Springtime Events on the WFC Calendar There’s plenty of activities for WFC members going on this spring. The catch is, to try and fit it all in. In order to ensure that members have a good opportunity to enjoy it all, each month we’ll feature “WFC Monthly Highlights.” From now on, there will always be a monthly highlights column similar to what you see to the right. So if you have any special events that you’d like to see highlighted in the Backcast, please let us know about it. We’ll make it a priority for all members so they can be ‘in the know!’ So, referring to the bullet points to the right .. Joe Meyer needs thirteen flies from each member to include in the club fly plate and to fill fly boxes for the Spring Banquet. Since the deadline is March 1st, let’s hope you’ve wrapped things up by now. Lyin’ & Tyin’ will be on Saturday, March 3rd at 9 am. This event at the Gas and Oil Building on King Blvd. By the way, we’d like to officially thank the Audobon Society for letting us use their facility for the past couple of Tyin’ events. Thanks Wanda! The Fly Fishing Film Festival returns this year to the Iris Theatre. If you weren’t able to attend last years film, don’t miss it this year. A perfect way to spend a Saturday. Plus there’s beer available in the lobby! This is great for Casper and as WFC members we can show our continued enthusiasm and support for bringing venues like this to Casper, Also, local vendors attend and there’s always some free giveaways. It’s a win, win! Fish videos, beer and free stuff! The WFC will be in the lobby and actively seeking to enlist new members from this great sporting community. See you there! 1

March 2012 Great Expectations! I can’t wait until Spring arrives. It seems like it could be just around the bend. I know it’s a bit early to be thinking this but when I remember last Spring and the glorious Summer that followed ... well I get lost with my fishing thoughts. Now that I have a whole year ‘under my lanyard’ I’m already thinking of how I can beat my past fish record. So in preparation of my Big Brown, I’ve started to do some homework. Now this is very ambitious on my part, right? but aim high... In this month’s newsletter I’ll be adding some fishing tips for all of us but most likely - as a newbie - I will be the one to benefit the most. I’ve asked “Watchin’ Joe Fish,” the legend, to share some of his insight with the rest of us humans. So be sure and take a look on page 13. Also I’m sharing some of the fish and fly fishing information I’ve been reading. I hope that what I include will not be interpreted as demeaning to any of our veteran fly casters. I just found this information interesting and who knows? it might really help our members hit those “Big Daddies” out there! A toast to Spring and some great catches!

March’s Le#er from Will Here we are coming into March and the WFC Banquet already. Historically I have always really looked forward to March, with its’ lengthening daylight, the promise of warmer weather, and early flowers and trees showing their spring finery. However, here in Wyoming the days do get longer, though the weather seems to be only incrementally warmer and the flowers and trees are quite content to stay hunkered down until sometime in April or May. Fortunately fish need to continually feed throughout the winter months and that gives us warm-blooded critters something to chase after when little else seems to be going on. I hope those of you working on your fish a month have successfully gotten your January and February fish with out loosing any appendages to frostbite. I am looking forward to getting back on the water in March and hope to get my fish for the month with less time pulling ice out of guides and actually being able to have feeling in my fingers for more than half of the time spent on the water. It looks like the banquet is coming together well. Again, my hat goes off to Matt Stanton for stepping up to organize the banquet this year. As usual the banquet chair has an excellent supporting cast who are working on acquiring the auction items and tending to some of the details. Please do not be bashful about asking people you know if they might be willing to support a good cause, better fishing. One can never be 100% sure of the answer if they do not ask. Also, please be sure to get your banquet tickets early so we have good numbers for the caterers. You will notice the entire Bylaws in 3

this issue, which include one small correction to the changes having to do with the election of the president. We will be voting on them at the general meeting on the 14th. Of course, we will be voting on the board and executive committee members as well. Call or email one of the current board members to let them know you’re interested and we’ll get you on the ballot. Mark MARCH 3rd on your calendar, we have the Cabin Fever Clinic at the Rec Center from 1-4 o’clock, followed by the Fly Fishing Film tour at the Iris theater at 6:30 pm. Both events were well attended last year and a good time was had by all. I hope to see everyone at one or the other of the events. Looks like it might be a good time to clean and do some maintenance on the fishing gear while we await the ice moving away from the shores of the lakes, which has become my Wyoming harbinger of spring. So, here is to warm fingers and toes and fish not too hard to fool.

