The particular geographical conformation on the northern stretch of Garda, the constant and timely winds, the magnificent landscape with the mountains which surround the lake extending from Riva del Garda to Torbole, Mount Brione and Arco sets the stage for a great festival of sport which will see hundreds of young sailors from all over the world aboard their “Optimists” competing in the World Championships on Lake Garda. This was the challenge given to our friends at Fraglia Vela Riva when they were awarded the organization of the World Championships, 2013: to transform a sports competition for three hundred young helmsmen from all corners of the world into an event of friendship and joy regardless of language, culture or religion. I am sure that these youngsters , many of whom will be skippers in the future, will teach all of us that friendship has no colour and that sport is an opportunity to stay together, to get to know each other and to exchange experiences. From the 15th to 26th July, Riva del Garda will be the capital of the beautiful sport of sailing with the best of our youth combining the value of sport with friendship. The beauty of this corner of Trentino, which is the envy of the rest of the world, will witness passion, fatigue, intuition and courage. My gratitude goes to the organisers who through their experience over the years will give these youngsters and their chaperones an experience at the highest possible level. Favourable Winds to everyone!

The sense of freedom and the wind in your hair, the direct relationship with nature and with Lake Garda, the indisputably impressive theatre and ideal venue for water sports. These are unique moments that only sailing can provide, a noble discipline set in completely natural surroundings. These World Optimist Championships convey the philosophy of Fraglia Vela Riva by investing in the new generations bringing together “the best youngsters” in international sailing on stage on Lake Garda full of hope and enthusiasm. Once again the town of Riva will host a great event which will certainly be one of the most stimulating and visionary bringing together these youngsters who are the reality of today and the hope for the future of each generation. A great international event enriches Trentino and adds to the value of tourism on the global scene leading to greater prospectives. In this context the work of Fraglia Vela Riva is important and strategic as it strengthens the area of water sports, an area which has grown and diversified over the years and which must be focused on with yet even more effort. In this case I applaud the attention given to the young whether just learning to sail or racing competitively and acquainting them with a sport that brings them in contact with nature and the secrets of the lake, while at the same time teaching them to respect the ecosystem, an important value for the population of this beautiful area. As for the visibility and “exportation” of the Trentino brand, I ‘d like to highlight all the international competitions that are organised by Fraglia Vela Riva which bring enormous prestige to Riva and Lake Garda, Trentino. For this, a heartfelt thanks to all responsible at Fraglia Vela Riva and to their collaborators and a warm welcome to Trentino to everyone, guests and enthusiasts for a World Championship that will bring personal and competitive satisfaction as well as an opportunity to appreciate and taste the flavours that our area has to offer.

Of all the successes we have seen at Fraglia Vela Riva, this one is indeed special, hosting the World Optimist Championships and bringing together the promising children and young people of sailing to our town and Lake Garda where tomorrow’s great champions are born and raised. This is a sporting event of great and concrete importance which has relevant symbolic meaning and joyful impact and which is a great source of pride and satisfaction for our town. For Fraglia Vela Riva it is the latest recognition and well-deserved gratification after years of hard work and dedication. The town council has always supported sailing, a refined sport which values with measure and respect a natural environment of great worth and one of the most beautiful stretches of water in the world. We therefore extend a very warm welcome to all the young competitors and their chaperones, to the teams and to the technical staff and wish everyone a clean and exciting competition and a pleasant stay in our town.

Sincere greetings to the organisers and participants of the World Optimist Championships, which take place at Riva del Garda from the 14th -25th July, 2013. Italian sport is proud to be part of such an important event which brings together the excellence and future of international, juvenile sailing, confirming Fraglia Vela Riva as one of the most flourishing clubs in Italy and the world. Around 300 helmsmen from all over the planet will descend on Riva del Garda to compete in all weather conditions, displaying the courage and technical skill needed to confront the challenges that the wind and water deliver. Perhaps we will see the future of Italian sailing among these young skippers. The enthusiasm and professionalism shown in the organisation of this event brings you honour and is the best way of attracting young, new enthusiasts to this undeniably fascinating discipline. I’d therefore like to take this opportunity in wishing all the participants a rousing “good luck!”

