During the past few months the consortium of GRASP and its technical team has been working on the development of the databases and the methodology of the eprocurement toolkit. For organising the work and monitoring its progress several technical meetings took place.

Internal meetings Technical Meeting and Workshop in Municipality of Pilea-Hortiatis, Thessaloniki More than 40 project partners attended the workshop and the technical meeting that they were hosted by Municipality of Pilea - Hortiatis, in Thessaloniki, Greece (29 & 30/09/2014). For two days, in the Municipality's offices, environmental experts from the European Union, special guests from other projects and specialists on technologies of EE and RES, presented their work and knowledge to the participants during the workshop at afternoon sessions. Furthermore, the main purpose of the technical meeting, that was dedicated at the morning sessions, was to get informed on the progress made so far in the technical activities of the project and to schedule the next steps, which concern the development of GRAPS Databases, eprocurement (e-GPP) toolkit and TMN (Transnational Mediterranean Network). A few days later, the executives of the project partner Municipality of Pilea-Hortiatis, disseminated promotional material of GRASP at the MED ON THE MOVE event which took place in Thessaloniki, Greece.

MED Programme Meeting in Valencia - "Med on the Move"

Last 14th of October 2014, the MED Programme organised the meeting "Med on the Move" in Valencia, Spain. During this meeting, not only the most relevant project results in the areas of innovation and energy of the previous period were showed but also the innovations of the new MED program 2014-2020, whose final version was sent to the European Commission last September. The objectives of the seminar were: 

Find out what has been produced and how to use it on regional level. Learn about existing tools, databases, management and action plans, political recommendations, political agreements and much more.

Discuss on what and how programmes on different territorial level in the MED and neighboring areas shall exchange and coordinate and finally, how they can complement each other better.

Elaborate with us future mechanisms to better align and streamline our approaches from regional to transnational level for more integrated MED solutions.

During this meeting, not only the most relevant project results in the areas of innovation and energy of the previous period were showed but also the innovations of the new MED program 2014-2020, whose final version was sent to the European Commission last September The Chamber of Commerce, Industry and Navigation of Castellón, participated in the meeting representing GRASP project. It was a good opportunity to know the evolution of the future program MED, to advance towards a better complementarity with other programs of the Mediterranean area.

GRASP participates to Ecomondo Fair, the 19th International Trade Fair of Material & Energy Recovery and Sustainable

During the first days of the November (5-8 November 2014) the Rimini Fiera SpA hosted four days dedicated to the environment system, with the expos inaugurated by Minister Gian Luca Galletti on Wednesday 5 November, bore concrete witness to the new development criterion, which has solid foundations thanks to a mature competitive industrial system. The event were also characterized by conferences and thousand speakers communicated the concrete availability of opportunities, funding, knowledge and technology, and a message from Italy´s president Giorgio Napolitano was

also read during the proceedings. During expo days, visitors to the events included the Deputy Minister of Economic Development Claudio De Vincenti and Undersecretaries of the Environment Silvia Velo and Barbara Degani. Thus, Ecomondo represents the ideal situation to promote the GRASP methodology and tools in order to provide Public Agencies and companies to face with the Green Public Procurement challenges. In such context GRASP project has organized a workshop entitled “E-procurement of the Public Administrations: an opportunity or an obstacle for GPP?” with the participation of experts of GPP, such as Lidia Capparelli from Consip SpA and Paolo Fabbri from AcquistiVerdi.it. The workshop was very successful and participated from external stakeholders and visitors. https:// www.youtube.com/watch?v=NJT9QbD-MMA Finally GRASP has promoted the main action and results of the project in the dissemination area of the pavilion (stand N.017 Pad.D1) informing and providing all visitors with useful dissemination material (brochures, leaflets etc.).

4th transnational meeting in Perugia GRASP 4th transnational meeting took place on the 6th and 7th of November in Perugia. The meeting was hosted by the Province of Perugia in Perugia, Italy and was organised in conjunction with a workshop. The workshop took place on the 5th of November in Rimini, in the framework of the Ecomondo fair, and its subject was: "E-procurement of the Public Administrations: an opportunity or an obstacle for GPP?" The main purpose of the meeting was to present to the partnership the deliverables developed so far, and the progress of the ongoing actions; track the overall progress of the project in achieving the goals included in the Application Form; and discuss, decide and program the upcoming project activities. It was attended by most project partners as well as members of GRASP technical team. Finally, the Steering Committee voted for the validation of the decisions taken during the meeting.

