EAST COUNTY — Thirteen months after Jen’s MarketPlace sprouted on Lakewood Ranch Main Street, the farmers market’s organizer, Jennifer McCafferty, is moving operations from the retail area. Lakewood Ranch Commercial, which handles leasing for Main Street, did not renew McCafferty’s contract. The market’s last scheduled event is Saturday. “We felt that we needed a different mix of vendors,” Amanda Zipperer, property manager/ leasing agent for Lakewood Ranch Commercial, said in an email to the East County Observer. “And, we were experiencing scheduling difficulties with the farmers market in its current operation on Main Street.” The farmers market kicked off Aug. 30, 2014, after a three-year hiatus since a previous, unaffiliated market left. “Lakewood Ranch is a friendly community,” McCafferty said. “I’m sad about this move. Main Street was a very nice venue; my vendors enjoyed it and most of the merchants appreciated what we were doing here.” Lesley Harb, co-owner of Fast N Fresh on Main Street, agreed SEE PAGE 3

The answer has to do with the diverging diamond interchange project going on at University Parkway. As the Florida Department of Transportation prepares for the construction of the new interchange, it’s also making way for the expansion of I-75 that goes with it. with the decision not to keep the monthly market. She said it didn’t offer enough of a “true farmers market feel,” and seemed like more of a craft fair. In comparison to the farmers market held in Sarasota, Harb thought attendance of the East County market was low, and residents potentially lost interest. The event might have had an effect on her business, but not in a positive way, she said. “When Main Street is blocked off, that always affects business in some way,” Harb said. “And, I just don’t think there was enough advertising for the market to make it successful here.” McCafferty disagrees, and said the markets averaged hundreds to 1,000 attendees. There are no formal attendance numbers to verify that claim. Michelle Wise, president of the Main Street Merchants Association and owner of Unleashed for Pets, polled merchants to gauge their feelings on the market extending its contract. She said all but one member agreed. Wise noted that the fourth Saturday of each month, the day the farmers market was held on Main Street, was her most profitable Saturday of the month. “The market drew new people to the street and was a great place for families with children and pets to gather, enjoy the outside, stroll, shop and dine,” Wise said. Healthy Living Organic and Natural Market owner Maria Rosabal said although the market offered some products similar to those she sells, she also noticed an increase in foot traffic during the four hours the market was open. Although she doesn’t work many Saturdays, Dixie Gingerich, an employee at Big Olaf Creamery, noticed a busier Main Street during certain farmers markets. But because the market only happened once a month, she didn’t believe it would last. “Once a month just wasn’t

enough,” Gingerich said. “But it was nice to be able to walk down the street and buy some bananas if I ran out.” Leonard Horak, owner of Circle 6 Farm and Ranch, said the market was successful for him as a vendor. He has run a booth at every market held on Main Street over the last year. He attends five other markets in Tampa and St. Petersburg, but the Ranch market was his favorite, because of consistent turnout and the growing interest in the community, he said. “Sure, August was hot and not as many people wanted to

walk around outside, but people were genuinely interested in the market, Horak said. “Lakewood Ranch had the community interest we were looking for.” Still, Zipperer said her organization remains interested in having a farmers market in Lakewood Ranch with more classic offerings. “We will continue to pursue this and hope to re-establish a venue that provides a more traditional farmers market experience at Lakewood Ranch in the future,” Zipperer said in her email. WINERY TO HOST MARKET Although it’s relocating from Lakewood Ranch Main Street, Jen’s MarketPlace isn’t leaving East County. The farmers market is moving to Rosa Fiorelli Winery in the Vines, located at 4250 County Road 675, Bradenton. Market Manager Jennifer McCafferty is offering her event from 10 a.m. to 8 p.m. Oct. 10, and 10 a.m. to 4 p.m. Nov. 14 and Dec. 12. She timed the first market with the Hunsader Farms Pumpkin Festival. Vendors will set up booths near the entrance and in the back of the property, near the pavilion and wine tasting area. McCafferty plans to offer a broader range of products at her new market. “I’m bringing back jewelry and soap,” McCafferty said. “We also have more space to work with out there, so we can have more than our limited 35 vendors.”

Foundation to host John Grisham Legal thriller novelist John Grisham soon will make headlines in Manatee County. The Manatee Library Foundation announced Sept. 15 that Grisham will headline the organization’s marquee fundraiser in January at State College of Florida’s Neel Performing Arts Center. Stephen King, last year’s foundation speaker, will be part of the event and will interview Grisham on stage. Grisham is known for novels such as “The Firm,” “A Time to Kill” and “The Pelican Brief.” Organizers hope to sell out the Jan. 19 event, called “Book-Ends: An Evening with Two Literary Giants,” and raise $175,000 for the library system. Last year’s event with King raised more than $100,000 for the library system, which went toward the purchase of a new integrated library system that launches Oct. 1.