I am pleased and honoured to extend cordial greetings to our friends on Lake Garda, and especially pleased as this splendid location is to be the backdrop for a very important event: the World Optimist Championships. Within a few days very young sailors from all over the world will gather here and will most certainly have the chance to appreciate your organization and hospitality: for them it will always remain a memorable experience. I am aware that everything you do for “our” sport is done with passion, professionalism and enthusiasm; and for this I would also like to express my heartfelt thanks to you all! Peter Barclay “This year the Optimist World Championship returns to Europe after quite some time, precisely to Italy, a country with a long and important sailing tradition, and particularly to Lake Garda, very dearly known to the Optimist Class for their record breaking yearly Easter regatta. On behalf of IODA I wish to thank very much to the organizers from Fraglia Vela Riva and from the Optimist family in Italy for all the hard work they have put to make this event possible. Thanks to their dedication and hospitality, the best sailors from our member countries will gather in Riva Dell Garda to compete intensively but fairly to become the best of the best, but also to find new friendships and to share their experiences with other young sailors from every part of the world. It is with enormous pleasure that I put pen to paper on behalf of Fraglia Vela Riva to welcome all the participants of The World Optimist Championships, 2013. Our club, founded in 1928, celebrates its 85th anniversary this year and never like today has this championship rekindled the spirit of 85 years ago when the association was born precisely for the purpose of bringing together enthusiasts of sailing from all over the world to appreciate and become acquainted with Lake Garda. Undoubtedly the beauty of the place, the good fortune of having southerly winds, such as the Ora and the wind from the north, the skill and professionalism of those at Fraglia Vela Riva all contribute in creating regatta courses and tracks which are highly specialized and competitive. 31 years of the Garda Optimist Meeting have given us valuable experience in organizing large events. The last two years the Optimist Meeting recorded such a high number of participants that it was officially registered as a Guinness World Record as the largest single-class regatta in the world. I extend a very warm welcome to all the teams, competitors and their entourages, regatta judges, calibrators, guests and the authorities who will be present during the course of the event. I would particularly like to thank all the sponsors who have allowed us to produce such an important world championship and The Autonomous Province of Trento who has always given support to those who endeavour to produce such events. Greetings and thanks also to our host town, Riva del Garda which regards Fraglia Vela Riva as a vital presence in the area. Thank you to everyone for this experience and I hope that it remains for many years to come an experience to repeat.

Fraglia Vela Riva 85 years of his tory

The 2013 racing calendar has three important events scheduled for juvenile sailors. In addition to The Garda Optimist Meeting, which is a Guinness World Record and should exceed 1200 participants, efforts are being focused on two other top events - The World Optimist Championships and The O’pen Bic World Cup. In Olympic sailing The Eurolymp returns and Upper Garda has the honour of inaugurating the new Eurosaf Champions Sailing Cup. Fraglia Vela Riva has gone down in sailing history by being certified by the Guinness World Records for organising the largest, single - class regatta in the world. The record was made thanks to the young helmsmen of today who represent the future of sailing and of whom Fraglia Vela Riva dedicates a large part of its time and energy.

Fraglia Vela Riva, has been awarded the “Stella d’Oro al Merito Sportivo” (the gold star merit in sport). This award, established in 1933 by CONI, was presented to Fraglia for its 50 years of commitment and promotion of sport. Fraglia Vela Riva is also the club which organised the most regattas in the 2012 Isaf calender (from September, 2011 to September, 2012). Italy came out on top with 82 events organised compared with 67 in France, 50 in the U.S. and 33 in Spain. This means that 13.78% of the events in the Isaf calendar were organised in Italy against 11.26% in France and 8.4% in the U.S. Looking at the organising clubs of these same events in the Isaf calendar, we see that Fraglia Vela Riva was first in the world with 16 events organised compared to 12 by Yacht Club, Argentina and 7 by Società des Regatès Rochelaises ( La Rochelle – France) and Abu Dhabi Sailing and Yacht Club.

