Fulbright in Finland has had a very successful season. To start off the semester, the Center received a record number of applications for its August grant competition. Increase from the previous year was a striking 55 %, and the applications were, once again, of excellent quality. With new funding we were able to respond to the growth in applications by awarding more grants than last year. Among them were the very first recipients of the newly created Fulbright-Technology Industries of Finland Grant. In this competition, two graduate students and one researcher were selected for the special technology awards. More Finnish higher education institutions are represented in the Fulbright programs and are participating in the cost-sharing grants than in previous years. HEIs are also actively working with us to renew the cost-share program and to broaden cost-share opportunities. These initiatives include even quite new types of grants, such as the predoctoral research grant with the University of Lapland. Further along the lines of cooperation, we are announcing two new programs, one for Americans and one for Finns. The new Fulbright-Saastamoinen Foundation Grant in Health Sciences provides an opportunity for U.S. researchers in Health Sciences to spend a semester lecturing and researching at the University of Kuopio, which is known for its excellence in health, environmental and welfare sciences. Competition for this new award will open in 2007. Additionally, in cooperation with the Centre for International Mobility (CIMO) of the Finnish Ministry of Education, we have just launched the new Finnish Language and Culture Teaching Assistant Program. The FLTA program will allow Finnish graduate students to spend a year at a U.S. university both taking courses of their interest while also serving as teaching assistants in Finnish language and culture. With this program, we aim to not only provide a unique opportunity for the grantees themselves but at the same time more broadly to support and help diversify the teaching of Finnish Language and Culture in the United States. The first grantees will be selected in December for the year 2007-2008. The above initiatives serve as the most recent concrete examples of the strength we find in cooperation. Working actively together with our partners in Finland and abroad, we create new opportunities for our students and scholars and help enhance international academic mobility and cooperation. Suomen ja suomalaisten suhde Yhdysvaltoihin on nykyään monimielinen. Liikeyritykset, kulttuuri, viihde – kaikilla on hyvät suhteet Amerikkaan. Mutta poliittiset johtajamme ovat jääneet syrjään. Presidentti Tarja Halonen on tosin tavannut Yhdysvaltain kollegansa George W. Bushin kansainvälisissä yhteyksissä, mutta ei ole saanut kutsua Valkoiseen taloon, eikä pääministeri Vanhanen ole käynyt Washingtonissa. Hallituksen jäsenistä vain ulkoministeri Tuomioja on käynyt virallisella vierailulla edellisen ulkoministerin, Colin Powellin, luona. Hänen seuraajansa Condoleezza Rice kiertää maapalloa, mutta sivuuttaa Pohjolan. Bush käy jopa Virossa, mutta ei harppaa Suomenlahden ylitse. Kun yksikään Yhdysvaltain nykyisen poliittisen johdon edustaja ei ole käynyt Suomessa, voimme lohduttautua ajattelemalla, että Suomi on hyvässä kunnossa: emme kuulu niihin lukuisiin valtioihin, joita amerikkalaiset joutuvat hoitamaan kuin lääkärit potilaita. Irakin sodan synnyttämä amerikkalaisvastaisuus on vaikuttanut laajalti eurooppalaisten näkemyksiin.Valitettavasti moni suomalainenkin on leimannut Amerikan kirjavan väestön monipuolisine mielipiteineen George W. Bushin yksiväriseksi ja vääräoppiseksi kannattajajoukoksi. Kannattaa palauttaa mieliin, missä määrin Yhdysvallat on eri vaiheissa vaikuttanut Suomen asemaan. Ensimmäisen maailmansodan jälkeen Suomi oli niitä Euroopan valtioita, joiden sodassa kärsimiä vahinkoja Yhdysvallat pyrki parantamaan. Saatuamme sieltä huomattavan lainan Suomen Pankin nuori pääjohtaja Risto Ryti päätti, että Suomen tuli säännöllisesti maksaa lainan lyhennyksiä ja korkoja, jotta maineemme paranisi Yhdysvalloissa. Suomi olikin ainoa Euroopan valtio, joka maksoi lainansa, ja tulimme Amerikassa tunnetuksi rehellisenä kansakuntana. Talvisota nostatti siellä voimakasta suuttumusta. Kämp-hotelliin majoittuneet Amerikan parhaat journalistit lähettivät jännittäviä sotaraportteja kansainvälisiin lehtiin. Entinen presidentti Herbert Hoover johti kansalaisjärjestöä, joka keräsi pari miljoonaa dollaria Suomen avuksi. New Yorkin Broadwaylla esitettiin Robert Sherwoodin talvisodasta kirjoittama menestysnäytelmä There Shall Be No Night. Mutta Yhdysvallat oli vielä tiukasti isolationistinen valtio, ja puolueettomuuslait sitoivat presidentin kädet.Vasta talvisodan päätyttyä Suomi sai haupitseja ja tykkejä Amerikasta – maksua vastaan. Jatkosota ei enää herättänyt Yhdysvalloissa suurta ihailua Suomea kohtaan, mutta kulissien takana presidentti Roosevelt painosti Stalinia hyväksymään Suomen itsenäisyyden säilymisen. Sodan jälkeen Yhdysvallat tuki maamme itsenäisyyttä – ei kovin näkyvästi, mutta sen verran, että se rohkaisi suomalaisia poliitikkoja ja varoitti Tehtaankatua. Vuonna 1949 Yhdysvaltain kongressi hyväksyi lain, jonka mukaan Suomen valtion velka vuodelta 1919 muutettiin laajaksi tieteen ja kulttuurin stipendijärjestelmäksi, ASLA-ohjelmaksi. Tämä oli uusi avaus Suomen kansainvälisille kulttuurisuhteille, sillä sotien jälkeen perinteiset yhteydet Saksaan olivat käytännöllisesti katsoen poikki, eikä Englanti tuolloin juuri sijoittanut varoja kulttuurisuhteisiin Suomen kanssa. ASLA-ohjelma oli siten tavallaan henkistä Marshall-apua. Kahtena ensimmäisenä vuosikymmenenä vuodesta 1950 alkaen noin 2 000 tutkijaa, opettajaa ja asiantuntijaa kävi Yhdysvalloissa. Useimmat viipyivät koko vuoden. Yhdysvaltain kansallisen turvallisuusneuvoston salaisissa muistioissa Suomen suhteen noudatettava politiikka määriteltiin 1950-luvulla olennaisilta osiltaan yhtäpitävästi vuodesta toiseen. Tavoitteena oli tukea Suomen säilymistä itsenäisenä, taloudellisesti elinkykyisenä ja demokraattisena valtiona. Neuvostoliiton taloudellisen vaikutusvallan rajoittamiseksi Yhdysvallat myönsi Suomelle luottoja. Vihdoin, 26. toukokuuta 1988, itse presidentti Ronald Reagan saapui Helsinkiin Nancy-puolisonsa kanssa. Reaganin puhe huipentui sanoihin: ”Amerikka kunnioittaa Suomen puolueettomuutta. Me tuemme Suomen itsenäisyyttä. Annamme arvoa Suomen rohkealle historialle. Tervehdimme kunnioituksella sitä luovaa valtiomiestaitoa, joka on Suomen lahja maailmanrauhalle...” Tästä on kulunut jo lähes 20 vuotta. Eduskuntavaalien jälkeen vuonna 2007 käydään vakava keskustelu Suomen suhtautumisesta Natoon – siis liittoutumisesta Yhdysvaltoihin. Päätös saattaa yhä vain lykkääntyä. Mutta Natosta riippumatta Suomen puolustusvoimilla on jo kiinteä yhteys Yhdysvaltain sotilaalliseen johtoon. Max Jakobson Ministeri Kuva: Lehtikuva

