, the pontiff said that “Africa offers the world a beauty and natural richness” which inspired people to praise God. But that was being threatened, by “human selfishness of every type” as people’s poverty was being exploited to push them into the illegal trade of diamonds, rare metals, timber and ivory, he said.

“We cannot be silent about forms of illegal trafficking which arise in situations of poverty and in turn lead to greater poverty and exclusion,” Pope Francis said.

The pontiff, in Kenya on the first stop on a three-nation tour of Africa, also had a hard hitting message ahead of next week’s climate talks in Paris, saying it would be “catastrophic” if the needs of poorer nations were ignored.

Repeating a warning from earlier this year he said: “The climate is a common good, belonging to all and meant for all.”

(BBC) - Russia has rejected Turkey’s claims that it did not know the plane it shot down on the Syria border was Russian.

President Vladimir Putin said Russian planes were easily identifiable and the jet’s flight co-ordinates had been passed on to Turkey’s ally, the United States.

Turkey’s president said earlier if it had known the plane was Russian “maybe we would have warned it differently”.

Mr Putin was speaking after meeting his French counterpart and pledging closer co-operation against Islamic State.

IS claimed the 13 November attacks in Paris which killed 130 people.

Russia and France have agreed to co-operate more closely in fighting terrorism in Syria. The two countries will exchange intelligence on Islamic State - and co-ordinate air strikes.

But differences remain over the fate of the Syrian leader. President Hollande made it clear that Bashar al-Assad could play no role in his country’s future. President Putin said that was up to the Syrian people to decide.

And there is no sign of the kind of “grand coalition” against terror that France had been calling for, one that would include America.

Speaking at a news conference after the talks,

President Putin even suggested that Turkey had shot down the Russian bomber this week after receiving information about its location from the United States.

Two Russian servicemen died after the Russian SU-24 plane crashed into a mountainside on Syrian soil on Tuesday after being hit by a missile from a Turkish F-16 fighter jet.

The Turkish military said it sent several warnings to the jet before firing, some 17 seconds after the plane entered Turkish air space.

A surviving Russian pilot said he had received no such warning and was adamant they did not stray out of Syrian air space.

Texas toddler dies after siblings put her in oven CHICAGO (AFP) - A toddler left alone with her pre-school siblings in their Texas home suffered fatal burns after they put her in the oven and switched it on, U.S. media reported.

J’Zyra Thompson, 19 months, was left unsupervised along with her three-year-old twin siblings in the Houston apartment. A five-year-old was also present.

Court records obtained by ABC-13 News in Houston said the twins told child protective services that one of them put their little sister in the oven and the other one made it “hot.”

Their mother Raqual Thompson, 25, is set to appear in court Monday on four counts of child endangerment, according to the Harris County Sheriff’s office.

Thompson reportedly told police that she had gone out with her boyfriend to collect a pizza and a prescription at the drug store when her child burned to death on November 16.

Child protective services, quoted by local media, said the couple had failed to alert a grandmother who lived in the same apartment complex that they were leaving the children unsupervised.

“Call a family member, call a friend, put them in daycare. Don’t leave your kids at home man,” Aisha Eason said. “This is serious right here. There’s a baby dead.”

‘Get your house in order,’ Broomes urges Chinese companies – but notes APNU+AFC gov’t isn’t anti-Chinese

By Ariana Gordon CHINESE companies operating here were on Thursday afternoon urged to “get your house in order” by Minister within the Ministry of Social Protection Simona Broomes as they participated in an enlightenment session at the office of Movie Towne Project Site, Rupert Craig Highway.

The forum, a collaborative effort between the Ministry of Social Protection and the Association of Chinese Enterprises in Guyana (ACEG), saw six Chinese companies participating.

“The APNU+AFC government is not anti-Chinese,” said Broomes who stated that this government has embraced all non-nationals and want to work along with them for the betterment of Guyana. “That is why I am here; to help you,” the minister stated.

Over the past few six months, there have been numerous complaints by workers about treatment being meted out to them by their Chinese employers. Many of these employers have said they have been operating here for a number of years but never had reason to interact with the Department of Labour.

“As long as you have workers you are bound to have differences. I am proud to see six Chief Executive Officers (CEOs) from different companies sitting at this table. This is a positive sign and it is something we must build on,” Broomes said.

She said she understands that there may be challenges in understanding the laws of Guyana but it is the responsibility of the Ministry of Social Protection’s Labour Department to educate all companies about the laws. She extended an invitation to the companies to be part of the ministry’s weekly training programme.

SPECIAL TRAINING “The (Labour) department has training every Wednesday and we can facilitate a special training for them,” said the minister who noted that “basic things are lacking” in some of the companies with respect to compliance with the laws.

“We have to do some in-house work.

You have to get your house in order. While the government is open and embracing to all non-nationals including Chinese, the employer-employee rights must be adhered to. The law is a must; we cannot flex that part of it,” she stated affirmatively.

Once there is compliance with the laws, both employers and employees would be happy. “Your relationship would be different, and your production and outcome of that would be a successful business.”

She also reminded the companies that they have invested significantly in Guyana, and it is important that they comply with the laws, lest more money is spent paying the penalties. “When you come here to do business, we must speak about the Chinese in a proud way,” she said.

STAND OUT! The operations of Chinese companies here must “standout”, the minister stated passionately, making reference to her own personal experiences. “I charge you to stand out!”

Broomes assured the company representatives gathered that it is her ministry’s responsibility to ensure that both employers and employees rights are protected. “This is my responsibility by law. It is not only about the employee, it is also about the employer.”

She urged those defaulting companies to turn a new leaf. “So the past has gone and the future is ahead of us. How do we go forward from here? I say collaboration.

I say communication, I say training, and I say dialogue. Those are a few things that will help us going forward.”

She warned against managers and other senior staff “using their authority in some negative ways against workers.” That, she stressed, is something that must be changed with urgency. “When you obey the law, you stand out,” said Broomes.

Meanwhile, in brief presentations the Chinese delegations were informed about labour regulations. Francis Caryll, Consultant attached to the Ministry of Social Protection, spoke of the employer-employee relationship and the main laws that govern and guide the employment contract.

He explained that it is the responsibility of the subject ministry to apprehend and resolve any differences that exist between and employer and employee; investigate and resolve any complaint made by any aggrieved current or past employee(s) and inspect any place of work at any time of the day or night.

He said that it is not the Department of Labour’s wish for any employer to be delinquent since being delinquent results in prosecution of employers for breaches. He outlined the various charges that employers may face for being delinquent: failure to pay wages and overtime, to maintain the pertinent wages; to grant leave with pay; make payment in lieu of leave; to give notice of termination; to make payment in lieu of notice; to pay severance and to report accidents, to name a few.

“If you don’t comply, you end up putting your hands deep in your pocket, and that is a problem, most employers don’t know that. They don’t budget for that… doing the right thing reduces your cost,” the consultant stressed.

A common practice, he said, is for companies not to report accidents. He urged the companies present to report accidents.

“Accidents will occur regardless of how careful you are and you are mandated by law to report them. Many accidents occur and they do not report them because they want to hide them from the authorities and that is not good.”

“There is no amount of money you can compensate a man when injured,” Caryll added.

Meanwhile, Assistant Chief Labour, Occupational Safety & Health Officer, Lydia Greene briefly outlined the responsibilities that fall on companies under the Occupational Safety and Health Act. A breach of those provisions will result in penalties as the Act provides for the registration and regulation of the industrial establishment for Occupational Safety and Health of persons at work.

Small businesses as vehicles for development

INCOME-GENERATION or business is an integral part of our day-to-day lives and is a serious matter when it comes to government’s management of the economy.

How well an economy performs heavily depends on the level of investment it attracts and how well it is managed. The current administration on assuming power saw the importance of business in their fresh start to a good life.

Businesses, including small enterprises, play a vital role in empowering citizens, reducing unemployment while promoting and sustaining development. So it was no surprise when a Ministry of Business was created.

Under the previous administration, this component was subsumed in the Industries and Commerce portfolios of the Ministry of Tourism.

Now with a dedicated ministry, it shows that the government means business when it comes to serious business -- wooing investors and creating a conducive business environment -- in Guyana. Of course, it has Go-Invest whose task is to promote Guyana as a good place to invest, actively promote Guyanese exports to foreign countries and facilitate investments, both domestic and foreign, through the granting of permits, concessions and other incentives once all requirements are met.

The minister, in the scheme of things, has a broad oversight role and has thus far demonstrated maturity in the execution of this function. Attracting investors to Guyana is one thing; promoting local business is another, but both are vital for a stable economy and a sound investment climate.

Just after the May 11 elections, there was some unease in the business community over whether GuyExpo will continue since, notwithstanding its dominating entertainment feature, it played a key role in showcasing their products. It was refreshing to hear from the Business Minister that the annual calendar event has not been taken off the card, though it will not be held this year, since it requires extensive planning at short notice.

Road users’ headache Dear Editor, SOME people believe that Guyana is a country with very low standards.

Low standards of education, low standards of morality, a low standard of conduct generally. Clearly, our deterioration in conduct is no better manifested than in the way we use the roads, pedestrians, motorists, and pedal cyclists, bus and taxi drivers, private car drivers and including truck drivers.

I might be the only person in this land, who do believe that when real traffic order is restored, then we will have extra mayhem on the streets as we relearn the right way. It’s a paradox, but then Guyana is paradoxical in so many ways. I envisage problems and especially with pedestrians. The conduct of pedestrians I see daily using the streets is an example of disrespect for the roadway. It seems as though they relish the habit of dodging cars, slipping between buses, and motor cyclist and evading pedal cyclists with movements that put Michael Jackson to shame.

They are not for traffic order at all.

A case in point was one Friday afternoon at Regent and Camp Streets, the traffic policeman was doing his best to direct the traffic; he is calling the traffic to proceed north and south on Camp

Street. You would think on seeing that, the pedestrians on the opposite side of the streets going in westerly and easterly directions, on Regent Street, would wait until the policeman gives them the right of way to cross the street. No such thing, they barged into the traffic totally unconcerned that some order was being implemented. To them, the traffic rank was not there, and this begs for immediate attention. I could not believe what I was witnessing.

