Fore word I would like to congratulate the Plymouth Social Enterprise Network for the work they do in supporting social enterprises. Plymouth has a long and distinguished history of successful businesses that think beyond the bottom line and reinvest their profits in our communities; businesses that give local people ownership of assets and the ability to generate capital. Our Co-op has been trading in Plymouth for over 150 years, and the Co-operative Group is now the city’s third largest employer. Community Economic Development Trusts are helping to drive economic and social regeneration in some of our most deprived communities. Our largest Registered Social Landlord is a social enterprise, as is the company behind the regeneration of Devonport Guildhall and Column. And they are not alone. Many more local people are now setting up businesses which bring both economic and social value to Plymouth. As one of the country’s newest Co-operative Councils we are committed to working with social enterprises to help them develop and grow in size, in number, in turnover and in profitability. We believe that social enterprises not only have a real role in giving people a sense of ownership and pride in Plymouth and the services we all receive; they also add to our economic wellbeing. This directory demonstrates the fantastic diversity of activities undertaken by a growing number of social enterprises in Plymouth. Welcome to the Plymouth Social Enterprise Network’s Directory of social enterprises in and around Plymouth. Social enterprise is not new and it is not small; they contribute over £8 billion per year to the UK economy and, in 2011, 58% of social enterprises reported growth compared to just 28% of other small and medium-sized enterprises. Social enterprises bring innovative ideas and a ‘can-do’ attitude together with investing in their communities and prove that social and environmental responsibility can be combined with financial success. The South West has the largest concentration of social enterprises in the UK and as such they are an essential part of building a sustainable future for our economy. The University leads the national University Enterprise Network for Social Enterprise, and I am therefore delighted to endorse this important directory. This directory provides details of social enterprises across the region, alongside information about their products and services. I commend the collective efforts of social enterprises and invite you to work with the businesses described here.

Headline Figures There are 100––150 social enterprises in and around Plymouth. Around 3,100 people work in social enterprises in the city. This is about 3% of the workforce. Income in the sector amounts to around £180 to £200 million. 15% of the sector generates 95% of this income. Around 1 in 3 businesses report a turnover of under £50,000. The highest single income is £85 million. The average is about £4 million but the median is about £90,000 per year. There is a clear need for business advice to help social enterprises grow especially in the areas of marketing, finance and proving social impact.

Social Enterprise with Plymouth University

Higher education makes an unparalleled contribution to skills development in the UK. Universities also have a key role to play in transforming the social and economic environment. Plymouth University understands the importance of economic and social regeneration in creating a vibrant city. We particularly see the need to develop a more sustainable and balanced economy. Social enterprise finds a natural place at the heart of our plans to be an enterprise university. We play an important role in the city’s social enterprise culture. We are proud to be founder members of the Plymouth Social Enterprise Network and are actively supporting the fantastic Social Enterprise City Festival this year. We also support social enterprises more practically in many other ways.

We are also home to the national Social Enterprise University Enterprise Network (SE-UEN). This network aims to develop and support social enterprise and involves a number of universities around the country working with partners from the private sector including: The Co-operative Group, SERCO, the Social Enterprise Mark Company and the National Council for Entrepreneurship in Education (NCEE). The SE-UEN will research, pilot and communicate best practice in social enterprise to help shape national policy. It will work with students and staff in the partner institutions to build social enterprises. It will also work with existing and aspiring social enterprises to provide targeted business advice, mentoring and support. Plymouth University is playing a leading role in promoting and enabling social entrepreneurship and is helping to ensure a vibrant ‘social enterprise city’.

We host a social entrepreneur ‘in residence’ who is able to advise students and academic staff about starting-up and running a social enterprise. Our ‘Enterprise Solutions’ scheme is available to all businesses, including social enterprises, looking for support. We are a founding partner of GAIN - a growth and acceleration investment network - which social enterprises can access. We run business planning competitions and offer students the chance to develop consultancy work to help with the business needs of local social enterprises.

About Plymouth Social Enterprise Network Plymouth Social Enterprise Network (PSEN) is a membership organisation that aims to be a focal point for the social enterprise sector in and around Plymouth.

About Plymouth Social Enterprise Network Plymouth Social Enterprise Network (PSEN) is a membership organisation that aims to be a focal point for the social enterprise sector in and around Plymouth. The Network was formed in May 2011 and provides a way for social enterprises to exchange information, ideas and expertise. The Network provides a forum for discussion at bi-monthly meetings, facilitates the development of commercial opportunities amongst social enterprises and seeks opportunities to promote social enterprise wherever possible.

Why is Social Enterprise important? There is more awareness than ever of the need for new economic models, fresh ideas and a fundamental shift in the way we do business. This is high on the political, economic and academic agenda. If we do not radically rethink our business models we will continue to recreate the same problems in the future. Social enterprise can be the solution to the current economic and environmental crisis. These ethical businesses can generate wealth sustainably, create meaningful and well-paid jobs and can tackle some of society’s most intractable problems.

About this Directory PSEN was given a Big Lottery Fund Awards for All grant in 2011 to raise the profile of social enterprise in the city. Part of this grant was to create a directory of social enterprises in and around Plymouth to help people understand the sector and to find out more about what services and products are being provided by social enterprises.

Social enterprises can make a huge and positive difference to the world. Our appeal is to all existing and would-be entrepreneurs: think about what sort of business you want to create and what impact you want to have on the world. We believe that you have a choice: start a business that exists purely to make money for yourself and shareholders, or create something that works for the betterment of society and provides you a good living at the same time.

What is a Social Enterprise? Defining social enterprise is a thorny issue. Many people have many ideas about what a social enterprise is and does. Terms such as social business, ethical company, community enterprise, co-operative, mutual and others are all used in relation to these types of businesses. There are advantages and disadvantages to all these terms but no single phrase reflects the full breadth of the sector in all its forms. It is important to note that the concept of ‘social enterprise’ is not a legal structure itself. It is a general term given to a number of business models. The core, unifying features of social enterprise are social/ environmental purposes and trading. There is an array of legal structures available to social enterprises, for example, the Community Interest Company (CIC), Charitable Company and Industrial and Provident Society (IPS) to name a few of the most common. PSEN has adopted the following definition of social enterprise: “Social enterprises are organisations that trade with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community, rather than being driven by the need to maximise profit for shareholders and owners.”

PSEN’s Vision for Social Enterprise in the City PSEN is about to consult on a vision for the Network and a strategy to achieve this. We think that the following will form part of that consultation. We want Plymouth to be a city where: • • • • • • • • •

We serve over 80,000 customers across central southern and South West England. We do this by building affordable houses to buy or rent, providing care for the vulnerable or elderly, and by maintaining or repairing homes. We’re aware of the changing social and economic environment in the communities we serve and see the social enterprise model as part of the solution. Bikespace welcomes donations from the public of bicycles in need of refurbishment. START’s innovative structure harnesses the work of around twenty placement students every year to augment the work of the 3 full time staff. Their up-todate knowledge, enthusiasm and commitment to social justice maintains a strong learning culture and an open, solutions-focused approach to the serious difficulties faced by refugees.