Valintauutisia Valitut jatko-opiskelijat osallistuivat lokakuussa päivän orientaatiokoulutukseen, jossa käsiteltiin amerikkalaisiin yliopistoihin hakeutumista ja parhaan opinto-ohjelman valintaa. Tilaisuuden kouluttajina oli asiantuntijoita sekä amerikkalaisista yliopistoista että Fulbright Centeristä. Teknologiasta taiteisiin - Syksyn stipendiaatit laajasti eri aloilta

Ensimmäiset stipendiaatit lukuvuoden 20072008 stipendiohjelmaan on valittu. Hakijoita oli 59, mikä on 55 prosenttia enemmän kuin viime vuonna. Hakemukset olivat erittäin korkeatasoisia ja erityisen ilahduttavaa oli, että ne edustivat laajasti eri aloja ja korkeakouluja. Hakemuksia saatiin kaikkiaan 17 suomalaisesta yliopistosta ja korkeakoulusta, minkä lisäksi neljä hakijaa oli suorittanut tutkintonsa ulkomaisessa yliopistossa. Stipendi myönnettiin 14 hakijalle, jotka edustavat kaikkiaan 11 suomalaista yliopistoa ja korkeakoulua. Ensimmäiset Fulbright-Technology Industries of Finland Grant -stipendit myönnettiin kahdelle jatko-opiskelijalle ja yhdelle tutkijalle. Ohjelmassa rahoitetaan teknologiateollisuuden kehitystä tukevia jatko-opintoja tai tutkimusta Yhdysvalloissa. Stipendiohjelman rahoittavat Teknologiateollisuuden 100-vuotissäätiö ja Fulbright Center. Stipendit ovat suuruudeltaan USD 15 00050 000. Stipendin lisäksi ohjelmaan kuuluu merkittäviä lisäetuuksia ja ohjelmapalveluita, muun muassa vakuutus, opiskelijoiden henkilökohtainen neuvonta sekä perehdyttäminen amerikkalaiseen kulttuuriin, koulutusjärjestelmään ja tuleviin opintoihin Yhdysvalloissa. Ensimmäinen perehdytystilaisuus, ’orientaatio’, järjestettiin lokakuun puolivälissä.