For the occasion of the World Optimist Championships, the event will be followed “virtually” thanks to “new media”, with interviews, videos, photos published on Fraglia Vela Riva’s various web channels. For the first time in the history of the Optimist Championships, the last two days will be shown on direct web, in streaming. The Optimist class began their successful partnership with TracTrac in June 2010. Each boat carries a small GPS unit that continuously registers the position and other data on the boats performance. This information can then be viewed live on line. The live tracking enables friends and family to follow the races in great detail. The spectator can keep track of boats position on the water, speed, rank, performance indicators and a whole lot more – all in real time. After the event the replay function gives ample opportunity for analysis of the race for coaches and sailors. The ease of access (100% web based with no registration or program installation required) encourages spectators from around the world. It is not uncommon for a tracked event to record more than 60,000 IP addresses with viewers from Alaska to Tanzania. You can follow the racing: http://www.optiworld.org/tracking.html 8

Wind, always on the cutting edge of telecommunication services in Italy, will be present at the World Optimist Championships. Thanks to its partnership with Fraglia Vela Riva, Wind will provide along with TricTrac the geo- localization and tracking systems of the boats so the regatta can be followed live online. Wind will also have a temporary shop at the World Championships for promotions and sales.

From the heart of Torbole sul Garda a road climbs to Parco delle Busatte . From the Park’s grassy “WALK OF PONALE” GPS departure point: 45°883163’N-010°838485’ E area we head off for a spectacular hike along the Busatte–Tempesta trail, a nature route overhanDeparture: S Riva del Garda Hydroelectric ging the lake which winds for 4 km and includes Power Station flights of metal stairs with a total of 400 steps. PREGASINA (about 20’)

For those who have little time to spare and don’t want to miss the breathtaking view around the regatta course, take the road out of Riva del Garda towards Val di Ledro. After the exit for the second long tunnel, turn left and at the junction take the road for Pregasina. This road takes you towards the lake and after going through a short tunnel you arrive at the panoramic area W which has parking nearby. 9

sailing instructions 3 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located in Palameeting in front of the regatta office desk.

ORGANISING AUTHORITY The Optimist World Sailing Championship is organised by the Associazione Italiana Classe Optimist in conjunction with Fraglia Vela Riva with the endorsement of the Federazione Italiana Vela: under the authority of the International Optimist Dinghy Association (IODA). 1 RULES

1.1 The Championship will be governed by the ‘rules’ as defined in The Racing Rules of Sailing. 1.2 The current Conditions of the IODA will apply. 1.3 No national authority prescriptions will apply. 1.4 Rule 61.1 ‘Informing the Protestee’ is changed as follows: (a) Add to rule 61.1(a) ‘The protesting boat shall inform the race committee of the boat/s being protested at the fini- shing line immediately after finishing.’ 1.5 Rule 40 and the preamble to Part 4 are changed as follows: (a) The first sentence of rule 40 is deleted and replaced by: “Each competitor shall wear a personal flotation device (PFD) according to class rule 4.2 (a), properly secured at all times while on the water except when temporarily adding or removing clothing.” (b) Add to the preamble of Part 4, after ‘racing’: “, except rule 40 as amended by SI 1.5.a.” 1.6 If there is a conflict between languages the English text will take precedence.

CAMERAS AND ELECTRONIC EQUIPMENT

2.1 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organising authority. Information from this equipment shall not be used by a boat as evidence in a hearing. This changes rule 63.6. 2.2 The equipment provided, once placed on the boat as instructed by the organising authority, shall not be manipulated by the competitor or the coach in any way, except when so required by the organising authority.

SIGNALS MADE ASHORE

Any change to the SI will be posted before. 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1900 hours on the day before it will take effect. 5.1 Charter boats are mandatory. Competitors shall use the boats according to paragraph 16 of the Notice of Race. Except for the foils, spars, fittings and running rigging, all equipment provided with the charter boats for sailing purposes shall be on the boat while afloat. 5.2 Competitors shall report any damage or loss of equipment, however slight, to the Organising Authority’s representative immediately after securing the boat ashore. 5.3 Failure or loss of chartered equipment will not be grounds for a request for redress. This changes rule 62.1(a). 6.1 Signals made ashore will be displayed from the official flagpole located at the Club. 6.2 Flag D displayed with one sound means: ‘the warning signal will be made not less than 45 minutes after flag D is displayed.’ Boats shall not leave their berthing places until this signal is made. 6.3 Flag B displayed means ‘Sailing Instruction 20.3 applies’.