Tidewell buys land for new location Tidewell Hospice recently announced it will be expanding its services in East County. The hospice service purchased a property for $1.25 million in Lakewood Centre, located off of Rangeland Parkway near State Road 70. It plans to build a 12-bed facility there. Tidewell has had a presence in Lakewood Ranch since 2012, said spokesman Tim Wolfrum. It previously had six beds in Lakewood Ranch Medical Center. However, in June, Tidewell moved out in search of a new location because the medical center was in need of more space for in-patient care. The nonprofit purchased the 2.5-acre site Sept. 1. Now, the task will be to raise the money for a building — Tidewell runs primarily off of donations. Wolfrum said the organization will aim to start fundraising in early 2016, but doesn’t have a timeline for the building because it is dependent on funding. Tidewell hopes to raise about $7 million. Tidewell has hospice houses in Sarasota and in Bradenton.

How fast should drivers travel along East County roads? The item, slated for discussion at the Manatee County Commission’s Sept. 22 meeting, has been postponed to its Oct. 6 meeting. At a workshop May 6, commissioners heard a proposal to change the speed limit on sections of about 12 roads, half of which were in the East County. Roads with potential changes included Lockwood Ridge and Lorraine roads, as well as Lakewood Ranch Boulevard, Honore Avenue and University Parkway. Transportation officials said the goal was to make speed limits along roadways more consistent.

comes to their $563.9 million budget, Manatee County commissioners share one sentiment: frustration. As they voted Sept. 15 to adopt their tentative fiscal year 2016 budget and maintain an aggregate millage rate of 6.848, commissioners lamented the county had failed to find funding for indigent health care to avoid the use of reserves. Manatee County Administrator Ed Hunzeker has said the county will deplete its excess reserves, created from operating overages during the real estate boom, by FY2018 if the county continues its spending trends. For example, the budget includes the use of about $14 million of reserves annually to fund a portion of indigent health care costs, which historically have been funded by a health care trust that will run out in 2018. Although commissioners will formally adopt the budget and millage rates Sept. 22, their grievances will not be addressed by that time. “For me, this budget cycle has been very frustrating,” said District 5 Commissioner Vanessa Baugh, who opposed the budget with Commissioner Robin DiSabatino. “For over a year, we have talked about how a new plan needed to be done for health

We have to start living within our means.” Baugh said the county relies too heavily on excess reserves, especially when considering property tax revenues are up by about $14 million annually. Commission Chairwoman Betsy Benac said the board is making “Band-Aid” fixes and will have explore options for diversifying revenue streams away from property taxes. “We need to start on it as soon as possible,” Benac said. “It doesn’t work if you wait until budget time.”

Two roads in the Belmont neighborhood are showing signs of deterioration from water, but the cause of the problem is unclear.

Is overwatering causing repaved roads to crack? Although roads in the Belmont section of the Lakewood Ranch Golf and Country Club were repaved in March, sections of the roadway are already showing signs of disrepair.

LAKEWOOD RANCH — At first glance, the roads in the Lakewood Ranch Country Club’s Belmont community look like any other. But Town Hall Operations Director Ryan Heise and engineers know there’s a problem. Although the roads, Belmont Court and Forsgate Place, were repaved in March, a 50-yard

section at Belmont’s entrance already is showing signs, such as cracks and undulations in the asphalt, that water is trying to escape through the pavement, which means the road base may be compromised. “We don't know exactly what’s going on. We need to investigate the soils, especially the subgrade,” Heise said. “We’re going to get a proposal from an engineering company to do a 10-foot

boring to determine water levels.” Heise said operations staff already know the water table beneath Belmont is high, but how high remains to be determined. During the boring, the engineer may install a piezometer, which will allow them to monitor water levels within subsoils. “We think there’s something going on with the water table there, and we need to do some more research with that,” Heise said. “It’s very evident there’s a problem. Every time we’re out there, there’s standing water.” Town Hall had planned to craft a letter to Belmont residents reminding them to limit irrigation water usage to their allotted watering schedule, 6 to 10 a.m. Wednesdays, to help remedy the situation. This was after it received reports of off-schedule watering from the contractor in the spring. “Off-schedule watering was happening while the contractor was there,” Town Hall Executive Director Eva Rey Rey said. “It’s a contributing factor to why that roadway declined so quickly.” However, Heise said those plans are on hold. Although Town Hall had planned to turn off irrigation water outside scheduled watering times, allowing an additional time window during the week during which contractors could check systems and handle other business, it will postpone that measure until it has a better understanding of what else could be contributing to the roadway’s degradation.