Stipendiuutisia CIMO ja Fulbright Center tekevät yhteistyötä Suomen kielen ja kulttuurin alalla

Uudet Finnish Language and Culture Teaching Assistant -apurahat haussa Kansainvälisen henkilövaihdon keskuksen CIMOn ja Fulbright Centerin uusi Finnish Language and Culture Teaching Assistant -apurahaohjelma tarjoaa suomalaisille opiskelijoille mahdollisuuden viettää yhden lukuvuoden yhdysvaltalaisessa yliopistossa. Stipendiaatti avustaa Suomen kielen ja kulttuurin opetustehtävissä ja voi lisäksi täydentää omia opintojaan ja tutkimustaan yliopiston kursseilla. - Apurahaohjelman avaamat uudet mahdollisuudet ovat tervetulleita, sanoo CIMOn johtaja Ulla Ekberg. - Ohjelman avulla voimme monipuolistaa tukea Suomen kielen ja kulttuurin opetukselle Yhdysvalloissa ja samalla voimme tarjota suomalaisille opiskelijoille hienon tilaisuuden opiskella amerikkalaisessa yliopistossa. Olen myös iloinen voidessamme syventää yhteistyötä CIMOn ja Fulbright Centerin välillä entisestään, Ekberg jatkaa. - Fulbright-ohjelmassa oli jo kansainvälisesti muutamia toimivia esimerkkejä vastaavantyyppisistä teaching assistant -ohjelmista. Suhteellisen pienin muutoksin räätälöimme niistä suomalaiseen kontekstiin soveltuvan mallin, kertoo aloitteen ohjelmayhteistyöstä tehnyt Fulbright Centerin toiminnanjohtaja Terhi Mölsä. - Fulbright Center tarjoaa yhteistyöhön valmiin ohjelmapaketin lisäksi USA-tuntemuksensa, stipendiaattien tukija neuvontapalvelut sekä monet rahanarvoiset erityisedut, jotka stipendiaatit saavat Fulbright-ohjelman kautta. Stipendin elinkustannuksiin puolestaan rahoittaa CIMO. Uusi FLTA-stipendi on erinomainen esimerkki siitä, miten yhteistoiminnalla luodaan uusia mahdollisuuksia, Terhi Mölsä toteaa.

Stipendiaatit Suomen edustajina kampuksella Fulbright Centerissä apurahaa koordinoi ohjelmapäällikkö Terhi Topi. Hän on innostunut ohjelman monipuolisuudesta. - Uudet stipendiaattimme tulevat aktiivisesti toimimaan Suomen edustajina amerikkalaisella kampuksella. Haluamme myös, että he kertovat kampuksellaan opiskelu- ja tutkimusmahdollisuuksista Suomessa, kertoo Topi. Stipendiaatit avustavat kielen ja kulttuurin opetuksen lisäksi mm. erilaisten tapahtumien järjestämisessä. - Samalla meille on kuitenkin tärkeää, että opiskelijalle itselleen on teaching assistant

-vuodesta akateemista hyötyä, Topi jatkaa. Lukuvuoden aikana stipendiaatilla on oikeus suorittaa maksuttomasti yliopistokursseja. Tapauskohtaisesti ne voivat olla myös itsenäistä tutkimusta. Parhaillaan haussa olevat stipendit myönnetään lukuvuodelle 2007–2008. Ne on tarkoitettu vähintään alemman korkeakoulututkinnon suorittaneille soveltuvien tieteenalojen opiskelijoille, kuten suomen kielen, Suomen ja muiden Pohjoismaiden kirjallisuuden, muiden humanististen alojen sekä valtiotieteiden opiskelijoille. Etusijalle valinnassa asetetaan jatko-opiskelijat ja maisteritutkinnon loppuvaiheessa olevat opiskelijat.

Suomen kieltä ja kulttuuria opiskellaan myös Yhdysvalloissa Yksi CIMOn perustehtävistä on tukea ja edistää Suomen kielen ja kulttuurin opetusta ulkomaisissa yliopistoissa. Asiantuntijaelimenä toimii ulkomaisten yliopistojen Suomen kielen ja kulttuurin opintojen neuvottelukunta UKAN. Suomen kieltä ja kulttuuria voi tällä hetkellä opiskella yli 100 yliopistossa 30 maassa eri puolilla maailmaa – miltei kaikissa Euroopan maissa, Aasiassa ja Pohjois-Amerikassa. CIMO tukee yliopistoja erin tavoin, esimerkiksi antamalla asiantuntija-apua, lahjoittamalla opetusmateriaalia ja järjestämällä opettajille opintopäiviä.Vuosittain CIMO lähettää ulkomaisiin yliopistoihin noin 30 vierailevaa Suomen kielen ja kulttuurin professoria ja lehtoria Suomesta. Ammatillisen koulutuksen puolella liikkuvuutta edistetään kehittämällä opintosuoritusten siirtojärjestelmää. Myös uusi Europassi-järjestelmä helpottaa tutkintotodistusten kansainvälistä vertailua ja edistää sekä opiskelijoiden että työntekijöiden liikkuvuutta. Tärkeää on vahvistaa lisäksi amerikkalaisten mahdollisuuksia saapua Suomeen. Tällöin myös englanninkielisellä koulutustarjonnalla ja kieltenopetuksella on suuri merkitys. Kansainvälisesti vertailtuna suomalaisissa korkeakouluissa on vieraskielistä koulutustarjontaa varsin hyvin. Englanninkielistä koulutusta on pyritty laajentamaan siten, että ulkomaiset opiskelijat voisivat valita opintoja maamme eri osista. Suomalaisten yliopistojen tulisikin panostaa vielä enemmän englanninkieliseen kurssitarjontaan. Pitkällä tähtäimellä tästä hyötyisivät sekä ulkomaiset että suomalaiset opiskelijat. Itse opiskelin Boston Universityssä lukuvuotena 1975–1976. Kävin läpi normaalit kielitestit, mutta osa vuodesta olisi todennäköisesti mennyt hukkaan ilman Texas Universityssä Austinissa järjestettyä, lähes kahden kuukauden mittaista johdantokurssia. En tunne tarkkaan nykyisiä käytäntöjä, mutta oman kokemukseni perusteella voin sanoa, että Bostonissa saadun akateemisen koulutuksen lisäksi kesä Texasissa teki lähtemättömän vaikutuksen, ja koko vuosi antoi vahvaa evästystä elämän varrelle. Martti Ahtisaari, President of Finland from 1994-2000, will deliver the keynote address at the 29th annual U.S. Fulbright Association Conference being held in Marrakech, Morocco in November 2006, the second time the meetings have been held at an overseas location. This conference brings together alumni of the Fulbright program and provides a forum for the discussion of issues and developments in the field of international educational and cultural exchange. The conference, themed “Fulbright Alumni: Expressions in Civil Society,” will be immediately followed by the Moroccan Fulbright Alumni Association conference,“Morocco in Western Art.” Finland’s ASLA-Fulbright Alumni association is represented at the conference by Mr. Erkki Nissinen (Teacher grantee in Salt Lake City in 1994-95). The Fulbright Center is represented by its Project Consultant Suzanne Louis (Mid-Career Professional Development grantee in Helsinki in 2001). President Ahtisaari was honored in 2000 as recipient of the J. William Fulbright Prize for International Understanding. The Prize,