For the next 10 minutes or so madness reigned. Pedestrians dressed in suits with ties, schoolchildren in their school uniforms, young people, including the elderly. The parade against the traffic was doltishness of an incredible magnitude.

Car horns were honking, at those caught in the middle of the street; angry words were shouted by drivers, pedestrians although wrong stopped in the street to exchange words with drivers. With the famous “hit me nah and see wah gon happen.” In this chaos, my thoughts reflected on the American traffic. It’s no wonder that ever so often you would read or hear that some Guyanese who through their negligent use of the road dies or got injured in an accident. Most often at such news persons only shrug their shoulders and

move on.

A Guyanese friend of mine spent 30 days in the Los Angeles county jail for “J walking”. Of course, it could just have been a fine, and the ignominy of counselling if he had attended to the ticket right away; but his Guyanese don’t give a damn about the traffic laws attitude made him pay the price.

For the motor cyclists who speed down the road as if it’s a thoroughfare, must understand that those “Jimmy swinger” helmets that they wear dangling askew on their heads are not fooling the Police. No you are not. The policeman knows that they will be called to mark the spot with chalk after they have taken you away in a bag. Maybe someone should tell you that the heaviest part of your anatomy is your head and that hits the ground first, which means that you should have a good helmet. For you taxi and bus drivers who are always in a hurry for the next passenger, clogging up the turning lane when you are not turning, road etiquette you do not have.

To be decent and allow someone the right of way is also being courteous.

Dissolve the City Council now?

Dear Editor, NOW that a date has been announced for the holding of Local Government Elections (LGE), the minister should dissolve the entire Council with immediate effect.

This will eliminate the perception of any unfair and illegal campaigning by incumbent city officials, who will no doubt be using taxpayers’

money to have them re-elected, or to have their friends selected.

In the event that some would rush to say that this is impossible for the minister to do, let me remind them of what the law says (Chapter 28:01 --- 306, section 5) “Where the Minister dissolves a council under this section, he SHALL, when he deems fit, by order appoint - (a) A

The expo, though catering for small businesses, is not wholly about small businesses as efforts were made to get large enterprises to sponsor small operators who sell their products.

It is a novel, synergetic relationship which should be fostered, but it will require more buy-in from larger businesses. In short, it is the promotion of large enterprises through their smaller, enabling partners.

The importance of small businesses to Guyana cannot be underestimated. Small businesses here account for about 40 per cent of total employment and remain a key driver in tackling poverty and unemployment.

The new partnership model that has been adopted for the business expo will no doubt aid in the expansion of small businesses, which in the short and medium term, will create job opportunities and opportunities for poverty alleviation. But the focus should not only be on expanding small businesses, but creating new ones, especially in poor rural areas.

It would not be surprising to find out that many young people who are unemployed and vigilant for opportunities to earn, are creative but they lack the capital and

day for the election of the councillors and prescribe the term of office of the councillors so elected.”

If we are going to replace this outdated and sleeping city council with energetic folks, and visionaries, let’s do it the correct way.

And there are others who see themselves as employees at some firm or business. With these situations in mind, it is imperative for the government to look at existing programmes and see what modifications can be made to give guidance and support, especially to persons who depend on getting a job, rather than putting their creativity legally in motion, to earn a livelihood.

Guyana’s poverty rate is below 35 per cent, but generally speaking, in a resource-rich nation such as Guyana, with and abundance of arable land and water, no one really should be poor.

It would be surprising to know that a large percentage of the persons who are still in poverty today, are in it because of the poverty of ignorance and inaction.

Getting these persons to improve their station in life will require the creation of a new culture, one that is focused on discipline and utilising the opportunities that do not contravene the law at their disposal.

The promotion and creation of sustainable small businesses can be of some help in the climb out of poverty, but investment in innovation is the viable solution for a more prosperous Guyana in the long run.

Stop using sugar workers for political gains Dear Editor, SINCE this government took power in May 2015 we see sugar workers being used by GAWU and the PPP\C once more for personal benefits and gains, most of all as a political tool. In the past I wrote several articles calling on the PPP\C to stop using the workers for their political gains. I can recall a few years back when the PPP\C took workers to protest in front of Parliament, that the then opposition parties APNU and AFC wanted to cut the budget for GuySuCo, when it was nothing of the sort.

I also recalled the leader of GAWU Komal Chand stood in front the entrance of the Parliament buildings with some of the APNU and AFC MPs and said that he did not know who called the protest and he saw nothing for such protest. That was a political protest called by the PPP\C and they used the workers and at the same time GuySuCo lost millions on the said day with a poor turnout.

In the past, the previous government would tell the workers that the industry is dying and that they cannot raise their pay. It was the previous government that took away the API from the workers after the 1992 elections and it is the previous government that had robbed the workers of their benefits and made sure that they hardly made a day’s pay in the week. It was the PPP\C that allowed the NIS to rob the workers of their benefits and corrupted the system making workers contributions incorrect, so that they cannot have their benefits after their hard labour and toiling in the industry.

The PPP\C talks of a turnaround plan they had for the industry, but yet in mere weeks or should I say days after the elec-

tions which was won by APNU+AFC, the CEO of GuySuCo said that the company will be closing its doors because of bankruptcy and GAWU stood and supported that call just for political gains. The only plan the PPP\C had for the industry was to use the workers and bury the industry after May 2015. In the previous government, GAWU was sleeping deep in bed with the PPP\C as they are still doing and did not represent the workers, they hardly called strikes and poorly represented the workers in the industry. Everything the PPP\C tells GAWU they have to do and today the workers are once more feeling the heat of bad representation from that union.

Under the PPP\C GAWU was hard to find, they had no weekly television programme to educate the workers of the blunders of that regime and how they were failing the working class, especially those in the sugar industry. Now that APNU+AFC is in government, we’re hearing of so many problems within GuySuCo and the now opposition is blaming this government which is in its baby stage of six months old and creeping. Almost every week, GAWU is having a TV programme in Berbice to educate and tell workers of their rights. It’s a shame that in the previous government sugar workers were not educated by GAWU and did not know their rights.

Under this new government, we see workers making a day’s pay almost every week, but the PPP\C and GAWU don’t want that, they want workers to strike during the week so that they will lose the day’s pay and have low earnings, so their take-home pay will be far less than what they normally took home.

The PPP\C was failing the industry and they have no plans for the industry except to cripple the incomes of the workers by politically using them as their weapons to shut down the sugar industry. Brothers and sisters in the sugar industry, think for yourself and ask, Is it now that the industry is faced with all these problems or is it the PPP\C that left the problems for this new government to deal with?.

The new administration over the past six months did a wonderful job for the industry in making it somewhat viable again. This administration has handled the situation within the industry in an excellent way. Workers in the industry don’t be fooled by politicians.

Look where you came from and where you are going and then decide if you want to strike for nonsense and political purposes for the opposition party and GAWU, when at the same time you are losing your weekly incomes all because of those that don’t care. This government has almost four and a half years more in office and I know that there are good things to come for the

industry as long as you the workers stand your ground and work hand in hand with GuySuCo towards having a better Industry. Do not allow the PPP\C and GAWU to take you for a ride and then drop you. Look what they did from 1992 to May 2015, more than two decades of bad management and sloppy representation from the people who promised you better. This government will ensure that the working class and all Guyanese have a better life by including everyone in the management of Guyana so that we can all have a say. Thanks to this APNU+AFC government for making the PPP\C and GAWU see what true representation means and most of all for them to work for their dues collected from the hard labour of the workers who toil in the sun and rain for a better life. Let’s work for the betterment of the industry as together we will move Guyana forward in positive growth and where all can have a better life free from discrimination and corruption with equal opportunity for all.

Sugar workers strike off

– 2015 production target still possible, says Hanoman THE recent industrial action called by the Guyana Agricultural and General Workers’ Union (GAWU) has officially ended, and it is expected that all workers will return to work by this weekend. This is according to Chief Executive Officer(CEO) of the Guyana Sugar Corporation (GuySuCo), Errol Hanoman.

He pointed out that current sugar production stands at 215,061 tonnes, with just over 12,000 tonnes needed to be produced to meet the set 2015 target. The latter figure, the CEO said, could be achieved and once the weather and other circumstances permit, close to 6,000 tonnes could be added to the final production target. As of yesterday, production stood at 133,918 tonnes for the second crop.

The last time GuySuCo achieved a second-crop target was in 2004.

The 2015 sugar-production target is set at 227,443 tonnes.

It was pointed out that if it were not for the previous threeday strike in October, the set production target would have been achieved this week, according to GuySuCo’s calculations. Hanoman explained that once there is full resumption of work and production restarts, then GuySuCo will resume dialogue with GAWU. GuySuCo is offering 2.7 days Annual Production Incentive (API) which will be paid by March 2016.

Last Saturday some workers went on strike over the API offered by the corporation. Hanoman said that talks on Friday with GAWU, regarding the API were left unfinished, after GAWU officials indicated that they wanted to consult their membership. However what followed was strike action.

STRIKE SUSPENDED After GuySuCo declared that it’s less than 13,000 tonnes away

from achieving its 2015 sugar target of 227,443 tonnes and that striking workers were undermining the process, the members of GAWU’s General Council at a special meeting yesterday decided to advise the workers to suspend the current strike.

Members of the union’s negotiation team who are not part of the General Council also participated in the meeting.

According to GAWU in a press missive, “The council noted the commitment and spirit of the workers who gallantly are prepared to protect and defend their hard-won gains, their right to increased pay like other workers – so necessary, at least, to maintain their purchasing power in conditions of rising costs of essential goods”.

Regarding the wage negotiations, the union said GuySuCo continues to blatantly breach

the Trade Union Recognition Act (TURA) which requires the process of Collective Bargaining to take place. The Agreement subsisting between the union and the corporation, at the same time, is being breached by the corporation,thereby fuelling uneasiness in the union and among the workers. The relevant clause of the Agreement requires the corporation to begin to address the union’s claim not later than two weeks after its submission and to complete the negotiating process in not later than two months.