Heise said Town Hall has a proposal request out to a geotechnical engineering company and will review that document when it comes back later this month. Dewberry|Boyer-Singleton, the engineering firm for Lakewood Ranch Community Development District 5, which oversees roads within Belmont, also needs to determine if the repairs needed in Belmont are covered under the contractor’s one-year warranty, and make any other recommendations for next steps. Heise said other roadway sections within CDD 5 use underdrains to help keep water levels appropriate, and that option may be required. Contact Pam Eubanks at peubanks@yourobserver.com.

O’Dea, a neonatal intensive care nurse at Sarasota Memorial Hospital and owner of Memory Portraits by Gigi, said in 11 years of photographing newborns, she’s never experienced anything quite like the frenzy surrounding the image. It produced so much buzz that she had to hire someone to handle social media for her. O’Dea has been contacted by Today.com and others about using or even reproducing the image. “I work really hard to make my images stand out,” O’Dea said. “So to get so much recognition for an image of poop was surprising.”

cute pictures of naked newborns, accidents can happen. That’s why photographer Gigi O’Dea comes prepared with towels and wipes and everything else needed to clean up the messes that come with babies. But sometimes it results in unexpected — and according to many, hilarious — images. Mark Resnick, general manager of Sophie’s at Saks Fifth Avenue restaurant, and his wife, Shayna, hired O’Dea to take pictures of their newborn son, Asher. During one shot, with Asher cuddled up on his father’s back, nature called. “Gigi And Shayna could not stop laughing,” he said. A week later, O’Dea sent the couple a copy of the shot, a gross but perhaps poignant reminder for posterity. As a lark, they posted it to Facebook. “My wife and I were joking maybe we could get 100 likes,” Mark Resnick said. “We got 100 likes and went to bed. About an hour later, a friend texted me and said, ‘You need to look at this.’” The number of thumbs ups had gone up — way up — to 11,000, or by about 500 every three minutes. The“Just the Life of Dad” Facebook page, to which Resnick had posted the image Aug. 21, had received 11,724 shares, 64,704 likes and 6,748 comments as of Sept. 18. Resnick’s own Facebook page

University Parkway and Fruitville Road so it can widen I-75 with an additional through lane in both directions. The outside lane, once roadwork is completed, will be converted into a designated travel lane for drivers traveling just between the University Parkway and Fruitville Road exits. FDOT Interstate Construction Project Manager Marlena Gore said Prince Contracting is working on clearing areas in the median that are needed for permanent retention and detention ponds — ponds used to hold excess water. Clearing already has finished in preparation for shifting traffic onto portions of the median to connect with a temporary bridge structure across University Parkway. The three-lane bridge will take traffic off the existing interstate in one direction at a time, as contractors build the diverging diamond. “That’s the only way we can demolish the existing overpass,” Gore said. “The median will become a three-lane bypass to connect to the bridge, roughly from north of Erie Creek and

south of Foley Creek.” Gore said FDOT expects to install the temporary bridge sometime before the end of the year, but no dates have yet been set by the contractor. FDOT spokesman Robin Stublen said the widening of I-75 not only will include the addition of a vehicle travel lane, but also an expanded recovery area, the shoulder area used for drivers to correct driving mistakes before veering off the roadway. And, although in many areas it looks like the forested median area has been destroyed, Stublen said FDOT is only tearing down trees necessary for the project. “We’re not removing any vegetation that we don’t have to remove,” he said. “There will be some trees left in the wider areas. It costs money to take this stuff down, grind it up and haul it away. We don’t do these things unless we absolutely have to.” FDOT already owned right of way required for the project, he said. Assisted care options expand in Lakewood Ranch

The women said they watched the facility’s progress while it was under construction and wanted to see the finished product.