Fish Biology 1 - The Eyes have it! by Peg Novotny I was thinking the other day that if I did some additional research on fish, I might improve my odds of catching bigger fish this year. You know, do my homework so to speak. A wee bit of fish biology might be good place to start ... in an unofficial sort of way, of course. So here we go on the first of several articles on fish biology. Maybe it can help us all. Who knows?

The rule of thumb Sunny day ... use a bright colorful fly. Dark day ...use a dark fly.

It is important to note that when comparing human sight to that of a fish there are two distinct differences. Obviously, shape. For fish, just think of a ‘fish eye’ lens for a camera. It has a round convex form to it. With the

eyes positioned on both sides of a fish head, it also has a 360 degree field of vision. While humans have pupils that contract and dilate to control the amount of light entering the eye ... a fish eye, has rods and cones. The rods are sensitive to light and move forward under low light situations. Cones are sensitive to color and bright lights and move forward when fish are near the surface of the water and the light the brightest. Movement of rods and cones allow fish to see very well in low light underwater and helps distinguish between colors. The color red is an attraction both up close and far away. Seen close, it appears as a vibrant red. Far away, it looks black. In darker light, Trout can’t distinguish color very well. A dark fly will be the most visible to a fish.

Experienced fly casters will often change the fly as the intensity of light changes throughout the day. The rule of thumb is: use a bright colorful fly on a sunny day and a dark fly on a dark day.

Restless? Cabin Fever Rescue at the Recreation Center This year, the club's Cabin Fever Clinic will take place March 3rd, 1:00 to 4:00 p.m, at the Casper Recreation Center, located on 1801 E. Fourth Street. The clinic is free and open to the public. This is a great opportunity to introduce the community to fly fishing. The WFC provides the rods and all materials. Experienced casters and tiers provide one-on-one instruction on fly tying and casting. Last year, we had a great turnout. We will have Fly Casters teaching casting and tying, but we can always use a few more instructors. If you are a good caster or tier, and like to teach, please consider volunteering for this event. We can always use an extra hand. Casting instructors and students will form a line, taking up most of the gym. The tiers will sit at a row up tables. We will be providing an information booth, promoting the club, and actively recruiting new members. The club's resident fly fishing professor Bill Mixer, will be there again and will bring along his "casting analyzer," a high-tech gadget that analyzes every aspect of your cast: Your forward cast, back cast, force used, etc. If you know someone who would like an introduction to casting or tying, this is great opportunity to learn. Rods, reels, hooks and feathers provided. Women and families are encouraged to attend. If you are handy with a rod or vice, and want to teach, we could use your help! Spring Banquet is just around the bend... The Spring fund-raising banquet is scheduled for Saturday, March 31st at the Ramada Plaza Riverside. A nohost cocktail hour and display of auction items will begin at 6:00 p.m. and dinner will be served at 7:00 p.m. Tickets are $25.00 each and only 130 will be sold on a first come first served basis. Ticket sales will begin Monday, March 5th at the Platte River Fly Shop, the Ugly Bug Fly Shop, and Brook Trout Dental. There will also be tickets at the March 14th general meeting. The raffles, silent and live auctions are the highlight of the banquet. The members of the Spring banquet planning committee have been working hard to get donations from friends of the WFC and our favorite suppliers of equipment, clothing and outings. 5

Any club member who wishes to donate quality items for auction is encouraged to contact Matt Stanton, chairman of the Spring banquet planning committee. Outdoor themed art, limited edition fly fishing books and high quality or antique fly rods and reels are always hot auction items. If you have any high quality gear that you are not using, why not put it back into service by donating it for auction or raffle. Contributions of flies for the MacTavish and club fly plates are needed as well. These fly plates bring top dollar when auctioned the night of the banquet. Joe Meyer would like the flies by March 1st in order to complete the plates in time. Members are also asked to contribute a dozen flies for the bucket raffle. All the flies can be dropped off at the Ugly Bug for Joe Meyer.

