the GRASP project partners have launched a series of seminars focused on energy efficient solutions, e-GPP regulation (EU/national/regional/local) and EE/RES technologies. The training courses have been praised by the participants as “useful, informative and worthwhile” since, apart from learning sessions, they include a number of exercises on the GRASP tools and offer a valuable exchange of knowledge. By the end of May 2015, more than 25 theoretical and practical GRASP seminars will have been organised. The number of attendees of the courses has already passed the 1,000 mark in the 8 different EU regions of GRASP!

The main purpose of the first round of seminars (17 October 2014) was to provide the participants with the basic methods of «Using Technologies and Applications of Energy Efficiency and Renewable Energy Sources, with Hands on Use of Tools». In this context, the main topics of the agenda included:

Energy planning optimization. On 30 April 2015 the Municipality completed the cycle of specialized training by offering the second seminar, which was technical. The main purpose of the meeting was to present the new GRASP electronic platforms, e-gPP and TMN, as well as the GRASP database. The participants, PAs and SMEs who had attended the first seminar, evaluated the platforms, addressed their questions on the platform functions, and

produced by GRASP. Speakers focused on calculation of Life Cycle Cost (LCC) of products, and CO2 emissions with respect to Green Public Procurement (GPP). This event brought together many representatives from the Tuscany Region, nearby municipalities, and others who were able to see examples of the economic benefit of buying “green products over their counterparts. The seminar included the introduction of a tool, still under development, to calculate the Life Cycle Cost of two similar products, and many suggestions were given for further development of the idea. The participants heard from Lidia Capparelli, a representative of CONSIP, the National Public Procurement Agency, who gave examples of the simplicity and power of per-

ready existing. The two major points of this seminar were: first, a tool exists and it is simple, powerful, and full of potential. It can help a business or organization to quickly calculate the LCC of a product and the emission of CO2 from a quantitative and economic point of view; and second, LCC is a simple way to calculate the long-term benefit of Green Public Procurement. With this new information, the participants at this event will better achieve their goal of reducing CO2 emissions. When implementing a Sustainable Energy Action Plan (SEAP), GPP, through this tool, can represent one of the possible actions for controlling GHG emissions, energy consumption and avoiding CO2 emissions at a local level.

GRASP seminar was hosted by the Municipality of Spata-Artemis (PP 6),

Greece on the 14th of November. This seminar was the first of the two seminars that were organized in the framework of GRASP. It had a theoretical character and aimed to raise awareness and train the stakeholders on energy issues. The title of the event was, "Technologies and applications of Energy Efficiency (EE) and Renewable Energy (RES) sources, with hands-on use of tools"; the educators, all experts in their field, covered a wide range of EE and RES subjects. The seminar was attended mainly by representatives of the public sector and specifically by the staff of the Technical Services, Supplies and other departments who were interested or specialized in the topics of EE and RES. The majority of the participants pointed out that their attendance of the seminar improved their understanding of the topic, and that the speakers represented all the main types of expertise needed in the targeted issues.

Chamber of Commerce and Industry of Terrassa On November 2014, the Chamber of Commerce and Industry of Terrassa organised GRASP seminars aiming to inform the participants on the GRASP tools and provide to the potential tender bidders knowledge about eprocurement processes.

Speakers also focused on the new energy efficient technologies in lighting and air conditioning and on the processes for the rehabilitation of buildings. The seminar was attended by representatives of public and private sector, which were satisfied by the content, the outcomes of the program.

The Project Project GRASP “GReen procurement And Smart city suPport in the energy sector of the MED programme is funded by national funding agencies, participating entities, and the European Commission through ERDF. It is a 27-month project with a budget of EUR 2.234.991 (ERDF cofinancing: EUR 1.474.203, IPA co-financing: EUR 256.700 and National public co-financing: EUR 504.088). The objective of GRASP is to increase the potential of MED Smart cities in organizing and developing Smart and Green e-Procurement processes with a focus on renewable energy sources and energy efficient solutions. The development of an advanced green transnational procurement system will empower the cooperation between the MED public administrations and SMEs involved in adopting innovative solutions in the energy sector while enabling them to better meet their carbon reduction commitments by 2020.