Persistence is necessary, and Fulbright exchanges have been pioneering this humanistic endeavor for six decades. The most recent recipient of the Prize was former U.S. President William Jefferson Clinton, who in his acceptance speech made multiple references to the impact that Senator Fulbright had on his own formative years, especially as a model for ideas about building common cause with many partners. In May 2006, Clinton visited Finland as the featured speaker at “Turning Point ’06: Leadership for the Future” seminar at Tampere-talo.

Welcome to Suzanne Louis Suzanne Louis’ 27 year career in international education and exchange brings her now to the Fulbright Center as a Project Consultant. She recently retired from the University of Virginia International Studies Office, where she held the positions of Associate Director, Exchange Visitor Officer, and Director of the Lorna Sundberg International Center. Suzanne’s academic background is in cultural anthropology, Chinese studies, and architectural history.

Finland, Once Is Not Enough! I knew enough about Finland to relish the prospects for my Senior Specialist assignment at the University of Helsinki in May and June, 2006. My first visit to Helsinki had been in 1967 at the end of a two-month railway journey that began in Hong Kong. But that’s another story. More recently my wife and I spent a year-long Fulbright appointment at Finland’s University of Oulu. I was asked to conduct a project assessment related to a Finnish Ministry of Education-funded pilot teacher education program. The program research director, Heikki Kynäslahti, was facing the prospect of integrating this five-year pilot project into the core programmatic course line-up provided by his Department, while at the same time securing forward support to launch fresh initiatives related to the funded pilot. My primary challenge was to examine data sources relevant to project aims, to explore ideas for a new project focus and to produce a missionrelated document based on this research. I arrived in Helsinki on a very chilly May afternoon. Throughout my stay I was treated

with utmost courtesy and friendship. Heikki met me at the airport, drove me to my comfortable University apartment, a ten-minute walk from my office. During the next couple of days, he took me on a personal walking tour of the City, and included me in University meetings related to my task. On the final, sunny day of my assignment, Heikki and two of his Department colleagues took me for a cook-out to Porkkala, a peninsula jutting into the Gulf of Finland Archipelago, 30 minutes west of Helsinki. It was a touching “good bye” for a stay far too short. Helsinki is a superb city; clean, modern and accessible, yet with a historically rich inner core. Cultural opportunity ... opera, symphony, theatre, lectures and museums ... abounds. The tenor of the city is manifested through its eclectic architecture, with stunning examples ranging from neo-classical through art-deco to thoroughly modern. Several Finnish friends generously took me to nearby attractions. East of Helsinki, the town of Porvoo features many well-preserved wooden buildings of medieval times. Closer to town is Seurasaari, an open-air museum representing traditional architecture from various Finnish regions and epochs. Close to the city center is the controversial Sibelius monument, an enormous aluminized structure of stylized organ pipes, with a smallish, scowling sculpture of the great composer himself appearing nearby, almost as an afterthought. As significant as I found my professional encounter, equally important were the renewal of old friendships and the formation of new ones. I am lucky to have had the chance to return to Finland for a second Fulbright. I intend to come back.

A new and unique grant program has been created jointly by the University of Kuopio, Finland’s Saastamoinen Foundation, and the Fulbright Center. The Fulbright-Saastamoinen Foundation Grant in Health Sciences will support an American scholar engaged in a health science discipline to work with colleagues at the University of Kuopio. The grant application period begins in 2007 and the first recipient will be hosted at Kuopio in 2008. – It is wonderful that we will receive more senior level American professors and researchers here in Finland, comments Chair of the Fulbright Center Board Professor Raija Sollamo. – The Fulbright Center is expanding its funding base by establishing extended contracts of cooperative funding that will be used to create new jointly sponsored grant programs. Petteri Karttunen, Saastamoinen Founda-