Call to Order: A board Mee*ng of the Wyoming Fly Casters was held on February 15, 2012. The mee*ng was convened at 7:01 PM, President Will Waterbury presiding, and Casey Leary Secretary. Members in A?endance: Will Waterbury, MaI Stanton, Lee TscheIer, Casey Leary, Spencer Amend, ScoI Novotny, Greg Groves, Joe Meyer and Herb Waterman. Members Absent: Andrew Sauter, Alex Rose and Neil Ruebush all excused. Chris McAtee and Jim Johnson unexcused. Approval of the Minutes: Mo#on was made by Spencer Amend to approve the Secretary’s Report. MoCon Carried. Treasurer’s Report: MaI Stanton presented his treasurer’s report. Mo#on was made by Spencer Amend to approve the treasurer’s report. MoCon carried. Old Business: MaI Stanton presented the benefits of being an affiliate of Federa*on of Fly Fishers. In order for WFC to con*nue the affiliate membership with FFF, we would have to provide the membership roster to the FFF and the FFF assured that the roster would not be given to solicita*on organiza*ons. The FFF requests the membership list as they require affiliates to pay $3 per non FFF members. It should be noted the FFF has contributed items for our banquets in the past and our leIerhead which we use to solicit items for our banquet indicates we are an affiliate of the FFF. Mo#on was made by ScoI Novotny to give the appropriate amount of money to the FFF to con*nue our affiliate status with FFF and provide the membership roster. MoCon carried. New Business: MaI Stanton reported the PlaIe River Parkway Trust sent the WFC a renewal form to con*nue to have a WFC sign on the Parkway at the cost of $600 per side. MaI reported this is in the budget and will send $600 to the PlaIe River Parkway. MaI spoke with the public rela*ons person at Wasatch Wind project, which is in the ini*al stages of development. MaI was advised the wind generators, which will be installed west of the bridge at the Miracle Mile, will not be in sight of the Miracle Mile. Next month we will have elec*ons and no program, in April we will have our fly fishing swap meet. In May, MaI Hahn of the WGFD will present a program. In October a geologist will present a program on the geology of the North PlaIe River. Casey Leary volunteered to be a streamkeeper at the Miracle Mile Robinder ou*ng in October. The complete WFC By Laws will be published in the Backcast this month so we can vote on the proposed changes. MaI Stanton will purchase items for the monthly raffle at the general membership mee*ngs while Lee TscheIer will manage the monthly raffle. Greg Groves reported the Trout Derby at Yesness Pond will be held June 2, 2012. He met with Robin Kepple of the WGFD and Walleye Club member, who would appreciate any help the WFC could provide at the derby. Mo#on made by MaI Stanton that we help the WGFD at the Trout Derby on June 2, 2012. MoCon carried. Will Waterbury reported the state Trout Unlimited is solici*ng funds for a study the USGS, with the support and encouragement of the fisheries team in Yellowstone, involving hydro-­‐acous*c telemetry on Yellowstone Lake. Hydro-­‐acous*c tags were implanted in adult lake trout to collect data and monitoring will begin. As these lake trout move, and especially as they congregate to spawn around the middle of September, their travel corridors and spawning beds will be located and confirmed. This informa*on will lead to more accurate gill net placements and targe*ng of spawning lake trout. Mo#on by Casey Leary that the WFC provide a dona*on to cover the cost of one tag, approximately $400. MoCon carried. The Wildlife Conserva*on Fund sent the WFC a leIer of thanks for the $20,000 the WFC provided for the Government Bridge project. The Cabin Fever Clinic is set for March 3, 2012. ScoI Novotny will have the WFC display at the Fly Fishing Film, which follows the Cabin Fever Clinic.

