LEADERSHIP IN THE NEW EVANGELISATION Graduate Certificate in Education or Professional Learning Program OVERVIEW AND EXPRESSION OF INTEREST The formation and leadership development of teachers and ministry leaders in realising the aspirations of the New Evangelisation for Catholic schools and ministries. To be offered through ACU La Salle Academy in 2017 1

Intoduction This paper outlines a new Graduate Certificate in Education (Leadership in the New Evangelisation)* to be offered in 2017 through ACU La Salle Academy. The focus of the new program is Catholic faith formation and education for teachers, leaders, youth ministers and family/parish educators in realising the aspirations of the New Evangelisation in Catholic schools and ministries. The proposed Graduate Certificate provides opportunities for educators in a Catholic school to receive adequate faith formation and leadership development in the New Evangelisation and to apply this practically in Catholic schools. The Graduate Certificate also provides formal opportunities for preparing and developing youth ministers including those in ministry in ecclesial entities such as Parishes and Movements. The Graduate Certificate is designed at Australian Qualifications Framework Level 8 and will have articulation into other Courses such as the Master of Religious Education, Master of Educational Leadership and Master of Professional Studies in Theology. The core units will be incorporated into these courses as elective credit.

Professional Learning Program The Core Units within the Graduate Certificate will also be offered as Professional Learning (PL) for educators in Catholic schools. This will give the opportunity for broader participation of Catholic educators. The PL Program will also be a taster for formal study at the Graduate Certificate level. The PL option has potential to run the program in regions where the Diocese/CEO/PJP/Religious Institute is looking for a systematic staff formation in the New Evangelisation including implementation in local schools. For people undertaking the program as Professional Learning the La Salle Academy will offer a Certificate of completion.

Rationale

The Catholic Church’s deepest identity and mission is expressed in the term ‘New Evangelisation’. Central to the New Evangelisation is the proclamation of the Gospel message in new and exciting ways. Teachers including leaders in Catholic schools need formation to understand the critical importance and nature of this task. Pope Francis said: “Whenever we make the effort to return to the source and to recover the original freshness of the Gospel, new avenues arise, new paths of creativity open up, with different forms of expression, more eloquent signs and words with new meaning for today’s world. Every form of authentic evangelisation is always ‘new.’” (Evangelii Gaudium, 2013, 11)

Catholic Church documents emphasise the critical importance of the formation and vocation of a teacher “Catholic educators need a ‘formation of the heart’: they need to be led to that encounter with God in Christ which awakens their love and opens their spirits to others, so that their educational commitment becomes a consequence deriving from their faith, a faith which becomes active through love.” (Educating Together in Catholic Schools, 2007, 25) “[W]e must remember that teachers and educators fulfil a specific Christian vocation and share an equally specific participation in the mission of the Church, to the extent that it depends chiefly on them whether the Catholic school achieves its purpose”. (Catholic Schools on the Threshold of the Third Millenium, 1997, 19)

The faith formation of teachers is the highest priority in the recently released Faith Formation and Religious Education Work Plan (2015 - 2017) of the National Catholic Education Commission (NCEC). The plan notes that: “Across Australia there are many committed well-formed Catholic leaders and teachers playing an essential role in the mission of Catholic schools…Participation in church life outside the Catholic school is declining and this includes those working in Catholic schools at all levels. Some staff members have acquired theological and religious education qualifications, most meet accreditation requirements but the need for greater strategic focus on formation is increasingly apparent.”

All CEOs and State Catholic Education Commissions around Australia have a teacher accreditation framework. The proposed Graduate Certificate (and Professional Learning Stream) is a formal way of meeting many of these requirements.

There are many educators in Catholic schools who aspire to become future leaders and desire to be formed in the Catholic faith, to prepare them adequately for middle and senior leadership roles. The Graduate Certificate has a vision of forming and equipping both current leaders in Catholic schools and also the next generation of Catholic leaders for our schools.

KEY ELEMENTS

Sherry Weddell suggests that “normative Catholicism involves three concurrent spiritual journeys, (i) the personal interior journey of a lived relationship with Christ resulting in intentional discipleship; (ii) the ecclesial journey into the Church through reception of the sacraments of initiation; and (iii) the journey of active participation (as evidenced by receiving the sacraments, attending Mass and participating in the life and mission of the Christian community).” A program that captures this pathway and invites teachers and ministers into a deeper journey of faith is an underlying goal of the Graduate Certificate.

The Graduate Certificate is a significant way of evangelising and re-evangelising teachers who teach in Catholic schools. The New Evangelisation is focused on living a personal relationship with Jesus Christ. It emphasises both renewing and maturing in this faith. “Faith is a personal encounter with Jesus Christ making of oneself a disciple of him…In this way the believer unites with the community of disciples and appropriates the faith of the Church.” (Gen Dir Catechesis, 1997, 53) The New Evangelisation includes a comprehensive process - the witness of our lives, the proclamation of the Word, conversion, the journey of discipleship, community and being trained and sent out on mission. All of these elements (theory and practice) need to be addressed in forming teachers in the New Evangelisation.

Parishes play a pivotal role as evangelising communities. The New Evangelisation has also given rise to New Movements, often known as ‘new ecclesial communities’. Partnerships will be developed with a variety of Church organisations and individuals with experience in the New Evangelisation to support the delivery of the Graduate Certificate.

Formation comes from the Latin word formare, meaning to shape or mold and is often used in the context of spiritual formation. Formation is more than simply imparting information. There needs to be a balance in formation between the head (instructing the mind), the heart (shaping the heart) and the hand (equipping for service). This will be a distinctive hallmark of the formation of teachers and Church leaders in the Graduate Certificate.