One of the meeting's highlights was the consortium's agreement on the "Perugia Declaration", a document which establishes a cooperation amongst public agencies and small-and-mediumenterprises involved in public procurement for the establishment, adoption and dissemination of green-procurement products for the good of the users and the environment in MED area. The main articles that will be included in the declaration were discussed by partnership and the final document will be presented and signed during the upcoming GRASP transnational meeting in Terrassa (5- 6/3/2015).

On the Rimini expo days, sixteen halls hosted 1,200 companies divided into the various exhibitions: Ecomondo (dedicated to the recovery and reuse of material and energy), Key Energy (renewable energy and energy efficiency), Key Wind (wind energy), H2R (sustainable mobility), Cooperambiente (cooperative system for the environment) and Condominio Eco (solutions and services for buildings). A record presence by visitors as well: n. 101,144 visitors (8.6% more than 2013).

GRASP - MED GRASP Project meeting in Municipality of Pilea-Hortiatis, Thessaloniki, Greece GRASP partner Municipality of Pilea – Hortiatis hosted in May (7/5/2014) a project meeting in Thessaloniki, Greece. At the meeting, that lasted one day and took place in the Municipality's offices in Thessaloniki, were present the University of Patras and the staff of Municipality who compose the GRASP project team. The meeting was intended to organise the activities that need to be carried out regarding GRASP databases and e-procurement service. In particular, the partners discussed the work progress and the budget modifications that planned to be requested. Moreover, the Municipality informed the University that it has been finished the tender for hiring two persons who will be working on the project – one journalist and one specialised in the environmental field.

Because of the special collaboration of GRASP Project, the Corporate Social Responsibility category of the annual awards of the Chamber of Commerce and Industry of Terrassa, “Premis Cambra”, has been specially focused to recognise the work of enterprises that have implemented saving energy measures to reduce its energy impacts for a greener World. In the CSR 2014 category, the jury has decided awarding these companies: CONTINENTAL AUTOMOTIVE SPAIN SA from Rubí, its core business is the production of dashboards, multifunction displays and plastic parts for the automotive industry (BMW, FIAT Group, PSA Group and Volkswagen) in a Lean environment. Founded in 1987, the company has developed a complex technological project about energy efficiency aimed to minimize and save energy consumption by integrating this goal in all manufacturing processes and facilities of the company, maintaining the level of production and competitiveness and sustained growth of the overall activity. The company was

awarded by the ability to generate a high-profile project focused on technological efficiency and energy saving and rationalization of production processes and management to serve the objectives of the Corporate Social Responsibility. DISTRIBUCIONES TOUCHLAND SL from Sant Cugat del Vallès, its core business is the distribution of ergonomic dispensers for hand hygiene. The company integrates the model of business and the product in the frame of a sustainability policy that promotes energy efficiency, helping to save water and electricity as an alternative to the traditional hand washing system and implementing measures of monitoring and control savings. The company is actively involved in the dissemination and contribution of social initiatives of rational use and access to drinking water in developing countries. It has been awarded for developing a product which concept actively contributes to the culture of Corporate Social Responsibility in the field of energy saving and energy efficiency. The yearly awards of the Chamber and Commerce and Industry of Terrassa, “Premis Cambra”, is a public recognition that the organization gives to business, future projects and people that contribute to social and economic development in their demarcation, made up of 12 municipalities, where are more than 30.000 companies. The origin of Premis Cambra was on 1977. The Premis Cambra is an event of reference and prestige, with more than 30 years of history, and for that is an event fully consolidated within the business.


GRASP - MED GRASP seminars IRISS seminar: Saving Money and the Environment through the Development of e -Procurement Tools and Green Public Procurement

FLORIANA, 9-10 September 2014 – The Institute for Research and Improvement in Social Sciences (IRISS), in collaboration with the Ministry of Finance, organized a two-day seminar on green procurement, energy efficient technologies and the GRASP Project, a project which aims to increase the potential of Mediterranean Smart cities in organizing and developing Smart and Green e-Procurement processes. The seminars were organised to assist public administration entities with the planning and execution of tenders including ecological criteria, as well as to help SMEs understand the environmental requirements that are currently present and those that will be present as per EU legislation in open procedures. The seminars provided information about the current state of technology within several areas with greening potential, including energy efficient technologies and renewable energies, as well as with respect to the tools and processes of e-public procurement,. Finance Minister Prof. Edward Scicluna opened the seminar highlighting that the Government must lead by example on green procurement. “This Green Procurement system will hopefully usher in a new market system - it is likely that we will see the EU adopting a common Eprocurement system. Malta already has an EProcurement system in place,” stated the Minister. Public authorities in Europe spend approximately 2 trillion euros annually (19% of the GDP). Therefore, environmental and energy