WYOMING FLY CASTERS BYLAWS ARTICLE I Meetings of Members Section 1. Place of Meetings. Every meeting of the members of Wyoming Fly Casters Club, Inc. (hereinafter called the Corporation) shall be held at a location designated by the Directors in the state of Wyoming. Section 2. Monthly Meetings. Each monthly meeting of the members of the Corporation, for the election of directors and for the transaction of such other business as may properly come before the meeting shall be held on the 2nd Wednesday of each month at 7:00 p.m. or at such hour as may be specified. Meetings of the membership shall adhere to Robert's Rules of Order. Section 3. Special Meetings. Special meetings of the members for any purpose or purposes, unless otherwise regulated by statute, may be called by resolution of the Board of Directors of the Corporation (hereinafter called the Board) or by the President or Secretary and shall adhere to Robert's Rules of Order. Section 4. Notice of Meetings. Notice of every meeting of the members shall be in writing. Such notice shall state the purpose or purposes for which the meeting is called and the time when and the place within the State where it is to be held, and a copy thereof shall be served, either personally or by mail, upon each member of record entitled to vote at such meeting, not less than three nor more than forty days before the meeting. If mailed, it shall be directed to each member at his address as it appears on the membership book unless he shall have filed with the Secretary of the Corporation a written request that notices intended for him be mailed to some other address, in which case it shall be mailed to the address designated in such request. Notice given in the Corporation’s monthly newsletter may serve as meeting notice. Section 5. Quorum. A quorum, for the transaction of business, shall consist of those members present at a regularly scheduled meeting. Section 6. Voting. Unless otherwise provided in the Certificate of Incorporation of the Corporation or other certificates filed pursuant to law, each member of record having voting power shall at each meeting of the members be entitled to one vote, and may vote either in person or by written proxy. At all meetings of members, a quorum being present, all matters, except those the manner of deciding upon which is otherwise expressly regulated by law or by the Certificate or Incorporation of the Corporation or these Bylaws, shall be decided by the vote of a majority in voting interest of members present in person or by proxy and entitled to vote thereat. Except in the case of a vote for the election of directors, unless demanded by a member present in person or represented by proxy at any meeting of the members and entitled to vote thereat or so directed by the Chairman of the meeting, the vote thereat on any other question need not be by ballot. Upon a demand by any such member for a vote by ballot on any question or at the direction of such Chairman that a vote by ballot be taken on any question, such vote shall be taken. On a vote by ballot each ballot shall be signed by the member voting, or in his name by his proxy. Except as otherwise required by law or these Bylaws all voting may be via voice. Section 7. Gender. Whenever a personal pronoun is used, it shall be interpreted to refer to persons of either gender. ARTICLE II Directors Section 1. General Powers. The Board shall manage the business and affairs of the Corporation and may exercise all such authority and powers of the Corporation and do all such lawful acts and things, including the formation of committees, as are not by law, the Certificate of Incorporation or these Bylaws, directed or required to be exercised or done by the members. The whole Board shall be in charge of programs and shall work collectively to ensure programs are planned for monthly member meetings. Section 2. Number, Qualification, and Term of Office. The number of directors of the Corporation shall be such number, not less than three nor more than twenty-five, as shall from time to time be determined by the Board. All directors shall be members in good standing of legal age and shall be a citizen of the United States and a resident of the State of Wyoming. The term of office of the directors in office shall be for a period of three years or until their successors are elected. The Board shall, at its discretion, designate the number of directors who shall serve for two and three-year terms. The Board shall act as a nominating committee for the annual election of officers and directors and shall present their designated nominees in writing to the members in the notice for the monthly meeting of members. At such monthly meeting, nominations for directors may be received from the floor. Section 3. Election of Directors. At each meeting of members for the election of officers and directors at which a quorum shall be present, the persons receiving a plurality of votes cast shall be deemed elected. Each officer elected shall be deemed a member of the Board of Directors. The elected President shall appoint committee chairmen who shall be deemed Directors upon the approval of a majority of the Board for the duration of their appointment at chair. Section 4. Quorum and Manner of Acting. Except as provided in Section 10 of