Tieteen ja taiteen tukija Saastamoisen yhtymän tarina alkoi Kuopion torin varrelta, jonne Herman Saastamoinen perusti sekatavarakaupan syksyllä 1876. Hyvän liikevainunsa ja rohkeutensa ansiosta Saastamoisesta tuli parissa vuosikymmenessä menestyvä tukkukauppias sekä tehtaiden ja kymmenientuhansien metsähehtaarien omistaja. 1900-luvun alussa Saastamoisen lankarullatehdas oli maailman suurin. Herman Saastamoinen oli myös yhteiskunnallisesti aktiivinen vaikuttaja sekä kansallisten kulttuurihankkeiden ja Suomen itsenäistymiseen tähdänneiden poliittisten liikkeiden rahoittaja. Kauppaneuvos Saastamoisen kuoltua yhtiön toimia jatkoivat hänen poikansa. Kolmikon vanhin, Armas Saastamoinen, oli Suomen ensimmäinen asiainhoitaja Washingtonissa, eikä hän voinut aktiivisesti osallistua perheyrityksen johtamiseen. Vuosikymmenten aikana toiminta laajeni, mutta öljykriisi, teollisuustuotannon supistuminen ja 1970-luvulla alkaneet konsernin taloudelliset vaikeudet johtivat lopulta Saastamoisen yhdistymiseen Paloheimo Oy:n kanssa. Saastamoisen Säätiön perustivat vuonna 1968 yhtiön silloinen pääjohtaja Osmo P. Karttunen ja hänen vaimonsa Liisa Karttunen, Herman Saastamoisen pojantytär. Säätiön ensisijaisena peruspääomana on perhepiirissä kasvanut taidekokoelma. Yleisen kulttuurisäätiön keskeisiä tehtäviä ovat taiteen tukeminen, kokoelman kartuttaminen ja sen pitäminen yleisön nähtävillä. Viime vuosina taidekokoelmaa on kartutettu voimakkaasti, ja tällä hetkellä se käsittää noin 1 600 teosta. Lisäksi Säätiö tukee tiedettä rahoittamalla Kuopion yliopiston ja Helsingin kauppakorkeakoulun opiskelijoiden ulkomaisia jatko-opintoja sekä väitöskirja- ja post-doc-tutkimusta. Saastamoisen Säätiö oli mukana rahoittamassa kuopiolaisten tutkijoiden ja opiskelijoiden Fulbright-vierailuja Yhdysvalloissa lähes 20 vuotta. Nyt Fulbright Centerin kanssa solmitun sopimuksen myötä Säätiö alkaa rahoittaa amerikkalaisten tutkijoiden vierailuja Kuopion yliopistoon.

Professor Ari Laaksonen’s group conducts innovative aerosol research.

University of Kuopio – Excellence in Health, Environmental and Welfare Sciences The University of Kuopio provides worldclass challenge in a number of disciplines. – Our university stands out with its clear profile and its notable input into health, environmental and welfare expertise, Rector Matti Uusitupa sums up. Indeed, he thinks that the strengths of the university, focusing on multidisciplinary research projects, can be found at the intersection of different disciplines. – The University of Kuopio is internationally famous for its high-quality biomedical research. Research on environmental change and environmental health as well as medical and welfare technology are advancing. As befits a research-intensive university, Professor Uusitupa also engages in research in addition to his administrative duties and is one of the university’s most cited researchers. His research group’s current areas of research include nutrigenomics, i.e. the interaction between nutrition and genes. The group is part of the national Centre of Excellence for Research in Cardiovascular Diseases and Type 2 Diabetes led by Professor Seppo Ylä-Herttuala. The Centre deals with the background of these national diseases and seeks new cures with the latest molecular biological methods, transgenic and knockout animal models and gene therapy. Research conducted in the A. I.Virtanen Institute for Molecular Sciences has led to the establishment of the Finnish-British Bioenterprise Ark Therapeutics, which is now

establishing Europe’s first pharmaceutical company manufacturing genetic drugs in the vicinity of the university. The company already has approximately 100 employees in Kuopio. Kuopio Science Park surrounding the university is growing rapidly and currently comprises more than 200 high-tech enterprises, many of which represent or utilize the university’s expertise and innovations. Situated in a beautiful lake and forest landscape, the Science Park also houses a number of sectoral state research institutes with which the university cooperates closely, e.g. the National Public Health Institute, the Geological Survey of Finland and the Finnish Meteorological Institute.

Innovative Research on Climate Change Finnish coniferous forests play a special role in the state-of-the-art study on climate change at the University of Kuopio. The Aerosol Physics Group led by Professor Ari Laaksonen participates in innovative research which, among other topics, focuses on aerosol formation in coniferous forests. The counteraction of these aerosols on climate change is not currently well known. – Like greenhouse gases, aerosols are also generated by human activities such as industry and traffic. In order to determine the human contribution to the climate-cooling impact of aerosols, we have to know how much

nature – including forests – contributes to it, Laaksonen says. Researchers from the universities of Kuopio and Helsinki and the Finnish Meteorological Institute form the Academy of Finland’s research unit on Physics, Chemistry and Biology of Atmospheric Composition and Climate Change. They have conducted aerosol monitoring in coniferous forests since the mid-1990s, longer than anywhere else in the world. Thanks to the accumulated data, the researchers have been able to calculate an assessment of aerosol volumes in the pre-industrial era. In addition to the Academy of Finland’s research unit, Laaksonen’s group is part of the Nordic Centre of Excellence, which conducts research on the interaction between biosphere, aerosols, clouds and climate (BACCI).