They both agreed it was a nice size for one person, and Bob Ducatelli pulled out his iPhone to take a video of the accommodations. The two Rosedale residents were exploring the apartment layouts at Inspired Living at Lakewood Ranch, which held its grand opening Sept. 17. Because the independent and assisted-living facility is close to Rosedale, they are hoping to find some suitable accommodations for Annette’s mother. When her mother visits, she stays with them, Annette said. The couple wants her to move near them permanently, but they know she would like having a place of her own with nearby neighbors. “She’s very social,” she said. “She needs her peers around her.” Inspired Living at Lakewood Ranch, owned by Validus Senior Living, is the newest addition to the area for both independent retirement and assisted living. It also offers memory care facilities, which cater to those with dementia, Alzheimer’s and other conditions. It joins the Windsor of Lakewood Ranch the assistedliving and memory care options available east of I-75. It’s the seventh Inspired Living community on the Gulf Coast, said Christina Driscoll, the executive director for the new location. But unlike the other communities, such as the one in Sarasota or Brandon, the Lakewood Ranch

bar, nature trail and dog park. In addition to satisfying the needs of the residents, these additional amenities are meant to make Inspired Living pleasant for the resident’s family, too. “We’ve designed the community to be so family focused,” Driscoll said.

The new facility will employ about 60 people to start; as apartments fill up, that number will increase to 120 or more, she said. Before the grand opening, Inspired Living already had 38 deposits from people wanting an apartment. Move-ins will begin later in September.

Gullett Elementary celebrates International Day of Peace he B.D. Gullett Elementary School peace pole serves as a monument that greets students every morning before school. On Monday, those students got to learn a little about the peace pole and why what it signifies is important. Gullett has held a dedication ceremony for the pole every year since the East Manatee Rotary Club donated it to the school eight years ago. The pole reads “may peace prevail on earth,” and Gullett students stood up to repeat the phrase in Lebanese, French, Spanish, Chinese, Russian and Bosnian. Other students talked about the importance of world peace. The school’s administrators, Principal Shirin Gibson and Assistant Principal Mike Kelley, spoke at the dedication, along with school guidance counselor, Monica Rice, and Rotary member Russ Russo. “Each and every one of us has an obligation to promote peace,” Rice said.

to install a new underground drainage system at the school to fix flooding issues on campus. The construction project damaged some of the field area where the running club used to run, so Herbert and Royce asked the district to look into installing new track while the existing field was being repaired. The district agreed. The track cost about $10,000 out of the $300,000 drainage project, said Mike Barber, spokesman for the district. The track was finished the week before school began in August. The running club doesn’t start until November because of the heat, but students are still using the track. Students are learning how to pace themselves while running longer distances and run laps when the weather permits. The teachers also use the track as an outlet for students who need to burn off extra energy. “They’re sitting so long in class these days,” said PE teacher Linda Haluska. “We want the students to know how important healthy lifestyles are.” Runner’s club will kick off Nov. 3. After that, the group will meet Tuesdays and Thursdays before class. Students can record their miles to get awards and shoe charms to show off their accomplishments. Parents can help by volunteering, although some choose to run with their kids. “We get the kids and parents involved,” Haluska said.

5500 block of Factory Shops Boulevard Suspicious incidents: A mall guard called the Manatee County Sheriff’s Office because he found a suspicious briefcase lying next to a trash can near the entrance to the Outlet Mall. The Sheriff’s Office responded, taped off the area and cleared out the stores in proximity to the case. The bomb squad investigated, and decided it was only an abandoned briefcase, not a bomb.

He did not see any marks on the window that suggested someone attempted to pull off the screen or open the window, and there were no footprints around the window in the grass. The deputy recommended that the woman call the Sheriff’s Office if it happened again.

Food Bank of Manatee Director Cindy Sloan signaled to four empty pallets in a row inside the organization’s warehouse. The spaces previously held soups, canned meats and boxes of raw pasta. “In the winter months, all of these pallets are full,” Sloan said. The Food Bank needs donations after feeding hungry families throughout the summer, when children are out of school and individuals who normally donate food are on vacation. “Supply is down and demand is up during the summer,” Sloan said. The organization, which is a program of Meals on Wheels PLUS, is operating with an estimated 163,902 pounds of food to stock more than 50 food pantries, 20 residential programs and a range of nonprofit groups and causes that need food donations. “I don’t think we’ve ever been this low on food in the eight years I’ve been here,” Sloan said. “I’d say 70% of what we have in stock is perishable.”

Pastor Yancey Styles, who runs the food pantry every third Friday at The Tabernacle church, stocked up on what was available Sept. 18 at the warehouse — bread, meat and produce. His food pantry was opening three hours after his trip to the Food Bank, and he knew 200 families would be waiting. Sloan doesn’t think donations will pick back up until November, when the organization holds its Empty Bowls event and the “spirit of holiday giving” is rejuvenated, she said. So help now is crucial. “The holidays are the giving time of year in people’s minds, and that’s when they typically donate,” Sloan said. “It’s a mentality. We’re trying to teach more agencies that we’re here year round and need the help.”