this Article II, a majority of the whole Board shall constitute a quorum for the transaction of business at any meeting. Any act of a majority of the directors present at any meeting at which a quorum shall be present shall be the act of the Board. In the absence of a quorum a majority of the directors present may adjourn any meeting from time to time until a quorum be had. Notice of any adjourned meeting need not be given, other than by announcement at the meeting at which such adjournment shall be taken. Section 5. Place of Meeting. The Board may hold its meetings at such place or places within or without the state of Wyoming as the Board from time to time may determine or as shall be specified or fixed in the respective notices or waivers of notice thereof Section 6. Regular Meetings. Regular meetings of the Board shall be held at such times and places as the Board by resolution may determine. If any day fixed for a regular meeting shall be a legal holiday at the place where the meeting is to be held, then the meeting which would otherwise be held on that day shall be held at the same hour on the next succeeding business day at said place. Section 7. Special Meetings. Special meetings of the Board shall be held whenever called by the President or by any two of the directors. Section 8. Notice of Meetings. Notice of each regular and special meeting of the Board, stating the time, place and purpose thereof, shall be mailed to each director, addressed to him at his residence or usual place of business, or shall be sent to him at such place by telegraph by electronic mail, or be delivered personally or by telephone, at least one (1) day before the day on which the meeting is to be held, but notice need not be given to any director if such notice shall be waived by him and any business may be transacted by the Board at a meeting at which every member of the Board shall be present, though held without notice. Notice given in the Corporation’s monthly newsletter may serve as meeting notice. Section 9. Removal of Directors. Any director may be removed at any time, either with or without cause, by the affirmative vote of the majority of members of the Corporation entitled to vote, given at a special meeting of such members called for that purpose; and the vacancy in the Board caused by any such removal may be filled by the members at such meetings. Section 10. Vacancies. Any vacancy in the Board caused by death, resignation, removal, increase in the number of directors, or any other cause, may be filled for the unexpired term by a majority vote of the remaining directors, though less than a quorum, or by the members at the next monthly meeting or at any special meeting called for the purpose with special consideration being given to unelected nominees of the immediately previous election. Section 11. Absences. In the event that any Director of the Board of Directors of the Wyoming Fly Casters shall have three (3) consecutive unexcused absences from the regular meetings of the Board of directors, that Director shall be automatically suspended from the Board, and the Board shall declare the office of said Director to be vacant. The suspended Director may formally apply for reinstatement to the board. The Board will review the application and vote on reinstatement. If the application fails to receive a majority vote of the Board; the Board may nominate another member to fill the vacancy. The nominee shall be voted on by the Board and by majority vote, shall be appointed to fill the remaining term of the vacated office. ARTICLE III Officers Section 1. Number. The executive officers of the Corporation shall be the President, President Elect, Vice President, a Secretary and a Treasurer; who shall be members of the board and there may be, in addition, such subordinate officers, agents and employees as shall be appointed in accordance with the provisions of Article III, Section 3 of these Bylaws. No one person may hold the office of, and perform the duties of, any two or more offices. The Board may require any such officer, agent or employee to give security for the faithful performance of his duties. Section 2. Election, Term of Office Qualifications. The executive officers of the Corporation, except for the President, shall be chosen annually by the Membership, each thereof to hold office for a period of one year., with the exception of the President Elect, who shall serve one (1) year as President Elect and shall serve the next year as President or until his successor shall have been duly chosen and shall qualify, or until his death or until he shall resign, or shall have been removed in the manner hereinafter provided. Section 3. Subordinate Officers, etc. The Board may appoint such subordinate officers, agents or employees as the Board may deem necessary or advisable, including one or more additional Vice-presidents, one or more Assistant Treasurers and one or more Assistant Secretaries, each of whom shall hold office for such period, having such authority to perform such duties as are provided in these Bylaws or as the Board may from time to time determine. The Board may delegate to any executive officer or to any committee the power to appoint any such additional officers, agents or employees.