savings criteria in public procurement and the use of electronic platforms for public procurement can significantly contribute to sustainable consumption and production. In his keynote speech, Minister for Sustainable Development the Environment and Climate Change Leo Brincat emphasized the positive economic impacts green procurement can have, stating that: “In supporting the development of competitive green goods and services, we will be enlarging the market for them while encouraging innovation further.” Parliamentary Secretary for Local Government Dr. Stefan Buontempo welcomed the GRASP project and increased focus on the lifecycle costs in contradistinction to upfront capital costs. The Parliamentary Secretary also announced a new training project which will be headed by the Department for Local Government and “which shall continue to help our localities to maximize their EU funds potential.” Mr. Bernard Mallia, President of the IRISS, provided the technical presentations on green procurement and energy efficiency technologies covering topics such as the specifications to take into account when procuring and installing lighting, air-conditioning and insulation for buildings, and alternative renewable energy sources. In addition to the technical specifications, Bernard Mallia and Branica Xuereb of the Ministry for Sustainable Development the Environment and Climate change, also covered the relevant local and EU regulations relating to the green procurement process. GReen procurement And Smart city suPport in the energy sector (GRASP) is an initiative of the Institute for the Research and Improvement of Social Sciences (IRISS), a Malta-based independent, non-profit civil society research institute with an exclusive focus on the social sciences and is being supported by the Ministry of Finance. GRASP - MED Patras’ seminar On Friday, 10th October 2014, University of Patras organised the first GRASP seminar. The main objective of the seminar was to inform the participants on the EU legislations and existing technologies in the fields of Energy Efficiency (EE) and Renewable Energy Sources (RES). This seminar was the first of the two seminars that will be organised in the framework of GRASP project. It had a theoretical character and aimed to raise awareness and train the stakeholders on energy issues. The seminar was attended by representatives of: (a) the public sector, specifically staff of departments of Technical Services and Supplies Departments; (b) the private sector - Small and Medium Enterprises (SMEs) of the wider area of Achaia, who are active in the field of Energy Efficiency (EE) and Renewable Energy Sources

(RES) by providing services and products; (c) Civil/ Chemical/ Electrical/Mechanical Engineers - free lancers, graduates and students - who are interested or specialised in the topics of EE and RES. The seminar was interactive in terms of not only training the participants on technologies / methods, but also preparing case study exercises using special software for calculating energy efficiency indicators. The aim was to demonstrate methods of calculation and to achieve the active participation of the target audience in the implementation of the presented methods. The participants were satisfied by the content, the material and the outcome of the seminar and renewed their appointment with GRASP in spring 2015, in order to attend the practical seminar of GRASP on e-GPP (green public procurement).

Municipality’ s of Spata-Artemis seminar

The GRASP seminar was hosted by the Municipality of Spata-Artemis, Greece (Partner 6) on the 14th of November. This seminar was the first of the two seminars that were organized in the framework of GRASP project. It had a theoretical character and aimed to raise awareness and train the stakeholders on energy issues. The title of the event was "Technologies and applications of Energy Efficiency (EE) and Renewable Energy (RES)

sources, with hands on use of tools" and the educators, all experts in their field, covered a wide range of EE and RES subjects. The seminar was attended mainly by representatives of the public sector and specifically staff from the Technical Services, Supplies and other departments who were interested or specialized in the topics of EE and RES. The majority of the participants pointed out that their attendance to the seminar improved their awareness/understanding of the topic that the speakers represented all the main types of actors involved in the targeted issues.


GRASP - MED Municipality’ s of Pilea-Hotrtiatis GRASP seminar

In the mid of October 2014, the project partner Municipality of Pilea-Hortiatis organized the first seminar of GRASP in Thessaloniki. The main purpose of the seminar was to provide participants with the basic methods of «Using Technologies and Applications of Energy Efficiency and Renewable Energy Sources, with Hands on Use of Tools». In this context, the main topics of the agenda included:        

Green Public Procurement Thermal comfort in buildings Natural lighting - visual comfort Lighting Technologies Thermal insulation / sufficiency Energy Assessment of buildings Renewable energy in buildings GRASP EE and RES technologies

EU and national (greek) e-procurement legislation Moreover, the participants were trained in using calculation tools of buildings Energy Assessment, elements of the physics of the structured environment, and Energy planning optimization. Most of the Pas participants were the responsible for the use of the electronic public procurement system on their divisions, while the SMEs representatives were the specialists who run the public procurement tender and identify their specific requirements. It should be mentioned that the majority of the attendees were informed for the goals of the project well in advance since they had completed the GRASP Users Questionnaire before the targeted seminar.

