In November 2013 (18/11), project partners came together at the first technical meeting in Nicosia, Cyprus. The aim of this meeting was to discuss and set the technical bases for the GRASP E-procurement platform. This platform will include two main databases, one about the Public Authorities interested in green e-procurement and the other, about SMEs from the MED regions participant in the project, that offer green products and services. The interaction between these two databases will allow a direct communication of these two targets in the GRASP E-procurement platform. In addition, the platform will focus in some key categories in the fields Energy efficiency like: public lighting, building renovation& retrofitting, building climate control, heating and cooling efficiency and IT equipment and Renewable Energy Sources: solar, wind and geothermal energies.

In January 2014 (23-24/01), APEA SIENA organized the second technical meeting in Siena. During this meeting, GRASP partnership agreed in the technical development of the GRASP Transnational Mediterranean Network (TMN). The Chamber of Commerce and Industry of Terrassa will develop this network that wants to build an online space where all entities interested in the promotion of the green procurement can meet and interact. One month later (27-18/02) following with the project schedule, the project partners met once again in Corsica, France, in the third Transnational meeting. This meeting was developed to bring together all the results achieved so far and to clarify the next project actions. In the frame of this meeting, SIEEP organized a workshop to raise awareness and exchange knowledge regarding green public lighting and building retrofitting where public and private sector entities took part.

Regional surveys on green e-procurement During this period the project partnership has worked developing two regional surveys in order to know the state of the art of the e-green procurement in the MED regions participating in the project, the knowledge and opinion, including training needs of the main key actors in this field: Public Authorities and green SMEs.

With the results obtained from these surveys, project partners are developing their regional reports. In total, 12 reports will be available soon in the project website together with 5 Comparative Reports: with the comparative analysis of the results obtained in each project regions . GRASP - MED Looking for synergies with other European projects: The representatives of GRASP, REPUBLIC-MED and REMIDA projects signs a Memorandum of Understanding On the 24th of February, the University of Patras, as leader of the GRASP project signed a Memorandum of Understanding with the representatives of other two strategic MED projects: REPUBLIC-MED and REMIDA. This document establishes the basis for a future cooperation between these projects in their project actions and event organizing. REMIDA project (www.remida-besmart.com) wants to develop new EE and RES solutions in Mediterranean cities, through the strengthening of the local energy policy and strategy and the promotion of a smart management of energy supply and demand

Republic MED project (www.republic-med.eu) aims at developing and promoting a new methodology for improving techno-economic studies for the refurbishment of public buildings and open spaces. On 15-17th October 2013, Republic MED organized in Marseille a positioning workshop: “New European Directive on nearly zero-energy buildings - Are we ready for 2018?” as well as a steering and technical committee to which GRASP representatives were invited and were delighted to take part. The event meant the occasion to confirm and deepen the following potential for synergies.

The Memorandum of Understanding was approved by the GRASP Steering Committee in the third project meeting in Corsica.

GRASP at Congress of Mayors of France From 25th to 27th November 2014, the Association of Mayors of France (AMF) will organize its 97th Congress in Paris, Porte de Versailles. This annual event aims at dealing with issues of interest and concern for mayors and presidents of communities: local public engineering, insertion, housing, local production, sustainable growth.

SIEEP intends to take part to the 2014 Congress of Mayors of France in order to present GRASP project and the e-Green Public Procurement tool under development.


GRASP - MED GRASP presentation in key events: Agorà 2013, Siena The annual Polis event - the Tuscan Innovation Pole of technologies for a sustainable city - was held on Thursday the 26th and Friday the 27th September 2013 at the university compound of San Niccolò in Siena. Two days of meetings, seminars and debates on mobility, cultural heritage and sustainable housing in which the major national and Tuscan experts of smart cities took part. Agorà 2013 was an important moment of exchange and discussion among companies, the world of research and territorial bodies, to highlight new models of development based on the valuing of the territory and its historical/cultural heritage through modern technologies. The event focused its attention on the importance of creative capital as a driving force for development in a territory. APEA, a partner in GRASP, is one of the coordinators of POLIS, the Tuscan Innovation Pole, one of the organisers of the event together with other 600 aggregated entities between enterprises, universities and research bodies. Hosting this event in Siena was a big responsibility as well as an opportunity for local companies and start-ups. It suffices to think that two meetings of Agorà were devoted to new enterprises: The afternoon of start -ups where the young people who participated in "Terre di Siena Creative" showed their