Section 4. Removal. Any officer of the Corporation may be removed, either with or without cause, at any time, by resolution adopted by a majority of the whole Board at a special meeting called for that purpose. Section 5. Vacancies. A vacancy in any office, because of death, resignation, removal, or any other cause, shall be filled for the unexpired portion of the term in the manner prescribed in Sections 2 and 3 of this Article III for the election or appointment to such office. Section 6. The President. The President shall be the chief executive officer of the Corporation and shall have general supervision over the business of the Corporation, subject to the control of the Board. He shall, if present, preside at each meeting of the members and of the Board. He shall see that all orders and resolutions of the Board are carried into effect. He may sign, with the Treasurer or an Assistant Treasurer, or the Secretary or an Assistant Secretary, certificates of membership of the Corporation; and he may sign, execute and deliver in the name of the Corporation all deeds, mortgages, bonds, contracts or other instruments authorized by the Board, except in cases where the signing, execution or delivery thereof shall be required by law otherwise to be signed, executed and delivered, and he may affix the seal of the Corporation to any instrument which shall require it. He shall be in charge of outings and as such he shall report to the Secretary, Treasurer and Board an account of the proceedings of the corporation relative to outings. He shall co-chair the Budget committee with the Treasurer and shall annually present a budget to the Board of Directors for approval. In general he shall perform all duties incident to the office of President and shall perform such other duties as may from time to time be assigned to him by these Bylaws by the Board of Directors. Section 7. The President-Elect The President Elect shall have such powers and perform such duties as the Board or the President shall from time to time prescribe and shall perform such other duties as may be prescribed by these Bylaws. The President-Elect shall be the person in charge of outings and programs. At the request of the President, or in case of his absence or inability to act, the President Elect or, if there shall be more than one Vice President then in office, that one of them who shall be designated for the purpose by the President or by the Board of Directors shall perform the duties of the President, and when so acting shall have all the powers of, and be subject to all the restrictions upon, the President. As such he/she shall report to the President, Treasurer and Board an account of the proceedings of the corporation relative to outings and programs. The President Elect shall chair the Budget committee and shall present a budget to the Board of Directors. The President Elect shall assume the duties of President upon the completion of the elected President’s term. Section 8 7. Vice President. Each Vice President shall have such powers and perform such duties as the Board or the President may from time to time prescribe and shall perform such other duties as may be prescribed by these Bylaws. The Vice President shall be in charge of clinics and shall chair the membership committee. As such he/she shall report to the President and Board an account of the proceedings of the membership committee and shall report to the Board the status of any/all clinics. Section 9 8. The Treasurer. The Treasurer shall have charge and custody of, and be responsible for, all the funds and securities of the Corporation and shall keep full and accurate accounts of receipts and disbursements in books belonging to the Corporation and shall deposit all monies and other valuable effects in the name of and to the credit of the Corporation in such banks or other depositories as may be designated by the Board; he shall disburse the funds of the Corporation as may be ordered by the Board, taking proper vouchers for such disbursements, and shall render to the President and to the directors at the regular meetings of the Board or whenever they may require it, a statement of all his transactions as Treasurer and an account of the financial condition of the Corporation, and may have charge of the membership book and also of the other books, records and papers of the corporation; and in general, he shall perform all the duties incident to the office of Treasurer and such other duties as may from time to time be assigned to him by the Board. He may sign, with the President or Vice President, certificates of membership of the Corporation. He shall co-chair the Budget committee with the President and shall annually present a budget to the Board of Directors for approval. Section 10 9. The Secretary . The Secretary shall act as Secretary of, and keep the minutes of, all meetings of the Board and of the members; he shall cause to be given notice of all meetings of the members and directors; he shall be custodian of the seal of the Corporation and shall affix the seal, or cause it to be affixed, to all documents the execution of which on behalf of the Corporation under its seal shall have been specifically or generally authorized by the Board; he may have charge of the membership book and also of the other books, records and papers of the Corporation relating to its organization as a corporation, and shall see that the reports, statements and other documents required by law are properly kept or filed; and he shall in general perform all the duties incident to the office of the Secretary. He shall also have powers and perform such duties as are assigned to him by these Bylaws, and he shall have such other powers and perform such other duties, not inconsistent with these Bylaws, as the Board shall from time to time prescribe. ARTICLE IV Resignations Any director or other officer may resign his office at any time by giving written notice of his resignation to the President or the Secretary of the Corporation. Such resignation shall take effect at the time specified therein, or, if no time be specified therein, at the time of the receipt thereof, and the acceptance thereof shall not be necessary to make it effective. ARTICLE V Contracts. Checks. Drafts. Bank Accounts. Etc.

