Greeneville And Greene County Both Require Building Permits Greeneville requires building permits for the construction or remodeling of any residential or commercial structure. The Greeneville Building Inspections Department enforces the 2006 International Building Code, which requires two sets of construction documents to be submitted with each permit application. The following must be done to obtain a building permit in Greeneville: • Meet with the building department early in the design process to review the proposed project. Special attention should be focused on any special design features, or hazardous occupancies. • Submit drawings to the building department and allow time for an adequate plan review, typically two weeks. • The contractor shall submit proof of licensure and insurance as required

by state law. • Pay all required fees. • Storm water/soil erosion controls shall be in place and approved prior to the start of any work. • Call for required inspections as work progresses. COUNTY PERMITS, CODE Greene County requires building permits for all construction — except construction used for agricultural purposes — that occurs outside the corporate limits of Greeneville. There Are Guidelines For Property Inside Greeneville Historic District Greeneville’s Historic District spans Main Street from the Crescent Building to the G. Thomas Love Underpass. The Historic District also covers portions of College, Irish, Church and other streets off Main, along with Oak Grove Cemetery. Commercial and residential structures located on property in the Historic District are subject to guidelines of the Greeneville Historic Zoning Commission. Any planned exterior alterations to these structures that are visible from the right-of-way must be approved by the Historic Zoning Commission before a building permit can be issued for work. Interior alterations are not subject to Historic Zoning Commission guidelines. The Historic Zoning Commission follows an adopted set of design guidelines, which includes sections on masonry, wood, metal, roofs, windows, entrances and porches, storefronts, surface coatings and finishes, structural systems, utilities, building additions, outbuildings and other site structures,

new construction, and demolition. The commission also follows the U.S. Secretary of Interior’s standards, if necessary. Some planned exterior alterations can receive expedited approval by certain individual members of the commission, if they meet certain requirements. Applications for Certificates of Appropriateness for exterior alterations in the Historic District must be obtained from and submitted to Greeneville Town Hall. The Historic Zoning Commission meets twice a month, on the first and third Tuesdays at 10 a.m. in the board room at Greeneville Town Hall. Chairman of the commission is Alderman Sarah Webster. To submit an application for a building permit in Greene County, the following information is needed: • name of current or previous property-owner or owners; • applicant name; • a telephone number; • the 911 address of property where the structure will be erected; • a copy of an approved plat if there has been a division of the property; • a description of what is being built, including a site plan, drawing or sketch showing the dimensions and layout of the structure. In some cases, addi-

tional information may be needed by the building official; • property lines and structure must be staked with a minimum of 18-inch stakes; • stakes showing the exact location of the structure; • cash or check for the building permit application amount; • updated state contractor's license, updated workers compensation insurance papers and a current Greene County business license to have on file with each permit. All permits are issued on site when an initial inspection is completed and application is approved.