“Sugar workers were aghast when they were informed last Friday by their colleagues who are members of the Union’s negotiation team that the corporation adamantly held on to a quantity of 85,000 tonnes sugar for a day’s pay as API. This is a vast difference from the union’s amended claim of 37,000 tonnes sugar for a

day’s pay, which was the average over the last four (4) years. Last year (2014), for instance, the API payment was 4.5 days pay on the production of 216,242 tonnes of sugar. Should the industry attain its production target of 227,000 tonnes sugar, then the workers should earn as API approximately 6.13 days pay, but GuySuCo is only offering 2.6 days’ pay.

Between 1989 and 2013, the lowest incentive was five days’ pay and the highest was 23.5 notwithstanding that in one instance, production was below 130,000 tonnes sugar,” GAWU stressed.

The union’s Attorney-at-Law Senior Counsel Ashton Chase wrote the corporation citing the Agreement and the TURA, with a view to getting a commitment from the corporation towards its engagement in Collective Bargaining with the union.

Celina Resort denies media reports

By Alex Wayne AFTER remaining mum for a few days following news reports in sections of the media, the Celina Atlantic Resort on the Kitty foreshore responded yesterday, denying that their construction workers had been arrested and the entity had damaged a section of the sea defence.

A representative of the resort yesterday also denied reports that they were proceeding with major extension works in defiance of an official cease order. The official said that they were instead in the process of renovating the same buildings that have been there for many years now.

STATION BAIL Citing an article carried yesterday which reported that four male construction workers were arrested and taken into police custody, the resort’s representative said that the men were not arrested, but were invited to the police station for an interview and were later placed on station bail.

The official also said that they had received a 100-year lease from the Mayor and City Council which stipulated that the resort must not

extend farther than an established area on the foreshore.

The resort is contending that they have remained within the confines of the lease and are therefore appalled at the articles being peddled in the media.

With regard to allegations that persons at the resort had driven an excavator across the sea defence and damaged it, their spokesperson informed the chronicle that the excavator was instead transported on a barge and came onto the foreshore from behind the resort, totally avoiding the sea defence all together.

The official said that before embarking on their renovation exercise, they had consulted with the Ministry of Public Infrastructure, as well as with a female representative from the Guyana Mangrove Restoration Project who willingly gave information on the soil type to be used in what they referred to as their present clean-up and renovation exercise to foster growth of mangrove trees in the area.

The resort is also contending that at no time did they damage any mangroves as suggested by the media stories. The official said that instead, they had cleaned areas around the mangrove

trees to make the location more ‘eco-friendly’ and to rid it of much garbage that was being dumped there at nights by unknown individuals.

They said several areas around the resort had become a dumpsite, where people would often discard garbage and dead animals.

The official further noted that they were clearing some areas close to the resort to make it much safer for persons who jog on the seawalls, and to prevent the many robberies and rapes that had reportedly occurred in several dark and remote areas close to the resort.

According to the official, plans were also in the making to seek permission

to erect two large floodlights to make it much safer for citizens who traverse the area.

While the official claimed that they are in no way trying to break any laws or act outside government regulations, it was pointed out that they had also consulted with an EU representative about what they have been doing and had at no time interfered with the sea defence.

US$1M INVESTED Further to that, Celina Atlantic Resort is contending that some US$1M has been invested in the project and the main objective of the resort is to brighten up the area in readiness for the country’s upcoming 50th Independence Anniversary festivities, to

attract tourists, and Guyanese returning home for the May 2016 anniversary celebrations.

The resort’s official has informed this newspaper that they have been in constant contact with a representative (name provided) responsible for managing the mangroves in Guyana, and were given the “go ahead” to reproduce mangroves and even erect a small “mangrove forest” with well-manicured walkways as a leisure time “safe hold” for nature-loving Guyanese.

MAIN OBJECTIVE Declaring much disappointment with articles carried in the media, the official explained that the main objective behind their “clean-up

campaign,” renovating and beautifying of the area, is to be on par with the extensive cleaning exercises ongoing in Guyana at present.

The resort is arguing that they have been abiding with all legal aspects with regard to their functions and acquisition of liquor and restaurant licences, and all their present buildings at the resort have been approved by the Mayor and City Council.

In the meantime, they are calling for a peaceful resolution to the present situation and welcome any move by the Ministry of Public Infrastructure and the Ministry of Tourism to meet and resolve the matter amicably in the interest of the Guyanese citizens and all parties concerned.

The resort has also indicated that with their present sprucing-up exercise, they are aiming to provide employment for some 300 Guyanese.

Efforts last evening to contact the Mayor and City Council, Ministry of Public Infrastructure, and the Guyana Mangrove Restoration Project for a comment with regard to the claims of the resort proved futile, since offices were already closed at the time.

Small Business Expo opens today ALL is set for the opening of the Small Business Expo today which will feature the products of close to 300 exhibitors from across the country.

The exhibition, a smaller version of GuyExpo, is being held at the Sophia Exhibition Complex, Sophia.

GuyExpo has been shifted to next year, and will be part of activities to celebrate

Guyana’s 50th Independence anniversary.

Yesterday, workmen were busy applying the finishing touches on some of the tents that will house the exhibitors, while some of the exhibitors were setting in place logos and billboards of their businesses and products in their tents.

On a visit to the centre, the Guyana Chronicle ob-

served that the lawns were trimmed flat, the compound was cleaned and the Golden Arrowhead lined the approaches where the expo is being held.

The area housing the tents and booths has been transformed into a beautiful sight, while the main entrance to the complex is attractively decorated.

SMEs contribute significantly to economic

growth and serve as agents of change, innovation and pioneers for creating new technologies.

SMEs in Guyana are estimated to account for 40 per cent of total employment and also contribute significantly to Gross Domestic Product (GDP).

But though a significant contributor to economic development, the development of SMEs in Guyana has been faced with several challenges.

Among the challenges are: limited access to finance, the high cost of borrowing, and inadequate advisory services as well as inadequate business training and management skills.

A number of small businesses will participate in today’s expo. These include the Guyana Agro-processors

Association, Guyana Aquaculture Association, Guyana Arts and Craft Producers Association, Guyana Beekeepers Association, Guyana Marketing Corporation suppliers as well as fashion designers, tourism operators and the small-grant recipients.

While regional and international businesses will participate in the exposition, they will not exhibit but rather operate as buyers and investors.

Work commences on new Umana Yana – $7.1M contract awarded for foundation and floor RECONSTRUCTION works have commenced on the historical Umana Yana which was completely demolished by a fire last year, after a $7.1M contract for development of the foundation and construction of the floor was awarded to R. P. Percival Agency by the Public Infrastructure Ministry.

This was confirmed by Public Infrastructure Minister David Patterson, who disclosed yesterday that

the completion date for this phase of the project is December 31, while the rebuilt structure is scheduled to be completed by April 2016.

According to Patterson, manual work has officially commenced, since he witnessed this on Wednesday last at the Main Street location. The new structure is expected to have a floor design elevated 12 inches higher than the previous one while the space between the floor and the roof will also

be increased to allow for the freer passage of Atlantic air which sweeps in from the nearby ocean.

Additionally, a $40M contract was awarded to the Wai-Wai brothers and sisters of Masekenari for labour cost and materials, which will be sourced from Deep South Rupununi, given that this is the only place some of the needed materials are available.

Additional materials will be obtained from St Cuthbert’s Mission in Region 4 and

Moraikobai in Region 5.

Patterson said that work in this regard has already commenced and 80 per cent of the leaves needed for the roof have already been harvested and dried and are currently awaiting delivery to Georgetown.

However, although the $40M facilitates the cost for materials and workmanship, electrical works and painting of the structure will not be catered for in this arrangement. Rather, the minister

explained that this aspect of the project will be taken to tender before any work is done in this regard.

Meanwhile, in keeping with the Ministry of Indigenous People’s Affairs renewable energy agenda, the option of sourcing renewable energy for all electrical requirements will be explored.

The aim of both the Public Infrastructure Ministry and the Ministry of Indigenous People’s Affairs, is to have this historic monument completed in time for Guyana’s 50th Independence

Anniversary celebrations next year.

The conical palm thatched hut (benab) which was erected for the NonAligned Foreign Ministers Conference in Guyana in August 1972, was completely destroyed by a fire of electrical origin late last year. Its reconstruction forms part of the contribution of the Indigenous Affairs Ministry to Guyana’s Golden Jubilee celebration, along with the erection of totem poles in every region in the country.

NCN’s fence being Much expected of constructed new Go-Invest CEO – with assistance from Public Infrastructure Ministry

THE Ministry of Public Infrastructure is currently lending technical and managerial support to the National Communications Network (NCN) for the construction of its perimeter fence, a guard hut and the accompanying revetment works at its headquarters on Homestretch Avenue, Georgetown.

NCN’s Chief Executive Officer Molly Hassan, said the company tendered for the works totalling $11.2M in 2014, but most of the tenders did not meet the necessary requirements.

The money was budgeted in the company’s 2014 budget, but was subsequently rolled over to 2015 as no

tender was awarded.

Hassan was optimistic that the works will be done to the highest standards since it is the ministry’s technical personnel who are executing the project. She is confident too, that the works will be done to the satisfaction of all.

The project is expected to be completed within two to four weeks depending on the weather conditions.

The Prime Minister, on his way to his office yesterday morning, stopped to inspect ongoing works. He expressed his satisfaction with the work being done.

He noted the terrible state of affairs that existed at the company for a number of years without the intervention of anyone.

Works are also ongoing at NCN Berbice and Linden locations to create a better and more comfortable work environment for the staff.

Another-St Lucian drug mule jailed

By Clestine Juan KENDELL Joseph, a 26-year-old St Lucia national, was sentenced yesterday to three years imprisonment along with a fine of $1,296,000 after he admitted that he had ingested 480 grams of cocaine pellets which he attempted to traffic to London.