One Step Ahead In 2006 the University of Kuopio celebrates its 40th anniversary. The Rector says that the University of Kuopio has refused to imitate models provided by older universities – on the contrary. – Our university is one step ahead in many respects. For example, we have intensified our cooperation with the University of Joensuu towards a university federation in Eastern Finland, and we have also systematically carried out quality work. The University of Kuopio is the first university in Finland to have passed the quality audit of the Finnish Higher Education Evaluation Council, and it is also the first to seek an ISO 9001 based quality certificate for the quality assurance system applied to its teaching. The University of Kuopio is a member of several international networks, and in recent years has been focusing on internationalizing basic studies as well. In 2007 the university will offer nine English-language Master’s programs: Neurology, Molecular Medicine and Biotechnology, Public Health, Environmental Biology and Biogeochemistry, Atmospheric Sciences and Biochemical Cycles, Health Promotion in Nursing Science, International Social Work, and also Information Technology which is in cooperation with the Finnish-Russian Cross-Border University project. Sanna’s apartment, but her husband and kids had gone with her to the U.S. Initially, I struggled to learn (and attempt to correctly pronounce) Finnish names. I focused on the first names, knowing that the last names would just be even more confusing. Lauri is a boy’s name? How in the world do I say Maiju? It was shocking to me that the students already knew my first name. I was used to being called Miss Jones in the States. It usually takes my American students months to figure out that my first name is Molly! The Finnish students knew it before I even met them. In the hallways at school, I could feel the students staring at me. I was the weird American teacher who always smiled everywhere she went and didn’t understand the students who said things to her in Finnish. Out of necessity, I did learn a few Finnish phrases to use during my hallway duty times. I slaughtered the phrase “lopeta nyt” in hope that the boys goofing off would stop teasing each other. My teacher colleagues did a great job helping me out whenever they could. Even though my official teaching assignments were to teach English to 7th, 8th, and 9th grade students, I visited classes of all grades K-9 whenever I had free time. It was wonderful to be around the young students as well as the teenagers. I enjoyed teaching colors, numbers, and songs to the younger students as well as talking about American holidays such as Halloween, Thanksgiving, and the 4th of July. To many of the older students, I showed photos of my hometown, school, and family. In home economics class, we made American desserts and talked about the history of the hamburger. In PE class, we danced the Hokey Pokey and the Electric Slide. I also had the opportunity to visit several nearby schools and share information on my home state of Illinois with students from 4th grade through the lukio students. I enjoyed visiting other schools in the area and comparing them; I feel that this gave me a better-rounded picture of Finnish public schools. My most challenging task of all was getting the students to talk. I knew that they had the skills and the knowledge to speak, but I

Visiting Lapland in the winter, seeing the Northern Lights, cross country skiing in the middle of a quiet woods, hiking at Helvetinjärvi, and spending Mid-summer by the lake were truly beautiful experiences. I love the Finnish sense of relaxation and bonding with nature that bring serenity in life. The people of Finland also hold a dear place in my heart. Stepping Outside the Box – Think About Finland! “I feel like Finland is a well-kept secret that I need to tell everyone about.” This is how Elisabeth Sheridan, a Fulbright student grantee to Finland this past year described her experiences. “I have learned about a way of being in the world that is really impressive, beautiful, and unique, and in many ways quite different from anything I’ve ever experienced. I most value my personal development in this period, and those leaps and bounds have been facilitated by my experiences with Finnish people and Finnish ways of being in the world” continues Jeremy Thorne on his research year. The more obvious choices in Western Europe and the countries where the native language is English tend to be the ones to attract more attention as American students are considering their options to apply for study or research abroad. We would like to urge them to step outside the familiar, explore the world beyond and take a look up North. Finland can give a student something unique, something that truly stands out on the curriculum vitae. Finland engages in pioneering research, offers high quality academic programs, and is technologically one of the most advanced nations in the world. In relation to the gross domestic product, Finland invests more in research and development than almost any other OECD country. The World Economic Forum ranked Finland the first in Growth Competitiveness in 2005 followed by the USA. In Finland a

student can experience a way of life that combines a dynamic urban culture with a richly diverse natural environment. Check out http://virtual.finland.fi/ And it can all be done in English! An international student or researcher does not need to be fluent in Finnish or Swedish in order to be able to study in Finland. English is widely spoken in academic circles, and Finnish universities offer a wide range of programs and courses taught in English. And it’s quite affordable! Life in Finland is high value for the money. A Fulbright allowance will provide a student a travel grant and a monthly source of support to cover living costs such as room, board and local transportation. Finland offers expertise in many areas, e.g. Information and Biotechnology, Forestry and Environmental Sciences, Architecture, Art and Design, and Music. A student should check

out for example http://finland.cimo.fi, www. research.fi/en/ and www.minedu.fi for information on Finnish universities, their research, and their program offerings. The Fulbright Center can help students with identifying other useful resources and possible hosts. To apply for a Fulbright grant, one must have a clearly defined study or research project with a Finnish institution. The academic host is most often a department at a Finnish university but coursework as such is not the defining criteria. Possible host affiliations may include, for example, academic institutions, research or art organizations, non-governmental agencies or organizations, libraries, archives, or museums. Studying in Canada