Section 1. Execution of Contracts. In addition to the provisions of Article III, Section 6 of these Bylaws, the Board may authorize any officer or officers, agent or agents, in the name and on behalf of the Corporation, to enter into any contract or execute and deliver any instrument, and such or confined to specific instances; except as is provided by Article III, Section 6 of these Bylaws with respect to the powers and authority of the President, and, unless so authorized by the Board or expressly authorized by these Bylaws, no officer or agent or employee shall have any power or authority to bind the Corporation by any contract or engagement or to pledge its credit or to render it pecuniarily liable for any purpose or to any amount. Section 2. Loans. No loans shall be contracted on behalf of the Corporation and no negotiable paper shall be issued in its name unless authorized by resolution of the Board. When authorized by the Board so to do, any officer or agent of the Corporation thereunto authorized may effect loans and advances at any time for the Corporation from any bank, trust company, or other institution, or from any firm, corporation or individual, and for such loans and advances may make, execute and deliver promissory notes, bonds, or other certificates or evidences of indebtedness of the Corporation and may pledge, hypothecate or transfer any securities or other property of the Corporation as security for any such loans or advances. Such authority may be general or confined to specific instances. Section 3. Checks, Drafts, Etc. All checks, drafts and other orders for the payment of monies out of the funds of the Corporation and all notes or other evidences of indebtedness of the Corporation shall be signed on behalf of the Corporation in such manner as shall from time to time be determined by resolution of the Board. Section 4. Deposits. All funds of the Corporation not otherwise employed shall be deposited from time to time to the credit of the Corporation in such banks, trust companies or other depositories as the Board may select- or may be delegated by the Board; and, for the purpose of such deposit, the President, any Vice President, the Treasurer, the Secretary or any other officer or agent or employee of the Corporation to whom such power may be delegated by the Board may endorse, assign and deliver checks, drafts, and other orders for the payment of monies which are payable to the order of the Corporation. Section 5. Finance Committee. The Finance Committee, chaired by the Treasurer, and comprising not less than two additional members appointed by the board to a 1 year term, will meet three times each year, and at the request of the board, to review, summarize and rank all written grant and donation proposals submitted to the club. These requests for grants and donations will then be presented at the January, May, and September board meetings for disposition. Grant proposals not submitted through the finance committee may be considered by unanimous consent of the board. The general membership will be notified of the Finance Committee meetings one month prior by published notice in the Backcast. Section 6. Annual Budget. The Board of Directors shall consider and adopt a budget that outlines income and expenditures for the fiscal year and shall require of the Treasurer quarterly reports as to conformance to the budget. ARTICLE VI Membership Section 1. Cards. Membership cards shall be issued and signed by an officer of the corporation. ARTICLE VII Offices and Books Section 1. Offices. The principal office of the Corporation shall be at such place in the City of Casper, County of Natrona, as the Board may determine. The Board may from time to time and at any time establish other offices of the Corporation or branches of its business at whatever place or places seem to it expedient. Section 2. Books. There shall be kept at the office of the Corporation in the State of Wyoming correct books of all the business and transactions of the Corporation, a copy of these Bylaws and the membership book of the Corporation, showing their respective places of residence, and the time when they, respectively, became members. ARTICLE VIII Seal The Board shall provide a corporate seal, which shall be in the form of a circle and shall bear the name of the Corporation and words and figures indicating the year and the state in which the corporation was incorporated and such other words or figures as the Board may approve and adopt.

ARTICLE VIIIIX Fiscal Year The fiscal year of the Corporation shall be as determined by the Board of Directors. ARTICLE IXX Waiver of Notice When any notice is required to be given to any member of the board or any general member, a waiver thereof in writing signed by the person or entity entitled to such notice, whether before, at, or after the time stated therein, shall be equivalent to the giving of such notice. ARTICLE XI Amendments These Bylaws, or any part of them, may be altered, amended or repealed, or new Bylaws may be made, at any monthly or special meeting, by the members of the club provided that the proposed action in respect thereof shall be stated in the notice of such meeting, or that such notice shall be waived. Yogurt-Dill Oven-Fried Fish 1/2 cup plain nonfat yogurt 1 cup crushed croutons 1/2 TBSP dill weed 1 - 1/2 Lb.trout fillets (skin removed) Heat oven to 400 degrees. Spray a cooking sheet with cooking spray. In a bowl, combine yogurt & dill. Dip each fillet in yogurt and then coat with crumbs. Arrange fillets on baking dish. A standard dry fly should hold up through a dozen fish, a typical nymph or wet fly through 20.

Dry Fly, Wet Fly, Nymph ... oh my! Not sure what the difference is between a dry fly, wet fly and nymph? Got me. So I checked into it... A dry fly imitates a natural insect that is floating on the top of the water. Fish are very sensitive to any motion of their water and how currents move the insects they want for food. In fly fishing, if a dry fly is moving even slightly against the current, the fish will have nothing to do with it. The fly may look like something the fish recognizes but it is not acting the same an insect would. The fish recognizes it as something foreign in the water and leaves it alone. Contrary to popular belief, they’re not stupid. In fly fishing, a wet fly is imitating a drowned, or drowning, natural insect and is fished below the water surface. No one is sure if the wet fly is seen as nymph. Because of this, less and less wet flies are being sold. Wet fly fishing is the oldest form of fly fishing. It dates back to descriptions of the early Macedonian people.

A nymph is the stage between an egg and the adult in the life cycle of an insect. In fly fishing, flies that resemble nymphs are growing popularity. The nymph fly is just below the surface of the water. When a fish bulges the water without breaking the surface, he is nymphing ... robbing the cradle so to speak. This means that the fish is eating the natural nymphs just as they are emerging from their shell. This is exactly what a nymph fly imitates.