Chamber’s of Commerce, Industry and Navigation of Castellón seminar

On the 21st of November 2014, the Chamber of Commerce, Industry and Navigation of Castellón organised the seminar ‘Green Public Procurement and Energy Efficiency Technologies’ in the framework of the GRASP project. The GRASP project aims to disseminate among SMEs, the benefits that public procurement can provide them as a new market, and specifically

online procurement with sustainability criteria, also called 'green procurement'. During the seminar, the Chamber of Commerce of Castellón presented not only the GRASP project results but also the benefits of including efficient technologies in lighting and building systems in public procurement, in aspects related to the efficiency of thermal insulation in buildings and rehabilitation the installation of renewable energy sources and the importance of monitoring consumption in buildings as a tool for improvement. Companies and institutions strengthened through this training activity their capability in green procurement and energy efficiency technologies.

GRASP - MED Terrassa Seminars The role of the GRASP The role of the GRASP in the implementation of the seminar is essentially economic nature, because the project financed the cost of the course. This project has enabled the Chamber to increase the training regarding green energy. TARGET:

PURCHASE AND PROCUREMENT (ELECTRONIC) GREEN TECHNOLOGIES AND ENERGY EFFICIENCY AND RENEWABLE ENERGY Summarising the purpose This course aims to inform the public tools for the preparation of a tender (e) "green" and when, providing potential bidders knowledge about procurement and purchasing processes. Also describe energy efficient technologies in lighting and air conditioning and processes for the rehabilitation of buildings. Outcomes Fourteen people were registered at the seminar. The final assistance was irregular, so at the end of the course 6 people assist to the 100% of the sessions, 3 people assist to 75-50% of the sessions, and the rest assist less than 50%. The assessment of the course by the participants was positive, and the improvement proposals are about the duration and the extension of the program.

GRASP: Upcoming Events One Day Event, Municipality of Spata - Artemis The Municipality of Spata - Artemis invites you to the Conference with the title: "Financial opportunities and possibilities for the development of the municipality" The event will address: 1. The transnational project GRASP (Green Procurement in Energy Smart Cities) implemented under the program "Europe in the Mediterranean 2007-2013" that the Municipality participates as a partner and 2. The new financial period 2014-2020 NSRF and the opportunities created for local government The workshop will be held at Spata on Friday, January 23 rd of 2015 at the Cultural Center "Ch. Bekas" in the municipality building.

GRASP: Next project actions! Synergies event: Memorandum of Understanding The following March (12/03/2015) the three MED projects: GRASP, REPUBLIC-MED and REMIDA will organise a common event in Piraeus (Athens, Greece). The three projects have already signed a Memorandum of Understanding with which they agreed to cooperate. In this event, the main concrete deliverables of the three projects will be presented to the audience, as well as the results of their synergies. Moreover, other projects with which the three projects have also signed a Memorandum of Understanding will have the chance to present their projects and their achievements. Finally, special guests, experts in the above mentioned fields will be invited to present and inform us about the latest news laws and methodologies implemented - in the EU. Apart from the partners of the three projects (GRASP, REPUBLIC-MED & REMIDA) and other projects with which the three projects have developed synergies, invited to the event will be stakeholders of the public and the private sector that are interested in the fields of Energy Efficiency, Renewable Energy Sources and Green Public Procurement. The Project Project GRASP “GReen procurement And Smart city suPport in the energy sector� of the MED programme is funded by national funding agencies, participating entities, and the European Commission through ERDF. It is a 27-month project with a budget of EUR 2.234.991 (ERDF cofinancing: EUR 1.474.203, IPA co-financing: EUR 256.700 and National public co-financing: EUR 504.088). The objective of GRASP is to increase the potential of MED Smart cities in organizing and developing Smart and Green e-Procurement processes with a focus on renewable energy sources and energy efficient solutions. The development of an advanced green transnational procurement system will empower the cooperation between the MED public administrations and SMEs involved in adopting innovative solutions in the energy sector while enabling them to better meet their carbon reduction commitments by 2020.