Canadian Student Visa Update Canada is a great country in which to study. Education is of a high standard, and for post-secondary students it can also be surprisingly affordable since Canadian universities sometimes provide funding to defray tuition and living expenses for their Ph.D. students. Canada has a broad range of educational institutions from primary schools up to world class universities that offer Ph.Ds in most subjects. An educational level which is frequently forgotten by foreign students is that of community and vocational colleges, which can represent good value for money. Studying in Canada may make good economic sense, since the cost of living in Canada generally is lower than in Finland, some short fall between the home fees as against the foreign-student fees could be partly met in this way. In the following, the topic is approached from the immigration perspective, but a list of some useful general web sites about study in Canada are included at the end of this article. Most foreign nationals wanting to study in Canada must apply for a Study Permit, which costs CAD$ 125. If you are a Finnish citizen or resident, you will need to submit

your application at the High Commission of Canada in London. However, if your course of study lasts for six months or less, you may enter Canada as a visitor without the need for a study permit, but it should be noted that you will not then be able to extend your studies within Canada. If you think that you may want to extend studies, you should go ahead and apply for a study permit even if the initial course lasts for less than six months. The study permit can be issued up to a maximum of 4.5 years, but it can be extended within Canada if necessary. The High Commission usually issues a permit to cover the entirety of the course.You should submit your application at least one month prior to the start of your studies. In order to make an application you will need to fill in an application form (IMM 1254), which can be downloaded from the High Commissionâ&#x20AC;&#x2122;s website at: www.canada. org.uk. Submit this to the High Commission together with the processing fee, the letter of acceptance from the Canadian educational institution offering you a study place, and proof of sufficient funds to cover both tuition and living costs at least for the first year of

study. These average CAD$ 20,000 per annum for one person. The above website provides more detailed information about how to submit the application and how to pay the processing fee. The letter of acceptance into a study program needs to set out the name and level of the course, its expected duration and the tuition costs. Most letters of acceptance show this, but if yours does not, you will need to request the educational institution to provide a letter which includes these details. Acceptable proof of funds can come in a variety of forms. Some students may have loans or grants provided by the government or local authority to cover their expenses, others may provide a letter from their family guaranteeing funds, backed up with at least 3-monthsâ&#x20AC;&#x2122; worth of bank statements as evidence that funding is available. Post-graduates, in particular, may have received scholarships and other funds either from abroad or from the Canadian university itself. It should be noted that while kindergarten pupils do not require a study permit, primary and secondary school pupils do. If the child

has been accepted to a school in his or her own right, then the application process is the same as above. However, if the child is the dependant of an adult who is being issued either a work or study permit in their own right, the child is entitled to a so-called “open study permit,” in other words the letter of acceptance is not required. The above is not an exhaustive account of the application process for a study permit but will give you enough information to get started. A Finnish Internship Stephen Telka Reflects on His Experiences as an Intern in Finland

Like most university graduates, I was confused and a bit exhausted following four years of intense undergraduate study at Queen’s University in Kingston. Certain that I wanted to pursue a post-graduate degree, and also certain that I needed a year or two off before continuing my university studies, I chose the uncertainty characteristic of any ‘gap year.’ Sitting in my student house last spring, I would have never guessed that my year away from studies would find me in Finland! I had mused with the idea of spending half a year teaching English in China, and even signed a contract before being offered a short-term position at Queen’s as a Student Recruitment Officer. With that position coming to an end in December 2005, I again made preparations to fly to China when I was offered an internship in Helsinki, Finland. Recognizing that the internship was more in line with my career goals than a teaching stint in Asia, I decided that China would have to wait. Finland would be my new, albeit temporary, home. I also rationed that I had little previous exposure to Finland, save for my lifelong Finnish neighbours in Peterborough, and a presentation I had given in third-year German class. It would be a chance to get to know another corner of Europe, experience life in a fellow Northern country, and to learn a very distinct language.

Tervetuloa Suomeen I arrived at the Helsinki-Vantaa Airport in the dead of the night on January 20, greeted with gusts of cold polar wind and temperatures in the minus twenty-five range. I felt at home almost immediately! After spending a few days getting my bearings straight, including navigating the Finnish/Swedish labels in my neighbourhood grocer, I planned out an elaborate shopping day to outfit my semiprovisioned shared flat. My plans were soon caught frozen in their tracks when I realized that Sundays were holidays and the city around me had been shuttered. I returned home to prepare lunch: Finnish makkara and potatoes, served with what I thought was sour cream (it turned out to be viili). After some time, I figured out what the mini shower hoses in the bathrooms were for (more than a convenient way to fill washing buckets!)

My Placement Four days after arriving in Finland, I enthusiastically began my internship at the Fulbright Center. The Center acts as a bridge between Finland and northern North America, administering the famous American Fulbright scholarship program in Finland, providing academic advising services for Finns endeavouring to study or research in Canada and the United States, and operating a standardized test center. There exist Fulbright offices in approximately 50 countries worldwide, but the Fulbright Center in Finland stands out as one of the only to have an official agreement with the Canadian government to provide academic advising on study opportunities in Canada. While the Center hoped to tap my knowledge of the Canadian postsecondary scene, my roles and responsibilities would cover all areas of the Center’s operation. My dayto-day activities have therefore been vast and varied, including updating the resource library on Canada, creating a database of scholarships in the U.S. and Canada available to Finns, writing newsletter articles, editing a variety of documents, assisting with information sessions on studying in North America, presenting at the Annual General Meeting of the Finnish-Canadian Society, representing the Center at expositions and conferences, and helping with an office space reorganization plan.