Lakewood Ranch approached Jon Bullas last year about taking over the Mustangs boys golf program, but the timing just wasn’t right. Over the course of the past year, Bullas, who coaches six of Lakewood’s golfers through his golf academy, kept in contact with longtime Lakewood coach Dave Frantz about the possibility of stepping into the role this season. With his schedule better suited for the travel and time commitment associated with the high school season, Bullas, the director of instruction for the Golf Academy at Lakewood Ranch, a position he has held for the past four-and-a-half years, agreed to take over the Mustangs program. A native of England, Bullas competed for Florida Atlantic from 1996 to 2000 before turning professional. Bullas spent the next six years touring around the world, competing in the PGA South America, European Pro Tour and the Mini Tour, among others, before moving to Florida in 2006. In his first season at the helm, Bullas has coached the Mustangs to a 33-5 record, including a first-place finish at the nineteam Baker Invitational Sept. 18.

I never thought about coaching high school golf until the opportunity came up. They kept encouraging me, and it’s been a good fit for me. I enjoy being around the kids. Six of the eight guys are students of mine, so I already know the kids and their families and have had personal relationships with them since they were 7 or 8 years old. Dave (Frantz) is an organizer. He still helps me out, which is great. There’s a lot involved in high school golf. It’s not just hands-on golf coaching at tournaments. This has been his baby for so long, and I couldn’t do it without his help. He’s obviously the link to the school, and he’s really been helpful. I want to bring the program back to championship form. They’ve been very successful previously. They were blessed with a strong incoming class at one time, and as a result were so successful. I want to re-create that. We have three freshmen who are all capable of starting

on the team, which is great for the future. This year is sort of a building year for us, but next year we should be a very strong high school team that’s capable of competing at states the next couple of years. The biggest thing I try to teach them is how to prepare for different courses and different conditions, and how to control their emotions when they compete. I try to teach them about themselves, so they can find the answers to guide them in the right direction. So much coaching is done around teaching swings, chipping and putting, but high school coaching is centered more around the course. We spend a lot of time on the course talking about the good, the bad and the ugly. It’s all about seeing the kids competing and having a good time out there. Jon Bullas isn’t the only new golf coach at Lakewood Ranch. David Lamm is also coaching his inaugural season at the school, leading the girls golf team. Lamm, who spent about six years playing professionally before turning to teaching and coaching in 1984, spent the past two years coaching at ODA. Lamm replaces Vito Bavaro, who spent the past few years coaching the girls golf team in addition to coaching the boys soccer team. Lamm is also the head golf professional at the River Club Golf Course, which means he was a familiar face for some of the girls on the team. “A few of the girls work for me picking up range balls, so I knew them already. That made it an easier transition,” he said. “It’s a great mix of girls.” Lakewood opened the season with a victory in the Mustang Cup, marking the first time the girls team had beaten the boys team. Since then, Lamm has coached the Lady Mustangs to a 13-2 record with their two losses coming at the Barron Collier Invitational Sept. 16. Lakewood finished third in the six-team event. “We’re doing better than I thought we would be doing,” Lamm said. “I don’t know where we stand when it comes to the whole state, but if we can make it to state, it’ll definitely help us for next year.”

The Lakewood Ranch High boys golf team won its fifth-consecutive Baker Invitational Sept. 18. Freshman Hunter Logan shot a 2-under par 70 to finish tied for first place individually and help power the Mustangs to a first-place finish. Lakewood shot a combined 295 to win the nine-team tournament by five strokes. Drew Angelo and Louie Delfabro each shot 74. Mike Wijas added a 77, followed by Billy Herten (78) and Daniel Miller (79). With the win, Lakewood improved to 33-5 on the season.

raden River High School students blacked out the home side of the field during the East County rivalry game Friday. All the students wore black shirts in support of the Pirates. But, not to be outdone, Lakewood Ranch High School students answered with some colorcoding of their own — they wore white to support their fellow Mustangs. But fans of both sides shouted chants across the field at their opponents throughout the game. Some Pirates were just excited the weather cleared away when the game started. The school held a special glow dance as a reward to students who participated in Jostens Renaissance Program, an academic program that encourages students to keep a 3.0 or higher GPA, in the last quarter of the 2014-2015 school year. About 300 seventh- and eighthgraders filled up the gym for the two-hour dance party, which included a photo booth.

GreyHawk resident Margo Diener organized the 2-mile walk, held Saturday morning. Diener is a breast cancer survivor, and wanted to donate to the foundation as well as raise awareness for breast cancer. GreyHawk residents as