He was before city Magistrate Fabayo Azore.

According to reports, on November 21, the sales representative was an outgoing passenger on Caribbean Airlines flight BW460 destined for London. Ranks of

the Customs Anti-Narcotic Unit saw the man acting in a suspicious manner and questioned him. Based on the man’s response and gesticulations, they took him into custody. He was then taken to the Woodlands Hospital and an X-ray was done.

The X-ray showed foreign objects in his stomach and over the course of two days, he excreted cocaine pellets for which he admitted ownership.

During a plea for mitigation, the defendant told the magistrate that he was forced to swallow the drugs.

He related that he received employment from a Guya-

nese woman and travelled to Guyana to work. He stated that when he arrived in Guyana he could not locate his employer and as such, requested that he return to his country. He said that he was told by an unnamed man that he would not be able to return home unless he transported the substance to London for him.

According to a police source, Chermisa Wheeler and Andree Willy, both of St Lucia, who were arrested and imprisoned for trying to smuggle cocaine in their private parts last Friday, are close associates of Joseph.

The application process for the top post recently concluded and a shortlist of the best applications put forward

by Ram and Mcrae, an independent firm reviewing the applications, will be sent to the new Go-Invest Board.

The Board will scrutinise the applicants shortlisted, and the best among the lot will be selected to replace Keith Burrowes, who vacated the post a few months ago.

“The new CEO will have to be a very hardworking individual,” Mr Gaskin said, pointing out that countries, including those in the Region are on a campaign to woo investors, and he/she will have to compete with these persons.

Countries the world over have been hiring the best to function as promotion officers, and according to the minister, Guyana will be doing no different.

“We will have to attract more investors to Guyana,” he said, while pointing out

Aside from appointing a new CEO, the premier investment agency is expected to undergo major reform with strong attention being placed on fairness, transparency, good governance and aggressive promotion of the agency, both locally and abroad.

Minister Gaskin had expressed dissatisfaction with the way Go-Invest operates, more particularly the level of investment it has attracted over the last decade To increase and promote investment here, Guyana will be moving to ensure Go-Invest has a vibrant presence in all the major countries where it has diplomatic representation. It will also establish

investment desks at all its foreign missions.

“We can’t sit back and wait for people to show an interest in Guyana, we have to go out there and sell Guyana as a venue for doing business and as a venue for making profits. The agency responsible for doing that is primarily Go-Invest. We need to be strategic; this is something that we will be working towards to achieve over the next five years,” Mr Gaskin had told the Guyana Chronicle.

Under the former administration, the handling of Go-Invest was criticised as all investors did not go through the investment agency.

The then Ministry of Environment and Natural Resources and the Guyana Geology and Mines Commission (GGMC) also engaged investors.

There have also been allegations of government interference in Go-Invest.

Instead of some investors’ applications being processed by the investment agency and other lawful agencies, the potential investors went to higher authorities and instructions were then passed down to Go-Invest and other agencies to see these applications through.

The new government has since moved to stop this way of doing business and Go-Invest is now the first stop for all investors.

Teenager refused bail A TEENAGER was yesterday remanded to prison after he appeared before Magistrate Fabayo Azore charged with robbery.

Eighteen-year-old Akeem Jones of Mandela Avenue denied the charge which read that on November 24 at Hadfield Street, he robbed Tamara Sookhoo of two cellular

phones valued $17,000 with the use of personal violence against Sookhoo during or after the robbery.

Police Prosecutor Simone Payne objected to bail because of the seriousness and prevalence of the offence and the penalty it attract.

She added that a medical certificate was also presented

to prove the complainant’s injuries.

The prosecutor further revealed that the articles were recovered on the accused, adding that the file was incomplete. The young man was remanded to prison and will make his second appearance in Court on December 8.

Case of the missing gold THREE men accused of stealing two ounces of raw gold were yesterday afternoon released on $100,000 bail each by city Magistrate Fabayo Azore.

Selwyn Croft, 46, of Lusignan, East Coast Demerara; Seyiel Boston of Vryheid’s Lust and 35-year

old Ramdeo Persaud of Better Hope, all pleaded not guilty to the charge.

The particulars stated that between October 1 and November 20, 2015 at Cuyuni Backdam they stole the raw gold worth $480,000, property of Terry Singh.

Police Corporal Simone Payne, prosecuting, made no objection to the trio being granted their pretrial liberty. Bail was granted and the men are slated to return to court on December 7 before Chief Magistrate Ann McLennan.

The truck, GRR 7651, had just left the Soesdyke-Linden Highway with a load of sand and was heading north towards Georgetown, while the car, PPP 2513, was travelling to Timehri in the opposite direction with family members to participate in a Jhandi, a Hindu religious ceremony.

According to an eyewitness, the car was travelling at a fast rate and careened into the path of the truck.

When the Guyana Chronicle arrived at the scene of the accident, the victims and the vehicles had been removed but fragmented parts from the smashed car were strewn along the roadside. Amidst falling rain, a quantity of sand was seen on the road

while water mixed with diesel flooded the hotel’s bridge.

The car, a white Toyota Spacio, was lodged in the Madewini Police Station compoun, while the truck was seen a few yards from the accident scene as its load of sand was being offloaded.

Confession statement challenged

By George Barclay WHEN the Anthony Morrison trial for the murder of Donna Thomas in 2012 continued at the Demerara Assizes yesterday, defence counsel Mr. Harun Gajraj suggested to prosecution witness that the alleged oral statement (confession) was a fabrication by the police.

This oral confession came about after witness Odel Percival told Prosecutrix Miss Stacy Goodings that he was present at the Brickdam C.I. Kyte cautioned the accused who replied: “I was going out and she did not want me to leave. She held on to me. I had a knife and I cut she upon she right hand and left. I did not know that would happen to she.”

Percival, continuing his testimony, said as a result Constable Kyte asked the

accused if he wished to give a written statement under caution and the accused replied “No.” Percival added, “At no time did I or anyone else, use any force, threat, promise or inducement to obtain that oral confession.”

In a statement, Constable Jason Kyte admitted under cross-examination that he did not search for the station diary

as he promised the court to do.

Under cross-examination he denied a defence suggestion that the oral confession was never made by the accused and was a fabrication by the police who had nothing else to link the accused with the murder.

Prosecutrix Miss Stacy Goodings had told the jury in her opening address that evidence would be led to

show that the accused inflicted injury on Donna Thomas and that she died as a result of that injury.

The prosecution is hoping to lead both direct and circumstantial evidence in support of its case, the prosecutrix said.

The hearing continues today before Justice Sewnarine Beharry and a mixed jury.

Bridge collapse throws Lamaha Park resident into caiman trench

A RESIDENT of Lamaha Park in Georgetown narrowly escaped the jaws of a black caiman when he fell into a reptile-infested trench, after one of the planks on the bridge linking that housing scheme to the Lamaha Springs (Joint Services) community collapsed.

Misfortune struck as the resident was attempting to cross the bridge on his way home from work in the city.

When the young man fell, his right leg was trapped in the mud under the bridge and as he struggled to get out he ended up with bloody knees and ripped up trousers.

However, he had been luckier than he really knew as soon after arriving home, a neighbour raised an alarm that a black caiman (commonly referred to as ‘alligator’ locally) about three feet long had just emerged from the same trench and secluded itself among flower pots in her yard.

Residents have complained about the deplorable condition of the two bridges

leading to Lamaha Park, and traversed daily by about 200 persons.

The pedestrians include schoolchildren from Sophia (in the north), and those making their way to schools in TucVille and South Ruimveldt and senior citizens on their way to uplift pensions.

The condition of the bridge linking Festival City with Lamaha Park was highlighted in this newspaper over a year ago, but no action has yet been taken.

And just one week ago the issue was featured on the Stabroek News front page.

Which agency will save the beleaguered residents from the perils of this dangerous bridge? – that’s the question.

APNU+AFC prepares for local gov’t elections A PARTNERSHIP for National Unity and the Alliance For Change (APNU+AFC) representatives from all 10 administrative regions met at a regional leadership level in preparation for the upcoming local government elections scheduled for Friday 18 March, 2016. In attendance also was the Hon Ronald Bulkan, Minister of Communities as well as Hon Dawn Hastings, Minister within the Ministry of Communities.

Facilitating the training programme was Ms. Amna Ally, Minister of Social Cohesion who dealt extensively with what the campaign structure is expected to be.

Ms. Ally also discussed with the participants, requirements for the local government elections, such as selection of symbols, selection of candidates, support

In an invited comment, Minister Ally said that this session was fully attended by representatives for all regions and by both the APNU and AFC. “The session was to ensure that participants are equipped with relevant knowledge for the upcoming local government elections,” she said.

Ann’s Grove Housing Scheme to receive water service for first time

CHIEF Executive Officer (CEO) of the Guyana Water Incorporated (GWI) Dr. Richard Van-West Charles, at a community meeting organised by residents of Ann’s Grove Housing Scheme on Thursday, outlined a programme which will result in residents receiving water for the first time since the creation of the housing development. The scheme has been in existence for over 12 years and has in excess of 500 households.

Speaking to residents in the presence of GWI Officials, Dr. Van-West Charles stated that he was concerned about the lack of water within the community, particularly with the number of households with large families residing in the housing scheme.

“Our mandate is to ensure that every citizen of this country has access to safe water,” stated the GWI Chief Executive.

“To assist the low-income families in Ann’s

Grove, GWI is offering a flexible payment contract so that families can afford to pay for the new service connections required to provide the community with water service,” he stated.

Representatives of the community also offered to partner with the Guyana Water Inc. to assist with the labour needed to install the distribution network, including the laying of pipelines and the installation of distribution and transmission mains.

Woman accused of stealing items worth $1.7M TWENTY-year-old Latoya Nedderman of Durban Street, Lodge,appeared before Magistrate Fabayo Azore on Wednesday to answer to a break and enter and larceny charge.

It is alleged that between October 12-

13, she broke and entered the dwelling place of an individual and stole a large quantity of items totalling $1.7 million.