7 FORMAT OF RACING 7.1

For the practice race the fleet will be divided into two fleets as follows:

START FLEETS CLASS FLAG 1st start Boats with an odd sail number (ending in 1, 3, 5, 7, 9) Yellow 2nd start Boats with an even sail number (ending in 0, 2, 4, 6, 8) Blue 7.2 For the championship races boats will be assigned to fleets Yellow, Red and Blue of, as nearly as possible, equal size. The target fleet size is 86. Initial assignments will be made by the organising authority according to SI 7.3 below and will be posted by 10:00 on July 17. 7.3 For the initial assignment to fleets, boats will be sorted by alphabetical order of national letters and then by numerical order of sail number. Boats in the sorted list will be allocated to fleets according to the pattern shown in the table in instruction 7.5(a)

below. 7.4 The initial assignment will be done on July 16 upon completion of the registration. 7.5 (a) Boats will be reassigned to fleets after each day of racing, except if on the first day only one race is completed. If all fleets have completed the same number of races, boats will be reassigned on the basis of their ranks in the series. If all fleets have not completed the same number of races, the series scores for reassignment will be calculated for those races, numbered in order of completion, completed by all fleets. Reassignments will be made as follows: Rank in series Fleet Assignment First Yellow Second Blue Third Red Fourth Red Fifth Blue Sixth Yellow Seventh Yellow And so on (b) If two or more boats have the same rank, they will be entered in the left column in the order of fleets in instruction 7.3. (c) Assignments will be based on the ranking available at 2100 that day regardless of protests or requests for redress not yet decided. (d) If all fleets have not completed the same number of races by the end of a day, the fleets with fewer races will continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in the new fleets. 7.6 Boats shall display a coloured ribbon corresponding to the colour of her fleet, permanently fixed during the day’s races and free to fly from the top of the sprit. The ribbons will be provided by the Race Office.

Meetings will take place in the Club Terrace. 8.5 The scheduled time of the warning signal for the first race each day is 1300 hours, except that the warning signal for the practice race will be at 1400 hours. 8.6 To alert boats that a race or sequence of races will begin soon, the orange flag defining the starboard end of the starting line will be displayed with one sound at least five minutes before a warning signal is displayed. 8.7 On the last day of racing, no warning signal will be made after 1600 hours.

PENALTY SYSTEM

12.1 Mark 1, 2, 3B and 3E will be inflatable cylindrical red marks. 12.2 New marks, as provided in instruction 14.1, will be inflatable cylindrical green fluo mark. 12.3 The starting and finishing marks will be race committee boats. 12.4 A race committee boat signalling a change of a leg of the course is a mark as provided in instruction 14.2.

16.1 A boat that has taken a penalty or retired according to rule 44.1 shall complete an acknowledgement form at the Race Office within the protest time limit. 16.2 The penalty for breaches of Class Rules, Sailing Instructions 2, 5.1, 5.2, 7.6, 13.3, 13.4, 16.1, 20.1, 21, 22, 24, 25, 26 and Notice of Race 16.3 may be less than disqualification if the jury so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI. 16.3 Appendix P will apply.

MARKS

13.1 The starting line will be between staffs displaying orange flags on the starting marks. 13.2 When an individual recall is made, flag X will be displayed for up to 2 minutes. This changes rule 29.1. 13.3 When the warning signal for the first fleet has been made, boats from other fleets shall be in the waiting area. Boats may approach the starting line after the starting signal of the previous fleet and, in case of an individual recall, after the X flag has been removed. 13.4 Boats that have finished shall return directly to the waiting area or ashore, keeping well clear of all boats racing and of all boats whose warning signal has been made. 13.5 The waiting area windward boundary will be designated by 2 inflatable cylindrical white marks. 13.6 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5.

CHANGE OF THE NEXT LEG OF THE COURSE

14.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark

17.2 If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 17.3 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

PROTESTS AND REQUESTS FOR REDRESS

18.1 To inform the race committee of the boat/s being protested, the boat intending to protest shall approach the race committee boat at the starboard end of the finishing line immediately after finishing and shall hail the protested boat’s sail number/s while sailing along her starboard side. 18.2 Protest forms are available at the Race Office desk. Protests and requests for redress or reopening shall be delivered there within the

appropriate time limit. 18.3 The protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. 18.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury rooms, located at the first floor in Palameeting. No protest hearing will start after 21:00 hours. 18.5 Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b). 18.6 A list of boats that under instruction 16.3, have been penalized for breaking rule 42 will be posted. 18.7 For the purpose of measurement protests as per rule 64.3 (b), the ‘authority responsible’ is the IODA Technical Committee representative. 18.8 Breaches of instructions 2, 7.6, 16.1, 20.1, 22, 24, 25, 26 and 29 will not be grounds for a protest by a boat. This changes rule 60.1(a). 18.9 On the last scheduled day of racing a request for reopening a hearing shall be delivered (this changes rule 66): (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. 18.10 Decisions of the jury are final as provided in rule 70.5.

