Financially dependent student: Be a dependent student with one or both of their parents or legal guardians having maintained a bona fide domicile in the state of Washington for at least one year immediately before the first day of the quarter for which they have registered at any institution.
To apply for residency reclassification, students submit a residency questionnaire and provide the required documentation to Enrollment Services. Students may apply for residency reclassification through the 30th calendar day of the quarter. See residency questionnaire for complete details. Residency questionnaires are available online, in Enrollment Services, or by calling ext. 2500.
Percentage of refund
1. 100 percent refund of tuition and fees—When courses or programs are canceled by the college or through the fifth instructional day of the quarter when a student officially withdraws from class. 2. 40 percent refund of tuition only (No fees will be refunded after the 100% refund period ends)—When official withdrawal occurs after the fifth instructional day of the quarter through the end of the refund period (see next bullet). 3. No refunds—After the 15th calendar day of the quarter. The 15th calendar day is the end of the refund period. 4. Short-term classes—100% refund of tuition and fees when official withdrawal occurs prior to the first day of class only. Shot-term classes are indicated by dates published with the class listing.
Note these additional points: • Residence is not an equivalent of domicile only—must also provide documentation supporting student’s financial independent or dependent status. • A student cannot qualify as a legal resident of Washington for tuition calculation purposes if she/he possesses a valid out-of-state driver's license, vehicle registration, or other documents that give evidence of being legal resident in another state. • The domicile of a minor is normally that of the parent or legally appointed guardian. • International students attending Green River who have been issued an I-20 form are classified as non-resident regardless of length of residency in Washington state.

Nonresident Waiver
Financial Aid:
The Washington State Board for Community and Technical Colleges has authorized the colleges to waive a portion of the nonresident tuition rate for United States citizens and INS Permanent residents who have not met the above criteria for in-state residency. Green River honors this automatic waiver at the time student makes application to the college. The student pays the non-Washington resident tuition rate (see chart on page 4).
International Students:
HB 1079 (Undocumented Person) Waiver Effective July 1, 2003, Washington state law was changed to make certain students who are not permanent residents or citizens of the United States eligible to pay resident tuition rates. To qualify students must complete an affidavit declaring they have resided in Washington state for three years immediately prior to receiving a high school diploma and completed the full senior year at a Washington high school or completed the equivalent of a high school diploma in Washington.
Veterans Services—ext. 2466 Veterans Administration education assistance benefits are computed as follows: 12 or more credits equals full time; 9-11 credits equals three-quarter time; 6-8 credits equals half time; 5 or fewer credits equals tuition fees only. Certification for educational benefits will be forwarded to the VA after proof of registration has been received by the Green River Veterans’ Services Office or when the recipient requests Advance Pay, which must be received by the VA no later than 45 days prior to the beginning date of the quarter. Reduced tuition is available for veterans subject to established guidelines. For information, visit Enrollment Services in Lindbloom Student Center, second floor. A certified copy of your DD 214 or a letter from your commanding officer will be required. Active duty military must submit copy of orders to Washington to Enrollment Services.
Withdrawal and Refund Policy Credit classes
It is the student's responsibility to withdraw from the college or from individual courses. Students must withdraw online or submit a withdrawal/ change of schedule form to guarantee the accuracy of their permanent records and to begin refund procedures when applicable. The student may receive a refund under the following conditions:
5. Refunds of less than $10 will not be made. 6. Appeals to the refund policy must be submitted to the Enrollment Services Office in written form with supporting documents attached. Refund appeals must be received by the Enrollment Services Office within one year of the quarter in question. 7. A separate refund policy applies to students receiving financial aid. Tuition refunds must be returned to the financial aid account and not to the student.
Students may jeopardize their future financial aid eligibility by dropping classes. Please check with financial aid if you have questions. If you are an F-1 international student and you drop below 12 credits without permission, your SEVIS record and student status through Green River will end.
Running Start:
Withdrawing from class(es) can impact your high school graduation and continued program eligibility. You are responsible for communicating schedule changes with your high school.
