GRASP: GReen procurement And Smart city suPport Obiettivo principale del progetto GRASP è facilitare la comunicazione fra le Agenzie Pubbliche (AP) e le PMI sviluppando due database (Database di Conoscenze e Soluzioni) e un servizio eGP (Public Procurement Verde telematico). Tali strumenti sono stati già sviluppati dall’équipe tecnica di GRASP e sono attualmente in via di collaudo. Nei prossimi mesi, saranno testati e valutati da due dei principali gruppi target del progetto, le Agenzie Pubbliche (AP) e le PMI, attraverso azioni pilota e di prova.

I Database Il database delle Soluzioni mira a raccogliere le esigenze delle AP e quello delle Conoscenze a raccogliere le migliori soluzioni disponibili sul mercato offerte dalle PMI. Tali esigenze e soluzioni saranno inserite nei database in base alla categoria a cui appartengono in relazione all’Efficienza Energetica-EE e alle Fonti d’Energia RinnovabiliFER. Inoltre, i prodotti inseriti saranno disposti secondo il tipo e i loro elementi chiave. Le informazioni disponibili su ciascun prodotto comprenderanno le specifiche tecniche dello stesso e i criteri verdi a cui risponde. I database sono stati sviluppati in modo da permetterne l’estensione in qualunque momento aggiungendo nuovi prodotti e categorie EE-FER, fatta eccezione per quelli già inclusi nel GRASP. Una volta terminato il collaudo dei database, tutte le PMI sono invitate a registrarsi e a inserire i propri prodotti nel Database delle Conoscenze!

Servizio eGPP I due database saranno collegati attraverso il servizio di eGPP, stabilendo così la comunicazione fra le AP e le PMI. Il servizio di eGPP offrirà assistenza alle AP nella fase di preparazione di una gara. Consultando il Database delle Soluzioni, le AP potranno cercare le migliori e più recenti soluzioni offerte sul mercato al fine di formulare la loro offerta nel modo più efficiente ed economico. In più, controllando i criteri verdi dei prodotti potranno richiedere ai partecipanti alla gara il rispetto di specifici criteri ambientalisti.

Azioni pilota Una volta resi completamente funzionali tali strumenti potranno essere testati dai partner attraverso delle azioni pilota e di prova. Tre azioni pilota saranno realizzate in Italia (Provincia di Perugia), a Malta (IRISS) e in Corsica (SIEEP). Questi tre partner prepareranno delle gare che saranno pubblicate in tempo reale e a cui avranno l’occasione di partecipare le PMI dell’intera area mediterranea. Gli altri partner testeranno il servizio applicando la metodologia GRASP a gare superate-terminate e confrontando i risultati di ciascun percorso.

REPUBLIC-MED e REMIDA Il 24 febbraio 2014 i tre progetti del programma MED - GRASP, REPUBLICMED e REMIDA – hanno firmato un Protocollo d’Intesa e da quella data continuano a collaborare attraverso lo scambio di idee e risultati, e la pianificazione di azioni e interventi futuri comuni. Obiettivi comuni dei tre progetti sono: la raccolta delle buone pratiche applicate nei paesi dell’UE in materia di Efficienza Energetica e delle FER, lo sviluppo di indicatori per la misurazione/valutazione di soluzioni efficienti volte alla sostenibilità energetica, lo sviluppo di database GRASP che raccoglieranno le richieste e

le soluzioni offerte nell’ambito delle tecnologie per l’Efficienza Energetica e le FER, nonché il coinvolgimento di enti pubblici nella redazione dei bandi di gara attraverso lo sviluppo del servizio GRASP eGPP. I risultati di tale azione sinergica saranno presentati durante l’evento che sarà organizzato dai tre progetti il 12 marzo 2014.

CO-EFFICIENT è un progetto che si inserisce nell’ambito del programma MED volto a potenziare l’innovazione e le tecnologie già disponibili per l’efficienza energetica e a promuovere l’utilizzo di fonti di energia rinnovabili nei processi produttivi delle PMI che sorgono nell’area mediterranea. I punti chiavi del progetto sono l’innovazione delle PMI, la gestione e applicazione del capitale conoscitivo, e la personalizzazione delle

tecnologie disponibili all’interno delle PMI. L’obiettivo principale del progetto è la realizzazione di un quadro di collaborazione che prevede due Living Lab. Obiettivi comuni di GRASP e CO-EFFICIENT sono: lo sviluppo di database di e-procurement delle PMI per GRASP; lo sviluppo del database Knowledge per il progetto CO-EFFICIENT e la raccolta delle Buone Pratiche nel Quadro Giuridico per Gli Appalti Pubblici a livello Europeo e Nazionale per entrambi i progetti.

BIOFOSS Il 1 dicembre 2014 GRASP ha firmato un Protocollo d’Intesa con il partner greco del progetto BioFoss, la Società di Teleriscaldamento della Regione di Amyntaion (DETEPA). L’obiettivo strategico del progetto è proteggere l’ambiente e le sue risorse in funzione del raggiungimento degli obiettivi europei e nazionali fissati per il 2020 per far fronte alla sfida globale posta dai cambiamenti climatici. L’idea sottesa al progetto è quella di ampliare il capitale conoscitivo della regione nell’ambito dello sfruttamento delle biomasse soprattutto a scopi termici come fonte di energia pulita, e di incoraggiare inoltre l’utilizzo delle biomasse attraverso un numero di progetti dimostrativi, attività di divulgazione e

visite di studio nel territorio dell’UE dove le risorse di biomassa sono ampiamente sfruttate. Nell’ambito del progetto è previsto uno studio finale (gara d’appalto) per un parziale rafforzamento della rete di teleriscaldamento Amynteon con un vasto impianto cogenerativo a biomassa. Inoltre, il progetto prevede la progettazione, la redazione della documentazione di gara, l’approvvigionamento di pellet e l’installazione di un bruciatore a pellet in una scuola elementare (con una conseguente riqualificazione energetica) a Lechovo, Amyntaion. GRASP può contribuire ad agevolare l’implementazione di questi processi.