Nedderman pleaded not guilty to the charge and was placed on $150,000 bail.

Her matter was adjourned to December 7.

New fund set to boost trade in Commonwealth countries THE Commonwealth and the Government of Malta, together with the Governments of Mauritius,

Sri Lanka and India announced, yesterday a new trade-financing fund to help boost trade and in-

vestment flows, particularly for small and developing countries.

The voluntary fund hopes to attract start-up capital of US$20 million. It will provide member countries facing trade challenges with the finance they need to increase their trade capacity. It is estimated for every dollar invested, the fund will generate US$20.

At a press conference, The Prime Minister of Malta Joseph Muscat and Commonwealth Secretary-General Kamalesh Sharma, presented a declaration of intent to support the Commonwealth Trade Financing Facility.

“We are acting as facilitators so small traders in small jurisdictions can

penetrate new markets…We are very keen to create necessary trade infrastructure for ourselves and other small Commonwealth countries,” said Dr Muscat.

The declaration was signed yesterday by Malta’s Minister of Foreign Affairs George Vella; Mauritius Minister of Foreign Affairs, Etienne Sinatambou; Sri Lanka’s Minister of Foreign Affairs Mangala Pinsiri Samaraweer and Indian Minister of State for External Affairs V.K. Singh.

“Four countries have signed the declaration as anchor investors. It is now a commercial fact. We just need to get back to the banks to make it operational,” said the Secretary-General.

The Facility, structured

as a guarantee fund, will cover risk for providers of trade credit in financial institutions of Commonwealth countries. It seeks to stimulate lending by major banks to smaller banks in member states and reduce risks.

Financial investment will be sought from member countries and other parties that have expressed an interest in participating. The first phase of the fund will run over three years followed by a review.

Malta will host the facility and manage its governance structure, providing oversight for contributing member countries. It will be operated by commercial banks using existing trade finance instruments, payment arrangements and operating

infrastructure.

The initiative is the result of a mandate issued at the 2013 Commonwealth leaders’ summit to help small and developing Commonwealth countries increase their trade capacity. Heads of government welcomed a proposal developed by the Commonwealth Secretariat and the Government of Malta to launch a pilot among interested members.

A working group carried out a scoping exercise, which took into account existing trade-financing agencies and other sources of trade finance, including those offered by multilateral and regional programmes. Findings had demonstrated a need for the fund.

The court was told that on the day in question, the deceased was a pedestrian and John ran over him. The defendant picked up the injured toddler and took him to the hospital.

During the trial, a number of witnesses testified, including the mother of the deceased and two passengers who were in the bus at the time of the incident.

The magistrate found John guilty of the offence and told him that based on the evidence, it was clear that he drove the vehicle in a manner dangerous to the public, resulting in the death of the four year old.

The magistrate further explained that she had based her ruling on the 76 recorded road fatalities, which had already occurred this year between the periods of January-September and also the dozens of young children who had lost their lives in those crashes.

John’ s attorney made an application for his client to be released on bail pending an appeal in the High court. However it was denied.

Guyanese can expect a good Christmas – predicts Minister of Business

By Ravin Singh DESPITE what has been speculated as slow economic activities during this year, partially blamed on the May 11 elections, the business community, as usual, is expected to make a rebound and Guyanese can expect a good Christmas season which ushers in 2016, says Minister of Business Dominic Gaskin.

Speaking with the Guyana Chronicle yesterday, Minister Gaskin explained that while there can be no real analysis of the performance of business-generated activities until January of next year, the business community and Guyanese at large can expect a good Christmas based on positive indications.

One of these indications, he said, is the fact that businesses are investing in Christmas stocks just as they have done in the previous years.

And according to him, for persons to invest, there must be indications from consumers that they are willing to

buy.

Additionally, Minister Gaskin offered that the release of funds by government for various projects across the country is a direct injection of funds into the economy, which increases the spending power of consumers since they benefit from these contracts through employment.

“Guyanese benefit from these contracts through employment. So with people earning more, they are likely to spend which increases economic activities” he posited.

However, Gaskin could not offer a comment on foreign-funded projects and the extent to which these have “kicked in,” thus contributing to increased economic activities.

“There are no signs of people not preparing for the Christmas season as they have done in the past… There are indications signalling benefits for both the businesses and the consumers,” he asserted.

Minister Gaskin lamented the fact that Guyana current-

ly does not map economic performance on a short-term, which would have been a critical tool in providing greater insight into what is happening presently in the economy.

Underscoring the role of the Guyana Police Force (GPF) in maintaining control during this time, the Business Minister lauded the efforts of the force, saying it has done “fairly well.”

However, he reasoned that the vulnerability of some businesses are exposed, given that they do not operate in highly commercialised areas such as Regent Street or Water Street, where the police are known to have a demanding presence during the holidays. As such, these businesses functioning in less commercialised environments are more prone to security threats.

The lack of capacity in the police force which has been a major challenge was also highlighted as one of the factors that, if addressed, could lead to reduced security threats and vulnerabilities.

Acknowledging that crime has an adverse effect on the business community, Minister Gaskin highlighted the fact that the community has been “resilient,” even in the face of crime and threatened security.

“Even in the face of crime, people still invest,” he said, adding that the business community must be commended for their determination to operate even while

they are at risk.

Just recently, the police in Georgetown conducted a walkabout along Regent Street as part of an initiative to gather information from the business community to help craft a security plan for the Christmas holidays.

The police every year in December would roll out a Christmas security plan, but this has been criticised over the years as being weak and

ineffective.

And according to ‘A’ Division Commander Clifton Hicken, emphasis will be placed on the availability of CCTV systems at business premises, physical security reinforcement and ‘plan B’ initiatives in the event of security breaches or should establishments be attacked by bandits, especially those posing as customers.

Crime Chief disputes crime rate spiralling out of control – says statistics show otherwise THE rate of crimes has been dropping steadily despite the perception being portrayed by some sections of the media and elements of society. Crime Chief Wendell Blanhum explained that actual figures show that crime is not spiralling out of control.

“Our position is that, at one point in time, during the year 2015, we were at a 14% increase in serious crimes when you compare 2015 with 2014. Our present position now is that we are at [a] 6% increase. Two weeks ago, we were at an

8% increase, so basically it dispels this whole notion that it is spiralling out of control.”

The Guyana Police Force has undertaken several initiatives to boost its capacity and capability in crime-fighting efforts, the Crime Chief pointed out.

These include additional training for officers and others, locally and overseas. For example, he said that more ranks have been inducted as detectives and are undergoing the requisite training, with assistance from international stake-

holders. All ranks, he added, are or will be given continuous training opportunities to upgrade their various skills, and enhance their capacity.

Only recently, Public Security Minister Khemraj Ramjattan told GINA that staff of the Police Force Forensic Laboratory will continue to be trained, as government recognises the serious role forensics play in solving crime. Continuous training of key personnel at the facility is critical to maintaining the integrity and credibility of its officers, its specimens and its results.

Efforts are also being made to train the staff to respond and to defend their results in

a court of law.

Meanwhile, more use of intelligence resources has also led to several breakthroughs in solving a higher number of crimes.

The force’s push for better community relations via interventions such as the Community Impact Programmes and its Cops and Faith Initiative, have also realised better results in its crime-fighting efforts.

The 2015 National Budget has allocated $350M to ensure that police stations countrywide are fully equipped with the requisite resources to fight crime and respond promptly to calls by residents.

No name change for Botanical Gardens THE Department of Natural Resources and the Environment (DNRE) said it has taken note of a recent article in the media, which incorrectly indicates that there has been a change in the name of the Georgetown Botanical Gardens.

The Department, in a statement, said it wishes to clarify that the name of the Gardens has not changed.

The Georgetown Botanical Gardens is part of Guyana’s National Protected Areas System, and currently falls un-

der the jurisdiction of the Department of Natural Resources and the Environment, Ministry of the Presidency. The area has been identified for phased rehabilitation, with the first phase having already commenced.

Implementation of ADF projects to be restructured – Minister Allicock THE Ministry of Indigenous People’s Affairs will be restructuring the implementation process of projects under the Amerindian Development Fund (ADF), to ensure that persons are sensitised about the projects, and are provided adequate training to ensure transparency and accountability.

This was explained by Minister of Indigenous People’s Affairs, Sydney Allicock during an interview with the Government Information Agency (GINA). He expressed dissatisfaction with the way the projects were being implemented.

“When this fund was made available, while it was a good initiative, the mechanism was not in place to allow full benefit out of the funds spent because onto now, we have not had anyone with a certificate to say they are trained. The training was a one or two-day training which did not gear persons enough of what the funding

was about,” Minister Allicock explained.

During Phase l of the Community Development Plans (CDP), funded through the ADF, 27 communities were selected. However, 26 received disbursements to implement their respective CDPs. Projects executed during this pilot stage included farming, agro-processing, aquaculture, poultry and cattle rearing, mining, village infrastructure including construction of village offices and multi-purpose buildings, village shop and museum, and transportation and tourism.

However, when the coalition government took office, it was observed that some of these ventures were not successful.

“Some of these ideas are useful, but because of the lack of proper management, the lack of accountability and transparency we ended up in those situations. We are talking to the new councils.

We will look at these projects, examine them, fix what can be fixed and move forward.

It is a lot of time and money spent and we can’t just give up on something without properly investigating,” Minister Allicock emphasised.

The ministry in collaboration the United Nations Development Programme (UNDP) is in the process of implementing Phase II of the ADF Project.

The ministry is reviewing community proposals, after which training will be conducted. Communities will also be sensitised about the project, what it entails and what is expected of them.

The project aims to strengthen entrepreneurial and institutional capacities of the village economy of Amerindian communities/ villages, improve linkages with the private sector to further develop value chains and strengthen institutional frameworks to support local economies.

Guyana failing its ‘bleeding women’

By Shauna Jemmott WOMEN’S rights activists and organisations are calling on government to take emergency action to ensure the reduction of violence against women.