work and Spaghetti Start Up, new enterprises that foster the development of the territory. The insight of “Smart Specialisation Strategy: a new generation of research and innovation” was also interesting. It was curated by Pierluigi Sacco, director of the candidature process of Siena as European Culture Capital 2019. Within Agorà 2013 a special meeting and display space was prepared for use by companies and aggregated entities of the Pole. During these two days a number of sessions were offered to guests for sharing of insights and stories of projects and experiences. The GRASP project was included among the partners supporting the Agorà 2013 event where APEA prepared a specific stand to show the activities and objectives of the project to companies that deal with sustainability and that could be interested in Public Procurement as suppliers of green goods and services.

GRASP presentation in key events: CEVISAMA Forum, Valencia Last 12th of February, the Chamber of Commerce and Industry of Castellon was invited to attend the event CERAMICA INNOVA, an international networking event aimed to connect companies and organizations from the HABITAT, CONSTRUCTION, ARCHITECTURE AND CERAMICS SECTORS, fostering meetings among them to share innovative technological proposals and to discover solutions for new challenges. The event was organized in the frame of the International Forum CEVISAMA, the most important Spanish event for ceramics, natural stone, and bathroom equipment.

During the event the Chamber presented GRASP to the enterprises that were in the forum, and explained the opportunities that GRASP can offer for them.

GRASP - MED Synergy and networking between GRASP and other UE Projects From 19 to 21 March 2014 , the Province of Perugia has participated to a transnational seminar in Sofiaon the exchange of experience demonstrating the benefit of Energy Efficiency and Efficient buildings, within the framework of the project “TRACE-Transnational cooperation for the improvement of buildings energy performance and efficiency” (South East Europe Programme). In particular, within the fifth session of the seminar, about the Exchange of good practices fromother EU projects, the Province has illustratedthe Grasp partnership, objectives and activities focusing on the possible synergiesamong the two projects. With reference to the

development of the Mediterranean Transnational Network (MTN) and the GRASP databases, TRACE partners could have the opportunity to know the state-of-the-art in energy efficiency and renewable energy ; to improve their visibility and meet other TMN stakeholders from other countries and, last but not least, to improve their e-procurement systems.

GRASP: Next project actions! In the next period, April–September 2014, GRASP project partnership will develop the following key activities:

Training Courses for Public Authorities and SMEs With the aim of training Public Authorities and local/regional SMEs in the fields of green eprocurement ((e-)GPP), steps that need to be followed in a (e-)GPP tender by both parties and existing technologies in different EE/RES areas, project partners will develop one or two training courses per region before the middle of September 2014. The training courses will be implemented by experts in EE and RES technologies with knowledge on e-GPP regulation (EU/national/regional/local).

GRASP TMN The Chamber of Commerce of Terrassa is developing the GRASP TMN platform. This network will be open to any entity interested in the promotion of green e-procurement and contract of green products/services. Users will have access to the TMN - as well as the GRASP databases - via the project website. The partners who are responsible for the development of the TMN, the databases and the procurement model interface will cooperate in order to decide on one form of registration.

In November, TMN will be tested and evaluated by 2 users per partner; 1 Public Authority and 1 SME. In December, the TMN will be fully functional and all users will become members.

GRASP - MED The Project Project GRASP “GReen procurement And Smart city suPport in the energy sector� of the MED programme is funded by national funding agencies, participating entities, and the European Commission through ERDF. It is a 27-month project with a budget of EUR 2.234.991 (ERDF co-financing: EUR 1.474.203, IPA co-financing: EUR 256.700 and National public cofinancing: EUR 504.088). The objective of GRASP is to increase the potential of MED Smart cities in organizing and developing Smart and Green e-Procurement processes with a focus on renewable energy sources and energy efficient solutions. The development of an advanced green transnational procurement system will empower the cooperation between the MED public administrations and SMEs involved in adopting innovative solutions in the energy sector while enabling them to better meet their carbon reduction commitments by 2020.