Cross-Cultural Exchange I have certainly been learning a great deal, not only about how a small non-profit organisation in Finland works, but about America, Canada and most importantly, Finland. My co-workers have been keen to help me practice Finnish and share with me quintessential aspects of Finnish culture. I’ve been treated to tuulihattu on Shrove Tuesday/Laskiaistiistai, a pub crawl in early March, mämmi on Holy Thursday (can’t wait to share the frozen mämmi with my Canadian guests), and a smoke sauna-arctic swimming evening in late April. I’ve been encouraged to go skiing in Lapland and visit Europe’s Santa (looks quite similar to his brother at the North Pole), to board the floating party boats to Stock-

holm and Tallinn, and try what has become my favourite dessert, leipäjuusto ja lakkahillo. To ensure my office presence is truly an exchange of cultures, I’ve been holding bi-weekly “Canada chats” to talk and teach about Canadian politics, history, geography and culture. With the arrival of my parents in June, I’ll be introducing my cookie-loving coworkers to Canadian cookies (the maple leaf kind!), baked goods and maybe even some ice wine (yes, we grow wine in Canada, and it’s not all frozen).

More Similar Than Different Many friends and family members at home have been asking how different it really is here. I’ve been able to fill a handful of e-mail updates with differences – banking, those reflectors dangling off everyone’s coats, the prominence of cell phones, the architecture and history. But from what I’ve seen thus far, there are many more fundamental similarities than differences. We’re hard-working, honest and modest peoples. We’re both bordered by a superpower, Canada’s to the south, and Finland’s to the east. We’re both consequently peace-loving and –keeping countries, trying to find a middle way in

with friends. I will be returning with a much greater understanding of Finland – its fascinating history, culture, geography, language and people. A thorough understanding of academic exchange and cooperation between Finland and North America, obtained from my warm and welcoming co-workers at the Fulbright Center. A more thorough understanding of Europe – obtained from the Finns, Germans, Italians, Spaniards, Swiss and Hungarians with whom I’ve lived and travelled during my six months here. I will return with an enriched view of Canada – our role in the world, and how we’re perceived. And lastly, I will be returning to Canada this summer with an expanded skill-set (including basic Finnish!), a network of friends and contacts spread across Europe, a greater sense of myself and what I’m capable of, and the requisite enthusiasm to begin my Master’s program in September.

Introducing the Fulbright Bicentennial Chair

Michael E. Parrish, Bicentennial Professor of American Studies Michael E. Parrish, the 2006-07 Fulbright Bicentennial Professor of American Studies at the Renvall Institute at the University of Helsinki, comes to us from the University of California, San Diego (UCSD), where he has taught since 1968 as a professor of history specializing in the history of American law and American politics and culture since the Civil War. Professor Parrish received his undergraduate degree from the University of California, Riverside in 1964, followed by his M.A. and Ph.D. in history from Yale University in 1966-68. In the academic year 1972-73, he was a Liberal Arts Fellow at the Harvard Law School. At the San Diego campus of the University of California, he has served as chairperson of his department for five years and as chairman of the state-wide UC Faculty Senate Committee on Planning and Budget that advises the President on all fiscal matters touching the university’s operating and capital budgets. At UCSD he regularly teaches both undergraduate and graduate courses on the history of American law since the seventeenth century, the constitutional history of the United States, American politics and culture in the 20th century, and specialized seminars in the history of American law and religion, American federalism and Justice Oliver Wendell Holmes, Jr. Professor Parrish has published widely in both books and scholarly journals. Among his book-length works are Securities Regulation and the New Deal (Yale Press), Felix Frankfurter and His Times (Free Press), Anxious Decades: America in Prosperity and Depression (W. W. Norton), and The Hughes Court (ABC- Clio). His articles have appeared in the American Historical Review, the University of Washington Law Review and The Historian. In the fall term at Renvall, he is offering a seminar on famous American trials that ranges over cases from the colonial period to the present, including the trials of British soldiers following the Boston Massacre, the African slaves who rebelled on the Amistad, the Scopes trial and the impeachment of President Clinton. term, he will complete the survey course on American legal history and begin a new seminar that examines American visions of law and justice in American films since World War II. He will present his inaugural lecture on November 20 at 10 a.m. in Runeberg Hall at the University of Helsinki. Professor Parrish is married to Marguerite (Peggy) Strand, an attorney with the San Diego law firm of Best, Best and Kreiger. She practices environmental and water law. She will join her husband during the spring term in Helsinki. They share five grown children and four grandchildren. In San Diego they have a dauchhund, Lucy, and a cat, Miss Priss. When not teaching and writing, Professor Parrish enjoys fly fishing, hiking, jogging and classical music. He intends to attempt crosscountry skiing and ice swimming this winter in Finland and fly fishing in the spring.

Bicentennial Inaugural Lecture Fulbright Bicentennial Professor Michael Parrish will give his inaugural lecture on Monday, November 20 at 10.00. The lecture will be held in Runeberg Hall at University of Helsinki. The lecture is titled Law and Religion in America: Present and Past.