Their calls were made at a time when the country is mourning the loss of yet another woman who was mercilessly slaughtered at the hands of a sadistic man.

Georgetown Public Hospital Ambulance Services dispatcher Melissa Skeete, who finished working around 3:00 pm Monday was rushed to the Emergency Room of the institution shortly after by a driver who saw public-spirited citizens trying to help her as she lay bleeding on Church Street, Georgetown.

She was brutally wounded by a man suspected to be the father of her last child and kicked out of the car in broad daylight, as if her life had no worth. She died in the operating theatre.

Meanwhile, Guyana yesterday joined with the world in celebrating International Day against Violence Against Women and with this new addition to the growing number of domestic violence victims, women are crying for help.

The Guyana Chronicle on Tuesday spoke to a few women activists and organisations who have spoken passionately about how Guyana fails its bleeding women whose death may be just a cry away.

ANOTHER FATEFUL DAY! How much more should our women call? How many more bruises should we take? How many more times should someone be raped? How many more reports do we need to make?

How will another life in hell be changed? When will violence against women end?

questions puzzling Guyana’s women, who continue to dread another fateful day, another news story, another telephone call greeting them with the news of another woman slaughtered.

The Chronicle contacted activist Wintress White of Red Thread on Tuesday. She spoke passionately about the deaths and mistreatment of women and pointed out that the lackadaisical attitude of the police has resulted in the deaths of several women over time.

Relatives of Skeete, one of the latest victims of violence against women, told this newspaper that she had long suffered at the hands of the man believed to have killed her and recently reported receiving death threats when she visited the police at the Sparendaam Station, East Coast Demerara.

White counts this as another merciless slaying of a young mother, which could have been prevented.

“Here we go again, another woman died! Is this what women’s lives have turned to, that’s it?” she asked rhetorically.

The women’s activist questions Guyana’s position even after training, workshops and conversations over the issue. She recalled that earlier this month an abused woman walked into a police station and reported that her partner had battered and threatened to kill her.

Her report was rejected by the police.

“Police told her they cannot do anything about it, because it was ‘Remembrance Day’ and she has to come back.”

Fearing for her life, the woman approached Red Thread who assisted her in getting the cooperation of the same police almost immediately and the man was arrested. While the woman was climbing the stairs at a police station, the man was

being escorted down by police, White related.

“That man rushed to the woman and butted her down the stairs,” she said, as the police responded by telling the woman she should not have come up the stairs.

“Where are we with violence against women when the police clearly are not doing what they have to do?

An abused woman should just walk into a police station and her report should be taken and the abuser arrested.”

She said a lot more needs to be done at the level of local police stations, as well as generally within the force in order for battered women to be given a fair

chance to live.

“When we say a woman’s life is at stake,” police should readily intervene to protect that woman.

CHASING THE RAINBOW “Without that we are chasing the rainbow,” she stated.

She said government too has a system which fails women as it does not have any ‘halfway house’ for victims of domestic violence, while spending a lot of money on a ‘national conversation’ on domestic violence, which is failing to reach the right people.

“Some of those in charge of these conver-

sations do not even know what it is like to be a victim of domestic violence,” she said, and they therefore cannot readily empathise with those women who suffer at the hands of violent men.

AN EMERGENCY Meanwhile, Coordinator of Help and Shelter Margaret Kertzious, said though domestic violence may not be stopped, Guyana can do much more to reduce it.

She said government should have an ongoing, nationwide public communication outreach programme and treat the issue of violence against women as an emergency.

“Let us saturate Guyana with awareness campaigns against violence against women,” she posited.

Since year 2000, Help and Shelter has opened doors to abused women through the establishment of a shelter for abused women, but the shelter is mostly populated by the children of these women, and has been “under-utilised.”

“People have a distinct taboo about going into a shelter,” she said, adding that many women opt to remain in unsafe conditions until one day another life is taken. She also described the judicial system as “messed up,” since it allows abusers bail.

Guyana paying price for not diversifying its industries – Minister Gaskin

MINISTER of Business Dominic Gaskin has expressed the view that Guyana has become increasingly vulnerable to economic downturns as a result of non-diversity in industry types.

“We are currently paying the price for not diversifying away from our dependence on primary products because demand for most of our export

commodities have eased, and this is now adversely impacting our economy and exposing our vulnerability,” he said.

Minister Gaskin was at the time delivering the keynote address at the Caribbean Association of Investment Promotion Agencies’ (CAIPA) Annual General Meeting (AGM) at the Marriott Hotel in Kingston, yesterday. The minister told the Assembly

which was convened this year, to specifically focus on strengthening its membership’s investment promotion platforms.

“Here in Guyana, the goal of economic diversification has eluded us for decades and achieving this goal will be one of our greatest challenges as a Government. Nevertheless, we must find ways to promote those sectors which have tra-

ditionally not attracted much investment,” the minister said.

Noting the potential of such sectors as agro-processing, wood products, light manufacturing, ICT, film industry, and the jewellery, and garment industries, he questioned what is it that makes these successful industries in other parts of the world, but not in Guyana.

“What are some of the obstacles to having these industries operating successfully in our economy? And how do we dismantle these obstacles so that we can attract the investments needed to develop these sectors?” Minister Gaskin asked of this year’s attendees.

To this end, he expressed gratitude for the focus of this year’s AGM, noting that it is not only relevant but is an imperative, if countries like Guyana are going to rely on their Investment Promotion Agencies (IPAs) to secure capital inflows required to drive their economy, and build on their nations.

“So for us, it is important to know that there are initiatives dedicated to raising the profile of the Caribbean in the international business arena,” he said. It is only through regional strategies will the region achieve its greatest increases in Foreign Direct Investment (FDIs) into their economies. “We are small countries with small economies, small budgets and small populations, and if we are to prosper rather than simply survive, we need to promote ourselves as a single economic space with a diversified

portfolio of opportunities rather than as separate, individual jurisdictions each with its own small voice.”

As the members deliberate over the next two days (November 26-27) on the business of increasing the region’s share of the global investment pie, Minister Gaskin assured that it is both an honour and a privilege for Guyana to be hosting this year’s meeting.

The country as well intends to participate more meaningfully in the work of CAIPA going forward, according to Minister Gaskin.

He said it is because there is potential in a regional approach to overcoming many of the challenges that the region faces as individual small economies competing for investment capital in a highly competitive global environment.

The CIPA AGM is the annual meeting of the investment promotion agencies in the region who are the members of the association.

This is the highest policy-setting body of CAIPA. The Assembly is convened each year in November or December, to among others, treat with particular issues of relevance to the membership.

Guyana, through Go-Invest has benefited from its membership in CAIPA by way of training in areas such as Marketing for Investment Promotion Professionals; Investor Facilitation; and Investor Aftercare & Monitoring; as well as by attending Regional Stakeholders’ Conferences.

IICA pledges continued support to Tapakuma farmers

By Clifford Stanley THE Inter-American Institute for Cooperation on Agriculture (IICA) has pledged to continue collaborating with the residents of Tapakuma and with local partners to ensure that the recently re-commis-

sioned cassava-processing factory remains viable and sustainable.

The Rising Sun Agro-Processing Facility at St Denny Village Tapakuma in Region 2 (Pomeroon/ Supenaam) was re-commissioned by Minister of Agriculture Noel Holder last

week.

The facility had been opened in 2007 following studies on cassava, which indicated that the industry had untapped potential.

These studies were done between 2005 and 2009 and the first one was: Actual and potential market demand

for cassava in Guyana and the second was Risk management and finance along the cassava value chain in Guyana.

The first commissioning was done with financial assistance from the Kellogg Foundation, Canadian International Development Agency (CIDA), the Government of Guyana and IICA. The facility, due to a number of constraints, became non-operational in 2011.

During a re-commissioning of the facility, IICA country representative Wilmot Garnett disclosed that even before that IICA had, since 1998, supported the Ministry of Agriculture by providing planting material to Tapakuma for plantain and cassava.

He noted that the cassava industry at Tapakuma had not been without challenges.

These included: insufficient cassava to meet the demand for optimal factory production, loss of markets due to inconsistent supply, need for scale-up of machinery and management issues - clearly defined role and responsibilities of the stakeholders.

IICA in collaboration with the National Agricultural Research and Extension Institute (NAREI), the New Guyana Marketing Corporation (NGMC) and the Food and Agriculture Organisation (FAO) made recommendations to the village council

and the factory operators to place corrective measures that seek to secure the viability of this industry.

The recent studies conducted highlighted specific products for development and marketing. As a result, the re-commissioned project will be focusing on garlic-flavoured cassava bread and carsreep.

In 2014, the Rural Enterprise and Agricultural Development (READ) project allocated Gy$3.378M for the refurbishment of the Rising Sun Processing Facility. These funds were disbursed through a partnership between the Institute for Private Enterprise Development (IPED) and the village council, with IICA providing technical oversight to assist in meeting factory compliance.

Garnett said: “What you see here at this facility now is the direct result of this investment and collaboration.

IICA’s continued commitment is to ensure that small producers/entrepreneurs, especially women and youth, are more effectively integrated into national, regional and international markets.

He added: “We will continue to collaborate with our partners to agree on the most practical way forward to address the gaps identified, and to work to ensure the viability and sustainability of the cassava industry here at Tapakuma.”

King’s duck curry competition set for Sunday

HE 15th edition of the King’s Jewellery World Duck Curry competition is billed for Sunday at the Guyana National Stadium, at Providence, East Bank Demerara.

The event will see 27 locals versed in cooking duck curry, including three from the recently held Digicel Duck Curry contest, pitting their skills against each other for a chance to win over a million

dollars in trophies and prize money.

Ms Guyana Universe vows to give it her best shot IT must have come as quite a surprise to some that first-timer Shauna Ramdyhan was eventually declared the new Miss Guyana Universe.

She may have been a ‘first-timer’, but she certainly packed a wallop to cart of the ‘Miss Body Beautiful’ award as well.

In the second spot was 23-year-old Diana Ahmad, while 18-yearold Tricia Quail was awarded the third spot. In fourth place was London-based Zena Bland.