19.3 To request correction of an alleged error in the posted races or series results, a boat shall complete a scoring enquiry form available at the Race Office.

21.1 Substitution of damaged or lost equipment will not be allowed unless approved in writing by the race committee. Requests for substitution shall be made to the race committee at the first reasonable opportunity. 21.2 Substitution of damaged equipment may be permitted provided that the relevant form has been completed at the Race Office and both the damaged and the substituting equipment has been inspected by the Measurement Sub-Committee. 21.3 If the substitution was made on the water between races, both the damaged and the substituting equipment shall be presented to the Measurement Sub-Committee after the

119.1 Race scores (a) Rule A4.2 is changed so that the scores are based on the number of boats assigned to the largest fleet. (b) If at the end of the last day of races some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores. 19.2 Series scores (a) 5 races are required to be completed to constitute a series. (b) When fewer than 6 races have been completed, a boat’s series score will be the total of her race scores. (c) When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

SAFETY REGULATIONS

20.1 A boat retiring from a race shall notify a race committee or safety boat before leaving the course and shall complete the relevant form available at the Race Office. 20.2 Each day of competition the Coaches or Team Leaders shall notify the Race Office before D flag is displayed, of the boats not intending to race that day. 20.3 When code flag B is displayed ashore each Coach or Team Leader shall sign a checklist adjacent to registration room within 45 minutes, after the flag has been displayed, to indicate that all team members have returned to shore. Flag B will be displayed when the last boat has finished the last race of the day or the race is abandoned. All team members may be penalised at the discretion of the jury for each race of the day on which the Coach or Team Leader failed to comply with this instruction. This changes rule 63.1. 20.4 Competitors who require assistance shall blow a whistle or wave the paddle or one arm. The race committee reserves the right to assist competitors who in their opinion require assistance, regardless of the wishes of the competitor. This will not be grounds for redress. This changes rule 62.1(a).

21 REPLACEMENT OF EQUIPMENT

22.1 A boat or equipment may be inspected at any time for compliance with the Class Rules, the Notice of Race or the Sailing Instructions. The top ten finishing boats of every race shall sail to the Equipment

SUPPORT BOATS

24.1 Team Leaders, Coaches and other support personnel shall stay outside areas where boats are or will be racing from the time the orange flag is displayed until all boats of all divisions in that race have finished or the race committee signals a postponement or abandonment. To observe a race, support boats may move from leeward to windward through the port side of the course keeping well clear of the exclusion boundary, approximately 100 metres from the course area. Support boats may, after the last start of a race, move between the waiting and the finishing areas through the centre channel. (See drawing in Attachment 2). When a race committee or jury member indicates a support boat to move further from the course area, the mentioned boat shall do so immediately. 24.2 All boats associated with the infringing support boat may be penalised at the discretion of the jury for the race on which the

support personnel failed to comply with Notice of Race 15 and/or with this instruction. This changes rule 63.1 24.3 Competitors shall not approach any boat other than an official boat (see instruction 23.1) from their first warning signal of the day until they finish their last race for the day or the race committee signals no more racing today, whichever is later. 24.4 Coaches shall carry a working VHF radio.

Boats shall be kept in their assigned places in the boat park. Prizes will be awarded in accordance with the Notice of Race.

28 DISCLAIMER OF LIABILITY

28.1 Competitors participate in the regatta entirely at their own risk and responsibility. See rule 4, ‘Decision to Race’. The Organising Authority and any other party involved in the organisation of the Championship will accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the Championship.

29 INSURANCE

The purchase of third-party liability event insurance from IODA is mandatory. The purchase will be arranged through the IODA at a cost of EURO 10 per competitor and per coach, payable to the organisers upon arrival, before registration is completed. 30 RIGHT TO USE NAMES AND LIKENESS

In participating in this championship, a competitor automatically grants to the organising authority, the IODA and the sponsors of the championship the right in perpetuity to make, use and show at their discretion any motion pictures, still pictures and live, taped or filmed television and other reproductions of him or her during the championship, and of all of his or her material related to the championship, without compensation.