There is an interdependent relationship between formation and mission. The two are inseparable. St Pope John Paul II offers a way of understanding this relationship: “Communion and mission are profoundly connected with each other; they interpenetrate and mutually imply each other, to the point that the communion represents both the source and the fruit of mission: communion gives rise to the mission and mission is accomplished in communion.” (Christifideles Laici, 1988, 32.4) Formation and mission are key components of the Graduate Certificate.

The New Evangelisation calls for a missionary spirituality. “I dream of a ‘missionary option’, that is, a missionary impulse capable of transforming everything, so that the Church’s customs, ways of doing things, times and schedules, language and structures can be suitably channeled for the evangelisation of today’s world rather than for her self-preservation” (Evangelii Gaudium, 2013, 27) The Graduate Certificate will have an emphasis on mission formation and include opportunities for cross-cultural mission experiences to be completed as an elective unit.

Around Australia many schools are considered to be outstanding in their implementation of faith formation and mission with students and staff. The La Salle Academy will seek to partner with these ‘LEAD’ schools providing a grass roots best practice example of forming students and staff in the New Evangelisation.

ACU is working in partnership with Catholic Schools Youth Ministry Australia (CSYMA) which will help deliver aspects of the Graduate Certificate. Key to this will be the Porta Fidei Retreat and education in the vision and method of the New Evangelisation in Catholic Schools.

ASPECTS OF CORE UNITS

1 FORMATION SCHOOLS

The ‘Formation Schools’ will be held at ACU campuses and focus on formation in a community context. Key to this will be a team of ACU staff experienced in formation.

2 ‘ PARTICIPATION IN CATHOLIC FAITH LIFE EXERCISE’ (CORE UNIT 1)

To draw teachers into an experience of the broader Church, participation in local, regional, national and international ‘Church Faith Life’ experiences will be incorporated into the ‘Faith Formation and the New Evangelisation’ unit. Teachers will keep a portfolio of ministry participation which will include a short reflection on their experience of the initiative. The ‘Catholic Schools as Centres of the New Evangelisation’ unit will require a one-day practicum with a LEAD School (Day 3). LEAD Schools would be considered outstanding schools in implementation of staff and student faith formation initiatives.

3 L EAD SCHOOL PRACTICUM AND SPECIALISED WORKSHOPS (CORE UNIT 2)

The one day LEAD School Practicum would consist of: Orientation; Overview of Faith Formation strategies and processes in LEAD School; sharings from staff and students on experience; group reflection; practical application. The specialised workshops (Day 4) would consist of an input on the Catholic Church and the New Evangelisation beyond School followed by workshops on Practical Ministry Skills and School Leaders New Evangelisation Renewal Project (Self-assessment tools, school assessment tools, mapping and planning for school renewal programs).

CROSS-CULTURAL MISSION ELECTIVE An important part of the work of the New Evangelisation is participating in cross-cultural immersions and missions. Many Catholic Church organisations and schools around Australia participate in these cross-cultural mission experiences. Participating in such an experience can be an integral part of the faith formation of staff. It is also a way of engaging with other cultures which can build relationship and open doors for charity and good works. The La Salle Academy will seek to partner with organisations who are already conducting cross-cultural immersion experiences.

LA SALLE ACADEMY In 2014, the La Salle Academy for Faith Formation and Religious Education was established at ACU. The Mission of the Academy is to prepare teachers and leaders who can present the Christian message in our increasingly secularised world in an inspiring and systematic way. The Academy developed in response to the desire of Catholic educational authorities to ensure that teachers and leaders of Catholic schools were well formed for the critical task of realising the aspirations of the New Evangelisation. ACU has a long history of preparing teachers and leaders for Catholic schools as well as those who lead Catholic school systems. ACU wants to continue to make sure that it prepares teachers and leaders with the capacity, skills and commitment to continue this work. The strategic priorities of the La Salle Academy that relate to Graduate Certificate in Education: Leadership in the New Evangelisation and Professional Learning Program are:

Ensuring that ACU programs for primary Catholic school teachers and secondary school teachers of Religious Education are designed and delivered in a way that prepares participants well for employment in contemporary Catholic schools.

Ensuring that the postgraduate programs for leaders in Catholic schools continue to respond to contemporary needs and have the content and flexibility to achieve this.

Designing and delivering programs for teachers with no formal study of religious education to ensure they are well credentialed to teach in a Catholic school.

Working with Catholic Education Offices and other Catholic school authorities to provide the range of activities—from professional development through to doctoral studies—that can ensure the sustainable, effective, efficient and economic delivery of services.

Revising current programs and delivering new ones so as to ensure that leaders of the future have the necessary theological knowledge and understandings to be effective ecclesial leaders.

Exploring the possibility of programs that support the development of those who minister in parishes and other Church communities and agencies.

Professor Br David Hall is the Dean of the La Salle Academy for Faith Formation and Religious Education. He came to this position after almost thirty years as a Catholic school educator, filling positions as teacher, REC and Principal in both primary and secondary schools. He has also spent time as the Executive Director of the Marist Ministries Office— that saw him responsible for the ministries of the Marist Brothers: schools, welfare agencies, young adult ministry and overseas solidarity works. He continues to fulfil governance responsibilities for Marist works as well as holding membership of other Catholic school boards. He is also engaged with the international educational agenda and is currently leading a formation program for Catholic school leaders across twentytwo countries in Africa. David is a member of a Roman Catholic Religious Institute, the Marist Brothers. 11