Najuma Nelson took home the prize for ‘Best Smile’, while Malika Russell was named ‘Miss Congeniality’.

In a little ‘chit-chat’ with the delegates recently, Shauna affirmed that her limited experience in pageantry will in no way narrow her chances at making us proud, since she is a woman of high standards, who is always ready to rise to new challenges. And she is certainly bent on giving of her best to make a name for Guyana at the Miss Universe Pageant.

At present, she is in training in areas of etiquette, poise and making her personal fitness a priority as she readies for a platform that may be a bit intimidating.

Dharmic Sabha to host ‘Kala Utsav’ Sunday THE Guyana Hindu Dharmic Sabha will host its annual festival of arts, KALA UTSAV, this Sunday at the Pandit Reepu Daman Persaud Dharmic Sanskritik Kendra, in Prashad Nagar.

The Utsav will see more than 200 young people under the age of 25 participate in a friendly competition in the categories of Ramayan Chanting, Male and Female Singing, Duet singing, Classical Dance, Folk Dance and Kirtan.

Kala Utsav, which was introduced by the Sabha more than 20 years ago, was conceived as an innovative way of propagating and preserving the Indian Art forms.

Its intention is to motivate young people to continue the traditions of their foreparents, and to achieve excellence in the various art forms, while at the same time building talent bases in the various

regions. It is widely seen as a launch pad for talented youths across the country, and allows for talent to be discovered for future development.

Trophies, certificates and cash incentives are given to all participants to encourage them.

PRELIMINARIES Prior to the final Utsav, each of the Sabha’s Praants held preliminary Utsavs in their communities to pick the best to represent them at the finals.

Losing belly fat

O

VERWEIGHT does not necessarily equal unhealthy. There are actually plenty of overweight people who are in excellent health.

Conversely, many normal-weight people have the metabolic problems associated with obesity.

That’s because the fat under the skin is actually not that big of a problem (at least not from a health standpoint; it’s more of a cosmetic problem). It’s the fat in the abdominal cavity, the belly fat, that causes the biggest issues.

If you have a lot of excess fat around your waistline, even if you’re not very heavy, then you should take some steps to get rid of it. Belly fat is usually estimated by measuring the circumference around your waist. This can easily be done at home with a simple tape measure.

Anything above 40 inches (102 cm) in men, and 35 inches (88 cm) in women is known as abdominal obesity. There are actually a few proven strategies that have been shown to target the fat in the belly area more than other areas of the body.

Here are six evidence-based ways to lose belly fat: 1: AVOID SUGARS Added sugar is extremely unhealthy. Studies show that it has uniquely harmful effects on metabolic health. Sugar is half glucose, half fructose; and fructose can only be metabolised by the liver in any significant amount. When you eat a lot of refined sugar, the liver gets flooded with fructose, and is forced to turn it

all into fat.

Numerous studies have shown that excess sugar, mostly due to the large amounts of fructose, can lead to in-

creased accumulation of fat in the belly.

Some believe that this is the primary mechanism behind sugar’s harmful effects on health; it increases belly fat and liver fat, which leads to insulin resistance and a host of metabolic problems.

Liquid sugar is even worse in this

regard. Liquid calories don’t get “registered” by the brain in the same way as solid calories; so when you drink sugar-sweetened beverages, you end up eating more total calories. Studies show that sugar-sweetened beverages are linked to a 60% increased risk of obesity in children per each daily serving. Make a decision to minimise the amount of sugar in your diet, and consider completely eliminating sugary drinks.

Keep in mind that none of this applies to whole fruit, which are extremely healthy, and have plenty of fiber that mitigates the negative effects of fructose. The amount of fructose you get from fruit is negligible, compared to what you get from a diet high in refined sugar.

The bottomline is that excess sugar consumption may be the primary driver of belly fat accumulation.

2: EAT MORE PROTEIN Protein is the most important macronutrient when it comes to losing weight. It has been shown to reduce cravings by 60%, boost metabolism by 80-100 calories per day, and help you eat up to 441 fewer calories per day.

If weight loss is your goal, then adding protein to your diet is perhaps the single most effective change you can make. Not only will it help you lose, it can also help you avoid re-gaining weight if you ever decide to abandon your weight loss efforts. There is also some evidence that protein is particularly effective against belly fat.

One study has shown that the amount and quality of protein consumed was inversely related to fat in the belly. That

is, people who ate more and better protein had much less belly fat. So, make an effort to increase your intake of unprocessed eggs, fish, seafood, meats, poultry and dairy products. These are the best protein sources in the diet.

If you struggle with getting enough protein in your diet, then a quality protein supplement (like whey protein) is a healthy and convenient way to boost your total intake.

3: CUT THE CARBS Carb restriction is a very effective way to lose fat; this is supported by numerous studies. When people cut carbs, their appetite goes down, and they lose weight. Over 20 randomised controlled trials have now shown that low-carb diets lead to 2-3 times more weight loss than low-fat diets.

This is true, even when the low-carb groups are allowed to eat as much as they want, while the low-fat groups are calorie-restricted and hungry. Lowcarb diets also lead to quick reductions in water weight, which give people near instant results. A major difference on the scale is often seen within a few days.

There are also studies comparing low-carb and low-fat diets, showing that low-carb diets specifically target the fat in the belly and around the organs and liver. What this means is that a particularly high proportion of the fat lost on a low-carb diet is the dangerous and disease promoting abdominal fat. Just avoiding the refined carbs (white breads, pastas, etc) should be sufficient, especially if you keep your protein high.

Diamond Mineral Water Hockey Festival opens THE Diamond Mineral Water Hockey Festival opened last evening in Georgetown with tense action at the National Gymnasium.

The tournament which features 18 teams split into three categories (men, women, and veterans) will run until Sunday when the finals will be contested.

In the women’s division, the Pizza Hut G-C-C side will battle the Hikers and the Old fort teams while in the veterans’ class, the Hikers, GCC, Old Fort, Barbados’ YMCA, and Trinidad’s Malvern and Caribs will do battle.

The male action is divided into two groups; the first zone featuring the Pepsi Hikers, Trinidad’s Malvern and Carib Teams and the Under-21 side while Zone B features The 6IX, Bounty GCC, Old Fort and Phoenix.

The winner of the tournament in both the male and female division will cart of US $1000 while the runners up will take home US$500.

On the veterans’ end of things, the winner will take home US$500.

Most valuable player trophies will also be up for grabs and will be presented after the competition on Sunday evening, at the National Gymnasium, the tournament’s exclusive venue.

Five players, one team official penalised under WICB Code of Conduct ST. JOHN’S, Antigua – The West Indies Cricket Board confirmed yesterday that five players and a team official have been penalised under the Code of Conduct, following the third round of matches in the Professional Cricket League Regional 4-Day Tournament which ended on Monday.

The five players are Jonathan Carter of Barbados Pride, Steven Katwaroo and Imran Khan of Trinidad & Tobago Red Force, and Steve Liburd and Sherwin Peters of Leeward Islands Hurricanes, and the team official is Wendell Coppin, also of Barbados Pride.

Carter was reported by umpires Nandkumar Shivsankar, Christopher Taylor and Guyanand Sukhdeo for a Level 1 breach of the Code of Conduct relating to the abuse of cricket equipment or clothing, ground equipment or fixtures and fittings during the match between the Pride and Guyana Jaguars at the Guyana National Stadium.

The left-handed batting all-rounder was fined 15 per cent of his match fee, after he angrily slammed his bat into a water cooler and the dressing room door in the full public view, when he left the field following his dismissal in the Pride second innings.

The player admitted to the offence and accepted the imposition of the proposed sanction. No further action was taken and no hearing was required.

Emanating from the same match,

Coppin was reported by WICB Chief Executive Officer Michael Muirhead for a Level 2 breach of the Code of Conduct relating to public criticism of, or inappropriate comment on a match-related incident or match official.

The Pride manager was fined 65 per cent of his match fee for his comments carried in a Barbadian newspaper article and on a Barbadian radio station, questioning the decision-making of the umpires in the match.

Coppin admitted to the offence and accepted the imposition of the proposed sanction. No further action was taken and no hearing was required.

Katwaroo and Khan were reported by umpires Joel Wilson, Leslier Reifer Jr and Lyndon Rajkumar for Level 2 breaches of the Code of Conduct relating to conduct contrary to the spirit of the game during the match between the Red Force and Jamaica Scorpions at Queen’s Park Oval in Port of Spain, Trinidad.

Katwaroo was fined 10 per cent of his match fee, after he attempted to bring the game into disrepute by pointing at his elbow and deliberately trying to influence the umpire’s decision during an appeal for caught off the fourth ball of the 86th over while he was batting.

Khan was reprimaned and warned for an offence that occurred on the second ball of the 59th over, when umpire Wilson turned down an appeal for caught behind. The leg-spinner

proceeded to question the umpire’s decision, saying “Umps” and showing the signal that is used when the umpire’s decision review protocol is in place.

Both players admitted to the offence and accepted the imposition of the proposed sanction in each instance.

No further action was taken and no hearings were required.

Liburd and Peters were reported by umpires Lennox Abrahams, Zahid Bassarath and Ericsson Degallerie during the match against Windward Islands Volcanoes at Windsor Park in Roseau, Dominica, for Level 1 breaches of the Code.

Liburd was fined 10 per cent of his match fee, after he was penalised for showing dissent at an umpire’s decision, when he was given out lbw off the final ball of the 39th over in his side’s second innings. The dissent was in the form of a loud roar in obvious disappointment with the umpire’s decision.

Peters was reprimanded and warned for conduct contrary to the spirit of the game, when he was dismissed caught behind off the first ball of the fourth over of the Hurricanes’ second innings. He slammed his bat against the wall in the presence of the reserve umpire when he was returning to the dressing room.

Both players admitted to their respective offence and accepted the imposition of the proposed sanction.

Narayan Ramdhani moves to 102 in Badminton World Ranking THE Guyana Badminton Association is overwhelmed that one of their top player Narayan Ramdhani only 17 yearsold is now ranked102 in the WORLD. This amazing achievement was done during his participation at a number of international tournaments and he was able to get higher rankings due to his improvements in his game plan and standing up to the higher world class payers.

His last International tournament was the Suriname International November 18-21, 2015 which brought his world ranking points to the 102 in the World.

This is the first time a Guyanese player has gained such status in Badminton and the GBA in a press release said that they are extremely happy that Badminton is getting to a high standard.

GTTA squad departs for North American Table Tennis Championships SOME of Guyana’s young, talented and brightest table tennis prospects departed Guyana on Tuesday morning en route to the United States of America to participate in the North American Teams Table Tennis championships schedule for November 27 – 30 at the Gaylord National Resort and Convention Centre in Maryland, USA. The team represents the nucleus of Guyana’s table tennis talents and the next generation of future champions with players straddling from ages eight-years to the senior levels.

The U.S. Open team table tennis championships, one of the biggest team championships in the world, embrace over 200 teams and 1000 participating players from all over the world. The format of the competition/championships offers a wide variety of players.

It also exposes participating players to both higher and lower ranked players with an extensive amount of matches (provides participating players with an average of over 15-20 matches per player) which truly provides the environment to develop

The male team includes

Shemar Britton, Nigel Bryan, Joel Alleyne and Elishaba Johnson, while the female team has Priscilla Greaves, Neveah Clarkston, Delecia Cummings, Aneka Philips and Thuraia Thomas.

The U13 boys’ team features Brandon Jaikaran, Tyriq Saunders, Jamal Nicholas, Yeudistir Persaud, Navindra Persaud and Niron Bissu while the u15 unit has Alec Hopkinson, Miguel Wong and Nicholas Romain.

The Boys 11 Years and Under team includes Isaiah Layne, Colin Wong and Krystian Sahadeo, while the veterans will see Raynor Hilary Anderson (Copter) in action.

The coaches are Idi Lewis, Hilary Anderson, and Donald Duff, while the team manager is Mahindranauth Jaikaran.

Other members include Dawn Chung (Delegate), Bibi Gaffar (Manager), Rhonda Greaves (Asst Manager), Helen Stanley (Chaperone) and Hermeouna Singh (Physiotherapist).

The teams will commence play in the respective categories on Friday 27th November and are expected to return on the 4th December, 2015.

Sam Billings leads England to T20 win over Pakistan in Dubai SAM Billings’ thrilling half-century led England to a 14-run win over Pakistan and a 1-0 lead in the threematch Twenty20 series.

Billings, in the side for the rested Jos Buttler, blasted 53 from 25 balls to take the tourists to 160-5 in Dubai.

They had earlier been rescued from 19-3 by Eoin Morgan (45 not out) and debutant James Vince (41).

Pakistan slipped to 42-4 and 75-7 and only reached 146 as England leaked runs at the end of the innings.

England, who won the one-day series 3-1 after losing the Tests 2-0, have now won four successive T20 internationals.

Their build-up to the World T20 in India in March continues on Friday at the same ground.

Morgan explained the omission of Buttler and Joe Root was to give opportunities to others before the World T20.

Slingerz, Alpha set up ‘dream final’ Pele FC and Fruta Conquerors to play for third place

OVER the last three years, Slingerz Football Club and Alpha United developed a rivalry unlike any other in local sports, not just football, and on Sunday at the Leonora Stadium, that enmity between the two biggest clubs in Guyana, will be given a chance to iron out positions on the pitch in the final of the STAG Elite League (League Genesis).

The two sides booked their places in the final after coming out in semi-finals which were held at the Guyana Defence Force (GDF) Ground on Wednesday.

In the opening game, Slingerz FC got the better of Fruta Conquerors 2- 0, while Alpha United ‘hammered’ Pele FC 3 – 1 to set up what many are calling a ‘dream final’.

In the opening game of the night’s double header, fans were kept on their feet throughout the 90-minute contest between Fruta Conquerors and Slingerz FC. The sides battled to a goalless first half, despite them both creating equal amount of chances. But in the second half, it was all Fruta Conquerors.

Linden invades Victoria Ground for semis THE semi-final double header of the Guyana Telephone and Telegraph (GTT)/Limacol Round Robin/Knockout tournament goes down tonight at the Victoria Community Centre Ground.

Linden’s force will be great since three teams of the final four are from town while the lone wolf, Victoria Kings will still have home turf advantage. The East Coast of Demerara team will face one of the tournament favourites Topp XX in the feature clash of the double header from 20:00 hours.

In the other semi-final, it will be an all-Linden affair as Winners Connection take on Milerock from 18:00 hours.

Topp XX have played unbeaten so far and are obviously not to be taken lightly since their resolute defence has caused them to concede only two goals in three matches. They boast the likes of veteran Travis Waterton who leads the side with four goals while Oswald Benjamin has been solid in support.

They also have former national player Collie Hercules, who still controls the game from centre field.

However, the hosts have players of quality as well, and playing before their home crowd which is anticipated to be large, is a significant advantage.

Winston Pompey and Alden Lawrence have accounted for six of the eight goals they’ve scored in the three matches, sharing the spoils equally.

The opening game will see Winners Connection who has an outstanding record in the competition so far take the Milerock team that had a shaky start to the tournament but steadily progressed. Winners Connection will look to Marmarlaque Davidson who leads the pack with six goals and his main support has been Keon Sears, who has two of his own.

Meanwhile, Milerock, who had to play four times to reach this stage, is capable of springing an upset to Winners Connection. The trio Clarence Huggins, Jermain Grandison and Denzil Fordyce has taken on the responsibility of getting the goals for the team. Huggins leads the pack with four goals, while Fordyce and Grandison have two apiece.

Up for grabs are $500,000 and the championship trophy for the winners of the tournament, while the runner-up, third and fourth-placed finishers receive $250,000, $125,000 and $75,000 respectively.

Two for two! Phillips adds 200m record to the list

AFTER dismantling the 100 meters record the previous day, teenage sensation Kenisha Phillips returned last evening to add the 200 meters to her record breaking list when the National Schools Cycling, Swimming and Track and Field Championships continued at the Guyana National Stadium.

Phillips won the Girls U-16 200 meters running 25.4 seconds to erase the 25.6 seconds which was set

by South Georgetown’s Tiran Mitchell in 2012 at the same venue.

District 11’s Avon Samuels got in on the record breaking performance as well, while Compton Ceasar and Jason Yaw picked up wins in the male under 18 and under 20 200m, respectively.

In her second record breaking performance in just as many days, Phillips was in fine form as she blazed down the track once again taking on District 12 Cassie Small, and South Georgetown Tiffauna Garnett, who she came up against in the 100 meters finals.

The day also featured the 1500m finals where Claudrice McKoy picked up her third win on the track. The North Georgetown athlete added the girls’ under 16 1500m to her list of wins, which also includes the 3000m, and 800m. McKoy won the event in a time of 5:10.1s.

District 9’s Margaret Augusto was second, and West Demerara’s Joanna Archer was third.

District 11’s Mathew McKenzie finished with a win in the male Under-18 1500m off a time of 4:29.0s.

In the male under 16 1500m District 10’s Selwyn Mingo, who won the 3000m, failed to medal as Jeremy Garrett (4:38.8s), Ronaldo Wishart (4:40.6s), and Graven Stephen (4:44.8s) took the top three spots.

Linden enters final day leading in the Lady Jags Kayla DeSouza named Cycling and Track & Field Championships League 1 Ontario Defender-of-the-Year WITH an unassailable lead in the Cycling and Track & Field Championships, Upper Demerara/Kwakwani (Linden) District 10 are in an almost certain position to capture their 14th National Schools Cycling, Swimming and Track and Field title.

As things stand, District 10 look poised to take a win of the track and field competition, where they are currently in the lead with 525.5 points after the completion of 91 finals.

The Lindeners were also in the lead of the cycling championships after 14 finals with 117 points. Meanwhile they also entered today in the teachers’ championships where they were in second place with 197 points after completing 49 finals.

The teachers’ championships are currently being led by West Demerara District 3 with 234 points after 49 finals.

The only segment of the championships completed so far is the swimming competition, which concluded since Monday. That division was won by North Georgetown District, while District 10 ended in second place.

Though District 10 are the defending champions of the track and field competition of the championships, North Georgetown are the defending over-all champions, and the big question on every spectator’s mind today will be whether North Georgetown will be able to defend

their title, or will they concede to Linden.

North Georgetown team began reigning as the champions since 2012 when they took the title from District 10.

In the track and field championships, North Georgetown enter today holding on strong in second with 374 points, it appears doubtful that they would be able to catch up with the Lindeners.

In other points standing, Corentyne District 6 continue in third place with 299 points, but with West Coast Berbice District 5 close on their heels having 295.5 points. West Demerara District 3 athletes are still fighting their way through so far with 281 points, and New Amsterdam District 15 with 263.5 points.

East Coast District 4, South Georgetown District 12, Essequibo Coast/Pomeroon District 2, and North West District 1 follow with 211.5, 229, 209.5, and 208.5 points respectively.

In cycling North Georgetown have 26 points after 14 finals, barely making it into the top ten, while in the teacher’s championships they are in fourth with 173 points.

District 6 cyclists manage at second place with 95 points, while Distrcit 4 cyclists occupy third place with 58 points.

Events still to be concluded include the completion of the 400 metres track events, as well as the open 5000m and 3000m races, and the 4x100m relays.

There are also the 1500m, and 800m cycling events.

GUYANA’S Kayla DeSouza was named the League 1 Ontario Defender of the year recently when the Canadian Professional Football league announced the top individual performers for 2015.

A regular starter for the Guyanese Women’s National team, Kayla’s strong play all season long was a major factor in her Club Durham United’s outstanding defensive record in 2015. The team conceded only 13 goals between League and Cup play.

A tenacious defender, Kayla also demonstrated a deft touch on the ball and great vision and passing ability out of the back.

Her leadership as team captain was integral to the continued success of Durham, and provided a foundation for the team to build its attacking moves.
